Due to COVID-19’s strain on health systems across the globe, triage protocols determine how to allocate scarce medical resources with the worthy goal of maximising the number of lives saved. However, due to racial biases and long-standing health inequities, the common method of ranking patients based on impersonal numeric representations of their morbidity is associated with disproportionately pronounced racial disparities. In response, policymakers have issued statements of solidarity. However, translating support into responsive COVID-19 policy is rife with complexity. Triage does (...) not easily lend itself to race-based exceptions. Reordering triage queues based on an individual patient’s racial affiliation has been considered but may be divisive and difficult to implement. And while COVID-19 hospital policies may be presented as rigidly focused on saving the most lives, many make exceptions for those deemed worthy by policymakers such as front-line healthcare workers, older physicians, pregnant women and patients with disabilities. These exceptions demonstrate creativity and ingenuity—hallmarks of policymakers’ abilities to flexibly respond to urgent societal concerns—which should also be extended to patients of colour. This paper dismantles common arguments against the confrontation of racial inequity within COVID-19 triage protocols, highlights concerns related to existing proposals and proposes a new paradigm to increase equity when allocating scarce COVID-19 resources. Newton certainly regarded his second law of motion in the Principia as a fundamental axiom of mechanics. Yet the works that came after the Principia, the major treatises on the foundations of mechanics in the eighteenth century—by Varignon, Hermann, Euler, Maclaurin, d’Alembert, Euler (again), Lagrange, and Laplace—do not record, cite, discuss, or even mention the Principia’s statement of the second law. Nevertheless, the present study shows that all of these scientists do in fact assume the principle that the Principia’s second (...) law asserts as a fundamental axiom in their mechanics. (For what that second law asserts, we rely on Newton’s own testimony.) Some, like Varignon and Hermann, assume the axiom implicitly, apparently unaware that any assumption is being made, while others, like Maclaurin and Euler, assume the axiom explicitly, apparently unaware that the assertion assumed is the second law as Newton himself understood it. But in every case these scientists employ the principle asserted by the Principia’s second law fundamentally, unaware that they should be citing Neutonus, Prin., Phil. Nat. Math., Lex II. (shrink)

I argue that a phenotypic trait can be an adaptation to a particular environmental condition, as against others, only if the environmental condition and the phenotype interactively cause fitness. Models of interactive environmental causes of fitness generally require that environments be individuated by explicit representation rather than by measures of environmental quality, although the latter understanding of ‘environment’ is more prominent in the philosophy of biology. Hence, talk of adaptations to some but not other environmental conditions relies on conceptions of (...) ‘environment’ importantly different from that commonly presupposed in philosophy of biology. Public health involves the use of power to change institutions and redistribute resources and deliberately to shape individual thought and behavior. This requires normative legitimation and demands ethical critique. This article explores concepts that are vital to public health ethics, but have been relatively neglected. These are membership, solidarity and the concept of place. The article argues that the practice of public health should recognize the equal rights of membership in communities of health justice. Public health should also rely on (...) a sense of obligation and mutual aid in a world of shared vulnerability and reciprocal recognition. Finally, public health achieves its goals not merely—and perhaps not most fundamentally—through information and altering the logical ratiocination of individuals or groups, but rather through the reformation of sense and sensibility. Current debate on business ethics in Australia continues apace as the excesses of the 1980s are exposed. Codes of Ethics have been a high profile instrument in the American business scene. A survey of Australia''s largest business corporations reveals a different situation. Codes are not as commonly used, tend to refer to legal requirements and do not have as high a profile within the corporation. Given the changing legal framework in Australia a greater role for Codes of Ethics may emerge.

In recent years there has been an explosion of published literature utilising Multi-Agent-Based Simulation (MABS) to study social, biological and artificial systems. This kind of work is evidenced within JASSS but is increasingly becoming part of mainstream practice across many disciplines.

