Cet article analyse un rapport de l’Immigrants’ Protective League à Chicago (1931) qui porte sur le paiement des pensions alimentaires dans des familles séparées par la migration. Rédigé dans le cadre d’un projet de convention internationale sur l’assistance aux étrangers indigents, ce rapport présente les différentes tactiques utilisées par les travailleuses sociales de l’organisation pour réunir les familles afin d’éviter le recours aux tribunaux. L’analyse de la mise en récit des histoires de couples et de familles montre le processus de (...) légitimation du travail social international et met en évidence les pratiques des travailleuses sociales qui s’appuient sur les émotions pour rétablir un modèle social familial fragilisé par la migration. Comment des femmes migrantes originaires des Comores, engagées dans une double activité professionnelle, à la fois comme salariées subalternes et commerçantes à la valise parviennent à articuler les temps sociaux, en particulier les temps les plus investis socialement, à savoir l’articulation travail salarié/famille/commerce? Selon quelles modalités gèrent-elles leurs « équations temporelles personnelles »? Ces femmes sont nombreuses à être concernées par les formes d’emploi atypiques entraînant une désynchronisation de leurs rythmes sociaux par rapport à ceux de leur entourage et (...) de la société en général. Cette précarité objective peut être de nature à rendre difficile l’articulation des temps sociaux. L’articulation de cette double temporalité de travail nécessite du reste de disposer de temps libre. Pour les salariées les plus précaires, la conduite de cette activité de commerce s’organise dans une double articulation avec leur activité salariale, puisque d’une part elles profitent de la « porosité » de leur temps de travail, liée à la précarité même de leur emploi et que, d’autre part, elles puisent dans les ressources économiques que cet emploi leur procure. Les femmes travaillant à temps plein, quant à elles, s’organisent en fonction de leurs jours de repos. (shrink)

