The article is devoted to the study of the role of government borrowing in the system of modern market relations, in which the search for tools to maintain or increase the social welfare of citizens is one of the urgent issues. In conditions of weak economic growth and a slow increase in the standard of living of the population, one of the most significant ways to activate economic growth is precisely the amount of funds raised by the state for solving (...) key social problems. As part of the study, an analysis of internal and external government borrowings of the Russian economic system was carried out, using the tools of the theory of probability and mathematical statistics, the degree of influence of government debt on macroeconomic development was revealed, and ways to optimize government borrowing were proposed. Peter Singer’s defense of the duty to aid the world’s poor by the pond analogy is self-defeating. It cannot be both true that you ought to save the drowning child from a pond at the expense of ruining your shoes and that you ought to aid the world’s poor if you thereby do not sacrifice anything of comparable moral importance. Taking the latter principle seriously would lead you to let the child in front of you drown whenever you could thereby (...) save more children in the developing world. Though Singer can defend the duty to aid the world’s poor starting from consequentialist principles requiring you to make things go best in the impartial sense, he cannot have it invoking the commonsense judgment about what you ought to do in the pond case. There is no sound path from commonsense morality to Singer’s principles of beneficence. (shrink)

Today, music is ubiquitous, highly valued in all known cultures, playing many roles in human daily life. The ethnographic study of the music of extant human foragers makes this quite apparent. Moreover, music is ancient. Sophisticated bird-bone and ivory flutes dated from 40 kya reveal an even earlier musical-technological tradition. So is music likely to be an entrenched feature of human social life during the long passage to behavioral modernity—say, by 150 kya—or earlier? In this article I sketch an evolutionary (...) model that focuses on hominin vocal musicality and communication in the Pleistocene, tracking between series of phenotypes and changes in ecological, social, cognitive, and informational contexts. The model links musicality and protomusic to a bigger picture of hominin socio-cognitive evolution, making some connections clearer, motivating further theorizing and the search for new evidence. Previous research on scalar implicature has primarily relied on meta-linguistic judgment tasks and found varying rates of such inferences depending on the nature of the task and contextual manipulations. This paper introduces a novel interactive paradigm involving both a production and a comprehension side and a precise conversational goal. The main research question is what is reliably communicated by some in this communicative setting, both when the quantifier occurs in unembedded and embedded positions. Our new paradigm involves an action-based task (...) from which participants’ interpretation of utterances can be inferred. It incorporates a game-theoretic design, thereby including a precise model to predict participants’ behaviour in the experimental context. Our study shows that embedded and unembedded implicatures are reliably communicated by some. We propose two cognitive principles that describe what can be left unsaid. In our experimental context, a production strategy based on these principles is more efficient than a strategy based on literal descriptions. (shrink)

Recently theorists have developed competing accounts of the origins and nature of protolanguage and the subsequent evolution of language. Debate over these accounts is lively. Participants ask: Is music a direct precursor of language? Were the first languages gestural? Or is language continuous with primate vocalizations, such as the alarm calls of vervets? In this article I survey the leading hypotheses and lines of evidence, favouring a largely gestural conception of protolanguage. However, the “sticking point” of gestural accounts, to use (...) Robbins Burling’s phrase, is the need to explain how language shifted to a largely vocal medium. So with a critical eye I consider Michael Corballis’s most recent expression of his ideas about this transition. Corballis’s view is an excellent foil to mine and I present it as such. Contrary to Corballis’s account, and developing Burling’s conjecture that musicality played some role, I argue that the foundations of an evolving musicality provided the means and medium for the shift from gestural to vocal dominance in language. In other words, I suggest that an independently evolving musicality prepared ancient hominins, morphologically and cognitively, for intentional articulate vocal production, enabling the evolution of speech. Aristotle maintains that vicious people are blameworthy despite their moral ignorance, since becoming vicious was up to them and whatever is up to us we are able to do or not do. However, one’s upbringing shapes one’s moral character. Together, these claims invite an objection I call the horrible childhood challenge. According to this objection, vicious adults who suffered horrible childhoods through which they were taught to adopt bad ends as though they were good should not be held accountable for (...) their vice. Aristotle’s likely answer to this challenge reveals that, for Aristotle, a minimal degree of rationality is necessary for moral responsibility. I argue that, for Aristotle, a vicious agent is responsible for her vice only if 1) she is rational, which implies 2) she grasps a specific basic principle, thus consenting to become a certain kind of person through action. The thoroughly bad who satisfy both claims are moral idiots; those who do not may be blameless brutes. (shrink)

