Low-carbon innovation is usually depicted as an exemplar of pursuit of the common good, in both mainstream policy discussion and the emerging orthodoxy of transition studies. Yet it may emerge as a key means of intensifying inequality. We analyse low-carbon innovation as a social and political process through the prism of differential risk-classes, focusing on the pivotal global case of emergence of the Chinese middle-class in seaboard megacities, especially regarding the profound challenges of urban e-mobility transition. This approach shows emergence of this still-forming sociopolitical grouping as tightly and complementarily coupled with the assembling of innovations that meaningfully tackle global risks, such as climate change, while also intensifying existing inequalities. Misrecognition of the duality of low-carbon innovations as both moral technologies and as relatively expensive consumer products has the potentiality to be a key mechanism of this process, thereby serving to reproduce, constitute and legitimize inequalities in novel and unexpected ways. While most studies of low-carbon transitions focus on green niche-innovations, this paper shifts attention to the resistance by incumbent regime actors to fundamental change. Drawing on insights from political economy, the paper introduces politics and power into the multi-level perspective. Instrumental, discursive, material and institutional forms of power and resistance are distinguished and illustrated with examples from the UK electricity system. The paper concludes that the resistance and resilience of coal, gas and nuclear production regimes currently negates the benefits (...) from increasing renewables deployment. It further suggests that policymakers and many transition-scholars have too high hopes that ‘green’ innovation will be sufficient to bring about low-carbon transitions. Much discourse on low-carbon transition envisages progressive social change towards environmentally sustainable and more equitable societies. Yet much of this literature pays inadequate attention to the key question of (productive, relational) power. How do energy infrastructures and socio-technical systems interact with, construct, enable and constrain political regimes, and vice versa? Conceiving low-carbon energy transitions through a power lens, the paper explores a case study of huge, but overlooked, significance: the paradox of the ‘phenomenal’ resurgence of coal in (...) an era of low-carbon innovation. Through exposition of the strong connections between coal-based socio-technical systems and a political regime of classical liberalism, illustrated in two eras, we trace an emerging constellation of energy and political regimes connecting ‘clean coal’ with a ‘liberalism 2.0’ centred on a rising China. This affords a critique of the low-carbon society emergent from these developments – a society more reminiscent of coal's previous Dickensian heyday than the progressive visions of much ‘low-carbon transition’ literature. The transition to a low carbon economy demands new strategies to enable organizations to take advantage of the potential for “green” growth. An organization's environmental stakeholders can provide opportunities for growth and support the success of its low carbon strategies, as well as potentially acting as a constraint on new initiatives. Building environmental capabilities through engagement with environmental stakeholders is conceptualized as an important aspect for the success of organizational low carbon strategies. We examine capability building (...) across a range of sectors affected by the sustainability agenda, including construction, rail, water, and health care. We identify a number of emergent environmental stakeholders and explore their engagement with the development of environmental capabilities in the context of the transition toward a low carbon economy. Our conceptual framework offers a categorization of environmental stakeholders based on their position in relation to a focal organization and the potential for the development of environmental capabilities. Legitimate expectations should be considered in the transition to a low-carbon society. After explaining under what conditions and circumstances expectations are legitimate, this paper shows that those expectations whose frustration undermines the ability to plan, infringes basic moral rights, or is extremely costly for its bearer might justify a deviation in the baseline of justice in favour of the expectation holder. People should be notified about the likely frustration of their expectations so that they can avoid the frustration (...) of their expectations, adapt their life plans and minimise costs. Since the frustration of legitimate expectations seems unavoidable in the transformation to a low-carbon society, priority should be given to the protection of the expectations of those who cannot be materially compensated. Still, if two groups are eligible for material compensation, we should give priority to protecting the expectation of those who cannot continue with the same life plan as before if their expectations are frustrated. Energy innovation offers us our best chance to solve the three urgent and interrelated problems of climate change, worldwide insecurity over energy supplies, and rapidly growing energy demand. But if we are to achieve a timely transition to reliable, low-cost, low-carbon energy, the U.S. energy innovation system must be radically overhauled. Unlocking