This study aimed to point out the differences between the religiosity of immigrants and natives and how they hinder or facilitate immigrant social integration into the host society. The study took a multi-national perspective as the basis for analyzing religious views within Europe whereby both the natives and immigrants in European countries are evaluated and explanations for individual groups’ integration trajectories are emphasized. With respect to a thorough scholarly analysis, this study found out that the religiosity of immigrants tends (...) to be high than that of natives in most European countries. It also noted that the initial religiosity of immigrants drops with an increase in the duration of time the individual immigrant stays in the host country. This study makes available knowledge about religious differences in a cross-cultural perspective and strives to help sociologists in outlining the differences in order to help in studying behavior patterns in different cultural settings. L’article présente une réflexion sur la question du temps dans les processus de migration et mise au travail des travailleurs et travailleuses détachés dans l’agriculture intensive. Nous proposons d’analyser le rapport entre les temporalités imposées aux détachés pour répondre aux besoins productifs et leurs conduites temporelles. Il s’agit de comprendre comment les personnes détachées vivent ces temporalités, mais aussi comment elles se les réapproprient et/ou les contournent afin de les articuler aux espaces-temps de la reproduction sociale. Notre recherche s’appuie (...) sur une enquête qualitative menée auprès des ouvriers et ouvrières mis à disposition des exploitants par des agences d’intérim espagnoles dans trois départements du sud de la France. L’analyse, structurée autour des parcours migratoires, du système du détachement et des temps sociaux, nous permet de saisir les effets des politiques migratoires sur les parcours des saisonniers dans les temps longs ; de retracer des stratégies de dépassement des temporalités imposées, qui amènent à l’installation et à l’emploi direct ; d’identifier les tentatives de « faire communauté » à travers des initiatives commerciales et récréatives collectives développées dans les temps libres. La situation de femme seule avec enfant diffère selon les époques, les pays, les cultures, les conditions sociales. En France, le concept de monoparentalité est relativement récent. Pour les femmes chefs de familles monoparentales, l’immigration constitue bien souvent un facteur de vulnérabilité qui atteint aussi leurs enfants, mais le vécu n’est pas le même selon la culture et le pays d’origine : entre les conceptions du Maghreb et celles de l’Afrique subsaharienne, il y a des différences. L’exemple de la décohabition (...) dans les familles polygames africaines vivant en France montre par ailleurs comment un texte de loi censé protéger femmes et enfants peut les faire basculer dans la précarité. En 2017, des spécialistes de différentes disciplines (santé, éducation et travail social) issus de cinq pays européens (France, Géorgie, Italie, Norvège et Suisse) ont créé un réseau afin de poursuivre leurs recherches sur le handicap et la migration. Le présent article expose les principaux résultats d’un premier workshop qu’ils ont réalisé et les pistes qui en découlent pour de futures recherches. D’une part, les enfants migrants en situation de handicap restent invisibles sur le plan statistique dans plusieurs pays. (...) Leurs besoins en tant que migrants et personnes en situation de handicap sont pris en compte par des politiques et des dispositifs distincts. D’autre part, dans les cinq pays, un écart important entre les normes légales et la situation des familles migrantes ayant un enfant en situation de handicap est constaté. Il en est de même en ce qui concerne la collaboration entre les différents services publics, ou entre ces services et les associations soutenant les personnes en situation de handicap, les personnes migrantes et/ou les minorités. Les futures recherches seront centrées sur les moyens d’augmenter la participation sociale des enfants migrants en situation de handicap et de leurs familles dans des contextes d’interventions interculturelles et interdisciplinaires. La movilidad y las migraciones estacionales forman parte del mercado de trabajo que genera la agricultura y agroindustria de exportación. Este estudio se localiza en Atacama, la región más especializada en uva de mesa de exportación, y que es, la actividad que paga mejores salarios en comparación con el resto de las frutas y que insume más trabajadores por hectárea. El artículo analiza el uso del tiempo laboral anual de los trabajadores para conocer las migraciones, los ingresos de los/as temporeros/as (...) que trabajan en algún momento del año en el valle de Copiapó, el tipo de ocupación, y los lugares en que las realizan. El corpus del estudio consiste en entrevistas grupales e individuales a temporeros de ambos sexos, distintas edades, etnias y nacionalidades que trabajan en el valle de Copiapó. El estudio busca comprender las consecuencias que produce la deslocalización del trabajo con respecto de la residencia en las familias. Los trabajadores y trabajadoras extienden los tiempos de trabajo desplazándose a través de diferentes faenas agrícolas en el territorio nacional, así como a través de migraciones transfronterizas. El sexo y la situación familiar, lo social (pauperización de las economías campesinas e indígenas, desempleo, bajos salarios en los lugares de residencia) explicarían distintos patrones migratorios por sexo y edad. Using data from the China Education Panel Survey, which was a nationally representative sample of junior high school students, this study examined the association of internal migration with depression among migrant and left-behind children, while exploring the moderating effect of gender difference and the mediating effects of social relationships. The results showed that migrant children had a significantly lower level of depression than left-behind children. Further, the difference in mental health between migrant children and left-behind children was more prominent (...) for boys than girls. The mechanism analyses indicated that compared to left-behind children, internal migration positively predicted parent–child relationships and peer relationships of migrant children, which in turn reduced their depressive symptoms. Although migrant children suffered from a higher level of teacher discrimination than their left-behind counterparts, it had no significant relationship with depression after controlling for children’s social relationships with parents and peers. Our findings suggested that migrating with parents was helpful to reduce children’s depressive symptoms in comparison with being left behind. Therefore, actions should be implemented to reduce the occurrence of involuntary parent–child separation and the prevalence of children’s depressive disorders due to institutional constraints. In addition, necessary treatments are needed to improve the psychological wellbeing of disadvantaged children, especially among left-behind children with mental illness. (shrink)

International migration of work force is presently a high amplitude phenomenon. Romanian people have emigrated for work around the world, being engaged both in the physically hardest jobs and in activities that require completion of specialized courses and certification in a particular field. This last category includes social workers who, following schooling and certification and even having a minimal experience in the home country, apply for jobs in the field of social assistance. These recruiters aim to distribute (...) social workers at the workplace of interest, according to certain well-defined criteria. In the present paper we describe international migration of work force, and we illustrate it by adding case studies of life experience of social workers who underwent the process of emigration to the United Kingdom. Throughout the emigration process, these workers experienced certain changes in their life principles, mentality, values, and were marked by professional dilemmas in extreme situations. (shrink)

: When health care workers migrate from poor countries to rich countries, they are exercising an important human right and helping rich countries fulfill obligations of social justice. They are also, however, creating problems of social justice in the countries they leave. Solving these problems requires balancing social needs against individual rights and studying the relationship of social justice to international justice.

