This paper argues that a range of current AI systems have learned how to deceive humans. We define deception as the systematic inducement of false beliefs in the pursuit of some outcome other than the truth. We first survey empirical examples of AI deception, discussing both special-use AI systems (including Meta's CICERO) built for specific competitive situations, and general-purpose AI systems (such as large language models). Next, we detail several risks from AI deception, such as fraud, election tampering, and losing (...) control of AI systems. Finally, we outline several potential solutions to the problems posed by AI deception: first, regulatory frameworks should subject AI systems that are capable of deception to robust risk-assessment requirements; second, policymakers should implement bot-or-not laws; and finally, policymakers should prioritize the funding of relevant research, including tools to detect AI deception and to make AI systems less deceptive. Policymakers, researchers, and the broader public should work proactively to prevent AI deception from destabilizing the shared foundations of our society. (shrink)

Aidan O'Neill remembers Britain as a fundamentally riven society twenty-five years ago under the premiership of Margaret Thatcher; a country divided by she who sought to rule it with certainty, but without compassion. The memories of Britain as a bitter and broken polity split asunder by a year-long strike of its coal miners were stirred again by a recent visit to the United States to attend a conference on Catholic Social Teaching where the growing social and legal acceptance of (...) homosexuality and the continued toleration of lawful abortion were both angrily denounced by two speakers who revealed a fundamental disjunction between their vision and hope for a properly Christian America, and their experience of an America which they characterized as misgoverned by a conspiracy of liberal judges and complaisant politicians. A subsequent roundtable discussion on the prospects for a written constitution for the State of Israel also revealed a picture of a profoundly divided society with utterly irreconcilable political visions competing for its future. In the face of such radical diversity in political vision the author suggests that the better way forward is to focus not on ends but on means, and always to honor the constitutional and legal processes which result in, albeit imperfect, decision making. Although a very thin form of consensus, it is suggested that such an approach is the sine qua non for any polity aspiring to the condition and ideal of democracy to be able to function, and, ultimately, to achieve some kind of justice. ABSTRACTRegret over missed opportunities leads adults to take more risks. Given recent evidence that the ability to experience regret impacts decisions made by 6-year-olds, and pronounced interest in the antecedents to risk taking in adolescence, we investigated the age at which a relationship between missed opportunities and risky decision-making emerges, and whether that relationship changes at different points in development. Six- and 8-year-olds, adolescents and adults completed a sequential risky decision-making task on which information about missed opportunities was available. Children (...) also completed a task designed to measure their ability to report regret when explicitly prompted to do so. The relationship between missed opportunities and risky decision-making did not emerge until 8 years, at which age it was associated with the ability to explicitly report regret, and was stronger in adults than in adolescents. The question posed in this article is whether Catholics can fully, unreservedly, and conscientiously carry out their duties as citizens and as holders of their various public offices (legislative, judicial and executive) of the State, in accordance with the laws and constitution of the democratic and pluralist States in which they live. My concern—as a practicing Catholic and a practicing lawyer—is that the increasingly fierce Church criticism, which arose during the papacy of John Paul II and now of Benedict XVI, (...) of the perceived trend towards secularization in the social and political mores of Western (particularly European) democracies, and the greater readiness by Church officials to take it upon themselves explicitly to instruct the laity in political matters, puts this whole issue again into question. Should the bishops of the Catholic Church be seeking to use their ecclesiastical authority (over the faithful) to oppose or promote changes in the laws which apply to all within our society and/or to influence the way we might vote or carry out civic duties? This is a big and complex area involving the interplay of politics and theology; of private and public morality. It touches on the role of teaching office of the Catholic Church and the assent (and possibility of dissent) on the part of the faithful. A later set of procedures and perspectives on rhetoric and language in their relation to reality was bet· ter able to allow the utterances of a text's speakers their own integrity, whether sacred or secular. In any case, a thematic interpretation of the founding texts of Christianity, influenced by Aristotle's Rhetoricwhere form is a means for persuasively communicating an idea-content -had long predominated in ecclesial usage, germane as it was to the didactic concerns of the Church. An alternative tradition, more indebted to Aristotle's Poetics, where form, content, and functions are treated as factors making for the indissoluble whole which is the literary work, has been less conspicuous-though its offer of initiation into the " world " of the sacred writers gives it great exegetical potential. David S. Cunningham's Faithful Persuasion extends this discussion of the propriety or impropriety of a rhetorical approach to Scripture to