In 1992, Israel underwent a major constitutional reform, which provided Israel, for the first time in its history, with an effective system of separation of powers between the political branches of government. This reform was not intentional but, rather, a byproduct of the voluntary adoption by the two major political parties of open primaries as the method for choosing candidates on their lists for election to parliament. The adoption of the primaries system produced two major changes in the (...) Israeli constitutional and political order. First, it transformed the Knesset into an independent body and, hence, for the first time in Israel’s history, provided for a functioning system of checks and balances between the legislature and the executive. Second, it shifted power from the Jewish religious minority to the secular majority and even contributed to the increase in the relative power of the Arab parties. On a more general level, the Article demonstrates the impact different modalities of pre-selection of party candidates can have not only on the outcome of the elections and on the relative power relations among the parties, but, more importantly, on the structure and the functioning of the political system. Once proven, this impact requires public attention: legislative regulation of the pre-selection process may be required, indeed even constitutionally mandated, to ensure political checks and balances. The parliamentary elections in Albania took place on 25th March 2021 and they were won by the Socialist Party. Even though elections took place during the pandemic, the pandemics itself had a minor impact on the process. With the exception of making compulsory a two-week quarantine for those entering the country and thus making it impossible for the Albanian emigrants to cast their vote, the election campaign was organized similarly with the preceding campaigns without concerns for social distancing. The (...) real change which eventually influenced the campaign was the change in the electoral law from closed to open list. For the first time, the party and the party candidates pursued different strategies. In addition to the official campaign, there was an underground campaign with vote buying and exercise of influence which aimed and achieved to transfer vote from the top of the top of the list to candidates in the middle or even lower part of the list. This made it possible to observe and understand the internal conflicts within the parties. (shrink)

The phenomenon of the paradoxes of the largest remainders methods has been studied by numerous authors. Nevertheless, the examples presented in their studies do not deal with the case where a party’s possible additional votes can directly lead to a loss in the party’s number of representatives. This paradox, which can be called the no-show apportionment paradox, has not previously been mentioned in the literature. It is based on the assumption that a voter’s favourite party may lose (...) a seat if the voter votes honestly but get more seats if he or she abstains. The article gives simple examples illustrating the no-show paradox in a party-list proportional representation electoral system using the quota method of apportionment. In these situations it would be better for the party if some of their voters abstained, otherwise it would lose one or more seats. (shrink)

Drawing on the so-called “doctrinal paradox”, List and Pettit (2002) have shown that, given an unrestricted domain condition, there exists no procedure for aggregating individual sets of judgments over multiple interconnected propositions into corresponding collective ones, where the procedure satisfies some minimal conditions similar to the conditions of Arrow’s theorem. I prove that we can avoid the paradox and the associated impossibility result by introducing an appropriate domain restriction: a structure condition, called unidimensional alignment, is shown to open up (...) a possibility result, similar in spirit to Black’s median voter theorem. Specifically, I prove that, given unidimensional alignment, propositionwise majority voting is the unique procedure for aggregating individual sets of judgments into collective ones in accordance with the above mentioned minimal conditions. In normative political theory, it is widely accepted that democracy cannot be reduced to voting alone, but that it requires deliberation. In formal social choice theory, by contrast, the study of democracy has focused primarily on the aggregation of individual opinions into collective decisions, typically through voting. While the literature on deliberation has an optimistic flavour, the literature on social choice is more mixed. It is centred around several paradoxes and impossibility results identifying conflicts between different intuitively plausible desiderata. In (...) recent years, there has been a growing dialogue between the two literatures. This paper discusses the connections between them. Important insights are that (i) deliberation can complement aggregation and open up an escape route from some of its negative results; and (ii) the formal models of social choice theory can shed light on some aspects of deliberation, such as the nature of deliberation-induced opinion change. A central problem of democracy is the aggregation of divergent individual inputs into overall collective decisions. Social-choice-theoretic impossibility results famously demonstrate the intractability of a large class of such aggregation problems. This paper develops a taxonomy of two concepts of agreement, agreement at a substantive level and agreement at a meta-level, and discusses the escape-routes these concepts open up from the impossibility problems of social choice. Specifically, two contexts of democratic aggregation are addressed: first, the familiar context of preferences, (...) and second, the largely unexplored context of sets of judgments over multiple interconnected propositions. Drawing on some recent developments in social choice theory and democratic theory, I will defend the view that, when agreement is conceptualized in democratic theory and when it is sought in democratic practice, more emphasis should be placed on agreement at a meta-level than is commonly done. Finally, I will address the more general question to what extent it is acceptable for the stability of institutions for democratic aggregation to be dependent on specific empirical contingencies. Free speech, its many definitions, and efforts by special interest groups to assure their message is distributed have led to sharp conflict and rising tensions, particularly in universities. For over 10 years, tactics at the University of Massachusetts to assure newspaper content acceptable to special interest groups serve as an example in this article. Women editors seeking guaranteed pages in the university newspaper for women with content unreviewed by regular editors illustrates the rocky path of protest, negotiation, and examination and (...) a resulting confusion and dissatisfaction among all parties. Complaints are common about the arbitrary and conservative bias of special-majority rules. Such complaints, however, apply to asymmetrical versions of those rules alone. Symmetrical special-majority rules remedy that defect, albeit at the cost of often rendering no determinate verdict. Here what is formally at stake, both procedurally and epistemically, is explored in the choice between those two forms of special-majority rule and simple-majority rule; and practical ways are suggested of resolving matters left open by symmetrical special-majority rules – such (...) as ‘judicial extrapolation’ or ‘subsidiarity’ in a federal system. There has been much discussion on the two-envelope paradox. Clark and Shackel (2000) have proposed a solution to the paradox, which has been refuted by Meacham and Weisberg (2003). Surprisingly, however, the literature still contains no axiomatic justification for the claim that one should be indifferent between the two envelopes before opening one of them. According to Meacham and Weisberg, "decision theory does not rank swapping against sticking [before opening any envelope]" (p. 686). To fill this gap in the literature, (...) we present a simple axiomatic justification for indifference, avoiding any expectation reasoning, which is often considered problematic in infinite cases. Although the two-envelope paradox assumes an expectation-maximizing agent, we show that analogous paradoxes arise for agents using different decision principles such as maximin and maximax, and that our justification for indifference before opening applies here too. We assess the extent to which Chinese MBOs of listed corporations enable a balance to be achieved between facilitating growth and supporting the interests of minority shareholders other than the buyout organization. Using novel, hand-collected data from 19 MBOs of listed corporations in China, a matched sample of 19 non-MBOs and the population of listed corporations, we examine the extent to which boards of directors are changed to bring in executive and outside directors with the skills to grow as well (...) as restructure a business. We also examine the extent to which outside directors become involved in actions to develop the business rather than actions related to fostering the interests of all shareholders. We find in fact little evidence that outside board members have the skills to add value to the MBO firms. Boards appear to focus mainly on related-party transactions with some more limited attention to growth strategies. Outside directors do not seem to openly disagree with incumbent managers on the disclosure of their actions but may express their views and exert pressure behind the scenes. (shrink)