Energy Innovation outlines an up-to-the-minute plan for remaking America's energy innovation system by tapping the country's entrepreneurial strengths and regional diversity in both the public and private (...) spheres. The authors map three waves of energy innovation to show how we can speed up the introduction of new technologies and business models and accelerate their deployment on a massive scale. "Business as usual" will not fill the energy innovation gap. Nor will wishful thinking--common enough today, with politicians and others talking up some technologies, talking down others, and claiming that if we price it, or if we mandate it, or if we simply say it often and inspiringly enough, the innovations will flow. Only the kind of systemic, transformative changes to our energy innovation system described in this provocative book will help us avert the most dire scenarios and achieve a sustainable and secure energy future. Some ethical imperatives pertaining to climate change are mostly uncontroversial. Humanity has caused the problem and must do something to mitigate it and this job must to a large extent be carried by the current generations, as time is short. There is also wide agreement, at least among climate justice scholars, that the reason for why this is so is a combination of causal responsibility and ability to pay, and that the affluent therefore must lead the transition away of (...) fossil fuels. However, when it comes to implementing a just transition to a low-car- bon and sustainable future, most policies are ethically and politically contentious. (shrink)

The challenge of climate change has led to (among other things) numerous attempts at developing the groundwork for a ‘just transition’ – typically understood as a fair, equitable and considered shift to a low-carbon future. This paper contends that just transitions will succeed only if they are defined (at least in part) as building genuine partnerships with Indigenous and/or other local communities. Relationship-building is an essential aspect of all policy and development, but its pursuit and realisation requires time (...) and care. Sometimes this requirement is viewed as coming into conflict with the urgency needed for action against climate change now. How we navigate this perceived conflict remains essential. By viewing just transitions as opportunities to address ongoing injustices by designing them together with Indigenous and/or other local communities, states will commit to both (1) respectful and just collaboration with local communities in this process, and (2) enabling these communities to meet socio-environmental responsibilities through (context-dependent) practices of care. By doing this, not only will states get closer to realising socio-environmental justice, but they will finally begin to recognise and enable the widespread responsibility-taking towards which any just transition must aim. This paper explores the public perception of energy transition pathways, that is, individual behaviors, political strategies, and technologies that aim to foster a shift towards a low-carbon and sustainable society. We employed affective image analysis, a structured method based on free associations to explore positive and negative connotations and affective meanings. Affective image analysis allows to tap into affective meanings and to compare these meanings across individuals, groups, and cultures. Data were collected among university students in Norway (n (...) = 106) and Germany (n = 125), two countries that differ with respect to their socio-political contexts and histories concerning energy and energy systems. A total of 25 energy transition pathway components were presented to the participants who generated one free association to each component by indicating the first that came to mind when thinking of the component. Participants evaluated their associations by indicating whether they considered each association to be positive, negative, or neutral. These associations were coded by two research assistants, which resulted in 2650 coded responses in the Norwegian sample and 2846 coded responses in the German sample. Results for the two samples are remarkably similar. The most frequent type of association is a general evaluation of the component, for example concerning its valence or its importance. The second most frequent types of association are requirements needed to implement the component (e.g., national policies) and consequences of the component (e.g., personal or environmental consequences). Individual behaviors (e.g., walking) elicited thoughts about consequences and requirements, but also about the prevalence of such behaviors. Associations in response to technologies (e.g., carbon capture and storage) mainly referred to some descriptive aspect of the technology. Evaluations of the free responses were predominantly positive, but some components also elicited negative associations, especially nuclear power. The free associations that people generate suggest that they have vague and unspecific knowledge about energy transition pathways, that they process them in an automatic and intuitive rather than deliberative manner, and that they have clear affective evaluations of the presented components. This article examines the role of moral arguments in the delegitimation of transition policies. Previous research has highlighted attitudes and arguments that explain resistance against transition policies, including perceptions