El artículo recorre la configuración de los cambios de la educación - la “clave de acceso” al siglo XXI- en nuestra sociedad, postulando una tensión entre una tendencia conservadora a la re-institucionalización del sistema -con reformas que buscan adecuar los procesos de enseñanza a los requerimientos de la modernización tecnológica- y la manifestación de una dinámica educativa nueva, que plantea grandes desafíos en torno a las transformaciones culturales y la creación de nuevos imaginarios de vida compartida. Les technologies de l'information et le e-learning sont souvent invoqués par les grands organismes internationaux de coopération comme l'unique moyen de sauver de ses faiblesses l'enseignement supérieur en Afrique. Le renforcement des universités traditionnelles, la modernisation de leurs laboratoires, les dotations en faveur de leurs bibliothèques ne semblent jamais être proposés comme solution. Ce positivisme technologique trouve l'une de ses principales manifestations dans le lancement par la Banque mondiale, en 1997, de l'Université virtuelle africaine . Les débats actuels au sujet de la « voie chinoise » sont intimement liés à deux questions primordiales. Premièrement, quelle espèce de modernisation cette « voie chinoise » représente-t-elle? Et deuxièmement, quel rapport entretient-elle avec la sinisation du marxisme? Cet article vise à répondre à ces enjeux à partir d’une double perspective, celle du récit historique et celle de la philosophie de l’histoire. Cet article soutient que la modernisation à la chinoise est née des conditions historiques particulières du (...) xx e siècle et que la sinisation du marxisme, en tant que méthodologie, s’est montrée capable de cerner la nature et la signification de ces conditions. Au xxi e siècle, la « voie chinoise » représente un projet socialiste en renouvellement continu. __Modernising School Governance__ examines the impact of recent market-based reforms on the role of governors in the English state education system. A focus of the book concerns how government and non-government demands for ‘strong governance’ have been translated to mean improved performance management of senior school leaders and greater monitoring and disciplining of governors. This book addresses fundamental questions about the neoliberal logic underpinning these reforms and how governors are being trained and responsibilised in new ways to enhance the integrity (...) of these developments. Drawing on large-scale research conducted over three years, the book examines the impact of these reforms on the day to day practices of governors and the diminished role of democracy in these contexts. Wilkins also captures the economic and political rationalities shaping the conduct of governors at this time and traces these expressions to wider structural developments linked to depoliticisation, decentralisation and disintermediation. This book addresses timely and original issues concerning the role of corporate planning and expert handling to state education at a time of increased school autonomy, shrinking local government support/oversight, and tight, centralised accountability. It will appeal to researchers and postgraduate students in disciplines of education, sociology, political science, public policy and management. The Acehenese Islamic educational institution, dayah, has played a major role in institutionalisation of Islam among the Acehness. the development of diversity in community. As a traditional institution, the dayah system has developed and successfully translated principles of modernity through the establishment an integrated educational system. This article examines the modernization of Darul Mukhlisin in Central Aceh and its characteristic in modernising its educational system. The modernization of the education system is characterized by changes in the aspects of objectives, Teungku (...) and the students of dayah, implementation of an integrated curriculum, the treasury of contemporary books, use of active strategies and varieties of educational methods, environmental changes, the application of test and non-test evaluation types, and so forth. This article further argues that the Darul Mukhlisin has been successfully adopting the dayah system into modern principles of modern management in educational institution. The Darul Mukhlisin resorts as an important agent for religious education, producing learned Muslims who contributes to the development of the Acehness. (shrink)

This article presents an analytical overview of the critical modernisation features of Socialism with Chinese characteristics doctrine in the new era, which was proposed at the 20th National Congress of the Communist Party of China. The authors reconstructed and systematically represented the central philosophical and political principles of the doctrine of Socialism with Chinese characteristics in the context of the fundamental principles of Chinese Marxism. The authors also analysed and presented in a systematic form the essence and basic theoretical (...) principles of the concept of Socialism with Chinese characteristics following Xi Jinping's works and reports. The study includes a comparative analysis that concludes with the critical features of the modern concept of socialism with Chinese characteristics. These features embrace the need for constant modernisation of the very doctrine of socialism with Chinese characteristics, the state management system, as well as social and cultural practices, which are possible through the implementation of innovations and the integration of modern philosophical thought with traditional Chinese philosophy and culture. The article concludes that the main feature of the modernisation of Socialism with Chinese characteristics at the current stage reveals in the development and implementation of a system of creative practices at the level of everyday culture, high-tech sectors of social production and the practice of intercultural communication within the framework of China's Belt and Road Initiative. In the discussion, the authors argue that implementing creative practices and creative industries could become an effective tool for developing China's Belt and Road Initiative in European countries