Students’ protests in 1968. were a traumatic topic for the entire later period of Yugoslav socialism. Firstly, because somebody for the first time en masse challenged exclusive monopoly of the Communist Party by using Marxist phraseology. Secondly, because protesters openly spoke, concerning serious and painful structural problems. Thirdly, because authorities euthanized students’ movement with repression and demagogy. Fourthly, because the issues students spoke of were not solved until the collapse of Yugoslav socialism, and to the extent, they contributed to (...) that collapse. The phenomenon of 1968 is part of the certain unclean conscience of the Yugoslav Communist nomenclature, and in this context, we need to understand direct and soft repression over the participants and sympathizers of 1968, including the “case” of the dissolution of the editorial board of the Zagreb Studentski list in 1978. Independent on Sunday October 2nd One of the country's lead­ing philosophical counsellers, and chairman of the Society for Philosophy in Practice (SPP), Tim LeBon, said it typically took around six 50 ­minute sessions for a client to move from confusion to resolution. Mr LeBon, who has 'published a book on the subject, Wise Therapy, said philoso­phy was perfectly suited to this type of therapy, dealing as it does with timeless human issues such as love, purpose, happiness and emo­tional challenges. `Wise (...) Could the wisdom of the great philosophers show her how to be happy again? Claire Smith tries a novel form of therapy "The unexamined life is not worth living," Socrates said. Nor is the life you're left with after your boyfriend has left you for another woman - at least, that's how it felt in October last year when mine broke rank and went off with an art student from Cleveland, Ohio. We were over there for the opening of his new art exhibition. He'd flown over four days before me and had met her at a party. Supposedly, they "connected". The five months that followed were a roller-coaster of confusion, vitriol and despair. I knew there'd been problems in our relationship. We saw the world very differently; he delighted in the charm of the ordinary, I wanted maximum divinity. He walked; I galloped. He drank tea; I loathed the stuff. But, along the banks of the Thames, we'd made a promise to always stick together. Our love was something unique: "transcendental", I called it. And besides, we recycled. Surely a commitment to save the world would save our relationship? Alas, no. So there I was, a woman scorned. Hell truly hath no greater fury. And what made it worse was that I still believed in our transcendental love. If I wanted to change the way I was feeling, I needed to alter the way I was thinking. But how? A few bottles of wine and a sharp blow to the head might have done the trick. Fortunately, there's an older, more trusted way of turning your head on its head that counsellors are starting to use: philosophy. The idea of employing Plato as an agony aunt was begun in 1981 by the German philosopher Gerd Achenbach. Although philosophy spends a lot of its time asking real-life questions that affect real-life people - What is happiness? And is it always wrong to lie? - most of the debate goes on in ivory towers. What Achenbach and subsequent philosophers including Tim LeBon, the chairman of the UK's Society for Philosophy in Practice, wanted to do was "give practical application" to this gigantic library of great thoughts. So how does it work? Like most types of therapy, you sign up for a set of sessions. "Two would give you a new perspective on one issue; six would help you to make a major life-decision, like a career change; with 12 you can start to rethink your entire life philosophy," explains LeBon. Each session lasts 50 minutes and costs £50 - and, no, you don't have to have any previous knowledge of philosophy. "If you think of Friends, it would suit Ross and Chandler more than Joey," LeBon says. "It's for anyone who wants to make their emotions more intelligent. Or for those who have tried other kinds of therapy, and want something more cerebral." The first session begins with the patient venting off about whatever's troubling them. The rant over, the counsellor then picks out some key concepts that are crucial to the problem - in the case of heartbreak, it is love and happiness that come hurtling to the fore - and then gets the patient to define what they mean. So, what is love? What is happiness? To kick-start the patient's thinking, LeBon describes what a great philosopher had to say about it. In my case, he tells me what Plato wrote about love in his Symposium: that to stop man fighting the gods, Zeus decided to cut each human in two, so they would lose their strength. "This, then, is the source of our desire to love each other," Plato said. "Each of us is a 'matching half' of a human whole, because each was sliced like a flatfish, two out of one, and each of us is always seeking the half that matches him." This method of probing what we might think are "obvious" ideas, such as love and happiness, was devised by Socrates in the squares of Athens. "The only I thing I know is that I know nothing at all," he boasted. What Socrates showed was that although many of the thinkers of his time thought they knew what justice, happiness and goodness meant, their understanding was tied in to their personal agenda and world view, and, what's more, when pushed, their ideas often contradicted themselves. A bit like me on love. Whereas part of my understanding of love was something that gave life meaning, made it worth living and bound us together, I also believed that true love was "transcendental": that it was out of this world, and it didn't matter if the two people who loved each other couldn't get along in the day-to-day. Love was bigger than the mundane. But when it came to the next stage of the therapy, critical thinking - "to check out whether your assumptions stand up to examination" - I walked head first into a contradiction. If I think love's purpose is to make life worth living, but then say it's irrelevant to daily life, surely my two ideas of love are not compatible? As the cogs in my brain start to creak into motion, I feel myself taking a step back from my predicament: thinking about how I've been thinking. This idea I had of transcendental love might have started off as a romantic dream. But when the relationship stopped working, and I found myself feeling trapped and frustrated, I used it to justify the mechanics of a relationship that just didn't work in the daily grind. I used it to lie to myself. In the final stage, LeBon gets me to start thinking about how to go forward. "You can't change what has happened," he says. "You can't change that he's left you, or how you behaved in the relationship. So, as the Stoics did, let's work on controlling the controllables: the things that you can change." To work out what can be changed, he gets me to try out a thought experiment, a method often used in philosophy to imagine other worlds where people can have different codes of behaviour. Thought experiments shatter your preconceived ideas of how the world should be and let your imagination run wild to how the world could be. "I find Viktor Frankl very useful here, the Austrian psychiatrist and concentration-camp survivor who actually believed that everything in life happens for a purpose," LeBon says. "Suppose this break-up did happen for a reason that will work to your benefit," he suggests. "What might that be? The answer might be that you can now focus on something important that was denied in the relationship. Or - the Hollywood version - so you'll meet someone who is really right for you." Temporarily freed of any sense of responsibility for the relationship that was, and its sorry demise, the list came fast. I could now travel more; he didn't like me travelling on my own, but too often he didn't want to go anywhere, preferring to stay in his studio and make art. I'd love to meet someone with a similar sense of adventure to mine. For the first time in two years, I was being honest with myself about what I really wanted - listening to those voices that we all have inside our heads, and too often try to muzzle. So did philosophy save me? Well, I'm now dating a travel writer I have to run to keep up with. I still haven't got over the fact that my replacement came from Cleveland, Ohio. But I guess I never will. As a research analyst, stockbroker and fund manager, he'd made a lot of valuable contacts, earnt a lot of cash, and learnt some important business skills. However, as he approached his mid-thirties, he no longer felt good about himself or what he did for a living, and he found his colleagues cold and unfriendly. A chronic illness made him realise his mortality, and he began to reassess his priorities. Danny had been struggling with his career conundrum for nearly five years when he met David Arnaud, a philosophical counsellor. After a few soul-searching sessions, Danny arrived at a decision. Today, he teaches economics to sixth-formers, and he loves it. 'It's a much better lifestyle,' he says. Many people are turning to philosophical counsellors to get answers to questions such as: 'How do I make sense of myself?' 'What is important to me?' 