: This article is a humble attempt at highlighting the controversiesregarding the legitimacy of popular resistance or revolutionary movement tobring down Muslim political regime that claimed to be despotic, unjust andeven un-Islamic. Having the fact on the existence of another view by majorityscholars that more inclined towards pacifist ideology which stressed onpolitical stability as a prerequisite to prosperity, the article emphasizes moreon the revolutionary school, while the second shall be highlighted when it isnecessary for comparison. This paper focuses on the relationship of myth with the ancient regime and on the transformation of poetic wisdom into poetic politics. The basic idea of this study claims that the political life in ancient communities was been projected into a mythology, and, in turn, a mythology often legitimizes political life. By reading Plato’s Timaeus and Novalis’ Heinrich von Afterdingen, this study aims to bring out the connection between the ancient and modern political regimes.

We investigate whether enforcement is influenced by politics by comparing the severity of PCAOB sanctions of individual CPAs to the severity of related state-level disciplinary actions imposed by boards of accountancy. Our results provide evidence that when responding to PCAOB sanctions, BOAs under Republican regimes impose less severe penalties than do BOAs under Democratic regimes. Our data and analyses inform the regulatory and enforcement practices of the accounting profession and other professions. Most directly, motivated by improvements in technology (...) that facilitate the cross-jurisdiction practice of public accounting, states have adopted mobility laws where CPAs are only required to be licensed in their state of residence to practice in multiple states. These laws simplify licensing but may complicate enforcement. Beyond generalized red-state, blue-state differences in enforcement, we find that non-resident CPAs receive less severe disciplinary actions. If not reasonably consistent across BOAs, regulators may be unwilling to delegate responsibility for enforcement to another state’s BOA. (shrink)

