With the further growth of the world population and the further intensification of the processes of interaction between countries and increasing movements of the masses of people, the role of Political Demography becomes more and more important. Issues of global ageing, migration, low fertility in developed countries (or very high fertility in some African countries), high mortality in many developing states (including deaths from AIDS); rapid change in the ethnic composition in Europe and in several other regions and many other (...) pressing issues are in the focus of this discipline. Some of these problems are analyzed in this yearbook. However, among those issues, the issue of global ageing becomes more and more pressing every year. It is sufficient to take into account the point that within two forthcoming decades a rapid global increase in the number of retirement-age persons will lead to its doubling within this fairly small historical period. The concerns about population ageing apply to both developed and many developing countries and it has turned into a global issue. In the next decades the population ageing is likely to become one of the most important processes determining the future society characteristics and directions of technological development. (shrink)

The construct of moral intensity, proposed by Jones (1991), was used to predict the extent to which individuals were able to recognize moral issues. We tested for the effects of the six dimensions of moral intensity: social consensus, proximity, concentration of effect, probability of effect, temporal immediacy and magnitude of consequences. A scenario-based study, conducted among business individuals in Singapore, revealed that social consensus and magnitude of consequences influenced the recognition of moral issues. The study provided evidence for the effects (...) of temporal immediacy. There was marginal support for the impact of proximity and probability of effect but no evidence that concentration of effect influenced recognition of moral issues. The paper concludes with a discussion of the implications of these results for researchers and organisational practitioners. (shrink)

The relation between Kant’s philosophy and the “philosophy of balance” as it is described in the report Come on! Capitalism, Short-termism, Population and the Destruction of the Planet, delivered to the Club of Rome in 2018, requires some analysis. The authors of the report consider Kant to be a philosopher of European Enlightenment which laid the foundations of the modern world, but also proved to be the source of global problems. The report characterises the philosophy of the Enlightenment as lop-sided (...) rationalism which dismisses everything that does not possess desirable properties. In exchange, the authors offer a philosophy of balance, described in several points as the balance between conflicting values. The overarching problem of the philosophy of balance is the restraining of egoism. For this reason I first examine the relationship between duty and human inclinations in Kant’s ethics. I then demonstrate that the topic of political forecasts and the recommendations which Kant prescribes both in his philosophy of history and in his reflections on politics, right and justice, essentially boils down to three points of the philosophy of balance: the balance between development and justice (Kantian republicanism), between the speed and stability of development (external policy, the Kantian peace project), and between the short-term and long-term perspectives (reform policy). I then touch upon the problem of the implementation of Kantian principles in politics in the light of the reception of Kant in the modern theories of social conflicts, the communication theory of J. Habermas and the justice theory of J. Rawls. The overall conclusion is that Kant’s philosophy is not a philosophy of exclusion, capitalist values and utilitarianism and is not their ideological basis. (shrink)

In this article we investigate the complexity of isomorphisms between scattered linear orders of constructive ranks. We give the general upper bound and prove that this bound is sharp. Also, we construct examples showing that the categoricity level of a given scattered linear order can be an arbitrary ordinal from 3 to the upper bound, except for the case when the ordinal is the successor of a limit ordinal. The existence question of the scattered linear orders whose categoricity level equals (...) the successor of a limit ordinal is still open. (shrink)

The authors consider the phenomenon of overcoming and examines the culture of overcoming in Marxist dialectics. As the core thread for dealing with this issue in the writings of Karl Marx, the authors follows the research on the socio-biological problem carried out by Vladimir I. Plotnikov, a Russian representative of the Marxist dialectics. Examining Marx’s standpoint on the subject, Plotnikov provides an outline of the issue of overcoming. This issue is described as the issue of mankind overcoming its species’ boundaries (...) and divided into the problems of the first and second overcoming. The first overcoming is defined as breaking out beyond the boundaries of instinctual activity, while the second—as the problem of removing the self-restrictions by an alienated person. (shrink)

This study provides a critical examination of biopolitics and the process of the subjectification of Russia, Ukraine, Georgia, and Estonia. The authors analyze multiple overlapping regimes of belonging, performativity, and debordering.

