This paper is one of four interrelated papers resulting from the National Summit on Legal Preparedness for Obesity Prevention and Control convened in June 2008 by the Centers for Disease Control and Prevention, the Robert Wood Johnson Foundation, and the American Society of Law, Medicine, Ethics. Each of the papers deals with one of the four core elements of legal preparedness: laws and legal authorities for public health practitioners; legal competencies public health practitioners and legal and policy decision makers need (...) for use of these laws and authorities; crossdisciplinary and cross-jurisdiction coordination of law-based public health actions; and information on public health law best practices. A paper aimed primarily at a non-academic audience in which I suggest that Lewis Carroll's Alice novels can be viewed, in part, as exploring two competing conceptions of language, conceptions that the philosopher Donald Davidson critically examines. According to the Institutional View, language is a system of rules regulating the use of words and words have the meanings that they do in virtue of those rules. According to the Invention View, what words mean is rather a matter of how (...) the speaker intends those words to be understood by her audience in contexts of communication. Davidson is a well-known advocate of the Invention View. I argue that the Alice novels, perhaps surprisingly, suggest reasons to favour instead the Institutional View. (shrink)

Preterm birth is defined as delivery occurring before 37 weeks gestation.1 Infants born prematurely have increased risks of morbidity and mortality throughout life, especially during the first year. These risks increase as the gestational age at birth decreases.2 Additionally, there are significant racial and ethnic differences in preterm birth rates. In 2022, the rate of preterm birth among non-Hispanic black women was approximately 50% higher than that observed in non-Hispanic white women.1 The outcomes for these infants are also disparate–preterm (...) birth and low birth weight are the second-leading causes of infant mortality (deaths before 1 year of age). Notably, among preterm neonates, infants born to non-Hispanic black women have a mortality rate more than double that of infants born to non-Hispanic white mothers.3 Importantly, there is a small but significant group of neonates that can be classified as severely premature (those born <28 weeks). Infants born before 28 weeks have varied and uncertain outcomes. While this group accounts for only 0.4% of preterm births, it also accounts for 40% of deaths among preterm neonates.4 As noted by Romanis and Adkins, the advent of artificial amnion and placenta technology (AAPT) holds promise for its potential to address the physiologic complications and mortality risks of extreme prematurity by introducing amniotic substitutes that mimic in vivo placental oxygenation and substrate delivery. This collection of essays serves both as an introduction to Ruth Millikan’s much-discussed volume Language, Thought, and Other Biological Categories and as an extension and application of Millikan’s central themes, especially in the philosophy of psychology. The title essay discusses meaning rationalism and argues that rationality is not in the head, indeed, that there is no legitimate interpretation under which logical possibility and necessity are known a priori. This is a review of Ruth Garrett Millikan's 1993 book, White Queen Psychology and Other Essays for Alice.

My project is to explain why the question ‘How does it feel to be a white problem?’ cannot be answered in the fluttering grammar of white talk. The whiteness of white talk lies not only in its having emerged from white mouths, but also in its evasiveness—in its attempt to suppress fear and anxiety, and its consequential [if unintended] reinscription and legitimation of racist oppression. I White talk is designed, indeed scripted, for the purposes of (...) evading, rejecting, and remaining ignorant about the injustices that flow from whiteness and its attendant privileges. I want to suggest a new point of entry—a way to flip the script, so to speak. -/- I begin with some observations about the basic advantages and disadvantages of using white talk as a route into the white problem. My account develops an expanded version of Alice MacIntyre’s definition of white talk that is attentive to the racialized bodily scripts that accompany white talk. I argue that white talk persists because it has an enduring and powerful moral, ontological, and epistemic pay off for white folks. I explore each payoff with an eye towards clarifying how white talk functions to maintain the illusion that we are invulnerable beings. Next, I pause to reply to the popular objection that this particular critique of white talk silences white people in conversations on race. If we cannot address the question ‘how does it feel to be a white problem’ in the fluttering grammar of white talk, then how shall we begin? In closing, I suggest that we might reduce fluttering by replacing white talk with a discourse of vulnerability, where vulnerability is defined not as weakness, but as a condition for potential. I offer some brief guidelines for how we might start this conversation. (shrink)