and improving mutual understanding in the intercultural communication practices between China, European countries, and Ukraine. Les prémisses d'une emprise technologique, dont on retrouve les premières traces dans l'Antiquité, ont, avec la grande industrialisation du XVIIIe siècle, renforcé une tendance systémique, dominatrice et exploitante sur les personnes, les sociétés et la nature. Au contraire de la voie essentiellement épanouissante que l'on était en droit d'attendre de cette source prodigieuse de connaissances et de moyens. Cette forme étouffante qu'est la technologie, devenue principale source de toutes les décisions, se saisit à la fois des pays industriellement évolués, (...) quel que soit le régime politique, tout comme des pays en voie de développement, à l'exemple de ceux d'Afrique. Une réalité que dénonce Herbert Marcuse, dont les écrits permettent de dévoiler tout l'artifice et la brutalité de cette société technicienne auréolée d'un capitalisme qui refuse de faire sa mue, confortée qu'elle est, dans les dividendes qu'elle ne cesse d'engranger, peu importe les chemins empruntés. Face au danger de la catastrophe constante vers lequel nous conduit ce système technologique, la stratégie de la lutte et les fruits qui pourraient résulter d'un changement de cap, sous la direction de la Théorie Critique marcusienne, sont exposés dans cet ouvrage. In October 2008 the European Commission published its Proposal for a Consumer Rights Directive which puts forward far-reaching changes to the core of consumer contract law: Four current directives are to be replaced by a new, overarching piece of legislation and in doing so full harmonisation for the most part is to take the place of the minimum standard presently in force in the EU. Although a welcome initiative, the extent and possible effects of the Proposal have certainly brought a (...) number of issues to the fore. In January 2009, legal experts from universities, practice and the civil service met to address the points raised by the Proposal and the question of the extent to which it can indeed contribute to the modernisation and harmonisation of European consumer contract law. The practice of paternalism has changed along with developments in medicine, philosophy, law, sociology and psychology. Physicians have learned that a patient's values are a factor in determining what is best for that patient. Modern paternalism continues to be guided by the principle that the physician decides what is best for the patient and pursues that course of action, taking into account the values and interests of the patient. In the autonomy model of the doctor-patient relationship, patient values are decisive. (...) In the paternalistic model, they are but one among several factors the physician must consider in making a medical decision. Although difficult to practise because of limitations in empathising with another person, modern paternalism remains a way to achieve maximum patient benefit. (shrink)

Modernisation, whatever else it involves, is always a moral and a religious problem. If it has sometimes been hailed as an exhilarating challenge to create new values and meanings it has also often been feared as a threat to an existing pattern of values and meanings. In either case the personal and social forces called into play have been powerful.

The contention that paternalism can be modernised in such a way as to avoid the usual criticisms is examined and dismissed. The alleged 'modernisation' consists simply in going through the motions of achieving the patient's free consent, while leaving the ultimate decision to the physician. Paternalism in this form is no better than the more old-fashioned variety, since it still takes away from patients the fundamental human right to make decisions about their own fate.

This article presents a historical-materialist approach to key issues of revolution and counter-revolution and uses it to analyse what happened in Russia between 1917 and the late 1920s. What took place in 1917 was indeed a socialist revolution. However, by the end of 1918 working-class rule had been replaced with the rule of a working-class leadership layer that was improvising a fragile surplus-extracting state of proletarian origin. The eventual transformation of that layer into a new ruling class represented the triumph (...) of a modernising counter-revolution. The decisive determinants of these developments were material pressures acting, first, on a working class plunged into catastrophic social crisis and war and then, after the Civil War, on the party-state leadership layer that sought to maintain its state against both European capitalist societies and the classes from which it had to extract surpluses. The da’wah [invitation to Islamic teachings] movement of Ahl al-Sunnah wa al-Jama’ah al-Nahdhiyah, abbreviated as ASWAJA al-Nahdhiyah, formerly centred around elderly, rural, and traditional populations, has now expanded its influence to encompass the millennial demographic. The evolving landscape of time and technological advancements present novel challenges in effectively communicating the da’wah message to a generation deeply immersed in the digital era. Millennials exhibit distinct communication preferences and characteristics compared to previous generations, necessitating tailored approaches to disseminate da’wah content that resonates (...) with their context and needs. This research aimed to achieve two primary objectives: firstly, to identify emerging forms of new traditions within the ideological reinforcement of ASWAJA al-Nahdhiyah among millennials, and secondly, to analyse the underlying factors contributing to these novel traditions within the millennial context. Employing a qualitative approach, this study utilised nethnography as its methodological framework, seeking to understand cultural experiences encompassing traces, practices, networks, and social media systems. By combining various research approaches for data collection, analysis, and interpretation, the study shed light on the reinforcement efforts that give rise to diverse new traditions. The findings highlighted that the reinforcement endeavours, including the appropriation of media platforms and the