Achieving the global benefits of artificial intelligence (AI) will require international cooperation on many areas of governance and ethical standards, while allowing for diverse cultural perspectives and priorities. There are many barriers to achieving this at present, including mistrust between cultures, and more practical challenges of coordinating across different locations. This paper focuses particularly on barriers to cooperation between Europe and North America on the one hand and East Asia on the other, as regions which currently have an outsized (...) impact on the development of AI ethics and governance. We suggest that there is reason to be optimistic about achieving greater cross-cultural cooperation on AI ethics and governance. We argue that misunderstandings between cultures and regions play a more important role in undermining cross-cultural trust, relative to fundamental disagreements, than is often supposed. Even where fundamental differences exist, these may not necessarily prevent productive cross-cultural cooperation, for two reasons: (1) cooperation does not require achieving agreement on principles and standards for all areas of AI; and (2) it is sometimes possible to reach agreement on practical issues despite disagreement on more abstract values or principles. We believe that academia has a key role to play in promoting cross-cultural cooperation on AI ethics and governance, by building greater mutual understanding, and clarifying where different forms of agreement will be both necessary and possible. We make a number of recommendations for practical steps and initiatives, including translation and multilingual publication of key documents, researcher exchange programmes, and development of research agendas on cross-cultural topics. Since Chinese scholars are playing an increasingly important role in shaping the national landscape of discussion on AI ethics, understanding their ethical concerns and preferred solutions is essential for global cooperation on governance of AI. This article, therefore, provides the first elaborated analysis on the discourse on AI ethics in Chinese academia, via a systematic literature review. This article has three main objectives. to identify the most discussed ethical issues of AI in Chinese academia and those (...) being left out ; to analyze the solutions proposed and preferred by Chinese scholars ; and to map out whose voices are dominating and whose are in the marginal. Findings suggest that in terms of short-term implications, Chinese scholars’ concerns over AI resemble predominantly the content of international ethical guidelines. Yet in terms of long-term implications, there are some significant differences needed to be further addressed in a cultural context. Further, among a wide range of solution proposals, Chinese scholars seem to prefer strong-binding regulations to those weak ethical guidelines. In addition, this article also found that the Chinese academic discourse was dominated by male scholars and those who are from elite universities, which arguably is not a unique phenomenon in China. This article introduces readers to the special issue on Selected Issues in the Ethics of Artificial Intelligence. In this paper, I make a case for a wider outlook on the ethics of AI. So far, much of the engagements with the subject have come from Euro-American scholars with obvious influences from Western epistemic traditions. I demonstrate that socio-cultural features influence our conceptions of ethics and in this case the ethics of AI. The goal of this (...) special issue is to entertain more diverse views, particularly those from Africa; it brings together six articles addressing pertinent issues in the ethics of AI. These articles address topics around artificial moral agency, patiency, personhood, social robotics, and the principle of explicability. These works offer unique contributions for and from an African perspective. I contend that a wider engagement with the ethics of AI is worthwhile as we anticipate a global deployment of artificial intelligence systems. (shrink)

This paper explores the evolving landscape of business ethics in Japan, with a particular focus on recent research trends and methodologies. It begins by examining historical influences on Japanese corporate governance and business ethics, but places greater emphasis on findings from a survey of Japanese business ethics scholars. Conducted as part of the Global Survey for Business Ethics (GSBE), the survey targeted researchers affiliated with the Japan Society for Business Ethics (JABES) from 1994 to (...) 2022. This paper discusses how business ethics research has developed in Japan, largely conducted in Japanese, and highlights key areas of focus such as compliance, CSR, and corporate governance. Using text analysis of research paper titles, it identifies trends across different decades, noting a shift toward more empirical studies and topics like AI ethics, human rights, and sustainability in recent years. The survey also reveals the broader roles of Japanese business ethics researchers, ranging from academic teaching to consulting and policy development. Looking ahead, the chapter highlights emerging research themes, including the ethical implications of artificial intelligence, transparency, and supply chain management, while acknowledging that Japan’s unique corporate context adds distinct dimensions to these global issues. This article examines ethical