In the past few decades, much political-philosophical reflection has been dedicated to the realm of "the political." Many of the key figures in contemporary political theory—Jacques Rancière, Alain Badiou, Reinhart Koselleck, Giorgio Agamben, Ernesto Laclau, and Slavoj i ek, among others—have dedicated themselves to explaining power relations, but in many cases they take the concept of the political for granted, as if it were a given, an eternal essence. In An Archaeology of the Political, Elías (...) José Palti argues that the dimension of reality known as the political is not a natural, transhistorical entity. Instead, he claims that the horizon of the political arose in the context of a series of changes that affirmed the power of absolute monarchies in seventeenth-century Europe and was successively reconfigured from this period up to the present. Palti traces this series of redefinitions accompanying alterations in regimes of power, thus describing a genealogy of the concept of the political. Perhaps most important, An Archaeology of the Political brings to theoretical discussions a sound historical perspective, illuminating the complex influences of both theology and secularization on our understanding of the political in the contemporary world. Did Tocqueville treat democracy as a type of society, as a political regime, or in terms of their interactions? This paper argues against the assumption that Tocqueville's concept of this relationship remained constant over his three decades as a theorist. Beginning with his literal acceptance of Guizot's doctrinaire definition of democracy as an état social, Tocqueville then developed an eclectic political sociology. Without rejecting the significance of social organization for politics, he often reverted to Montesquieu's theory of the (...) complex interaction between the social and political. Finally, after the Second Republic's violent end by the coup he had as a statesman sought to prevent, Tocqueville was disgusted by the pseudo-democratic Bonapartist arguments used by the Second Empire's apologists to legitimate it. His final position was that any adequate definition of democracy had to include, not only social equality, but also political liberty and the participation of citizens in a government incorporating a genuine political life. Introduction. The author analyzes the features of the ideological confrontation and conflict between Iranian emigrant communities and the political elites of the Islamic Republic of Iran. The position of Iranian emigration is analyzed in the context of the activity of the Pahlavi dynasty representatives. The purpose of the article is to analyze the ideo- logical confrontation between the two projects of Iranian political identities in contexts of criticism of the clerical regime of Iran by representatives of the Iranian (...) political emigration of Pahlavi dynasty. Methods. Methodologically, the article is based on the principles of analyzing intellectual communities with the elements of the universal method of his- toricism and a comparative approach, which make it possible to identify and systematize the main features of the process of ideological confrontation between the Iranian elites and their critics from the Iranian political monarchist emigration. Scientific novelty of the study. On the one hand, the article analyzes the ideological confrontation between the clerical political regime of Iran and its critics from the communities of monarchical emi- gration as a state of remote or delayed conflict. On the other hand, the author analyzes this ideological controversy as a conflict not between society and power, but between two versions of political power: if the Iranian regime controls the political discourse in the country in fact, then its monarchist oppo- nents in exile attribute to it symbolic legitimacy and continuity with the tradition of Iranian statehood. Results. The main directions and features of criticism of the regime of the Islamic Republic of Iran by Iranian political emigrants of a monarchist orientation are analyzed; features of political ideol- ogy are shown; the forecast of the development of the political activity of the Iranian emigration is presented. Conclusions. The author believes that 1) the mo- narchical Iranian emigration is one of the centers of attraction for emigrants from Iran in Western Europe and North America; 2) the ideologists and theorists of the monarchical emigration are consist- ent critics of the political regime established in Iran in 1979; 3) criticism of the clerical, anti-secular and undemocratic regime of Tehran, its accusations of violating human rights and freedoms in in the cen- tre of the political doctrine of the Iranian emigra- tion; 4) the political ideal of emigration is a secular and democratic Iran, where rights and freedoms are respected, and religious minorities have equal rights with the Shiite Iranian majority. Tourism is one of the socio-economic trends that significantly contributes to the shift of the planetary system into the Anthropocene regime. At the same time, it is also a socio-cultural practice characteristic of the imperial mode of living, or consumerism. Thus, it is a form of commodification of nature, also a way of deepening social inequalities between a privileged minority of the global population and an exploited majority providing services to those whose socio-economic status allows them to travel for fun (...) and commoditised “experience”. This is not an inevitable activity, an activity in which environmental costs (carbon footprint, water footprint, energy consumption, and waste production) are necessary to ensure the basic resources of life. Tourism is therefore a form of luxury consumption. For any tourism model to be, not only, environmentally sustainable but also socially just, or at least acceptable, it would have to be accessible to all people. Ecotourism should also have to meet the criterion of a solidarity mode of living referred to as sufficiency. This is hardly conceivable in the climatic, demographic, and political regime of the Anthropocene. The latter is likely to be characterized by, among other things, mass migration of climate or environmental refugees on the one hand and climate apartheid of the states of the global North on the other. Ecotourism, accessible to an even smaller proportion of the world`s population than the current mass tourism, will thus be more likely to accentuate the social and environmental inequalities of which it is already a significant manifestation. Therefore, the question is whether the concept of ecotourism is not just another manifestation of greenwashing, i.e. an attempt to legitimize economic, social, and cultural activities that devastate the social and environmental environment. Traditionally, political philosophers and theorists (from Plato and Aristotle to Montesquieu) not only systematically distinguished a greater number of political regimes than we are accustomed to distinguish today (identifying several varieties of democracy and non-democracy, according to several normative criteria) but also used these distinctions for specifically evaluative purposes: distinctions among political regimes corresponded to the degree to which a political regime facilitated important values (e.g., the common good, the good life, freedom, etc.). Questions (...) of evaluation often took priority over questions of justification. Contemporary political theory, by contrast, with some exceptions, has mostly operated within the restricted distinction between (liberal) democratic and non-democratic regimes, and has failed to attend to the morally significant differences among "imperfect" or "less justified" political regimes. Questions of justification have mostly taken priority over questions of evaluation. In this paper, I explore the possibilities for constructing an evaluative theory of imperfect (or not fully justified) political regimes. I argue that a political regime is a system for the division of the labor of political decisionmaking that can (and has historically been) evaluated from three different perspectives: the perspective of the decisions made through it, the perspective of the interests promoted and protected through it, and the perspective of its stability in regards to the kinds of characters it fosters and through which it is sustained. Each of these perspectives provides their own criteria for evaluation: the idea of a well-organized regime for the "decisions" perspective, the idea of a public-goods producing regime for the "interests" perspective, and the idea of a "resilient" regime for the stability perspective. Nevertheless, I also show that these criteria are not necessarily congruent with one another, and that a fully justified regime need not be ideal along any of these dimensions. I suggest that this problem is unavoidable insofar as political regimes facilitate the pursuit of more than one central value. (shrink)

