Product take-back (also called extended producer responsibility) has become a trend for dealing with the garbage resulting from categories of problematic products. Waste electrical and electronic equipment (WEEE) is one such category with computer equipment being of particular significance. This article provides a description of the European Union’s program to require the take-back of WEEE as well as the status of similar programs in Canada and the United States. It is concluded that although these programs meet the (...) goal of reducing the quantity of hazardous materials going to landfills, they do not go to the root of the problem by means of preventive approaches that create more circular materials flows. PurposeThis paper aims to inform and improve the quality of electronic products and services by outlining an approach to ethically grounded design.Design/methodology/approachA number of design disciplines were investigated using desk research and also learning from experience in commercial design practice in the mobile phone, Internet and software industries.FindingsIt is suggested that design “scripts” specific behaviours with either good or bad results. Scripts have a behavioural element and they define the physical, social and individual impact of products and services. This (...) suggests that designers should be aware of the impact design decisions have throughout the product lifecycle. In order to achieve this, three ethical design principles (situated research, reflexivity and participation) are proposed to frame ethical design practice.Research limitations/implicationsIt is suggested that measuring impact alone is insufficient to minimise harm caused by electronic products and services. Instead, research should focus on positively informing design through actionable results in the participatory design tradition. Conversely, design needs to accommodate research into measuring the impact of products in order to deliver long‐term benefits to users rather than perpetuating passive consumption.Practical implicationsThe paper provides an overview of methods for value‐centred interaction design based on the analysis of alternative approaches to ethical design.Originality/valueThe research in the paper spans a number of related but heretofore separate disciplines pertinent to deepening design thinking. These disciplines are critiqued on the basis of their appropriateness and applicability to an ethical design approach and the concept of scripting, used in traditional design, is applied to interactivity. Virtual reality (VR) is the computer simulation of a three‐dimensional environment that a person can interact with using special electronic equipment, such as a headset with an integrated display. Often coupled with VR, exergames are video games that involve physical exercise. Little is known regarding the chronic effects of exergaming through VR chon cognitive functions. Eleven young participants were enrolled in this crossover exploratory study. They had to follow two trainings of 5 consecutive days, 15 min per day, (...) interspaced by a 1‐month washout period. Trainings were performed in a random order: (1) a video training using shadow boxing fitness videos (SBV) and (2) a VR training using a three‐dimensional game where the aim is to cut moving cubes with a sword in each hand. Before and after each training period, a battery of cognitive tests was performed to assess executive functions, such as attention (change blindness), reaction time, response inhibition (go/no‐go, Stroop task), or flexibility (trail making test). Fine motor skills were also evaluated through a Fitt's task. No effect of the SBV training was observed on any of the cognitive functions tested. On the contrary, a significant increased performance in selective attention and observation tests was found after VR training, as well as in inhibitory processes (Stroop and go/no‐go). Other performances were unaffected by either VR or SBV training. The present study argues that VR exergaming is a promising tool to promote cognitive enhancement but targets specific functions according to the type of interface/game that is used. (shrink)

Audioscan Milano explores the strategies and experiments in the field of sound and noise of Milan’s legendary Studio di Fonologia Musicale. A multimedia installation composed of hundreds of field recordings of the city of Milan, Audioscan Milano provides its audience with a multisensory experience of the urban soundscape and the opportunity to interact with it digitally. The manipulation of noise and its transformation into musical sound via sophisticated electronic equipment emulates the Studio’s audio techniques but also exposes the (...) reasons behind its failure to attract a wider audience. Visitors to Audioscan Milano expect to hear urban noise rather than musical sounds and, despite some enthusiasm around being able to mix sound objects on the map and move them around the room, they fail to appreciate the technical subtleties of the procedures behind the music. Ultimately, Audioscan Milano constitutes an important link to Italy’s musical heritage of the 1950s and 1960s and can learn from its limitations, particularly when it comes to engaging the audience to play a more active role in the auditory experience of the city. The reduction, reuse, collection and recovery of recyclable materials are sustainable behaviors and people’s awareness of them plays an important role in implementing strategies and policies in this field. The quantitative analysis performed on a group of 816 students of Politehnica University of Timisoara, aimed at finding answers to important environmental concerns and observing the students’ behaviors of reuse and selective collection of the waste resulted from plastic containers, paper, aluminum, batteries, iron packaging waste, electronic equipment, used cooking (...) oil and printer toner. The research has shown that ‘increased amounts of waste’ is among the first three concerns Romania has to deal with, besides ‘air pollution’ and ‘deforestation’. Moreover, the study highlights the existence of the behavior toward the selective waste collection among students. although there are some areas that students still need to be familiarized with through different campaigns, trainings, courses, etc. The results can be used in the development of institutional strategies or of strategic documents