implications of the growing AI carbon footprint, focusing on the fair distribution of prospective responsibilities among groups of involved actors. First, major groups of involved actors are identified, including AI scientists, AI industry, and AI infrastructure providers, from datacenters to electrical energy suppliers. Second, responsibilities of AI scientists concerning climate warming mitigation actions are disentangled from responsibilities of other involved actors. Third, to implement these responsibilities nudging interventions are suggested, leveraging on AI competitive games which would (...) prize research combining better system accuracy with greater computational and energy efficiency. Finally, in addition to the AI carbon footprint, it is argued that another ethical issue with a genuinely global dimension is now emerging in the AI ethics agenda. This issue concerns the threats that AI-powered cyberweapons pose to the digital command, control, and communication infrastructure of nuclear weapons systems. (shrink)

Some researchers have recognized that privileged communities dominate the discourse on AI Ethics, and other voices need to be heard. As such, we identify the current ethics milieu as arising from WEIRD (Western, Educated, Industrialized, Rich, Democratic) contexts, and aim to expand the discussion to non-WEIRD global communities, who are also stakeholders in global sociotechnical systems. We argue that accounting for honor, along with its values and related concepts, would better approximate a global ethical perspective. (...) This complex concept already underlies some of the WEIRD discourse on AI ethics, but certain cultural forms of honor also bring overlooked issues and perspectives to light. We first describe honor according to recent empirical and philosophical scholarship. We then review “consensus” principles for AI ethics framed from an honor-based perspective, grounding comparisons and contrasts via example settings such as content moderation, job hiring, and genomics databases. A better appreciation of the marginalized concept of honor could, we hope, lead to more productive AI value alignment discussions, and to AI systems that better reflect the needs and values of users around the globe. Artificial intelligence plays an important role in current discussions on information and communication technologies and new modes of algorithmic governance. It is an unavoidable dimension of what social mediations and modes of reproduction of our information societies will be in the future. While several works in artificial intelligence ethics address ethical issues specific to certain areas of expertise, these ethical reflections often remain confined to narrow areas of application, without considering the global ethical issues in which (...) they are embedded. We, therefore, propose to clarify the main approaches to AIE, their philosophical assumptions and the specific characteristics of each one of them, to identify the most promising approach to develop an ethical reflection on the deployment of AI in our societies, which is the one based on information ethics as proposed by Luciano Floridi. It is increasingly recognized that as artificial intelligence becomes more powerful and pervasive in society and creates risks and ethical issues that cross borders, a global approach is needed for the governance of these risks. But why, exactly, do we need this and what does that mean? In this Open Forum paper, author argues for global governance of AI for moral reasons but also outlines the governance challenges that this project raises.

The Congress on Information and Communication during the 2000 World Engineers’ Convention in Hannover, Germany, passed a document on trends, challenges, and tasks of information and communication technologies as a set of proposals and guidelines for engineers and society which assumes validity worldwide. In 2002, the Executive Board of the Association of Engineers VDI (Germany) passed the new document Fundamentals of Engineering Ethics, which also claims universal validity, on how to deal with conflicting professional responsibilities. Thus the global (...) validity of ethics, under the impact of new technologies, has become visible as an issue widely discussed within engineering, philosophy, and society. It increasingly requires the awareness of our own responsibility towards all humans, as well as towards the natural environment and future generations. Thus the questions of how to decide and how to act challenge the interdisciplinary research field of ethics more than ever. In this paper, these elements of decisions and ethics are discussed in some detail. Subsequently they are illustrated by selected examples of ethical rules. (shrink)

