With the emergence of powerful non-state actors onto the international plane, it has been necessary for international law to adapt and recognise legal actors other than the sovereign state. This article contends that it is essential that international legal recognition now be extended to multinational corporations and nongovernmental organisations. This ensures that such actors cannot escape accountability for violations of international law but also that they granted legitimate rights as participants in the international system. Such (...) a development does not require that the primacy of the state under international law be diminished. China’s recent engagement with Africa has attracted a significant amount of attention among United States (US) policymakers, academics, journalists and think tanks. By exploring this commentary through an emerging dominant discourse on China’s engagement in Africa, this article argues that it is interwoven with a discourse on US engagement in Africa, performing a Manichean dynamics that reflects analysis of China’s engagement in Africa through a US lens. As a result, alternative discourses and insights are silenced as China’s engagement in Africa (...) is interpreted through issues counterpoised to those with which the US distinguishes itself. In establishing this dynamics in the dominant discourse, its rhetorical nature is further demonstrated through alternative discourses on the effects of US and Chinese engagement in Africa. Using alternative discourses to de-center the rhetoric in dominant discourses on the benefits of free markets and the disadvantages of state led development, the US and China become perceived as both engaging in Africa through existing economic and political structures in a shared pursuit of markets and resources. The effects of US and Chinese engagement are discussed in regards to these pursuits. Giving voice to alternative discourses reveals the rhetorical nature of the dominant discourses that reflect more about US values than the implications of China’s engagement in Africa. (shrink)

Recent years have seen a revival of interest in Michael Walzer's doctrine of ‘supreme emergency’. Simply put, the doctrine holds that, when a state confronts an opponent who threatens annihilation, it can be morally legitimate to violate one of the cardinal rules of the war convention – the principle of non-combatant immunity. Walzer cites the case of Britain's decision to bomb German cities in 1940 as a case in point. Although the theory of supreme emergency has been scrutinised, the historical (...) case that Walzer refers to has not been looked at in depth. This article seeks to remedy this problem by asking whether the principle actors involved in the decision to bomb German cities understood themselves to be in a supreme emergency. It argues that the British leadership never openly admitted that they were in fact targeting German civilians, and that the principle reason for this was a widespread belief that the British and American publics would not support such a campaign. As a result, throughout the war, the British government publicly maintained the fiction that the devastation of German cities was a collateral product of attacks on its industrial infrastructure. This, in turn, suggests that liberal societies – even those facing imminent destruction – do not tend to support a relaxing of the rules of non-combatant immunity, suggesting that the prohibition on deliberately killing non-combatants may be more embedded than has hitherto been thought. The study of international relations owes a great deal to political philosophy. Many of the central analogies and concepts in international relations derive from prominent philosophical traditions. Here, I focus on three areas in which political philosophy has made an important impact on international relations theory: anarchy and political order, democracy, and justice. Many other important areas of international politics invoke philosophical inquiry, such as just war, human rights and humanitarian intervention, which I (...) will not discuss here. In international relations, three philosophers occupy centre stage when discussing these ideas: Hobbes, Kant and Rawls. I discuss how scholars in international relations have used these thinkers to develop theories of international politics. I also ask what political philosophy might gain from a greater knowledge of the field of international relations, which raises the question of the relationship between normative and empirical research. This is a wide-ranging introduction to the main theoretical approaches to the study of international relations. It examines nine theoretical traditions, beginning with the established orthodoxies of liberal internationalism and realism.