Alice Dunbar-Nelson is mostly remembered as a poet, activist, and ex-wife of Paul Laurence Dunbar. Her volume The Goodness of St. Rocque and Other Stories (1899) has been largely overshadowed as a result. Yet, the collection contains a portfolio of heroines analogous and contemporaneous to the famed New Woman figure of the fin de siècle. In this article, I consider Dunbar-Nelson’s heroines in light of their New Woman-esque agency and autonomy as they find remedies and power in objects and (...) materials steeped in New Orleans’s cultural heritage. Ceded neither social nor political self-governance nor domestic comfort, this article reads these transcendental, metaphysical objects as sources of self-care. With close analysis of “The Goodness of St. Rocque,” “Tony’s Wife,” and “Little Miss Sophie,” I argue that Dunbar-Nelson’s protagonists exert influence over their lives, specifically in the negotiation of romantic relationships, through voodoo charms, Catholic candles, tarot cards, sewing machines, and knitting needles. Covering courtship, break-ups, and unhappy marriages, I demonstrate the ways in which these empowering spiritual objects respond to health concerns, including malnutrition and domestic violence, in turn, situating them as alternatives to patriarchal and historically racist medical institutions. Valorizing the cultural milieu of New Orleans and the customs of the Caribbean and European heritage, and thereby conveying Dunbar-Nelson’s resistance to white and male supremacist ideologies in late-nineteenth-century Southern America, the article ultimately assesses the parallels with (predominantly white) New Woman fiction, through shared themes of fraught heterosexual dynamics and women’s declining health. The focus of this article is two texts, ‘Advancing Luna – and Ida B. Wells’ (1982) by Alice Walker and Disgrace(1999) by J.M. Coetzee, both of which present ethical problems for the reader. The texts share a common event, an incident of black-on-white, male-on-female rape. In each case the white woman keeps silent about the rape and the narrative is troubled by that silence. I read the dilemma of these texts as at once ethical, political and aesthetic (...) and I explore that multi-faceted problem through three perspectives – the issue of silence, the narrative structures of the texts and the impossibility of resolution. The texts repeatedly question my reading position, not least in that they both suggest that the silence of the white woman might, in certain circumstances, be a condition for political progress. Existing regulation of end-of-life care is flawed. Problems include poorly-designed laws, policies, ethical codes, training, and funding programs, which often are neither effective nor helpful in guiding decision-making. This leads to adverse outcomes for patients, families, health professionals, and the health system as a whole. A key factor contributing to the harms of current regulation is a siloed approach to regulating end-of-life care. Existing approaches to regulation, and research into how that regulation could be improved, have tended to focus on (...) a single regulatory instrument (e.g., just law or just ethical codes). As a result, there has been a failure to capture holistically the various forces that guide end-of-life care. This article proposes a response to address this, identifying “regulatory space” theory as a candidate to provide the much-needed holistic insight into improving regulation of end-of-life care. Ryan Tonkens has issued a seemingly impossible challenge, to articulate a comprehensive ethical framework within which artificial moral agents satisfy a Kantian inspired recipe—"rational" and "free"—while also satisfying perceived prerogatives of machine ethicists to facilitate the creation of AMAs that are perfectly and not merely reliably ethical. This series of papers meets this challenge by landscaping traditional moral theory in resolution of a comprehensive account of moral agency. The first paper established the challenge and set out autonomy in Aristotelian terms. (...) The present paper interprets Kantian moral theory on the basis of the preceding introduction, argues contra Tonkens that an engineer does not violate the categorical imperative in creating Kantian AMAs, and proposes that a Kantian AMA is not only a possible goal for Machine ethics research, but a necessary one. Arbitrariness and systematicity are two of language’s most fascinating properties. Although both are characterizations of the mappings between signals and meanings, their emergence and evolution in communication systems has generally been explored independently. We present an experiment in which both arbitrariness and systematicity are probed. Participants invent signs from scratch to refer to a set of items that share salient semantic features. Through interaction, the systematic re-use of arbitrary signal elements emerges.