The concept of planetary boundaries has also emerged in the context of the debate on the shift of the planetary system from the Holocene to the Anthropocene, which programmatically seeks to formulate a systemic approach to global sustainability. It aims to define the biophysical and biochemical planetary boundaries within which humanity can safely function. The most recent version of this concept programmatically transcends the boundaries of the natural and social sciences by seeking to include the categories of environmental security and (...) justice in the quantification of identified key planetary boundaries. In the intellectual confusion prevailing since the demise of Marxism and “marxism”, the attempt is made to define democracy as a matter of pure procedure, explicitly avoiding and condemning any reference to substantive objectives. It can easily be shown, however, that the idea of a purely procedural “democracy” is incoherent and self-contradictory. No legal system whatsoever and no government can exist in the absence of substantive conditions which cannot be left to chance or to the workings of the “market” but (...) must be posited as objectives of political activity. The confusion results from a deficient understanding of what makes a society and an empty idea of “freedom”. The objective of politics is not happiness, an affair to be left to the individuals, but it certainly is liberty understood as participation in the governance of the polity; it is also the pursuit of the common good, defined as the sum of the prerequisites and facilitations of individual autonomy depending on collective action, and as the realization of commonly agreed collective goals. This Article highlights that when procedural rules are legislated and there is substantial coordination between the executive and legislative branches, procedures with potential structural impact are weighted against alternative means of policymaking and implementation. This makes many Continental law countries, parliamentary countries, and countries governed by solid national majorities with substantial control over elected branches, and in general places where power is less fragmented, less likely to encourage American-style class actions. This is manifested in legislative choices of a private enforcement (...) regime for class actions, which, when allowed, is designed to be subordinate to or to piggyback on the enforcement of preexisting bureaucracies. Why do some Chinese local governments include informal workers in their welfare systems while others exclude them? This article argues that local officials attempt to balance multiple, conflicting, top-down career-evaluation criteria by developing different inclusion mechanisms. The central mandate to build an inclusive welfare regime incentivizes local officials to embrace welfare “outsiders”. However, other top-down policy goals and the locally defined citizenship system disincentivize the full integration of outsiders. Faced with this political dilemma, local officials have strategically incorporated different (...) types of outsiders into their welfare regimes. Their strategies depend on local labor market structures—specifically, the extent to which informal workers overlap with nonlocal workers. This hypothesis is tested using an original data set derived from thirty-one Chinese provinces, covering the period between 2005 and 2015, as well as two rounds of national-level survey data. Findings suggest that recent Chinese welfare expansion has ironically consolidated, even exacerbated, regional inequality. (shrink)

