Measurement of subjective animal welfare creates a special problem in validating the measurement indicators used. Validation is required to ensure indicators are measuring the intended target state, and not some other object. While indicators can usually be validated through looking for correlation between target and indicator under controlled manipulations, this is not possible when the target state is not directly accessible. Examines how the courts have helped to shape the issue of animal welfare.

Animal welfare scientific literature has accumulated rapidly in recent years, but bias may exist which influences understanding of progress in the field. We conducted a survey of articles related to animal welfare or well being from an electronic database. From 8,541 articles on this topic, we randomly selected 115 articles for detailed review in four funding categories: government; charity and/or scientific association; industry; and educational organization. Ninety articles were evaluated after unsuitable articles were rejected. The (...) class='Hi'>welfare states of animals in new treatments, conventional treatments or control groups with no treatment were classified as high, medium or low according to one or more. More articles were published in which the welfare of animals in new treatments was better than that of animals in the conventional or no treatment groups, demonstrating a positive result bias. Failure to publish studies with negative or inconclusive results may lead to other scientists unnecessarily repeating the research. The authors’ assessments of the welfare state of the groups were similarly rated high, medium or low, and it was found that new treatments were rated lower if the research was funded by industry, and higher when funded by charities, with government funding agencies intermediate. These differences were not evident in the Five Freedoms assessment, demonstrating an authors’ assessment bias that appeared to support the funding agencies’ interests. North American funded publications rated the welfare of animals in New treatments higher and those in a Conventional or No Treatment lower, compared with European-funded publications. It is concluded that preliminary evidence was provided of several forms of publication bias in animal welfare science. (shrink)

Definitions of animal welfare often invoke consciousness or sentience. Marian Stamp Dawkins has argued that to define animal welfare this way is a mistake. In Dawkins’s alternative view, an animal with good welfare is one that is healthy and “has what it wants.” The dispute highlights a source of strain on the concept of animal welfare: consciousness-involving definitions are better able to capture the normative significance of welfare, whereas consciousness-free definitions facilitate (...) the validation of welfare indicators. I reflect on how the field should respond to this strain, ultimately recommending against splitting the concept and in favor of consciousness-involving definitions. (shrink)

Man controls and dominates the habitat of most animals, both domestic and wild and there is a need for a pragmatic, workable approach to the problem of reconciling animal welfare with economic forces and the needs of man. It is the author's contention that much of the current philosophical discussion of animal welfare is misdirected now that it is possible to measure to some extent what animals think and feel and how much they can appreciate their (...) quality of life. The book deals with farm animals, pets, wild animals and laboratory animals and dicusses their environmental requirements, fear and stress, their response to pain, injury, disease and death, behaviour and aggression, and the implications of biotechnology and genetic engineering. The focus on animal welfare in society has increased during the last 50 years. Animal welfare legislation and private standards have developed, and today many farmers within animal production have both governmental legislation and private standards to comply with. In this paper intentions and values are described that were expressed in 14 animal welfare legislation and standards in four European countries; Sweden, United Kingdom, Germany and Spain. It is also discussed if the legislation (...) and standards actually accomplish what they, in their overall description and ethics, claimed to do, i.e. if this is followed up by relevant paragraphs in the actual body of the text in the legislation and standards respectively. The method used was an on-line questionnaire from the EconWelfare research project and text analyses. This study shows that the ethical values within a set of legislation or private standards are not always consistently implemented, and it is not always possible to follow a thread between the intentions mentioned initially and the actual details of the legislation or standard. Since values will differ so will also the animal welfare levels and the implications of similar concepts in the regulations. In general, the regulations described were not based on animal welfare considerations only, but also other aspects, such as food safety, meat quality, environmental aspects and socio-economic aspects were taken into account. This is understandable, but creates a gap between explicit and implicit values, which we argue, can be overcome if such considerations are made more transparent to the citizens/consumers. (shrink)

