This analysis accepts that religious polemic was a major driving force in the normalisation of parliamentarism, yet seeks to show exactly how this worked out in one of the most important church–state disputes in Elizabethan England. The extraction of a pecuniary penalty for the recusancy of married women was a heavily contested issue in the Parliament of Elizabeth. Under the rules of coverture, married women controlled no property. It was thus ineffective to fine them, for they were unable to pay the penalty. As a result, the government attempted to hold husbands responsible for the penalties of their wives through the use of recognizances under the auspices of the Commissions for Causes Ecclesiastical, a prerogative court. Research (...) into the York Commission’s use of recognizances indicated that it had indeed been possible legitimately and legally to obtain a pecuniary penalty for the recusancy of a married woman by the 1570s. This was generally believed to have been legally impossible until they became obtainable by statute in 1593. Detailed examination of the records of the Commission indicates clearly that the depiction in the scholarly literature of the levying of these penalties as somehow improper or even illegal is erroneous. These forfeitures might have seemed irregular, but were indeed legitimate and obtained by proper and legal means in the context of contemporary standards of authority and control, both governmental and familial. This study demonstrates how respect for the standards of coverture, patriarchy, and marital obligations incorporated in the use of the recognizance provided a highly effective and legal means to penalise and correct both recusant wives and their husbands. Puritans had big stories to tell, and they cast themselves big parts to play in those stories. The fervent English Protestants who believed that the Elizabethan Church urgently needed further reformation, and the self-selecting band among them who went on to colonize New England, were sure that they could re-create the churches of the apostolic age, and eliminate centuries’ worth of Romish accretions. By instituting scriptural forms of worship, these purified churches might have a beneficial influence on the state (...) as well, and bring about the rule of the godly. If a purified English church and state could inaugurate reformation across all of Christendom, spread the gospel to infidels around the globe, and usher in the millennium, then all the better. In 1641, an anonymous tract called A Glimpse of Sions Glory announced that the new puritan-controlled Parliament would bring on “Babylon's destruction... The work of the day [is] to give God no rest till he sets up Jerusalem in the praise of the whole world.” The leading minister of colonial Boston at the time, John Cotton, predicted that as soon as 1655, as Michael Winship summarizes Cotton: the states and Christian princes of Europe, under irresistible supernatural influence, would have instituted congregationalism [Massachusetts’ form of church polity] and overthrown Antichrist and Muslim Turkey. The example of their churches’ pure Christianity would have brought about the conversion of Jews and pagans across the globe. Thereafter, the churches of Christ would enjoy the millennium's thousand years of peace before the climactic battle with Gog and Magog at the end of time. Those are big stories. (shrink)

Among the contemporary philosophers using the concept of the Anthropocene, Bruno Latour and Isabelle Stengers are prominent examples. The way they use this concept, however, diverts from the most common understanding of the Anthropocene. In fact, their use of this notion is a continuation of their earlier work around the concept of a ‘parliament of things.’ Although mainly seen as a sociology or philosophy of science, their work can be read as philosophy of technology as well. Similar to Latour’s claim (...) that science is Janus-headed, technology has two faces. Faced with the Anthropocene, we need to shift from technologies of control to technologies of negotiations, i.e., a parliament of things. What, however, does a ‘parliament of things’ mean? This paper wants to clarify what is conceptually at stake by framing Latour’s work within the philosophy of Michel Serres and Isabelle Stengers. Their philosophy implies a ‘postlinguistic turn,’ where one can ‘let things speak in their own name,’ without claiming knowledge of the thing in itself. The distinction between object and subject is abolished to go back to the world of ‘quasi-objects’ (Serres). Based on the philosophy of science of Latour and Stengers the possibility for a politics of quasi-objects or a ‘cosmopolitics’ (Stengers) is opened. It is in this framework that their use of the notion of the Anthropocene must be understood and a different view of technology can be conceptualized. (shrink)

In lieu of an abstract, here is a brief excerpt of the content:The Elizabethan Bacchae STEPHEN ORGEL Euripides’s Bacchae, with its antic hero and celebration of the joys of revenge, would seem to be especially relevant to Elizabethan drama, an ancestor of The Spanish Tragedy or Hamlet. In fact, however, it seems to have been practically unknown to the Elizabethans. With the new ProQuest version of EEBO (Early English Books Online) it is now possible to search early English (...) books for specific references; so I paired the name Euripides with books printed in England before 1640 to see what came up. I got 474 hits. Many of these, of course, were duplicates, appearing in works that were issued in multiple editions—the actual figure, however, was still something over three hundred. Most of those, however, were cases in which Euripides’s name simply appears in a list of famous ancient authors. Citations which actually quoted Euripides for the most part indicated no knowledge of the work cited, but were only bits of wisdom that might have come from any of the multitude of collections of aphorisms and moral stories throughout the period. There was only one English edition of a play of Euripides in Greek, The Trojan Women, published by John Day in 1575— continental editions were, of course, easily obtainable, but it must be to the point that English publishers did not see a sufficient market