Background The ethical governance of Artificial Intelligence (AI) in health care and public health continues to be an urgent issue for attention in policy, research, and practice. In this paper we report on central themes related to challenges and strategies for promoting ethics in research involving AI in global health, arising from the Global Forum on Bioethics in Research (GFBR), held in Cape Town, South Africa in November 2022. Methods The GFBR is an annual meeting organized by (...) the World Health Organization and supported by the Wellcome Trust, the US National Institutes of Health, the UK Medical Research Council (MRC) and the South African MRC. The forum aims to bring together ethicists, researchers, policymakers, research ethics committee members and other actors to engage with challenges and opportunities specifically related to research ethics. In 2022 the focus of the GFBR was “Ethics of AI in Global Health Research”. The forum consisted of 6 case study presentations, 16 governance presentations, and a series of small group and large group discussions. A total of 87 participants attended the forum from 31 countries around the world, representing disciplines of bioethics, AI, health policy, health professional practice, research funding, and bioinformatics. In this paper, we highlight central insights arising from GFBR 2022. Results We describe the significance of four thematic insights arising from the forum: (1) Appropriateness of building AI, (2) Transferability of AI systems, (3) Accountability for AI decision-making and outcomes, and (4) Individual consent. We then describe eight recommendations for governance leaders to enhance the ethical governance of AI in global health research, addressing issues such as AI impact assessments, environmental values, and fair partnerships. Conclusions The 2022 Global Forum on Bioethics in Research illustrated several innovations in ethical governance of AI for global health research, as well as several areas in need of urgent attention internationally. This summary is intended to inform international and domestic efforts to strengthen research ethics and support the evolution of governance leadership to meet the demands of AI in global health research. Artificial Intelligence is playing an increasingly prevalent role in our lives. Whether its landing a job interview, getting a bank loan or accessing a government program, organizations are using automated systems informed by AI enabled technologies in ways that have significant consequences for people. At the same time, there is a lack of transparency around how AI technologies work and whether they are ethical, fair or accurate. This paper examines a body of literature related to the ethical considerations surrounding the (...) use of artificial intelligence and the role of ethical codes. It identifies and explores core issues including bias, fairness and transparency and looks at who is setting the agenda for AI ethics in Canada and globally. Lastly, it offers some suggestions for next steps towards a more inclusive discussion. (shrink)

This paper argues that the AI ethics has generally neglected the issues related to the science communication of AI. In particular, the article focuses on visual communication about AI and, more specifically, on the use of certain stock images in science communication about AI — in particular, those characterized by an excessive use of blue color and recurrent subjects, such as androgyne faces, half-flesh and half-circuit brains, and variations on Michelangelo’s The Creation of Adam. In the first section, (...) the author refers to a “referentialist” ethics of science communication for an ethical assessment of these images. From this perspective, these images are unethical. While the ethics of science communication generally promotes virtues like modesty and humility, similar images are arrogant and overconfident. In the second section, the author uses French philosopher Jacques Rancière’s concepts of “distribution of the sensible,” “disagreement,” and “pensive image.” Rancière’s thought paves the way to a deeper critique of these images of AI. The problem with similar images is not their lack of reference to the “things themselves.” It rather lies in the way they stifle any possible forms of disagreement about AI. However, the author argues that stock images and other popular images of AI are not a problem per se, and they can also be a resource. This depends on the real possibility for these images to support forms of pensiveness. In the conclusion, the question is asked whether the kind of ethics or politics of AI images proposed in this article can be applied to AI ethics tout court. (shrink)

This study aims to identify artificial intelligence (AI) technologies that are applied in climate-smart agricultural practices and address ethical concerns of deploying those technologies from legal perspectives. As climate-smart agricultural AI, the study considers those AI-based technologies that are used for precision agriculture, monitoring peat lands, deforestation tracking, and improved forest management. The study utilized a systematic literature review approach to identify and analyze AI technologies employed in climate-smart agriculture and associated ethical and legal concerns. The study findings indicate several (...) ethical concerns for deploying AI in climate-smart agricultural practices pertaining to data inaccuracy, other technical errors based on wrong recommendations or wrongful acts, data ownership and intellectual property issues, and economic issues resulting in digital division and privacy and security related issues. In this study, the ethical concerns were further examined based on criminal law, tort law, privacy and data protection law, and intellectual property law. In this regard, the study finds that the current tort law pattern is more suitable than the criminal law pattern to address some major ethical concerns, such as data inaccuracy and other technical errors based on wrong recommendations or wrongful acts. Finally, the study recommends that at the global level, all countries need to fill up the current gap of international law on