Soon after this event, it occurred to Russell that a further course of action would be to persuade prominent scientists from both sides of the Iron Curtain to sign a statement emphasizing the importance of joint action in addressing the spectre of a world in which there was availability of and even will to use nuclear armaments. He sent a draft of his petition to Albert Einstein for approval. Upon arriving at his Paris hotel, Russell found a letter from Einstein agreeing to sign Russell’s statement. In his autobiography, Russell reports: “This was one of the last acts of his [Einstein’s] public life.” Joseph Rotblat (1908–2005)1 met Russell in 1954 at a dinner-discussion given by the bbc on the results of the Bikini test and the future of nuclear weapons. Rotblat went on to become an adviser to Russell on the details of nuclear weapon science and was subsequently recruited by the latter to sign the same document Einstein had. Rotblat chaired the press conference on 9 July 1955 at Caxton Hall in London, presenting the world with what became known as the Russell– Einstein Manifesto. Rotblat was the Manifesto’s youngest and, until his death in 2005, the last surviving signatory. Although Rotblat was not a Nobel Laureate, Russell predicted, correctly, that he would eventually become one. In reference to Rotblat and his activities, Russell remarked: He can have few rivals in the courage and integrity and complete self-abnegation with which he has given up his own career (in which, however, he still remains eminent) to devote himself to combatting the nuclear peril as well as other, allied evils. (Auto. 3: 77–8) Joseph Rotblat: Visionary for Peace is a compilation of tributes to the late Joseph Rotblat published by Wiley-vch. It features no less than 45 contributors. The volume is a celebration of one of the truly great activists for nuclear disarmament. It also features as an 84-page appendix eight of his most historic writings. There is also a new photograph of Russell (p. 89). As justly famous as Rotblat is for his eTorts to prevent nuclear war, though, his distinction in this arena tends to eclipse his other impressive achievements, most notably those in nuclear and medical physics. Joseph Rotblat: Visionary for Peace is valuable for the attention it draws to both the more and less famous aspects of his legacy. In the present reviewer’s opinion, the book’s reminiscences have some unnecessary overlap and the editors could perhaps have more strongly encouraged each contributor to further develop instead the distinctivez things they had to say about Rotblat. Somewhat less forgivable, considering the rich details of Rotblat’s life, is the book’s lack of an index. A Polish Jew, Rotblat earned his doctorate in physics from the University of Warsaw. Among the Wrst to conclude in the late 1930s that the huge energy released by Wssion together with neutron multiplication led to the possibility of a chain reaction, Rotblat realized... (shrink)

Another title in the reissued Oxford Classic Texts in the Physical Sciences series, Jeffrey's Theory of Probability, first published in 1939, was the first to develop a fundamental theory of scientific inference based on the ideas of Bayesian statistics. His ideas were way ahead of their time and it is only in the past ten years that the subject of Bayes' factors has been significantly developed and extended. Until recently the two schools of statistics were distinctly different and set apart. (...) This paper considers two reasons that might support Russell’s choice of a ramified-type theory over a simple-type theory. The first reason is the existence of purported paradoxes that can be formulated in any simple-type language, including an argument that Russell considered in 1903. These arguments depend on certain converse-compositional principles. When we take account of Russell’s doctrine that a propositional function is not a constituent of its values, these principles turn out to be too implausible to make these arguments troubling. (...) The second reason is conditional on a substitutional interpretation of quantification over types other than that of individuals. This reason stands up to investigation: a simple-type language will not sustain such an interpretation, but a ramified-type language will. And there is evidence that Russell was tacitly inclined towards such an interpretation. A strong construal of that interpretation opens a way to make sense of Russell’s simultaneous repudiation of propositions and his willingness to quantify over them. But that way runs into trouble with Russell’s commitment to the finitude of human understanding. (shrink)

In recent years largely due to the seminal work of Kit Fine and that of Jonathan Lowe there has been a resurgence of interest in the concept of essence and the project of explaining de re necessity in terms of it. Of course, Quine rejected what he called Aristotelian essentialism in his battle against quantified modal logic. But what he and Kripke debated was a notion of essence defined in terms of de re necessity. The new Aristotelian essentialists regard essence (...) as entailing but prior in the order of explanation to de re necessity. In what follows I argue that the concept of essence so understood has not been adequately explained and that any attempt to explain it, at least along the lines most familiar from the literature, must be flagrantly circular or make use of de re modal notions. Since the introduction of the U.S. Sarbanes-Oxley Act in 2002 and several other national corporate governance codes, whistleblowing policies have been implemented in a growing number of companies. Existing research indicates that this type of governance codes has a limited direct effect on ethical or whistleblowing behaviour whereas whistleblowing policies at the corporate level seem to be more effective. Therefore, evidence on the impact of (inter)national corporate governance codes on the content of corporate whistleblowing policies is important to understand their (...) indirect impact on whistleblowing behaviour. This study analyzes the contents of whistleblowing policies, and parts of corporate codes of conduct and codes of ethics, describing such policies of 56 leading European companies. By classifying the contents in seven categories, an exploratory framework was created. General contents often identified were: applicability to all employees, a group-wide scope and an authoritative tone. The most common general violations to report were breaches of internal policies and external regulations or laws. The more specific violations most frequently mentioned were criminal offences and dangers to health and safety or the environment. Contacts to report to were the direct or indirect supervisors, a compliance officer or a confidential "hotline" facility. A confidentiality guarantee was common and anonymous reporting was often possible, though sometimes discouraged. Protection against retaliation is stated by ensuring that retaliation will not happen, prohibiting it or making it punishable. The requirement of good faith was frequently given. Finally, investigation of the report was often guaranteed. Surprisingly little information is given on the treatment of whistleblowers reporting an unfounded complaint in good faith, or reporting a violation they were involved in. The study's findings are most relevant to companies without a whistleblowing policy or those that intend to benchmark their policies, and to pan-European standard setters. (shrink)

