Background Regionalised models of health care delivery have important implications for people with disabilities and chronic illnesses yet the ethical issues surrounding disability and regionalisation have not yet been explored. Although there is ethics-related research into disability and chronic illness, studies of regionalisation experiences, and research directed at improving health systems for these patient populations, to our knowledge these streams of research have not been brought together. Using the Canadian province of Ontario as a case study, we address (...) this gap by examining the ethics of regionalisation and the implications for people with disabilities and chronic illnesses. The critical success factors we provide have broad applicability for guiding and/or evaluating new and existing regionalised health care strategies. Discussion Ontario is in the process of implementing fourteen Local Health Integration Networks (LHINs). The implementation of the LHINs provides a rare opportunity to address systematically the unmet diverse care needs of people with disabilities and chronic illnesses. The core of this paper provides a series of composite case vignettes illustrating integration opportunities relevant to these populations, namely: (i) rehabilitation and services for people with disabilities; (ii) chronic illness and cancer care; (iii) senior's health; (iv) community support services; (v) children's health; (vi) health promotion; and (vii) mental health and addiction services. For each vignette, we interpret the governing principles developed by the LHINs – equitable access based on patient need, preserving patient choice, responsiveness to local population health needs, shared accountability and patient-centred care – and describe how they apply. We then offer critical success factors to guide the LHINs in upholding these principles in response to the needs of people with disabilities and chronic illnesses. Summary This paper aims to bridge an important gap in the literature by examining the ethics of a new regionalisation strategy with a focus on the implications for people with disabilities and chronic illnesses across multiple sites of care. While Ontario is used as a case study to contextualize our discussion, the issues we identify, the ethical principles we apply, and the critical success factors we provide have broader applicability for guiding and evaluating the development of – or revisions to – a regionalised health care strategy. The aim of this paper is to consider the vicissitudes of “area studies” from the Second World War to the present focusing eventually on the normative imperative to develop a new paradigm of “planetary thinking.” First an overview of the history of “area studies” will be given from the start in the U.S. during the Second World War in response to the geostrategic imperative for America to know its new geopolitical responsibilities in a world divided by war. This security imperative (...) morphed into the postwar requisite to develop a counterhegemonic strategy against soviet communism in the hot spot parts of Asia, Latin American, and later Africa. The latter military-oriented strategy was added to with research into development and modernization in the third-world through to the boundary displacement of areas studies at the end of the Cold War into the current era of globalization. At this very historical moment of transition a new rationale for area studies emerged in the form of a geoeconomic imperative – both in the U.S. and, with a different gloss, in South Korea in the late 1990s. Second, on the basis of this historical apercu, the argument will be proposed that, given the problem of global warming and the issue‐area of global inequality lurking behind the United Nation’s Millennium Development Goals, a pressing contemporary task for philosophy is to make a critical contribution to developing a new planetary perspective for area studies informed by a constitutive philosophical anthropology attendant to the species being of human beings. In recent years, inverse spectra were investigated with imaging optics and a quantitative description with radiometric units was suggested. It could be shown that inverse spectra complement each other additively to a constant intensity level. Since optical intensity in radiometric units is a power area density, it can be expected that energy densities of inverse spectra also fulfill an inversion equation and complement each other. In this contribution we report findings on a measurement of the power area density of inverse (...) spectra for the near ultraviolet, visible and the infrared spectral range. They show the existence of corresponding spectral regions ultra-yellow and infra-cyan in the inverted spectrum and thereby present additional experimental evidence for equivalence of inverse spectra beyond the visible range. The constraint-handling methods using multiobjective techniques in evolutionary algorithms have drawn increasing attention from researchers. This paper proposes an efficient conical area differential evolution algorithm, which employs biased decomposition and dual populations for constrained optimization by borrowing the idea of cone decomposition for multiobjective optimization. In this approach, a conical subpopulation and a feasible subpopulation are designed to search for the global feasible optimum, along the Pareto front and the feasible segment, respectively, in a cooperative way. In particular, the conical (...) subpopulation aims to efficiently construct and utilize the Pareto front through a biased cone decomposition strategy and conical area indicator. Neighbors in the conical subpopulation are fully exploited to assist each other to find the global feasible optimum. Afterwards, the feasible subpopulation is ranked and updated according to a tolerance-based rule to heighten its diversity in the early stage of evolution. Experimental results on 24 benchmark test cases reveal that CADE is capable of resolving the constrained optimization problems more efficiently as well as producing solutions that are significantly competitive with other popular approaches. Research Ethics, Volume 18, Issue 1, Page 24-38, January 2022. Are social science, cross-border research projects, where recruitment and data collection are carried out remotely, required to follow similar ethical and data-sharing procedures as ‘on-the-ground’ studies that use traditional means of recruitment and participant engagement? This article reflects on our experience of dealing with this question when we had to switch to online data collection due to the restrictions posed by the COVID-19 pandemic, such as the inability to travel or (...) work in person with local communities and collaborators. Using social media platforms and online data collection when conducting research brings many advantages, such as being able to communicate remotely but directly with gatekeepers and collaborators, and in reaching potential participants on a global scale. However, neither the guidelines and advice for conducting ethically sound internet-based research, nor the academic literature focussed on building equitable research partnerships between the Global North and the Global South, offer much information regarding the ethical concerns, or address the grey areas, posed by this type of digital and distanced transnational research. In our experience, conducting research remotely made negotiations of access very challenging due to the politics of positionality between Global North and South researchers, lack of clarity on ethical processes and perceptions of gatekeepers who we could not meet in person. We hope the reflections on, and discussion of, our experience encourage deliberation on the present ethical challenges posed by online and social-media-disseminated data collection, particularly in cross-border circumstances. A comparative fMRI study by Peeters et al. (2009) provided evidence that a specific sector of left inferior parietal lobule is devoted to tool use in humans, but not in monkeys. We propose that this area represents the neural substrate of the human capacity to understand tool use by using causal reasoning.

