This paper is devoted to showing that a safety priority should be accorded the highest priority in decision-making and that such a prioritisation is an ethical responsibility. The connection between a safety-first priority and ethics is that an ultimate concern for safety is an integral feature of respect for human life. This paper exposes the illogic behind the misleading phrase "risky technology" and the fallacies which underlie the seemingly morally neutral phrase "risk assessment". It is argued that human beings (...) ultimately possess the responsibility of the choice to employ one technological system as over another and hence the decision to employ unsafe technology is a case of "risky assessment" rather than "risky technology". The phrase "risky technology" implies that the risk factor is inherent to the technology when the risk factor is inherent to the choice of which technology to employ. Risk assessment has been portrayed as amoral numerical calculation without clarifying the basis of the assessment. It is argued here that risk assessment must include the basis of its figures and that, to be epistemologically sound, the basis should be past engineering performance and not "subjective engineering judgement". To be ethically sound, risk assessment must take into account not only probabilities of occurrence but consequences of occurrence, such as life or death risks to risk takers and all those on whom the risk taken will ultimately make an impact. It is argued that risk takers possess a right to know of the specific risks to which they are exposing themselves and that risk makers possess the corresponding duty to inform risk takers. The Challenger case is utilised as a lesson in unsound and unethical risk assessment. It is also utilised as a case in which the right of the astronauts and civilian passengers to know of the risk they were taking was not respected and the ethical duty to inform the astronauts and civilian passengers of the risk they were taking was not observed. Distinctions are drawn between general and unknown risks of space travel and the specifically foreknown risks of a design deficient O-ring which malfunctioned below specific temperature readings. The belief that progress requires risk taking is exposed as an oversimplification since progress can be made as in the case of the development of commercial air travel without taking reckless risks. Passenger aircraft must meet certain criteria of safety to be operable but this is not an obstacle to progress. The observance of the right to know and the duty to inform is an asset to business. In the case of Delta Airlines and Northwest Airlines, the decision to notify the public of bomb threats may have given business a boost since passengers have deduced in absence of such a threat that their flight was a safe one as they trusted these airlines. Mirko Garasic (2021) argued that space travel and, by extension, the colonization of other planets could morally justify using technologies and interventions capable of profoundly modifying the characteristics of astronauts and future Martian generations. According to Garasic, however, the fact that space interventions such as human (bio)enhancement or reproductive technologies such as artificial wombs may be morally justified does not mean that they are morally acceptable technologies to be used on Earth as well. Garasic’s thesis is that we should resist (...) the temptation to establish or reinforce a continuity between the ethical standards that apply to space travel and those that apply on Earth because what applies in space (or on other planets) does not necessarily apply to our planet. Garasic argues that in space, genetic enhancement interventions are morally acceptable, as they are essential for survival. On Earth, however, we can survive even without any form of (bio)enhancement. In a previous article (2022), we presented several arguments against Garasic’s thesis regarding the exceptional morality of what is morally acceptable in space. In this article, we examine and reply to Garasic (2022), showing that he fails to defend his thesis from the objections we previously advanced. Garasic’s mistakes are: (1) assuming nature (and consequently what is “natural”) as a normative point of reference which allows establishing what is moral and what is not moral; (2) defending the choices concerning reproduction as an insufficiently demanding and therefore unsatisfactory moral principle (according to Garasic we should not bring into the world people who can have a quality of life or a condition of well-being superior to mere survival); and finally (3) of not explaining clearly what it means to defend a principle of moral exceptionalism for space travel (Garasic does not explain whether this position applies to any behavior, for which what on Earth is a virtue, in space is a vice or is not a general principle, but he makes this case only for enhancement and reproductive technologies). Through our analysis, we not only refute Garasic’s position but also show that any attempt to address space travel issues as “special” moral issues faces several difficulties and, ultimately, is doomed to failure. This article examines some selected ethical issues in human space missions including human missions to Mars, particularly the idea of a space refuge, the scientific value of space exploration, and the possibility of human gene editing for deep-space travel. Each of these issues may be used either to support or to criticize human space missions. We conclude that while these issues are complex and context-dependent, there appear to be no overwhelming obstacles such as cost effectiveness, threats to human life or (...) protection of pristine space objects, to sending humans to space and to colonize space. The article argues for the rationality of the idea of a space refuge and the defensibility of the idea of human enhancement applied to future deep-space astronauts. (shrink)

