Among the contemporary philosophers using the concept of the Anthropocene, Bruno Latour and Isabelle Stengers are prominent examples. The way they use this concept, however, diverts from the most common understanding of the Anthropocene. In fact, their use of this notion is a continuation of their earlier work around the concept of a ‘parliament of things.’ Although mainly seen as a sociology or philosophy of science, their work can be read as philosophy of technology as well. Similar to Latour’s (...) claim that science is Janus-headed, technology has two faces. Faced with the Anthropocene, we need to shift from technologies of control to technologies of negotiations, i.e., a parliament of things. What, however, does a ‘parliament of things’ mean? This paper wants to clarify what is conceptually at stake by framing Latour’s work within the philosophy of Michel Serres and Isabelle Stengers. Their philosophy implies a ‘postlinguistic turn,’ where one can ‘let things speak in their own name,’ without claiming knowledge of the thing in itself. The distinction between object and subject is abolished to go back to the world of ‘quasi-objects’ (Serres). Based on the philosophy of science of Latour and Stengers the possibility for a politics of quasi-objects or a ‘cosmopolitics’ (Stengers) is opened. It is in this framework that their use of the notion of the Anthropocene must be understood and a different view of technology can be conceptualized. (shrink)

Bruno Latour equates criticism with an iconoclastic urge that is underpinned by the project of modernity. Latour's attack on iconoclastic criticism is therefore closely linked to his rejection of the modern framework. This paper examines Latour's analysis of modernity and the ways in which he connects criticism to the project of modernity. Through our analysis of Latour's reading of an episode from U.R. Anantha Murthy's novel Bharathipura, we argue that critique is actually an integral part of a truly democratic knowledge-making (...) process as well as politics. (shrink)

This is the original Spanish language version of an essay (10,000 words) appearing in the Revista de Libros (Madrid), considering the history and future of the United Nations and global governance through the lens of Paul Kennedy's recent work, The Parliament of Man. The essay is highly skeptical of what it describes as platonism about the future of the UN as the seat of global governance. It offers an alternative view of how to consider the work of the UN, (...) in three areas: security, economic development, and values. The essay argues that, particularly with the rise of new great power tensions and multipolarity, the fantastic dream of the UN as the seat of a gradually arising global government, as Kennedy imagines things, should be given up in favor of a UN devoted to a modest set of quotidian tasks and the place for the great powers to engage in multilateral discussion, argument, and negotiation. The Swiss Confederation is characterised by a long constitutional evolution that can be divided into several important periods: the Old Swiss Confederacy (13–14 C.), Helvetica (1798–1848), Mediation (1803–1814), Restoration (1815–1830), Regeneration (1830–1848) and development since 1874. It can be stated that Switzerland adopted a modern, democratic constitution early; this state is the oldest democratic republic in Europe. In 1874, many amendments to the effective Constitution were made and a lot of gaps in legal regulation came to light, which led to (...) the opinion that in order to remove those shortcomings, a few specific amendments were no longer sufficient; therefore, it was decided to make substantial changes to the Constitution. The new Constitution was approved by the people and the cantons in the referendum of 18 April 1999 and came into effect on 1 January 2000. The most significant features of this Constitution include the entrenchment of the principles of democracy, federalism, and of the state of law and social welfare. Pursuant to the principle of division of governmental powers, the governing of the state is carried out by the following federal institutions: the Federal Assembly, the Bundesrat and the Federal Court. Since 2001, the ‘Islamic threat’ has become increasingly prominent in debates on migration policy, religious affairs and security at the federal level in Switzerland. Supported by the far right-wing parties, the paradigm of the Islamic threat reveals how Islamophobia is gendered and affects Muslim women and men differently. By analysing debates between the Federal Council and Swiss Parliament, this article shows how the Islamic threat shaped the border politics of the Swiss Nation between 2001 and 2015. It reveals how (...) the ruling elite justified the socio-spatial exclusion of Muslims living in a Muslim-minority context. As consequence of the success of the far right-wing Swiss People's Party, legal measures have increased with regard to security, protection of Swiss culture and women's rights, and exclusion of Muslims from the boundaries of the Swiss nation. In the debate on the European Union’s problems, the concept of “democracy deficit” has been present from its very beginning. This term is applied in a quite vast manner and, apart from the asymmetry of the relation between the European Parliament and the Council, it also concerns the overly limited role of national parliaments in the European Union. In this regard, inadequacy in the national position of individual parliaments is observed. On the other hand, it is necessary to emphasise (...) their uneven activity on their European aspirations. At the time when the European dispute on the rule of law in Poland has polarized attitudes and language in statements on both sides – despite irresponsible trends – it is worth to examine the participation of national parliaments (including the Polish parliament) in the European inter-parliamentary dialogue and, consequently, to determine whether and how its constructive impact on the European Union and its law functions. There are eleven known manuscripts of Hobbes’s Elements of Law. As they divide on textual grounds into two groups, they are effectively two separate editions, employing two different texts. While two of the manuscripts apparently were Hobbes’s working copies, it also seems clear that he never definitively established the text of the Elements. There are reasons for thinking it unlikely that, as has been suggested, Hobbes intended the work to influence debate in the Short Parliament. In this review of Gregory Conti's Parliament the Mirror of the Nation, I offer an outline of what I take to the thesis of that work: that during the mid-Victorian period, mirroring was a key goal of representation, which dominated and framed discussions of post-1832 debates on parliamentary reform. I focus, in particular, on the teleological orientation of the arguments that Conti uncovers in his systematic reconstruction of debates that Conti offers.