to produce them domestically; and there were no subsequent editions of Day’s Trojan Women. As for The Bacchae, I found only a single case where I believe it is being cited, and in a context, moreover, that indicates some familiarity with the play. John Bishop’s Beautiful Blossoms, a collection of historical anecdotes published in 1577, recounting the history of Demetrius, king of Macedonia, says, “Then fled Demetrius unto Thebes, where one scoffingly applied vnto him that verse arion 28.3 winter 2021 64 the elizabethan bacchae of Euripides: he came vnto the Dyrcean springs, and Ismenus, his divine and goodly fourme and shape being chaunged in to a mortall.”1 This is a version of a bit of Dionysus’s opening speech, I am here at the springs of Dirce, the river Ismenos, Changing my shape from divine to mortal... There is no reason to assume that John Bishop (about whom I can learn nothing) knew the play, but he is certainly citing someone who did. The play, then, to the Elizabethans was either practically unknown or deliberately ignored. It was not translated into English until the 1780s, and then two translations were published within a year of each other—for the English, it was an enlightenment and romantic text. Schlegel’s Lectures on Dramatic Art and Literature (delivered 1806, published 1846) and Nietzsche’s Birth of Tragedy (1872) were the works that established The Bacchae as the quintessential Greek tragedy, though for Nietzsche, ironically, the two destroyers of the Greek tragic sense, the two great cultural villains, were Euripides the ironist and Socrates the arch-rationalist. But Nietzsche sees Euripides, at the end of his life, having a major change of heart, realizing that Dionysus was simply too powerful to be expunged from art and society; and The Bacchae was thus the fullest expression of this tragic truth. The problems with this argument are manifold: Euripides the ironist is quite evident in The Bacchae, so it hardly represents a change of heart; and the claims of the irrational are fully present in his earlier plays, for example, in Hippolytus, where all the poetic energy is in expressing the uncontrollable violence of passion, and the virtues of morality and self-control are meagre indeed. The essay was soundly refuted in its own time, and Nietzsche withdrew and recanted it. Its celebrity is a modern phenomenon: whatever its historical defects, it speaks to the dangerous attractions of unreason. There is a perverse element in Nietzsche’s argument, too: Dionysus, as the embodiment of revelry, is surely as essential Stephen Orgel 65 to comedy as to tragedy; and one could press this further. At the end of The Symposium, Socrates tells Agathon and Aristophanes, tragic and comic dramatists, that their arts (or crafts: the word is techne) are essentially the same. Heavy weather has... The purpose of this succinct work is to present N. Machiavelli's classic republican view from his proposition of an inevitable paradox, the founding of an expansionist republic, difficult to govern, or the founding of a stable, but small and weak republic. Such a paradox, according to Machiavelli, should direct and condition all the constitutive devices of the republic when choosing what will be its destiny as a political body. The model of republic preferred by the Florentine will be the expansionist (...) model of Rome, leading him to assume all the devices that gave this republic its power. From this presentation of the Machiavellian proposition, we will analyse the assimilation of republican thought in England from the Elizabethan period, as well as the political-social scenario that exists there. This itinerary will allow us to understand, in general, why classical republicanism was received on English soil from the perspective of establishing a mixed, stable government, thus favouring the spread of the Venice myth as a serene republic and delaying the use, even that mitigated, of the republican presuppositions expressed in the Machiavellian work that directed towards a Roman model. Recent scholarship on Jacques Derrida’s work has turned toward his political and institutional engagements. I further this body of research by outlining a twofold problematic regarding the issue of “parliament.” Its first dimension concerns what I call a poli-technic of lying, which denotes that politically impactful techniques of lying demand we follow the lacunae of the polis, the phenomenality of an international public sphere and technologies of public circulation, and the relationship between the construction of categories of “peoples,” “nations,” “borders,” (...) and their “authorities” with practices of force or violence. In the following, I consider Derrida’s relation to the International Parliament of Writers (IPW) as a supplementary institution from which examination of this problematic might be situated in light of alternative traditions predicated on hospitality, and on sheltering the other as a practice inextricable from a “frank concept of truth.” I also consider the emergent possibilities this approach opens for responding to immediate conditions – attacks on the lives of writers around the world, accelerating global displacement, intensifying border closures, and unchecked police enforcement. I look toward the political unit Derrida identifies as crucial for these actions: the city as a space for frank and open speech – the ville franche. (shrink)