'Where am I going?' These are perhaps not the sort of questions that require psychiatric intervention, but Arnaud, who recently completed the first empirical study of philosophical counselling in the UK, has found that within just five sessions the majority of clients, with important decisions to make, tend to move from a state of concern and confusion to a resolution. Modern philosophical counselling can be traced back to 1981, when the philosopher Gerd Achenbach opened the first practice near Cologne. Achenbach referred to the new discipline as 'therapy for the sane.' Today, there are hundreds of philosophical counsellors around the world, with the movement particularly strong in the US, Britain and the Netherlands. 'The dilemmas people face aren't always primarily psychological,' says Alex Howard, a philosophical counsellor from Newcastle. 'If people face problems that are social or economic, it doesn't make sense to define their problems in purely psychological terms.' Tim LeBon, a founder member of the Society for Philosophy in Practice (SPP) and author of Wise Therapy, adds: 'We are faced with far more life choices than our grandparents, yet have far fewer resources to deal with them. Our grandparents may have gone to a priest or to other family members for advice; most people don't trust these solutions any more and so want to make their own well-informed, well thought-out choices. Philosophical counselling can help these people - people in mid-life crises who are wondering how to make the most of the rest of their life. People who want to take stock of their values.' Where stressed executives might once have been prescribed a course of tranquillisers or antidepressants, they can now get a dose of Bertrand Russell instead: 'Success is too dearly purchased if all the other ingredients have been sacrificed to obtain it.' While some philosophical counsellors do recommend books for their clients to read, most sessions are about helping the client identify faulty thoughts. For example, a briefing in Aristotelian logic might show a client why their beliefs are erroneous. The person might infer that they're a screw-up because they've screwed up. The counsellor could point out that they're making an error called 'fallacy of composition' - that is, what's true of the part isn't necessarily true of the whole. In philosophical counselling, problems aren't pathologised as they are by the psychiatric profession, and the dialogue between client and counsellor is more like a meeting of equals, compared to many therapies where the client is treated like a patient and seen as someone who is, in some way, inadequate. 'Anybody can benefit from philosophical counselling,' says Howard. 'But it does require someone who is willing to take stock.' Lou Marinoff, author of international bestseller Plato Not Prozac! has done much to promote philosophical counselling. 'Some people who have stabilised their neurochemistry and validated their emotions now wish to examine or re-examine the criteria of their beliefs, the principles of their conduct, or the meaning of their lives,' he says. 'With whom shall they do this? Psychologists and psychiatrists can shed light on such issues - as can rabbis, priests, imams and gurus. Philosophers are now rejoining the ranks of helpers.' LeBon believes certain therapies (such as cognitive behavioural therapy) don't go far enough in helping their clients. 'For instance, if you are anxious about your relationship, a cognitive therapist would try to dispute your catastrophising and jump to conclusions to make you feel less anxious,' says LeBon. 'A philosophical counsellor would do this, but would also look for existential meaning in your anxiety - perhaps you really don't want to be in the relationship and that is what your anxiety is telling you.' LeBon also gives short shrift to psychoanalysts. 'There's very little evidence for the Freudian unconscious, and it's time to move on to more intellectually satisfying and helpful therapies,' he says. However, Alain de Botton, the man who popularised philosophy as self-help, isn't ready to bury psychologists and their ilk just yet. 'The truth is that psychoanalysis grew out of philosophy - it's not some completely new idea, and in fact, done properly, psychoanalysis is philosophical anyway. It may even be dangerous to the mental health of some people to suggest a philosopher rather than a properly trained analyst. The debate on the epistemology of disagreement has so far focused almost exclusively on cases of disagreement between individual persons. Yet, many social epistemologists agree that at least certain kinds of groups are equally capable of having beliefs that are open to epistemic evaluation. If so, we should expect a comprehensive epistemology of disagreement to accommodate cases of disagreement between group agents, such as juries, governments, companies, and the like. However, this raises a number of fundamental questions concerning what (...) it means for groups to be epistemic peers and to disagree with each other. In this paper, we explore what group peer disagreement amounts to given that we think of group belief in terms of List and Pettit’s ‘belief aggregation model’. We then discuss how the so-called ‘equal weight view’ of peer disagreement is best accommodated within this framework. The account that seems most promising to us says, roughly, that the parties to a group peer disagreement should adopt the belief that results from applying the most suitable belief aggregation function for the combined group on all members of the combined group. To motivate this view, we test it against various intuitive cases, derive some of its notable implications, and discuss how it relates to the equal weight view of individual peer disagreement. The reception of Avicenna by medieval Jewish readers presents an underappreciated enigma. Despite the philosophical and scientific stature of Avicenna, his philosophical writings were relatively little studied in Jewish milieus, be it in Arabic or in Hebrew. In particular, Avicenna's philosophical writings are not among the “Hebräische Übersetzungen des Mittelalters” – only very few of them were translated into Hebrew. As an author associated with a definite corpus of writings, Avicenna hardly existed in Jewish philosophy in Hebrew. Paradoxically, however, some (...) of Avicenna's most distinctive ideas were widely known and embraced by Jewish philosophers. This is the phenomenon that we dub Avicennian knowledge without Avicenna. In contrast with the philosophical treatises, Avicenna's medical writings were widely and intensively studied by Jews, especially in Hebrew, and remained influential until at least the seventeenth century. The present article presents a comprehensive picture of Avicenna's reception within medieval Jewish cultures in both Arabic and Hebrew and tries to explain the Jews’ complex attitude to Avicenna.La réception d'Avicenne par les érudits juifs médiévaux présente une énigme dont on n'a pas encore pris toute la mesure. Malgré la grande stature scientifique et philosophique d'Avicenne, ses écrits philosophiques ont été peu connus des savants juifs, que ce soit en arabe ou en hébreu. In the thirteenth century, the influential logician Afḍal al-Dīn al-Khūnajī departed from the Avicennan view that the subject matter of logic is “second intentions”. For al-Khūnajī, the subject matter of logic is “the objects of conception and assent”. His departure elicited intense and sometimes abstruse discussions in the course of subsequent centuries. Prominent supporters of Khūnajī's view on the subject matter of logic included Kātibī, Ibn Wāṣil and Taftāzānī. Defenders of Avicenna's view included Ṭūsī, Samarqandī and Quṭb al-Dīn al-Rāzī. :Recent behavioral economics studies have shown that third parties compensate players in Dictator, Ultimatum, and Trust games. However, there are almost no studies about what drives third parties to compensate victims in such games. It can be argued that compensation is a form of helping; and helping behavior, in a variety of forms, has been widely researched, especially with regard to motivators. Previous work on helping behavior has focused on empathic concern as a primary driver. In sharp contrast, anger is (...) often seen as an antisocial motivator resulting in aggression. However, other research has shown that moral outrage, anger evoked by the violation of a moral rule or a social norm, can lead to the punishment of a perpetrator, often described as altruistic or pro-social punishment. Some of the motivations for pro-social punishment, namely a concern for justice or the restoration of community values, can also be realized through victim compensation. We therefore propose the hypothesis that moral outrage leads to compensating behavior above and beyond what is predicted by empathic concern, but only when a social norm has been violated. We test this hypothesis in two studies, both of which use modified trust games in which the investor experiences a loss due either to a social norm violation or some other cause. Study 1 shows that trait moral outrage predicts third-party compensatory behavior above and beyond empathic concern, but only when a social norm is violated. To better understand the causal mechanism, Study 2 directly manipulated moral outrage, showing again that moral outrage leads to compensation, but only when a social norm is violated. When Mahmud Khalil resigned from the Wafd and assumed the presidency of the Senate in 1938, his ascension opened a new phase of struggle in politics through culture and the arts.2 In this