This article first surveys a significant set of issues that are intertwined in asking whether social classes are real. It distinguishes two different notions of class: class as organized social entities and class as types of individuals based on individual characteristics. There is good evidence for some classes as social entities—ruling classes and underclasses in some societies—but other classes in contemporary society are sometimes best thought of in terms of types, not social entities. What are the requirements on an adequate genuine modal realist analysis of modal discourse? One is material adequacy: the modal realist must provide for each candidate analysandum an analysans in the language of counterpart theory which by his lights has the same truth value as the candidate analysandum. Must the material biconditional joining these be necessarily true? This is the requirement of strict adequacy. It is not satisfied if Lewis’s 1968 scheme provides the analysis. John Divers puts forward a modification, (...) which identifies cases of ‘advanced modalizing’ in which the modal operator is semantically redundant. Even with this modification modal realist analyses of statements of modal discourse will be strictly inadequate. Strict adequacy can be achieved by extending the redundancy interpretation to all de dicto modal statements. The price is the denial of de dicto contingency. But perhaps material adequacy is enough. If the modal realist has a systematic means of replacing every sentence of quantified modal logic which he considers true by a sentence of counterpart theory that he considers true, perhaps he need do no more. Still, traditionally philosophical analysis aims at strict adequacy so it is as well to know that this is a test the modal realist analysis fails unless he abandons de dicto contingency. (shrink)

Galileo's study of the heavens through the telescope is one of the earliest systematic uses of this kind of instrument. This study generated a number of direct conflicts between telescopic and naked eye observation, and Galileo responded to these conflicts by attempting to show why the telescopic observations are more reliable than those made with the unaided eye. As we shall see, Galileo regularly returned to this topic, but it has been largely neglected in the extensive literature on Galileo and (...) the telescope. (shrink)

One of three distinct approaches to his famous ‘Trust’ argument, this paper written by Garfinkel in 1960, and never before published, proposed a rethinking of rules, games and linguistic classifications in interactional terms consistent with Wittgenstein’s language games. Garfinkel had been working in collaboration with Parsons since 1958 to craft an approach to culture that would replace conceptual classification with the constitutive expectancies of interaction and systems of interaction. The argument challenged the work of cultural anthropologists influenced by zoology and (...) biology, who called themselves ‘ethnoscientists’ and studied culture in terms of linguistic classification systems. Garfinkel had proposed an alternative sociological ‘ethnoscience’ of culture and language that would focus on how culture was made, on how linguistic events are achieved, and on the rules of their making. This ‘Language Games’ approach followed Wittgenstein in seeking what Garfinkel called a literal description of cultural/linguistic events: meaning by ‘literal’, a step-by-step account of the constitutive and preferred rules participants use to create a recognizable event-in-a-language. Made famous three years later in version associated with Schutz, Garfinkel’s Trust argument also appears in a 1962 text (Parsons’ Primer, published in 2019) in a version built on Parsons. (shrink)

To reduce the spread of the human immunodeficiency virus (HIV), Granich et al. 1 ( 2009 ) have proposed a new strategy for universal voluntary HIV testing immediately followed by antiretroviral therapy. Although this proposal is likely to benefit the partners of those affected and thus promote public health, it is by no means clear that it benefits the infected people themselves and indeed it may be harmful. Since the proposal involves an intervention that is not clinically indicated, it falls (...) foul of the normal ethical standards of clinical medicine, which is to act in the best interests of patients. Neither is it a measure that would be imposed under the protection of public health law on people who are seen as representing such danger to others that significant restrictions in liberty are appropriate. Thus, the proposal represents a third category of public health measure. We argue that a coherent ethical framework including a robust process is appropriate to proposals of this kind and that medical research offers a useful model since some research, like this proposal, is motivated not by the interests of the individual participants but by the common good. We outline some possible elements of such an ethical framework. (shrink)