The paper aims to analyze three discussions pertaining to the artificial intelligence project that took place on both sides of the “Iron Curtain” since the 1960s: 1) E.V. Ilyenkov – D.I. Dubrovsky (USSR), 2) H. Dreyfus – computer scientists (USA), 3) H. Dreyfus – H. Collins (USA – UK). The authors observe the originality of the arguments of Soviet philosophers in comparison with the discussions in the US and UK. The basis for a comparative analysis of these discussions is the (...) typology of social intercourse paradigms, which assumes the existence of three fundamentally different views of humans as social beings: the information-instrumental, the existential-phenomenological, and the social-institutional paradigms. These views correlate with the ideas about humans within different theoretical structures examining artificial intelligence. The information-instrumental paradigm poses the problem of social intercourse regarding communication, material, and informational exchange (D.I. Dubrovsky, computer scientists). The social-institutional paradigm considers social intercourse as personification, actualization, and implementation of the structural characteristics of social relations (E.V. Ilyenkov). The existential-phenomenological paradigm characterizes social intercourse as the realization of the internal potency of a self-conscious individual (H. Dreyfus). The paper exposes that the theoretical and methodological foundations of the discussions under consideration are similar to the paradigmatic foundations of the analysis of social intercourse in social philosophy and social sciences. There are “two and a half floors” in the research of problems associated with the entry of artificial intelligence technologies into the everyday life of society: 1) philosophy, computer and cognitive sciences; 2) social sciences; 3) interdisciplinary research. A particular paradigmatic structure and a unique research problem characterize each of them. In conclusion, “new old questions” are highlighted that structure the field of contemporary social analytics for studying artificial intelligence and artificial sociality. (shrink)

According to the prevailing opinion of the Kantian scholars, Kants critique of the traditional philosophical theology in the chapter of his Critique of Pure Reason dedicated to the ideal of reason motivated his rejection of transcendental theology in favor of a construction foundeв on postulates of reason. An examination of Kants sistematics of philosophical-theological disciplines reveals nonetheless some changeability of the borderlines of transcendental theology. This means that Kants critical arguments do not necessarily affect all kinds of trancendental theology, and (...) allows us to investigate Kants reflection of the transcendental ideal if reason as a foundation for an alternative version of philosophical ethico-theology which does not need practical postulates. In the first Critique there is no ground for such a construction, because Kant's concept of virtue remains partly naturalistic at that time. The idea of a pure aprioristic ethics of duty as expounded by Kant later furnished the needed conceptual foundation for a concept already prepared in the theory of the ideal, asserting the reality of a transcendental-practical ideal as a prototype of moral will, as humanity in its comprehensively determined moral perfection, as the realm of ethical ends, and lastly, in an anticipation of the prototypical Christology of Kant's late treatise on religion, as the divine human person within us. Compared with this version of transcendental philosophical theology Kants ethico-theology of postulates should be legitimately determined as a form of natural theology. (shrink)

Стаття присвячена аналізу складного і суперечливого процесу демократизації арабського суспільства, який відбувається вже багато років. Сучасні глобалізаційні процеси торкнулися і арабського світу, де спостерігається зіткнення цивілізаційних парадигм. Разом з тим наголошується, що існуючі соціальні конфлікти та елементи суспільно-політичної нестабільності, які торкнулися ряду арабських країн, частково є результатом західного впливу і нав'язування інститутів, не властивих арабської соціокультурної традиції. З іншого боку, всі ці феномени цілком можливо розглядати як етап своєрідної демократизації арабського соціуму, який потрібен як важлива складова відповідного процесу.

The purpose of the study is to identify the needs of bachelor students of various areas in the field of fine arts in the skills of mastering computer graphics and using its various types in professional activities. The Federal State Educational Standard in the areas of education, general and professional competencies associated with the possession of computer graphics, methods and techniques of work necessary for organizing a holistic process in this discipline are analyzed.

The article discusses Ilyenkov's concept of the ideal and its phenomena. It attempts to reconstruct the authentic meaning assigned to this notion by the thinker himself as well as to map the directions of contemporary polemic concerning the concept of the ideal.