emphasis on education, cadre development, and intensive mentorship within millennial domains, significantly contribute to the acceptance and affiliation towards ASWAJA al-Nahdhiyah. Moreover, these efforts serve as a counterforce against the proliferation of radical ideologies, safeguarding the traditional religious views amid the rapid globalisation of religious understanding and transnational da’wah movements in Indonesia.Contribution: This article advanced our understanding of the evolving dynamics within the ASWAJA al-Nahdhiyah movement, particularly its adaptation to contemporary communication channels and its strategic engagement with young audiences amid the changing religious landscape in Indonesia. Cet article analyse la transformation des modes de coordination associée à la modernisation des entreprises. Nous observons que l'adoption massive et transversale des technologies de l'information et de la communication et que la mise en oeuvre de nouvelles pratiques d'organisation du travail conduisent à l'intensification de la communication des salariés, l'élargissement de leur périmètre de communication et plus largement au développement de réseaux de communication non hiérarchiques. Dans cette optique, nous envisageons la communication interpersonnelle comme un mécanisme de coordination (...) privilégié dans les firmes qui se modernisent.This article analyzes the transformation of modes of coordination associated with the modernization of enterprises. We observe that the mass adoption and transverse information technology and communication and the implementation of new practices of work organization lead to increased communication workers, expanding their scope of communication, and more broadly to the development of non-hierarchical communication networks. La première partie rappelle les nombreuses annonces publiques qui prédisent une prochaine fin de l’Humanité. Nous analysons ensuite ce que signifie la fin de l’Humanité en distinguant d’abord la fin de l’espèce humaine de la fin de l’existence (...) humaine. La troisième partie étudie la signification d’une fin de l’humanisme, l’humanisme étant compris ici comme une philosophie qui considère que l’être humain est la valeur suprême. La dernière partie traite de la fin des humanités et conclut sur l’émergence d’un humanisme numérique qui donne un nouvel élan aux humanités. (shrink)

Dans notre société de plus en plus digitalisée, avons-nous vraiment le choix d’adopter ou non les technologies? Comment cette digitalisation impacte-t-elle les personnes âgées en particulier et son écosystème? Quels sont les enjeux éthiques soulevés par cette digitalisation? Ce texte vise à amener des éléments de réflexions en lien avec ces enjeux selon le point de vue de divers experts des domaines de la technologie, du vieillissement et de la bioéthique. Ces experts se sont rencontrés lors d’un symposium ayant eu (...) lieu à Angers, France, en octobre 2019. Le texte est un compte-rendu des échanges et points de vue de ces experts, ainsi que des discussions ouvertes qu’ils ont eues avec l’assistance, portant sur les principaux enjeux soulevés par cette digitalisation selon la perspective des personnes âgées, des proches-aidants, des soignants, de la société et de la recherche. This paper seeks to analyse the proposals and assumptions in the Consultation Paper: Teachers Meeting the Challenge of Change (DfEE, 1998a). Although the Consultation Paper claims to be about the modernising of the teaching profession, it is argued here that it is a deeply conservative paper written with the economic and employment legacy of the New Right. The proposals are considered in relation to the tradition of teacher criticism and blame. Environmental organisations have been active since the early 1960s in putting environmental issues on the political agenda and in strengthening the environmental consciousness of the public. The struggle has been successful in the sense that there is now a strong demand for practical solutions among all kinds of actors. It is, however, difficult for states and political actors to manage environmental problems by traditional forms and instruments, due to the complex character of the problems. Therefore, environmental organisations take their own (...) initiatives to participate in policy-making by developing new forms, within new arenas, with the help of new instruments. Special attention is paid to the possibilities of identifying and developing constructive roles in relation to other actors and institutions as well as the capacity to organise standardisation projects and to mobilise and make use of power resources such as symbolic capital and knowledge. In order to interpret characteristics and implications of standardisation strategies, I draw on the ecological modernisation perspective. Empirically, I refer to the role of Swedish environmental organisations in standardisation projects such as eco-labelling. (shrink)

The theory of “reflexive modernisation” requires not only the development of a novel view of society, but also the description of an entire new, already existing social state. In the light of this as well as in this society, the status and meaning of freedom and justice are different from those in modern political theories and modern societies. In what way and due to which theoretical and political reasons are the concept of ‘freedom’ and ‘justice’ eliminated in the theory (...) of “reflexive modernisation”, two indispensable concepts for political theory, and what is it that takes their place – are the most important questions the authoress attempts to answer. Throughout Europe, science and technology policy within the environmental field is currently in a process of transformation, which has been characterised by many observers as ecological modernisation. Emphasis is being given to preventive principles and so-called cleaner technologies in the quest for a more sustainable development. Each European country has, however, adapted the new doctrines and practices in distinctive ways. The main aim of the paper is to show how contemporary policies have been shaped by history, more specifically, by (...) institutional and cognitive traditions, and by national policy styles. By