Many debates about the moral status of things—for example, debates about the natural rights of human fetuses or nonhuman animals—eventually migrate towards a discussion of the capacities of the things in question—for example, their capacities to feel pain, think, or love. Yet the move towards capacities is often controversial: if a human’s capacities are the basis of its moral status, how could a human having lesser capacities than you and I have the (...) same "serious" moral status as you and I? This book answers this question by arguing that if something is human, it has a set of typical human capacities; that if something has a set of typical human capacities, it has serious moral status; and thus all human beings have the same sort of serious moral status as you and I. Beginning from what our common intuitions tell us about situations involving "temporary incapacitation"—where a human organism has, then loses, then regains a certain capacity—this book argues for substantive conclusions regarding human fetuses and embryos, humans in a permanent vegetative state, humans suffering from brain diseases, and humans born with genetic disorders. Analysis starts from Rawls’s disposition that in a liberal society autonomous persons should have two moral powers – the capacity for a sense of justice and the capacity to establish, pursue and revise the concept of the good. Political or neutral liberalism advocates the justification of state intervention to improve the first type of capacity while declaring the interference with the second capacity illegitimate. The critique of this disposition is done by analysing the perspectives of Jonathan Quong and Martha Nussbaum, (...) showing that they lead to allowing irrational and authoritarian perspectives in education, that is, neglecting the development of valuable capacities. Although institutional influence can be biased and paternalistic, in some cases it may be legitimate for the institution to create conditions that enhance people’s ability to evaluate, reevaluate, and revise their conceptions of the good. Human‐animal chimeras—creatures composed of a mix of animal and human cells—have come to play an important role in biomedical research, and they raise ethical questions. This article focuses on one particularly difficult set of questions—those related to the moral status of human‐animal chimeras with brains that are partly or wholly composed of human cells. Given the uncertain effects of human‐animal chimera research on chimeric animals’ cognition, it would be prudent to ensure we do not overlook (...) or underestimate their moral status. However, to assess moral status, we first need to determine what kinds of capacities are morally relevant. The standard view holds that it matters, morally, if chimeric animals develop uniquely human cognitive capacities. I argue that this view is mistaken, highlighting three problems with it: that we can think of examples of uniquely human cognitive capacities that are not morally significant, that we can think of examples of morally significant cognitive capacities that are not uniquely human, and that evidence that some cognitive capacity is shared with nonhuman animals does not undermine claims that this capacity is morally significant. This article focuses on the current trends and initiatives in human capacity building in Africa. It takes as it starting point that human capacity development is essential for Africa to become an information and know-ledge society and therefore an equal partner in the global sharing of knowledge. Four knowledge areas are identified and discussed. These are education, research and development, brain drain and information and documentation drain. The paper concludes that there is a clear understanding in Africa that (...) its future lies with education and that most African leaders have a strong political will to invest in human capacity building on the continent. It is also clear that much has been done, particularly primary education. Africa will most defi-nitely benefit from this in the long run. Problem areas remain however. These are in the needed growth of research and development and how to address the brain and information drain phenomena. (shrink)

Human culture is uniquely complex compared to other species. This complexity stems from the accumulation of culture over time through high- and low-fidelity transmission and innovation. One possible reason for why humans retain and create culture, is our ability to modulate teaching strategies in order to foster learning and innovation. We argue that teaching is more diverse, flexible, and complex in humans than in other species. This particular characteristic of human teaching rather than teaching itself is one of (...) the reasons for human’s incredible capacity for cumulative culture. That is, humans unlike other species can signal to learners whether the information they are teaching can or cannot be modified. As a result teaching in humans can be used to support high or low fidelity transmission, innovation, and ultimately, cumulative culture. (shrink)