targeting environmental protection and sustainable development. The nanotechnologies and nanomaterials sector is a huge and growing industry. The amount of legislation already in place and still to be produced in order to regulate it will be very substantial. What process is used to produce such regulation? The answer is that very diverse regulatory approaches are and will be used. The approach taken by the European Commission diverges from the one taken by the European Parliament. Moreover, at national level, Member States add their own contribution to the (...) process. This article attempts to describe the landscape and various regulatory actions that have been undertaken by all these actors in the European Union. It first describes the role played by the European Commission and Parliament. It then looks at specific regulatory initiatives from a more sectoral perspective: Cosmetics, Food information, Restriction of the Use of Certain Hazardous Substances in Electrical and Electronic Equipment, Waste Electrical and Electronic Equipment and Biocides. The third part of the paper describes some major national initiatives, in particular those concerning the establishment of reporting systems for nanomaterials, mixtures, articles and consumer products containing them, as an example of how to improve the current governance in the EU and to prevent the risks to human health and the environment. The fourth part gives the perspective of the European Trade Union Confederation. Finally it presents some conclusions and policy recommendations, taking into consideration the diversity of regulatory approaches. (shrink)

The manufacturer has traditionally been designated as the main cause of the decrease in the lifespan of electronic devices, while the consumer is usually considered as a victim. Although it is little known, political authorities have also an influence on the goods durability regarding the strategies they choose and the regulations they establish. Based on a critical analysis of literature, the present article aims at bringing a new perspective on obsolescence by discussing the ambiguous responsibilities of these three actors who, at different levels, influence the lifespan of electronic appliances. This article reveals that the current legal framework first aims at the manufacturers, but offers mitigated results to take concrete measures against obsolescence. In the view of this finding, political authorities should also recognize the influence of user in the decrease in product lifetimes in order to introduce environmental policy instruments to tend towards sustainable management of electronic equipment. To this end, the environmental labelling in product lifetimes is explored to better inform the user, at the time of purchase, on the electronic device lifespan and potentially minimize obsolescence. THE PSYCHOPHYSICAL FOUNDATIONS OF POLTERGEIST -/- This is the first and so far the only attempt in the world to explain Unknown Anomalous Phenomena, including poltergeist, telekinesis and UFO movement, from a scientific perspective that takes into account real, material, physical and mental processes. The basis of NYE's theory is my hypothesis about the effect of a low-frequency electromagnetic field (NEM) modulated by the biorhythms of the human brain phenomenon on the material space formed by the weakest and so far (...) least studied fundamental interaction – the gravitational field (GP). I claim that space has a subtle gravitational structure, which can be influenced even by a weak NAMP with a certain type of modulation. This impact is the cause of all NAYA. Having studied the details of such an impact of a human phenomenon on space, it is possible to create appropriate technical means, including air and space transport without the use of mechanical and jet engines. I came to this understanding as a result of many years of observing the rarest person close to me-a phenomenon that involuntarily, against its will, spontaneously generates the phenomenon of a quiet poltergeist, i.e. changes, displacement, transformation and disappearance of real, everyday objects from a space closed to outsiders. From the standpoint of traditional scientific ideas, all this looks absurd and impossible in principle. As a materialist philosopher, I tried to give the first scientific explanation of what was happening. The paper provides more detailed explanations of this phenomenon and suggests further scientific steps to investigate it. Such research requires the integrated participation of physicists, neuroscientists, physicians, psychologists, psychiatrists, engineers, and also requires the use of appropriate sophisticated electronic equipment. It is time for science to turn to a serious study of such phenomena, and not turn a blind eye to their existence. This will give a powerful impetus to the development of many physical and biological fields of science, as well as philosophy, summarizing the results of scientific knowledge of the world by mankind. E-waste, also known as waste from electrical and electronic equipment, is a solid waste that accumulates quickly due to high demand driven by the market for replacing newer electrical and electronic products. The global e-waste generation is estimated to be between 53.6 million tons, and it is increasing by 3–5% per year. Metals make-up approximately 30% of e-waste, which contains precious elements Au, Ag, Cu, Pt, and other high-value elements, valued at USD 57 billion, which is driving (...) the e-waste recycling industry. It is noteworthy that the recycling of precious elements from e-waste has emerged as a profitable enterprise in several parts of developing nations. E-waste contains 50–100 times higher levels of precious metals compared to natural ores, making it suitable for mining. E-waste recycling in developing nations, mostly occurs through the informal sector comprising manual collection, crushing, segregation and selling of precious elements, such as Au, Ag, Cu, Pb, Pt, and other rare elements (Nd, In, and Ga). The organized sector, on the other hand, mostly employs mechano-chemical methods, such as pyrometallurgy, hydrometallurgy, and bio-hydrometallurgy, which have serious environmental consequences. Both the informal and formal sectors of e-waste processing lead to the leaching of toxic elements into groundwater and soils. Owing to the lesser efficiency of greener technologies, such as phytoremediation and bioremediation, their use in precious metal extraction is very limited. However, this review explores several hyper-accumulating and tolerant plants viz. Brassica juncea and Berkheya coddii, which holds great potential in phytomining of precious metal from e-waste. Thus, the state of the art in precious metal extraction from e-waste as well as the advantages and disadvantages of different metal extraction technologies has been reviewed. (shrink)