context, caricatures and satirical sculptures of Khalil appeared in 1939 that parodied him as the icon of a “dictatorship of art.”3 Leading intellectuals from all political stances addressed these issues directly. The cultural journals were peppered with articles on the problems of everyday life and the material crises with such representative titles as ‘Abbas al-Aqqad’s “Food for the Rich,” in which he raised the problem of food shortages and inequity as an issue for reform.4 Within the year, articles in Al-Risala and Al-Thaqafa drew comparisons with French and Italian nineteenth-century landscapes as a model for the recognition of the countryside as a subject. In journalism and the arts, suffering became a part of the recognition of the everyday, as articles appeared on Millet’s nineteenth-century paintings of French peasants.As the war in Europe encroached into the cover pages of Egypt’s cultural journals, Zaki Muhammad Hasan wrote an essay for Al-Thaqafa entitled “The Angelus,” with a reproduction of the 1859 painting by Jean Francois Millet (1814–1874).5 Hasan wrote about Millet’s interest in the “the daily labors of the peasant” as a depiction of the conditions of French peasants. Two sets of marginalia by Hume in copies of the first edition of A Treatise of Human Nature have been published. One is a copy in the British Library. This has 1 2 been described by Connon and Nidditch and was, no doubt, one, at least, of the copies which Hume kept for himself. The marginalia are (...) so extensive as to suggest that, at the time he made them, he may have been hoping for an opportunity to publish a second edition of the Treatise. The other copy with marginalia, a presentation copy to his kinsman, Henry Home, Lord Karnes, has been described by Wallace Nethery, Librarian of the Hóose Library of Phil3 osophy and by Nidditch. The Pope copy is the least important and interesting of those noticed so far, for it contains only one correction which is not included in the errata tables - the second item listed above in Volume I - and not all of them. But Blessed Father Fray Junípero Serra refused, said that he would pray, for he had never taken any medicine in his life, and he never would. * The Chumash of El Valle de Los Osos called themselves the Stishni, separating themselves from Chumash of other regions, those varying tribes of the central California coast that spoke mutually unintelligible dialects of their Hokan language. This made learning their languages impossible for the Spanish friars, to say nothing of translating the Doctrina. Thus the priests baptized few natives, despite the help that the tribes offered the fledgling settlements in the form of meat and acorn meal, which the Spaniards found repugnant. Some from these cultures, feeling threatened by the newcomers, shot flaming arrows into the thatched roofs of the mission structures. And why wouldn’t they feel threatened when priests chastised them for performing, for example, their Coyote Dance, wherein a man donning a coyote-skin-and-skull costume dances while a singer sings his tale, which laments the human feces strewn imaginatively about the Earth? Coyote, meantime, tries to get an onlooker to lick his genitals, and finally engages in public sexual intercourse with a female tribe member or two, then ends the dance by defecating. Though the Franciscans called such forbidden acts devilry , the Chumash maintained their Datura cult religion, along with the enforced Christianity. For the Chumash, the Earth was made of two enormous snakes that caused earthquakes when they slithered past one another—a vast reptilian tectonics. In the 20th century, long after Blessed Father Fray Junípero Serra and his cohorts had died, when asked by an anthropologist about religious contradictions, conflating the Datura and Christian cults, a Chumash man replied, incredulous: “But these are two different religions.” * When Portolá ordered that if by March 19th, the feast day of St. Joseph, the San Antonio had not arrived in San Diego Bay to relieve them, the Sacred Expedition to Nueva California would be abandoned, Blessed Father Fray Junípero Serra prayed a novena for San José’s intercession. And lo, a lookout sighted the San Antonio ’s sails—what seemed to the priest a miracle—that very Saint’s feast day. Europeans would stay in California, and Blessed Father Fray Junípero Serra would continue to reap a great harvest of souls for the Lord. By the end of mission secularization in 1836—sixty-six years after the San Antonio rescued the Spaniards—Native American populations in California had declined by seventy-three percent. * When Peter the Aleut would not renounce his Eastern Orthodox faith the padre of San Francisco had a toe severed from each foot with each refusal, totaling ten. The native Ohlones employed in this gruesome task—their obsidian chiseled knives tearing through skin and grinding bone—continued as per their orders, and cut off also each of Peter’s fingers (equals a total of twenty refusals). They quartered the martyr, spilled his bowels, as if from bear attack, attack by a bear in the shape of a Catholic. * Blessed Father Fray Junípero Serra absolutely believed that the slow rate of conversion for the native people was due to the influence of the Devil, who had been outraged by the coming of the Catholics to California, this region that he had long held in his dominion. * In his reception speech for the Nobel Prize for Literature, John Steinbeck said, “Man himself has become our greatest hazard and our only hope. So that today, St. John the Apostle may well be paraphrased: In the end is the Word, and the Word is Man—and the Word is with Men.” * In 1602, when Sebastián Vizcaíno and his friars sang mass on Catalina Island, as many as a hundred Pimungans witnessed the rite, asking by signs what it was about. According to Vizcaíno’s records, the Californians marveled not a little at the idea of Heaven and at the image of Jesus crucified. * Vizcaíno was brought to a prairie on Santa Catalina Island where the Pimungans worshipped their sun god. Upon the prairie they had placed an icon, a headless figure with horns protruding from the body, a figure that Vizcaíno predictably described as a demon. The Pimungans urged Vizcaíno not to approach the image of their deity, but he ignored them. He placed his crucifix against the wooden figurine and prayed the Our Father. Vizcaíno told the natives that his prayer was from Heaven, and that their god was the Devil. Vizcaíno held out his crucifix, encouraging the Pimungans to touch it and receive Jesus. He pointed at the sky and indicated Heaven. The Pimungans worshipped a sun deity, so they were impressed with this white man and his description of his god, for their gods seemed to be one and the same. It’s no wonder then that Vizcaíno’s diary reports the natives being pleased with this exchange. “Surely,” the diary says, “they will be converted to our Holy Faith.” * The Miwok women wailed and scratched at their faces when their men consorted with Sir Francis Drake and the other Englishmen who had landed on California’s coast in the summer of 1579. “The blood streaming downe along their brests, besides despoiling the upper parts of their bodies of those single coverings . . .they would with furie cast themselves upon the ground . . . on hard stones, knobby hillocks, stocks of wood, and pricking bushes.” Drake and his men fell themselves to their knees in prayer, their eyes Heavenward, so that the natives might see they prayed to God and they too might worship God then their eyes that had been so blinded by the deceiver might be opened. * Father Fray Antonio de la Ascención—Carmelite friar in Vizcaíno’s party—writes that the Indians of California can “easily and with very little labor be taught our Holy Catholic faith, and that they would receive it well and lovingly.” He calls for two hundred older and honorable soldiers to ensure brotherhood during the conquest, so that peace and love—the best tools to pacify pagans—should reign. The religious, the friar says, should likewise be wise and loving to easily quell animosities between Spaniards and the heathen, and therefore avoid war. The Spaniards should bring with them trinkets—beads, mirrors, knives—to distribute amongst the gentiles, so that they might come to love the Christians, and see “that they are coming to their lands to give them that of which they bring, and not to take away the Indians’ possessions, and may understand that they are seeking the good of their souls.” No women are to accompany the conquest, says Father Fray Antonio, “to avoid offenses to God.” * In 1955 Wallace Stevens admitted himself to St. Francis Hospital in Hartford, Connecticut. There, it’s rumored he converted to Catholicism before dying of stomach cancer, exclaiming to his priest after the baptism, “Now I am in the fold.” Stevens’s late-career poems seem less cynical, more in awe of being and death (read “Metaphor as Degeneration” from The Auroras of Autumn ). He could have chosen from at least three secular hospitals in Hartford at the time. * I was reading Stevens’s Collected Poems when I joined eHarmony and listed that as my “currently reading” book among the “more than twelve” books a year that I would read. I fell in love with my wife when she said, “Are you sending your work out to literary journals?” Prior to this, the first girl I talked to on the phone, when I explained my doctoral exams, said, “So, you’re like, reading Stephen King and stuff?” When I said not exactly she responded defensively: “He must be