After coming into force of the Treaty of Lisbon it is acknowledged that better control and respect of the principle of subsidiarity is one of the most important and innovative goals of the Treaty. To achieve this goal, the Treaty introduces a mechanism which, apart from checking compliance of draft legislative acts with that principle, may eventually lead to a draft act to be deleted from the legislative agenda of the European Union on grounds of violation of subsidiarity. Within this (...) mechanism, crucial role is attributed to the national parliaments of the Member States. In this article, the reasons for overall inclusion of national parliaments in the European Union (hereinafter EU, the Union) activities are analysed. The role of national parliaments in the EU according to the specific provisions of the EU treaties is also discussed and the largest part of the work is devoted to the ex ante subsidiarity principle control mechanism (the Early Warning System), which gives the right for the national parliaments to influence the EU legislative process. Governments now recognise the potential for ICTs to improve the way in which they can engage with the population, whether conducting online consultations to elicit the people’s views on proposed policy, or disseminating information via websites. However, much of the information remains in text format, leaving the task of extracting data the viewer’s responsibility. This can be a daunting prospect, especially in the case of reports of parliamentary proceedings. In the past, Argument Visualisation techniques were used in training law students (...) to render legal cases easier to comprehend; now, enhanced by all the advantages ICT has to offer, these techniques are employed to help make sense of thorny problems in academia and business. The possibility exists that such methods might also serve to clarify complex political issues of interest to the public. This paper describes an investigation into such a possibility. Two debates taken from the Scottish Parliament 2003 Autumn session were converted into argument visualisations and presented for comparison with the ‘Official Report’ to assess whether the visualisations offered any advantages over the textual alternative. This book explains why contemporary liberal democracies are based on historical templates rather than revolutionary reforms; why the transition in Europe occurred during a relatively short period in the nineteenth century; why politically and economically powerful men and women voluntarily supported such reforms; how interests, ideas, and pre-existing institutions affected the reforms adopted; and why the countries that liberalized their political systems also produced the Industrial Revolution. The analysis is organized in three parts. In British constitutional law, the doctrine of parliamentary sovereignty maintains that Parliament has unlimited legislative authority. Critics have recently challenged this doctrine, on historical and philosophical grounds. This book describes its historical origins and development.