A needs assessment survey of ethics review committees (ERCs) across Africa was conducted in order to establish their major needs and areas of weaknesses in terms of ethical review capacity. The response rate was 84% (31 of 37 targeted committees), and committees surveyed were located in 18 African countries. The majority of the responding committees (61%) have been in existence between 5 and 10 years; approximately 74% of the respondents were institutional committees, with the remainder being either national (6/31) or (...) regional (2/31). In terms of the ethical review process, nine of the 31 committees that responded did not have standard operating procedures (SOPs), and seven of the 22 that did have SOPs had never revised them after their initial development (an average period of three years). Of the 31 committees, 10 operated without any ethical guidelines. Many of the committees (13/30) met once per month, and the number of proposals reviewed annually varied, ranging from five to over 100. All respondents relied on paper-based data management and archiving systems. Overall, the survey identified the major constraints on ERCs as lack of office equipment, outdated or lack of SOPs, lack of electronic data management systems, inadequate resources, lack of or insufficient expertise on the committees, and poor recognition of the importance of the role of the committees. Consequently, the authors are addressing the identified needs and weaknesses through the Bill and Melinda Gates Foundation-funded capacity building project. It draws upon Walt Whitman's 1850s poetry as an artistically compelling statement of what I call polytheistic democracy, a form of life marked (...) by three overlapping ideals: pluralistic tolerance for multiple gods and moral orientations; commitment to recognizing, preserving, and artfully representing socio-cultural variety; and receptivity to contact with a diverse range of particular others. Whitman offers theory in the sense of a structured way of seeing. It is normative in that it describes a world that might be, not one that is, and provides orienting visions, regulative ideals, and topoi of praise and criticism that stand available to guide the communicative practices of individuals, groups, and institutions alike.The theory is "rhetorically oriented" in that it draws upon techniques and vocabularies developed within the rhetorical tradition. Methodologically, it is generated through rhetorical criticism and imitatio. I offer a reading that brings out the rhetorical dynamics of Whitman's vision of polytheistic democracy as articulated in his 1856 "Poem of Many in One" (later and canonically titled "By Blue Ontario's Shore"), a central social statement in his much-revised masterwork, Leaves of Grass. Information is a force multiplier. Knowledge of the enemy's capability and intentions may be of far more value to a military force than additional troops or firepower. Situation assessment is the ongoing process of inferring relevant information about the forces of concern in a military situation. Relevant information can include force types, firepower, location, and past, present and future course of action. Situation assessment involves the incorporation of uncertain evidence from diverse sources. These include photographs, radar scans, and other forms (...) of image intelligence, or IMINT; electronics intelligence, or ELINT, derived from characteristics (e.g., wavelength) of emissions generated by enemy equipment; communications intelligence, or COMINT, derived from the characteristics of messages sent by the enemy; and reports from human informants (HUMINT). These sources must be combined to form a model of the situation. The sheer volume of data, the ubiquity of uncertainty, the number and complexity of hypotheses to consider, the high-stakes environment, the compressed time frame, and deception and damage from hostile forces, combine to present a staggeringly complex problem. Even if one could formulate a decision problem in reasonable time, explicit determination of an optimal decision policy exceeds any reasonable computational resources. While it is tempting to drop any attempt at rational analysis and rely purely on simple heuristics, we argue that this can lead to catastrophic outcomes. We present an architecture for a ``complex decision machine'' that performs rational deliberation to make decisions in real time. We argue that resource limits require such an architecture to be grounded in simple heuristic reactive processes. We thus argue that both simple heuristics and complex decision machines are required for effective decision making in real time for complex problems. This article describes an adjacency-pair organized course of action in the institutional context of customers calling an electronics repair facility to request the status of equipment they have previously sent in for repair. Relative to the majority of adjacency-pair sequences described in previous research, this course of action is rare in that it is essentially composed of three turns, including status solicitation, status response, and acceptance/rejection of status response. After defending this finding, we situate and discuss its significance relative (...) to prior research – in both ordinary and institutional contexts – on adjacency-pair sequence organization, including implications for sequence-based relevance rules, such as preference organization. Finally, we outline a possible general explanation for why some initiating actions set in motion essentially three-turn courses of action, and offer a candidate example in ordinary conversation. ‘External memories’ raise a question about context: ‘external to what?’ External memory is a technical term applied to everything that can be memorized in an individual's environment. As a general rule I have decided to retain the technical terms that characterize the area of the topic under discussion. It was Ted Nelson who coined the word hypertext in 1967 to signify non-sequential writing as well as a computer technology that allowed the user to move about freely by means of software (...) links. I shall use the term software to mean computer programs. Electronic publishing started with the Xanadu system developed by Nelson. At the lowest level a hypertext is a system for managing databases that allows the user to connect together information screens using links. It is a collection of texts interconnected by means of interactive switches. This dynamic presentation of non-linear texts could not be printed on a conventional page. Hypertext allows the origin of a piece of information to be traced. In this article traceability is synonymous with explanation: ‘Why was this equipment designed in one way rather than another?’ It is about discovering the route of the design process that led to the eventual idea for the equipment. The necessary explanations are often required long after decisions were made, and this is why traceability is a matter of memory. The term agent is often used to mean those members of a community that act on its behalf. There are agents for a company or public department. There are biological agents. In a non-technological world traceability is ideally carried out by human agents who explain to other human agents. The term agent has been extended into the computer world to mean software to which the user delegates, sometimes unwittingly, tasks of varying complexity. These are then called software agents. In this article I refer to agent in its wider meaning, to be understood as an actor or an entity able to act in a limited context and having a quite specific role and appropriate resources. (shrink)

Sharp-eyed readers will have noticed a small but very significant difference between the Spring 1989 Owl and previous issues. The Spring issue was the first to be accomplished completely by desktop publishing instead of typesetting. The “desk” from whose “top” this Owl flew is mine, equipped with an IBM-PC, a modem, two 5 1/4 inch 360 K floppy drives, a 40 megabyte hard drive, a Hewlett Packard LaserJet II printer with a Times Roman soft font, and the newest version of (...) Microsoft began our long experiment with electronic preparation of The Owl about three years ago. Our motive in pursuing this project was to improve our efficiency, not to have a few new toys. During that experiment we made a few mistakes, some of which found their way into The Owl itself. We apologize to all the authors and readers who were affected by them, and especially by the tardiness of recent issues. But we have learned a lot too. Among what we think we have learned is how to avoid repeating our mistakes. The new production system we have developed is not only faster, easier, and cheaper for us editors, but also, we hope, more convenient and more dependable for our authors. Coordination of a power system with the phasor measurement devices in real time on the load and generation sides is carried out within the context of smart grid studies. Power systems equipped with information systems in a smart grid pace with external security threats. Developing a smart grid which can resist against cyber threats is considered indispensable for the uninterrupted operation. In this study, a two-way secure communication methodology underpinned by a chaos-based encryption algorithm for PMU devices is proposed. The (...) proposed system uses the IEEE-14 busbar system on which the optimum PMU placement has been installed. The proposed hyperchaotic system-based encryption method is applied as a new security methodology among PMU devices. The success of results is evaluated by the completeness of data exchange, durations, the complexity of encryption-decryption processes, and strength of cryptography using a microcomputer-based implementation. The results show that the proposed microcomputer-based encryption algorithms can be directly embedded as encryption hardware units into PMU and PDC devices which have very fast signal processing capabilities taking into considerations the acceptable delay time for power system protection and measuring applications and quality metering applications which is 2 ms and 10 ms, respectively. While proposed algorithms can be used in TCP or UDP over IP-based IEEE C37.118, IEC 61850, and IEC 61850-90-5 communication frameworks, they can also be embedded into electronic cards, smartcards, or smart tokens which are utilized for authentication among smart grid components. In this paper, we will address anonymity, privacy and trust issues that arise during the research on a communication platform for multi-modal transport. Though most logistic information is currently available in electronic form, it is not widely accessible yet to all the parties concerned with transport. The major goal of a communication platform is to improve the conditions for exchanging information, which should lead to better organisation/collaboration within the transport sector. continent. 2.1 (2012): 22–28. Jeroen Mettes burst onto the Dutch poetry scene twice. First, in 2005, when he became a strong presence on the nascent Dutch poetry blogosphere overnight as he embarked on his critical project Dichtersalfabet (Poet’s Alphabet). And again in 2011, when to great critical acclaim (and some bafflement) his complete writings were published – almost five years after his far too early death. 