the discourse of Christian theology as a whole. The intent is a laudable one but its execution vitiated, to my mind, by the excessive concessions to scepticism from which the author sets out. As general editor of the new dogmatics he does not, however, allude to the institutional background which I have sketched, with its particular conjunction of limitations and possibilities. Instead, he chooses to help the reader locate what is being offered in terms of the call for a renewal of Catholic theology made in the documents of the Second Vatican Council. And like many other victims of persecution, Roman Catholics adopted a "fortress mentality"fearful of Berlin, which was influenced by both the Lutheran Reformation and the Enlightenment, and mesmerized by Rome, which was coming under the increasing influence of neoscholasticism in doctrine and ultramontanism in discipline. German Catholic theologians found themselves in a quandary: what direction should they take? Many, like Joseph Kleutgen, took refuge in Rome; a few, like Joseph Schnitzer, found the appeal of Berlin more attractive; still others, however, tried to steer an independent course in dialogue with the culture of their day. The second and major part of this book focuses on five such theologians: Matthias Joseph Scheeben, Alois Schmid, Paul Schanz, Herman Schell, and Carl Braig. One of the most striking manifestations of schizophrenia is thought insertion. People suffering from this delusion believe they are not the author of thoughts which they nevertheless own as experiences. It seems that a person’s sense of agency and their sense of the boundary between mind and world can come apart. Schizophrenia thus vividly demonstrates that self awareness is a complex construction of the brain. This point is widely appreciated. What is not so widely appreciated is how radically schizophrenia challenges (...) our assumptions about the nature of the self. Most theorists endorse the traditional doctrine of the unity of consciousness, according to which a normal human brain generates a single consciousness at any instant in time. In this paper we argue that phenomenal consciousness at each instant is actually a multiplicity: an aggregate of phenomenal elements, each of which is the product of a distinct consciousness-making mechanism in the brain. We then consider how certain aspects of self might emerge from this manifold substrate, and speculate about the origin of thought insertion. (shrink)

Here the stimulus to reflection is those elements in modern art which " make a farce of traditional art and art theories hy giving us artworks indiscernible from objects found on grocery shelves or in lavatories." If, as Danto suggests, whatever is to count as art is simply what an " artworld " decrees, then the distinction between artefact and artwork (...) can disappear completely (except in terms of somebody's bank balance). The trouble with the remaining essays in this collection is that their authors have not appropriated a truth given lapidary expression in Woods' essay on Kant: "Attention to the works of genius throughout the ages cultivates the sensus communis and establishes a community involved in the beautiful." Thus, while Ted Cohen is right to consider television a possible artistic medium, the objects of televisual appreciation he considers usually witness to a breakdown of a community involved in the beautiful, while the frequently nugatory objects discussed in John Brough's "Who's Afraid of Marcel Duchamp? " testify to the disintegration of the sensus communis concerned. Finally, if Paul Weiss is right in his "Creativity and Beauty" not only to designate beauty " the excellence pertinent to the creation of a work of art," but also to house it together with the quartet of truth, goodness, glory, and justice, then we can get a sense of how wisdom in both philosophy and artistic practice might he restored: through a re· discovery of the interdependence of the transcendentals. But perhaps only the Judaeo-Christian revelation now holds the key to this possibility. AIDAN NICHOLS, O.P. With the exception of two mid-1970s papers, Through the Tempest is a collection of some of the addresses and essays written in the 1980s hy Langdon Gilkey, Shailer Mathews Professor Emeritus at the University of Chicago Divinity School. Title and subtitle are meant to re· 718 BOOK REVIEWS fleet three elements of Gilkey's temper. First, the tempest corresponds to his dramatic vision of the twentieth-century world, with its wars, up· heavals, and destructive forces. Second, the preposition through expresses the sober hope that for all the darkness that surrounds our century, we are actually moving toward a destination beyond the turmoil. And third, his explorations and assessments of the many facets of contemporary culture are theological voyages. In these pages readers will find many of the themes Gilkey has tackled over the years, such as God, Jesus, Creation, Providence, spirituality, the function of symbols, ethics, suffering and death, Christianity and other religions, faith and science, church and public policy. Among the most original pieces are, to my mind, Ch. 10, on the different attitudes to ethics in Christianity and Buddhism, and Ch. 14, which clarifies many aspects of suffering. The general readership made up of those interested in religion will probably enjoy these lectures, while specialists in theology or human studies are likely to find them merely impressionistic and too vague both in their cultural analyses and in their conceptual discussions. Further, there is a discrepancy between Gilkey's assessment of the human predicament and :the theological solutions he puts forward. On the one hand, the mood and the content of his assessment is neo· orthodox (inspired by his master Reinhold Niebuhr). For instance, chapters 11 and 13, on evil and sin, are typical of an acute awareness