Puisque le changement social contribue à modifier et influencer le droit, l’objet de cette contribution est de comprendre de quelles manières ce dernier a des incidences sur le processus de formation du droit en prenant pour exemple la règle coutumière prohibitive de la détention arbitraire en droit international des migrations. Le but de cet article est de tenter de percevoir les effets des changements sociaux sur la coutume en prenant un exemple précis, tout en essayant d’émettre l’hypothèse que (...) ce dernier est révélateur de l’impact des changements sociaux sur la formation de la coutume internationale. En apportant dans un premier temps des éclairages utiles concernant le droit international des migrations, il s’agira dans un second temps d’apporter au lecteur des bases de compréhension essentielles sur la coutume internationale. Enfin, la troisième partie sera consacrée à expliciter des hypothèses qui pourraient expliquer d’une part de quelles manières des changements sociaux successifs ont influencé la formation de la règle coutumière de l’interdiction de la détention arbitraire et d’autre part, comprendre les raisons pour lesquelles les États acceptent d’être liés à cette règle. The notion of a migration system is often invoked but it is rarely clearly defined or conceptualized. De Haas recently provided a powerful critique of the current literature highlighting some important flaws that recur through it. In particular, migration systems tend to be identified as fully formed entities, and there is no theorization as to how they come into being and how they break down. The internal dynamics which drive such changes are not examined. Such critiques of migration systems relate (...) to wider critiques of the concept of systems in the broader social science literature, where they are often presented as black boxes in which human agency is largely excluded. The challenge is how to theorize system dynamics in which the actions of people at one time contribute to the emergence of systemic linkages at a later time. This article focuses on the genesis of migration systems and the notion of pioneer migration. It draws attention both to the role of particular individuals, the pioneers, and also the more general activity of pioneering which is undertaken by many migrants. By disentangling different aspects of agency, it is possible to develop hypotheses about how the emergence of migrations systems is related to the nature of the agency exercised by different pioneers or pioneering activities in different contexts. The philosophical debate on the freedom of movement focuses almost exclusively on long-term migration, what I call, migration as settlement. The normative justifications defending border controls assume that the movement of people across political borders, independent of its purpose and the length of stay, refers to migration as settlement. “Global mobility,” “international movement,” and “immigration” are oftenused interchangeably. However, global mobility also refers to the movements of people across international borders for a short length of time such as (...) travel, short-term and circular migration. While most scholarly attention has focused on long-term migration, the vast majority of cross-border movement of people (approximately 85% of all cross-border movements in 2019) is short-term. The existing literature offers normative arguments for border controls, which are grounded on states’ right to self-determination, the freedom of (dis)association, the welfare state, the duty to compatriots, and brain drain. In this paper, I argue that these arguments do not justify excluding travelers, short-term and circular migrants from the territory. (shrink)

Nursing migration: global treasure hunt or disaster‐in‐the‐making?International nurse migration — moving from one country to another in the search of employment — is the focus of this article. The majority of member states of the World Health Organization report a shortage, maldistribution and misutilisation of nurses. International recruitment has been seen as a solution. The negative effects of international migration on the ‘supplier’ countries may be recognised today but are not effectively addressed.Nurse migration is motivated by the (...) search for professional development, better quality of life and personal safety. Pay and learning opportunities continue to be the most frequently reported incentives for nurse migration, especially by nurses from less‐developed countries. Career opportunities were considered key incentives for nurses emigrating from high‐income countries. Language was reported to be a significant barrier. The positive global economic/social/professional development resulting from international migration needs to be weighed against a substantial ‘brain and skills drain’ experienced by supplier countries. The vulnerable status of migrant nurses is also of concern in certain cases. The focus on short‐term solutions as opposed to resolving the problem of a worldwide shortage of nurses causes great concern. Recent initiatives attempt to curb or channel international recruitment. The delicate balance between recognising the right of individual nurses to migrate and a collective concern for the health of a nation’s population must be achieved. (shrink)

This chapter introduces and discusses the concepts that are in-depth articulated in the volume. International migration is presented here as a test bench where the normative limits of institutional order, its contradictions and internal tensions are examined. Migrations allows to call into question classical political categories and models. Pointing at walls and fences as tools that reproduce enormous inequalities within the globalized neo-liberal system, this chapter presents the conceptual tensions and contradictions between migration policies and global justice. We challenge (...) the conceptualization of justice as a relationship between citizens of the same country and the State and argue that, in our globalized world, nation-state cannot constitute the basic unit of the theories of justice. We argue that an integral approach that includes the complex and interconnected forms of structural inequalities and transcends the borders of national sovereign states is required. Avoiding the methodological nationalism and the exclusionary biases that inform current migration and border control policies, this chapter finally places attention on the most marginalized subjects of the migration chain: migrant women workers. We point out the importance of addressing transnational structural inequalities and bringing social reproduction to the center of global justice theories. (shrink)