In recent years, animal welfare has become an important element of sustainable production that has evolved along with the transformation of animal production systems. Consumer attitudes towards farm animal welfare are changing around the world, especially at emerging markets of Asia, Africa and Latin America. Survey-based research on consumer attitudes towards farm animal welfare has increased. However, the geographical coverage of studies on consumer attitudes and perceptions about farm animal welfare has (...) mostly been limited to Europe, and North America. Until now, Latin American consumers’ attitudes towards animal welfare have not been well studied. Despite the fact that Mexico, Chile and Brazil belong to the same region, there are marked differences between these countries in terms of their economical and geographical characteristics among other factors. Those differences potentially have an impact on consumer attitudes towards animal welfare and livestock production systems in general. Given the evidence from the literature review, it seems advisable that Latin American producers and food industry who engage in animal welfare-enhancing practices should clearly label their products with information on the type of husbandry system to reach those consumers who want to make an informed choice. Therefore, there are some aspects that need to be studied and cannot be worked separately in order to promote and understand consumer attitudes towards dairy and beef systems, such as geography, economic development, and politics. Proponents of the utilitarian animal welfare argument (AWA) for veganism maintain that it is reasonable to expect that adopting a vegan diet will decrease animal suffering. In this paper I argue otherwise. I maintain that (i) there are plausible scenarios in which refraining from meat-consumption will not decrease animal suffering; (ii) the utilitarian AWA rests on a false dilemma; and (iii) there are no reasonable grounds for the expectation that adopting a vegan diet will decrease (...) class='Hi'>animal suffering. The paper is divided into four sections. In the first, I set out the utilitarian AWA in its original form. I give some background and I distinguish it from other, related arguments. In the second, I discuss the causal impotence objection, a popular objection to the utilitarian AWA. I explain how the objection works by means of a conceptual distinction between consumers and producers. In the third, I explain how proponents of the utilitarian AWA respond to this objection. In particular, I set out in some detail what I call the expected utility response. In the fourth and final section, I use the three objections noted above to explain why I do not find this response convincing. (shrink)

With increasing attention given to wild animal welfare and ethics, it has become common to depict animals in the wild as existing in a state dominated by suffering. This assumption is now taken on board by many and frames much of the current discussion; but needs a more critical assessment, both theoretically and empirically. In this paper, we challenge the primary lines of evidence employed in support of wild animal suffering, to provide an alternative picture in which (...) wild animals may often have lives that are far more positive than is commonly assumed. Nevertheless, while it is useful to have an alternative model to challenge unexamined assumptions, our real emphasis in this paper is the need for the development of effective methods for applying animal welfare science in the wild, including new means of data collection, the ability to determine the extent and scope of welfare challenges and opportunities, and their effects on welfare. Until such methods are developed, discussions of wild animal welfare cannot go beyond trading of intuitions, which as we show here can just as easily go in either direction. (shrink)

When, if ever, is it better to spend money to improve pig welfare over chicken welfare? Which species of fish is worst off in commercial aquaculture operations? When, if ever, would humans benefit less from a policy than animals stand to lose? The answers to these questions involve making interspecies welfare comparisons—assessments of how well or poorly the members of one species are faring compared to the members of another species. It’s important to answer these questions, as (...) governments, NGOs, and private actors regularly make decisions that assume particular views about them. However, there is no accepted method for making interspecies welfare comparisons; welfare assessment tools are designed to make comparisons within species, not across them. This volume addresses this crucial gap in the literature: it proposes a methodology for making such comparisons, it puts that methodology into practice, and then reports some tentative, proof-of-concept results. This book reports the results of a collaborative, 20-month, interdisciplinary project on making interspecies welfare comparisons. It includes contributions from philosophers, neuroscientists, comparative psychologists, animal welfare scientists, and many others. Unlike many edited volumes, this book is the product of a joint enterprise with a specific, shared goal: to develop a way to make principled comparisons between courses of action that affect different kinds of animals. The conditions animals experience during the early developmental stages of their lives can have critical ongoing effects on their future health, welfare, and proper development. In this paper we draw on evolutionary theory to improve our understanding of the processes of developmental programming, particularly Predictive Adaptive Responses (PAR) that serve to match