of unfairness; inefficiency and effectiveness; lack of trust; and ideology. This article provides further understanding of resistance to climate policies by zooming in on how social movements implicitly and explicitly use moral arguments to delegitimise low-carbon transition policies. Through a qualitative interview study with members of a Swedish (...) social media movement against low-carbon transport policies, we analyse central arguments against policies; how moral considerations figure in them; and how these strengthen argumentative delegitimation practices against transition policies in the transport sector. We show how moral arguments serve to legitimise protests both by instilling an urgency in the cause and generalising the demands to delegitimise mainstream transition policies, and suggest that recognition of this may contribute to both better analysis and policies. The conjoining of civic republicanism and green politics is a new but timely response to understanding and navigating a path through and beyond our turbulent times. A green republican analysis our contemporary condition–climate breakdown, rising inequality, the crisis of representative democracy–sees the structural and ideological imperative of endless economic growth as one root cause. From a green republican perspective economic growth has now passed a threshold where it has become a threat, both to the sustainability/longevity of the polity, but also (...) common goods and human flourishing. This paper identifies and analyses key components of the growth imperative, such as debt-based consumerism and non-democratic workplaces, as well as more widely discussed requirements of growth to externalise ecological and social costs, and growth’s dependence on cheap and secure sources of fossil resources. It argues that these components of growth pose serious risks to liberty as nondomination, the securing and protecting of common goods, rough equality and securing the ecological conditions for the republic. Therefore, these ‘green’ concerns should be also concerns for republicans. The paper looks at one recent strategy that has been proposed to help move societies beyond climate breakdown and carbon-addiction–namely the ‘Just Transition’ discourse and set of policy proposals. The stock market is an indicator of investor sentiment when it comes to new information or innovative firm-level products. Green bonds are both innovative and unique in terms of their higher information disclosures and understanding the impact of sustainable finance on investor outlook for a company’s stock. Using the comparative case of Mainland China and Hong Kong’s stock market, we examine whether green bond announcements from 2016 to 2019 can create significant investor reactions. By employing the event study methodology, we (...) confirm that both markets react in a positive way toward green bond announcements. This reinforces the reputational and financial benefits of green bonds. We find that issuers that are non-banks, environmentally friendly firms as well as those issuing non-general bonds, create a more positive reaction, whereas ownership aspects do not matter as much for investors. However, even among those issuers listed in both markets, certain institutional dynamics like strategic framing and source credibility tend to reinforce a firm’s institutional legitimacy and are seen as being more prominent for investor reaction. The policy implications of our study show that the stock market reaction among two connected economies, where previously varying institutional contexts have resulted in regional differences, are now equally supportive of sustainable financial markets like the green bond. As seen with the positive stock market sentiment, governments and listed issuers can now better align their policies and internal strategies, allowing the low-carbon transition to be a financially attractive opportunity for all investors. With the aggravation of population aging, home health care services are paid more and more attention by the elderly. Previous studies aim at improving service quality and reducing cost, ignoring the coordinated and sustainable development of the economy and environment. From the perspective of sustainable development, this paper first establishes a linear optimization model considering transportation, time, and carbon emission costs. However, the uncertainty of service demand is a very difficult problem for HHC research. Most of the previous studies (...) only consider the deterministic model, which has difficulty dealing with the uncertain situation. Therefore, a robust optimization model is proposed to resist uncertain disturbances by introducing a robust uncertain set response. The experimental results show that the increase of low-carbon transition cost only increases the total cost of the LO model but has a significant positive impact on the RO model. With the increase of uncertainty, the robust model will pay the cost of robustness, but it can obtain a higher service level. In addition, when the carbon tax increases, the total transportation cost does not increase but decreases, thus obtaining environmental benefits. When the carbon tax increases by 25%, the average total cost of using the RO model is reduced by 8.274%. The research results of this paper can provide enlightenment and reference for the low-carbon transformation of HHC enterprises. (shrink)