2005 was the year in which Dutch poetry blogging exploded. That year saw the foundation (...) of the influential, polemical, and populistically inclined weblog De Contrabas (The Double Bass), which became a strong force for internet poetry in Dutch in the years to follow. In the summer of that year, a lively debate raged in the aftermath of Bas Belleman’s article “ Doet poëzie er nu eindelijk toe ?” (“Does poetry finally matter now?”), on a blog specifically devoted to this question. Up to that point, the poetical debate in the Netherlands had largely been confined to literary reviews (which were often subsidized), having become mostly marginalized in more mainstream media, where poetry could be covered by only a small number of so-called authorities. As a result, literary debate had acquired a rather placid quality. Though a variety of camps with different aesthetics could be discerned, most poetical positions shared a general acceptance of poetry as a form of art somewhat apart from fundamental political concerns. Late modernists would pursue subtlety and density of reference. Others would insist poetry was best understood as a form of entertainment that should ideally be accessible and work well on the stage. Still others would insist that poetry is mostly a play with forms. Linguistically disruptive strategies were valued highly by some, but mostly for their aesthetic effect. Values of disinterested playfulness reigned supreme everywhere. Any idea that poetry could be a field in which one confronts politics and the world was decidedly marginal. This led to a climate in which most attempts at polemics were DOA, often based on far too superficial positioning and analysis. The greatest polemical debates were revolving around the question of whether poetry should be difficult or easy, with both camps defining their ideas of difficulty and accessibility in ways that were so utterly shallow as to make the entire point moot. Debates were performed, rather than engaged with. It was a postmodern hell of underarticulated poetics. Half-consciously, people were yearning for new forms of criticism that could put the oomph back into poetry. Weblogs provided for ways to explore debate directly outside of the clotted older channels of the reviews and the newspapers. Belleman’s essay and the resulting online activity had shown that there was a widespread eagerness to take poetry more seriously as a social art form. It was in this environment that Mettes started his remarkable project Dichtersalfabet . At that moment, Mettes was active mostly in academic circles, having become noted at Leiden University as a particularly gifted student of literary theory. Within the Netherlands, the field of literary theory has a very odd relationship to literature as it is practiced in the country. Academic theory tends to have a mostly international view and engage with international debates of cultural criticism, literary theory, and philosophy, with academics often publishing in English and attending conferences around the world. Literature itself however is much more concerned with domestic traditions. Consequently, in the Netherlands, there exists a language gap between academic theoretical practice (as it is studied in the literary theory departments) and literary practice (which, academically, gets studied in specialized departments of Dutch literature). The Dichtersalfabet can be seen as Mettes’s attempt to close this gap. It is also an attempt to bridge the divide between theory and practice, in which he could apply his theoretical knowledge in a very unorthodox and unacademic critical mode that moreover could reach far beyond the domain of conventional criticism. Mettes’s goal was to trace a diagonal through Dutch poetic culture, to “strangle” what he perceived to be its dominant oppressive traditions of agreeable irrelevance, in order to see whatever might be able to survive his critical assaults. But he could only do so by means of a very serious engagement with poetry itself. To this end, he would go systematically through the poetry bookshelf of the Verwijs bookshop (part of a mainstream chain of booksellers) in The Hague, buying one publication per blog item, starting from A and working his way through the alphabet, reading whatever he might encounter that way in the restaurant of the HEMA store (another big commercial chain in the country). He would subsequently write down his reading experiences, refraining however from trying to write a nuanced book review. Rather, he would write about anything that caught his attention and sparked his critical interest. This way of working would yield vast, at times somewhat rambling, dense, lively, and generally brilliant essays, in which he held no punches. He never hesitated to pull out his entire arsenal of concepts from the international theory traditions, while never degenerating into mere academic exercise and pointless intertextualities. The attempt was rather to live the poetry that he read, and to engage it with the full range of political, academic, cultural, and personal references that he had at his disposal—all that composed the individual named Jeroen Mettes as a reader. Often what he wrote would not be according to the standards of what we usually think of as a critical review of a book of poetry. Sometimes he would even be a little sloppy in his judgments of poets or representations of the books he read, for example by basing an entire essay on the blurb of a book rather than its poetry content. But what he did was always brilliant writing nonetheless—virtuoso riffs on poetic fragments randomly found within capitalist society, exposing an incisive and insistent poetical sensibility. Mettes read poetry for political reasons, to see whether poetry could offer him a way to deal with a political world he detested. The right-wing horrors of the Bush years, the Iraq war, and the turn of Dutch public opinion towards ever more conservative, narrow-minded, and xenophobic views alongside a complete failure of the political left to present any credible alternative, were weighing heavily on the times in which Mettes reported on his reading. Poetry was to measure this world, diagram it, to lay bare its inconsistencies and faults, to indicate where lines of flight might be found. Amid the ruins of a world wrecked by imperialist policies, corporate capitalism, and doctrinal neoliberalism it would have to show the possibility of a new community. And it was, through its rhythmical workings, to release the reading subject from his confinement to ideologically conditioned individuality and lead him into the immanent paradise of reading. The stakes were high. Much higher than anything Dutch poetry had seen for many years. Mettes’s blog was widely read from the start. His posts sparked lively debates. Some of these subsequently led to the publication of extensive essays on a few key poets in some literary journals, particularly Parmentier and the Flemish journal yang , for which Mettes would become a member of the editorial board, a few months after starting the Dichtersalfabet . This could have been the start of a brilliant career, but this was not to be. The initial manic energy that fueled the blog gradually subsided. The Alfabet was updated less and less regularly. Mettes sometimes just disappeared for many weeks, then suddenly