climate-smart agriculture through agreeing on a standard set of legal provisions and enhancing collaboration in innovation and deployment of climate-smart agricultural AI. It further recommends that at the local level, countries need to adopt suitable regulations addressing multi-stakeholders’ interests associated with the deployment of climate-smart agricultural AIs. Is it possible to design a forest policy that satisfies ethical and environmental concerns and is acceptable to business, labour and First Nations representatives? What is the best path through the tangle of ethical issues surrounding the collapse of the east coast fishery? What sort of obligations does a rich nation such as Canada have to satisfy the claims of global environmental justice? These are the sorts of issues in applied ethics that are tackled in this (...) collection of essays, the vast majority of which have been written especially for this volume. It is the first Canadian collection of its kind. The book is divided in to sections detailing with such topics as the environment and the economy; ethical issues relating to non-human animals; issues of gender; and issues relating to native peoples. Most of the authors are philosophers, though specialists in geography, geology, and the social sciences are also among the contributors. Frequent reference is made to theoretical ethical concerns, but the focus throughout is on applied ethics, and a variety of case studies are included. Despite the bombardment of AI ethics frameworks (AIEFs) published in the last decade, it is unclear which of the many have been adopted in the industry. What is more, the sheer volume of AIEFs without a clear demonstration of their effectiveness makes it difficult for businesses to select which framework they should adopt. As a first step toward addressing this problem, we employed four different existing frameworks to assess AI ethics concerns of a real-world AI system. We compared (...) the experience of applying the AIEFs from the perspective of (a) a third-party auditor conducting an AI ethics risk assessment for the company, and (b) the company receiving the audit outcomes. Our results suggest that the feel-good factor of doing an assessment is common across the AIEFs that can take anywhere between 1.5 and 20 h to complete. However, each framework provides different benefits (e.g., issue discovery vs. issue monitoring) and is likely best used in conjunction with one another at different stages of an AI development process. As such, we call on the AI ethics community to better specify the suitability and expected benefits of existing frameworks to enable better adoption of AI ethics practice in the industry. (shrink)

The creation of increasingly complex artificial intelligence (AI) systems raises urgent questions about their ethical and social impact on society. Since this impact ultimately depends on political decisions about normative issues, political philosophers can make valuable contributions by addressing such questions. Currently, AI development and application are to a large extent regulated through non-binding ethics guidelines penned by transnational entities. Assuming that the global governance of AI should be at least minimally democratic and fair, this paper sets (...) out three desiderata that an account should satisfy when theorizing about what this means. We argue, first, that an analysis of democratic values, political entities and decision-making should be done in a holistic way; second, that fairness is not only about how AI systems treat individuals, but also about how the benefits and burdens of transformative AI are distributed; and finally, that justice requires that governance mechanisms are not limited to AI technology, but are incorporated into a range of basic institutions. Thus, rather than offering a substantive theory of democratic and fair AI governance, our contribution is metatheoretical: we propose a theoretical framework that sets up certain normative boundary conditions for a satisfactory account. This paper explores ethical issues raised by whole slide image-based computational pathology. After briefly giving examples drawn from some recent literature of advances in this field, we consider some ethical problems it might be thought to pose. These arise from the tension between artificial intelligence research—with its hunger for more and more data—and the default preference in data ethics and data protection law for the minimisation of personal data collection and processing; the fact that computational pathology lends itself (...) to kinds of data fusion that go against data ethics norms and some norms of biobanking; the fact that AI methods are esoteric and produce results that are sometimes unexplainable and the fact that computational pathology is particularly dependent on scanning technology manufacturers with interests of their own in profit-making from data collection. The use of AI in weapons systems raises numerous ethical issues. To date, work on weaponized AI has tended to be theoretical and normative in nature, consisting in critical policy analyses and ethical considerations, carried out by philosophers, legal scholars, and political scientists. However, adequately addressing the cultural and social dimensions of technology requires insights and methods from empirical moral and cultural psychology. To do so, this position piece describes the motivations for and sketches the nature of a