This paper decentres the predominance of statism and deliberation in ecological democracy scholarship. We use insights from eco-anarchism and cosmopolitics to identify democratic configurations beyond capitalism and its entanglement with the nation-state. These configurations are premised on the idea that sustainability transformation not only implies a move beyond capitalism and the nation-state, but might comprise their dismantling. We propose and apply an analytical framework encompassing the dimensions actors, praxis and processes and institution(s) to contrast these three political theories and (...) bring forward a diversity of democratic praxes that revolve around the generation of autonomy and the building of multispecies political communities. Finally, we discuss transformation possibilities from within the capitalist nation-state and propose research directions for post-statist, autonomous and diverse ecological democracies. (shrink)

Cosmopolitics, the concept of a world politics based on shared democratic values, is in an increasingly fragile state.

As a flashpoint for specific instances of conflict, Muslim sartorial practices have at times been seen as being antagonistic to “western” ideas of gender equality, secularity, and communicative practices. In light of this, I seek to highlight the ways in which such moments of antagonism actually might be understood on “cosmopolitical” terms, that is, through a framework informed by a critical and political approach to cosmopolitanism itself. Thus, through an “agonistic cosmopolitics” I here argue for a more robust political (...) understanding of what a cosmopolitan orientation to cultural difference can offer education. The paper moves from a focus on harmony to agonism and from cosmopolitanism to the cosmopolitical, and within each I discuss the questions of democracy and universality, respectively. Drawing on, the work of Chantal Mouffe, Judith Butler and Bonnie Honig, I discuss the basis upon which our agonistic interactions can inform education in promoting better ways of living together. This requires, in my view, nothing less than a clear understanding of the very difficulties of pluralism and a questioning of some of the ways we often reflect on the political dimension of these difficulties. I offer some reflections on what an agonistic cosmopolitics has to offer the debates surrounding the wearing of various forms of Muslim dress in schools in the conclusion. My overall claim is that cosmopolitanism as a set of ideas that seek more peaceful forms of living together on a global scale is in need of a theoretical framework that faces directly the difficulties of living in a dissonant world. Postcolonial science studies entails ostensibly contradictory critical and empirical commitments. Science studies scholars influenced by Bruno Latour and Isabelle Stengers embrace forms of realist, radical empiricism, while postcolonial studies scholars influenced by Jacques Derrida trace the limits of the knowable. This essay takes their common use of the term cosmopolitics as an unexpected point of departure for reconciling Derrida’s program with Stengers’s and Latour’s. I read Derrida’s critique of hospitality and Stengers’s and Latour’s ontological politics as necessary complements for conceiving (...) a care-oriented subalternist cosmopolitics, a process of composing common worlds that remains attentive to the limits of representation. Cosmopolis A Review of Cosmopolitics -/- 2015/3-4 -/- Editorial Dominique de Courcelles & Paul Ghils -/- This issue addresses the general concept of “spirituality” as it appears in various cultural contexts and timeframes, through contrasting ideological views. Without necessarily going back to artistic and religious remains of primitive men, which unquestionably show pursuits beyond the biophysical dimension and illustrate practices seeking to unveil the hidden significance of life and death, the following papers deal with a number of interpretations covering a (...) wide field extending from belief to theory, from emotions to concepts, from the wisdom of personal experience to the most sophisticated doctrines. Spirit and spirituality are indeed many-faceted notions. They may refer to the intricate world of the interacting spirits which inhabit living beings in animistic traditions, without excluding a “grand force” linking human beings within a dynamic whole on which their very existence rely . They also bear upon more atomistic and either/or approaches of Western philosophy, which have become embodied in Cartesian dualism against a monotheist background, to the point of freezing the essence of individuals and culminating in the extreme individualism that characterizes our contemporaries. However, this equally refers to the opposite conception of materialism, across times and cultures, from ancient India and Greece (Cārvāka, originally known as Lokāyata, or some Buddhist doctrines for the former, Democritus or Lucretius for the latter) to more contemporary materialistic schools, whether modern or postmodern. -/- The following papers look at the contrasting forms of the philosophy and spirit of the human factor set into a whole, with no artificial disjoint between the psychical and the physical levels, as Wittgenstein put it: “And how can a body have a soul?”