In the 1990s, social movements against large dams in India were celebrated for crafting a powerful challenge to dominant policies of development. These grounded struggles were acclaimed for their critique of capitalist industrialization and their advocacy for an alternative model of socially just and ecologically sustainable development. Twenty years later, as large dams continue to be built, their critics have shifted the battle off the streets to new arenas – to courts and government committees, in particular – and switched to (...) a techno-managerial discourse of maintaining river health. What accounts for this change? This article traces the trajectory of cultural politics around Indian rivers within the larger imagination of the nation, the rise of economic liberalization and Hindu nationalism, and the emergence of environmental bureaucracies. It argues that, alongside being shaped by this context, current anti-dam campaigns also contend with the legacy of earlier social movements, their gains as well as losses. This political field has narrowed the potential for radical critique, large-scale collective mobilization and, ultimately, keeping rivers alive. (shrink)

As development of the speech recognition system entirely depends upon the spoken language used for its development, and the very fact that speech technology is highly language dependent and reverse engineering is not possible, there is an utmost need to develop such systems for Indian languages. In this paper we present the implementation of a time delay neural network system (TDNN) in a modular fashion by exploiting the hidden structure of previously phonetic subcategory network for recognition of Hindi consonants. For (...) the present study we have selected all the Hindi phonemes for srecognition. A vocabulary of 207 Hindi words was designed for the task-specific environment and used as a database. For the recognition of phoneme, a three-layered network was constructed and the network was trained using the back propagation learning algorithm. Experiments were conducted to categorize the Hindi voiced, unvoiced stops, semi vowels, vowels, nasals and fricatives. A close observation of confusion matrix of Hindi stops revealed maximum confusion of retroflex stops with their non-retroflex counterparts. (shrink)

Treatment of diseases of the brain by drugs or surgery necessitates an understanding of its structure and functions. The philosophical neurosurgeon soon encounters difficulties when localising the abstract concepts of mind and soul within the tangible 1300-gram organ containing 100 billion neurones. Hippocrates had focused attention on the brain as the seat of the mind. The tabula rasa postulated by Aristotle cannot be localised to a particular part of the brain with the confidence that we can localise spoken speech to (...) Broca's area or the movement of limbs to the contralateral motor cortex. Galen's localisation of imagination, reasoning, judgement and memory in the cerebral ventricles collapsed once it was evident that the functional units-neurones-lay in the parenchyma of the brain. Experiences gained from accidental injuries (Phineas Gage) or temporal lobe resection (William Beecher Scoville); studies on how we see and hear and more recent data from functional magnetic resonance studies have made us aware of the extensive network of neurones in the cerebral hemispheres that subserve the functions of the mind. The soul or atman, credited with the ability to enliven the body, was located by ancient anatomists and philosophers in the lungs or heart, in the pineal gland (Descartes), and generally in the brain. When the deeper parts of the brain came within the reach of neurosurgeons, the brainstem proved exceptionally delicate and vulnerable. The concept of brain death after irreversible damage to it has made all of us aware of 'the cocktail of brain soup and spark' in the brainstem so necessary for life. If there be a soul in each of us, surely, it is enshrined here. (shrink)

Can strikes by resident doctors training to become consultants in Indian public-sector teaching hospitals be ethical? These hospitals were established for the medical care of the very poor in a country where health insurance and a national health service are nonexistent. In such a situation, the paralysis of tertiary healthcare centers by striking doctors runs contrary to the raison d'être of the profession. It also violates the first dictum of medicine: Primum,nonnocere. Recent experimental research has revealed surprising patterns in people's intuitions about free will and moral responsibility. One limitation of this research, however, is that it has been conducted exclusively on people from Western cultures. The present paper extends previous research by presenting a cross-cultural study examining intuitions about free will and moral responsibility in subjects from the United States, Hong Kong, India and Colombia. The results revealed a striking degree of cross-cultural convergence. This unique volume is a comprehensive,well-illustrated study of the organization of the white matter pathways of the brain. Schmahmann and Pandya have analyzed and synthesized the corticocortical and corticosubcortical connections of the major areas of the cerebral cortex of the rhesus monkey. It is platitudinous to say that whenever we try to read some ancient text or interpret some theory distant in space and/or time, we employ contemporary tools of analysis, contemporary techniques of modeling. Even while building theories, theoreticians (philosophers and scientists alike) are found to take help from the technology of the time. Aristotle, for example, had a wax-tablet view of memory. Leibniz used the model of a clock to explain the harmonious universe. Freud used a hydraulic model of the (...) flow of libido, and the telephone switchboard model guided psychologists while they were theorizing on intelligence. If a quiz‐master were to ask the question, “Is there anything common among the philosophies of the world?” the answer that should come from the participants with perfect aplomb is, “Yes, the concern for truth.” The presumed unanimity of this response, however, does not imply that philosophers possess a uniform understanding of the notion of truth. There are, indeed, many similarities in the way great minds think on this topic, yet divergences among them are also too significant to be ignored. (...) In this article, therefore, I propose to expound the various aspects of truth from a typically Indian perspective (although, of course, in the contemporary philosophical idiom) before making a comparative assessment of different philosophical theories of truth. In this paper I have examined the Saibaba phenomenon which originated in India and now has a global influence. Through fieldwork, I build on the life and works of three faith teachers (gurus) who have contributed to the Sai movement to forward my thesis that sociality and hence tangible social service is an important means to gain legitimacy, social standing and as a response to late modernity. I begin by giving an overview of the Sai phenomena and its peculiarities in (...) terms of syncretism, bricolage and aspects of global proliferation. I then discuss how sociality is a strategy for this genre of faith movement and its implications. Finally I propose that sociality has become a metaphor of Sai sacrality. (shrink)