This article proposes a geostatistical solution for area-to-point spatial prediction (downscaling) taking into account boundary effects. Such effects are often poorly considered in downscaling, even though they often have significant impact on the results. The geostatistical approach proposed in this article considers two types of boundary conditions (BC), that is, a Dirichlet-type condition and a Neumann-type condition, while satisfying several critical issues in downscaling: the coherence of predictions, the explicit consideration of support differences, and the assessment of uncertainty regarding the (...) point predictions. An updating algorithm is used to reduce the computational cost of area-to-point prediction under a given BC. In a case study, area-to-point prediction under a Dirichlet-type BC and a Neumann-type BC is illustrated using simulated data, and the resulting predictions and error variances are compared with those obtained without considering such conditions. An area agency on aging is a public or private nonprofit organization designated by the state to address the needs and concerns of all older persons at the regional and local levels in the United States 2019). AAAs have a successful history of developing, coordinating, and implementing comprehensive networks of services and programs that enrich communities and the lives of older adults. A variety of relations widely invoked by philosophers—composition, constitution, realization, micro-basing, emergence, and many others—are species of what I call ‘building relations’. I argue that they are conceptually intertwined, articulate what it takes for a relation to count as a building relation, and argue that—contra appearances—it is an open possibility that these relations are all determinates of a common determinable, or even that there is really only one building relation.

In this article I raise empirical challenges for the claim tha area MT/V5 is the neural correlate for visual experience as of motion (Block 2005). In particular, I focus on the claim that there is matching content between area MT, on one hand, and visual experience as of motion, on the other hand (Chalmers 2000, Block 2007). I survey two lines of empirical evidence which challenge the claim of matching content in area MT. The first line of evidence covers new (...) results in neuroscience which emphasize the ongoing dynamics in cortical activity. The second line of evidence focuses on results regarding area MT in particular (Maier et al. 2007 and Cohen and Newsome 2008). Together, the empirical results indicate that neural processing is context sensitive in a way that challenges the attribution of content to local areas of cortex, to area MT in particular. In the final part of the article I explore alternative approaches and discuss remaining issues. (shrink)

