Moreno (bio)The spring and summer of 1998 were seasons in the sun for institutional review board (IRB) aficionados. Rarely have the arcana of the local human subjects review panels been treated to so much attention in both the executive and the legislative branches of government, not only at the federal but also at the state level. And it looks as if the attention will (...) continue for some time. The spate of interest is due to a series of coincidences: a powerful House of Representatives subcommittee held hearings after its chairman learned about the IRB system during a previous session on research in underdeveloped communities; the Department of Health and Human Services’s Inspector General (DHHS-IG) released a report on IRBs; the National Institutes of Health (NIH) Office of Extramural Research completed a report on clinical trial monitoring; the National Bioethics Advisory Commission (NBAC) readied a report on research involving persons with mental disorders; the states of Maryland and New York completed studies of research with subjects who lack decision-making capacity; and advocacy groups protested a psychiatric research project involving inner city children.Underlying these proximate causes for the IRB blitz is a growing realization that the already considerable clinical trial enterprise will expand significantly over the next few years. Congress is talking about giving the politically popular NIH half again the budget it currently receives, which in turn will stimulate more commercially supported research. The director of the National Cancer Institute is considering a five-fold increase in the number of subjects enrolled in oncology studies over the next several years. Phase I cancer studies are among the most ethically sensitive, so IRBs will have more work cut out for them if this goal is reached. Adding to the rush of interest in IRBs are the government’s recent apology to the survivors of the syphilis study in Tuskegee, continuing congressional dissatisfaction with the way the Pentagon handled its vaccine distribution during the Gulf War, and the controversy about AZT trials in developing countries.On the HillCongressman Christopher Shays, the moderate Connecticut Republican who has developed an interest in human research issues, convened hearings on human [End Page 329] subjects research and the IRB system on 11 June 1998. Shays chairs the House Government Reform/Human Resources Subcommittee. The committee’s ranking minority member is Edolphus Towns of Brooklyn, NY, who shares Shays’s interest in this area.The immediate rationale for the hearings was the release that day of the DHHS-IG report, Institutional Review Boards: A Time for Reform. The subtitle was changed from A System in Jeopardy apparently after some people in DHHS expressed reservations about its seemingly alarmist tone, but the IG staffers who testified before Shays’s subcommittee insisted that they stood behind the message that the IRB system is in trouble if considerable reforms are not undertaken. Among the factors in the research environment cited as support for the bleak forecast: managed care, commercialization, multi-site trials, high IRB workloads, minimal IRB oversight of approved studies, conflicts of interest, insufficient training of IRB members and investigators, and lack of IRB self-studies (DHHS-IG 1998).As is normally the case for congressional oversight hearings, the first panel of witnesses consisted of executive branch officials, including Eric Meslin, Executive Director of the National Bioethics Advisory Commission, and Gary Ellis, Director of the Office for Protection from Research Risks (OPRR). Shays pressed Ellis on the extent to which OPRR conducts on-site investigations of complaints about abuse of human subjects. Admitting that on-site investigations are rare, Ellis suggested that the agency is inadequately staffed to follow up on complaints as quickly as it might wish. The members of Congress who were present at the hearings generally expressed concern about the DHHS-IG’s findings.The second panel that day, which Shays was unable to attend, set a different tone. Four of the panelists—Paul Appelbaum of the University of Massachusetts at Worcester, Robert Levine of Yale University, Angela Bowen of the Western IRB (a private clinical trials review firm), and I—were invited as authorities on the current condition of the IRB system. Recently, a number of philosophers have begun to question the commonly held view that choice or voluntary control is a precondition of moral responsibility. According to these philosophers, what really matters in determining a person’s responsibility for some thing is whether that thing can be seen as indicative or expressive of her judgments, values, or normative commitments. Such accounts might therefore be understood as updated versions of what Susan Wolf has called “real self views,” insofar as they attempt to ground (...) an agent’s responsibility for her actions and attitudes in the fact (when it is a fact) that they express who she is as a moral agent. As such, they seem to be open to some of the same objections Wolf originally raised to such accounts, and in particular to the objection that they cannot license the sorts of robust moral assessments involved in our current practices of moral responsibility. My aim in this paper is to try to respond to this challenge, by clarifying the kind of robust moral assessments I take to be licensed by (at least some) non-volitional accounts of responsibility and by explaining why these assessments do not in general require the agent to have voluntary control over everything for which she is held responsible. I also argue that the limited applicability of the distinction between “bad agents” and “blameworthy agents” on these accounts is in fact a mark in their favor. (shrink)