comparing 'ecological modernisation ' in Sweden and Denmark, we attempt to indicate how such national cultural differences affect the ways in which science and technology policies in the environmental field are formulated and implemented. PurposeThe aim of the research described was to identify reasons for differences between discourses on electronic voting in the UK and The Netherlands, from a qualitative point of view.Design/methodology/approachFrom both countries, eight e‐voting experts were interviewed on their expectations, risk estimations, cooperation and learning experiences. The design was based on the theory of strategic niche management. A qualitative analysis of the data was performed to refine the main variables and identify connections.FindingsThe results show that differences in these variables can partly (...) explain the variations in the embedding of e‐voting in the two countries, from a qualitative point of view. Key differences include the goals of introducing e‐voting, concerns in relation to verifiability and authenticity, the role of the Electoral Commissions and a focus on learning versus a focus on phased introduction.Research limitations/implicationsThe current study was limited to two countries. More empirical data can reveal other relevant subvariables, and contribute to a framework that can improve our understanding of the challenges of electronic voting.Originality/valueThis study shows the context‐dependent character of discussions on information security. The ramifications of modernity and the resultant challenges compelled Ottoman intellectuals and state officials to contemplate matters like as innovation, progress, and change. The pursuit of remedies to eradicate political, military, and economic deficiencies was similarly evident in the legal domain. Ziya Gökalp articulated his perspectives on the origins, societal efficacy, and adaptability of law within the framework of the Turkism movement, presenting several methodologies that redefined the interplay among religion, law, society, and state. The most characteristic method among them (...) is the internal sociological methodology of law, which he equated with his own identity. Other Turkist figures of the time supported this theory, which aimed to bring dynamism to Islamic law in line with modern demands and changing conditions, as well as to establish a national law-society-state relationship. Another approach put forward by Gökalp was based on the distinction between legal (qāḍāī) and ethical/spiritual (diyānī) aspects that were established in traditional Islamic law. In Gökalp's intellectual life that extends from the last years of the Ottoman Empire to the first years of the Republic, two different stages stand out. Gökalp, who tended to restructure jurisprudential concepts with an original interpretation in the late Ottoman period, became a persistent defender of the distinction between religion and state as well as religion and law in the Republican period. However, he did not deny the role of religion in the existence of the nation and emphasized the place of religious institutions, such as the office of Sheikhul-Islam, in the Republican period. Although he took the traditional jurisprudential perspectives into consideration, he could not escape from the criticism of his fellow intellectuals such as İzmirli İsmail Hakkı, who represented the traditional understanding. This article addresses Ziya Gökalp's views that he developed on fiqh and sociology in the Turkish modernisation process and sheds light on the possible reflections of these views on the Republican period. Background Traditional top-down national regulation of internationally mobile doctors and nurses is fast being rendered obsolete by the speed of globalisation and digitisation. Here we propose a bottom-up system in which responsibility for hiring and accrediting overseas staff begins to be shared by medical employers, managers, and insurers. Discussion In this model, professional Boards would retain authority for disciplinary proceedings in response to local complaints, but would lose their present power of veto over foreign practitioners recruited by employers who have (...) independently evaluated and approved such candidates' ability. Evaluations of this kind could be facilitated by globally accessible National Registers of professional work and conduct. A decentralised system of this kind could also dispense with time-consuming national oversight of continuing professional education and license revalidation, which tasks could be replaced over time by tighter institutional audit supported by stronger powers to terminate underperforming employees. Summary Market forces based on the reputation (and, hence, financial and political viability) of employers and institutions could continue to ensure patient safety in the future, while at the same time improving both national system efficiency and international professional mobility. Ce texte a pour objectif de répondre affirmativement à cette question en examinant les travaux de deux auteurs qui partagent une lecture de l’aspect paradoxal de la réflexion éthique contemporaine, à savoir Karl-Otto Apel et Hans Jonas. Chacun de leur côté, ils se proposent de fonder rationnellement une éthique (...) capable d’affronter l’ampleur des problèmes auxquels fait face la civilisation technologique, mais ils le font par des chemins passablement différents. Ma thèse est que ces deux voies sont nécessaires pour arriver à l’objectif d’une fondation rationnelle ultime de l’éthique, mais qu’elles ne peuvent y arriver qu’à la condition de travailler en complémentarité.Is there an ultimate rational foundation to our moral obligations, which could help us deal with problems raised by our technological world? This paper wants to give an affirmative answer to this question. This answer will draw from two contemporary authors in ethical thinking, Karl-Otto Apel and Hans Jonas. Both of them, in their own different way, provide a rational foundation to an ethics that has enough strength to deal with contemporary problems. My thesis is that both ways are necessary to achieve an appropriate affirmative answer to the question. They thus have to work dynamically. (shrink)