Beginning with the assumptions that genetic technology will make possible the enhancement of some significant human capacities and that our society will have self-evident reasons to pursue such enhancements, this essay suggests less evident reasons to proceed with extreme caution. The essay asks: Will we, in our attempts to enhance humans by reducing their subjection to chance and change, inadvertently impoverish them? It explores how technologies aimed at enhancement might affect the good that is our experience of some (...) forms of the beautiful and the excellent, the good that is relationships of care, and the good that is diversity across the life span. In the end, it speculates about the fundamental philosophical difference that underlies the disagreement between those who would tend to embrace a project to enhance human capacities and those who would tend to criticize such a project. However, the majority of scientists support embryonic stem cell research, believing that it offers good prospects for the treatment of diseases that have remained incurable until now and so will benefit humankind. The Ethics Committee of the Department of Ethical, Legal, and Social Implications of the Chinese National Human Genome Center at Shanghai seriously discussed the ethical debate initiated by embryonic stem cell research. We concluded that we should support the scientists of our country in actively carrying out human embryonic stem cell research for the noble cause of "medicine being a beneficent art." In his Philosophy of Mind, Hegel treats human sensibility differently in the sections on anthropology, phenomenology, and psychology. With the recent revival of Hegel’s work, there has been a lively debate about how to understand the progression from more primitive to more sophisticated human capacities. This paper differentiates three influential readings to that effect – the animals-first, the emancipatory, and the rational-first reading – and argues that they risk misconstruing mental development as a transition from one category (...) of capacities to the other. The transition is rendered in terms of either accumulation, emancipation, or maturation. But this basic picture confuses the capacities characterizing us as a kind of animal, a kind of consciousness, and a conceptually self-conscious being. This paper explains how anthropology, phenomenology, and psychology articulate complementary, but irreducible categories of human capacities. The apparently more basic capacities are abstractable aspects of those that come later in the order of presentation. The distinct kinds of capacities do not stand separately on a three-step ladder of mental development but are aspects of one singular and synchronous development of the human mind. Their particular development is mutually dependent on each other but can be properly accounted for only in distinctive categorial terms. (shrink)

Introduction: Wellbeing policy analysis is often criticized for requiring a cardinal interpretation of measurement scales, such as ranking happiness on an integer scale from 0-10. The commonly-used scales also implicitly constrain the human capacity for experience, typically that our most intense experiences can only be at most ten times more intense than our mildest experiences. This paper presents the alternative “heavy-tailed valence” (HTV) hypothesis: the notion that the accessible human capacity for emotional experiences of pleasure and pain spans (...) a minimum of two orders of magnitude. Methods: We specify five testable predictions of the HTV hypothesis. A pilot survey of adults aged 21-64 (n = 97) then tested two predictions, asking respondents to comment on the most painful and most pleasurable experiences they can recall, alongside the second most painful and pleasurable experiences. Results: The results find tentative support for the hypothesis. For instance, over half of respondents said their most intense experiences were at least twice as intense as the second most intense, implying a wide capacity overall. Simulations further demonstrate that survey responses are more consistent with underlying heavy-tailed distributions of experience than a “constrained valence” psychology. Discussion: A synthesis of these results with prior findings suggests a “kinked” scale, such that a wide range of felt experience is compressed in reports at the high end of intensity scales, even if reports at lower intensities behave more cardinally. We present a discussion of three stylized facts that support HTV and six against, lessons for a future survey, practical guidelines for existing analyses, and implications for current policy. We argue for a dramatic increase in societal ambition. Even in high average income countries, the HTV hypothesis suggests we remain far further below our wellbeing potential than a surface reading of the data might suggest. (shrink)

The main purpose of this study is to probe into the human capacity of understanding systems and defects in human knowledge of the world. The study addresses the greyness levels and systems levels and explains why the world cannot be perceived as a purely white or black structure. It also clarifies why human knowledge of systems always remains grey. The investigation relies on logical and deductive reasoning and uses the theoretical foundations of systems thinking and Boulding’s systems (...) hierarchy. The most important argument that this study advances is that human knowledge, in any form or under any circumstances, is grey and incomplete and will remain grey. Because the notion of “perfect knowledge” is ambiguous given human epistemic limits, any proportion of knowledge is incomplete and prone to change. Less complexity could lead to more accurate predications, but even in the simplest forms of systems, reaching perfect knowledge seems to be an unwarranted claim. Furthermore, because our perception of past events is incomplete, we cannot predict the future with certainty, as a result of which both the past and the future appear grey to us. The world, as an integrated system, is neither black nor white, but it remains grey, and the systems partially recognized by humans are part of the grey world. Gaining knowledge and increasing discoveries only contribute to the grey systems that are already known. (shrink)

This article looks at the human rights protection in transitional post-uprising Tunisia, from 2011 to 2017, offering insights into the willingness to both protect human rights and build capacity in Tunisia. It focuses on the establishment of an adequate legal framework in Tunisia, with particular attention being paid to the constitution-making process and, on the establishment, the strengthening of certain institutional capacities, such as the constitutional court and the Truth and Dignity Commission. The article first gives a (...) brief historical overview of the human rights situation in Tunisia. This is followed by an analysis of the willingness and capacity to protect human rights in post-uprising transitional Tunisia, in both the 2011–2014 and 2014–2017 periods.This article is based on evidence from a series of semi-structured interviews I conducted with the key political actors from various political parties, and actors from NGOs working on human rights, during field research in Tunisia in October-November 2017, supplemented by secondary literature. It seems to be a widespread opinion that increasing the length of existing happy lives is better than creating new happy lives although the total welfare is the same in both cases, and that it may be better even when the total welfare is lower in the outcome with extended lives. I shall discuss two interesting suggestions that seem to support this idea. Firstly, the idea there is a positive level of well-being above which a life has to reach to (...) have positive contributive value to a population. This view is usually called critical level utilitarianism. Secondly, the viewthat it makes an outcome worse if people are worse off than they otherwise could have been. I shall call this view comparativism. Firstly, I shall describe what I call the pure case of life extension versus replacement. Then I shall very briefly describe some different views about the value of life extension and indicate why I think some of the arguments in favor and against life extension fail. I shall then turn to the implications of critical level utilitarianism and comparativism in regards to life extension versus replacement, which is the main topic of this chapter. (shrink)