A common argument against explanatory reductionism is that higher‐level explanations are sometimes or always preferable because they are more general than reductive explanations. Here I challenge two basic assumptions that are needed for that argument to succeed. It cannot be assumed that higher‐level explanations are more general than their lower‐level alternatives or that higher‐level explanations are general in the right way to be explanatory. I suggest a novel form of pluralism regarding levels of explanation, according to which explanations at different (...) levels are preferable in different circumstances because they offer different types of generality, which are appropriate in different circumstances of explanation. The value of optimality modeling has long been a source of contention amongst population biologists. Here I present a view of the optimality approach as at once playing a crucial explanatory role and yet also depending on external sources of confirmation. Optimality models are not alone in facing this tension between their explanatory value and their dependence on other approaches; I suspect that the scenario is quite common in science. This investigation of the optimality approach thus serves as a case (...) study, on the basis of which I suggest that there is a widely felt tension in science between explanatory independence and broad epistemic interdependence, and that this tension influences scientific methodology. The optimality approach to modeling natural selection has been criticized by many biologists and philosophers of biology. For instance, Lewontin (1979) argues that the optimality approach is a shortcut that will be replaced by models incorporating genetic information, if and when such models become available. In contrast, I think that optimality models have a permanent role in evolutionary study. I base my argument for this claim on what I think it takes to best explain an event. The fate of optimality modeling is typically linked to that of adaptationism: the two are thought to stand or fall together (Gould and Lewontin, Proc Relig Soc Lond 205:581–598, 1979; Orzack and Sober, Am Nat 143(3):361–380, 1994). I argue here that this is mistaken. The debate over adaptationism has tended to focus on one particular use of optimality models, which I refer to here as their strong use. The strong use of an optimality model involves the claim that selection is (...) the only important influence on the evolutionary outcome in question and is thus linked to adaptationism. However, biologists seldom intend this strong use of optimality models. One common alternative that I term the weak use simply involves the claim that an optimality model accurately represents the role of selection in bringing about the outcome. This and other weaker uses of optimality models insulate the optimality approach from criticisms of adaptationism, and they account for the prominence of optimality modeling (broadly construed) in population biology. The centrality of these uses of optimality models ensures a continuing role for the optimality approach, regardless of the fate of adaptationism. (shrink)