doing something right, since he makes all that money.” * Mom walked me, my brother, and sister, through the Stations of the Cross. We did this on Ash Wednesdays, or whenever she thought we needed extra God after church. It might’ve happened before church, though that’s unlikely because we were always late. Anyway, it’s easiest to walk the Stations of the Cross when there’s no one else around. To walk the actual Stations means one goes to Jerusalem and walks the Via Dolorosa to the Church of the Holy Sepulchre. So the Stations elsewhere—usually paintings, or low-relief sculptures upon church walls—serve as a kind of virtual Dolorosa. Mom held our hands and started from the rear of Our Lady of Refuge: the First Station. Mom said we should say a prayer at each Station and to think of all the pain Jesus went through so that we could go to Heaven. It was hard to keep thinking about that one thing for so long. My mind went to that Saturday’s little league game, to the donut and chocolate milk (our after-church reward from Castroville Bakery), and as I grew older I thought about girls. When you’re thirteen you can’t not think about the girl’s butt in the pew in front of yours as she kneels and stands to pray throughout mass. * It grew increasingly juvenile to lie awake at night daring myself to utter a simple sentence. Even if I said I didn’t believe in God, wouldn’t He know the truth? He was omniscient, like a narrator. Even the idea of Him as a him ceased making sense. Not only did this come with a budding realization of my paternalistic culture, but due to the simple question of why? If God was everything, everywhere, all knowing, then why would he be a man? There’s that question: If God is a man then God must have a penis, and if so, what for? * The Catholic Church incorporates some modern scientific research into its dogma concerning the formation of the Universe, Solar System, and Earth, as well as evolution. According to Catholic doctrine, in approximately the fifth millennia BCE, humans began to worship the one true God. Those humans were Adam and Eve, though the Church says humans had been around for thousands of years prior to Adam and Eve. The Church claims to be infallible. Every time the Church changes its doctrine it remains infallible. * One Catholic writer, Tom Meagher, writes that “Modernism[—]the idea that we come to our beliefs individually through emotional or personal experiences[—]has crept into our Catholic schools.” * Catholics believe that evil spirits, given power through Original Sin, can imbue ordinary inanimate objects of everyday use. Thus, such objects should be blessed in order to induce in them the desire to serve the good. Such objects are not limited to, but include, “new ships and boats, railways and trains, bridges, fountains, wells, cornmills, limekilns, smelting furnaces, telegrams, steam engines, and machines for providing electricity.” * In The Sound of Music Julie Andrews and Christopher Plummer sing together: “Nothing comes from nothing, nothing ever could...” * To explain competing theories on the very early universe, and pre-verse would be another book. What was the inflaton? Did (mem)branes collide, initiating the Big Bang, as opposed to Lemaître’s primordial atom, a singularity? Without a unified theory there’s gravity hanging out there, fucking everything up. We cannot make sense of the mechanics of the Planck Epoch—0-10-34 seconds into the Universe’s creation—named for Max Planck, who stumbled into the discovery of quantum mechanics in the early twentieth century. * My students often ask if I believe in God, since I espouse evolution, the Big Bang, Science, reject a strictly biblical or creationist theory of the Universe. I tell them that yes, I believe in God, though not the God that they imagine one must believe in. * When questioned regarding the rumor that, before his death, founder of quantum mechanics Max Planck had converted to Catholicism, he replied that he did not believe “in a personal God, let alone a Christian God.” * Physicist and Catholic priest George Lemaître, who formulated the theory and wrote the 1946 book The Primeval Atom Hypothesis , was made a household name by then-detractor Fred Hoyle, who pejoratively referred to the idea as a “Big Bang.” * Suicide is a mortal sin. To end one’s own life one must have despair, which is to lose hope, which is to lose faith, and to disbelieve in God. * Archaeology has uncovered graffiti in all of California’s missions—Indian pictographs inscribed into the adobe, covered with layers of whitewash. Native deities and depictions of cultural practices show that tribespeople never fully gave up their native traditions even after baptism and coming to the missions. Carol Volk. Chicago: U of Chicago P, 1995.1Early on in The New Ecological Order, the French philosopher Luc Ferry characterizes the allure and danger of ecology in the postmodern moment. What separates it from various other issues in the intellectual and political field, he writes, is thatit can call (...) itself a true “world vision,” whereas the decline of political utopias, but also the parcelization of knowledge and the growing “jargonization” of individual scientific disciplines, seemed to forever prohibit any plan for the globalization of thought.... At a time when ethical guide marks are more than ever floating and undetermined, it allows the unhoped-for promise of rootedness to form, an objective rootedness, certain of a new moral ideal.[xx]As we shall see, for Ferry—a staunch liberal humanist in the Kantian if not quite Cartesian tradition—this vision conceals a danger to which contemporary European intellectuals are especially sensitive: not holism, nor even moralism, exactly, but that far more charged and historically freighted thing, totalitarianism. Ferry’s concern is that such “world visions,” incarnated in contemporary environmentalism in movements such as Deep Ecology and ecofeminism, threaten “[o]ur entire democratic culture,” which “since the French Revolution, has been marked, for basic philosophical reasons, by the glorification of uprootedness, or innovation” [xxi]. Ferry’s thesis—it becomes quite explicit in his comparison of environmental legislation under the Third Reich with tenets of Deep Ecology in the book’s second section—is that Deep Ecology and its ilk have moved in to occupy the space left open by the passing of the political imaginaries of fascism and communism, so that denunciations of liberalism (and its corollary in political praxis, reformism) may now be unmasked for what they are: critiques “in the name of nostalgia, or, on the contrary, in that of hope: either the nostalgia for a lost past, for national identity flouted by the culture of rootlessness, or revolutionary hope in a radiant future, in a classless and free society” [xxvi]. To which Ferry responds—literally—“Grow up!” Late in the book, he tells us that we must see through “the adult development of the secular and democratic universe” [137] by rejecting totalizing revolutionary visions of the sort purveyed by Deep Ecology, and by adhering instead to liberal reformism, “the only [End Page 21] position consistent with leaving the world of childhood” [138].Ferry is certainly right to draw our attention to the often uncritical nostalgia and romantic holism of some varieties of environmental thought—problems that have been noted before by critics from points on the map very different politically from Ferry’s avowed liberal humanism. And it is certainly understandable, given the historical context, that he would join a long list of other European intellectuals in pointing out the manifold dangers to democratic society of totalizing moral schemes—dangers often represented for liberal intellectuals like Ferry by the rise of the Greens in European politics. 1 We do well to remember, too (as Fredric Jameson and others have pointed out), that for European intellectuals such as Ferry, liberalism retains, for understandable historical reasons, a viability and a promise about which many American intellectuals are skeptical or even jaded. European intellectuals, conditioned by the experience of fascist authoritarianism and the strong but problematic presence historically of the Communist party in social and intellectual life, may find in liberalism a refreshing and indeed radical democratic openness and dynamism, while American intellectuals, conditioned to the absence of any other major political contenders, have long since grown accustomed to liberalism as the name for that “end of ideology” position which, as Jameson puts it, “can function more effectively after its own death as an ideology, realizing itself in its most traditional form as a commitment to the market system that has become sheer common sense and no longer a political program” [249, my emphasis].But in defending democratic difference, everything hinges, of course, on precisely how such terms are framed and how difference is articulated—an index of which often may be found in how its imagined... The splitting of the Belgian Socialist Party into two autonomous parties for Flanders and Wallonia in 1978 stressed the earlier observed trend to abandon the procedure of internal pre-elections for the purpose of composing the parliamentary candidate-lists.The technique of the so-called party-polls is welt respected in the French speaking socialist party, but almost completely abandoned in Flanders, where it has been replaced by arrondissemental congresses. Besides, members' participation in these polls, if organised, is rather low.