. This approach is not unrelated to the notion of anthropocene examined in a recent issue of Cosmopolis, with provides another comprehensive framework open to a spiritual life emerging from the very environment that generated it. -/- *** The first section of this issue was edited by Dominique de Courcelles, director at the National French Research Centre (CNRS), whom we wish to thank for collecting relevant studies relating to the religious and political questions, with a view to focusing on the war of ideas inevitably waged behind images, concepts and perceptions, taking an asymmetrical approach. To the extent that they are mindful of global/local interactions and include representations, opinions and beliefs, such disciplines as philosophy, philology, history and social sciences can provide useful studies accounting for new practices in geopolitics and a fair diplomacy. -/- In her introduction, Dominique de Courcelles first poses the question of how the religious and political spheres interrelate, with their corresponding religious demands and humanistic values. She then suggests that the right question today may be breaking with the philosophy of human rights concerned with the defense of human beings against the hazards of arbitrary politics or the instrumental use of religion, in favour of a fair philosophy of humankind, a new humanism. This would consist in recognizing a common loyalty of all towards one interhuman, not only interstate community, to protect it from both the autonomy demanded by individuals and the instrumental use of minorities. -/- Considering the fact of diversity, so important today in terms of both politics and religion, Abdelhai Azarkan looks at the conditions under which tolerance could obtain the double status of right and duty. He revisits to two philosophers, John Locke and Voltaire, who thought about it from the historical reality of religious wars. The former made tolerance into a right, basing his analysis on the political-legal level, while the latter saw tolerance as a duty, from an analysis based on ethical-political criteria. -/- Mathieu Guidère examines what he calls semantic denominationalism, a term which implies religious attributes and identities, whichever national loyalties or personal belonging they may have at the same time. Since the early 2000s, thie phenomenon has expanded tremendously, compounded by the “war on terror” and the over media-oriented terrorist actions. Denominational expressions act as formal names for ordinary and high-profile players in domestic and foreign policies of democratic states. These systems reveal a receding secularization, while the powerful comeback of religious identities signals the failure of nation-states and the weakening of the humanist spirit. -/- Barbara De Poli retraces the history of a contemporary jihadism claiming its Islamic essence and asserting the truth of genuine coranic principles via the war on infidels, with a view to restoring the Caliphate. After defining the term jihad, she shows that even if this contemporary jiadism is spreading in the Muslim world, it radically departs from Islamic law and the received use of the term jihad, in so far as it is rooted in the early radical thinking of Islamic ideologues in the 20th century, starting with with Hassan al-Banna, the founder of the Muslim Brotherhood. This current has been fueled by by international conflicts since the outbreak of the war in Afghanistan, in which the so-called Western countries bear a major responsibility. -/- Abderrazak Sayadi starts from the Tunisian experience to ask the question of humanist values and democracy within the relationships between the religious and political spheres. As a historian of religion, he is brought to demystify certain islamic principles and to paying attention to the reform of law, seeing the separation of religion and politics as a precondition to a successful democratic gamble and the establishment of a renewed humanism. -/- Dominique de Courcelles reminds us that getting a better knowledge of narrations and words makes it possible to better understand how logical and rhetorical thinking works for those who wage an asymetriccal war, re-enchanting and mystifying the world to better take control. As soon as 1932, an exchange of letters between Einstein and Freud made it clear that, in order to free man from fatality and war, education understood as culture was fundamental. Such illustrations as the exécution of Oussama ben Laden and the Caliph’s speech in Mossoul show that a premiminary analysis of images and words is essential to a fair diplomacy conducted by people from civil society, whose culture and wisdom allow justice and force to speak together and better resist war. -/- Marcel Boisard thinks that on the day the guns fall silent, exhausted by war, we will not return to the state borders that have prevailed for a century as an outcome of the Sykes-Picot agreement of 1916. It is time to prepare the “day after”, which will be a huge challenge. To this end, a summit of Middle-East nations is urgently needed to globally decide the fate of those peoples. On the condition that we know who the enemy is and accept to name it, to understand the history of the countries, groups and alliances, and to question any false or self-interested sense of certainty. -/- *** In the second section, Paul Schafer provides the author’s experiences to explain how culture, from the artistic to the biological, has the power to to open the doors to spirituality, from the inner self to the global environment. He asks himself whether a relative permanence of spirituality can arise from the specific moments that characterize it. Laurent Ledoux synthesizes the conclusion of a symposium held on 22 January 2015 on the links between philosophy and management, on the basis of the spiritual dimension conceived as “natural” and the answers it may suggest to the issues that face the organizations in a “contemporaniversal” world. Jacques Rifflet makes that question in a secular perspective, based on the wellsprings of personal commitment before it can be caught by any religious creed or scientific theory. In this sense spirituality, in alliance with reason, both inspires human consciousness and illuminates its destiny. Sami Aldeeb asks