An historically important conception of the unity of science is explanatory reductionism, according to which the unity of science is achieved by explaining all laws of science in terms of their connection to microphysical law. There is, however, a separate tradition that advocates the unity of science. According to that tradition, the unity of science consists of the coordination of diverse fields of science, none of which is taken to have privileged epistemic status. This alternate conception has roots in Otto (...) Neurath’s notion of unified science. In this paper, I develop a version of the coordination approach to unity that is inspired by Neurath’s views. The resulting conception of the unity of science achieves aims similar to those of explanatory reductionism, but does so in a radically different way. As a result, it is immune to the criticisms facing explanatory reductionism. This conception of unity is also importantly different from the view that science is disunified, and I conclude by demonstrating how it accords better with scientific practice than do conceptions of the disunity of science. It is aimed at the general reader, with additional notes and references for those who wish to explore the life and work of Turing more deeply. -/- The book is divided into eight parts, covering different aspects of Turing’s life and work. -/- Part I presents various biographical aspects of Turing, some from a personal point of (...) view. -/- Part II presents Turing’s universal machine (now known as a Turing machine), which provides a theoretical framework for reasoning about computation. His 1936 paper on this subject is widely seen as providing the starting point for the field of theoretical computer science. -/- Part III presents Turing’s working on codebreaking during World War II. While the War was a disastrous interlude for many, for Turing it provided a nationally important outlet for his creative genius. It is not an overstatement to say that without Turing, the War would probably have lasted longer, and may even have been lost by the Allies. The sensitive nature of Turning’s wartime work meant that much of this has been revealed only relatively recently. -/- Part IV presents Turing’s post-War work on computing, both at the National Physical Laboratory and at the University of Manchester. He made contributions to both hardware design, through the ACE computer at the NPL, and software, especially at Manchester. Part V covers Turing’s contribution to machine intelligence (now known as Artificial Intelligence or AI). Michael Strevens offers an account of causal explanation according to which explanatory practice is shaped by counterbalanced commitments to representing causal influence and abstracting away from overly specific details. In this paper, I challenge a key feature of that account. I argue that what Strevens calls explanatory frameworks figure prominently in explanatory practice because they actually improve explanations. This suggestion is simple but has far-reaching implications. It affects the status of explanations that cite multiply realizable properties; changes the explanatory role (...) of causal factors with small effect; and undermines Strevens’ titular explanatory virtue, depth. This results in greater coherence with explanatory practice and accords with the emphasis that Strevens places on explanatory patterns. Ultimately, my suggestion preserves a tight connection between explanation and the creation of understanding by taking into account explanations’ role in communication. (shrink)

The 1940s and 1950s were marked by intense debates over the origin of drug resistance in microbes. Bacteriologists had traditionally invoked the notions of ‘training’ and ‘adaptation’ to account for the ability of microbes to acquire new traits. As the field of bacterial genetics emerged, however, its participants rejected ‘Lamarckian’ views of microbial heredity, and offered statistical evidence that drug resistance resulted from the selection of random resistant mutants. Antibiotic resistance became a key issue among those disputing physiological vs. genetic (...) explanations of variation in bacteria. Postwar developments connected with the Lysenko affair gave this debate a new political valence.Proponents of the neo-Darwinian synthesis weighed in with support for the genetic theory. However, certain features of drug resistance seemed inexplicable by mutation and selection, particularly the phenomenon of ‘multiple resistance’—the emergence of resistance in a single strain against several unrelated antibiotics. In the late 1950s, Tsutomu Watanabe and his collaborators solved this puzzle by determining that resistance could be conferred by cytoplasmic resistance factors rather than chromosomal mutation. These R factors could carry resistance to many antibiotics and seemed able to promote their own dissemination in bacterial populations. In the end, the vindication of the genetic view of drug resistance was accompanied by a recasting of the ‘gene’ to include extrachromosomal hereditary units carried on viruses and plasmids. (shrink)

Historically, the Vienna Circle and the Dessau Bauhaus were related, with members of each group familiar with the ideas of the other. Peter Galison argues that their projects are related as well, through shared political views and methodological approach. The two main figures that connect the Vienna Circle to the Bauhaus—and the figures upon which Galison focuses—are Rudolf Carnap and Otto Neurath. Yet the connections that Galison develops do not properly capture the common themes between the Bauhaus and Neurath’s philosophical (...) projects. We demonstrate this by considering Neurath’s philosophical commitments. We suggest different connections between Neurath’s projects and the Bauhaus, connections that are both substantive and philosophically interesting. (shrink)

