La reprise des migrations tsiganes depuis la chute des régimes communistes en Europe centrale et orientale ravive une série de préjugés et de stéréotypes qui ne permettent pas de cerner la complexité du phénomène. Les déplacements des Roms ne s'effectuent pas uniquement de l'Est à l'Ouest du continent, mais traduisent une reprise générale de la circulation des familles selon des mobiles principalement économiques. Les conséquences culturelles de ce phénomène sont inattendues. Si la logique des réseaux familiaux à la fois flexibles (...) et centripètes n'est pas remise en question par l'exploration de nouvelles contrées, les discours xénophobes à l'encontre des Tsiganes ne disparaissent pas et restreignent d'autant le rôle de passeurs de culture que ces derniers remplissent en voyageant. Les politiques contradictoires des États et des institutions internationales ne contribuent pas non plus à améliorer une situation qui reste préoccupante.The resumption of Gypsy migrations since the fall of communist regimes in Central and Eastern Europe revives a series of prejudices and stereotypes that do not capture the complexity of the phenomenon. Displacement of Roma do not occur only in the East to the West of the continent, but reflect a general recovery in the movement of families into mobile mainly economic. The cultural consequences of this phenomenon are unexpected. If the logic of family networks both flexible and centripetal is not challenged by the exploration of new lands, the xenophobic discourse against Gypsies do not disappear and therefore restrict the role of smugglers culture that they fulfill traveling. The aim of this article is to examine the potential influence of mass-media on public’s opinions and attitudes towards economic liberalism. It shows that, without relying to the assumption that journalists pursue such a purpose, the nature of the media system leads them to give a rather negative image of how the market economy works and doesn’t give the same place to liberal thesis with respect to others. Our argument is founded on a critique of the economic model of spatial (...) competition currently used in this field, on the crucial role that norms inherent to the profession of journalist play and the characteristics of the demand which media face. L’objet de cet article est d’examiner la question de l’influence éventuelle des médias de masse sur les opinions et attitudes du public à l’égard du libéralisme économique. On y montre que, sans recourir à l’hypothèse que les journalistes poursuivent consciemment un tel objectif, la nature du système médiatique les conduit à donner une image plutôt négative du fonctionnement de l’économie de marché et à ne pas donner une place équilibrée à l’exposé des thèses libérales par rapport aux autres. L’argumentation suivie repose sur la critique du modèle économique de la concurrence spatiale habituellement utilisé à ce sujet, sur le rôle déterminant que jouent les normes propres à la profession de journaliste et les caractéristiques de la demande s’adressant aux médias. When Johann and Daniel Bernoulli founded fluid dynamics they encountered several problems. To go beyond the vision of Newtonian particles, a new set of images was needed in order to deal with the spatial extensibility and lack of form of fluids. I point to evidence that analogy was an essential abductive strategy in the creation of this imagery. But its heuristic behavior is complex: analogy can provide an initial model or proto-model that establishes the starting point of a theoretical process, (...) but it can play other roles as well. The historical genesis analyzed here shows that the participation of analogy in physicists’ creativity is not so restricted and that its richness opens up the field for very different roles and strategies in model-based discovery processes. Analogies can crop up intermittently in the evolution of a theory; and they can cooperate with images, extreme case reasoning and thought experiments, and even activate these processes at origin. Although it may seem that the contributions of analogy are generative in the sense of helping to discover new aspects of reality, we must stress the evaluative function that sometimes is performed by analogical reasoning in order to gain confidence. The study of the Bernoulli’s genesis of the foundations of fluid dynamics generates interesting hypotheses about the multiple roles that analogy can play in scientific model-based reasoning. Les écrits de Fernand Deligny ont circulé entre plusieurs mains bien avant d’être publiés. Félix Guattari et Jean Oury l’ont accueilli à la clinique de La Borde de 1965 à 1967. En juillet 1967, Deligny quitte la clinique de La Borde pour s’installer dans la propriété de famille des Guattari à Gourdas dans les Cévennes. C’est ainsi que la tentative et non l’institution des Cévennes dirigée par Deligny commence. Il s’agit d’une tentative parce que Deligny refuse toute forme d’institutionnalisation. Plus (...) tard, Mannoni, Dolto et d’autres lui confieront des enfants. Il est indéniable que la conception de la cartographie delignienne a profondément marqué et influencé celle de Guattari et par voie de conséquence la lecture deleuzienne et guattarienne de la carte comme dispositif territorial. Telle est la question que nous nous posons depuis longtemps. Depuis que nous nous connaissons en somme, et que nous avons commencé à travailler ensemble comme directeurs de collection. A un moment donné, nous avons pris cette question à bras-le-corps.0C'est venu, peut-être, d'une remarque à notre propos disant que, un (...) platonicien avec un(e) sophiste, cet attelage qui ne laissait rien échapper devenait pour de bon dangereux. Nous avons ri, et réfléchi. D'abord, nous avons échangé des lettres, jouant avec le plaisir d'une correspondance sporadique, parfois rauque, pendant trois ans. Au beau milieu de quoi nous avons décidé de faire un séminaire commun ailleurs, loin de nos bases : à Johns Hopkins.0On nous a obligés à répondre sans arrière-monde, Alain Badiou en mathématicien-platonicien, Barbara Cassin en philologue-sophiste. A bras-le-corps donc, mais encore latéralement comme on voit. Nous avons alors ressenti la nécessité d'exhiber les éléments clefs à quoi tiennent nos positions, ce qui philosophiquement nous tient. According to the well known Platonic distinction of different types of knowing, discursive thought (διάνοια) is second to intellect (νοῦς), and above opinion (δόξα). Intellection intelligizes the entire intelligible cosmos, all at once (ἀθρόως), in an undivided manner. Discursive thought, involving temporal thinking, articulates into plurality the indivisible character of the intellectual life. I argue in this paper that Proclus does not reduce discursive thought to discursivity. Discursive thought is thought, i.e. intellection (διά‑νοια) before being discursive (διά‑νοια), intellection of Psychic (...) Forms, and intellection in the manner of the soul. (shrink)