To determine what the speaker in a cooperative dialog meant with his assertion, on top of what he explicitly said, it is crucial that we assume that the assertion he gave was optimal. In determining optimal assertions we assume that dialogs are embedded in decision problems (van Rooij 2003) and use backwards induction for calculating them (Benz 2006). In this paper, we show that in terms of our framework we can account for several types of implicatures in a uniform way, (...) suggesting that there is no need for an independent linguistic theory of generalized implicatures. In the final section, we show how we can embed our theory in the framework of signaling games, and how it relates with other game theoretic analyses of implicatures. (shrink)

We define a type theory MLM, which has proof theoretical strength slightly greater then Rathjen's theory KPM. This is achieved by replacing the universe in Martin-Löf's Type Theory by a new universe V having the property that for every function f, mapping families of sets in V to families of sets in V, there exists a universe inside V closed under f. We show that the proof theoretical strength of MLM is $\geq \psi_{\Omega_1}\Omega_{{\rm M}+\omega}$ . This is slightly greater than (...) $|{\rm KPM}|$ , and shows that V can be considered to be a Mahlo-universe. Together with [Se96a] it follows $|{\rm MLM}|=\psi_{\Omega_1}(\Omega_{{\rm M}+\omega})$. Watsuji Tetsurô’s Ethics is one of the most important works in Japanese ethical thought. But scholarly research in English has largely focused on the first of three volumes of Ethics, leaving the latter two oft-neglected. In order to balance out the views of Watsuji’s ethics, this paper focuses on the contributions of the second and third volumes of Ethics. These volumes are essential for any concrete understanding of Watsuji’s ‘ethics of emptiness’. The second volume develops the ideas of the first, (...) particularly how the dual-structure is concretely realized through the various stages of ethical organization. The third volume develops the notions of space and time from the first volume into a theory of climate and history. By analyzing these, we can understand Watsuji’s system as a whole and clarify Watsuji’s unique contribution to ethical theory. (shrink)

We present well-ordering proofs for Martin-Löf's type theory with W-type and one universe. These proofs, together with an embedding of the type theory in a set theoretical system as carried out in Setzer show that the proof theoretical strength of the type theory is precisely ψΩ1Ω1 + ω, which is slightly more than the strength of Feferman's theory T0, classical set theory KPI and the subsystem of analysis + . Pepper Culpepper’s seminal Quiet Politics and Business Power has revitalized the study of when business elites can shape policies away from public scrutiny. This article takes the concept of quiet politics to a new, and surprising, set of actors: trade union leaders. Focusing on the case of Denmark, it argues that quiet politics functions through political elite networks and that this way of doing politics favors a particular kind of corporatist coordination between the state, capital, and labor. Rather than showing (...) macrocorporatist coordination between the two classes and governments, it identifies representatives of business and labor that hold privileged positions in political elite networks. Representatives of segments are found in industries important for the Danish economy, specifically, the exporting manufacturing sector. Being at the core of the network requires not only a key position in the Danish economy but also an understanding that politics is often done best without politicians and voters. The analysis shows that trade union and business association representatives work closely on a wide number of issues through quiet politics, using their extensive network to broker and foster agreement between different stakeholders. Theorists have recently defended rival analyses of sound. The leading analyses reduce sound to sensations or mental representations, longitudinal compression waves, or sounding objects or events. Participants in the debate presuppose that because the features of the world targeted by these reductive strategies are distinct, at most one of the analyses is correct. In this article I argue that this presupposition is mistaken, endorsing a polysemy analysis of ‘sound’. Thus the ‘What is sound?’ debate is largely merely verbal, or so (...) I argue. All participants in this debate agree that there are the various reductions, they simply differ over which of them ‘is sound’. Yet there is no reason to think that, say, psychologists studying auditory sensations/representations, audio physicists studying sound waves, and anthropologists/ethnomusicologists studying sounding objects/events aren’t just studying different reductions of ‘sound’ despite the different explananda of their research. According to the polysemy theory of sound, we do not need to uniquely identify sound with one of these various explananda, outside of some context. (shrink)