This book explains why contemporary liberal democracies are based on historical templates rather than revolutionary reforms; why the transition in Europe occurred during a relatively short period in the nineteenth century; why politically and economically powerful men and women voluntarily supported such reforms; how interests, ideas, and pre-existing institutions affected the reforms adopted; and why the countries that liberalized their political systems also produced the Industrial Revolution. The analysis is organized in three parts. The first part develops new rational choice (...) models of governance, the balance of authority between parliaments and kings, constitutional exchange, and suffrage reform. The second part provides historical overviews and detailed constitutional histories of six important countries. Tudor historians of Henry VIII's reign strove both to define the great political theological controversies of the day and to shape the future understanding of past events. This essay considers how Roman Catholic accounts of the life and martyrdom of Sir Thomas More, including those by Nicholas Harpsfield and Thomas Stapleton, shaped subsequent Protestant works of fiction, written during the 1590s. The essay explores, in particular, the collaborative play, Sir Thomas More, by Anthony Munday and revised by Shakespeare and others; (...) and Sir John Harington's references to More and Bishop John Fisher in the preface to his translation of Orlando Furioso and his extensive anecdotal remarks about More's scatological witticisms in his satirical tract, The Metamorphosis of Ajax. Such fictional works presage both the hesitant trend towards ecumenism and the imagined reunion of Christendom of the subsequent Jacobean reign, and the later emergence of the transnational secular public sphere, which transpired during the late seventeenth and eighteenth centuries. The attainment of good governance is the question of the day in Bangladesh. This paper discusses the , parliamentary accountability, and assesses the effectiveness of the Bangladesh Parliament in ensuring governmental accountability and promoting good governance since 1991 when the country re-entered into parliamentary democracy. Considerable discrepancies between the expected role and practical performances are identified and the study further identified a number of problems that severely hinder parliament's accountability function. This paper primarily argues that Bangladesh vested excessive powers in (...) the hands of the executive branch; it, therefore, lacks the proper checks and balances a strong parliament could provide. Holbein produced a drawing of Sir Thomas More and his Family which was a preparatory sketch for a larger painting. The painting was acquired by Karl von Liechtenstein-Kastelkron, Archbishop of Olomouc, Moravia, and was last recorded in 1691 as being kept in the episcopal residence in Olomouc; it is generally assumed that the painting was lost in the 1752 fire at the Archbishop's château in Kroměřiž. There are, however, five extant versions of the Family Group. The three main versions are (...) the full-sized oil on canvas, The Family of Sir Thomas More, now at Nostell Priory, and two paintings of Sir Thomas More, his Household, and Descendants: one kept at the National Portrait Gallery, the other at the Victoria and Albert Museum, London. There has been much discussion about the transformation from a family at prayer—as portrayed in the original drawing—to a conversation on Seneca. Based on editions of Oedipus prior to the Nostell painting, the history of More's descendants, and a cameo that belonged to More's family, this paper argues that the Elizabethan transformation is a story of conformity and non-conformity. The aim of this paper is to describe the way in which argumentative patterns come into being in plenary debate over legislative issues in the European Parliament. What kind of argumentative patterns are to be expected within this macro context? It is shown that the argumentative patterns that come into being in legislative debate in the European Parliament depend for the most part on the problem-solving argumentation that is put forward in the opening speech by the rapporteur of the parliamentary (...) committee report. This argumentation can be pragmatic problem-solving argumentation or complex problem-solving argumentation. The most important prototypical argumentative patterns are investigated in the argumentation put forward by the Members of parliament. This investigation is based on an inventory of the arguments that can in principle be used to support or attack the initial problem-solving argumentation put forward by the rapporteur. (shrink)

To achieve this goal, the Treaty introduces a mechanism which, apart from checking compliance of draft legislative acts with that principle, may eventually lead to a draft act to be deleted from the legislative agenda of the European Union on grounds of violation of subsidiarity. Within this (...) mechanism, crucial role is attributed to the national parliaments of the Member States. In this article, the reasons for overall inclusion of national parliaments in the European Union (hereinafter EU, the Union) activities are analysed. The role of national parliaments in the EU according to the specific provisions of the EU treaties is also discussed and the largest part of the work is devoted to the ex ante subsidiarity principle control mechanism (the Early Warning System), which gives the right for the national parliaments to influence the EU legislative process. So, on 22 July 1865, under the title ‘Philosophy and Punch’, did England's premier comic weekly greet the election of J. S. Mill as MP for Westminster. Mill held his seat for only one term, until the general election of 1868, when his Whig-Liberal colleague Robert Wellesley Grosvenor was re-elected, but Mill was replaced by the loser in 1865, the Conservative W. H. Smith, Jr., who, though he never went to sea, became the ruler of the Queen's navy. The reasons (...) for that reversal have engaged the attention of many, including Mill himself; I should like to introduce into the discussion material from an ignored source, the comic weeklies, which took a continued and close look at Mill's behaviour during his parliamentary years. While this evidence generally does not disconfirm earlier judgments—including my own— it does more than merely add to the induction. First, it shows how different political stances led journals to focus on different aspects of Mill's parliamentary career, and to adopt different rhetorical strategies in portraying him in picture and word. Second, it demonstrates how the hardening of party allegiances during the parliament of 1865–68, which accelerated in the preparatory campaigns for the general election of 1868, affected Mill adversely. Third, it suggests strongly that it was not his ‘crotchets’ or ‘whims’, especially women's suffrage and proportional representation, that damaged his chances for re-election, but his advocacy of causes unpopular with the majority of Liberals as well as with Conservatives.