offspring phenotype with predicted future environmental conditions. When these predictions fail, a mismatch occurs between offspring phenotype and the environment, which can have long-lasting health and welfare (...) effects. Examples include metabolic diseases resulting from maternal nutrition and behavioral changes from maternal stress. An understanding of these processes and their evolutionary origins will help in identifying and providing appropriate developmental conditions to optimize offspring welfare. This serves as an example of the benefits of using evolutionary thinking within veterinary science and we suggest that in the same way that evolutionary medicine has helped our understanding of human health, the implementation of evolutionary veterinary science (EvoVetSci) could be a useful way forward for research in animal health and welfare. As has been the case in Europe, increasing consumer demand for higher welfare products has resulted in improved conditions for farm animals raised for slaughter in the USA and Australia. Consumer awareness has been significantly aided by investigations of farm and slaughterhouse conditions by animal welfare organizations, often working undercover. These gains are now under very serious threat. In eleven states in the USA, and three in Australia, new legislation, coined “Ag-gag” law, has been enacted prohibiting public (...) dissemination of material depicting on farm animal use. In both countries, media corporations and private citizens are liable to up to three years’ imprisonment for publishing photographs or recordings depicting the conditions of animals on farms or at slaughter. Controls on the publication of information documenting animal use compromises transparency in the food chain, erodes the accountability of those involved in the management of animals and undermines the case for enhanced legislation and policy reform. This paper describes recent legal challenges in the USA to the constitutionality of “Ag-gag” laws and evaluates “Ag-gag” laws’ impact on animal welfare in agricultural facilities in the USA and Australia. This paper describes the perspectives of stakeholders within the North American dairy industry on key issues affecting the welfare of dairy cattle. Five heterogeneous focus groups were held during a dairy cattle welfare meeting in Guelph, Canada in October 2012. Each group contained between 7 and 10 participants and consisted of a mix of dairy producers, veterinarians, academics, students, and dairy industry specialists. The 1-h facilitated discussions were audio-recorded and transcribed verbatim. Content analysis of the resulting transcripts showed (...) that participants across all stakeholder categories identified lameness as the most important welfare issue facing dairy cattle. Other prominent issues of concern included cow comfort, disease, on-farm mortality, stockmanship, painful procedures, injuries, cull cow management, calf management, and restriction of behavioural freedoms. Participants typically gave several reasons for why they considered issues problematic. Underlying reasons were grouped according to animal-centered concerns [at both the individual and at the herd level ] and industry-centered concerns . This analysis identified areas of shared concern among diverse stakeholder groups, which should aid in the development of standards and policies that satisfy stakeholders within and external to the dairy industry. Animal welfare is emerging as one of the most controversial issues in modern livestock agriculture. Although consumers can buy free range products in niche markets, some have argued that existing markets cannot solve the animal welfare dilemma because there are individuals who care about animal well-being who do not eat animal products. This paper proposes a market-based solution to at least partially manage animal welfare externalities. Also, the animalhusbandry system reflects certain values oraims. The values reflected in the chosenconception of animal welfare ought tocorrespond to values aimed for in the husbandrysystem. The IFOAM Basic Standards and otherwritings dealing with organic animal husbandryshould be taken as a departure point for adiscussion of how to interpret (...) the conceptionof welfare in organic farming systems. Theconception of welfare is related to two corevalues in the organic agriculture movement.These core values should be considered in termsof (1) aim for holistic view and (2) aim forsustainability. A third, implicit core value,based on bio- and ecocentric views: (3) respectfor nature is needed as a supplement to thesetwo core values. There are importantimplications of these core values for an``organic'''' conception of animal welfare and forconfronting two dilemmas due to conflictinginterests. Comparisons among the three commonlyused welfare definitions will show thesuperiority of the third approach, which canprovide an outline for a conception of animalwelfare more suitable for organic farmingsystems. This outline combines a holisticecocentric approach with respect for theindividual animal, and it can be used as thebasis for a complex definition with emphasis onnatural behavior. In recent work, economist Yew-Kwang Ng suggests strategies for improving animal welfare within the confines of institutions such as the meat industry. Although I argue that Ng is wrong not to advocate abolition, I do find his position concerning wild animals to be compelling. Anyone who takes the interests of animals seriously should also accept a cautious commitment to intervention in the wild.