We are witnessing a new space race. A half century after the last Moon landing, and after a decade during which the United States could not launch its own astronauts to Earth orbit, there is new energy in the space activity. China has huge ambitions to rival or eclipse America as the major space power, and other countries are developing space programs. However, perhaps the greatest excitement attaches to the entrepreneurs who are trying to create a new business model for (...) space travel based initially on tourism, and eventually, on colonizing the Moon and Mars and harvesting resources from asteroids. This paper presents a snapshot of the new space race and the rich men behind it, and it looks at some of the ethical and legal issues raised by this activity. The methodology is to consider the stated ambitions of the men leading private space companies, compare and contrast the space endeavor with earlier episodes of exploration and transportation innovation, review the regulatory environment for outer space, and consider two divergent scenarios for the future. Opinions are divided on whether commercial space flight is an expensive indulgence or potentially a way to find sustainability solutions for our life on Earth. It is concluded that the new space race can be characterized as unbounded: in ambition, in terms of laws and regulations, and in terms of ethical constraints on the activity. (shrink)

Space exploration and off-world commercial activity engage both skeptics and its enthusiasts. What does seem clear, however, is that such activity has increased and is set to expand further during the present century. This book explores some of the emerging ethical issues of the space frontier and evaluates the prospects for the medium-range future.

The many constraints of outer space experience challenge the human ability to coexist. Paradoxically, astronauts assert that on the international space station there are no conflicts or, at least, that they are able to manage their differences, behavioral as well as cognitive, in full respect of human rights and the imperatives of cooperative living. The question is: Why? Why in those difficult, a-terrestrial, and therefore almost unnatural conditions do human beings seem to be able to peacefully and collaboratively live together? (...) What is there beyond terrestrial boundary conditions that allows for such a result? And what can we learn from the astronauts’ experience about the effectiveness of human rights on Earth? My proposal is that the a-terrestrial dimension deeply alters the mind/body indexical framework and, in this way, disentangles the human inclination to semiosis from the cognitive and behavioral habits of categorization and territorialization inherent in the experience on Earth. If analyzed through the spectrum of an interdisciplinary approach involving anthropology, semiology, law, and human geography, I think that outer space enterprises can offer many insights into the cognitive and ethical/political hindrances to the effectiveness of human rights and their intercultural uses. Meanwhile the compulsive greed for a possessive territorialization of outer space and celestial bodies is growing by leaps and bounds. It haunts and imbues both astropolitics and space law. The astronauts’ semio-anthropological experience of human rights and cooperative coexistence seems to have been left in orbit. The future requires awareness and action by anthropologists, semioticians, cognitive scientists, geographers and lawyers, working all together in an interdisciplinary effort to move beyond approaching the experiential with a territorial mindset. The hope is that the “dark dream” of human exploitation/colonization of outer space will not turn from a political and legal speculation into a future reality. (shrink)