Studies of ancient funerary rituals lead to the philosophical problem of the opposition of life and death. Ancient cultural forms that remove this opposition are based on the specifically irrational and correlate with irrational ideas about the soul and its destination after death. The modern rational mind eliminates these forms. Based on an ontologically balanced paradigmatic synthetic approach, considering the features of ontology and myth, a dynamic model of the archaic perception of death—metaphysics of overcoming—was formed. This integrated model most (...) accurately reflects the pre-philosophical way of the transcendence of the being. To analyze some sсeptical arguments was build the epistemological model about only one perceiving subject “Enarch”: he is one (ἐνᾴϛ) and has beginning (ἀρχῄ) in itself. This model was applyed for critical analysis of Husserl’s and Putnam’s attempts to overcome scepticism (i) by using “the intersubjective program” in a first case and (ii) argument “brains in a vat” in a second one. To justify the equivalence of the “intersubjectiveness” and “objectiveness” Husserl suggested the existence of transcendental Community. The main goal (...) of the paper is to show that intersubjective epistemology faces the difficulty: the equivalence of the“intersubjectiveness” and “objectiveness” is not feasible. Developing Putnam’s model “brains in a vat” about boundaries of scepticism has been formulated the argument about “back of the head”. It showed that skepticism is much more strictly doctrine than it was suggested by Putnam. (shrink)

A vivid and bizarre dream conjures up a myriad of novel mental images. The same exact images can be created volitionally when awake. The neurological mechanisms of these two processes are different. The voluntary combination of mental objects is mediated by the lateral prefrontal cortex and patients with damage to the LPFC often lose this ability. Conversely, the combination of mental objects into novel images during dreaming does not depend on the LPFC; LPFC is inactive during sleep and patients whose (...) LPFC is damaged do not notice a change in their dreams. Neither colloquial English nor scientific jargon has an established way to report on the origin of a conjured up mental image; the term “imagination” is regularly used to describe any experience generated internally whether voluntarily or involuntarily. Failing to distinguish be­tween voluntary and involuntary imagination leads to confusion in developmental psy­chology, neurolinguistics, and paleoanthropology. A comprehensive understanding of the distinction between voluntary and involuntary imagination will help develop better thera­py for children with language delay, contribute to a clearer understanding of the unique­ness of human language, and enable a more productive discussion of the evolutionary ori­gin of human language. There are very significant conceptual links between theories of social macroevolution and theories of the World System development. It is shown that the growth of the World System complexity and integrity can be traced through a system of phase transitions of macroevolution. The first set of phase transition is connected with the agrarian, industrial, and information-scientific revolutions (that are interpreted as changes of “production principles”). The second set consists of phase transitions within one production principle. These phase transitions are analyzed (...) on the basis of the World System urbanization dynamics, but they can be traced with respect to the other (cultural, economic, technological, demographic, political, etc.) dimensions of the World System development. We consider two-sorted theories of vector spaces and prove a criterion for the assertion that such a theory allows elimination of quantifiers over vector variables.

The paper is aimed at providing general outlines of the more than two-century history of the theory of moral sanctions. It rests on a thesis about unity of all disciplines studying morality. The aim of the paper has been achieved trough an analysis of how some basic concepts were borrowed and basic ideas were transformed. The first tradition links moral sanctions with public condemnation. Some of its adherents simply identified public condemnation with moral sanction. This opinion prevailed until the middle (...) of the XXth century. Later it was suggested that a sanction becomes genuinely moral only when a transgressor herself is sensitive to condemnation because she recognizes that she deserves it and feels shame, guilt or remorse. It means that an external side of the sanction has to be complemented by an internal one. The first tradition presupposes a deep and thorough analysis of an external side of the moral sanction, i.e. various forms of sanctioning behavior (avoidance, censure, denunciation, reproach, scolding etc.) The second tradition was initiated by J.S. Mill and H. Sidgwick, it includes among moral sanctions the very negative emotions of self-appraisal. For adherents of this tradition, model and most important moral sanctions are internal: guilt and remorse. Characteristics of internal (autonomous) and external (heteronomous) sanctions were established in the XXth century anthropology. Later this distinction became current in the contemporary ethics. A study of the relationship of trends towards specialization and universalization of scientific knowledge is most fruitful when sociological and epistemological methods are compared. Sociological methods describe the growth of scientific knowledge quantitatively as an increase in volume, whereas epistemological methods do it qualitatively in terms of an increase in the level of generalization. The sociological explanation of the specialization of researchers is based on the limited resources of the study time, the epistemological explanation of the differentiation of disciplines is (...) in the ontological differences of the objects of research. On the contrary, epistemological universalization – the formulation of generalizing theories is conditioned by the social need to ensure the connectivity of the network of technical practices. The history of the development of natural sciences shows a tendency towards absorption of the less developed paradigms by more developed ones. In other words, scientific knowledge increases cumulatively both in quantitative and qualitative terms. (shrink)