We present a developmental perspective regarding the difference in perceptions toward privacy between young and old. Here, we introduce the notion of privacy conceptions, that is, the specific ideas that individuals have regarding what privacy actually is. The differences in privacy concerns often found between young and old are postulated as the result of the differences found in their privacy conceptions, which are subsequently linked to their developmental life stages. The data presented have been obtained through a questionnaire distributed among (...) adolescents, young adults, and adults and provide support for this developmental perspective. This study is one of the first to include adolescents when investigating the privacy concerns among young and old. The results show that the privacy conceptions held by adolescents indeed differ from those held by young adults and adults in keeping with the expectations as seen from a developmental perspective. In addition, the areas in which the differences in privacy conceptions are found also reflect the strongest relationship with concerns. As such, these findings present an alternative perspective to the commonly held notion that young people are less concerned about privacy. (shrink)

Mehr et al. seek to explain music's evolution in terms of a unitary proper function – signalling cooperative intent – which they cash out in two guises, coalition signalling and parental attention signalling. Although we recognize the role signalling almost certainly played in the evolution of music, we reject “ultimate” causal explanations which focus on a unidirectional, narrow range of causal factors.

Aestheticians should be excited by the prospects of a philosophy of antiques. It is to their merit that Curtis and Baines (2016) ignite philosophical discussion about this aesthetically and historically important category, so far overlooked by philosophers. And I agree with much they have to say on the topic. For one, I think the Adjectival Thesis they proffer is sound. That is, the term ‘antique’ does not denote a kind of object (it is not a kind sortal); rather, it modifies (...) objects—we can think of those modified objects as having “antique status.” But I do have several points of contention concerning their analysis. I hope these reservations will contribute to the project-in- progress that Curtis and Baines see their article as having sketched out. (shrink)

This article seeks to interpret how the scientific study of individualization, broadly construed, is conceived from within. It presents and discusses an analysis of qualitative data gained from performing semi-structured expert interviews. By way of a thematic-analytic approach to interpreting this data, this article seeks to investigate the attitudes and opinions of a sample of scientific experts who study individualization, across a wide range of scientific fields, with regard to key concepts, phenomena, motivating factors, and open questions. Centering its analysis (...) on discussion of four themes, this paper (1) emphasizes the importance for science of individuals and individuality, (2) reflects on matters pertaining to language and interdisciplinary communication, (3) distinguishes between nine meanings of the word “individualization,” stressing their significant features, and (4) considers ideas about the consequences of individualization and ongoing methodological concerns. The emergence of novelty in the realm of the living remains, despite the long tradition of evolutionary biology, unwelcome, calling for explanation by old, established knowledge. The prevailing neodarwinian evolutionary paradigm approaches living beings as passive outcomes of external (and extraneous, hence “blind”) formative forces. Many teachings opposing Darwinism also take the existence of eternal, immutable and external laws as a necessary prerequisite. Ironically enough, authors who oppose Darwinian theory, and admit that living beings possess a “self”, often accentuate internal, (...) ideal and eternal harmony,which is incompatible with historical changes; moreover such harmony is again imposed by external, atemporal “laws”. I describe here a third approach embodied by the names of two unrelated scholars, Stuart Kauffman (biology, physics) and Juri Lotman (semiotics, culturology). Their approach suggests thatthe evolution of organisms, minds, cultures — is a continuous negotiation (semiosis) of ‘laws’, driving to ever broader spaces of freedom and constantly larger autonomy of existence. We give a survey of epistemological and ontological approaches that have left traces in the 20th-century biology. A common motive of most of them is the effort to incorporate biology into the realm of physical sciences. However, such attempts failed, and must fail in the future, unless the criterion for what science is becomes biologically oriented. This means broadening the realm of classical natural sciences, incorporating at least part of the thesaurus of the “humanities”. We suggest three mutually complementary candidates (...) for further development in this direction: modular biology, the hermeneutics of the living, and the semiotic disciplines. (shrink)

In this paper we try to bring some clarification in the recent debate on causal pluralism. Our first aim is to clarify what it means to have a pluralistic theory of causation and to articulate the criteria by means of which a certain theory of causation can or cannot qualify as a pluralistic theory of causation. We also show that there is currently no theory on the\nmarket which meets these criteria, and therefore no full-blown pluralist theory of causation exists. In this paper, I formulate an existentialist view on the dialogue with the past, based on the philosophy of Martin Buber. This view is meant to supplement the traditional, hermeneutical view on the dialogue with the past. In the first part of this paper, I argue that the traditional hermeneutic view on the dialogue with the past is somewhat restricted. In the work of people such as Schleiermacher, Dilthey or even Gadamer, dialogue is always regarded as a primarily cognitive event, (...) focused on the “I” rather than the “you.” I argue that this means that they take only one aspect of the metaphor into account, and ignore the more existential dimension of dialogue. As an alternative, I use the philosophy of Martin Buber to formulate a point of view that does embrace the existential side of dialogue. I also compare the Buberian view of dialogue with that of Gadamer, and I suggest in which a Buberian historian would differ from a Gadamerian historian. (shrink)