Education-migration, or the multi-step recruitment and retention of international students as immigrants, is an increasingly important component of both higher education and so-called highly-skilled migration. This is particularly true in Canada, a country portrayed as a model for highly-skilled migration and supportive of international student mobility. However, education-migration remains under-analyzed from a social justice perspective. Using a mobility justice framework, this paper considers COVID-19’s impact on Canada’s education-migration system at four scales: individuals, education institutions, state immigration regimes, (...) and planetary geoecologies. It identifies ethical tensions inherent to Canada’s education-migration from a systems-level and suggests that a multi-scalar approach to social justice can both usefully complexify discussions and introduce unsettling paradoxes. La famille est avant tout pour Durkheim non seulement une institution sociale, mais une catégorie d’Etat. La famille est en effet liée à l’accroissement de la division du travail, mais aussi au rôle de plus en plus important de protecteur que joue l’Etat dans les sociétés modernes. La famille, telle qu’il l’entend, doit être sous la tutelle de l’Etat. Mais cette dernière doit être exercée par un Etat neutre, universel, fondé sur la science et dont la fonction principale est (...) de penser. Cette définition de la famille rompt avec la conception naturaliste très présente à son époque. Durkheim s’oppose au familialisme catholique ou laïque et aux défenseurs des « intérêts de la famille ». La famille ne peut‐être une fin en soi et l’Etat un simple instrument à son service. Durkheim pense que si l’Etat doit se préoccuper de la famille, c’est avant tout parce les intérêts de cette institution sont inséparables des intérêts de la société tout entière. Cette conception doit être comprise comme l’expression sans doute idéalisée du pouvoir de l’Etat républicain en France à la fin du XIX e siècle et du rôle qu’entendent lui faire jouer les intellectuels éclairés de cette époque dont Durkheim est l’un des représentants les plus brillants. Autrement dit, tout en s’affranchissant des prénotions, Durkheim participe aussi, en tant qu’homme de science, à la construction d’une représentation de la famille – et de la morale domestique – qui ne s’est pas imposée en France sans difficulté. Religious and Ethical Perspectives on Global Migration examines the complicated social ethics of migration in today's world. Editors Elizabeth W. Collier and Charles R. Strain bring the perspectives of an international group of scholars toward a theory of justice and ethical understanding for the nearly two hundred million migrants who have left their homes seeking asylum from political persecution, greater freedom and safety, economic opportunity, or reunion with family members.

Neorepublicanism holds that domination is the foremost political evil. More, it claims to be able to address today’s most pressing issues. It follows that neorepublicanism should, then, speak to questions of migration, membership, and domination. However, this is not the case. Some critical voices inspired by the idea of non-domination arrive at interesting critiques of migration, membership, and domination, but their answers are often partial and in some ways problematic. They are also largely ahistorical. The contemporary paucity of neorepublican reflections (...) on migration contrasts sharply with its centrality in republican history. In the US, from the colonial period until late into the 19th century, some republicans understood the domination of migrants and citizens as conjoined concerns. They developed a robust account of the relationship between domestic domination and exclusionary migration regimes. They conceptualized the republic as a global asylum where membership is based on volitional allegiance, and they vigorously defended the right of aliens to expatriate. Those ideas were ultimately defeated by aristocratic, oligarchic, and statist forces. This article explicates that history through a genealogical account of what I call ‘insurgent republicanism’. The article then returns to contemporary theorization to diagnose its limitations, continuities, and potentials as seen from the perspective of the insurgent republican tradition. (shrink)

The author discusses some of the challenges coming from the current development of migration theory and migration studies on the international level. Such « hydraulic » theoretical models as the « push and pull theory » seem to experience a deep crisis when confronted with contemporary global migrations. The role migrants play in the production of new transnational social spaces and in new political, social, and even economic networks is recognized by a growing number of scholars, e.g. (...) by the representatives of the so-called new economics of migration. The aim of the article, which is to be understood as the presentation of a research project, is to outline some of the features of a possible new theoretical framework, trying to link this role with a critical understanding of the transformations of citizenship, labor market, and « class composition » in the global age. In Europe and other regions of the world public debate concerning how many immigrants should be admitted, which rights those admitted should have, and which conditions can be required for access to citizenship is intense and enduring, and these have increasingly become central electoral issues. On the one hand, the harsh treatment of migrants is often a matter of public criticism; on the other hand, states are concerned about problems of welfare, security and social unrest that they have come (...) to associate with large-scale migration. At its most fundamental level, this debate concerns the question of how best to balance particularist principles of democratic self-determination and state sovereignty and universalist principles of individual freedom and human rights. The articles in this special issue examine whether the concept of domination can cast a distinctive light on the normative issues arising in this tension between state sovereignty and universal principles with respect to migration and the position of non-citizens in contemporary liberal democratic states. These issues arise both externally insofar as foreigners are subject to migration controls, and internally insofar as migrants live in states of which they are not full members. Résumé La migration chinoise s’est accélérée depuis une quinzaine d’années, égrenant des établissements sur tous les continents. Pour tous il s’agit d’une promotion sociale éventuelle, à produire sur un marché du travail parallèle tenu par des compatriotes. Les perspectives d’emploi ont été réduites par la crise. Les migrants chinois se reportent alors sur des marchés précaires ou au contraire sur les marchés internationaux de construction. Nombre d’entre eux se font aussi les commerçants des nouveaux objets chinois fabriqués pour l’export.