To avoid the disastrous effects of climate change, a rapid and drastic transition toward a low-carbon society and economy is required. This transition imposes significant transitional losses on some agents given the benefits they can no longer realize. In economic terms, it leads to the stranding of their assets. This article investigates whether fossil fuel owners could refer to their expectations about the benefits of producing their reserves to justify transitional measures such as exemptions from new rules (...) or financial compensations. It criticizes forward-looking views on the normative relevance of expectations and defends a backward-looking view, which justifies limited claims. It contends that states that are responsible for creating false expectations about regulatory stability should provide compensations to fossil fuel companies for the costs of relying on those expectations. States can be held responsible if they caused this expectation-related harm in a foreseeable and avoidable way, which is only the case if the expectation is reasonable and if they were not put under pressure by the lobbying activities of the fossil fuel industry. Awareness of global warming has been widespread for two decades, yet the American political system has been slow to respond. This essay examines, first, political explanations for policy failure, focusing at the federal level and outlining both short-term partisan and structural explanations for the stalemate. The second section surveys previous energy regimes and the transitions between them, and policy failure is explained by the logic of Thomas Hughes’s ‘technological momentum’. The third section moves to an international perspective, using the Kaya (...) Identity and its distinction between energy intensity and carbon intensity to understand in policy terms ‘technological fixes’ vs. low-carbon alternatives. The final section reframes US energy policy failure and asks: (1) Why, between 1980 and 1999, was America’s actual performance in slowing CO2 emissions better than its politics would seem capable of delivering? Life expectancy and health differ greatly between emerging and developed countries and within countries. Global dependence on fossil fuels contributes to health inequalities through air pollution, the geopolitics of scarce resources and probable climate change arising from global warming. Substituting for fossil fuels (C), hydrogen (H2), as vector and store of energy produced from low-carbon and/or renewable sources could reduce health inequalities by improving the environment. It is unlikely that the global market would initiate such a change. Nation-states would (...) not act alone and would need to cooperate in leading it. Global recession might be the incentive that is needed to restructure a C-economy into an H2-economy. Yet, the transition would carry high costs, which would have to be borne by the developed countries in order to achieve a new treaty that included emerging countries. H2 for C is thus not only a technical fix, but also a global-ethical choice. (shrink)

This article highlights the emerging ethical issues related to reducing the environmental cost of medicines, health technologies and health services, taking as an example the situation of inhalation devices for the relief of various respiratory disorders, i.e., “inhalers”. Inhalers emit greenhouse gases that contribute to climate change. Recently proposed regulatory changes aim to control the use of greenhouse gases, but exceptions are necessary for inhalers due to the lack of less polluting substitutes and their vital importance for certain patients. Healthcare (...) professionals and medical associations are actively campaigning for greater awareness and better education on the subject. On the political front, there are calls for legislation to encourage a rapid transition to cleaner inhalers. Long-term solutions include the use of low-carbon inhalers, such as those that use dry powder, as well as changes in prescribing and use practices. Stakeholders agree on the need to reduce environmental impact while prioritizing patient health, but ethical tensions can arise around possible real or perceived trade-offs between therapeutic efficacy, risk and inhaler durability. Our case study highlights the importance of integrating environmental considerations into health policy and clinical practice while recognising the ethically sensitive issues at this intersection, areas of uncertainty and other challenges to be overcome. Both intertemporal and intratemporal equity are central to the examination of policy towards climate change. However, many discussions of intertemporal issues have been marred by serious analytical errors, particularly in applying standard approaches to discounting; the errors arise, in part, from paying insufficient attention to the magnitude of potential damages, and in part from overlooking problems with market information. Some of the philosophical concepts and principles of Paper 1 are applied to the analytics and ethics of pure-time discounting and infinite-horizon (...) models, providing helpful insights into orderings of welfare streams and obligations towards future generations. Such principles give little support for the idea of discrimination by date of birth. Intratemporal issues are central to problematic and slow-moving international discussions and are the second focus of this paper. A way forward is to cast the policy issues and analyses in a way that keeps equity issues central and embeds them in the challenge of fostering the dynamic transition to the low-carbon economy in both developed and developing countries. This avoids the trap of seeing issues primarily in terms of burden-sharing and zero-sum games – that leads to inaction and the most inequitable outcome of all. (shrink)