While the story of Stanislav Petrov – the Soviet Lieutenant Colonel who likely saved the world from nuclear holocaust in 1983 – is often trotted out to advocate for the view that human beings ought to be kept “in the loop” of automated weapons’ responses, I argue that the episode in fact belies this reading. By attending more closely to the features of this event – to Petrov’s professional background, to his familiarity with the warning system, and to his decisions (...) to defy his protocol – it becomes clear that Petrov was not seamlessly working “in his loop,” but reassessing it entirely. I claim that this exhibits a paradox intrinsic to all automated loops: namely, that their optimum function in fact rests on unforeseen human interventions that cannot be reliably codified ex ante, that is, that good judgment cannot simply be “programmed into” their protocols. This dependence, moreover, reveals automation’s ineluctable need for virtue ethics – not in the usual sense (whereby ethics deliberates about, say, possible damages and loss of life), but in the sense that ethical judgment, rightly understood, entails the reassessment of all of the conditions surrounding a decision, including whether a protocol should be followed at all. A common objection to the view that one’s intentions are non-derivatively relevant to the moral permissibility of one’s actions is that it confuses permissibility with other categories of moral evaluation, in particular, with blameworthiness or character assessment. The objection states that a failure to distinguish what one is permitted to do from what kind of a person one is, or from what one can be held blameworthy for, leads one to believe that intentions are relevant to permissibility when in fact (...) they are only relevant to blameworthiness or to character assessment. In this paper, I argue that this objection is mistaken. I defend two claims: first, that a confusion of moral categories is not the source of the view that intentions are relevant to permissibility and, second, that in conjunction with some other premises a confusion does not undermine that view. With emotional motivation the organism prepares the body to obtain a goal. There is an anticipatory sensitization of the sensory systems in the body and the brain. Presynaptic facilitation of the sensory afference in the spinal cord is probably involved. In a second stage the higher centers develop an action image/plan to realize the goal, modifying the initial preparations in the body. The subject experiences the changes in the body as a feeling. I argue that the two criteria traditionally identified as jointly sufficient for voluntary behavior according to Aristotle require qualification. Without such qualification, they admit troubling exceptions. Through minding these difficult examples, I conclude that a third condition mentioned by Aristotle – the eph' hēmin – is key to qualifying the original two criteria. What is eph' hēmin is that which is efficiently caused by appetite and teleologically caused by reason such that the agent could have, in theory, acted differently. I (...) propose that praise and blame are justified only when 1: the behavior is voluntary and 2: the agent is susceptible to the positive influences of appropriate praise and blame to help form, improve, or strengthen a good character. Through concentrating on the agent's affectability in morally salient situations, we may better understand the qualified criteria's role in voluntary human behavior in general. (shrink)

Divination forms an unexpectedly high proportion of our total information on Sparta’s politics, internal and external. It should be studied diachronically, as well as generically. To abstract it from secular and political context would conceal both causes and effects of religious credulity. We read that Sparta’s hereditary dyarchs, the state’s chief generals, were appointed, controlled and deposed according to the interpretation of omens and oracles. Grand omens in particular were respected, such as earthquake or a succession of military failures. This (...) was in keeping with the Spartan bias in favour of events that all could perceive. Sparta’s kings made famous and apparently extravagant claims to have privileged ancient links with the gods. But by studying the political vulnerability of the kingship, we see these religious pretentions as defensive, the most effective shield for an institution under threat. (shrink)