Explanations of how psychological capacities are carried out often invoke functional brain areas. I argue that such explanations cannot succeed. Psychological capacities are carried out by identifiable entities and their activities in the brain, but functional brain areas are not the relevant entities. I proceed by assuming that if functional brain areas did carry out psychological capacities, then these brain areas could be included in descriptions of mechanisms. And if functional brain areas participate in mechanisms, (...) then they must engage in activities. A number of ways in which we might understand the claim that functional brain areas engage in activities are examined. None are successful, and so one conclusion is that functional brain areas do not participate in mechanisms. Consequently, they are not the entities that carry out psychological capacities. (shrink)

The message of this article is that nothing is certain and, at the same time, we can observe a flow of events from one cause to another that form our interest in protected areas, their use as conservation tools and their threats. If we want conservation methods to be effective and protected areas to be a cornerstone of the strategy, it will continually require both understanding and influencing human values, prioritising and making appropriate decisions about their expansion. It (...) is possible that some trends we know will continue, while other changes in values, economy, politics, demography and climate will shape the future of protected areas. Ignoring the elements of the economy is unlikely to benefit protected areas, so protected areas can be seen as a humanitarian way to economically exploit the environment. (shrink)

There is ongoing debate about whether number is perceived directly. Clarke and Beck suggest that what plagues this debate is a lack of shared understanding about what it means to perceive number in the first place. I agree. I argue that the perception of number is held to a different standard than, say, the perception of objecthood; considering this, I explore what it might mean for the number system to represent rational numbers.

Big Data and Artificial Intelligence have a symbiotic relationship. Artificial Intelligence needs to be trained on Big Data to be accurate, and Big Data's value is largely realized through its use by Artificial Intelligence. As a result, Big Data and Artificial Intelligence practices are tightly intertwined in real life settings, as are their impacts on society. Unethical uses of Artificial Intelligence are therefore a Big Data problem, at least to some degree. Efforts to address this problem have been dominated by (...) the documentation of Ethical Artificial Intelligence principles and the creation of technical tools that address specific aspects of those principles. However, there is mounting evidence that Ethical Artificial Intelligence principles and technical tools have little impact on the Artificial Intelligence that is created in practice, sometimes in very public ways. The goal of this commentary is to highlight four interconnected areas society can invest in to close this Ethical Artificial Intelligence publication-to-practice gap, maximizing the positive impact Artificial Intelligence and Big Data have on society. For Ethical Artificial Intelligence to become a reality, I argue that these areas need to be addressed holistically in a way that acknowledges their interdependencies. Progress will require iteration, compromise, and transdisciplinary collaboration, but the result of our investments will be the realization of Artificial Intelligence's and Big Data's tremendous potential for social good, in practice rather than in just our hopes and aspirations. Many authors assume that Broca's area subserves the functions that are lost in patients with Broca's aphasia. This commentary attempts to clarify the relationship between Broca's area and Broca's aphasia and suggests that statements about the neurology of patients' specific language functions might be better supported by their individual structural neuroimaging data.

This article addresses a project by Bernard Lassus, a celebrated French landscape architect, for a rest area on a highway outside Nimes, France. Using this project as a lens, it asks whether a tourist can approach any sense of Heidegger’s concept of dwelling. It goes on to inquire about fresh visions of places, citing familiar modernist approaches and postmodern ones advocated by Lyotard. After dealing with cultural differences in the promotion of tourist sites, it attempts to dissect Lassus’s motives and (...) references in the design of the Nimes-Caissargues Rest Area. Finally, it places Lassus’s project in the context of earlier gardens about cities, use of simulacra, Heidegger’s theory of dwelling, and Lyotard’s concept of “unpresentable.”. (shrink)

