A purely theoretical analysis of Martha Nussbaum’s basis of the capabilities approach in feminist (rather than more broadly liberal humanist) justice yields a philosophical project that may appear inconsistent, if not incoherent. However, I suggest in this paper that when the reader considers the project’s very concrete aims, there surfaces an intelligible reason for the apparent incongruities between her feminist and liberal commitments. Since even a capabilities approach rooted in feminist justice is itself radical and must win political support in (...) order to be implemented, I suggest that Nussbaum’s basis of the approach in feminist justice can perhaps be understood as a canny attempt to win support for her project on politically popular grounds, using the rhetoric of sex and social justice that has already been embraced by current economic powers. Once arguments based on morally irrelevant differences between sexes are politically endorsed, it will perhaps be easier to argue for the directly parallel moral irrelevance of differences based on accident of birth into the underdeveloped world. This book examines the lasting influence of the academic culture wars of the late 20th century on the humanities and progressive politics, and what to make now of those furious debates over postmodernism, multiculturalism, relativism, critical theory, deconstruction, post-structuralism, and so on. In an effort to arrive at a fair judgment on that question, the book reaches for an understanding of postmodern theorists by way of two genres they despised; and hopes, for that reason, to do them justice. The story, in its telling, justifies two basic claims: first, that the phenomenological/hermeneutical tradition is the most suitable source of theory for a humanism that aspires to be truly universal; and, second, that the ethical and political aspect of the human condition is authentically accessible only through narrative. ABSTRACT What has made progressives—self-styled champions of the people—the principal targets of populist resentment in contemporary politics? Perhaps it is progressives’ ambivalence about democracy, not merely the racist, sexist and nationalist passions that progressives prefer to blame. Indeed, one of the reasons that progressives find themselves under attack as out-of-touch elitists may be that they are out of touch with the nature and extent of their elitism. So long as progressives remain committed to enlightening the people as well as (...) empowering them, to bringing about social improvement as well as social justice, they are bound to express some discomfort with democracy, no matter how sincerely they may praise it. If they want to mount a more effective response to the populist challenge to progressive politics, then, they need first to acknowledge and address the sources of their ambivalence about democracy. The International Panel on Social Progress is an independent association of top research scholars with the goal of assessing methods for improving the main institutions of modern societies. The IPSP has produced a report consisting of twenty-two chapters in three volumes that distills the research of these scholars and outlines what the best social science has to say about positive social change. The promotion of conservation agriculture for smallholders in sub-Saharan Africa is subject to ongoing scholarly and public debate regarding the evidence-base and the agenda-setting power of involved stakeholders. We undertake a political analysis of CA in Zambia that combines a qualitative case study of a flagship CA initiative with a quantitative analysis of a nationally representative dataset on agricultural practices. This analysis moves from an investigation of the knowledge politics to a study of how the political agendas of the (...) actors involved are shaping agrarian practices. From its initial focus on CA as soil conservation and sustainable agriculture, the framing of the initiative has evolved to accommodate shifting trends in the policy arena. In tandem with the increased focus on climate adaptation, we see an increased emphasis on private sector-led modernisation. The initiative has shifted its target group from the poorest smallholders to prospective commercial farmers, and has forged connections between its farmer-to-farmer extension network and private input suppliers and service providers. The link between CA and input intensification is reflected in national statistics as a significantly higher usage of herbicides, pesticides and mineral fertilizer on fields under CA tillage compared to other fields. We argue that the environmental and participation agendas are used to buttress CA as an environmentally and socially sustainable agricultural development strategy, while the prevailing practice is the result of a common vision for a private sector-led agricultural development shared between the implementing organisation, the donor and international organisations promoting a new green revolution in Africa. This article has an analytical and a constructive aim. The former consists in providing a taxonomy of the different ways progress can be defined, according to two variables: whether progress is conceived of in either a teleological or a processual way, and whether it relies on either a realist or a moralist approach to political normativity. After laying out the four resulting combinations, I proceed with the critical aim. This consists in proposing an argument for how political progress should be (...) conceived of. To do so, I first show that some teleological accounts of progress paradoxically risk being conservative, while processual ones are politically progressive and should therefore be privileged over the former. Second, and relatedly, I shed light on which are the standards for a genuinely progressive notion of political progress. Finally, I argue that a processual realist notion of political progress is more able than the rival conceptions to comply with these standards. (shrink)

The proliferation of multistakeholder initiatives (MSIs) over the past years has sparked an intense debate on the political role of corporations in the governance of global business conduct. To gain a better understanding of corporate political behavior in multistakeholder governance, this article investigates how firms construct a political identity when participating in MSIs. Based on an in-depth case study of the Accord on Fire and Building Safety in Bangladesh—an MSI established after the collapse of the Rana Plaza garment factory complex (...) in 2013 to improve working conditions in the Bangladeshi garment industry—we introduce the construct of a political CSR (corporate social responsibility) identity (PCSRI) and explore how firms construct their PCSRIs in MSIs. Employing a qualitative, inductive theory-building method, we analyze interviews and archival data to develop a framework that elucidates how companies construct their PCSRIs within a continuum ranging from conservative to progressive. We show that constructing a PCSRI involves enacting specific, yet interrelated, political strategies that are themselves shaped by several forces over time. This article contributes to the literature by providing a political perspective on organizational identity construction that extends the emerging integrative perspective in political corporate social responsibility (PCSR) research. We suggest that MSIs should be conceptualized as inherently political governance mechanisms that are driven by multidirectional and dynamic political processes of identity construction. Our study shows that corporate political engagement in MSIs is a more nuanced and complex phenomenon than presently theorized. (shrink)