normative, (...) cultural psychology of weaponized AI. The motivations for this project include the increasingly global, cross-cultural and international, nature of technologies, and counter-intuitive nature of normative thoughts and behaviors. The nature of this project consists in developing standardized measures of AI ethical reasoning and intuitions, coupled with questions exploring the development of norms, administered and validated across different cultural groups and disciplinary contexts. The goal of this piece is not to provide a comprehensive framework for understanding the cultural facets and psychological dimensions of weaponized AI but, rather, to outline in broad terms the contours of an emerging research agenda. In this paper, we first enumerate the problems that humans might face with a new type of technology such as robots with artificial intelligence (AI robots). Robotics entrepreneurs are calling for discussions about goals and values because AI robots, which are potentially more intelligent than humans, can no longer be fully understood and controlled by humans. AI robots could even develop into ethically “bad” agents and become very harmful. We consider these discussions as part of a process of developing responsible (...) innovations in AI robotics in order to prevent catastrophic risks on a global scale. To deal with these issues, we propose the capability-effectual approach, drawing on two bodies of research: the capability approach from ethics, and the effectual process model from entrepreneurship research. The capability approach provides central human capabilities, guiding the effectual process through individual goals and aspirations in the collaborative design process of stakeholders. More precisely, by assuming and understanding correspondences between goals, purposes, desires, and aspirations in the languages of different disciplines, the capability-effectual approach clarifies both how a capability list working globally could affect the aspirations and end-goals of individuals, and how local aspirations and end-goals could either energise or limit effectual processes. Theoretically, the capability-effectual approach links the collaboration of stakeholders and the design process in responsible innovation research. Practically, this approach could potentially contribute to the robust development of AI robots by providing robotics entrepreneurs with a tool for establishing a permissible action range within which to develop AI robotics. BackgroundArtificial intelligence has been described as the “fourth industrial revolution” with transformative and global implications, including in healthcare, public health, and global health. AI approaches hold promise for improving health systems worldwide, as well as individual and population health outcomes. While AI may have potential for advancing health equity within and between countries, we must consider the ethical implications of its deployment in order to mitigate its potential harms, particularly for the most vulnerable. This scoping review addresses the (...) following question: What ethical issues have been identified in relation to AI in the field of health, including from a global health perspective?MethodsEight electronic databases were searched for peer reviewed and grey literature published before April 2018 using the concepts of health, ethics, and AI, and their related terms. Records were independently screened by two reviewers and were included if they reported on AI in relation to health and ethics and were written in the English language. Data was charted on a piloted data charting form, and a descriptive and thematic analysis was performed.ResultsUpon reviewing 12,722 articles, 103 met the predetermined inclusion criteria. The literature was primarily focused on the ethics of AI in health care, particularly on carer robots, diagnostics, and precision medicine, but was largely silent on ethics of AI in public and population health. The literature highlighted a number of common ethical concerns related to privacy, trust, accountability and responsibility, and bias. Largely missing from the literature was the ethics of AI in global health, particularly in the context of low- and middle-income countries.ConclusionsThe ethical issues surrounding AI in the field of health are both vast and complex. While AI holds the potential to improve health and health systems, our analysis suggests that its introduction should be approached with cautious optimism. The dearth of literature on the ethics of AI within LMICs, as well as in public health, also points to a critical need for further research into the ethical implications of AI within both global and public health, to ensure that its development and implementation is ethical for everyone, everywhere. This paper examines the impact and implications of ChatGPT and other generative AI technologies within the African context while looking at the ethical benefits and concerns that are particularly pertinent to the continent. Through a robust analysis of ChatGPT and other generative AI systems using established approaches for analysing the ethics of emerging technologies, this paper provides unique ethical benefits and concerns for these systems in the African context. This analysis combined approaches such as anticipatory technology ethics (ATE), (...) ethical impact assessment (EIA), and ethical issues of emerging ICT applications with AI (ETICA) with specific issues