“Teleosemantics and Pushmi-Pullyu Representations” (call it “TP-PR,” this journal 2014 79.3, 545–566) argues that core teleosemantics, particularly as defined in Millikan (Language, thought and other biological categories, MIT Press, Cambridge, 1984, J Philos 86(6):281–297, 1989, White queen psychology and other essays for Alice, MIT Press, Cambridge, 1993, Philosophical perspectives, Ridgeview Publishing, Alascadero, 1996, Varieties of meaning, MIT Press, Cambridge, 2004–2008), seems to imply that all descriptive representations are at the same time directive and that directives are at the (...) same time descriptive, hence that all representations are pushmi-pullyu representations. A pushmi-pullyu representation is at once indicative and imperative, telling both what the case is and what to do about it. The usefulness at all of the notion of a pushmi-pullyu representation is then questioned. I have recently found several new papers, dissertations, discussions, in which TP-PR is treated as definitive. However, the conclusions of TP-PR rest on misunderstandings of my position, so although the date is late, clarification seems still to be in order. I will indicate a few significant corrections that need to be made to TP-PR’s description of my position (originally called “biosemantics”) and explain central features of biosemantics that are omitted in TP-PR’s description of basic teleosemantics and which are incompatible with the main argument and conclusions of TP-PR. I will try to clarify and explain the value of the notion of a pushmi-pullyu representation. (shrink)

Since the late 2000s trans pregnancy has received increasing public and academic attention, and stories of the ‘pregnant man’ have become a media staple. Existing research has critiqued such spectacularization and the supposed tension between maleness, masculinity, and pregnancy that underpins it. Extending that work, this article draws on interview data from an international study of trans reproductive practices and analyzes participants' experiences of being, and expecting themselves to be, perceived in public space not as spectacularly ‘pregnant men’, but as (...) fat men. As a starting point we take the experience of one participant whose heavily pregnant participation in a five-kilometer race prompted the question: ‘Why is the chubby guy running?’ Using Judith Butler's concept of the cultural intelligibility of gender, we ask why the question asked was not: ‘Why is the pregnant guy running?’ We further consider the degree to which pregnant trans people manage their unintelligibility within the matrix of pregnancy, fatness, and trans/gender and how this reveals the limits of gender intelligibility itself. I pose the following dilemma for Millikan's teleological theory of mental content. There is only one way that her theory can avoid Gauker's [(1995) Review of Millikan's White queen psychology and other essays for Alice, Philosophical Psychology, 8, 305-309] charge that it relies on an unexplained notion of mapping or isomorphism between mental state and world. Mental content must be explained in terms of the mapping relation that is required for mental state producing and consuming mechanisms to perform (...) their biologically proper functions, i.e. producing mental states that are consumed in systematically adaptive practical inferences. However, this proposal leads to unacceptably counterintuitive ascriptions of content to mythological beliefs and related desires: such beliefs and desires must "map onto" environmental states that make them adaptive, not onto the mythological states of affairs that (would) make them true or fulfilled. I conclude by discussing the merits and drawbacks of a potential solution to this problem: the view that the contents of mythological beliefs and desires are determined by the non-mythological concepts out of which they are constructed, rather than by the environmental states that make them adaptive. The affinities of this proposal with Pascal Boyer's recent theory of mythological concepts [(2001) Religion explained, New York: Basic Books] are also discussed. (shrink)