After satisfying their quantitative and qualitative needs as regards nutrition, consumers in developed countries are becoming more involved in the ethical aspects of food production, especially when it relates to animal products. Social demands for respecting animal welfare in housing systems are increasing rapidly, as is social awareness of human responsibility towards farm animals. Many studies have been conducted on animal welfare measurement in different production systems, but the available information for small ruminants remains insufficient. (...) In this study, a 75 criteria-evaluation tool has been set up on the basis of the five freedoms concept. Animal welfare considerations have been analyzed in 25 documents, including labeling schemes, regulations, and recommendations from different European countries. The results show many differences between regular and organic small ruminant farming standards. Emergency measures are generally lacking. A weak representation of psychological aspects of animal welfare, especially by the current European legislation, is highlighted. (shrink)

KATIE McSHANE | : Taking the Fifth Assessment Report of the Intergovernmental Panel on Climate Change as representative, I argue that animal ethics has been neglected in the assessment of climate policy. While effects on ecosystem services, biodiversity, and human welfare are all catalogued quite carefully, there is no consideration at all of the effects of climate change on the welfare of animals. This omission, I argue, should bother us, for animal welfare is not adequately (...) captured by assessments of ecosystem services, biodiversity, or human welfare. After describing the paper’s assumptions and discussing the role of the IPCC’s Assessment Reports in climate policy, I consider the presentation of climate impacts in the IPCC’s Fifth Assessment Report, noting the aspects of animal welfare that are considered there, and comparing the report’s treatment of animal welfare to its treatment of human welfare. Next, I argue that the concepts of ecosystem services, biodiversity, and human welfare do not adequately capture the welfare of animals. Finally, I discuss concerns about human responsibility for animal welfare and the practicality of including considerations of animal welfare among the climate impacts studied by the IPCC. | : En prenant le Cinquième Rapport d’évaluation du Groupe d’experts intergouvernemental sur l’évolution du climat à titre de cas représentatif, je soutiens que l’éthique animale a été négligée dans l’évaluation de la politique climatique. In current dairy farming it is possible to run a profitable farm without having to adapt the system to the needs of dairy cows. In such systems the interests of the farmer and animals often diverge. Consequently, specific animal welfare problems occur. Foot disorders in dairy cattle are an illustrative example resulting from the specific methods of housing and management in current dairy farming. Foot disorders and the resulting lameness are considered the most important welfare problem in (...) dairy farming. However, these foot disorders not only typify welfare problems related to certain housing systems, but they also lead to the premature culling of cows. The assessment of the impact of foot disorders on the welfare of dairy cows raised the question of whether premature culling affects animal welfare since it affects the longevity of a cow. We argue that this aspect of longevity is morally relevant as an animal welfare issue. In this paper we aim to explore whether longevity is both (a) a morally relevant aspect in the discussion on killing animals and (b) a constitutive element of animal welfare. In other words, we aim to explore whether longevity is an independent moral argument in an animal welfare discussion. We claim that longevity is not merely important as an indicator of animal welfare, but is also a constitutive element of animal welfare. We argue that we need a more integrated approach to animal welfare and that an assessment that includes the aspect of time is necessary. This view involves a shift from views on animal welfare in terms of functioning or feeling well to a view on animal welfare that includes the aspect of natural living in which species-specific development is important. To show the impact of these points of view, we look at the practical implications for choices concerning the management of foot disorders in dairy cattle. (shrink)

Recent discussions in animal welfare have emphasised the importance of animal agency—the ability of animals to make choices and exert control over their environment in a way that aligns with their needs and preferences. In this paper, we discuss the importance of animal agency for welfare and examine how use of some types of animal–computer interaction can enable animals to exercise more agency in captive environments through increased choice and control, cognitive challenge, and social (...) interactions; as well as considering some of the potential limitations of such efforts. Abstract:In this discussion I revisit the animal welfare-environmental ethics debate, including a recent argument by Ian Campbell in this journal, that its underlying values are incommensurable at the level of principle, making them hard to reconcile, even in practice. By relying on the geocentric framework of William Lynn and the capabilities approach of Martha Nussbaum, as well as a place-specific example of wild horse protection policies, I argue that it is possible to balance these competing values. In light (...) of the pervasive presence of non-native animals, as well as habitat loss and other threats to self-sustaining ecosystems, binary choices are fast becoming anachronistic. Case-by-case analyses are necessary in order to assess how to grant equitable consideration to complex claims. (shrink)