The Mental Capacity Bill endangers the vulnerable by inviting human rights abuse. It is perhaps these grave deficiencies that prompted the warnings of the 23rd Report of the Joint Committee on Human Rights highlighting the failure of the legislation to supply adequate safeguards against Articles 2, 3 and 8 incompatibilities. Further, the fact that it is the mentally incapacitated as a class that are thought ripe for these and other kinds of intervention, highlights the Article 14 discrimination inherent (...) in this and related legislation. The financial, medical and research interests that underpin the legislation highlight how the legilsation endangers the ulnerable. It appears to be both a responsibility shifting exercise. Most alarmingly of all, efforts to permit non-therapeutic research on the non-consenting vulnerable as well as sterilisation and abortion on those who do not consent suggest that the legislation heralds a new era o gross human rights abuse in instutions around the UK. In “Human‐Animal Chimeras: The Moral Insignificance of Uniquely Human Capacities,” Julian Koplin explores a promising way of thinking about moral status. Without attempting to develop a model in any detail, Koplin picks up Joshua Shepherd's interesting proposal that we think about moral status in terms of the value of different kinds of conscious experience. For example, a being with the most basic sort of consciousness and sentience would have interests that matter morally, while a being whose consciousness (...) featured the riches of loving affection, say, might have greater moral status and therefore deserve some sort of priority if the interests of the two beings conflicted. This approach represents an improvement over the more common, transparently anthropocentric habits of thinking about moral status, whether in connection with evaluating human‐animal chimera research, deciding what one can ethically eat, or pursuing some other moral inquiry. Researchers and others involved in the research enterprise from 12 African countries met with those working in ethics and oversight in the United States as part of an effort to develop research ethics capacity. Drawing on a wealth of experience among participants, discussions at the meeting revealed five categories of issues that warrant careful attention by those engaged in similar efforts as well as international policymakers and those charged with oversight of research. (1) Principal investigators should build ‘true research teams’ (...) where members of the team are meaningfully involved in decisions regarding the protocol and its implementation. (2)There should be explicit discussion about the ‘standard of care’ at the outset of project planning that includes clarification of the terminology that is being used. (3) While internationally collaborative research may involve populations that have inherent vulnerabilities, it is important to recognize the limitations of host country solutions (such as elaborated consent processes) and look for means to negotiate appropriate protections for those willing to participate. (4) In conducting research involving biological materials it would be prudent to develop material transfer agreements at the outset of the study to clarify expectations and to minimize the likelihood of harm. (5) Those engaged in internationally collaborative research need to be alert to the potential conflicts of interests of host country ethics committees during the approval process and to take measures to manage them if they indeed exist. Chimpanzee/human technological differences are vast, reflect multiple interacting behavioral processes, and may result from the increased information-processing and hierarchical mental constructional capacities of the human brain. Therefore, advanced social, technical, and communicative capacities probably evolved together in concert with increasing brain size. Interpretations of these evolutionary and species differences as continuities or discontinuities reflect differing scientific perspectives.

An overall culture of impunity for human rights violations exists in Bangladesh. In my opinion, it is only in the framework of a research dealing with abductive cognition that we can analyze important cognitive aspects of human and machine capacities. From the point of view of human capacities the phenomenological concept of anticipation, which is related to the problem of the spontaneous generation of spatiality and its three-dimensionality, will be central. I will describe that anticipations can be seen as types of visual and manipulative abduction and also fruitful (...) to illustrate, in the case of human and machine capacities, the respective role of two kinds of strategic reasoning: locked and unlocked abductive strategies, which characterize the basic cognitive pro- cedure of “reading ahead”. The specificity of these contrasting inferential strategies is also related to their potentiality in producing different kinds of hypothetical outcomes, which in turn represent dissimilar levels of knowledge creativity. This diversity is also fundamental to depict the special character, the kind of creativity, and the limits of current computational deep learning AI systems, such as AlphaGo, which realize abductive cognitive processes.