Within the context of increased global migration and mobility, education occupies a central role which is being transformed by new human movements and cultural diversity, flows, and networks. Studies under the umbrella terms of migration, mobility, and mobilities reveal the complexity of these concepts. The field of study ranges from global child mobility as a response to poverty, to the reconceptualising of notions of inclusion in relation to pastoralist lifestyles, to the ways in which new offshore institutions and transnational diasporas (...) shape the educational experiences of students, families, and teachers. At the heart of this new research is a need to explore how identity, integration, and social stratification play a role in the story of global migration between and within the Global North and South. This volume focuses on three major themes: poverty, migration, social mobility and social reproduction; networks of migration within and across national education systems; and higher education and international student mobility, and the concerns and opportunities that go along with this mobility. The international group of researchers who have contributed to this book demonstrate how educational institutions are part of a common global project characterised by fluidity, how the social fabric of educational institutions responds to demographic diversity, and how new social differentiations occur as a result of human movement. By bringing together these contributions, a number of important theoretical and empirical methodological dimensions are identified that need more attention within the growing field of migration and education studies. This volume shows how mobilities and transnational interconnectedness create multiple interactions that tie our different educational projects together. L’Action catholique spécialisée a donné naissance pendant le deuxième tiers du XXe siècle au Mouvement populaire des familles (MPF) et à ses dérivés. Ces Mouvements se donnaient pour but la formation et la promotion du monde ouvrier par lui-même, notamment par le biais de la famille. Les mères de famille au foyer prenaient en charge les intérêts de leur quartier et de toutes les familles ouvrières, assumant ainsi une maternité sociale. Elles organisaient des délégations auprès des mairies, créaient et géraient (...) des services (Femmes de prisonniers pendant la Seconde Guerre mondiale, services de machines à laver, travailleuses familiales pendant les trente glorieuses…). Le modèle d’action du MPF entre en déclin avec la modernisation du pays puis, dans les années 1970 avec l’accès généralisé des femmes au travail. (shrink)

Does the concept of domination cast new light on issues that arise in the context of migration and citizenship? If citizenship is a status that provides protection from domination, understood as subjection to arbitrary interference, are non-citizens - whether outside or inside the state - necessarily subject to domination by virtue of being non-citizens? Does domination provide a useful basis for considering the harms that migrants suffer? If non-domination is a value to be promoted in politics, what are the implications (...) for the treatment of migrants and resident non-citizens? This book addresses issues of migration and citizenship within the frame of freedom, in terms of domination, understood as being subject to the threat of arbitrary interference. Coming from a variety of perspectives, the chapters examine the issues of migration controls, differential resident statuses, including temporary workers, refugees and long-term residents, and the conditions for access to citizenship in the light of these concerns. Doctors, nurses and midwifes from developing countries migrate to affluent countries in large numbers, often leaving behind severely understaffed healthcare systems. One way to limit this ‘brain drain’ is to restrict the freedom of movement of healthcare workers. Yet this seems to give rise to a conflict of human rights: on the one hand rights to freedom of movement, on the other hand rights to health. By motivating its own account of human rights, this paper argues that the conflict is (...) not as acute as it seems, since rights to freedom of movement are in fact more limited than often acknowledged. Weak restrictions of the freedom to leave and strong restrictions of the freedom to enter are in principle compatible with the rights of healthcare workers. Hence, policies that involve restrictions of both kinds can be justified in order to secure the human right to health. (shrink)