In the 18th century Adam Smith argued that in a commercial society based on the division of labour, a rising standard of living for all was possible and desirable. At the same time Smith regretted that a preoccupation with material goods and social status had displaced a more expansive notion of human nature. This tension is a recurrent theme in European social thought. It underlies the social vision of the architects of postwar reconstruction and the welfare state in Australia after (...) the Second World War as it is presented in the writings of Herbert Cole Coombs. Coombs worked to achieve a rising standard of living for ordinary Australians but believed that both living standards and human development could best be achieved through publicly funded services rather than private consumption. Unlike Smith, whose moral philosophy sees human nature as a reflection of God’s nature, Coombs’s social vision was thoroughly secular. This study explores how, in the absence of a religious justification, Coombs formulated the conviction that a life bounded by the aspirations to own a house, a car and the consumer durables that were beginning to be available to ordinary people - in other words to be a ‘good provider’ - lacks an essential element of what it means to be fully human. In this article, we argue that a progressive approach to normative political theorizing should incorporate a conception of meaningful political change that is nonutopian (it conceives of advancements as gradual stages), large-scale (it involves the largest possible numbers of organized and unorganized social movements), and democratically emancipatory (it displays a commitment to breaking down the barriers that prevent individuals from feeling responsible for the direction of society). Bearing this in mind, such an approach should be organized around a cooperative (...) effort between theorists and agents of change and should be oriented toward the collective construction of large-scale actionable proposals for social and political change here and now. This dissertation defends the place of representation in music. Music’s status as a representational art has been hotly debated since the War of the Romantics, which pitted the Weimar progressives (Liszt, Wagner, &co.) against the Leipzig conservatives (the Schumanns, Brahms, &co.) in an intellectual struggle for what each side took to be the very future of music as an art. I side with the progressives, and argue that music can be and often is a representational medium. Correspondence (or resemblance) theories (...) of representation, such as the one I offer, have been much maligned in philosophy since the 1960s. Most theories assimilate representation under “meaning,” which has usually been thought to belong primarily to language. As a result, representational content has been taken to be purely conventional in the way that sentential meaning is. People want to know what music “means,” and these theories interpret this as “what does it refer to?” or “what propositions does it express?” I argue that propositional communication is only one (small) part of the issue. Once we overcome the bias of conceiving of musical works as essentially linguistic items, speech acts (performed) or sentence tokens (written), we can begin to take music on its own terms to discover how it represents—one way in which it “means.” The first step is to “naturalize” music’s representational content. Influenced by recent discussions in the philosophies of mind and science, I argue in Chapter 1 that composers represent extra-musical objects, events, and states of affairs through their works by exploiting antecedent relations (such as similarities in pitch, timbre, and structure) in order to secure reference to them. In Chapter 2, I survey and respond to the main challenges that those skeptical of music’s representational possibilities would raise against my theory of musical representation. In Chapter 3, I explore a number of ways through which music has been claimed to represent in order to show how my theory accounts for these diverse phenomena better than its conventionalist rivals, both in terms of the metaphysics and the epistemology. Chapter 4 extends this discussion by offering an account of how we perceive, understand, appreciate, and interpret sophisticated musical representations. I conclude by teasing out some of my theory’s implications and suggesting areas for further research. (shrink)