The need to create more sustainable food systems calls for careful attention to justice in making the transition. However, to achieve a just transition and create policies to support the goal of developing sustainable food systems, we need more knowledge of the ways current policies tackle justice. This knowledge can reveal blind spots and development needs and increase the transparency of potentially conflicting goals, which is essential for designing just transition policies. From the normative perspective of food (...) justice, a food system should produce three principal outcomes: food security and nutrition, livelihoods and fair income, and environmental sustainability. In this article, we take these outcomes as the starting point to study how they relate to the distributive, procedural, and recognitive aspects of food justice in the context of Finnish food policies. Our data consist of Finnish policy strategies relating to the national food system and data from interviews with experts involved in the policy processes. Our results suggest that food security and farmer livelihoods have dominated justice related considerations at the cost of environmental sustainability. Although these are important for distributive justice and for recognizing vulnerabilities, the current setting reveals risks regarding the possibilities of transitioning to a low-carbon food system. The invisibility of the often-invisible groups is also notable in the policy documents. To promote justice more broadly, there should be greater emphasis on environmental sustainability as well as procedural and recognitive justice and opportunities for diverse people to participate in food policymaking. Urban agriculture in Cuba is often promoted as an example of how agroecological farming can overcome the need for oil-derived inputs in food production. This article examines the geographical implications of Cuba’s low-carbon urban farming based on fieldwork in five organopónicos in Pinar del Río. The article charts how energy flows, biophysical relations, and socially mediated ecological processes are spatially organised to enable large-scale urban agricultural production. To explain this production system, the literature on Cuban agroecology postulates a model (...) of two distinct modes: agroecology versus industrial agriculture. Yet this distinction inadequately explains Cuba’s urban agriculture: production in the organopónicos rather sits across categories, at once involving agroecological, organic-industrial, and petro-industrial features. To resolve this contradiction, a more nuanced framework is developed that conceptualises production systems by means of their geographical configuration. This provides analytical clarity—and a political strategy for a low-carbon, degrowth agenda. (shrink)

Enterprises are the market players for carbon reductions and carbon trading, and they are also the significant driving force in a low-carbon economy and society. Using the data of A-share listed companies from 2010 to 2016, this study uses a difference-in-differences model to examine the effects of the low-carbon city construction on corporate carbon reduction performance. Consistent with our hypotheses, we find that the low-carbon city construction promotes corporate carbon reduction performance. Further analysis (...) indicates that the policy effect is stronger for state-owned enterprises than non-state-owned enterprises. Moreover, environmental quality can affect the promotion of local government officials, which is more prominent in pilot low-carbon cities, and political promotion incentives significantly improve corporate carbon reduction performance. Furthermore, the highest emission reduction effects come in the fourth year after adopting a carbon reduction policy and are concentrated among the firms in the eastern region. Overall, our findings offer a new point view for a deeper understanding of the improvement of corporate carbon reduction performance, and provide microscopic evidence for the objective evaluation of the environmental effects of China's low-carbon city pilot policies. In the five-year period 2005-2009, Brazil dramatically reduced carbon emissions by about twenty-five percent and at the same time maintained a stable economic growth rate of 3.5% annually. This combination of economic growth and emissions reduction is unique in the world. It was driven by a dramatic reduction in deforestation in the Amazonian forest and the Cerrado Savannah. This shift empowered the sustainability social forces in Brazil to the point that in December 2009 Congress passed a very progressive law (...) internalizing carbon constraints and promoting the transition to a low-carbon economy. The Article first analyzes the Brazilian position in the global carbon cycle and public policies since 2005, including the progressive shift in 2009 and the contradictory dynamic in 2010-2012. Many countries have included agriculture as one of the sectors where they intend to obtain significant greenhouse gas emission reductions. In Norway, the dairy-beef sector, in particular, has been targeted for considerable emission cuts. Despite publicly expressed interest within the agricultural sector for reducing