ExtractA few years ago, I, an American, was giving a talk at a political philosophy conference in the United Kingdom. My topic was religion in democratic politics, and I delivered what I thought was a splendid line of argument supporting the idea that religion has at most a highly constrained role to play in democratic politics. The audience was appreciative enough, but during the question and answer session, there emerged the charge that my paper had addressed a uniquely ‘American’ problem, (...) a problem that was not of general significance to political philosophers outside of the United States. I replied that although the political scene in the contemporary United States provides many high-profile examples of the problem I had been addressing, the general problem of religion in politics confronts democracy as such. I then provided some cases from outside America in which the problem shows itself: the public slaying of Theo Van Gough, the controversy surrounding the publication of cartoon representations of Muhammad in Denmark, the reemergence of religiously-affiliated and reactionary political parties throughout Europe, and so on. Organized after an almost complete term of office, but the end of which was marked by the resurgence of the community-linked problems and by the departure of the Ministers of the Volksunie, the parliamentary elections of 24th November 1991 will remain characterized by the punishment inflicted by apart of the voters, not only on the majority's parties, but also on the traditional parties as a whole.The opposition of the dissatisfied voters did not show itself either in a reduced participation to (...) the vote, a rather normal phenomenon in a country where voting is compulsory, or in a rise of the blank and spoilt ba/lot papers. The 1991 figures are, in these respects, very similar to the average figures of the last thirty years.The opposition was first characterized by high variations in the choice of the voters, which dit not, however, exceed the size of the movements noticed at previous elections. The rate of external mobility, as computed by us, is ranked fifth among the 22 levels that have been counted since universal suffrage has been introduced in Belgium. In 1991, this rate was the highest in Brussels, which is traditional, but it was also considerably higher in Flanders than in the Walloon Region, which quite seldom happens.Then, the opposition found expression in a setback for the Jour ruling parties.This set back amounted to about 8% and even 10% if account is taken of the Volksunie which was part of the Government until the very last weeks before the dissolution of the Houses of Parliament. Such a setback for an outgoing majority is not exceptional; a more unusual phenomenon lies in the f act that this decline was not profitable, on the whole, to the third traditional "family", i.e. the Liberals. As a result of this simultaneous setback for the three traditional families, these total only about 70% of the valid votes, which is the worst result of the whole Belgian electoral history.The political formations that are progressing are the Ecologists, on the one hand, and the far-right lists, on the other hand. Ecolo improves its results considerably in the Walloon Region and in Brussels, without however reaching the level obtained at the 1989 European elections, while Agalev only registers a slight progress.On the contrary, the winner of the elections in the Flemish Region, is unquestionablythe Vlaams Blok, as well as the "Rossem" lists that draw some 5% of the angry voters.If the far-left trend has almost disappeared from the Belgian political scene, the far-right parties, on the contrary, are making a breakthrough on it. The current made up by the Vlaams Blok and the openly far-right lists wins a bit less than 8% of the votes in the whole country. It is likely, however, that those who voted for the Vlaams Blok do not all adhere to the far-right ideas, but that some of them are attracted by the Flemish autonomist stands. The real electoral power of the far-right parties can then be assessed at 6 to 7%, which is much more than in 1987, hut does not make a record in comparison with other European countries.The votes of opponents without any clear political orientation, the bulk of which is won by the "Rossem" lists, amount to some 3%, which is new for Belgium.In a country where voting is optional, many of these voters would probably have stayed at home.This being so, and as f ar as these concepts still remain meaningful, the Belgian electoral pendulum shifted some 5% towards the right, at the expense of the left for more than 3% and the centre for a bit less than 2%.As far as the Parliament is concerned, the situation is clear in the Walloon Region and in the French-speaking Community where the Socialist Party, by far the most important party, is almost inevitable. More specifically, if we think Dewey never completely abandoned the idealistic standpoint with its emphasis upon the harmony of self and community realization, that he sought out easy solutions to tough moral problems, we will not regard his work as making an honest attempt (...) even to face these problems. (Coughlan is very sympathetic to Randolph Bourne's criticism of Dewey on this point.) Viewing Dewey in this way, one is tempted to come to Coughlan's conclusion that there is an ambiguity in Dewey's philosophy about how values are created and, moreover, that this conclusion "haunts any philosophy.., that does not allow itself to appeal to some transcendent source" (pp. 161-162). By the time we reach this latter conclusion we have forgotten that the aim of Dewey's moral philosophy is not to point to some transcendent source that tells us what is "right" to do. Indeed, to the extent that we appeal to such a source, we are apt to ignore the existent factors that are responsible for creating the problem. Put another way, Dewey's standpoint requires that we reject the view that one of the parties to a moral conflict is wrong because he holds the wrong moral rule and the other right because he holds to some rule that truly tells us what we "ought" to do. Instead, he maintains that the origin of the conflict is within the situation itself, and the only way out of the conflict (if there is a way out) is to take advantage of or even reconstruct the factors in the situation. Instrumentalism is the position, itself always open to revision and reconstruction on particular points, that the philosopher can offer an interpretation of moral and political problems that makes them more amenable to resolution. The philosopher, unlike the casuist, cannot tell us what to do. He attempts to provide a conception of ourselves and our social situation that will enable us to go about doing. On specific matters, Coughlan uncovers much new and interesting information. To list only a few items: he points to the possible influence of a minister named Newman Smyth on Dewey's short-lived philosophy of "dynamic intuitionalism" as developed toward the end of the important 1884 paper, "The New Psychology." He gives the most complete account so far of Dewey's unsuccessful "Thought News" experiment at Michigan and of the early development of the organic circuit theory. He tells us something of the details of Vermont life that would tend to dispel the simplistic notion that Dewey's interest in democracy was a product of his growing up there. And--most interesting of ail--a fascinating chapter on the early life of Mead and his friend Castle reveals that at one point Mead was so reduced to despair at the prospect of a cold universe governed by the laws of Newtonian physics that he simply rid himself of it by maintaining that space is simply a construction of the optic nerve: "the three dimensions simply rest upon it!" (p. 128). It was a tough time to try to become a successful philosopher. His tendency to speculate about Dewey's motives aside, Coughlan has given us the most complete and carefully worked out treatment of the early years of Dewey's life. DONALD F. The unified analysis of his philosophy drew heavily upon the traditions of historicism, phenomenology, and existentialism. Party cohesion is crucial in parliamentary proceedings, for the strength of parties is determined by it. However high levels of party unanimity, parliamentary party cohesion is under no circumstances to be taken for granted. It is the outcome of a persistent struggle. From a rational choice point of view, the monitoring and sanctioning of recalcitrant MPs by the parliamentary party leadership is the condition sine qua non for party cohesion. Yet, rewards and punishments do not (...) seem the cement that holds parliamentary parties together. Preliminary findings for the Belgian Chamber of Representatives, show that ministerial appointment, committee transfers, nor party list compilation are used systematicallyto this purpose. (shrink)

SUMMARY The research focuses on the three main political parties in Albania, namely Socialist Party, Democratic Party and Socialist Movement for Integration. Its objectives are to measure the Intra-Party Democracy(IPD) in the Albanian political parties and to explore the meaning that party members attach to it. The IPD is understood and broken down into categories and sub-categories so that parties in particular and all interested actors in the field of political parties and democracy could understand, which (...) component of IPD parties are performing better and where they are performing worse. IPD is measured against two dimensions: inclusiveness and decentralization. Inclusiveness denotes the extent to which party members have the right to express their opinions and participate in the decision-making process. With decentralization is understood the process which makes possible the decentralization of the decision-making process from the highest national party level to party sub-national levels and party members. In a decentralized party, subnational party units enjoy a certain level of autonomy from the party in the center. The analysis is based on both primary and secondary data. Content analysis of party statutes particularly focuses on measuring IPD, while focus groups with party members and interviews with high-ranking officials of the political parties are used to explore the meaning that party members have on IPD, as well as validate content analysis findings. The main findings are: -/- Content Analysis of Party Statutes: Parties do have rules that govern their internal life, however these rules need to be improved in order to strengthen IPD. Especially problematic were the provisions for the role of the executive committee and party president, which provide these two institutions, especially the leader of the party with powers that don’t hold him/her accountable to the party members and middle level organs. Furthermore, members were not sufficiently involved in the procedures of candidate nominations for MPs, in the election of the national Executive and Executive Committee and in the election of the Party President. The analysis also finds that voting procedures are not sufficiently at place to allow members express their will and participate in the decision-making process and that members are not or little consulted in terms of programmatic issues. The analysis of the relationship between the national and subnational levels of party organization revealed that the center of the party has accumulated power to the detriment of the subnational units which enjoy little autonomy in the decision-making process. -/- Focus Groups and Interviews: The study finds that party members linked system-level democracy with IPD and that they have a very clear understanding if IPD: what it is and