returning with a brilliant essay. Until, on September 21, 2006, he posted his final blogpost, consisting of no text whatsoever. That night I learned from his mentor at Leiden University that he had committed suicide. Mettes and I had had some fruitful exchanges on poetry, rhythm, music, and form, mostly on the blogs, but also by email. Three weeks before his death was the last time I heard from him: a very sudden, uncharacteristically curt note saying “My old new sentence epic.” Attached to that message I found a DOC-file of a work so major that I felt intimidated. This was N30 , a text he had been working on for over five years. After his death, it took me a long time before I dared to read it in its entirety. In the meantime, the work of preparing the manuscript for publication was entrusted by his relatives to his colleagues at yang magazine. It took them a few years to brush up the text and to edit the Dichtersalfabet -blog (which, apart from the Alphabet project itself, incorporated many other fragments of political, polemical, and theoretical writing) into book form along with the essays. The result of this labor was finally published in 2011 as a two-book set, and Mettes burst onto the Dutch poetry scene for the second time. The work was widely reviewed, on blogs, in journals, magazines, and newspapers. Many critics who had not followed the blogs in 2005 showed themselves surprised, baffled even, by the intensity of Mettes’s critical writing. But for those who had read the blog, the main surprise was in the poetry. During Mettes’s lifetime, some of his poems had already been published in Parmentier . Although these were strong texts by themselves, in no way did they prepare readers for N30 . Nothing like it had been written in Dutch before. Instead, N30 explicitly follows the American tradition of Language Writing, directly referencing Ron Silliman and his concept of The New Sentence. However, it would seem that much of the poetical thinking around his use of this technique puts him closer to a writer such as Bruce Andrews. For Mettes, using non sequiturs as a unit of poetic construction was not only a way of reinventing formal textual construction, but it was another way of finding the fault lines in the social fabric. From the perspective of the Language tradition, one may put N30 somewhere between Silliman and Andrews. N30 shares an autobiographical element with Silliman’s New Sentence projects, and as in Andrews, there is a concern for mapping out social totality within text—what Mettes refers to as a “textual world civil war.” Again this shows a formal textual strategy for allowing the person “Jeroen Mettes” to be absorbed by the world, which here appears as a whirlwind of demotic and demonic chatter, full of violence, humor, intensity, beauty, disgust, sex, commerce, and strife. Influenced as it may by American precursors, Mettes’s tone and form end up quite different from his American counterparts, consistently referencing a world that is Dutch, all too Dutch, taking on the oppressive orderliness of Dutch society with its endemic penchant for consensus by introducing chaos into its daily life and laying bare its implicit aggressions. The work’s 31 chapters each have a different feel and rhythmical outline, but none of them follow a predetermined pattern. Rather, Mettes would consistently edit and reedit the text, randomly rewriting parts of it, as he explains in his poetical creed Politieke Poëzie (Political Poetry). N30 – referring to the 1999 antiglobalist protest in Seattle – was to be the first text of a trilogy. The work itself was written “in the mode of the present.” A second text was to be written in the mode of the future, and a third one, in the mode of the past, was going to be an epic poem about the Paris Commune, and to form an alternative poetic constitution for the European project. I still deeply regret that Jeroen Mettes never got to complete those projects, just as I would be very keen on knowing what he might have had to say about more recent political developments. Instead, in 2006, he remained stuck in the horrors of the present, that ended up consuming him completely. During the COVID-19 pandemic, global healthcare systems faced unprecedented challenges, with a lack of resources and suboptimal patient care emerging as primary concerns. Our research, using a comprehensive 24-item electronic questionnaire, “Reflections on the Provision of Healthcare during the COVID-19 Pandemic,” delved into the experiences of 938 physicians across the Czech Republic. Over fifty per cent observed a “lower standard of care” compared to pre-pandemic levels. A division arose among physicians regarding a decision’s medical, ethical, or legal basis, with (...) a notable gender disparity: male doctors leaned towards medical perspectives, whereas females accented the ethical perspective. Decision-making concerning health care limitations required agreement among the physicians on duty, interdisciplinary teams, or shift supervisors. Physicians reported varying degrees of patient or family participation in health care decisions. Variables such as age, pre-existing health conditions, and life expectancy influenced care decisions. Surprisingly, half of the physicians faced refusals of patients’ transportation to better-equipped facilities due to resource constraints. One-third of physicians never discuss the decision about care limitation and other options with patients or their families. As a result, almost fifty per cent of the physicians rarely or never imparted information about care limitations to patients. The survey shed light on the profound ethical dilemmas hospital physicians face across different types of healthcare facilities during the pandemic. It uncovered the need for open dialogue and scholarly debate on resource allocation and strengthening the role of patients and their families in care decisions in future healthcare crises. (shrink)