This paper considers the implications for education of a reworked ancient Greek ethics and politics of flourishing, where ‘flourishing’ comprises the objective actualisation of our intellectual, imaginative and affective potential. A brief outline of the main features of an ethics of flourishing and its potential attractions as an ethical framework is followed by a consideration of the ethical, aesthetic and political requirements of such a framework for the theory and practice of education, indicating the ways in which my approach differs (...) from other recent work in the field. I argue that the teaching of philosophy in schools and philosophical approaches to the teaching of other subjects are ideally suited to meet the pedagogic requirements of individual and communal flourishing so understood, contributing greatly both to the understanding of what a well-lived life might be, and to the actual living of it. I further argue that these requirements are not only derived from ancient Greek philosophy but are in turn especially well-served by the teaching and deployment of Greek philosophy itself. My claim is not that Greek philosophy has all the answers, or that other philosophers and philosophical approaches should be excluded; it is simply that Greek philosophy offers rich resources for those seeking to introduce children and young people to philosophy and to foster thereby their flourishing in both childhood and as adults. We single out an alternative, strict interpretation of the Einstein-Podolsky-Rosen criterion of reality, and identify the implied extensions of quantum correlations. Then we prove that the theorem of Bell, and the non-locality theorems without inequalities, fail if the new extensions are adopted. Therefore, these theorems can be interpreted as arguments against the wide interpretation of the criterion of reality rather than as a violation of locality.

Este artigo analisa, em dois momentos do movimento de ocupação de escolas em São Paulo, que ocorreu em 2015, o encadeamento das ações, discussões, reações e resistências que envolveram a insurgência dos secundaristas, a partir da construção conceitual de “dispositivo” de Foucault e suas derivações para questões comunicacionais. A proposta é observar como as cenas enunciativas insurgentes representadas e narradas pelos estudantes no ato da ocupação da escola e no confronto com a polícia configuram um sujeito político que aponta para (...) um modo de estar no acontecimento. Esse processo, inspirado também no método da igualdade de Rancière, mostra que a narrativa de si se configura como um instrumento político da ação política, fruto do empenho coletivo dos secundaristas, cujo arranjo se transforma em um potente dispositivo interacional. Depuis quelque temps, les spécialistes de Machiavel ont dédié leur attention, d’une part, au rôle des tumultes et de l’autre, à la présence de la langue de la jurisprudence dans son œuvre. Jusqu’à présent, ces deux lectures de Machiavel ne sont pas rencontrées. Cette contribution entend montrer jusqu’à quel point la langue de la jurisprudence est présente dans l’écriture de Machiavel sur les tumultes, dans ses premiers textes comme, surtout, dans ses Histoires florentines. En partant de l’analyse machiavélienne de la (...) rébellion de la Valdichiana, la première partie de l’article traite de la rébellion comme problème juridique et politique, comme cas spécifique du crime de lèse-majesté, traité par les juristes de droit civil et de droit canon, depuis les commentaires des lois impériales d’Henri VII jusqu’aux consilia rédigés en défense de Laurent de Médicis et de la cité de Florence à l’occasion de la conjuration des Pazzi, ainsi qu’au premier traité dédié aux séditions écrit par le juriste français Nicolas Bohier. Dans un second temps, on prend en considération le discours du Ciompo anonyme des Histoires florentines et on analyse un passage rarement pris en compte par les commentateurs : « Là où beaucoup se trompent, peu sont châtiés ». Dans ce passage, Machiavel utilise un principe juridique, une regula iuris, certes controversée et souvent non acceptée, mais théoriquement admise comme telle. This paper focuses on the debate over two central claims regarding cinematic narration: the claim that there are implicit cinematic narrators and the thesis that when we watch movies, we imagine seeing the events and characters in the film fiction. I examine what a consideration of the indeterminate nature of fictional narration, that is, what is specified by the fiction about how we come to imagine the story events, can contribute to the debate on these issues. It is argued that (...) consideration of fictional indeterminacy can be used to show that positing an implicit cinematic narrator is not only unnecessary, but is also incompatible with appreciating the film fiction. While the opposite result is reached regarding the claim about imagined seeing: considerations of indeterminacy suggest that we can suppose, without absurdities, that audiences at the movies sometimes engage in imagined seeing. Our goal in this article is first to give a broad outline of some of Hume’s major positions to do with justice, sympathy, the common point of view, criticisms of social contract theory, convention and private property that continue to resonate in contemporary political philosophy. We follow this with an account of Hume’s influence on contemporary philosophy in the conservative, classical liberal, utilitarian, and Rawlsian traditions. We end with some reflections on how contemporary political philosophers would benefit from a more (...) explicit consideration of Hume. (shrink)

