The aim of this book, by providing a set of conceptual tools drawn from critical theory, is to open up questions and new problems and new research agendas for the study of environmental politics.

A large part of environmental politics is interested in protecting place authenticity against the ‘disenchanting’ effect produced by the advent of modernity. It adopts a rhetoric of nostalgia by regretting the loss of primeval relations between humans and nature, and endorses an essentialist, foundationalist and exclusivist definition of locality and the locals. In order to overcome the problematic political consequences of this (widely accepted) classic approach, the paper proposes to differently outline modernity, by adopting a heterogeneous geography standpoint (...) and postmodern hybrid networks theory. As a consequence, place is regarded in terms of heterogeneity, porosity and non-exclusivism; authenticity is reshaped in terms of throwntogetherness; and environmental politics is reconsidered in the structuration of a thing-oriented democracy. This introductory chapter offers an overview of the context, content, and history of environmental political theory as a field of study within political science. It starts by differentiating EPT from both the subfield of political theory and other areas of sustainability and environmental studies, with its focus on the political nature of human/non-human relations. EPT’s development over the last twenty years is discussed, in terms of both substantive foci and maturation as a field. Waste is a major global environmental issue that assembles socio-cultural and bio-geological processes in complex indeterminate relationships. Drawing on three case studies, this article explores the shifting environmental politics concerned with waste’s material, economic, political, and cultural ‘management’. The Canadian case studies – determining a new waste management technology in a mid-sized city in central Ontario, an open dump in a remote Nunavut community, and an abandoned gold mine in the Northwest Territories – suggest waste occasions particular (...) material and political mobilizations. Landfill leachate, colonialism, disinterested publics, freezing arsenic, global corporate investments, country food, land claims, neoliberal governance, permafrost, ravens, and a host of other socio-material forces both empower and thwart ‘management’ politics. Through these case studies, this article explores Isabelle Stengers’s assertion that participating citizenship is an ‘Empty Great Idea’, and a provocation to consider the contexts in which waste may generate acquiescent or objecting publics. Environmental political theory serves as an important bridge between political science and environmental ethics. Environmental ethics has traditionally focused on our duties to non-humans and expanding our conception of the moral community. But that focus on individual ethical choice limits its usefulness in addressing environmental policy problems. Political science, in contrast, is well-suited to analyzing social structural forces that give rise to environmental problems, but political scientists have had considerable difficulty in moving away from the (...) field’s anthropocentric foundations. I argue that environmental political theory, in contrast to traditional political science, embraces the critique of anthropocentrism developed by environmental ethicists. It attempts to build theories of justice, citizenship, and political rights and duties on a more expansive understanding of the community of justice. (shrink)

A systematic outline of how the environmental crisis is transforming political theory's fundamental concepts.

In this chapter, we examine the relationship between environmental political theory and the development of sustainability studies within US higher education. We assess the incorporation of environmental political theory authors in sustainability classrooms and the extent to which environmental political theory and sustainability studies classrooms engage in experiential, skills-based learning. We situate this pedagogy as an extension of the tradition of the liberal arts, especially as developed by John Dewey, and effectively, as citizenship skill development for democratic (...) societies. To teach twenty-first-century citizenship skills, we maintain, is to teach sustainability skills. This entails educating and empowering students to grapple intellectually and practically with the interdependent social, environmental, and economic challenges that define their current circumstances and future prospects. Environmental political theory can and should become more relevant to sustainability studies programs, primarily by strengthening its mission of engaged theory through the cultivation of experiential learning opportunities. This paper uses Castoriadis’s idea of the imaginary and Agnes Heller’s conceptualization of modernity as an interplay of the historical and technological imaginations, to examine how modernity engages with the idea of development to foster a particular vision of the future as always in progression. It uses the examples of Tasmania and Kerala, in Australia and India, respectively, as case studies which challenge the dominant perception of development as a linear and progressive ideology of growth that translates into ‘the development (...) of productive forces and the rational mastery of nature’. The case studies also show how, despite the radically different paths through modernity, it is the same logics of modernity that are at work in both locations. (shrink)

The Moral Weight of Ecology: Public Goods, Cooperative Duties, and Environmental Politics is a meticulous examination of the beliefs held by environmentalists and anti-environmentalists alike. It is unique in the “environmental philosophy” genre insofar as it defends positions beholden to neither the mainstream or radical environmental movement nor their libertarian and “free-market” policy counterparts.