The results of two independent empirical studies with Flemish citizens were combined to address the problem of a short fall of information provision about higher welfare products. The research objectives were (1) to improve our understanding of how citizens conceptualize farm animal welfare, (2) to analyze the variety in the claimed personal relevance of animal welfare in the food purchasing decision process, and (3) to find out people’s needs in relation to product information about (...) class='Hi'>animal welfare and the extent to which the current information caters to these needs. The first study consisted of a survey conducted in three consecutive years (2000–2002, n = 521) and was complemented with more recent qualitative data from four focus group discussions (2006, n = 29). Citizens’ conceptualization of farm animal welfare matched reasonably well with those in the scientific literature, although it is clearly influenced by a lower level of practical experience and a higher weight of empathy. In general, respondents indicated that animal welfare was an important product attribute, although it was less important than primary product attributes such as quality, health, and safety. Moral issues, rather than a perception of higher quality, were the main influence on preferences for higher welfare products. At present, higher standards of animal welfare are mostly guaranteed within more general quality assurance schemes. Yet people’s decisions to not choose higher welfare products seems to be related to the perceptual disconnection between eating animal food products and the living producing animals. Respondents generally thought better information provision was required and the present level of provision was strongly criticized. In combination, the findings of both studies help inform the discussion about how citizens can be informed about animal welfare and the preferred content, source, and medium of such information. The paper also provides insights into citizens’ semantic interpretation of the concept of animal welfare (what wordings they use) and the range of relevance that animal welfare has for different groups that, in turn is useful in identifying which segments can be targeted. Currently assessment and management of animal welfare are based on the supposition that welfare status is something experienced identically by each individual animal when exposed to the same conditions. However, many authors argue that individual welfare cannot be seen as an ‘objective’ state, but is based on the animal’s own self-perception; such perception might vary significantly between individuals which appear to be exposed to exactly the same challenges. We argue that this has two implications: (...) (1) actual perceived welfare status of individuals in a population may vary over a wide range even under identical environmental conditions; (2) animals that appear to an external observer to be in better or poorer welfare condition may all in fact perceive their own individual status as the same. This would imply that optimum welfare of a social group might be achieved in situations where individual group members differ markedly in apparent welfare status and perceive their own welfare as being optimal under differing circumstances. Welfare phenotypes may also vary along a continuum between self-regarding and other-regarding behaviour; a variety of situations exist where (social) individuals appear to invest in the welfare of other individuals instead of maximising their own welfare; in such a case it is necessary to re-evaluate individual welfare within the context of a social group and recognise that there may be consequences for the welfare of individuals, of decisions made at the group level or by other group members. The concept of natural behavior is a key element in current Dutch policy-making on animal welfare. It emphasizes that animals need positive experiences, in addition to minimized suffering. This paper interprets the concept of natural behavior in the context of the scientific framework for welfare assessment. Natural behavior may be defined as behavior that animals have a tendency to exhibit under natural conditions, because these behaviors are pleasurable and promote biological functioning. Animal welfare is the (...) quality of life as perceived by the animal. Animals have evolved cognitive-emotional systems (“welfare needs”) to deal with a variable environment. Animals do not only have so-called physiological needs such as the need for food, water, and thermal comfort. They also need to exercise certain natural behaviors such as rooting or nest-building in pigs, and scratching or dust-bathing in poultry. All needs must be taken into account in order to assess overall welfare. The degree of need satisfaction and frustration can be assessed from scientific information about the intensity, duration, and incidence of (welfare) performance criteria such as measurements of behavior and/or (patho)physiology. Positive welfare value relates to how animals are inclined to behave under natural conditions, in preference tests, and in consumer-demand studies. Negative welfare value relates to stress, frustration, abnormal behavior, aggression, and reduced fitness. Examples