Moral dilemmas that arise from environmental policies are varied. Over and above relations between human beings and either animals or nature, these include relations between contemporaries and future inhabitants of our world. In that sense many environmental policies can be seen as a matter of distribution of access to goods between contemporaries and future generations. In light of this argument a comprehensive theory of justice between generations seems needed to enable political theorists to evaluate environmental problems and (...) to discuss ecological questions with a new approach. In this collection of essays, leading environmentalists and philosophers explore the relationship between environmental ethics and policy, both in theory and practice. The first section of the book focuses on four approaches to change in ethical theory: ecological science, feminist metaphysics, Chinese philosophy, and holistic postmodern technology. In subsequent sections the contributors emphasize the need for nontraditional solutions and attempt to expand awareness of the most pressing practical problems. Among the topics discussed are the possibilities of real international (...) cooperation, the inequitable but economically intractable issue of global gasses, the political and ethical challenges of city planning, and the growing evidence of fundamental inappropriateness in treating land as legal private property. Globalization is hailed by its advocates as a means of spreading cosmopolitan values, ideals of sustainability and better standards of living all around the world. Its critics, however, see globalization as a new form of colonialism imposed by rich countries and transnational corporations on the rest of the world, a process in which the rhetoric of sustainability and equality does not match the realities of exploitation and impoverishment of people and nature. This paper endorses neither view. Globalization is not new, (...) but it continually produces new challenges for conceptions of 'home' and 'belonging'. While some enthusiasts regard the 'liberal' and 'environmental' values of the West as the best remedy for what is wrong with the world, others argue that a resource for resisting the destructive effects of globalization may be found in the sense of identity and importance of place found in the traditional scientific and medical traditions of both India and China. Instead of trying to merge these two views in some grand synthesis, this paper argues that traditional conservative and modern liberal values should continually interact with each other to produce novel ideas in debates about home, place and belonging. This work examines Japanese government policies that impact on the environment in order to determine whether they incorporate a sufficient ethical substance. In the enquiry into the ethics of the policies, Kagawa-Fox explores how Western philosophers combined their theories to develop a 'Western environmental ethics code'; she also reveals the existence of a unique 'Japanese environmental ethics code' built on Japan's cultural traditions, religious practices, and empirical experiences. The discovery of the distinctive Japanese code is not only important (...) for what it discloses as a new philosophy, but most importantly how it can be used to analyse the ethical framework of the Japanese policies. In spite of the positive contributions that Japan has shown towards the global environment, the government has failed to show a corresponding moral obligation to the world ecology in its global environmental policy. The policies examined in the three case studies comprising whaling, nuclear energy, and forestry, have also been found wanting in ecological ethical considerations, both from a Western and Japanese perspective. The main reason for this is that the integrity of the policies has been compromised by Japanese vested interest groups; business and political interests ensure that the policies are primarily focused on maintaining sustainable economic growth. Whilst Japan's global environmental policy initiatives are the key to its economic survival into the 21st century, and these initiatives may achieve their aim, they do however fail the Japanese code of environmental ethics."--Publisher's description. The first comprehensive philosophical examination of our duties to future generations, Dr de-Shalit argues that they are a matter of justice, not charity or supererogation.