Introduction. War occupies a special place in the mankind development because it is an integral part of its history. Thousands of researchers have been engaged in the problem of war from the standpoint of various sciences. The confrontation of nations and individual social groups as a social and political fact has been seen in philosophical thought since the epoch of the first major civilizations. However, at the present stage of society’s development, the problems of war are closely connected with the (...) national security phenomenon because the state protection from internal and external threats actually prevents the risks of damage to manpower, civilian population, infrastructure, and economy. The purpose of the study is to determine to what degree the leading characteristics of the three main war forms influence the national security transformation at the present stage of society development. Methods. To achieve the study purpose and solve the tasks set, the logical method of analysis for structuring materials, the historical method for correct and chronologically consistent presentation of facts, the comparative method for identifying distinctive parameters in the compared judgments and the deductive method for determining conclusions based on the results of the study are used. Scientific novelty of the research. The study provides a detailed analysis of modern wars and their impact on national security. The author has studied the interrelationships between various forms of military conflicts and their consequences for the stability of the state. Special attention is paid to the methodology of analyzing hybrid and asymmetric wars, which allows a deeper understanding of their characteristics and impact on the national security system. This approach helps to better understand the dynamics of modern threats and strategies to counter them. Results. The author gives the definition of national security through the war phenomenon, determines the features of conventional war that influence the formation of the national security of the state and the requirements for transforming security, analyzes the influence of asymmetric warfare methods on national security, determines the features of hybrid warfare in opposition to the fundamentals of national security, and makes the conclusion on the influence of various war forms on national security transformation and stability. Conclusions. At the present stage of the world community development, various war forms require an individual state to transform methods and mechanisms of national security that would not keep up or catch up with the war technologies but prevent threats based on a stable national identity, the coordinated work of all actors of national security, the construction of mechanisms that serve the stability of social and economic activity. The paper presents the reflection on philosophical foundations of contemporary physical concepts of global history and global structure of Universe. It shows that Democritus's dualism of "matter and void" is changed now in dualism of "matter and energy" in the frame of the strings theory, where anything what looks like "a void" is absent. At the same time the Poincare-Perelman's theorem calls to rethink Democritus's philosophy in the light of "space and hole" discourse and call it to come back. On (...) the level of philosophy doctrines for contemporary fundamental physics it in necessary to combine dialectically the concept of "matter and void/hole" and the concept "matter and energy" (or "matter and singular conditions"). It is possible to do on the way of rethinking of H. Bergson's ideas presented in his book "Matter and memory". The conclusion is that fundamental dualism consists the relation "visible matter - invisible historical memory" inside of Universe. (shrink)

Multidrug resistance (MDR) is developed in a population of somatic mammalian cells in vivo or in vitro when they are selected for resistance to each of a large group of drugs (colchicine, adriamycin, actinomycin D, etc.). It is produced by the amplification of some unknown gene(s) whose product(s) evidently change(s) the plasma membrane permeability of a cell to a selective agent and to other unrelated compounds. A large specific genomic region (150–250 kbp) undergoes amplification in MDR cells selected for the (...) resistance to different drugs. Amplified DNA is located in homogeneously staining regions of chromosomes, double minute chromosomes and small chromatin bodies – episome‐like structures that replicate out of the S‐phase of a cell cycle. The selection of MDR cell variants is accompanied by regular karyotypic evolution specific for this type of drug resistance. (shrink)