emissions, significant measures have yet to be implemented. In this paper, we draw on qualitative data from Norway when examining the extent the wider agri-food network around farmers promotes or restrains the transition toward low-emission agricultural (...) production. A qualitative analysis based on interviews with key stakeholders from various parts of the agri-food network of dairy-beef indicates that, if it is up to the dairy-beef system itself, it will develop in the direction of continued increased production volumes and increased efficiency in production, combined with moderate measures to reduce emissions. There is an obvious reluctance to stimulate the consumer demand toward other products or meat products with reduced emissions because such a solution would complicate full exploitation of existing agricultural resources and hence could bring considerable negative economic consequences. Another factor limiting the scope and drive towards a low-carbon production is that the effects of various potential climate measures do not appear as unambiguous. Our study indicates that the dairy-beef sector will likely not reach the goal of reduced emissions from its own initiatives. Rather, significant changes would probably require both push and pull support from forces outside the agricultural system. (shrink)

With the development of industrialization and urbanization, cities have become the main carriers of economic activities. However, the long-term development of cities has also caused damage to resources and the environment. Hence, objective and scientific evaluation of urban low-carbon sustainable development capacity is very important. An index system of urban low-carbon sustainable development capability is constructed in this paper, and a TOPSIS-BP neural network model is established to evaluate the low-carbon sustainable development capability of Beijing, Shanghai, Shenzhen, (...) and Guangzhou in China. At the same time, the difference degree of low-carbon sustainable development level in these four cities is analyzed by standard deviation and coefficient of variation, and the influencing factors of urban low-carbon sustainable development ability are extracted by grey correlation analysis. The results show that the capability of low-carbon sustainable development in four cities is rising and the difference of low-carbon sustainable development capability is decreasing; the general view that the higher the general investment in low-carbon sustainable development, the higher the level of low-carbon sustainable development in cities has not been verified; with the change of time series, the factors affecting the capability of low-carbon sustainable development in the same city are different and the influence of the same factor on the capability of low-carbon sustainable development in different cities is different. Her diachronic account illustrates the rise and fall of the South Central Farm in Los Angeles, a sanctuary for locals by providing fresh produce, stimulating a sense of community, and representing a symbol of resilience against systemic inequalities. Weik Von Mossner elucidates the psychological benefits accruing from exposure to such a sustainably inhabited space. Her analysis of Scott Hamilton Kennedy’s documentary, The Garden (2008), affirms that climate change narratives across media may prompt food justice activism (Retzinger 2011, 337) by eliciting the emotional engagement of its audience. Through documentaries, news articles, and online campaigns, the South Central Farm has received national and international attention. An existing industrial hydrogen generation and distribution infrastructure is described, and a number of large-scale investment projects are outlined. All of these projects have the potential to generate significant volumes of low-cost, low-carbon hydrogen. The technologies concerned range from gasification of coal with carbon capture and storage to gasification of a range of biomass streams. These biomass streams derive in turn from the supply chains that feed large liquid biofuel production plants—some operational and the others under construction. Old Avestan, like other Old Indo-Iranian languages, appears to attest a variety of nouns and adjectives that display “verbal” government of accusative case “objects.” However the existence of such “transitive” nominals is problematic from a formal linguistic perspective, and indeed some formal linguistic models have denied their existence. In this paper I reconsider both the formal arguments concerning transitive nominals and the Old Avestan evidence, with the aim of establishing a more precise analysis of this aspect of Old Avestan syntax.