In the evolving field of advanced biopreservation technologies, the development of suspended animation (SA) is inspired by real-world challenges. In the context of space exploration, SA is seen as a solution to enable humans to undertake missions far beyond low Earth orbit, including routine travel to other planets in our solar system and beyond. While work on the socio-ethical and legal implications (ELSI) of space exploration continues to evolve, NASA has committed to make ethics a priority issue, making this (...) a fruitful field for further examination. In this study I critically discuss the religious philosophy of Nikolai F. Fyodorov. Beforehand I will offer a synoptic overview of its key components. The thought of Fyodorov may serve as a model for case study work in regard to two crucial questions: (1) What is the relation between the past and the future? and (2) What is the relation between faith and science? These questions receive their spiritual, theological and philosophical answers through Fyodorov’s reflection on the (3) overcoming of (...) death. In offering his answers Fyodorov taps into the innermost depths of Christian spirituality which is interpreted in ways which are not always ‘Orthodox’ in the conventional sense. On one hand he offers a vision which prophetically yet idiosyncratically anticipates the “resurrection of all by all” (viz. Philosophy of the Common Task): this in itself calls for a radical revision of humanity’s guiding ethical, political and cultural principles (viz. Supramoralism). On the other hand, he expounds visionary proposals for the role science has to play precisely within the project of resurrecting the deceased and restoring free conscious life to all being (viz. Regulation). Fyodorov is acclaimed as one of the pioneering anticipators of climatology, rocket and space astronautics, cryonics, genetic engineering, cloning and body re-design; also, he is endorsed as the forerunner of Russian cosmism and influencer of transhumanism. His thought is radical, maximalist and limital. As well, it is informed by the purity of a moral saintliness. Inasmuch his philosophical vision may help us re-examine our own understanding of the relation of the past to the future, as well as the relation of faith to science, and, to re-address the predicament of dying. For the same reason it allows us to metacritically examine the neuralgic points of Fyodorov’s proposals. Lastly, I strive to reflect the mentioned problematic within a historical perspective, hermeneutically, hoping to provide orientation points for further discussion. (shrink)

In a recent article entitled, Requests "for inappropriate" treatment based on religious beliefs, Orr and Genesen claim that futile treatment should be provided to patients who request it if their request is based on a religious belief. I claim that this implies that we should also accede to requests for harmful or cost-ineffective treatments based on religious beliefs. This special treatment of religious requests is an example of special pleading on the part of theists and morally objectionable discrimination against atheists. (...) This book offers a cutting-edge perspective of design for space to increase astronauts’ wellbeing and performance creating a more sustainable and inclusive environment, but without to forget beauty. The relevant aspect is that these design principles are now also supported and promoted by the European Community with the New European Bauhaus project. It is legitimate to affirm that Space Design is a precursor and inspiring these principles. Space exploration has shown us how results of space research inspire management policies addressing (...) important earth issues such as the responsible use of resources as well as ethical behavior leading to sustainable and inclusive choices. The International Space Station (ISS) is the most successful virtuous example of circular economy and sustainability by almost totally recycling the waste produced. Recently the European Space Agency (ESA) launched the first call for “parastronauts” opening the fly possibilities to people with physical disabilities and thus affirming the principle of inclusion in space. Thanks to design—a bridge between science, technology, and beauty—space opens up to new creative experiments, placing the human being at the center of the interplanetary exploration programs to ensure extra-terrestrial habitats safer, more comfortable, and efficient, where crew will feel “like at home”. At a meeting of the American Society for Value Inquiry in Chicago last spring, and again at a conference on biomedical ethics last fall in London, Ontario, David J. Roy, Head of the Institute for Medical Humanities, University of Montreal, described a developing situation in the biomedical technologies about which he and many of his colleagues in the profession share an enormous apprehension. The biomedical sciences have in their possession, in development, and on the drawing boards a technology that (...) has the potential of enabling us to alter much of what has to date been seen as fundamental givens and fixed points of the human situation, from the forms of human reproduction, through the frequency of distribution of various human characteristics, to those very characteristics themselves. His question , in the form of a plea, was this: it is becoming desperately urgent that scientists and technologists in these fields be given guidance about what they are doing; the sense is that what can be done ranges far beyond what should be done, and that the technological imperative (do what technology makes possible) and the epistemological imperative (find a use for what we know) are so strong that, in the absence of a normative consensus of what it is to be human, these sciences and technologies may well have a transforming impact upon a society that is not prepared to control them. When it becomes possible to eliminate the traditional and biological form of human reproduction, with the development of in vitro fertilization and the artificial placenta, shall we? When it becomes possible to eliminate deleterious genes from the human gene pool (or to limit their occurrence to the level of chance mutation), shall we? When it becomes possible to enable parents to select in advance characteristics of their offspring, from sex to hair and eye color, and perhaps even to influence the polygenic determinate and determinable characteristics of race, stature, aggressiveness, intelligence and talent, to the point that we can influence the distribution of propensities and abilities in the population to fit more closely the manpower needs of our society, shall we? Jones, Kate Aboriginal people who live with the effects of extreme poverty face high barriers to a quality of life that other Australians enjoy. Aboriginal people have poor health that is directly linked to unmet housing needs, absent or structurally impaired kitchen, bathroom and laundry facilities, malnutrition, unemployment, and poor education retention.