So, on 22 July 1865, under the title ‘Philosophy and Punch’, did England's premier comic weekly greet the election of J. S. Mill as MP for Westminster. Mill held his seat for only one term, until the general election of 1868, when his Whig-Liberal colleague Robert Wellesley Grosvenor was re-elected, but Mill was replaced by the loser in 1865, the Conservative W. H. Smith, Jr., who, though he never went to sea, became the ruler of the Queen's navy. The reasons (...) for that reversal have engaged the attention of many, including Mill himself; I should like to introduce into the discussion material from an ignored source, the comic weeklies, which took a continued and close look at Mill's behaviour during his parliamentary years. While this evidence generally does not disconfirm earlier judgments—including my own— it does more than merely add to the induction. First, it shows how different political stances led journals to focus on different aspects of Mill's parliamentary career, and to adopt different rhetorical strategies in portraying him in picture and word. Second, it demonstrates how the hardening of party allegiances during the parliament of 1865–68, which accelerated in the preparatory campaigns for the general election of 1868, affected Mill adversely. Third, it suggests strongly that it was not his ‘crotchets’ or ‘whims’, especially women's suffrage and proportional representation, that damaged his chances for re-election, but his advocacy of causes unpopular with the majority of Liberals as well as with Conservatives. The unprecedented circumstances of the COVID-19 pandemic have intensified the demands placed upon parliamentarians to scrutinize and evaluate evidence-based government proposals, making visible the parliamentary mechanisms that enable them to do so. This paper examines the steps that led two such mechanisms to become embedded in the institution of Parliament during from 1964 to 2001: the House of Commons Select Committee on Science and Technology (a scrutiny and information-gathering body) and the Parliamentary Office of Science and Technology (a legislative (...) science and technology advice body). Drawing on official papers, Hansard records and unpublished archival material, this account complements existing studies of the relationships between government ministers and experts. It highlights how individual members of the all-party Parliamentary and Scientific Committee have influenced institutional change. In so doing it exposes some of the challenges confronting Parliament in the scrutiny of science policy from the mid-twentieth century to today. In particular, it reveals MPs’ concerns about their ability to scrutinize science policy in the absence of a select committee on science and technology in the Commons during the 1980s. This shows that parliamentary scrutiny of science was compromised during the very period when the Conservative government under Margaret Thatcher set about making major changes to the organization and funding of government-sponsored research in the UK. The aim of this paper is to describe the way in which argumentative patterns come into being in plenary debate over legislative issues in the European Parliament. What kind of argumentative patterns are to be expected within this macro context? It is shown that the argumentative patterns that come into being in legislative debate in the European Parliament depend for the most part on the problem-solving argumentation that is put forward in the opening speech by the rapporteur of (...) the parliamentary committee report. This argumentation can be pragmatic problem-solving argumentation or complex problem-solving argumentation. The most important prototypical argumentative patterns are investigated in the argumentation put forward by the Members of parliament. This investigation is based on an inventory of the arguments that can in principle be used to support or attack the initial problem-solving argumentation put forward by the rapporteur. (shrink)

This article sets out an argument from legitimacy for the proposed Indigenous Voice to Parliament in Australia. The article first sets out an understanding of political legitimacy and of legitimacy deficits and argues that the Australian Government faces a legitimacy deficit with respect to its exercise of political power and authority over Indigenous Australians. The deficit arises, it is argued, because Indigenous Australians face significant structural injustice and there is little hope of redressing this injustice within the prevailing governing (...) conventions. The article then argues that the proposed Indigenous Voice to Parliament ought to be seen as part of a package to address this legitimacy deficit by resetting the governing conventions of Australian society. The argument from legitimacy is then compared favorably with more familiar arguments from sovereignty and the right to self-determination. (shrink)

In this paper we study the distribution of power in the Basque Parliament since the restoration of the Spanish democracy. The classic simple games do not fit with the particular voting rule that it is used to invest the president of the regional government. In order to model this voting mechanism we incorporate coalitional externalities to the game. We use the extensions of the most popular power indices to games with externalities that have been proposed in the most recent (...) literature. Moreover, we propose a method to estimate the probability of a given coalition based on the ideological positions of its members in a two-dimensional political spectrum. (shrink)

In 1893, The World’s Parliament of Religions met in Chicago from the 15th of May until the 28th of October. 2013 marked the 120th anniversary of this gathering where the leading representatives of the religions of the world engaged in dialogue. To commemorate this event, Special Collections Research Center at Southern Illinois University Carbondale in conjunction with the Hegeler Carus Foundation hosted a symposium on the relationship between science, religion, and philosophy. One of the themes of the Parliament (...) was “…the actual harmony of science and religion; and the origin and nature of the alleged conflict between them.” Featured speakers addressed these issues igniting fascinating conversations. Starting with a debate in September 2012 on the incorporation of domestic violence as a distinct offence in Hungary’s new Criminal Code, the issue of gender and proper womanhood has regularly re-surfaced in statements made by ruling coalition MPs in parliamentary debates. Drawing on discourse analysis, this study investigates a selection of these statements in the context of the government’s current policy and public discourse. The paper argues that these discourses outline an essentialist model reflective of a dominant ideology that (...) is traditional, Christian, patriarchal and heteronormative, which, by hinting at women’s accountability for certain social ills, also allows for a chain of associations that ultimately results in the subversion of the overall social status of women, dividing and marginalising them further and discrediting any claims or actions aimed at establishing a more egalitarian society in the country. This article argues that parliamentary institutions have increasing difficulty in addressing and dealing with the growing complexity, highly technical character and rapidity of many developments in modern societies. Deficits in representation, in knowledge and competence, and in engagement or commitment effectively erode the authority and status of parliamentary government. Major rule- and policy-making activities are being substantially displaced from parliamentary bodies and central governments to global, regional and local agents as well as agents operating in the many sectors of a (...) highly differentiated, modern society. Governance - and sovereignty - are increasingly diffused upward, downward and outward beyond parliament and its government.