A variety of factors shape environmental policy and governance (EPG) processes, from perceptions of physical ecology and profit motives to social justice and concerns with landscape aesthetics. Many scholars have examined the role of values in EPG, and demonstrated that attempts to incorporate (especially) non-market values into EPG are loaded with both practical and conceptual challenges. Nevertheless, it is clear that non-market values of all types play a crucial role in shaping EPG outcomes. In this article we explore (...) the role of nostalgia as a factor in EPG. We examine literatures on environmental values, governance and affect in light of their relationships with environmental policymaking, first as a means to decide whether or not nostalgia can be rightly described as an ‘environmental value’. We suggest that, from a philosophical perspective, nostalgia is by itself environmentally neutral, and is not usefully described as a ‘value’. However, as an emotional state that longs to preserve or recover something of the past – whether fading or no longer present – that is fondly remembered, nostalgia does represent a potentially strong ‘motivator’ for EPG decisions. Despite this somewhat ambivalent assessment of nostalgia as an environmental value, we argue that nostalgia and nostalgic longing to return to ‘better’ or ‘cleaner’ environments can lead to potentially significant impacts on ecosystems and landscapes, both positive and negative depending on what it is that people want to preserve or restore. Thus we conclude that we neglect understanding the role of nostalgia in EPG at our peril: first, because preservationist goals have always been an important part of environmental responsibility; and second, because many people will be swayed regarding environmental action through a mobilisation of nostalgia by political leaders and interest groups alike. In response to what has been called the discursive dilemma, Christian List has argued that the nature of the public agenda facing deliberative bodies indicates the appropriate form of decision procedure or deliberative process. In this paper I consider the particular case of environmental policy where we are faced with pressures not only from deliberators and stakeholders, but also in response to dynamic changes in the environment itself. As a consequence of this dilemma I argue that insofar as (...) the focus of a policy forming body is on the formation of viable environmental policy, rather than on a set of pre-existent ideological commitments, deliberative agents should be responsive as a unified body to the pressures of precedent, the best available science, and their own best individual judgments. In the case of environmental policy the dilemma pressures deliberative bodies to display what Ronald Dworkin has called integrity even in cases where this requires those deliberative bodies to sacrifice being maximally responsive to the preferences of individual deliberators. The overall aim of this thesis is to present a model for rational goal-setting and to illustrate how it can be applied in evaluations of public policies, in particular policies concerning sustainable development and environmental quality. The contents of the thesis are divided into two sections: a theoretical section and an empirical section. Paper I identifies a set of rationality criteria for single goals and discusses them in relation to the typical function of goals. It is argued that goals (...) are typically set to enhance goal achievement. A goal that successfully furthers its achievement is “achievement-inducing”. It holds for each of the identified criteria that, ceteris paribus, improved satisfaction of a criterion makes a goal better in the achievement-inducing sense.Paper II contains an analysis of the notion of goal system coherence. It is argued that the coherence of a goal system is determined by the relations that hold among the goals in the system, in particular the relations of operationalization, means and ends, support, and conflict. Paper III investigates the rationality of utopian goals. The paper analyzes four arguments that support the normative criterion of attainability: that utopian goals are too imprecise and too far-reaching to guide action effectively, counterproductive, and morally objectionable. A tentative defence of utopian goal-setting is built on counter-arguments that can be put forward to weaken each of the four objections. Paper IV investigates the nature of self-defeating goals. The paper identifies three types of situations in which self-defeating mechanisms obstruct goal achievement: situations in which the goal itself carries the seeds of its own non-fulfilment, situations in which the activity of goal-setting contributes to goal failure, and situations in which disclosure of the goal interferes with progress. Paper V provides a brief description of the Swedish system of environmental objectives and a preliminary inventory of the management difficulties that attach to this goal system.Paper VI contains an investigation into the rationality of five Swedish environmental objectives through an application of the rationality criteria identified in Papers I-II. The paper identifies and discusses some difficulties that are associated with management by objectives and the use of goals in environmental policy. Paper VII analyses the rationality of the Swedish environmental quality objective A good built environment. Among the conclusions drawn in the paper are that some of the sub-goals to the objective are formulated in terms that are unnecessarily vague from an action-guiding standpoint and that others are problematic from the viewpoint of evaluability. Economists interpret global environmental quality to be a pure public good. Each country should contribute to its provision. However, this is hard to achieve because each government is tempted to take a free ride on the other governments' efforts. Not only has this dilemma been analysed with game theoretical methods but game theory has also been used to think about how to make amends. This paper reviews the game theoretical discussion on how international policy frameworks may be designed (...) to improve the chances for international cooperation. It is also shown that the evaluation of alternative environmental policy instruments deviates from the standard environmental economics model if applied to the international arena. For the benefit of an interdisciplinary readership, the evolution of the debate on global environmental policy is related to the recent history of economic thought. This history is taken to be materialised in the writings of economics' Nobel Prize laureates. (shrink)