Le traité (ou dialogue) « pythique » du platonicien Plutarque de Chéronée (Iier – IIe s. ap. J.-C.) intitulé Sur l’E de Delphes est consacré à l’élucidation de la signification de l’E (la cinquième lettre de l’alphabet grec) consacré à Apollon Pythien. Une des interprétations (d’inspiration pythagoricienne) est que cet E désigne le nombre cinq, le nombre de l’univers. Dans le cadre de l’exposé de cette interprétation est fait état de l’opinion « de certains » selon laquelle il existe une (...) correspondance entre les cinq sens et les cinq éléments. L’A. montre que les deux lignes où il est question de la vue (E 390b6-8) s’inspirent essentiellement de l’explication qu’en Timée 45b-d Platon donne du mécanisme de la vision en termes de mélange du feu pur émis par l’œil avec le feu pur extérieur qui produit la lumière du jour. L’extrême brièveté de ce résumé (empreint d’aristotélisme, l’élément associé à la vue étant ici l’éther considéré comme cinquième corps), d’un passage dans Platon offrant lui-même bon nombre de difficultés, explique que ces deux lignes énigmatiques n’aient jamais été bien comprises. Au passage, l’A. revient sur les notions d’homoiopatheia (d’homogénéité) et de summetria (de commensurabilité) en Timée 45b-d et 67c-e pour en proposer une interprétation qui souligne et éclaire d’un jour nouveau le caractère dynamique de l’explication platonicienne de la vision. Un Appendice donne un aperçu des différentes lectures d’E 390b6-8 depuis les premières éditions imprimées à la Renaissance jusqu’aux éditions critiques des 19e et 20e siècles. (shrink)

Depuis quelques décennies, des réflexions éthiques sont menées sur les problèmes posés par les nouveaux réseaux de communication et d’information, avec comme élément clé l’ordinateur comme moteur et cadre de la transformation contemporaine à cet égard. Comme nous le rappelons, il est habituel d’aborder ce vaste domaine par sous-chantiers, avec des chapitres spécifiques sur la vie privée, etc. ; mais du même coup, en fonction de la complexité des enjeux, il devient clair que c’est l’ensemble de notre perspective sur ces (...) questions qui doit être modifiée, on ne peut se contenter d’une approche encyclopédique y allant par secteurs successifs. Le but de l’article est de montrer en quoi le cadre développé par Elinor Ostrom (prix Nobel 2009 en économie), appelé Institutional Analysis and Development, est susceptible de nous fournir des outils pertinents pour traiter les questions d’éthique qui se posent à l’heure des réseaux, même si ce modèle a des limites que nous mentionnerons. Ce qui suppose de présenter cette approche en soulignant son secteur initial d’émergence, la gouvernance des ressources naturelles. (shrink)

Les systèmes sociaux complexes étudiés par Elinor Ostrom et les chercheurs associés caractérisent souvent des réseaux de petite ou de moyenne échelle, tant pour des ressources matérielles qu’informationnelles. Mais d’un point de vue citoyen, les outils, institutions des collectifs sociopolitiques peuvent-ils être pensés sous l’angle des ressources communes et, à ce titre, donner lieu à l’émergence d’une gouvernance participative, en étant vus comme à préserver par les concernés? Pour favoriser une telle lecture, il nous faut clarifier quelques apports de l’école (...) d’Ostrom, amorcer une analyse sociale des composantes d’une gouvernance des communs fondée sur la participation et identifier certaines questions à creuser ultérieurement, notamment les problèmes posés dans le cadre d’une économie largement financiarisée et abstraite des besoins matériels les plus immédiats. Alfred Fouillée écrit à une époque marquée par l'affrontement de la France et de l'Allemagne et par la crainte d'une déchirure de la société face à l'emprise croissante des idées révolutionnaires et au déclin irréversible des formes traditionnelles d'autorité. Ses ouvrages consacrés à la "question sociale" ont assuré sa notoriété jusqu'à en faire le "parrain intellectuel" de la Troisième République, ce qui peut aussi expliquer le relatif oubli dont il est l'objet.Pourtant la signification et la portée de l'œuvre d'Alfred Fouillée (...) ne se réduisent pas à cette dimension. Il est aussi l'auteur d'une philosophie évolutionniste de la vie dont l'idée-force est le concept central. La vie est la synthèse de la force et de l'idée, et l'évolution est le processus par lequel l'accent passe de la force à l'idée. Du vivant au social, l'idée-force devient idéal et l'évolution, initialement involontaire, devient réforme volontaire. Si elle commence avec l'égoïsme et la lutte pour la vie, l'évolution ne prend son sens que par sa fin, l'altruisme et la fraternité. C'est pourquoi la démocratie est l'idée-force en politique, même si, du fait que l'évolution requiert maintenant la volonté et la liberté, la crise est le régime normal de la démocratie, si l'ont sait voir en elle l'aiguillon qui l'incite à s'approcher de son idéal. The object of this paper is to retrace the steps that led Buchanan from marginal cost pricing to clubs. We claim that the idea individuals could form clubs to finance public goods can be traced back to his first works on public finance, at the end of the 1940s, and relates to the financing of highways and the pricing of their construction and of their use. Very early in his career Buchanan adopted Knut Wicksell’s proposal to use a marginal cost (...) pricing rule even for public goods.