The articles in this special issue of Environmental Values have a shared significance. In one way or another, all of them reflect contemporary concerns about issues of trust, risk, uncertainty, and the cultural shaping of science.These are matters of mounting significance for the politics of the environment in countries like Britain, and indeed for politics more generally, as we have seen in a succession of recent controversies. The Brent Spar oil platform farrago, the hugely costly BSE-CJD upsets, the continuing uproars (...) around genetically modified plants and foods ­ central in all of these have been challenges to the political authority of official patterns of scientifically-backed reassurance, concerning the impacts of deep and open-ended trajectories of technological transformation.To understand what is likely to be at stake in such matters for the politics of industrial democracies in the 21st century, there is now an urgent need to develop richer pictures than those currently dominant, of the cultural and epistemological architecture on which our regulatory institutions have been coming to rely. The contributions to this special issue can be pictured as building blocks in such a process.The present article offers a complementary perspective ­ one grounded in a degree of more hands-on personal experience of related matters. This timely analysis by Lerzan Aksoy et al at Fordham University Gabelli School of Business highlights an urgent need for business education reformation worldwide. The authors, mindful of impending disruptive change, provoke new research and thinking to integrate “social innovation” more thoroughly into business school curricula and training. Their emphasis on a more reflective and values-centric approach to business education is most welcome given the dire complex of challenges we face globally.

The article tries to answer the following questions: Why did Lewis Carroll\'s ideas, expressed in the form of fairy tales, fascinate numerous analytical philosophers? What does Carroll\'s contribution to the contemporary logic and philosophy consist in? The basic thesis of the article is that Lewis Carroll - remaining in the Anglo-Saxon tradition of David Hume\'s and George Berkeley\'s philosophy - supplied material illustrating the problems connected with the use of language. He showed how improper use of language leads to formation (...) of philosophical problems. The article presents Carroll\'s output. He was one of the pioneers of symbolic logic that he developed in Boole\'s and De Morgan\'s tradition - in the field of the so-called recreation mathematics that he popularized in the form of riddles, puzzles, doublets and puns, compared by some logicians to a formal system. The article presents the essence of the theory of language developed by Carroll, in which language may be something hermetic with only one person having access to it (the case of Humpty Dumpty), but also something common, something social (Alice\'s conversation with the White King). Attention is paid to the fact that Carroll differentiated between what is nonsensical and what is absurd (the criterion being its relation to logic). It is pointed that Carroll\'s aim was first of all discovering the nonsense that is hidden behind the formulation of a metaphysical problem. In the article also the connections are studied between Carroll and Ludwig Wittgenstein, the relation between them being seen in the view that absurd introduced by means of humor is a kind of vaccine that is supposed to protect us from forming absurdity in philosophy. In conclusion it is stated that Carroll\'s ideas that are the most significant for analytic philosophers are concerned with the nature of language that is not a transparent medium for him, but something that offers resistance when we communicate with others, as well as something that may be flexible and adjusted to our will. By manipulating language Carroll shows in what way philosophy balances between sense and nonsense and how often philosophical questions arise from erroneous use of language and erroneous posing of problems. In this chapter, the author talks about some of the finer points concerning Captain America and his eligibility to serve as a moral exemplar. The chapter explores three issues. 1) Fictional characters are simply not real. 2) Fictional characters can be perfect and we can't. 3) Fictional characters can be depicted inconsistently over the years by different writers. Fictional characters can model virtuous character traits by demonstrating their consequences in an imaginary world that readers identify with. While real‐world people can't (...) be perfect, fictional characters can be: writers just have to write them that way! Depending on how they are written, fictional characters don't have to experience difficult choices or moral weakness, and they can stick to their principles come what may. Each writer and fan will have a personal conception of a character like Captain America that leads them to regard certain behaviors as mistakes, aberrations caused by writers. (shrink)

Well-being advocates state that it provides a more holistic, humanistic focus for public policy. Paradoxically, however, well-being debates tend to be dominated by highly quantitative, de-contextualised statistical methods accessible to only a minority of technical experts. This paper argues the need to reverse this trend. Drawing on original primary mixed method research in Zambia and India it shows the critical contribution of qualitative methods to the development of a quantitative model of subjective perspectives on well-being.