According to a classic periodization in the history of science, biological thought as it emerged in France from the last decades of the seventeenth century to the 1740s was strongly committed to the doctrine of the preexistence of germs. Nicolas Malebranche’s role in disseminating this paradigm, particularly in the milieu of the Académie Royale des Sciences during the years when Bernard Le Bouyer de Fontenelle was its secretary, has been studied in detail, especially by Jacques Roger. However, much less has (...) been said about the authors who argued against this doctrine prior to the appearance of the relevant pieces by Pierre-Louis Moreau de Maupertuis, Georges-Louis Leclerc, Comte de Buffon, and Denis Diderot. I aim to examine a series of French medical treatises and clandestine manuscripts that outlined a mechanist theory of epigenesis, between the end of the seventeenth century and the 1720s, to bring to light the strategies—often quite original—that allowed them to achieve this result. One interesting case is the heterodox readers of Malebranche, which use some of his own arguments (notably on the physiology of brain traces and the laws of nature) both against preexistence and to support epigenesis. I inquire into the historical worth of the positions defended by these authors as well as into the connections existing between the history of epigenesis and that of materialism in the early modern era. Se lo analiza en tanto forma de voluntad e instrumento de presión política que tensiona críticamente los modos en que se organiza la vida en nuestras sociedades. Se indaga en el potencial de contra-soberanía que supone en tanto intenta desactivar el poder al que se enfrenta. Se tematiza cierta ética de la pasividad que surge en esta acción y se examina la lógica que recorre el acto de (...) darse muerte. Finalmente, el artículo contribuye a complejizar el debate en torno al suicidio hetero-referido en tanto se destacan sus límites y potencialidades, así como las paradojas que plantean a nuestras democracias liberales las diversas demandas de grupos minorizados. Alcuni studiosi si sono serviti degli scolî antichi al dialogo, tramandati sotto il nome del neoplatonico Ermia (V sec. d. C.), per sostenere che il metodo in questione non implica un'indagine preliminare dell'universo. È tuttavia utile (oltreché finora intentato) ripercorrere quanto l'esegeta neoplatonico dice a proposito dell'intero brano in questione per constatare come egli, al contrario, ne fornisca un'interpretazione cosmologica, (...) sulla base della significazione tecnica di ἡ ὅλη ψυχή come "anima dell'universo". In ogni caso l'esegesi di Ermia risulta essere non una semplice parafrasi grammaticale del testo platonico, ma anche una sua riformulazione filosofica nei termini della dottrina neoplatonica, la quale è estremamente complessa anche nel caso dell'anima umana. Information and communication technologies (ICT) enable citizens to communicate across state borders with greater ease than ever before, exciting much speculation about the emergence of transnational public spheres. This highly original work introduces this debate to International Relations, by investigating the socio-political implications of ICT in a global governance framework. Classic Habermasian theory is radically reconstructed to take account of contemporary trends in state sovereignty and global civil society. It is argued that if access is not widened and free speech (...) not sufficiently protected, the early promise of ICT as a liberating force will be neutralized. (shrink)

This paper focuses on philosophical issues regarding Bertolt Brecht's engagement with film. Topics that are discussed include: Brecht's influence on filmmaking and film theory; the claim that Brecht held that mainstream films place viewers under the "illusion" that what they are watching on screen is real; Brecht's rejection of empathy; and the linkage of film form and socially critical content.

Do the meanings of the innumerable fetish-signs appearing in recent artworks depend on the senders' intentions? Is the meaning of postfeminist glamour the celebration of femininity that its practitioners tout to counter ersatz macho posturing? To fully examine and clarify these and other issues involving gender, postcolonial, and artistic otherness, this book argues for a more adequate view of performativity than presently available from speech-act theory and certain strains of linguistic pragmatics. In drawing simultaneously on Charles Sander Peirce’s pragmatic analysis (...) of signs, Freudian and post-Freudian psychoanalytic inquiry, and radical feminist thought, the concern of Beyond Fetishism is with the ethical and aesthetic import of the psychopragmatics resulting from this intermingling.