how it could be achieved. They linked IPD with the structure and organization of the party, seeing it as an important instrument that allows for decentralization of power and integration of rank and file into the decision-making process. The party members considered the statute as an important educational political tool and invoked it whenever disputes rose or decisions had to be taken. They linked IPD with the electoral system and considered that closed list proportional was a system that strengthened the power in the hands of the few at the party top executive level and weakened IPD. Finding the factors driving enterprise innovation behavior from multiple dimensions is of great significance for promoting enterprise innovation. Open innovation based on overseas mergers and acquisitions has become one of the main ways for enterprises to obtain knowledge and technology. However, there is still no agreement on whether open innovation based on overseas M&A can promote innovation behavior of enterprises. Based on data from M&A transaction and enterprise patent of China’s Shanghai and Shenzhen A-share listed companies from 2011 (...) to 2018, this study constructs a propensity score matching and difference-in-difference model from the perspective of innovation performance and innovation investment empirically studies the influence of open innovation mode based on overseas M&A on the innovation behavior of enterprises and finds that open innovation based on overseas M&A can significantly promote the innovation performance and innovation investment. Meanwhile dynamic effects test shows this promotion effect is sustainable; it reaches the maximum in the year of overseas M&A and decreases in the next two years. In addition, the impacts are heterogeneous due to enterprise ownership and enterprise technology intensity. The findings extends the scope of understanding innovation behavior of enterprises from overseas M&A and provide solid evidence of significant business implications for the promotion of entrepreneurial innovation. As the restructuration of municipalities could bring along new local political alliances, one would have thought about the possibility of a relevant modification of the political map of Wallonie after the «elections communales» of October 10th, 1976.Some experts had even conceived that the reorganization of the local authority was a manoeuvre of the central government, made in order to neutralize a region in which the «Parti Socialiste Belge» had the majority. Others thought that the national political strategy would prevail.On the (...) contrary, the results of the election have proved, that the «Parti Socialiste Belge» has kept its predominance in Wallonie. The other political parties have kept their position.The national strategy didn't appear neither in the program, nor in the constitution of the voting lists.The national political «variables», haven't brought modifications to the local objectives for which the main reason remains either to keep the power or to make its conquest. Plato, Descartes, Locke, Hume, Peirce, Russell, Paley, Perry, Sagan, Ayer, Chisholm, and Dennett are among the authors I have used. Each week students are responsible for readings and reading questions to be answered out of class or in small in-class groups. Third-party fairness maintenance could win some reputational benefits, and it includes two methods: punishment and compensation. We predicted that the third parties' preference between punishment and compensation are affected by whether they are free to choose between the two methods, and the affection could be interpreted through reputational benefits. The present study includes two sections. In Study 1, the participants acted as fourth parties who were asked to rate the reputations of the third parties who had chosen different response (...) methods to an unfair result of the dictator game. The results showed that there was no reputational difference between the two methods when third parties were not free to choose, but the reputation of compensation was better when third parties were free to choose. In Study 2, the participants acted as third parties. The participants were asked to choose a method to respond to an unfair result of the dictator game. There were two reputational contexts: secret and open. The results showed that when third parties were not free to choose, they had no preference between the two methods under the two reputational contexts, but when third parties were free to choose freely, they prefer punishment under the secret context but prefer compensation under the open context. This study systematically reveals a reputational interaction between fourth and third parties, and verifies the affection of reputational benefits on the third parties' preference between punishment and compensation. Christian List and Philip Pettit argue that some groups qualify as rational agents over and above their members. Examples include churches, commercial corporations, and political parties. According to the theory developed by List and Pettit, these groups qualify as agents because they have beliefs and desires and the capacity to process them and to act on their basis. Moreover, the alleged group agents are said to be rational to a high degree and even to be fit to be held morally (...) responsible. And the group agents under consideration are autonomous, according to the List-Pettit Theory, because their beliefs and desires cannot easily be reduced to the beliefs and desires of the groups’ members. I want to show that we should not accept the List-Pettit Theory, because it implies the absurd claim that instrument-user units, like car-driver units, are rational agents over and above their user-parts, say drivers. The focus of my argument is on whether instrument-user units are autonomous in relation to their user-parts on the List-Pettit Theory. (shrink)

In the continuing discussion and debate over the development of letter-forms in fifth-century Athens, the official casualty lists from the public cemetery have played little part. One of them, however, the so-called ‘Koroneia’ epigram and related fragments , has been used in the argument by H. B. Mattingly, who has assigned it to Delion and claims its tailed rho for the 420s. But, the epigraphical argument aside, it seems to me that in so doing he has ignored two important (...) characteristics of the lists—characteristics that are not apparent from these fragments by themselves but that can be seen from all the inscriptions of this class taken as a group. No summary of our knowledge of these lists has been written for almost 50 years, during which time the number known has almost doubled. In this paper I should like to outline the present state of our knowledge and to give some impressions of them gained from examining all known fragments and preparing them for publication. I wish to stress that these impressions were formed slowly, with no parti pris, no idea of their being used in any debate over letter-forms, but merely with the purpose of understanding as much as possible about the lists as a group. This article investigates the role of television on the structure and organization of political parties in the post – communist Albania. The existing literature on political parties links the structure of mass parties with the written press, and the structure of electoral- professional and cartel parties with the increasing influence of television. The mass party is based on the principle of membership. Among many tasks that members had to carry out, the dissemination of party’s declarations, statements, opinions and (...) ideology, through the distribution of party press is one of the most important. The studies on political parties have observed the emergence of the catch-all, electoral-professional and cartel party, in which the party leaders have substituted the membership organizational network with television, and thus minimized the role of intermediate party organs. In difference from their counterparts in Western Europe, in the new established democracies of post-communist countries, political parties were born in a period characterized by a modern and developed media which was accessible to everyone. Therefore, the immediate access to modern means of communication has distanced the parties from the society since the early phases of their inceptions, without giving them the opportunity and necessity to organize territorially. This article analysed the techniques that have used the Albanian political parties to communicate with their electorate, concluding that in the moment of their creation, television could not serve to the opposition parties as a means of information. That is why they had to rely heavily on the written press and their membership. The opening of some broadcasting channels, after 2000, made possible the access on modern techniques of communication, leading to a minor role of the press and membership. As a result we could say that at the early phase of democratic process, the political parties in Albania shared features of the mass party with a strong territorial penetration, features that started to fade out when television gained a more prominent role in the organization of electoral campaigns by influencing thus a more contemporary western alike model of party organization. While the transnational public sphere has existed in the Arendtian sense at least since the mid-19th century, a new kind of reflexively political global civil society emerged in the late 20th century. However, non-governmental organisations (NGOs), advocacy groups, and networks have limited agendas and legitimacy and, without the support of at least one state, limited means to realise changes. Since 2001, theWorld Social Forum (WSF) has formed a key attempt in forging links and ties of solidarity among diverse actors. Although (...) the WSF may seem a party of opinion when defined negatively against neoliberal globalisation, imperialism, and violence, in more positive ideological terms it remains a rather incoherent collection of diverse actors; while itself defined as a mere open space. There is a quest for new forms of agency such as a world political party. Various historical predecessors of global political parties, real and imagined, provide conceptual resources, useful experiences for envisaging the structure, and function of a possible planetary partyformation. H.G. Wells’s ‘open conspiracy’ is a particularly important future-oriented leftdemocratic vision. Wells believed that only a mass movement of truly committed individuals and groups could have the power to transform the world political organisation, by creating a democratic world commonwealth. Recently, for instance, Michael Hardt and Antonio Negri have formulated similar ideas. I argue that transformative political agency presupposes a shared programme, based on common elements of a wider and deeper world-view, and willingness to engage in processes of collective will-formation in terms of democratic procedures. From this perspective, I outline a possible organisation and some substantial directions for a global political party. The point is also to respond to the criticism of existing parties and cultivate the critical-pluralist ethos of global civil society, but in terms of democratic party-formation. Due to the dissolution of Parliament, election diate had to be advanced. As parties did not dispose of a long time in order to constitute their candidates-lists, their leadership were compelled to abandon all kinds of consultation of their members. They therefore used the technique of indirect vote, by asking the active militant core to approve a test-list of candidates selected by the leadership.