Do environmental policy statements accurately represent corporate commitment to environmental sustainability? Because companies are not required by law to publish environmental policy statements or to verify that these statements are true using independent third parties, external stakeholders often wonder when a published commitment to a policy translates into actual policy implementation. The authors analyzed two independent databases to predict the circumstances under which large, leading-edge corporations in industry sectors will commit to and/or implement (...) proactive corporate environmental policies and when it is unlikely they will do so. In the past few years, environmental activists and some academic studies of environmental political issues have portrayed environmental protection as a new social consensus. This view has some, though limited, capacity for explaining the controversial character of many environmental protection issues and the frequent losses that environmental activists experience in political struggles. In an effort to clarify this seeming conundrum, the author delineates the core of the societal consensus thesis’ best explanation for the controversial character (...) of many environmental policy decisions. This explanation is contrasted with explanation that draws on conflict among three coherent rival environmental perspectives in contemporary political life. These environmental views are integral, if frequently unrecognized, aspects of familiar general social perspectives distinguished by contrasting principles, values, and practical objectives. This paper explores environmental protection policies and initiatives, such as conservation, through the lens of an orientalist epistemic injustice. This is a form of epistemic injustice that occurs when the orientalizing of space and access to sovereign systems of knowledge causes the assigning of an unjust deflated or elevated level of credibility to a knower. Under this framework of orientalist epistemic injustice, the author criticizes the credibility excess assigned to Western subjects that perform conservation efforts in third-world countries and (...) the related credibility deficit assigned to indigenous and local knowledge and conservation practices. The concept of 'sustainable development' as used by the Brundtland Commission was meant to separate environmental policy from distributional conflicts. Increases in income sometimes are beneficial for the environment, but higher incomes have meant higher emissions of greenhouse gases, and higher rates of genetic erosion. In the aftermath of the Rio conference of June 1992, this article analyses some unavoidable links between distributional conflicts and environmental policy. Often, environmental movements have tried to keep environmental (...) resources and services outside the market, but there are now attempts to establish property rights on, and to give money values to environmental resources and services, such as agricultural genetic resources and the CO2 absorption facility provided by the oceans and new vegetation. European 'green' proposals to impose an 'eco-tax', and proposals from India to create a world market for CO2 emission permits are considered. The issue raised by the growing Third World agroecology movement, of payment of 'farmers' rights' for in situ agricultural biodiversity is discussed. The article includes a short discussion of the North American free trade agreement between Mexico and the USA, in so far as it involves so-called 'ecological dumping', i.e. trading at values which do not include environmental costs. In the last sections, the article asks how prices in ecologically-extended markets would be formed, how much such prices will depend on distribution, and how much such payments would change distribution of income. Environmental movements of the Poor are faced with the dilemma of keeping environmental resources and services out of the market, or else asking for property rights to be placed on them. (shrink)

While citizens often use non-instrumental arguments to support environmental protection, most governmental policies are justified by instrumental arguments. This paper explores some of the reasons. We interviewed senior policy advisors to four European governments active in global climate change negotiations and the UNCED (United Nations Conference on Environment and Development) process. In response to our questions, a majority of these advisors articulated deeply held personal environmental values. They told us that they normally keep these values separate from (...) their professional environmental policy activities. We interpret these findings within the context of the literature on environmental ethics and values. We suggest that environmental policy could be improved if widely held environmental values were articulated, validated, and admitted into the process of policy analysis and deliberation. (shrink)

In June 2017, President Trump announced that the US intends to withdraw from the Paris Agreement. The decision was widely viewed as an abrogation of US leadership in confronting a changing climate. I’m not interested here in the decision to withdraw from Paris per se. Instead, I’m interested in Paris as a useful contrast for the administration’s attitude towards a different international environmental agreement: the Montreal Protocol.