The paper aims to formulate theoretical and methodological foundations as well as basic research questions for studying intervention of artificial intelligence in everyday life of medical and life sciences in the 21 century. It is an invitation for professional philosophical, theoretical and methodological discussion about the necessity and reality of artificial intelligence in contemporary medical/life sciences and medicine. The authors commence with a proposition of their definitions of ‘artificial intelligence’ (AI) and ‘artificial sociality’ (AS). The next section of the paper (...) deals with a review of basic trends in medical/life sciences and medicine. In what follows the authors debate two problems related to incorporation of AI in reality of current medicine. The first is the potential revision of the principles developed in western medicine; the second is the alteration of the contents and forms of medical education. The authors theorize the dynamic interplay between structural expansion and cultural contraction of medicine and life sciences in current practices of higher education and explore how this introduces an essential tension between the necessity and reality for medical professionals to work with AI. The paper shows that attending to institutional dynamics serves as a critical and timely extension of disciplinary/cross/anti-disciplinary critiques of science and medicine, not only since the current inclusion agenda of the AI in medicine may do little to address the real concerns of a medical profession in the XXI century but also because it may inadvertently undermine the institutional recognition and epistemic acceptance of new anti-disciplinary vista for studying AI per se. In conclusion the authors underline basic outcomes of the discussion and propose further routes for inquiry and research. (shrink)

This article focuses on the views held by the early Bulgarian representative and interpreter of pragmatism Ivan Sarailiev on the two trends of this doctrine – the method for ascertaining meaning proposed by Charles Sanders Peirce, and the theory of truth propounded by William James. Sarailiev applied andpropagated the pragmatist ideas of the doctrine’s founders in Bulgaria in the 1920s, and is thus one of the first followers of Peirce in Europe and the very first in Eastern Europe. How deep (...) was Sarailiev’s understanding of the two types of pragmatism? How did they shape his philosophy and what was their role? This article will try to address these questions as well as presenting the overall reception of pragmatism in Bulgaria in the Interwar period through Sarailiev who was its only serious proponent both at the time and long aft erwards. There are some theoretical grounds to expect that general inflation can have an ambiguous effect on the likelihood of the outbreak of revolutionary actions: while high inflation has a positive effect on revolutionary activity, moderate inflation reduces the likelihood of revolution, whereas negative inflation values again increase revolutionary activity. At the same time, many researchers suggest to treat separately food inflation as a significant predictor of the unfolding of revolutionary processes, because food inflation is a much more sensitive macroeconomic indicator (...) that aggravates many social ills, such as poverty, protest sentiments, frustration, socio-economic shocks, etc. The authors, based on modern political science concepts and quantitative calculations, test the corresponding hypotheses. Using a rare event regression model and a set of control variables (the main factors of revolutions, according to modern political science research — GDP per capita, population, share of youth, urbanization, level of education, level of democracy) to obtain more reliable results, the authors come to the conclusion that the general level of inflation does not have a significant impact on the risks of revolutionary destabilization. On the other hand, food inflation does turn out to be a fairly reliable predictor of the beginning of the unfolding of revolutionary processes. Food inflation has a particularly strong impact on low-income groups, so it is powerful destabilizing factor in the least economically developed countries. Furthermore, regionally, food inflation may have the most powerful destabilizing effect in Africa (especially in African cities). (shrink)