The paper is organized around two major, but closely interconnected goals. First, the paper’s principal aim is to offer a normative theory of political obligations that is based on certain insights of philosophical anarchism, theories of associative obligations and political realism. Second, the paper aims to offer a normative theoretical framework to examine political obligations in contemporary non-democratic contexts that does not vindicate non-democratic regimes and that does not exclude political obligations from the terrain of (...) moral normativity. The theory of political obligations this paper proposes can be briefly summarized as follows: political obligations are duties of compliance with the political authority claims of those who exercise political power. Their primary ground is membership. The mere fact of membership has moral weight in its own right and it is also inseparably embedded into a rich context of moral reasons for action that includes general reasons; ad hoc reasons; regime-specific reasons applying to every subject; and regime-specific offices that attribute specific responsibilities to individuals and groups. This rich context of typical moral reasons plays an important role in deciding what needs to be done, all things considered, with respect to the political authority claims. This account attempts to describe compliance in terms of genuine political obligations and also claims to be a plausible and general account. It does not claim to be a theoretically coherent moral justification for political obligations, however, just a theoretically coherent account of the varied sources and limitations of political obligations. The mounting pressures of the climate -and ecological crisis organising politics under a “new climatic regime” (Latour 2017, 3). The epistemic and affective interference of Holocene collapse (author 2022) mobilises Minority-world liberal and far-right resistance, driving feedbacks that undercut democratic capacities for mitigation and adaptation (IPCC 2022). This paper proposes approaching such resistance through an “ecology of practices” (Stengers 2005, 2010), thereby delineating a shared modern timespace linked to affordances of whiteness. A theory of political corruption must give a plausible descriptive account of what counts as politically corrupt conduct, and a plausible normative account of the reasons why (if any) such conduct is wrongful, and distinctively so. On Ceva and Ferretti's sophisticated descriptive and normative account of corruption if and only if the act is carried out by a public official acting in her capacity as officeholder, and she knowingly acts to ends which are not congruent with the terms of (...) her mandate. By their own admission, Ceva and Ferretti focus for the most part on just, or nearly just, regimes – which include democratic regimes. In this paper, I probe the strength and implications of their account for political corruption in clearly unjust regimes, in which individuals’ basic civil, political and socio-economic rights are routinely and systematically violated. I argue that their account does not straightforwardly apply to these cases, and that their cursory treatment of all-things-considered justified corruption in those regimes exposes a gap in their account of corruption. This paper critically interrogates the usefulness of the concept of violence regimes for social politics, social analysis, and social theory. In the first case, violence regimes address and inform politics and policy, that is, social politics, both around various forms of violence, such as gender-based violence, violence against women, anti-lesbian, gay and transgender violence, intimate partner violence, and more widely in terms of social and related policies and practices on violence and anti-violence. In the second case, violence (...) class='Hi'>regimes assist social analysis of the interconnections of different forms and aspects of violence, and relative autonomy from welfare regimes and gender regimes. Third, the violence regime concept engages a wider range of issues in social theory, including the exclusion of the knowledges of the violated, most obviously, but not only, when the voices and experiences of those killed are unheard. The concept directs attention to assumptions made in social theory as incorporating or neglecting violence. More specifically, it highlights the significance of: social effects beyond agency; autotelic ontology, that is, violence as a means and end in itself, and an inequality in itself; the relations of violence, sociality and social relations; violence and power, and the contested boundary between them; and materiality-discursivity in violence and what is to count as violence. In this article, I will describe the evolution of capital punishment and the influence that ideology had during the founding years of Romania’s communist regime, until 1958, when the legislation and application of capital punishment reached its highest peak. Starting with the punishment of war criminals and fascists, I will then describe how the death penalty was used for political motives in a period when the regime had to consolidate, legitimate and fight different enemies. With ups and downs like (...) The Death Penalty Law of 1949 and the abolitionist attempt in 1956, it reached its climax in 1958-1959 after the enactment of Decree no. 318/1958. (shrink)

While most studies of low-carbon transitions focus on green niche-innovations, this paper shifts attention to the resistance by incumbent regime actors to fundamental change. Drawing on insights from political economy, the paper introduces politics and power into the multi-level perspective. Instrumental, discursive, material and institutional forms of power and resistance are distinguished and illustrated with examples from the UK electricity system. The paper concludes that the resistance and resilience of coal, gas and nuclear production regimes currently negates the (...) benefits from increasing renewables deployment. It further suggests that policymakers and many transition-scholars have too high hopes that ‘green’ innovation will be sufficient to bring about low-carbon transitions. Future agendas in research and policy should therefore pay much more attention to the destabilization and decline of existing fossil fuel regimes. (shrink)

The `co-productions' of science and society have undergone dramatic changes in recent decades. However, contrasts between `Mode 1' and `Mode 2' are not compelling inhistorical terms. This essay will argue that, in fact, they offer too naturalistic and a-political a picture.