While all such frameworks attempt to challenge "the anthropocentric assumption that nonhuman matter is intrinsically passive or non-agential and thus external to or separable from (human) meaning," Figures of Entanglement enters this burgeoning conversation by centering the unique contributions of Karen Barad (xi, x). Readers may recognize this collection from a 2016 special issue of Review of Communication. Yet, with a new foreword by editors Christopher N. Gamble and Joshua S. Hanan and an afterword by Laurie Gries, this collection makes Barad's distinct approach to matter's rhetoricity even more apparent, underscoring its fruitful potential for new materialist rhetorics invested in ethical, political transformation.In the book's foreword Gamble and Hanan differentiate Barad's per-formative new materialism from "vital" as well as what they refer to as "negative" new materialisms to show the generative potential of Barad's framework and the notion of entanglement (x). Other new materialisms tend to be "inclusionary"—add matter and stir—and fail to complicate "the human" itself and its differences (xiv, xi). First, vital and negative new materialisms maintain a distinction between being and knowing, allowing humans to emerge with a unique capacity to "objectively observe and know the existence of something essential, determinate, and unchanging about [End Page 395] reality that precedes and remains unaffected by both its own activities and our observations of it" (xi). On the contrary, Barad's performative approach suggests that "no aspect of reality—including human thought, meaning, and observation—is in any sense external to matter or ever remains entirely unchanged by matter's ongoing performances" (x). Here, humans are not "outside" of observation, but all observation "human or otherwise" co-constitutes what is observed (xi). Second, failing to interrogate "the human" in an attempt to observe matter's vitality is an ethical flaw that makes other approaches less capable of grappling with difference: they have been charged with "erasing associations between race, gender, and matter" and (re)producing a homogenizing, "Western-colonialist notion of humanness" (xiv). In contrast, Barad's is a "thoroughly relational," performative new materialism (1).Barad's concept of "entanglement" draws attention to the indeterminacy of matter and meaning, but it is accompanied by an ethical imperative to examine how difference, human or otherwise, is produced and the implications of power imbalances that arise through these enactments. For Barad, the notion of entanglement does not dissolve difference; difference is what matters. Indeed, they give us a way of thinking about how performative intra-actions produce difference through material-discursive practices, or apparatuses—differences that may be expected but are not inevitable. Rhetorical scholars are therefore invited to interrogate the production of boundaries that cause harm and reconfigure them, rather than assume the discreteness of boundaries from the start. Resumo: Este artigo defende o reconhecimento da relevância das variáveis geográficas para a prática do esporte eletrônico (esport). A discussão apresentada está situada na intersecção entre a geografia do esporte e a geografia da internet e é orientada por literatura anterior dos Game Studies. Os dados empíricos foram obtidos em um estudo longitudinal de jogadores semiprofissionais da cidade de Belém, na Amazônia, realizado entre os anos de 2017 e 2019, cujos resultados convergem com dados sobre a internet brasileira disponibilizados pelo (...) Comitê Gestor da Internet no Brasil. A análise do material disponível indica a presença de mediações espaciais coerentes com os três eixos dos estudos da Geografia: físico, tecnológico e cultural. O espaço físico impõe dificuldades na distância em relação às cidades que são sedes de campeonatos, nacionais e internacionais, bem como para adquirir equipamentos. Essa última é também uma mediação técnica, pois tem reflexos sobre a qualidade do hardware utilizado pelos jogadores. A mediação tecno-espacial mais evidente diz respeito à qualidade das conexões de internet disponíveis nos diferentes locais. Os fatores da geografia humana incluem questões étnicas, de classe social e de gênero, bem como outros aspectos culturais. As primeiras foram identificadas na literatura pré-existente sobre esports, enquanto outros aspectos culturais apareceram de forma clara entre os dados do estudo apresentado.Palavras-chave: Esports; Espaço; Geografia.Abstract: This paper argues for the recognition of the relevance of geographical variables for the practice of electronic sports (esports). The discussion presented is situated at the intersection between Sport Geography and Internet Geography and is guided by previous Game Studies literature. The empirical data comes from a longitudinal study of semi-professional players from the city of Belém, in the Amazon, conducted between 2017 and 2019. The results of that study converge with data about the Brazilian internet provided by Brazilian Internet Steering Committee. The analysis of this material indicates the presence of spatial mediations coherent with the three axes of Geography studies: physical, technological and cultural. The difficulties coming from physical space are related to the distance between the location of the players and the cities that host national and international championships, as well as the centers from which hardware is acquired. The latter is also a technical mediation, as it constrains the quality of the equipment used by the players. The most prominent techno-spatial mediation is the quality of the internet connections available at different places. Human geography factors include ethnic, social class and gender issues as well as other cultural factors. The first and second were identified in the existing literature about esports, the latter figured in the results of the study presented.Keywords: Esports; Space; Geography. (shrink)