This article claims that the study of irregular migration may be a strategic research material for the development of an adequate understanding of contemporary society. The field, however, suffers not only from a lack of reliable empirical data, but also from endemic undertheorizing. The article shows how the attempt to develop an understanding of irregular migration from within a general theory of modern society has positive consequences both for the clarification of the problems and for the design of research programs (...) able to deal adequately with the phenomena. Particularly, it is argued that a theory of modern society centered on its form of differentiation may help to clarify both the political dimension of contemporary international mobility, the variety of irregular statuses existing in the foreign population of receiving countries, and the condition of inclusion and exclusion of irregular migrants. Playing Chess With History From Hannah Arendt to Isaiah Berlin, considers the intertwined lives and work of Jewish intellectuals as they make their escape from war-torn Europe into new countries. Although the group which I consider, including Hannah Arendt, Theodor Adorno, Walter Benjamin, Judith Shklar, Albert Hirschman and Isaiah Berlin, have a unique profile as migrants because of their formidable education and intellectual capital, I argue that their lives are still exemplary for many (...) of the dilemmas and risks faced by all migrants. In the reply to critics, I consider such issues as the intellectual relations between Benjamin, Adorno and Horkheimer; differences between Arendt’s and Adorno’s views of an interpretive social science; and why international law played such an important role in the imagination of Jewish intellectuals. A further question involves the generalizability of the experience of Jewish otherness in European culture. Liberal societies always designate some others as their constitutive exterior. How continuous is the experience of emigré Jewish intellectuals with the exclusion of ethnic and racial minorities in our societies? Finally, if the founding of the State of Israel has by no means resolved the problems of statelessness but re-created it for the Palestinian population, what kind of political stance should we assume vis-à-vis this reality today? The desire for work, income, and better living conditions is the main cause for international migration. Such labor migration is also called economic migration, although it has many non-economic aspects and side effects as well. This article seeks to examine the reasons for and the consequences of international labor migration in its different dimensions. This will take into consideration the interests of all three groups involved: the migrants and their families, the countries of origin and their peoples, the (...) host countries, and the local populations. The core of the article is a social ethical evaluation of the conflicts of interest revealed in the analysis, considering the values of human dignity and justice. The aim is to explore how to balance different interests through a humane and fair immigration policy and international migration partnership. (shrink)

Freedom as non-domination provides a distinctive criterion for assessing the justifiability of migration controls, different from both freedom of movement and autonomy. Migration controls are dominating insofar as they threaten to coerce potential migrants. Both the general right of states to control migration, and the wide range of discretionary procedures prevalent in migration controls, render outsiders vulnerable to arbitrary power. While the extent and intensity of domination varies, it is sufficient under contemporary conditions of globalization to warrant limits on states’ (...) discretion with respect to admission. Reducing domination requires, rather than removing all immigration restrictions or democratically justifying them to all, that there be certain constraints on states’ freedom to control migration: giving migrants a publicly secured status somewhat analogous to that enjoyed by citizens, subjecting migration controls to higher legal regulation, and making immigration policies and decision contestable by those who are subject to them. In Strangers in Our Midst, David Miller develops a ‘realist’ political philosophy of immigration, which takes as its point of departure ‘the world as it is’ and considers what legitimate immigration policies would look like ‘under these circumstances’. Here I focus on Miller’s self-described realist methodology. First, I ask whether Miller actually does start from the ‘world as it is’. I note that he orients his argument around a particular vision of national communities and that, in so doing, he deviates (...) from a description of ‘the real world’. In shifting between the descriptive and prescriptive without clearly acknowledging it, Miller undermines his claim to be outlining legitimate policies ‘under these circumstances’. I also question whether Miller’s picture of ‘the real world’ takes sufficient account of past injustice and its ongoing relationship to migration regimes. I maintain that there is a fundamental tension between Miller’s commitments to his brand of nationalism on the one hand, and his version of realism on the other hand. (shrink)