The essay reflects in an elegiac mode on a now largely forgotten (or effaced) body of literature from precolonial India regarding the art and business of politics. This body, known as nīti, has classical roots in Sanskrit but came in particular to be popular in peninsular India between the thirteenth and the eighteenth centuries in vernacular languages such as Telugu, Kannada, and Marathi. Secular and this-worldly in orientation, it can be broadly contrasted to the far better known body of texts (...) on dharma, which are concerned to preserve a normative, ritually and religiously sanctioned, order based on strict adherence to caste and gender roles. We first trace the classical roots of the tension between dharma and nīti and then set out how these two bodies of texts came to play distinct and evolving roles in medieval and early modern south India. We argue further that under the early phase of colonial rule, East India Company officials misunderstood the nature of nīti texts and that this has led to a persistently erroneous view of their role and content. We conclude by noting, however, that some astute modern observers of and participants in Indian politics, such as B. R. Ambedkar, have understood the part that nīti might play for the development of a secular language of politics in modern India. (shrink)

This study explores Nietzsche's political education as a means of understanding his wider political thought. Incorporating biographical details of Nietzsche's own education, it outlines the course of political education that Nietzsche recommends as an antidote to the crisis in Western European culture. Heilke begins by examining Nietzsche's formulation of this crisis, especially his conceptions of "Romantic Pessimism," "Socratism," and Christianity. For Nietzsche, only a properly ordered education could resolve the problem of how one can transform a society (...) whose fundamental cultural and political premises one rejects. Through education Nietzsche sought to establish a new political and social system founded upon the principles of tragedy and grounded in the aesthetic tradition of German Romanticism. Nietzsche's Tragic Regime focuses on Nietzsche's political philosophy until his resignation from his post as professor in 1876, with attention also to the later writings. (shrink)

What is the identity of the best regime in Aristotle's Politics? Although there are a few references to the best regime in Book III, the obvious answer is the regime discussed in Books VII and VIII. Aristotle calls it the best regime on numerous occasions and discusses it at great length. Yet, this is not the complete answer. In Book IV Aristotle makes certain curious remarks on the best regime that, on examination, do not fit the best regime of Books (...) VII and VIII. They lead, instead, to the discovery of a systematic, though quiet, teaching on a very different best regime in Book III. The Politics actually contains a complicated yet coherent teaching on two best regimes. Grasping this teaching is key to arriving at a proper understanding of the distinctive character of Aristotle's political thought. (shrink)