Although many small businesses and a great number of large enterprises have environmental policies, the contents of such policies vary widely according to their emphases either on technical rationality and technocentrism/technocracy or on ecological rationality and ecocentrism/ecocracy. I present them in four categories: with regard to strong anthropocentrism, (1) the neo-technocratic enterprise and (2) the techno-environmentalist enterprise; and with regard to weak anthropocentrism, (3) the pseudo-environmentalist enterprise and (4) the quasi-environmentalist enterprise. Such a typology can be useful for business (...) managers to write and/or review their environmental policies. However, it only reflects the “ideal values” of the enterprise, not the corporate story with regard to environmental issues. (shrink)

Dutch municipalities are confronted with an increased number of prescribed environmental tasks and also with a growing demand, both from the central government and environmental pressure groups, to undertake environmental activities on their own initiative. This development over-taxed the information management of most municipalities. In the past few years, computer technology was introduced to relieve part of this pressure (e.g., by automation of registration systems). In this article we present a classification of computer applications for environmental (...) management, investigate their possible impact on the environmental knowledge and information system, and distinguish between a formal and informal knowledge domain. A world faced with global climate change needs actionable ways to curb its effects. We suggest that Ubuntu philosophy is a way to achieve peaceful coexistence between humans and the ecosystem. From an African perspective, we use Ubuntu philosophy’s concepts to understand how humans can create environmental policies and environmental education pedagogy. We use historical ecology and document review to explore the connections between humans, ecology, and Ubuntu philosophy. An understanding of how philosophy and ecology relate is proposed (...) to fill the gap in the cosmological premise between the African person and ecology. The study first sets out a relational model of humans and the ecosystem, then applies the ecology of education to environmental policy formulation. The research demonstrates that humanness with humaneness and collectivism, afro-eco-communitarianism, Ubuntu consensus politics, and Ubuntugogy are concepts underlying how the essence of Ubuntu philosophy can inform an ecofriendly society. The ethno-philo-cological underpinnings help conceptualize these concepts of community. Finally, the study’s conclusion shows how the concepts of Ubuntu philosophy suggest ways to improve environmental education and policy formulation. Climate concerns can be resolved by handing responsibility to the community. (shrink)

A commitment to receive input from stakeholders is often obligatory in the crafting of environmental policies. This requirement is presumed to satisfy certain conditions of democracy. The need for stakeholder input is quite intuitive; public decision makers want to know what their constituents—or at least a limited number of them—think about certain issues. At the same time, individuals, groups, communities, and various interest groups want to learn about the plans that authoritative agencies have concerning those things that affect their (...) daily lives. Ecological rationality is a concept important to most environmental and natural resources policy and to much policy-relevant literature and research. Yet ecological rationality as a distinctive form of reason can only be understood and appreciated in the context of a larger body of work on the general concept of rationality. In particular, Herbert Simon’s differentiation between substantive and proceduralrationality and Paul Diesing’s specification of forms of practical reason are useful tools in mapping and defining ecological rationality. 환경문제가 각 나라와 국제사회의 현안으로 대두하고 있으므로, 이를 해결할 정책적 접근이 요청된다. 이때 정책은 올바른 이념이나 철학이 인도하지 않으면, 시류에 편승하게 됨으로써 목표 달성에 이르지 못한 채 표류하기 십상이다. 따라서 환경정책은 규범적으로 정당화되기 위해서 환경정책철학에 의거해야 한다. 역사적으로 조망할 때 정책철학의 원리로 민주주의와 효용성, 정의 그리고 생태적 건전성의 원리를 분별할 수 있다. 이런 복수의 원리 가운데 어느 것에 가중치를 두느냐에 따라 사회적 성격이 달라지겠지만, 어떤 정책도 기본적으로 네 가지 원리를 유념해야 한다. 다만 환경문제는 지구적 차원에서 후진국의 사회발전 요구와 선진국의 자연보호 (...) 주장을 함께 고려해야 하는 복잡한 상황을 조성했다. 이 딜레마를 타개할 방안으로 지속가능한 발전이 제기되었다. 이 개념을 구체화하는 과정에서 환경정책철학의 원칙으로 형평성과 민주주의, 사전예방, 정책통합, 그리고 계획의 원칙을 우선적으로 드러낼 수 있다. 한국은 1996년 말에 OECD 가입국이 됨으로써 다른 선진국과 함께 공통의 평가를 받게 되었다. 이에 따라서 가장 최근에 ‘2006 OECD 한국 환경성과평가보고서’가 나왔다. 이것에 의거하면, 한국의 환경성과는 점차 좋아지고 있다. 