Resumo: O presente artigo tem por objetivo avaliar a presença da área Ensino de Filosofia nos cursos de licenciatura em Filosofia das universidades públicas federais. Para tanto, parte-se da seguinte indagação: A área Ensino de Filosofia existe nos cursos de licenciatura em Filosofia? A questão surge a partir de um problema detectado em outros estudos, a saber, o forte caráter bacharelesco existente nos cursos de licenciatura em Filosofia. Após consultar o Projeto Político-Pedagógico (PPP’s) destes cursos, constatou-se que, embora tímida, a (...) área Ensino de Filosofia é uma realidade em parte deles, enquanto em outros é quase inexistente. O diagnóstico e a reflexão realizados podem colaborar com a reformulação curricular ou o fortalecimento da formação inicial dos/as professores/as de Filosofia. Por ser um estudo que envolve elementos quantitativos e qualitativos, foram adotados procedimentos metodológicos apropriados para a realização da investigação, mesclando a análise de conteúdo com a tabulação de dados. Como fonte, além dos PPP’s e da legislação vigente, foram consultados referenciais teóricos que pudessem auxiliar na reflexão em torno do problema em questão. The presence of Philosophy Teaching in Philosophy undergraduate courses in federal universities Abstract: This paper aims to evaluate the presence of Philosophy Teaching in Philosophy undergraduate courses of federal public universities. To this end, we start from the following question: Does Philosophy Teaching exist in the undergraduate courses in Philosophy? The question arises from a problem detected in other studies, such as the way the Philosophy undergraduate course focuses in reasearch aspects, rather than teaching methods. After consulting the Political-Pedagogical Project (PPPs) of these courses, it was found that, although timid, the Philosophy Teaching area is a reality in part of them, while in others it is almost non-existent. The diagnosis and reflection carried out can collaborate with the curricular reformulation or the strengthening of the initial training of Philosophy teachers. Because this is a study involving quantitative and qualitative elements, appropriate methodological procedures were adopted to carry out the investigation, combining content analysis with data tabulation. As sources, in addition to PPPs and current legislation, theoretical references were consulted that could assist in the reflection on the problem in question. Para eso, comenzamos con la siguiente indagación: ¿El área de Enseñanza de la Filosofía existe en los cursos de pedagogía en Filosofía? La cuestión surge a partir de un problema detectado en otros estudios, esto es, las marcadas características de una formación de licenciatura que presentan los cursos de pedagogía en Filosofía. Después de consultar el Proyecto Político-Pedagógico (PPP’s) de estos cursos, se confirmó que, aunque tímida, el área de Enseñanza de la Filosofía es una realidad en parte de ellos, mientras que en otros es casi inexistente. El diagnóstico y la reflexión realizados puedan colaborar con la reformulación curricular o el fortalecimiento de la formación inicial de los/las profesores/as de Filosofía. Por ser un estudio que contiene elementos cuantitativos y cualitativos, fueron adoptados procedimientos metodológicos apropiados para la realización de la investigación, uniendo el análisis de contenido con la tabulación de datos. This paper aims to determine whether it is necessary to propose the extreme of putrefaction as the only unmistakable sign in diagnosing the death of the human organism, as David Oderberg does in a recent paper. To that end, we compare Oderberg’s claims to those of other authors who align with him in espousing the so-called theory of hylomorphism but who defend either a neurological or a circulatory-respiratory criterion for death. We then establish which interpretation of biological phenomena is the (...) most reasonable within the metaphysical framework of hylomorphism. In this regard, we hold that technology does not obscure the difference between life and death or confect metaphysically anomalous beings, such as living human bodies who are not organisms or animals of the human species who are informed by a vegetative soul, but instead demands a closer and more careful look at the “fuzzy area” between a healthy organism and a decaying corpse. In the light of hylomorphism, we conclude that neurological and circulatory-respiratory criteria are not good instruments for diagnosing death, since they can offer only probabilistic prognoses of death. Of the two, brain death is further away from the moment of death as it merely predicts cardiac arrest that will likely result in death. Putrefaction, the criterion that Oderberg proposes, is at the opposite end of the fuzzy area. This is undoubtedly a true diagnosis of death, but it is not necessary to wait for putrefaction proper—a relatively late stage of decomposition—to be sure that death has already occurred. Rather, early cadaveric phenomena demonstrate that the matter composing a body is subject to the basic forces governing all matter in its environment and has thus succumbed to the universal current of entropy, meaning that the entropy-resisting activity has ceased to constitute an organismal unity. When this unity is lost, there is no possibility of return. (shrink)