Using data of 26 cities in China from 2004 to 2017, the green total factor productivity is investigated by the SMM-GML method. The corresponding empirical analysis is conducted with the DID model. This paper investigates the relation between low-carbon pilot policy and green total factor productivity and discusses the mediating effect of industrial structure and the number of R&D staff. First, we find that LCC has a significant effect on pilot cities’ GTFP. And, it also promotes GTFP via industrial (...) structure. Second, LCC can improve industrial structure optimization and realization, and industrial structure realization affects GTFP significantly, while optimization cannot. Third, LCC cannot attract more RDS, and RDS harms local GDFP because of talent misallocation. At last, the rate of GTFP presented different upward trends in the order of non-eastern cities and eastern cities. The effect of LCC on GTFP is significant in non-eastern cities, but not eastern ones, which clearly demonstrates the imbalanced development of the green economy. Therefore, the governments of eastern and non-eastern regions should adopt different measures based on local conditions in industrial structure transformation and recruitment and strengthen environmental regulations to make the effect of the low-carbon policy lasting and promote GTFP growth balance in all regions. In this paper, we study the radial neural network algorithm for low-carbon circular economy in forest area, design a coupled development evaluation model, study its algorithmic ideas operation mode and the update formula obtained by standard algorithm, and finally optimize the RBF neural network by particle swarm algorithm. After an in-depth analysis of the particle swarm algorithm, an improved particle swarm algorithm is proposed to improve the search accuracy and capability of the algorithm by nonlinearly adjusting the inertia weights (...) and introducing the average extreme value factor, in response to the problems of premature convergence and poor search capability that appear in the particle swarm algorithm. Through the analysis and evaluation of the interaction between industrial ecosystem and carbon emission, the main influencing factors of carbon emission are identified, and the size and magnitude of the influence of economic growth, industrial structure, energy intensity, and energy structure on carbon emission are determined; the current situation of the industrial ecological structure is evaluated, and the direction of optimization and adjustment of industrial economic structure, energy structure, and ecological structure is clarified. We construct a multidimensional multiconstraint multimodel industrial ecological structure optimization prediction model, set the development scenarios of economy and society, and optimize the prediction of low-carbon industrial ecological structure in forest areas; based on the simulation analysis of the prediction results, we propose the direction of industrial ecological structure adjustment and the path of industrial ecological system construction. Women’s fertility is the focus of most demographic analyses, for in most mammals, and in many preindustrial societies, variance in male fertility, while an interesting biological phenomenon, is irrelevant. Yet in monogamous societies, the reproductive ecology of men, as well as that of women, is important is creating reproductive patterns. In nineteenth-century Sweden, the focus of this study, male reproductive ecology responded to resource conditions: richer men had more children than poorer men. Men’s fertility also interacted with local and historical (...) factors in complex ways to have significant impact on population growth. As a result, “the” demographic transition was local, and locally reversible, in Sweden. Results cannot be simply translated from nineteenth-century studies to current attempts to promote fertility decline, because today, male and female resource-fertility curves differ in shape, not only in magnitude. When we translate studies of fertility decline, it is important to study individual fertility and to discern whether, in any particular case, male and female patterns are similar. (shrink)

In October 2010, the German conservative ruling coalition and Free Democratic Party ) passed a law permitting the extension of contracts for Germany’s seventeen nuclear power plants. This policy amended a law passed in 2001 by a Social Democratic Party and Green Party majority to phase out nuclear energy by the early 2020s. The explosions in the nuclear reactors at the Fukushima Daiichi nuclear power facility, however, resulted in a decision to speed up the phaseout of nuclear energy. The nuclear (...) meltdowns in Japan sent hundreds of thousands of protesters onto the streets. Angry voters made their disillusionment with the nuclear politics of the conservative government coalition clear in local elections. The federal government responded by setting up an Ethics Commission for a Safe Energy Supply, which recommended an end to nuclear energy and a shift to a renewable energy-based economy. Within months of the Fukushima disaster, the government had permanently shut down eight of the country’s oldest nuclear power plants and issued a schedule for the phased shutdown of the remaining nine plants by 2022. In addition, the government reaffirmed its climate change plans, which call for a reduction in greenhouse gas emissions by around forty percent of 1990 levels by 2020 and eighty percent by 2050. Thus, out of a crisis, the German government is forging an opportunity to become a global leader in the promotion of new renewable energies, energy efficiency, and greenhouse gas emission reductions. In Japan, the nuclear crisis has also weakened support for nuclear energy, but with a strong industrial coalition calling for its continued use, both for energy stability and in response to climate change, a complete nuclear phaseout is less certain, at least in the short term. One major assumption in the climate change debate is that because respondents report positive attitudes to the environment and to low carbon lifestyles they will subsequently engage in environmentally friendly/low carbon behaviors when given the right guidance or information. Many governmental