그러나 필자가 제시한 환경정책철학의 원리에 의거하여 평가를 하면, 그것은 여전히 많은 문제를 드러내고 있다. 그러므로 한국에서 환경정책을 입안하거나 시행할 때, 정책철학의 원리에 보다 분명하게 의존해야 한다. 이럴 경우에만, 한국은 환경문제 해결에 보다 책임있는 역할을 하게 될 것이다. In this paper, we investigate the Precautionary Principle (PP) in action. Precaution is a fairly new concept in environmental policy. It emerged back in the 1960s but did not consolidate until the 1980s, as it formed part of the major changes taking place in environmental policies at that time. The PP is examined in three contexts. Firstly, we look at the meaning of the concept and how it is disseminated through the media and public discourses to the (...) political arenas of Denmark. Then we examine how the idea is adopted to the political level. Thirdly, we look briefly at the first Danish translation of the principle into a practical context, which includes translations into concrete scientific practices. It is concluded that if the PP shall be more than a simple “idea” or a frequently used “term,” emphasis must be put on the transformation of the concept into concrete practices, like e.g., the alternative testing regimes that we show in the case of plant growth-retarding pesticides presented in this paper. Human behavior is an underlying cause for many of the ecological crises faced in the 21st century, and there is no escaping from the fact that widespread behavior change is necessary for socio-ecological systems to take a sustainable turn. Whilst making people and communities behave sustainably is a fundamental objective for environmental policy, behavior change interventions and policies are often implemented from a very limited non-systemic perspective. Environmental policy-makers and psychologists alike often reduce cognition ‘to the (...) brain,’ focusing only to a minor extent on how everyday environments systemically afford pro-environmental behavior. Symptomatic of this are the widely prevalent attitude–action, value–action or knowledge–action gaps, understood in this paper as the gulfs lying between sustainable thinking and behavior due to lack of affordances. I suggest that by adopting a theory of affordances as a guiding heuristic, environmental policy-makers are better equipped to promote policies that translate sustainable thinking into sustainable behavior, often self-reinforcingly, and have better conceptual tools to nudge our socio–ecological system toward a sustainable turn. Affordance theory, which studies the relations between abilities to perceive and act and environmental features, is shown to provide a systemic framework for analyzing environmental policies and the ecology of human behavior. This facilitates the location and activation of leverage points for systemic policy interventions, which can help socio–ecological systems to learn to adapt to more sustainable habits. Affordance theory is presented to be applicable and pertinent to technically all nested levels of socio–ecological systems from the studies of sustainable objects and households to sustainable urban environments, making it an immensely versatile conceptual policy tool. Finally, affordance theory is also discussed from a participatory perspective. Increasing the fit between local thinking and external behavior possibilities entails a deep understanding of tacit and explicit attitudes, values, knowledge as well as physical and social environments, best gained via inclusive and polycentric policy approaches. This paper draws on ideas about policy innovation and adaptation to assess the extent to which ‘payments for ecosystem services’ (PES) can be seen as a challenge to traditionally more bureaucratic, state-centered ways of paying for the provisioning of environmental goods from agricultural landscapes through agri environmental policy (AEP). Focussing on recent experience in the United States and the UK, the paper documents the extent to which PES is now an established term of reference in AEP (...) research and debate in both countries and postulates that this may usher in a new discourse of environmental provisioning in agriculture. The PES landscape is, however, currently highly fragmented and largely experimental, with ‘PES-like’ approaches being piloted in the field through partnerships between state agencies and localized private and charitable interests. State-supported AEP programs remain substantially intact, and rather than any displacement of state action, there appears to be a more gradual insertion of PES approaches and metrics into standard AEP operating procedures. This institutional stickiness is partly due to the continuing difficulty of agreeing the metrics necessary for measuring