are given to illustrate how the need to perform natural behaviors can be assessed following the general principles for welfare assessment, providing a first approximation of how different natural behaviors affect animal welfare. What is animal welfare? Why has it proved so difficult to find a definition that everyone can agree on? This concise and accessible guide is for anyone who is interested in animals and who has wondered how we can assess their welfare scientifically. It defines animal welfare as 'health and animals having what they want', a definition that can be easily understood by scientists and non-scientists alike, expresses in simple words what underlies many existing definitions, (...) and shows what evidence we need to collect to improve animal welfare in practice. Above all, it puts the animal's own point of view at the heart of an assessment of its welfare. But, can we really understand what animals want? A consistent theme running through the book is that not only is it possible to establish what animals want, but that this information is vital in helping us to make sense of the long and often confusing list of welfare measures that are now in use such as 'stress' and 'feel good hormones', expressive sounds and gestures, natural behaviour, cognitive bias, and stereotypies. Defining welfare as 'health and what animals want' allows us to distinguish between measures that are simply what an animal does when it is alert, aroused, or active and those measures that genuinely allow us to distinguish between situations the animals themselves see as positive or negative. Sentience (conscious feelings of pleasure, pain, and suffering) is for many people the essence of what is meant by welfare, but studying consciousness is notoriously difficult, particularly in non-human species. These difficulties are discussed in the context of our current - and as yet incomplete - knowledge of human and animal consciousness. Finally, the book highlights some key ideas in the relationship between animal welfare science and animal ethics and shows how closely the well-being of humans is linked to that of other animals. Bovine tuberculosis is a controversial animal health policy issue in England, which impacts farmers, the public, cattle and badgers. Badgers act as a wildlife reservoir of disease. Policy options for badger control include do nothing, badger culling, and badger vaccination. This paper argues for mandatory Animal Welfare Impact Assessment for all policy that significantly affects sentient animals. AWIA includes species description, and AWIA analysis stages. In this paper, AWIA is applied to impacts of bovine TB policy options (...) on cattle and badgers. Over 4 years, 85,000 badgers will be culled to prevent the slaughter of ~17,750 cattle over 9 years. Hence, about five badgers are culled for every cow which avoids slaughter. The AWIA analyses the impact of badger vaccination on cows and badgers based on a set of stated assumptions. The AWIA estimates badger vaccination to reduce the number of cows slaughtered by 11,600, i.e. a 12.5% reduction. Additional to the harm of killing, culling has greater welfare impacts on badgers compared to non-culling options. Actors in animal health and welfare policy were interviewed about the concept of AWIA. Policy actors supported the idea of AWIA to provide objective data to feed into policy making. The paper concludes with the proposal that AWIA is a necessary stage of just policy making where sentient animals are impacted by government policy. (shrink)

Animal welfare has been conceptualized in such a way that the use of animals in science and for food seems justified. I argue that those who have done this have appropriated the concept of animal welfare, claiming to give a scientific account that is more objective than the sentimental account given by animal liberationists. This strategy seems to play a major role in supporting merely limited reform in the use of animals and seems to support (...) the assumption that there are conditions under which animals may be raised and slaughtered for food that are ethically acceptable. Reformists do not need to make this assumption, but they tend to conceptualize animal welfare is such a way that death does not count as harmful to the interests of animals, nor prolonged life a benefit. In addition to this prudential value assumption, some members of this community have developed strategies for defending suitably reformed farming practices as ethical even granting that death and some other forms of constraints are harms. One such strategy is the fiction of a domestic contract. However, if one accepts the conceptualization of human welfare give by L. W. Sumner, and applies it to animals in the way that I think is justified, an accurate conceptualization of animal welfare has different implications for which uses of animals should be regarded as ethically acceptable. In this paper I give an historical and philosophical account of animal welfare conceptulization and use this account to argue that animal breeders, as custodians of the animals they breed, have the ethical responsibility to help their animal wards achieve as much autonomy as possible in choosing the form of life made available to them and to provide that life. Attempts to avoid these implications by alluding to a contract model of the relationship between custodians and their wards fail to relieve custodians of their ethical responsibilities of care. There is an increasing body of literature proposing to include animal welfare