This article makes the case that Greece has witnessed a transition from a ‘post-democratic’ condition in the ’90 s and the early 21st century to a regime of ‘post-political biopower’ in 2010–12 that can bid democracy farewell. To adequately theorize this modality of power in a way pertinent to contemporary Greece, the paper takes its bearings from Agamben’s take on biopower, the homo sacer and the endless state of exception. But the analysis fills in Agamben’s theoretical skeleton by drawing (...) on Naomi Klein’s account of the ‘Shock Doctrine’, which captures a particular technique of biopower deployed by neoliberal hegemony, Deleuze’s insights about the ‘society of control’ and Lazzarato’s elaborations of these insights with reference to the ‘indebted man’, which can shed light on the political implications of the Greek debt crisis. Yet popular responses, initiatives and electoral politics, as well as the intricacies of dominant power relations, upset any monolithic and quasi-totalitarian account of sovereign rule, disclosing cracks, imbalances and dispersion in its edifice. Money performs its economic functions best when its value remains stable over time. This Article explores how that desideratum was achieved, or not achieved, under five identifiable monetary regimes in economic history. Transitions from one regime to another resulted from the demands of economic growth, which some regimes met better than others. The modern fiat money regime is optimal in most economic respects. Whatever amount of money needed to accommodate growth can be supplied at minimal costs. But (...) class='Hi'>political control over money creation can be used to increase the short-term control over economic resources of those in power and their constituents. When such debasements of money have occurred, the political economy of every regime interfered with achieving optimal long-term economic outcomes by unleashing inflation. El presente artículo se propone indagar los problemas que hacen al déficit de legitimidad de lo que ha dado en llamarse la "justicia política", esto es, las respuestas judiciales frente a herencias de criminalidad política. Sugerimos que se trata de problemas estructurales que están en los límites de lo jurídico y que, por tanto, no constituyen una falla del sistema judicial en sí mismo. Con ese fin, sobre la base de los análisis realizados por Danilo Zolo y Hannah Arendt, examinamos (...) problemas estructurales en tres niveles: en la imparcialidad e independencia del tribunal, en el respeto de los principios, las normas y los procedimientos del derecho, y en el requisito de un elemento subjetivo para atribuir la responsabilidad penal de un crimen. Le propos de notre article est celui de s'interroger sur les problèmes qui produisent un déficit de légitimité en ce qu'on a appelé la " justice politique ", c'est-à-dire, les réponses judiciaires qu'on donne au legs de criminalité politique. Nous suggérons qu'il s'agit de problèmes structurels qui se situent à la limite du juridique et qui, par conséquent, ne constituent pas une faille du système juridique lui-même. Dans ce but, et sur la base des analyses réalisées par Danilo Zolo et Hannah Arendt, nous examinons trois types des problèmes : ceux qui tiennent à l'impartialité et à l'indépendance du tribunal, ceux concernant le respect des principes, normes et procédures du droit, et celui lié a l'exigence d'un élément subjectif dans l'attribution de la responsabilité pénale d'un crime. This article examines the excitement that Adam Smith's Theory of Moral Sentiments generated in France during the French Revolution, focusing particularly on the writings of political theorists, participants and commentators such as the abbé Sieyès, Pierre-Louis Rœderer, the Marquis de Condorcet and Sophie de Grouchy Condorcet, who were dismayed at their political opponents’ use of Rousseau, and looked to Smith for an understanding of the passions that was compatible with democratic sovereignty and representative government. This article is devoted to the study of the nature of the influence of elections on the risks of revolutionary destabilization. The authors study different approaches to estimating the probability of revolutionary events in an election year. Different types of revolutionary events are distinguished within the framework of the level of political violence. The primary reasons for the activation of the politically active part of the population, both in autocracies and in transitional political regimes, are identified, including (...) the factionalization of elites, the activation of "sleeping" institutions, the growth of political competence among individuals, the consolidation of the prodemocratic opposition and its institutionalization, electoral fraud and other manifestations of unfair political competition, greater emotional involvement of the population in political processes, and so on. The findings support the conclusion that elections promote peaceful revolutionary episodes and reduce the likelihood of armed uprisings. The novelty of the study lies in the fact that the influence of elections on the risks of revolutionary destabilization is considered in the regime context. The authors explore how elections affect violent or non-violent revolutionary actions in certain political regimes, according to Jack A. Goldstone's typology (full autocracies, partial autocracies, factional democracies, partial democracies and full democracies). The authors conclude that holding elections reduces the risks of armed revolutionary destabilization in all types of regimes, except for factional democracies. On the other hand, unarmed revolutionary action is more likely in an election year - in all regime types except full democracies. At the same time, holding elections primarily increases the risks of unarmed revolutionary uprisings in intermediate regimes / anocracies. However, even among anocracies, factional democracies stand out, where in the election year the risks of unarmed (as well as armed) revolutionary episodes increase significantly more than in partial autocracies and in partial non-factional democracies. At the same time, for consolidated democracies, holding elections is a factor that inhibits rather than provokes revolutionary destabilization. In full autocracies, the risk of unarmed revolutionary action increases in an election year, but not as much as in intermediate regimes. (shrink)

Extant research on political corporate social responsibility (PCSR) has not yet addressed how the populist turn impacts PCSR theory and practice. This conceptual article analyzes how populism influences PCSR across a range of political environments. We draw on signaling and screening theories to develop a conceptual model that advances PCSR literature by proposing an information-centric approach. We highlight the necessity of high-quality information as an enabling condition for effective PCSR-related decision-making, and our model explains how the depreciation of (...) information transparency under populism impacts PCSR strategy. We thus contribute to PCSR literature with a new information-based theorization by showing how PCSR depends on the political environment and by enhancing our understanding of the role of the state in the development of PCSR strategies.