L’ordre généalogique conduit l’individu à sortir du magma familial par un double principe d’identification et de différenciation. Un travail sur l’arbre généalogique permet de comprendre en quoi l’histoire est agissante et de prendre conscience des impasses qui peuvent conduire à ne pas vouloir transmettre. L’enfant hérite des (...) contradictions qui traversent les lignées dont il est issu et surtout de celles qui ont marqué la vie du couple parental. Les parents transmettent à leurs enfants les traces des conflits qu’ils n’ont pas pu résoudre. En 2010, les femmes constituaient la majorité des migrants qualifiés présents dans 20 pays membres de l’OCDE. Comment expliquer l’absence d’intérêt pour le phénomène de « féminisation de la migration qualifiée » que ces statistiques permettent d’observer ? À l’inverse, comment comprendre l’engouement pour l’expression « féminisation de la migration » (tout court) alors que les données ne la confirment pas ? Pour répondre à ces questions, cet article analyse les usages de l’expression « féminisation de la migration » et (...) identifie son origine dans la théorie de la division internationale du travail. Centrée sur une critique de la mobilité du capital, cette théorie prédit une féminisation de la migration et l’associe aux emplois peu qualifiés. Cependant, les recherches qui s’en inspirent risquent de perdre de vue le diplôme de l’enseignement supérieur qui représente le véritable passeport pour les femmes originaires des pays en développement. The article presents the results of an analysis of perceptions of migrants in press releases and regulatory documents of law enforcement and civil government agencies. We considered these texts within the framework of a "soft" constructionist approach, as a tool for problematizing the social process and one of the key ways of producing the discourse of power. The purpose of the study was to use a combination of quantitative content analysis and discourse analysis to identify the "equivalence chains" that (...) give meanings to the nodal sign "migration" in the texts of power. The objectives of the study were to collect a text array relevant to the topic and determine the social context in which the migrant is placed: the spaces in which they are present, the actions of which 120 they are the subject and object. In most of the 548 texts reviewed, the migrant is presented as a suspicious, impersonal object of state paternalism. The most extensive category of social actions in which a migrant acts as a subject are crimes, mainly related to violation of the regime of stay in the Russian Federation. The most common actions committed against a migrant are inspections and raids, as well as various kinds of punishment. The subject of action against a migrant in regional government texts is not the Main Directorate for Migration Affairs of the Ministry of Internal Affairs of the Russian Federation, but the Main Directorate for Public Order Maintenance, the Prosecutor's Office of the Russian Federation, and the courts. The article proposes a hypothesis according to which law enforcement agencies use press releases simultaneously as a way to problematize migration and maintain public attention to it. Having monopolized the problem, the Ministry of Internal Affairs, the Prosecutor's Office, and the courts use it to repeatedly "sell" this issue to the public through the only tool available to them - symbolic and physical violence. Religious and Ethical Perspectives on Global Migration examines the complicated social ethics of migration in today's world. Editors Elizabeth W. Collier and Charles R. Strain bring the perspectives of an international group of scholars toward a theory of justice and ethical understanding for the nearly two hundred million migrants who have left their homes seeking asylum from political persecution, greater freedom and safety, economic opportunity, or reunion with family members.