from the literature. The findings show that ChatGPT and other generative AI systems raise unique ethical concerns such as bias, intergenerational justice, exploitation of labour and cultural diversity in Africa but also have significant ethical benefits. These ethical concerns and benefits are considered crucial in shaping the design and deployment of ChatGPT and similar technologies responsibly. It further explores the potential applications of ChatGPT in critical domain areas such as education, agriculture, and healthcare, thereby demonstrating the transformative possibilities that these technologies can have on Africa. This paper underscores the critical role of AI governance as Africa increasingly adopts ChatGPT and similar AI systems. It argues that a comprehensive understanding of AI governance is essential not only for maximising the benefits of generative AI systems but also for facilitating a global dialogue. This dialogue aims to foster shared knowledge and insights between the Global North and the Global South, which is important for the development and creation of inclusive and equitable AI policies and practices that can be beneficial for all regions. Faith communities have a prophetical, diaconal, ethical, and theological role.Based on the characterization of life as a fourfold web of relationality, personal, social, political, as well as global issues are identified and discussed. These include mental health disorders, addiction, manipulation, and self‐exploitation. With the increasing focus on globalization of the economy, ethical issues are often submerged by the goal of increasing profitability. This article explores the implications of globalization and its effects on both the Earth’s poor and the Earth itself. It illustrates how poverty goes hand in hand with environmental degradation. The economic and moral impacts of international financial and regulatory organizations are analyzed and discussed. The article demonstrates how the economically marginalized suffer not only from the obvious lack of (...) food, clothing, and shelter but also from polluted air, an unpotable water supply, and macro issues such as global warming. It concludes with the recommendation of looking to the economy of the Beatitudes of the New Testament for solutions. (shrink)

AI technology is capturing the African imaginations as a gateway to progress and prosperity. There is a growing interest in AI by different actors across the continent including scientists, researchers, humanitarian and aid organizations, academic institutions, tech start-ups, and media organizations. Several African states are looking to adopt AI technology to capture economic growth and development opportunities. On the other hand, African researchers highlight the gap in regulatory frameworks and policies that govern the development of AI in the continent. They (...) argue that this could lead to AI technology exacerbating problems of inequalities and injustice in the continent. However, most of the literature on AI ethics is biased toward Euro-American perspectives and lack the understanding of how AI development is apprehended in the Global South, and particularly Africa. Drawing on the case study of the first African Master’s in Machine Intelligence program, this paper argues for looking beyond the question of ethics in AI and examining AI governance issues through the analytical lens of the raciality of computing and the political economy of technoscience to understand AI development in Africa. By doing so, this paper seeks a different theorization for AI ethics from the South that is based on lived experiences of those in the margins and avoids the framings of technological futures that simplistically pathologize or celebrate Africa. The aim of this thematic literature review is to explore nurses' perceptions of ethical issues in the care of older people. Electronic databases were searched from September 1997 to September 2007 using specific key words with tight inclusion criteria, which revealed 17 primary research reports. The data analysis involved repeated reading of the findings and sorting of those findings into four themes. These themes are: sources of ethical issues for nurses; differences in perceptions between nurses and patients/relatives; nurses' (...) personal responses to ethical issues; and the patient—nurse relationship. The findings reveal that ageism is one of the major sources of the ethical issues that arise for nurses caring for older people. Education and organizational change can combat ageist attitudes. Wider training is required in the care of older people, workplace skills, palliative care and pain management for older people. The demands of a changing global demography will necessitate further research in this field. (shrink)