This article is based on field work with the Vivekananda Kendra in Kanyakumari, India. The Vivekananda Kendra is a Hindu spiritual organization founded in 1972, based on principles promoted by Swami Vivekananda. The organization’s members translate Vivekananda’s Vedanta and Yoga ideals into national reconstruction. The efforts of Eknath Ranade as the key transmitter of Vivekananda’s ideals, the way he effectively wove austerity, renunciation, and service to realize them, and the Kendra’s strategy of social service and its effects are discussed. In (...) particular, the Kendra’s social service is analyzed on the basis of its social consciousness, its views on social issues and gender, its Hindu nationalist stance, and its relationship with the establishment and the global political economy. This critical discourse highlights the Kendra’s emphasis on Vedantic socialism as opposed to traditional socialism. The lenses by which the Kendra views society are gendered and ethnonationalist. It deals with matters of justice, equity, and state relations from a benevolent patriarchal vantage point. (shrink)

_Disaster Psychiatry: Intervening When Nightmares Come True_ captures the state of disaster psychiatry in the aftermath of the terrorist attacks of September 11, 2001. This emergent psychiatric specialty, which is increasingly separated from trauma and grief psychiatry on one hand and military psychiatry on the other, provides psychotherapeutic assistance to victims during, and in the weeks and months following, major disasters. As such, disaster psychiatrists must operate in the widely varying locales in which natural and man-made disasters occur, and they (...) must establish their role among the chaotic array of organizations involved in direct disaster response. Editors Anand Pandya and Craig Katz have captured the challenge and promise of disaster psychiatry through first-person narratives. We hear from psychiatrists who have encountered disasters at various stages of their career and in widely varying social, political, and personal contexts. Accounts of psychiatric involvement with adults and children during and after 9/11 have understandable pride of place in this collection. But they are balanced by richly informative narratives about other domestic and international disasters. Fraught with the drama attendant to the events they describe, these essays delineate the dizzying array of challenges that confront the disaster psychiatrist. They range from the intense emotional responses that are part of the aftermath of any disaster, to the need to legitimize a psychiatric presence within diverse cultural and medical contexts, to the subtle task of providing therapeutic boundaries at a time when all rules seem to be suspended. Special attention is given to the daunting task of working with children whose parents' are disaster victims. What emerges from these testimonies is compelling documentation of skilled and compassionate psychiatrists at the outer limits of their specialty, pursuing their calling into uncharted realms of therapeutic engagement. I would like to introduce the problematic to be addressed in this short article simply as follows. According to the majority of the modern interpreters of the Nyāya philosophy, the Naiyāyika-s are ontologically committed to an uncompromising direct realist theory of perception and to externalism both in epistemology and philosophy of mind. Computationalists, on the other hand, in their ontology, are frank or secret supporters of the view that what we cognize, even what we perceive, is representational. These two claims (...) appear to be opposed to each other. Naturally, the question arises: Is a computational account of intentional mental state, as proposed by Matilal, in his magnum opus Perception, admissible in the Navya-Nyāya framework? Though Matilal has not restricted the conundrum to Navya-Nyāya, the way he has analyzed the cognitive states are available only in the Navya-Nyāya literature. The main objective of this article is to strengthen Matilal’s position further with the help of some additional arguments from the Navya-Nyāya treatises. (shrink)