This paper intervenes in debates on Chinese higher education and social (re)production strategies in the contemporary African diaspora, developing the link between ‘Chinese’ capitals, social status and spatial mobility. Drawing on semi-structured interviews with both disadvantaged and middle-class African international students, I unpack how migration to China will enable them to accumulate prized forms of capital and position advantageously in different spheres of African society. The paper focuses on two ‘Chinese’ capitals – specifically high proficiency in the (...) Chinese language, and exposure to and internalisation of Chinese lifestyles and practices – which are convertible to profit, distinction and secure coveted jobs in their respective home countries. By exploring how China’s ‘in the middle’ position within the global political economy and exercising its soft power over peripheries are reflected in the ways these African students and their families play the ‘class game’ and make higher education choice, this paper moves beyond the ‘West’ vs. ‘the Rest’ gaze and nuances an emergent mobility pattern within the Global South. I conclude by presenting an argument that in seeking these ‘Chinese’ capitals, the students and their families may enhance China’s geopolitical standing and facilitate its movement towards the ‘core’ within the arena of the world (knowledge) system. This article examines migration trends in contemporary Estonia, focusing on migrant movements, legal regulations applying to migrants and national policies dealing with migration. Estonia is a multi-ethnic country in which both immigration and emigration occur on a considerable scale; consequently, understanding migration patterns and trends is particularly important. Historical factors have influenced Estonian society in a way which has necessitated the implementation of integration programmes and strategies aimed at social consolidation. L’article rend compte d’un dispositif de la « clinique de la multiplicité » mis à la disposition notamment de familles dont la construction identitaire et le lien parent-enfant ont été mis à mal par un contexte de migration forcée. À travers l’exemple de la rencontre clinique d’une mère et de deux adolescents khmers dont l’histoire, marquée par le génocide de l’Angkar, a voulu effacer le noyau identitaire – constitué de tous les éléments de transmission qui font ce que l’on est (...) –, l’auteure montre qu’un « travail de migration » est nécessaire pour permettre à chacun, adolescents et parents, de passer d’un état d’être à un autre et de se reconnaître héritiers des différents mondes dont ils sont issus. La co-construction d’un récit fondateur permettra la restauration psychique en passant par la redéfinition symbolique de leur acte de naissance, sorte de mythe pourvoyeur de sens de leur existence. Irrespective of length of stay or voluntariness, (im)migration is the movement of individuals across borders. From national identity to labor markets, (im)migration affects various dimensions and spheres of social life. Currently, 3.6% of the global population are international (im)migrants, underscoring its profound significance in contemporary debates on humanitarianism, ethical governance, socioeconomic realities and sustainability. The analysis of (im)migration as a business is relevant since it raises important questions about precarious conditions and situations including marginalization, exploitation, and vulnerability in (...) which (im)migrants often find themselves, and about the much-needed policy and management and organizational practice responses needed to address them. This Special Issue aims to bring (im)migration to the attention of business and management researchers interested in ethics. The intention behind it is to enhance the current understanding of (im)migration in order to develop comprehensive policies, foster inclusive societal and organizational frameworks, and focus on the ethical issues raised by (im)migration for organizations and management, as well as the complex realities faced by (im)migrants all over the world. Moreover, we aim to call for new research perspectives and streams that would address the novel challenges that (im)migrants encounter as a result of technological advancements, climate (in)justice, the ‘dark side’ of the business of international (im)migration, and new—or the lack thereof—migration policies. Cet article propose de retracer les transformations historiographiques concernant le champ des études migratoires depuis quatre décennies, en distinguant quatre périodes différentes mais non étanches, à partir des cas (largement similaires) états-unien et français. Dans un premier temps, la « découverte » des travailleurs immigrés dans les années 1960-1970 permit de questionner l’homogénéité de la classe ouvrière nationale. Mais assez vite, s’imposa une autre « découverte », celle des femmes immigrées, qui donna lieu à un second âge historiographique à partir (...) des années 1970-1980. Ensuite, comme dans l’historiographie plus générale, le genre apparut comme une catégorie d’analyse essentielle dans ce qu’on pourrait appeler le troisième âge de l’histoire des migrations. Encore opératoire aujourd’hui, il permet d’analyser ensemble le politique et l’économique, en portant attention à la façon dont les politiques migratoires comme les marchés du travail nationaux et internationaux affectent la mobilité des hommes et des femmes. Cependant, un quatrième âge s’intéresse désormais à la sexualité des migrants, comme objet d’inquiétude pour les États (peur de la prostitution ou de l’homosexualité) ou comme espace d’intimité (libération sexuelle comme conséquence, voire comme cause, de la migration). L’article s’achève par une réflexion sur l’approche intersectionnelle, inhérente à l’histoire des migrations qui a toujours croisé appartenances sociales et origines. On June 29, 2019, Carola Rackete docked the rescue ship Sea-Watch 3 on the Sicilian island of Lampedusa, in defiance of a ban imposed by Italy's Interior Minister Matteo Salvini. The migrants rescued by the Sea-Watch 3 had been blocked at sea for the previous two weeks, making it to international headlines and sparking a heated debate around sovereignty and humanitarianism in the face of the European migration crisis. On her arrival, Rackete was arrested for refusing to obey a (...) military vessel and aiding illegal immigration.This paper investigates social media and international news discourses around the Sea-Watch 3 docking, to be regarded as a critical incident capable of catalysing attention and generating a significant media resonance. Results show how both social and traditional media contributed to the proliferation of misogynous attacks against Captain Rackete, at the intersection between right-wing populist discourses of Italian ‘sovranism’ and European anti-immigrationism. By triangulating the role of the media, intersectional hostility and populist ideology, this paper sheds light on how these three factors feed into each other in the discursive construction of the ‘Fortress Europe’ of present times. Air pollution is a considerable environmental stressor for urban residents in developing countries. Perceived health risks of air pollution might induce migration intention among inhabitants. The current study employed the Bayesian Mindsponge Framework (BMF) to investigate the rationale behind the domestic and international migration intentions among 475 inhabitants in Hanoi, Vietnam – one of the most polluted capital cities worldwide. We found that people perceiving more impacts of air pollution in their daily life are more likely to have migration (...) intention. The effect of perceived air pollution impact on international migration intention is stronger than that of domestic migration. Acknowledging a family member’s air pollution-induced sickness moderated the association between perceived air pollution impact and domestic migration intention, while the personal experience of air pollution-induced sickness did not. In contrast, the moderation effect of personal experience of sickness became significant in the international migration circumstance, but the effect of information about a family member’s sickness was trivial. The findings suggest that urban inhabitants’ consideration of air pollution averting strategies reflects some characteristics of Homo Oeconomicus. Additionally, the individual’s socio-economic decision is seemingly insignificant on a social scale. Still, through environmental stressors as catalysts, such decisions might result in considerable social outcomes (e.g., internal migration and emigration). (shrink)