Our goal in this paper is to provide enough of an account of the origins of cognitive ethology and the controversy surrounding it to help ethicists to gauge for themselves how to balance skepticism and credulity about animal minds when communicating with scientists. We believe that ethicists’ arguments would benefit from better understanding of the historical roots of ongoing controversies. It is not appropriate to treat some widely reported results in animal cognition as if their interpretations are a matter of (...) scientific consensus. It is especially important to understand why loose references to “cognitive ethology” by philosophers can signal ignorance of the field to scientists who are more deeply immersed in the relevant literature. Understanding the variety of approaches to cognitive phenomena in animals is essential if such capacities are to form the foundation of scientifically-informed ethical reasoning about animals. This paper discusses the positions held by two opposing camps—the traditionalists and the positivists regarding the presence or absence of ethics in Indian philosophy. It subsequently offers a way ahead of the impasse where I consider some inputs inherent in the method of dialogue in pre-modern Indian philosophy for imagining an ethics of and ethics for plurality. Such an ethics, I argue, cannot be imagined without involving the category of ‘Other,’ which has otherwise remained elusive in (...) the Indian philosophical debates. The diverse nature of Indian societies demands Other-centric ethics to assess and evaluate the enduring moral crisis pervading contemporary times. (shrink)

Philosophical reflections on the environment began with early philosophers' invocation of a cosmology that mixed natural and supernatural phenomena. Today, the central philosophical problem posed by the environment involves not what it can teach us about ourselves and our place in the cosmic order but rather how we can understand its workings in order to make better decisions about our own conduct regarding it. The resulting inquiry spans different areas of contemporary philosophy, many of which are represented by the fifteen (...) original essays in this volume. The contributors first consider conceptual problems generated by rapid advances in biology and ecology, examining such topics as ecological communities, adaptation, and scientific consensus. The contributors then turn to epistemic and axiological issues, first considering philosophical aspects of environmental decision making and then assessing particular environmental policies, including reparations, remediation, and nuclear power, from a normative perspective. The purpose of this paper is to reconstruct a Christian theology of “hospitality” through a critical reading of Jacques Derrida and Friedrich Nietzsche as well as through an in-depth biblical and theological reflection on the ethics of hospitality. Out of this reconstructive investigation, I propose a new Christian ethics of hospitality as a radical kind. As a new paradigm, this radical hospitality is distinguished from other types in that it is no longer conceived on the model of “gift”. (...) The new Christian ethics of hospitality is rather reconstructed on the model of “forgiveness” by critically appropriating the concept of “invisible debt” that lies between the hosting citizens and the migrants in the senses of “you owe us your presence” and “I owe you my security and success.” While the hospitality of the gift defines the relationship between the hosting citizens and the migrants as givers and givees, the new paradigm of hospitality identifies this relationship as between creditors and debtors. In this regard, a new Christian hospitality called for unto citizens of the hosting society is a radical kind that challenges them to transcend the creditor-debtor consciousness. (shrink)