outcomes but may also be due to the politically well defended nature of traditional AEP entitlements and associated policy networks. We conclude by suggesting a need for further research to better understand these specifically political constraints and sources of resistance to PES and the ambiguous consequences for institutions, policy networks, rural communities and environment. As one of the key subjects of multi-center governance of environmental concerns, public perception is crucial in forming and implementing environmental policy. Based on data science research theory and the original theory of public perception, this study proposes a research framework to analyze environmental policy through network text analysis. The primary contents are bidirectional encoder representation from transformers-convolution neural network sentiment tendency analysis, word frequency characteristic analysis, and semantic network analysis. The realism of the suggested (...) framework is demonstrated by using the waste classification policy as an example. The findings indicate a substantial relationship between perceived subject participation and policy pilot areas and that perceived subject participation is repeating. In this essay I will argue that, preconceptions notwithstanding, Immanuel Kant does have an environmental ethics which uniquely contributes to two current debates in the field. First, he transcends the controversy between individualistic and holistic approaches to nature with a theory that considers humanity in terms of the autonomy of moral individuals and nature in terms of the integrity of functional wholes. Second, he diminishes the gulf between Conservationism and Preservationism. He does this by constructing an ideal-regarding conception of (...) the former that values nature not as "merely" a thing to be used by human preferences and translated by markets, but as an essential component and prerequisite to the intrinsic autonomy of human beings. Simultaneously, he argues for a definition of preservation which places responsibility on humanity to harmonize moral agency with the functional integrity of natural systems. Here humanity and nature become the two unique and equally important components of what we might call the greater " Kantian ecosystem." In addition to the theoretical contributions of Kant's approach to our appreciation of the duties we owe to our natural environment, I will also suggest that Kantian Conservationism and Kantian Preservationism provide a sound moral basis for public policy arguments that wish to take the intrinsic value of humanity and nature into account. By requiring decision makers to consider citizens as ethical ends and nature as a functional end-in-itself, public choice becomes a process of restricting the use of the "kingdom of nature" to the essential requirements of the "kingdom of ends.". There has been a recent expansion of work within a variety of theoretical frameworks which looks at the role of discourses in policy and politics,much of it focused on environmental issues. Within this there is a particular category of polemical material which argues for discourse management and for managing discourse between actors to wards achieving a particular goal, such as sustainable development. The paper examines the different ways in which the significance of environmental discourse is recognised and (...) its influence analysed. It critically examines the claims made for normative discourse management and highlights the need to consider carefully the institutions through which environmental policy discourse is mediated. Many studies have documented gender differences in attitudes toward and experiences with science. Compared to men, for example, women are less likely to study science and to pursue careers in science-related fields. Given these findings, should we expect gender differences in support for scientific involvement in U.S. environmental policy? This study empirically examines the relationship of gender to attitudes toward science and preferred roles of scientists in environmental policy among various environmental policy participants. Data (...) collected in 2006 and 2007 from national surveys of four different groups involved in environmental policy and management suggest that social context, including education and occupation, shapes the way that gender matters. Specifically, we find that gender is less important among scientists and managers than among interest groups and the general population regarding attitudes toward science and views about preferred roles of scientists in environmental decision making.