The question I wish to raise, which in my opinion is fundamental, concerns the conception Mr. Blanshard has of what, in his words, he is "trying to do in his philosophizing." Wittgenstein declared, in emphatic disagreement with many philosophers, that philosophical problems "are, of course, not empirical problems," which implies that philosophical views are not factual, not accounts of the existence or nature of things and occurrences. And this conception, which is so evidently in collision with Mr. Blanshard's, seems to (...) me correct. There are various ways of supporting it, as regards the doctrine that all relations are internal, but I call attention to one consideration which seems to me to carry great weight: that the metaphysician who holds this view cannot cite any conceivable case of things being externally related. The relations with which everyone is familiar are all alike counted as internal: no relation which we can bring forward would be accepted as constituting a counter instance. Nor can anyone who holds the view that all relations are internal describe a relation which he could count as being external. For in addition to such relations as north of and a mile from, what could be cited? A philosopher who declares that north of penetrates the being of its terms, and thus is as much an internal relation as entails, debars himself from saying what it would be like for things to be externally related. This shows that his view has, in principle, no falsification. For this reason I shall suppose that the proposition, "All things are internally related," is put forward as a priori, since it has what is the most characteristic feature of an a priori proposition, namely, that one cannot say what a confuting instance would be like. The following comments will be in part directed toward showing that the view that things are internally related is not about how things are related, but primarily the comments will be directed toward bringing out the linguistic character of the view. The general aim of this paper is to elucidate Kant's juridical understanding of the duty not to lie and to situate it within his account of ‘The right of a state’ and of ‘The right of nations’. The first section will introduce the distinction Kant draws between two senses in which a liar can be said to wrong another, namely, ‘materially’ and ‘formally’. The second section will be devoted to clarifying what Kant means by a ‘formal wrong’ (or a ‘wrong (...) in general’), by focusing on his use of this concept in the context of international relations. The third section will examine why a liar can be said to always do wrong ‘formally’. And the fourth section will show that what holds for individuals also holds for states in their mutual relationships: they are never to deceive one another, not even when innocent lives are at stake, because doing so would ‘subvert the right of human beings as such.'. Realism, also known as political realism, is a view of international politics that stresses its competitive and conflictual side. It is usually contrasted with idealism or liberalism, which tends to emphasize cooperation. This paper explores Mencius' political theory of international relations and the morality of war from the perspective of Confucian moralpolitik. It argues that while acknowledging the possibility of international justice among the feudal, yet de facto, independent states during the Warring States period, Mencius subscribed to the idea that international morality (and justice) can be best maintained under what I call 'Confucian international moral hierarchy' among the states. By upholding international moral hierarchy, Mencius attempted (...) to achieve an international community in which big/strong and small/weak states are mutually connected to each other for the common welfare of the people. The paper then turns to Mencius' ideas on just war and investigates how Mencius rationalized the punitive expedition in the virtual absence of a symbolic institutional authority representing the Mandate of Heaven, the metaphysical ground for the morality of war, by presenting its visible alternatives. It closes by critically revisiting Daniel Bell's interpretation of Mencius's ideas of a just war. (shrink)

Discussions of global ethics—about the types of ethical claim made on individuals and groups, not only states, by individuals and groups around the world—have had to move beyond the categories inherited in the International Relations discipline. Many important positions are not captured by a framework developed for discussion of inter-state relations. The blindspots seem to reflect an outmoded expectation that (i) giving low normative weight to national boundaries correlates strongly with (ii) giving more normative weight to people (...) beyond one's national boundaries, and vice versa; in other words that these two dimensions in practice reduce to one. The paper develops an enriched categorisation. We need to recognise the separate importance of the two dimensions, and thus distinguish various types of ‘cosmopolitan’ position, including many varieties of libertarian position which give neither national boundaries nor pan-human obligations much (if any) importance. Contemporary proponents of republican political theory often focus on the concept of freedom as non-domination, and how best to promote it within a state. However, there is little attention paid to what the republican conception of freedom demands in the international realm. In this essay I examine what is required for an agent to enjoy freedom as non-domination, and argue that this might only be achieved for individuals if one of two possibilities is pursued internationally: either (1) all nations (...) are made equally powerful, such that none may arbitrarily impose its will on another without penalty, or (2) all nations are joined under a global sovereign which guarantees that the weaker states are not subject to the whims of the stronger. I further argue that the first condition cannot suffice for achieving true non-domination, and as a result, republicanism must prescribe working toward the establishment of a global state. This paper provides an important contribution to the literature by addressing the international implications of the republican conception of freedom. (shrink)

In this article, we present a new conception of internal relations between quantity tropes falling under determinates and determinables. We begin by providing a novel characterization of the necessary relations between these tropes as basic internal relations. The core ideas here are that the existence of the relata is sufficient for their being internally related, and that their being related does not require the existence of any specific entities distinct from the relata. We argue that quantity tropes (...) are, as determinate particular natures, internally related by certain relations of proportion and order. By being determined by the nature of tropes, the relations of proportion and order remain invariant in conventional choice of unit for any quantity and give rise to natural divisions among tropes. As a consequence, tropes fall under distinct determinables and determinates. Our conception provides an accurate account of quantitative distances between tropes but avoids commitment to determinable universals. In this important respect, it compares favorably with the standard conception taking exact similarity and quantitative distances as primitive internal relations. Moreover, we argue for the superiority of our approach in comparison with two additional recent accounts of the similarity of quantity tropes. (shrink)

The agent-structure problem is a much discussed issue in the field of international relations. In his comprehensive analysis of this problem, Colin Wight deconstructs the accounts of structure and agency embedded within differing IR theories and, on the basis of this analysis, explores the implications of ontology - the metaphysical study of existence and reality. Wight argues that there are many gaps in IR theory that can only be understood by focusing on the ontological differences that construct the (...) theoretical landscape.