in the United Nations Sustainable Development Agenda. The main argument is the potential positive effect that improving the welfare of animals could have over the health and welfare of humans. However, recent literature suggests that the welfare interests of animals should also be considered. Based on these premises, an analysis of the practical implications of including animal welfare in the United Nations (...) Sustainable Development Goals is granted. The aim of this study is to address this by applying the case of animals in the agriculture and aquaculture systems. Animal farming inherently affects the welfare of a substantial number of sentient animals while, the welfare of farmed animals has been connected to human wellbeing and several environmental issues. The study highlights the feasibility of incorporating the welfare of farmed animals into a future version of the SDGs. It does so by developing a model based on a set of human-focused (anthropocentric) and animal-focused (sentientistic) targets for each of the 17 goals. It has been argued that expanding the scope of the SDGs from anthropocentrism to sentientism creates a synergy between human and animal welfare and, on top of that, is progress towards sustainability. The attempt to appropriate Heidegger’s thinking in order to found environmental ethics continues to pose challenges both for understanding the premise of an ethic, and, conversely, for unfolding the importance of his thought in the effort to displace the anthropocentric focus of modern philosophy. These challenges must be taken up on a methodological as well as a thematic level, in order to show how a claim of being can implicate a reciprocal guidance pertaining to our treatment of the earth, nature, (...) and animals. An appeal to the ethos of situated dwelling is not sufficient to ground a transhuman ethic; rather, a precursory step must be taken to uncover a common space of embodiment, thereby marking a jointure whereby habitats fostering the potential for animals to “flourish” can be cultivated in concert with our own capacity to dwell. When viewed through this prism of our “incarnality,” the stewardship that we practice in dwelling on the earth can also “formally indicate” a sense of proportionality, e.g., a “measure,” counter balancing the interests of animals with humans. Conversely, the search for a trans-human ethic calls for a further transformation of phenomenology through its interface with hermeneutics. (shrink)

Consumer action is leading to increasing debate over on-farm activities in New Zealand. Both animal welfare activists and government organizations frequently refer to the importance of welfare standards in order to secure overseas markets, as well as in response to local concerns. This article explores rural and urban people’s views of welfare of animals kept on farms for commercial purposes in response to a 2008 survey commissioned by the Ministry of Agriculture and Forestry. It compares and (...) contrasts these recent findings with those of an earlier survey, to demonstrate how understanding of—and the impetus for—changing farm practices have developed. The article also looks at the global context of the animal welfare issue and discusses how overseas trends impact the New Zealand situation. Control of wild animals may give rise to controversy, as is seen in the case of badger control to manage TB in cattle in the UK. However, it is striking that concerns about the potential suffering of the affected animals themselves are often given little attention or completely ignored in policies aimed at dealing with wild animals. McCulloch and Reiss argue that this could be remedied by means of a “mandatory application of formal and systematic Animal Welfare Impact (...) Assessment ”. Optimistically, they consider that an AWIA could help to resolve controversies involving wild animals. The aim of this paper is to evaluate the potential of AWIA. We begin by showing how ideas akin to AWIA already play a significant role in other animal ethics controversies, particularly those concerning laboratory animal use and livestock production; and we bring in lessons learnt from these controversies. Then we comment on the suggested development and application of AWIA in the case of badger control. Finally, we discuss the prospects of applying AWIA to other sorts of wild animal controversy. We argue that the AIWA, as developed by McCulloch and Reiss, relies on several dubious premises, including that killing is a welfare issue. Furthermore, we argue that AWIA is unlikely to prevent serious moral disagreements over how to weigh concerns about wild animals against priorities in human health, the health of domestic and farm animals, and biodiversity, but that it may nonetheless serve to limit harms imposed on the wild animals. Animal welfare has a long history of disregard. While in recent decades the study of animal welfare has become a scientific discipline of its own, the difficulty of measuring animal welfare can still be vastly underestimated. There are three primary theories, or perspectives, on animal welfare - biological functioning, natural living and affective state. These come with their own diverse methods of measurement, each providing a limited perspective on an aspect of (...) class='Hi'>welfare. This paper describes a perspectival pluralist account of animal welfare, in which all three theoretical perspectives and their multiple measures are necessary to understand this complex phenomenon and provide a full picture of animal welfare.