With the increased use of Artificial Intelligence (AI) in wildlife conservation, issues around whether AI-based monitoring tools in wildlife conservation comply with standards regarding AI Ethics are on the rise. This review aims to summarise current debates and identify gaps as well as suggest future research by investigating (1) current AI Ethics and AI Ethics issues in wildlife conservation, (2) Initiatives Stakeholders in AI for wildlife conservation should consider integrating AI Ethics in wildlife conservation. We find that the existing literature weakly focuses on AI Ethics and AI Ethics in wildlife conservation while at the same time ignores AI Ethics integration in AI systems for wildlife conservation. This paper formulates an ethically aligned AI system framework and discusses pre-eminent on-demand AI systems in wildlife conservation. The proposed framework uses agile software life cycle methodology to implement guidelines towards the ethical upgrade of any existing AI system or the development of any new ethically aligned AI system. The guidelines enforce, among others, the minimisation of intentional harm and bias, diversity in data collection, design compliance, auditing of all activities in the framework and ease of code inspection. This framework will inform AI developers, users, conservationists, and policymakers on what to consider when integrating AI Ethics into AI-based systems for wildlife conservation. (shrink)

Ugar and Malele 1 critique the use of ‘generic’ technologies like artificial intelligence (AI) and machine learning (ML) for mental health diagnoses, particularly in sub-Saharan African countries. They highlight how these AI medical tools often overlook traditional perspectives and local contexts. The article has the merit of working on ethical issues regarding the particularities and risks of using AI and ML for health diagnosis in the Global South, an urgent and neglected topic. According to the authors, the use (...) of these AI technologies leads to overgeneralisation in diagnosing mental disorders, which could be especially problematic in the mental health field because of value-laden judgements intrinsic to the definition of mental health disorders. Glocal environmental governance lags behind the science regarding the seriousness of the combined environmental and developmental challenges. Governance regimes have developed differently in different issue areas and are often inconsistent and contradictory; furthermore governance innovations in each area lead to new challenges. The combined effect of issue-based, plural, and fragmented governance raises key normative questions in environmental governance. Hence, this overview paper aims to address the following questions: How can the global community move towards a more normatively consistent (...) class='Hi'>global architecture for sustainable development? In order to address this question, I first examine the key normative issues and the nature of governance in the area of climate change, water and forests. In doing so I also look at the implications of each for food production, safety and security. The paper concludes that there are strong normative and architectural inconsistencies between the fragmented and plural issue-specific regimes; that such inconsistencies are inevitable in an ‘anarchic’ international order; that some degree of normative coherence can be strived at through the adoption of global constitutionalism and rule of law; and that the present discussion on global sustainable development goals is a first step towards creating a normatively consistent global architecture for sustainable development. Bauer, Taub, and Parsi's review of an international sample of standards on informed consent, confidentiality, commercialization, and quality of research in tissue banking reveals that no clear national or international consensus exists for these issues. The authors' response to the lack of uniformity in the meaning, scope, and ethical significance of the policies they examined is to call for the creation of uniform ethical guidelines. This raises questions about whether harmonization should consist of voluntary international standards or international regulations (...) that include an official oversight mechanism and sanctions for noncompliance, and about who should participate in the harmonization process. Moreover, the normative assumptions and political dynamics that shape global policymaking need to be addressed. This commentary explores the policy implications and normative questions raised by the idea of international ethical guidelines for the use of biotechnologies and biotechnological resources such as stored samples of human tissue. As the capabilities of Artificial Intelligence (AI) have increased over recent years, so have the challenges of how to govern its usage. Consequently, prominent stakeholders across academia, government, industry, and civil society have called for states to devise and deploy principles, innovative policies, and best practices to regulate and oversee these increasingly powerful AI tools. Developing a robust AI governance system requires extensive collective efforts throughout the world. The Oxford Handbook of AI Governance delineates the scope of these issues and addresses the key questions of AI governance. The societal and ethical implications of artificial intelligence (AI) have sparked discussions among academics, policymakers and the public around the world. What has gone unnoticed so far are the likewise vibrant discussions in China. We analyzed a large sample of discussions about AI ethics on two Chinese social media platforms. Findings suggest that participants were diverse, and included scholars, IT industry actors, journalists, and members of the general public. They addressed a broad range of concerns associated with the application (...) of AI in various fields. Some even gave recommendations on how to tackle these issues. We argue that these discussions are a valuable source for understanding the future trajectory of AI development in China as well as implications for global dialogue on AI governance. (shrink)