The European People's Party - with its 11 Members in 7 countries - represents, according to the latest legislative elections in the member countries of the EEC, about 40 million voters, and 28 % of the totalEEC electorate. Presenting itself as multi-classis! and open to individual adhesions, it refers also directly to the traditional values of Christian Democracy.Signs of heterogeneity can be seen, however, on three main levels - «ideological», political and economical -, which give the EPP a (...) bipolar aspect : on the one hand, the traditional Christian-Democrat Parties of Italy and the Benelux, all playing a major role in their respective countries, and all backed by strong trade-unions; on the other hand, the German CDU/CSU and the French CDS, less concentrated onconfessional options, and more «right-wing». Between the two, the Fine Gail, only party to have joined the Christian-Democrat Group after the first enlargement.This heterogeneity is, however, compensated by strong pro-European options, which make the EPP the best organized political family on the European level, and enable its leaders to express strong hopes for the election in June. This paper gives a detailed analysis of four seed lists in the journals of John Locke. These lists provide a window into a fascinating open network of botanical exchange in the early 1680s which included two of the leading botanists of the day. Pierre Magnol of Montpellier and Jacob Bobart the Younger of Oxford. The provenance and significance of the lists are assessed in relation to the relevant extant herbaria and plant catalogues from the period. The (...) lists and associated correspondence provide the main evidence for Locke's own important, through modest contribution to early modern botany, a contribution which he would have regarded as a small part of the broader project of constructing a natural history of plants. They also provide a detailed case study of the sort of open and informal network of knowledge exchange in the early modern period that is widely recognised by historians of science, but all too rarely illustrated. The dominant image of courts as agencies of trial and judgment has a long history in the common law world. Yet across that region sponsorship of settlement is now widely identified as the courts’ primary responsibility, transforming them into sites where the profoundly different rationalities that ground negotiated agreement increasingly supersede those of rule-based adjudication. This study examines the work of one English court—the Mayor's and City of London Court—in sponsoring settlement and considers how that role is legitimated on both (...) propositional and symbolic levels. This evolving role raises questions about the Victorian court premises themselves. How are we to regard the now frequently empty courtrooms, designed for trial and judgment and decorated with Gothic elevations linking them symbolically with processes of medieval kingship? Should we simply see this Victorian site of contemporary settlement processes as no more than the quaint residue of a vanished era? Or can these historic features retain potency and relevance at a symbolic level, providing legitimacy for bilateral negotiation rather than the open processes of trial and judgment for which they were originally constructed? Traditional research into values has tended to dichotomise young people into categories of self and other orientations. In the present study values were explored within a contemporary context and analysed into more complex value sets. The sample comprised of 111 girls and 133 boys, aged 11-16 , who responded to four open-ended sentences designed to tap philosophies of life, fears and underlying values. The pleasures in life for girls tended to centre on relationships with family, friends and boys, whereas (...) boys enjoyed activities such as sport. Many desired to win the National Lottery, although they also concurrently held humanistic values. The potential impact of these value sets on development during adolescence is discussed. For these young people, the best things in life are free but, like many adults, they dream of fame and fortune. (shrink)

Nanomedicine is a rapidly growing field in the academic as well as commercial arena. While some had predicted nanomedicine sales to reach $20.1 billion in 2011, the actual growth was much more rapid, with the global nanomedicine market being valued at $53 billion in 2009, and forecast to increase at an annual growth rate of 13.5% to reach more than $100 billion in 2014. In 2006, more than 130 nanotechnology-based drugs and delivery systems had entered preclinical, clinical, or commercial development. (...) The European Medicines Agency reviewed 18 marketing authorization applications for nanomedicines in 2010. In 2011, 22 drugs that had been approved by the FDA, and 87 Phase I and Phase II clinical trials were listed in the U.S. National Institutes of Health data base, www.clinicaltrials.gov. Although the fastest growing areas of nanomedicine are applications in medical imaging and diagnosis using contrast-enhancing agents, most nanomedicine research and commercialization is in the area of cancer drug therapy, including nano gold shells. The first ten years of the autonomous francophone Christian Democratic Party in Belgium has pro and cons.Positive elements are the accession to power of a new generation of leaders, the reorganisation through more participation, clearer relations towards the flemish Christian Democratic Party, an open mind towards an acceptable regionalization, an active role in creating the European Christian Democratic Party and the restructuring of municipal government.Negative elements are the absence of a federal party-structure between PSC and (...) CVP and of a satisfactory state reform, and the missing of a centrist project of handling the economic crisis and of a decentralization in favour of the local powers. (shrink)

Coercion by the recipient of consent renders that consent invalid. But what about when the coercive force comes from a third party, not from the person to whom consent would be proffered? In this paper I analyze how threats from a third party affect consent. I argue that, as with other cases of coercion, we should distinguish threats that render consent invalid from threats whose force is too weak to invalidate consent and threats that are legitimate. Illegitimate controlling (...) third party threats render consent invalid just as they do in two party cases. However, knowing that the consent is invalid is not sufficient to tell the recipient of consent what she may or should do. I argue that when presented with a token of consent from someone whom she thinks is experiencing an illegitimate controlling threat, the recipient may act on that token if and only if doing so represents a reasonable joint decision for her and the victim of coercion. The appropriate action for someone faced with third party coercion therefore depends on the other options open to her and those open to the victim of coercion. (shrink)