Gregory Bateson’s work on play led him to conclude that paradox is the ground of propositions and denotation. Working through the concepts of analog and digital communication, logical typing problems, and various dimensions of “framing” and meta-discourse, I broadly illustrate how what Bateson came to call “the paradoxes of abstraction” inevitably arise within denotative utterances. In addressing the root paradoxes of framing and denotation which Bateson’s work on play identified and sought to elucidate, this manuscript outlines and advances some of (...) This paper deals with an approach to the integration of science (with technology and economics), ethics (with religion and mysticism), the arts (aesthetics) and Nature, in order to establish a world-view based on holistic, evolutionary ethics that could help with problem solving. The author suggests that this integration is possible with the aid of “Nature’s wisdom” which is mirrored in the macroscopic pattern of the ecosphere. The corresponding eco-principles represent the basis for unifying soft and hard sciences resulting in “deep (...) sciences”. Deduction and induction will remain the methodology for deep sciences and will include conventional experiments and aesthetic and sentient experiences. Perception becomes the decisive factor with the senses as operators for the building of consciousness through the subconscious. In this paper, an attempt at integrating the concepts of the “true”, the “right” and the “beautiful” with the aid of Nature’s wisdom is explained in more detail along with consequences. (shrink)

It is useful in an article of this kind to inform the reader of the author’s background, biases, and rationale for the format and content. As a clinically trained psychiatrist and addiction specialist/researcher, my training and experience have led me to best understand the “clinical side” of alcoholism and substance abuse. A large part of my career has been devoted to treating individuals with alcohol use disorders, especially in the context of clinical trials devoted to finding new medications to reduce (...) craving, drinking, and preventing relapse. I also teach professionals about the diagnosis and treatment of alcohol and other substance abuse disorders. While my focus has been mainly on alcohol use disorders, much of what is known about the neuroscience of addiction is applicable to many, if not all, substances of abuse. I have seen the ravages of these diseases, including death, but I more commonly see the milder forms of these diseases that make people’s lives just plain miserable and/or less enjoyable or productive than they would have been without their addiction. David White’s Myth, Metaphysics and Dialectic in Plato’s Statesman is an ambitious work that aims not only to interpret the message of Plato’s Statesman, but also to situate the dialogue within Plato’s corpus as one that serves as a transition between Plato’s earlier metaphysics and his more mature views in later dialogues such as Philebus and Laws. White makes several adept observations of oddities sprinkled throughout Statesman, and he frequently connects these observations to thoughtful claims concerning possible motivations on the (...) part of Plato as well as possible revelations concerning Platonic metaphysics and philosophy. However, justifiably made inferences are difficult for the reader to discern, as White tends to obfuscate his message with difficult and wordy prose. In addition to these flaws, White makes frequent references to many other Platonic dialogues with little explanation in the way of contextualization. While I find this aspect of White’s thinking to be impressive and indicative of both extensive knowledge and great aptitude for synthesis in thought, readers are warned that novices of Plato scholarship might get lost in the copious references to dialogues beyond those central to the book. That being said, in most respects, White’s interpretation is both sound and refreshing. In my opinion, the virtues of this work heavily outweigh any imperfections. (shrink)

The architectonic principle, as stated in Aristotle's Politics, is related to the arrangement of the arts, the technai, whereby it is argued that the leading art is the politike techne. Plato, in the Gorgias, has argued for an architectonic of crafts. Four technai provide the best, aei pros to beltiston therapeuousai, and they differ from the pseudo-crafts that offer pleasure while indifferent to the beltiston. The principle for arranging the architectonic is the pursuit of the best, whereby each practitioner of (...) a craft is expected to give logos concerning the "how" as well as the end of the craft. Extending the Platonic principle, Aristotle brings together under a unified theory the intelligibility of nature and human nature in line with the ends of episteme and techne, especially the politike techne. This paper introduces a Special Issue of Topoi entitled "Archaeology and philosophy".

Explorations in Archaeology and Philosophy grew out of an interdisciplinary conference on the Upper Palaeolithic, “Digging Deeper: Archaeological and Philosophical Perspectives”, held on Miami Beach, Florida, in December 2017. The previous decade had seen increasing numbers of publications on topics of interest to both philosophers and archaeologists, so the time was ripe for a conference which served to generate constructive dialogue between researchers from both disciplines. Themes discussed included art, music, the mind, symbols, mortuary practices, and archaeological methodology. This volume (...) draws from several contributors to that conference as well as other leading researchers at the forefront of the intersection of archaeology and philosophy. Its scope is expanded from the Upper Palaeolithic to archaeological research in general—adopting a broad conception inviting many perspectives from philosophy and interdisciplinary evolutionary studies to the table—and is organized by topics into four sections: Theory and Inference; Interdisciplinary Connections; Cognition, Language and Normativity; Ethical Issues.