The main aim of this chapter is to trace the naturalistic traits present in classical Indian philosophical systems, which are well known for their “spiritual” orientation. Having set aside initial doubts regarding the possibility of discovering naturalism in the Indian philosophical scenario, it draws attention to different kinds of naturalism, viz., ontological, methodological, semantic, linguistic, moral, and aesthetic. With reference to ontological naturalism, it discusses in detail the full‐fledged naturalism of the Cārvāka materialists, the mitigated naturalism of the Naiyāyika‐s, the (...) Buddhists, and the Jainas, and the protonaturalism of the Sāmkhya philosophers. It then discusses methodological naturalism mainly with reference to the Nyāya epistemology and moral naturalism, keeping in mind those philosophical systems which uphold that moral values can be understood in terms of moral facts and therefore question the validity of the fact/value distinction. IntroductionScientific pluralism is generally understood in the backdrop of scientific monism. So is mathematical pluralism. Though there are many culture-dependent mathematical practices, mathematical concepts and theories are generally taken to be culture invariant. We would like to explore in this paper whether mathematical pluralism is admissible or not.Materials and methodsMathematical pluralism may be approached at least from five different perspectives. 1. Foundational: The view would claim that different issues within mathematics need support of different foundations, apparently incompatible with one another. (...) 2. Ontological: The world itself is dappled—the mathematical counterpart of which can be traced to the admission of non-Euclidean spaces and also in simultaneous acceptance of set-theoretic and category theoretic entities in the ontology of mathematics. 3. The third route is epistemological. It follows from the view that the nature of reality is so complex that different aspects of it require alternative modes of representation and explanation sometimes severally, sometimes simultaneously, e.g., classical, constructivist, computer-aided and different finitist mathematics can be used depending on the knowledge situation. 4. The fourth route is semantic. Fuzzy mathematics, we know, gives up bivalence in theory of truth, and ascribes truth to mathematical propositions in degrees. 5. The last one is Programmatic: for some, mathematical pluralism is a stance, a programme. It provides a framework which strikes at the root of cultural hegemony and nourishes a climate of intellectual humility and tolerance. It is not my intention to hold the brief of any of these versions. I just want to present to the readers a more or less complete picture of the scenario, though not an exhaustive one. ConclusionUnlike monism, mathematical pluralism does not rule out any possibility—even the possibility of having a unitary over-arching framework of interpretation remains as an open option. This paper highlights the fact that motivations for upholding pluralism in mathematics have been many and one can be a pluralist just by subscribing to any of the views listed above. (shrink)

The concept of governmentality has a textual and philosophical basis as well as being concerned with what might be called the practices of government. This article discusses and develops the governmentality argument with respect to the guru-led movements. It outlines the basics of Michel Foucault’s concept of governmentality, its analytical frame, the fact that governmentality moves beyond only the practices of the state and its nuances in a neoliberal frame of reference, drawing on Zygmunt Bauman and others. It then discusses (...) the governmentality of guru-led movements through: (1) the political acts and powers of the gurus; (2) the supplementary and complementary efforts to aid the state by the guru-led movements; (3) instances of resistance and taking on the state, and (4) the flipside of governmentality, which manifests as hegemony, Hindutva politics and Hindu nationalism. Through the governmentality argument, aspects of the surveillance, discipline, control, interactivity and competition of the guru-led movements emerge. What is discussed is a post-disciplinary model of governance which devolves power downwards from crumbling state institutions to new agencies of control, in this case, the gurus and their institutions. This devolution, however, is not without its tensions and the article also argues that guru governmentality betrays traces of hybridity and non-linearity. (shrink)

Medical practice is based on teaching, learning and examples set by seniors. Past and present practices are briefly analysed. Current trends do not justify optimism. The poor patient is likely to be sidelined as doctors reach out to the rich and powerful in this country and those bringing in American dollars from abroad. While corrective steps are possible, it is unlikely that they will be implemented.

I have reviewed briefly persons who have influenced me during my years as a student of medicine and to date. I have been blessed in my teachers and owe everything I am to them. The chief lessons they taught me were integrity, sincerity, the need to keep learning and practice ethically keeping the welfare of the patient in mind all the time. Above all, they taught me to observe the Golden Rule**.

The importance of Levinas’ notions of sensibility and subjectivity are evident in the revision of phenomenological method by current phenomenologists such as Jean-Luc Marion and Michel Henry. The criticisms of key tenants of classical phenomenology, intentionality and reduction, are of a particular note. However, there are problems with Levinas’ characterization of subjectivity as essentially sensible. In “Totality and Infinity” and “Otherwise than Being”, Levinas criticizes and recasts a traditional notion of subjectivity, particularly the notion of the subject as the first (...) and foremost rational subject. The subject in Levinas’ works is characterized more by its sensibility and affectedness than by its capacity to reason or affect its world. Levinas ties rationality to economy and suggests an alternative notion of reason that leads to his analysis of the ethical relation as the face-to-face encounter. The ‘origin’ of the social relation is located not in our capacity to know but rather in a sensibility that is diametrically opposed to the reason understood as economy. I argue that the opposition in Levinas’ thought between reason and sensibility is problematic and essentially leads to a self-conflicted subject. In fact, it would seem that violence characterizes the subject’s self-relation and, thus, is also inscribed at the base of the social relation. Rather than overcoming a problematic tendency to dualistic thought in philosophy Levinas merely reverses traditional hierarchies of reason/emotion, subject/object and self/other. (shrink)

The aim of this article is to return to the concept of bricolage as theorized in 1962 by the French anthropologist Claude Lévi-Strauss and examine its presence and utility in the art and architectural history of the twentieth century. While Lévi-Strauss was the first theorist to present bricolage as an analogy for the creation of mythical thought among indigenous cultures, the concept has seen a wide range of conceptual, methodological and practical applications across different fields, including design, visual arts, urban (...) planning and the built environment. This article will examine the applicability of bricolage as a technical metaphor for the creative process and its relevance to artistic creation by tracing its trajectory over the course of the twentieth century. It will evaluate the significance of objects and events of ‘everyday life’ in the creative practices of contemporary artists, and draw attention to the emerging role of the architect as bricoleur or improviser, to conclude that it was the art of the ‘ordinary’ that gave creative inspiration to twentieth-century artists and architects to engage with the materiality and past experiences of the world.