The starting point of my study is Kant’s remark to the effect that Garve in his treatise on the connection between morality and politics presents arguments in defence of unjust principles. Recognition of these principles is, according to Kant, an inadvisable concession to those who are inclined to abuse it. I interpret this judgement by making a detailed comparison of the texts of the two treatises. I demonstrate that Garve’s work is an eclectic attempt to combine in one concept the (...) lessons of historical experience with the ideas drawn from British empiricism and German rationalism. These ideas were criticised by Kant in his “critical” period. There is a consensus among researchers that Garve condoned the expansionist policy of Frederick II of Prussia, totally denied that legality in international relations was possible and in general deserved the reputation of an conservative. From that point of view the key values for Garve were the security and well-being of the state. I offer an alternative interpretation of Garve’s position because I believe that the value of political stability plays an important role in it. Such an interpretation makes it possible to treat Garve’s narrative as it was assessed by Kant, i.e. as a concession to the common principles of political practice as a result of a failure to find the guiding theory. My study has established that the role of Garve’s work in the writing of Kant’s treatise Toward Perpetual Peace was more significant than Kant’s own words suggest. Besides, I show that it was under Garve’s influence that Kant turned to the problem of excessive complexity of the principles involved in the search for concrete political decisions. Garve obviously laments this complexity and yet makes these principles still more complex. Kant offers a simpler solution of the problem on the basis of his theory of morals and right. (shrink)

This article considers the history of Soviet Spinoza studies after World War II. V.V. Sokolov, editor of the last Soviet publication of Spinoza’s works, regards him as a metaphysician, at times rising to dialectics, and a pantheist rising to materialism. E.V. Ilyenkov, Ya. A. Milner and B.G. Kuznetsov offer a radically different interpretation of Spinoza, as our advanced contemporary. The article provides a critical analysis of the concept of man as a “thinking body,” which Ilyenkov mistakenly ascribes to Spinoza and (...) then corrects on behalf of Marx. Kuznetsov, in his own words, performs a “neo-Spinozist analysis of science.” He is looking for equivalents of Spinoza’s concepts in modern physics, starting with the “physically meaningful” concept of being. Milner wrote a new Ethics, based on the concept of “free necessity” as a social duty consciously performed by the individual. (shrink)

In this article we find some sufficient and some necessary ${\Sigma^1_1}$ -conditions with oracles for a model to be resplendent or chronically resplendent. The main tool of our proofs is internal arguments, that is analogues of classical theorems and model-theoretic constructions conducted inside a model of first-order Peano Arithmetic: arithmetised back-and-forth constructions and versions of the arithmetised completeness theorem, namely constructions of recursively saturated and resplendent models from the point of view of a model of arithmetic. These internal arguments are (...) used in conjunction with Pabion’s theorem that ensures that certain oracles are coded in a sufficiently saturated model of arithmetic. Examples of applications are provided for the theories of dense linear orders and of discrete linear orders. These results are then generalised to other ω-categorical theories and theories with a unique countable recursively saturated model. (shrink)

The Critique of Practical Reason is traditionally regarded as one of Kant’s central works on practical philosophy. Its structural and stylistic parallels with the Critique of Pure Reason sustain one’s conviction about its fundamental systematic relevance in Kant’s ethics. Nevertheless, the compositional sketch of the system of critical philosophy in the first Critique does not presume any separate critique of reason in its practical use. This inspires to investigate the question of the sense and aim of the critique of practical (...) reason in Kant’s main works of the 1780s. Such an investigation discovers, that the concept of such a critique emerges in Kant’s Groundwork for the Metaphysics of Morals, which intends to find and to establish the supreme principle of pure morals, to supply its full-value deduction and insofar to present a sufficient introduction to the system of moral metaphysics. It is for the purpose of such a deduction, which demonstrates the normative validity and truth of categorical imperatives, that Kant considers a transition to a critique of practical reason necessary. And yet this transition as well as this critique are presumed to take place within the subject field of the Groundwork itself: the main features of the practical critique of reason as described in the Groundwork III are, according to Kant, sufficient for the purpose of justification of critical morality. If, however, the deduction of the moral law given in Groundwork III should fail, no possible future “progress of metaphysics” could compensate this failure, - because this deduction occurs at the «extreme boundary of all practical philosophy”, beyond which lies the realm of moral faith. Kant scholars consider the concepts of the “fact of pure reason” and the doctrine of the highest derivative good as crucial innovations of the second “Critique”. There are however reasons enough to dispute the question as to whether both doctrines really make for an innovation - and for an advance. (shrink)