At the beginning of the pandemic, many music ensembles had to stop their activities due to the confinement. While some found creative ways to start making music again with the help of technologies, the transition from “real” rehearsals to “online” rehearsals was challenging, especially among older amateur musicians. The aim of this case study was to examine the effects of this transition on three community band conductors and three older amateur musicians. Specific objectives were to explore intergenerational relationships to support (...) online group music-making; digital literacy and access in later life; and online music-making in a COVID-19 context. Semi-structured interviews were conducted and theoretical thematic analysis was undertaken. Results were analyzed from the conductors’ and older musicians’ perspectives, and common trends were combined to facilitate interpretation. The first theme showed that being part of an intergenerational ensemble contributed positively to the learning experience online. The second theme demonstrated that because both conductors and musicians were new to the online rehearsals, it contributed to attenuate the age-related digital divide that may have been observed in other studies. Regarding access in later-life, older musicians reported benefits associated with rehearsing online, specifically in terms of distance/commute, time, energy, and cost. However, for those who did not already have internet and electronic devices, the cost of acquiring all the necessary equipment to make music online could have been too high. Finally, the third theme revealed that musicians appreciated the opportunity to make music online and indicated that it was definitely better than having nothing, especially for its social aspects. In conclusion, while participants noted several challenges associated with online music-making, they were also appreciative of the opportunity to continue making music at a time when in-person rehearsals were not possible. Pedagogical implications are discussed, specifically the importance of the support network, of meeting people where they are, of learning to adapt, and of collaborative teaching. (shrink)

It is a historical fact that the movement views "synthetic art" as an integration of the various fields and the integration of the art and machine technology experimentally. (...) However, the Bauhaus is not just of historical importance but continues to have an influence even in the integration of the art and electronic technology in today's "multimedia." In addition, it can be said that it is very much alive as "the digital Bauhaus" or "the electronic Bauhaus." 1 As we know, today's multimedia and the Internet give us a new life-environment, and expandthe possibility of expression in art. Therefore, current art education must examine how these new medias will be incorporated into the curriculum.In the cases of the photograph, video, or computer, an expression by the image media is added to the art course for the junior high school course of study. 2 Also in school art classes, image media was introduced, expanding the possibilities of self-expression through art. This result can be matched to the needs of the industrial world in Japan as well. As an educational practice, the content of this course of study is promising, even though someproblems must be solved, acquiring new equipment, re-educating the artteacher, and securing additional art school hours. The new content in art education can be summarized as follows:1. The motion picture (animation) which includes time and movement. Motion picture is asequence of continuous images, obviously different from the still images of painting. There are, of course, artworks that express motion or induce the viewer'seye movement. There are also kinetic artworks that do move, such as mobiles. Works of motion picture have, however, a fixed time shaft, and they are formed by the afterimage phenomenon. Because time is a factor in the visual expression, the works are compatible with music — the art of time. There is a synchronized relation between the motion picture and music. Image expression with multimedia became synthetic art, just as the Bauhaus looked for "architecture." Currently, this kind of expression transitions from art to entertainment, and permeates daily life.3. The method with interactive art work. Not only artworks of installation, but also TV games and web design have interactive construction as an indispensable interface. The aesthetic value of these visual works will be appreciated when the user starts the action by hitting a touchpad, pushing buttons, or clicking a mouse. To make this kind of artwork, one needs to consider the latent relationships between humans and work, and establish the input-output order for the method of construction.4. The problem of virtual reality. The term "virtual reality" is used by some art teachers as criticism against digital works such as computer graphics. These teachers insist that there is no reality there. One can, however, get an aesthetic feeling through sensory information, imagination, and sensitivity, even though what one sees is an illusion. The feeling of reality a picture of an apple gives, for example, may be equal to a computer graphic apple.Human imagination also creates "virtual reality" beyond reality in the myth, the novel, and so on. Information is a force multiplier. Knowledge of the enemy's capability and intentions may be of far more value to a military force than additional troops or firepower. Situation assessment is the ongoing process of inferring relevant information about the forces of concern in a military situation. Relevant information can include force types, firepower, location, and past, present and future course of action. Situation assessment involves the incorporation of uncertain evidence from diverse sources. These include photographs, radar scans, and other forms (...) of image intelligence, or IMINT; electronics intelligence, or ELINT, derived from characteristics (e.g., wavelength) of emissions generated by enemy equipment; communications intelligence, or COMINT, derived from the characteristics of messages sent by the enemy; and reports from human informants (HUMINT). These sources must be combined to form a model of the situation. The sheer volume of data, the ubiquity of uncertainty, the number and complexity of hypotheses to consider, the high-stakes environment, the compressed time frame, and deception and damage from hostile forces, combine to present a staggeringly complex problem. Even if one could formulate a decision problem in reasonable time, explicit determination of an optimal decision policy exceeds any reasonable computational resources. While it is tempting to drop any attempt at rational analysis and rely purely on simple heuristics, we argue that this can lead to catastrophic outcomes. We present an architecture for a ``complex decision machine'' that performs rational deliberation to make decisions in real time. We argue that resource limits require such an architecture to be grounded in simple heuristic reactive processes. We thus argue that both simple heuristics and complex decision machines are required for effective decision making in real time for complex problems.