of the dark side of human conduct. As he follows this vein, Gilkey raises pertinent, profound, and difficult questions. On :the other hand, his prescriptions do not match the depth of his diagnoses. Despite his efforts at overcoming theological liberalism, he often remains confined within the limits of the Western Enlightenment. For example, like most eighteenth-century thinkers, he rejects "a level of grace beyond nature " (54). Northcott and Restored to Earth by Gretel Van Wieren, offer distinct directions for Christian environmental ethics: Northcott develops a rigorous analysis of climate change as a failure of enlightenment rationality and politics, while Van Wieren argues that those who care about the earth can connect with it through the practice of ecological restoration. Northcott theologically defines a complex global problem; Van Wieren theologically engages a community-based solution. Each book advances Christian environmental ethics in important ways; considered together, they have much to teach about the content and methods of the field.Northcott’s A Political Theology of Climate Change argues that climate change is a “cosmopolitical crisis” and that Christians should embrace a more ecological and theological politics in response. Theologians and ethicists have long argued that environmental degradation has cosmological roots: The belief that human beings are separate from nature makes global-scale degradation and pollution acceptable. Northcott adds a nuanced political analysis, noting that modern politics is based on a denial “that the weather is political, or that politics influences the climate” (46). Enlightenment thinkers who laid the groundwork for contemporary political structures insisted that storms and floods were not divine responses to human behavior, so modern nation-states are premised on an ideological separation from nature. Climate change reveals the failure of such thinking, so the facts of climate change pose an inherently political challenge.Thus, failures to act on climate change are political failures. Mainstream politics cannot consider that economic growth is unsustainable because it is premised on ignorance about nature. Nations cannot collaborate to solve the problem because they have no common moral agreement “about the ends and goals of human life” (245). Any response to climate change that simply extends [End Page 198] the enlightenment project—by ascribing “rights” to the natural world, or by trusting existing secular political structures—is doomed to failure. In 1942, replying to a criticism put to him by Langford, G. E. Moore confessed that he was unable to solve the paradox of analysis. But while conceding inability to solve the puzzle Moore offered the following suggestion, which he did not further develop: I think that, in order to explain the fact that, even if ‘To be a brother is the same thing as to be a male sibling’ is true, yet nevertheless this statement is not the same as (...) the statement ‘To be a brother is to be a brother’, one must suppose that both statements are in some sense about the expressions used as well as about the concept of being a brother. But in what sense they are about the expressions used I cannot see clearly; and therefore I cannot give any clear solution to the puzzle. (shrink)

ABSTRACT In a recent paper Alan Carter argues that the claim that workers’co‐operatives merely replace exploitation by employers with ‘self‐exploitation’is nonsense: the term ‘self‐exploitation’is self‐contradictory. He maintains that the only form of exploitation to which a workers’co‐operative may be said to be subject is ‘market‐exploitation’by dominant economic actors who are external to the co‐operative. I argue that these conclusions are mistaken. While the concept of ‘market‐exploitation’is not without value, it is difficult to operationalise. While the concept of ‘self‐exploitation’is, understood literally, (...) incoherent, the claims defended by some of the users of this term can be made conceptually respectable. (shrink)

The contents of the sixth book of Ennius' Annals have recently become a matter of dispute. Ever since Columna's edition it had been assumed that the book was entirely given over to the story of the war against king Pyrrhus . That view was based on the anecdote told by Quintilian 6.3.6, that Cicero, asked to say something de Sexto Annali, a witness in a law case, replied: ‘Quis potis ingentis oras euoluere belli’. It seems as good as certain that (...) this was the first line of Book VI, and belli was taken by all as referring to the Pyrrhus war. According to Dr T. Cornell, however, ‘unrolling the mighty scroll of war’ means that the poet is now going to describe warfare on the grand scale, thus setting the sequence of the third Samnite War, the Pyrrhus War, and the second Punic War against the minor wars described in the first five books. I doubt if Ennius would have felt that the early Latin war with the story of Lake Regillus, the capture of Veii, the Allia, the fall of Rome to the Gauls, and the second Samnite war were minor wars; but I am certain that bellum in the singular, except in contrast to the notion of pax, cannot refer to war in a general sense, covering a plurality of wars. Quons are particles characterized by the parameter q, which permits smooth interpolation between Bose and Fermi statistics; q = 1 gives bosons, q = -1 gives fermions. In this paper we give a heuristic argument for an extension of conservation of statistics to quons with trilinear couplings of the form ffb, where f is fermion-like and b is boson-like. We show that q f 2 = qb. In particular, we relate the bound on qγ for photons to the bound on (...) qe for electrons, allowing the very precise bound for electrons to be carried over to photons. An extension of this argument suggests that all particles are fermions or bosons to a high precision. (shrink)