himself whether Islam can be reconciled with human rights. Caught between the belief in an absolute and final Word descended from the sky, and evidence showing that any religion is the creation of a given culture and a society situated in time and space, the Makkan and … contexts et médinois call for differentiated, if not opposite answers and exegeses. Bernard Carmona provides the outline of a dialogical framework, which is known to be a feature of debates between the various philosophical schools of classical India, exemplified here by the transdisciplinary perspective of debates within a Buddhist context. *** The articles not focused on the previous topic include a study by Landry Signé on China’s strategy, competing with the United States to control African resources. The author deals with the specific case of China’s rapprochement with Southern Sudan since Sudan was broken up. In the last paper, Goran Fejić and Rada Iveković, return to the essential role that women should play, and comments upon the role of some international legal instruments related in particular to the elimination of all forms of discrimination. The perspective is transnational and transethnic and is based on secular criteria, as regards nation-building and more generally society-building. Considering the persistence of widespread violence, whether in times of armed conflict or in times of peace, the question remains whether it is possible to fully implement rights and justice instruments. Philosophy and the Frontiers of the Political is the title of a biographical-theoretical interview between Emanuela Fornari and Étienne Balibar. The interview falls into three parts. The first part retraces the theoretical and intellectual climate in which Balibar received his education in the early 1960s: in this context the study of classical thinkers such as Spinoza went hand in hand with a radical rethinking of the relations between politics and philosophy, conducted in the context of an attempt to provide a (...) critical reconstruction of Marxism that drew upon the revolutionary perspective of structuralism. Through his friendship and association with his teacher Louis Althusser, Balibar developed a specific conception of philosophy as a "Kampfplatz," or battle-field, where we must struggle to forge a significant relationship between theory and practice, or between philosophy and politics. The second part of the interview focusses on questions of European nationalism and "neo-racism," and the way in which these questions come to explode the classical perspective of Marxism. In this context Balibar discusses his intellectual relations with Jacques Derrida and with Immanuel Wallerstein, and his attitude to the latter's theory of the "system-world." Balibar explains how his own conception of the relation between ideological formations and processes of accumulation can be described as a disjunctive synthesis: as a heterogeneous union of problems that have no determining "final instance." Finally, the third part of the interview is dedicated to a discussion of "cosmopolitics" and the role of Europe in the transition from the modern system of nation states to the new transnational and postnational constellation. Balibar's approach essentially undertakes to reactivate, in the context of global modernity, a Machiavellian conception of "conflictual democracy" which identifies the very core of the democratic principle in the constant interaction between the logic of conflict and the logic of institutions. This paper will address the political and ethical ramifications of Derrida's concern for friendship in relation to his concerns with the future of democracy, rights of hospitality and cosmopolitics. The questions addressed read as follows: Is there a way we can get beyond this stance which not only consolidates a friendship of the ‘perhaps’ with a friendship of the promise, but also implicates their consolidation with the very future of what we today call democracy? Is there a way (...) in which we can substantiate something more than a romanticized call for a future integration of friendship and democracy while avoiding the pitfalls of on one hand, substantiating a model of friendship for politics or, on the other, offering a disguised and naïve return to a metaphysics of friendship as the saving grace of social unity? Through a close reading of the conclusion to Politics of Friendship as well as his concerns with friendship in Spectres of Marx and Rogues: Two Essays on Reason it will be argued that Derrida's insistence on the future of friendship is bound up with the notion of an ethical promise to the thought of friendship as the condition for its political and ethical relevance. In the summer of 1997, I was asked by a leading Japanese newspaper what I thought was the most important thing that had happened in the twentieth century. I found this to be an unusually thought-provoking question, since so many things of gravity have happened over the last hundred years. The European empires, especially the British and French ones that had so dominated the nineteenth century, came to an end. We witnessed two world wars. We saw the rise and fall (...) of fascism and Nazism. The century witnessed the rise of communism, and its fall (as in the former Soviet bloc) or radical transformation (as in China). We also saw a shift from the economic dominance of the West to a new economic balance much more dominated by Japan and East and Southeast Asia. Even though that region is going through some financial and economic problems right now, this is not going to nullify the shift in the balance of the world economy that has occurred over many decades (in the case of Japan, through nearly the entire century). The past hundred years are not lacking in important events. (shrink)