Environmental activism, like all great activisms, is fundamentally normative, its principal beliefs contestable, its most powerful arguments rebuttable on the grounds that they are subjective. Environmental activists, as political tacticians with complex goals, have become skilled at presenting objectified versions of their own motivations when trying to broaden support for specific policies or take advantage of regulatory or legal opportunities. While instrumentally tempting and often expedient, this practice of objectifying moral arguments is in some respects disingenuous, and its (...) successes as well as its failures bring with them characteristic risks, short-term and long-term. Far-Right Ecologism explains how the ongoing mainstreaming of the far right has prompted greater engagement with a range of topics, including the environment. Behind the façade of vote-winning strategies, the far right has provided a substantive ideological engagement with the natural environment. Building on the nationalist bent of early green thought and the perceived nexus of pristine nature and cultural purity, Far-Right Ecologism has ideologically adopted the green elements of other ideologies, such as conservatism and fascism, but also of those (...) considered to be 'thin-centred', such as nationalism and populism. Through an authentic experience of learning from the Eastern European, post-socialist realms, this book explores the ideology, ecological discourse, and policy proposals behind the increasing impact of far-right actors on environmental politics in Hungary and Poland. Each chapter begins with stories from the interviewees to illustrate how the far right in Hungary and Poland attempts to permeate environmental politics and even forge partnerships with green actors through specific, local-based policy contributions. Drawing on the findings from a range of sources, such as electoral programs, ideological texts and manifestos, social media and public speeches, policy proposals, and more than forty in-depth interviews with far-right representatives, this book also assesses epistemological and methodological challenges in examining the environmental dimension of far-right, post-socialist politics. Noting tension between environmental and aboriginal politics in the Pacific Northwest of North America, this paper explores the historical-geographic constitution of both the Great Bear Rainforest conflict in British Columbia and the Makah whaling conflict in Washington State. By highlighting the uneven production of territoriality between each jurisdiction and tracing these differences though the historical-geographic imaginations of environmental activists and writers of letters to editors of metropolitan newspapers, the paper argues that situated geographies of colonialism inform interactions (...) between environmental and aboriginal politics at their core, thereby demonstrating the centrality of the production of space to the constitution of politics. Since at least the mid-2000s, political commentators, environmental advocates, and scientists have raised concerns about an “anti-science” approach to environmental policymaking in conservative governments in the US and Canada. This paper explores and resolves a paradox surrounding at least some uses of the “anti-science” epithet. I examine two cases of such “anti-science” environmental policy, both of which involve appeals to epistemic values that are widely endorsed by both scientists and philosophers of science. It seems paradoxical to call (...) an appeal to epistemic values “anti-science.” I develop an analysis that, I argue, can resolve this paradox. This analysis is a version of the “aims approach” to science and values, drawing on ideas from axiology and virtue ethics. I characterize the paradox in terms of conflicts or tensions between epistemic and pragmatic aims, and argue that there is a key asymmetry between them: epistemic aims are valuable, in part, because they are useful for pursuing pragmatic aims. Thus, when epistemic and pragmatic aims conflict, epistemic aims need to be reconceptualized in order to reconcile them to pragmatic aims. When this is done, in the “anti-science” cases, the epistemic values are scientific vices rather than virtues. Thus the “anti-science” epithet is apt. (shrink)

The Anthropocene confronts environmental philosophy with one of the most urgent questions of the 21st century: How to maintain the earth’s condition in a way that allows current and future human generations to thrive? By asking such a question, ethical thought ceases to be solely a matter of individuality or morality. Instead, it raises a political issue: How can or should environmental philosophy relate to society in the Anthropocene? This article argues for a critical perspective that draws on (...) contemporary historic materialist scholars and politicises societal power relations. It exemplifies this approach by discussing key-terms of the Anthropocene discourse, like planetary boundaries, tipping points, and space-ship earth. The article concludes that the idea that “we have to act fast now” would be dangerously too easy because it ignores the ambivalent character of human-nature relations. (shrink)

In its restless metamorphosis, the environmental movement captures ideas and transforms them into principles, guidelines and points of leverage. Sustainability is one such idea, now being reinterpreted in the aftermath of the 1992 Rio Conference. So too is the precautionary principle. Like sustainability, the precautionary principle is neither a well defined principle nor a stable concept. It has become the repository for a jumble of adventurous beliefs that challenge the status quo of political power, ideology and civil rights. Neither (...) concept has much coherence other than it is captured by the spirit that is challenging the authority of science, the hegemony of cost-benefit analysis, the powerlessness of victims of environmental abuse, and the unimplemented ethics of intrinsic natural rights and inter-generational equity. It is because the mood of the times needs an organising idea that the precautionary principle is getting a fair wind. However, unless its advocates sharpen up their understanding of the term, the precautionary principle may not establish the influence it deserves. Its future looks promising but it is not assured. This study is an investigation of the predictors of young people 's interest in environmental political action. Data were collected by means of a survey of young people living in Finland. The results supported the Environmental Political Action Interest Model proposed in this study and show that post-materialist values and political competence increased interest in environmental political action. In addition, trust in political parties and nongovernmental organisations was indirectly associated with interest in environmental political action. : This essay appropriates the understanding of ethics developed by Michel Foucault in his courses at the Collège de France from 1980 until his death in 1984, with the aim of formulating a progressive environmental politics. As such, it attempts to navigate some of the long–standing divides between the movement for animal rights and environmental ethics proper, finding in the practice of vegetarianism a form of self-relation that is conducive to critical forms of speech and politics. (...) The final phase of Foucault's work is replete with insights into how the care of the self can serve as a resistance to forms of power and political stasis. This paper presents these unpublished materials, allowing for a glimpse of the unknown Foucault, and reinterprets vegetarianism as a form of self-practice that is linked with truth and critical speech. The activity of democratic deliberation is governed by the norm of public reason – namely, that reasons justifying public policy must both be pursuant of shared goods and be shareable by all reasonable discussants. Environmental policies based on controversial theories of value, as a consequence, are in danger of breaking the rule that would legitimate their enforcement.