agencies have based their climate change strategy on this basic assumption, despite some anxiety about the value-action gap in psychology more generally. Here we test this assumption. We investigated the relationship between explicit and implicit attitudes to (...) class='Hi'>carbon footprint, and both self-reports of environmental behavior and low carbon behavioral choices. We found that self-reported attitudes to carbon footprint were significantly associated only with self-reported environmental and self-reported low-carbon behaviors. They were not significantly associated with the choice of low carbon alternatives in a simulated shopping task. Given that the vast majority of studies on attitudes and behavior in the environmental domain use self-report measures of behavior, this may mean that we are generating research findings that could be making policy makers overly complacent about our readiness for actual behavior change. Implicit attitudes were not significantly associated with either measure in terms of group comparisons, but those with a strong positive implicit attitude towards low carbon did choose more low carbon items, but only under time pressure. The opposite trend was found for explicit attitudes – this increased only when participants were not under time pressure. These results suggest that Kahneman’s hypothesis about contrasting systems of human cognition might be highly relevant to the domain of climate change and behavioral adaptation. (shrink)

Based on the industrial network knowledge sharing and cooperation network environment, the network evolution game model of network knowledge sharing knowledge collaboration is constructed to study the rewards and punishments, the profit distribution rate, the knowledge potential difference, and the parameter pairing of the network knowledge sharing cooperation network structure in the process of network knowledge sharing and collaborative knowledge innovation. The influence of the network knowledge sharing cooperation strategy is obtained through simulation to change the size of the relevant parameters so that the network knowledge sharing cooperation agent chooses the network evolution game of the sharing strategy to realize the optimal evolutionary stable strategy. According to the simulation results, this article proposes suggestions from the following aspects, aiming to improve the overall knowledge synergy effect of the network knowledge sharing and cooperation network. 본 논문은 2008년 8. 15 광복절 경축사에서 이명박 대통령이 제시한 저탄소 녹색성장에 대한 환경정치학적 성찰을 목적으로 한다. 이명박 대통령은 새로운 국가발전 모델로 저탄소 녹색성장을 내세웠다. 그리고 한국이 녹색성장의 세계적 리더로 나설 것임을 천명하였다. 2009년 12월 코펜하겐에서 개최된 유엔기후변화협약은(UNFCCC) 저탄소 녹색성장의 문제가 단지 미래의 국가비젼만이 아니라 모든 국가의 정치, 경제에 상당한 영향을 미칠 중요한 전지구적 현실임을 보여주었다. 이러한 점에서 이명박 정부가 제시한 저탄소 녹색성장 정책은 현실로 다가온 지구온난화에 대응하기 위한 CO2 감축, 산업구조의 변화, 화석 에너지 중심의 에너지 소비구조와 소비만능의 생활구조 변화의 (...) 필연성을 인지한 시의적절한 정책이라는 점에서 환영받을 만하다. 그러나 녹색과 성장을 어떻게 조화시킬 것인가, 민주화 이후의 민주주의의 심화과정에서 대의 민주주의와 의회 민주주의의 한계를 넘어서는 보다 민주적이고 효율적인 정치체제의 건설은 해결과제로 남아있다. 이점에서 보았을 때 저탄소 녹색성장은 많은 아쉬운 점을 갖고 있다. 첫째, 기존의 산업화와 생활방식에 대한 철학적 반성의 부재와 블루오션의 관점에서 저탄소 녹색성장을 바라보는 시장중심주의에 치우친 인식. 둘째, CO2 감축을 위한 전략으로서 원자력 확대정책. 셋째, 녹색과 성장을 일치시키기 위해서 필요한 기존 민주주의의 생태 민주주의적 전환 시도의 미약함을 들 수 있다. 그리고 이러한 문제는 비단 정부만의 문제로 국한되지 않는다. 문제는 환경정치학과 생태 민주주의 담론을 주도하고 있지 못하는 정치학계, 대학교에서의 관련 강좌의 부족, 시민사회와 함께하는 생태 민주주의적 교육과 제도들의 빈약함에서도 드러난다. In a context of growing environmental challenges, circular economy (CE) business models appear necessary for business to contribute positively to the ecological transition. While platform business models have been identified as a new and promising model in CE, we still lack a fine-grained understanding of the critical capabilities involved in developing and scaling them. To fill this gap, we build on a single case study of Phenix, a French-based fast-growing start-up in the food industry, tackling the issue of food (...) waste. We identify three core managerial capabilities involved in the successful scaling of Phenix's business model. In addition to ecosystem orchestration capabilities, we identify two types of ambidextrous capabilities – forms of ambidexterity operating both at the organizational and at the institutional level. Our analysis highlights the importance of considering these capabilities in a bundle as they collectively contribute to the performance and scaling potential of the business model. We also call for an increased consideration of the role of institutional factors in shaping opportunities to design and scale profitable business models. (shrink)

Therefore, it is of great theoretical and practical significance to study the realization of corporate social responsibility in the context of low-carbon circular economy. This paper introduces the connotation of low-carbon circular economy and corporate social responsibility, analyses the reality and theoretical basis of realizing corporate social responsibility in low-carbon circular economy, analyses the interactive relationship between the development of low-carbon circular economy and the realization of corporate social responsibility, and puts forward the construction of enterprise low-carbon operation mechanism. This paper uses the research of corporate social responsibility based on radial basis function neural network to build a low-carbon circular economy. The evaluation model of environment economy coupling development is verified by an example, which provides useful guidance for the evaluation and development of corporate social responsibility.