The fact that most of us are ignorant on politically relevant matters presents a problem for democracy. In light of this, some have suggested that we should impose epistemic constraints on democratic participation, and specifically that the franchise be restricted along competency lines – a suggestion that in turn runs the risk of violating a long-standing condition on political legitimacy to the effect that legitimate political arrangements cannot be open to reasonable objections. The present paper therefore outlines a way (...) to solve the problem of public ignorance without restricting the franchise. The proposal involves filtering the electoral input of a universal franchise through a statistical model that simulates what the public's political preferences would have been, had they been informed on politically relevant matters. The result is modelled democracy. A case is made that such democracy both solves the problem of public ignorance and satisfies the aforementioned condition on legitimacy. (shrink)

This article explores different theoretical and political dimensions of voice in democratic theory. Drawing on recent developments in political theory, ranging form James Bohman’s work on the movement from demos to demoi in transnational politics, to William Connolly’s writings on pluralization, it develops a critical account of the emphasis within conventional pluralism on the representation of extant identities. Instead, it foregrounds the need to engage with emerging identities, demands, and claims that fall outside the parameters of dominant discursive orders. Building (...) on the works of Rancie`re and Cavell, it highlights the importance of an analytical engagement with the emergence and articulation of new struggles and voices*the processes through which inchoate demands are given political expression*so as to counter the ongoing possibilities of domination, understood here as a ‘deprivation of voice.’ The article develops an account of the centrality of the category of responsiveness to such claims and demands for democratic theory, especially in relation to a range of democratic struggles in our contemporary world. In so doing, it contributes to a growing body of work that questions the taken for granted character and status of the institutional forms of liberal democaracy. This book discusses how rational choice theory grew out of RAND's work for the US Air Force. It concentrates on the work of William J. Riker, Kenneth J. Arrow, James M. Buchanan, Russel Hardin, and John Rawls. It argues that within the context of the US Cold War with its intensive anti-communist and anti-collectivist sentiment, the foundations of capitalist democracy were grounded in the hyper individualist theory of non-cooperative games.

If one wishes to give individuals what they deserve, one must find some way of appraising those characteristics that render them deserving. In modern democratic societies, it seems attractive to base this appraisal on an aggregation of the valuations individuals hold of the desert bases under consideration. Some have argued that the market can provide such an appraisal. However, I argue that the market does not provide a satisfactory democratic appraisal that is relevant for desert, as it allows for the (...) existence of net consumer surplus. Nevertheless, I submit that a procedure that does not leave any net consumer surplus would succeed where the market fails. Taking the average valuation of the individuals in society for a given desert base would meet this requirement. Hence, I claim that such a procedure can provide the satisfactory democratic appraisal that the market cannot, and can be used to give individuals what they deserve. (shrink)

ABSTRACT This essay is a critical study of Jason Brennan's Against Democracy. We make three main points. First, we argue that Brennan's proposal of a right to competent government only works if one considers the absence of government a viable proposition, something most of his opponents are not prepared to do. Second, we suggest that Brennan's account of competent decision-making is blind to forms of oligarchic power that work against the very ideals of justice and epistemic virtue that competence (...) is meant to safeguard. Third, we muster empirical evidence to argue that, in the real world, democracy is not just about making decisions and selecting policies, in which case Brennan's argument misses its mark. (shrink)

This paper addresses the question of why democracy is desirable in terms of a relational theory of democracy. The theory draws on concepts from Aristotelian, critical realist, and psychoanalytic theory. From Aristotle it takes the concepts of human flourishing and human virtues; from critical realism it takes the concepts of relational subjects and relational goods; from psychoanalysis it takes the concept of mutuality. The relational theory argues that democracy, particularly deliberative democracy, is desirable because it requires (...) and facilitates the development of citizens with the relational capacity of mutuality. The theory is developed sequentially in the following four theses. (1) The function of government is to promote the flourishing of its citizens. (2) Human flourishing results from citizens having access to relational goods. (3) Access to relational goods requires that citizens possess the relational capacity of mutuality. (4) Deliberative democracy is desirable because it both requires and facilitates mutuality. (shrink)