By the late 1920s in Europe new art directions were regarded as already completed phenomena, a part of “avant-garde tradition.” Such views were expressed by Jean Arp and El Lissitzky’s in their book Kuntismen, and by Amédée Ozenfant’s in Art. Bilan des arts modernes en France. Similar opinions were also voiced by Jan Brzękowski, a Polish poet and critic, who regarded this time as a period of “establishing certain values” rather than new breakthroughs. In this article I discuss Brzękowski’s strategies (...) as a spokesman of modern art, an intermediary between the Parisian artworld and Polish avant-garde, an author connected with constructivism, and also with surrealist circles in Paris. My main focus is his magazine “Sztuka Współczesna – L’Art Contemporain” and his series of articles “Mileages,” in which he summarizes the developments of modern art. Conscious of the “wearing up” of avant-garde ideas and critical about seeking “novelty” for its own sake, Brzękowski tried to establish a progressive position based on the idea of formal discipline and creative construction. While rejecting a mimetic conception of art, he argued for abstract artistic form that would be “anchored to the bottom of life,” thus emphasizing the interplay of abstract and figurative elements and their dialectic. Liberal thinkers of the eighteenth and nineteenth centuries were alert to the political costs and human cruelties involved in European colonialism, but they also thought that European expansion held out progressive possibilities. In Progress, Pluralism, and Politics David Williams examines the colonial and anti-colonial arguments of Adam Smith, Immanuel Kant, Jeremy Bentham, and L.T. Hobhouse. Williams locates their ambivalent attitude towards European conquest and colonial rule in a set of tensions between the impact of colonialism on European states, (...) the possibilities of progress in distant and diverse places, and the relationship between universalism and cultural pluralism. In so doing he reveals some of the central ambiguities that characterize the ways that liberal thought has dealt with the reality of an illiberal world. Of particular importance are appeals to various forms of universal history, attempts to mediate between the claims of identity and the reality of difference, and the different ways of thinking about the achievement of liberal goods in other places. Pointing to key elements in still ongoing debates within liberal states about how they should relate to illiberal places, Progress, Pluralism, and Politics enriches the discussion on political thought and the relationship between liberalism and colonialism. This paper considers Western Australia (WA) as a sign, comparing what it meant during the America’s Cup campaign of 1986–7, when world media attention was focused on the state, with what it represents 30 years later. In the 1980s, it is argued (Part I), WA was hard to represent at all, with natural, governmental and social horrors bespeaking a place unable to signify itself. These realities had to be ‘forgotten’ if a ‘politics of euphoria’ suitable to the Cup festival (...) – and to the mood of credit-fuelled capitalist deregulation – was to prevail. The media, popular culture and tourism were on hand for that task. They far outstripped official efforts to represent WA as a symbol of mobility, globalization and the progressive development of state and capital, arm in arm. Returning after a generation (Part II), it seems clear that the state apparatus is motivated by a will to control, but that the same horrors attend the lives and deaths of first-nation citizens. What has changed is that policy has shifted from deregulation to privatization, which means an authoritarian state leaves both development and social justice to individuals. The progressive individualism of the ‘WA Inc.’ era has given way to what might be called ‘tradie individualism’ – signalling sociality with a boat of one’s own, a funny car rego or a coin in the charity donation box. Now, if you want to express euphoria, then you must paddle your own canoe. (shrink)

Are we witnessing progress or regress in the recent increasing popularity and electoral success of populist politicians and parties in consolidated democratic nations? ... Is the innovative use of popular referendum in Great Britain to settle fundamental constitutional questions a progressive or regressive innovation? ... Similarly, is the increasing use of constituent assemblies to change constitutions across the world evidence of progress in democratic constitutionalism, or, a worryingly regressive change back toward unmediated popular majoritarianism? ... This paper reflects on (...) some of the perils and promise of framing such questions with the conceptual couplet of progress and regress. It considers four compelling critiques of the use of ‘progress’ and its cognates in sociopolitical theory, as well as arguing that such concepts are nevertheless ineliminable for our normative theories. The paper concludes by suggesting that we can avoid the most serious problems by employing only conceptions of political progress and regress that are piecemeal, pragmatic, and processual. (shrink)

While there had been much radical thought before John Stuart Mill, Joseph Persky argues it was Mill, as he moved to the left, who provided the radical wing of liberalism with its first serious analytical foundation, a political economy of progress that still echoes today. A rereading of Mill's mature work suggests his theoretical understanding of accumulation led him to see laissez-faire capitalism as a transitional system. Deeply committed to the egalitarian precepts of the Enlightenment, Mill advocated gradualism and rejected (...) revolutionary expropriation on utilitarian grounds: gradualism, not expropriation, promised meaningful long-term gains for the working classes. He endorsed laissez-faire capitalism because his theory of accumulation saw that system approaching a stationary state characterized by a great reduction in inequality and an expansion of cooperative production. These tendencies, in combination with an aggressive reform agenda made possible by the extension of the franchise, promised to provide a material base for social progress and individual development.The Political Economy of Progress goes on to claim that Mill's radical political economy anticipated more than a little of Marx's analysis of capitalism and laid a foundation for the work of Fabians and other gradualist radicals in the 20th century. More recently, modern philosophic radicals, such as Rawls, have deep links to this Millean political economy. These links are still worthy of development. In particular, a politically meaningful acceptance of Rawls's radical liberalism waits on a movement capable of re-engineering the workplace in a manner consistent with Mill's endorsement of worker management. The Rhetorical Presidency places great importance on the transformative power of political ideas. For Tulis, Progressive ideas informed the rhetorical practices of Theodore Roosevelt and Woodrow Wilson—practices that reconstituted the American presidency. They did so, in part, by trading on the ambiguous nature of the concept of “publicity”—which at once evoked liberal ideals of public deliberation and transparency, and modern practices of manipulative communication. In the United States, big government was a child of the Progressive Era. Much recent work in American history, especially that of the ?organizational? school, shows that big business played an active, perhaps dominant, role in the Progressive Era push for big government. This work undercuts an older, liberal interpretation emphasizing conflict between business and government. But why big business pushed for big government is still unclear. This paper advances the hypothesis that the push did result from a (...) conflict between business and government, namely, a conflict between big business and state government in the late nineteenth century. As the power and influence of big business grew, it saw big government at the federal level as the solution to many of its problems resulting from the conflict with state government. (shrink)