This book is an argument for the importance of diversity in society. It is not naive, in the sense that it does not argue that any diversity is helpful, but rather tries to distinguish some of the ways in which it can be helpful and, hence, some the conditions under which it can be helpful. It does this is a largely non technical language and using informal argument using argument, examples and a review of the evidence to support its conclusions. (...) New branches of social science primarily engaging the “internet revolution” are appearing alongside mainstream research and journals such as Cyberpsychology, Behavior, and Social Networking are providing social scientists with an outlet of peer-reviewed research. HPS scholars will find new methodologies and the relation of technology to social science of particularly interest. Social scientists are becoming increasingly interested in virtual realities (see Milburn (Spontaneous Generations 2008, 63)) and are declaring time spent “in-game” ethnographic research. William Sims Bainbridge boasts 2300+ hours (approximately (...) 96 days) of ethnographic research into a virtual world he calls “The Warcraft Civilization.” Blizzard Entertainment reported in a December 2008 press release that World of Warcraft (WoW), its extraordinarily successful 2004 massively multiplayer online role-playing game (MMORPG) comprised 11.5 million subscribers worldwide . In order to accommodate player demand, Blizzard uses hundreds of servers, artfully called realms, each running an instance of WoW for subscribers to play on. There are four types of realms: normal or player-versus-environment (PvE) realms, player-versus-player (PvP) realms, role-playing (RP) realms, and role-playing player-versus-player (RP-PvP) realms. The most popular realms are PvE and PvP; players on RP and RP-PvP realms are meant to “live” in WoW and therefore must adhere to role-playing policies such as remaining “in-character” of the avatar they have selected. In this article I explore some statistical difficulties confronting going conceptions of ‘group’ as understood in accounts of group selection. Most such theories require real groups but define the reality of groups in ways that make it impossible to test for their reality. There are alternatives, but they either require or invite a nominalism about groups that many theorists abjure.

When modelling complex systems one can not include all the causal factors, but one has to settle for partial models. This is alright if the factors left out are either so constant that they can be ignored or one is able to recognise the circumstances when they will be such that the partial model applies. The transference of knowledge from the point of application to the point of learning utilises a combination of recognition and inference ­ a simple model of (...) the important features is learnt and later situations where inferences can be drawn from the model are recognised. Context is an abstraction of the collection of background features that are later recognised. Different heuristics for recognition and model formulation will be effective for different learning tasks. Each of these will lead to a different type of context. Given this, there are (at least) two ways of modelling context: one can either attempt to investigate the contexts that arise out of the heuristics that a particular agent actually applies (the `internal' approach); or (if this is feasible) one can attempt to model context using the external source of regularity that the heuristics exploit. There are also two basic methodologies for the investigation of context: a top-down (or `foundationalist') approach where one tries to lay down general, a priori principles and a bottom-up (or `scientific') approach where one can try and find what sorts of context arise by experiment and simulation. A simulation is exhibited which is designed to illustrate the practicality of the bottom-up approach in elucidating the sorts of internal context that arise in an artificial agent which is attempting to learn simple models of a complex environment. It ends with a plea for the cooperation of the AI and Machine Learning communities as both learning and inference is needed if context is to make complete sense. (shrink)

Data from 590 college graduates are used to assess the relationship between family employment status and gender role attitudes for a predominately European American sample. The women in this study are employed full time, part time, or are full-time homemakers, and all report being married to men employed full time. The men in the study are all employed full time and report having wives who are employed full time, part time, or are full-time homemakers. Controlling for the effects of selected (...) background factors, full-time employed women are the most supportive of nontraditional family gender roles, followed by part-time employed women. The attitudes of homemakers are more similar to those of the men. Few significant differences exist when comparing the men with full-time employed wives, those with part-time employed wives, and men married to homemakers. The findings suggest an important link between work experiences, lifestyle choices, and gender role attitudes, particularly for women. (shrink)

Experts play an important role in society, but there has been little investigation about the nature of expertise. I argue that there are two kinds of experts: those whose expertise is a function of what theyknow (epistemic expertise), or what theydo (performative expertise). Epistemic expertise is the capacity to provide strong justifications for a range of propositions in a domain, while performative expertise is the capacity to perform a skill well according to the rules and virtues of a practice. A diagram that places two planets in orbit around the sun was inserted into the textual space of a Timaeus manuscript of the late 11th century as well as three more in the 12th century. The diagram derives from a Carolingian tradition of study of Martianus Capella’s astronomy and shows his continued authority into the twelfth century. By way of Capella and through similarly-inspired commentaries on Macrobius’ Commentary on the Dream of Scipio, the idea of circumsolar motion for Mercury and (...) Venus became a well-known and authoritative theme for William of Conches and other scholars in the eleventh and twelfth centuries wo interpreted Plato in terms of current scientific knowledge. Formidable difficulties face anyone trying to model social phenomena using a formal system, such as a computer program. The differences between formal systems and complex, multi-facetted and meaning-laden social systems are so fundamental that many will criticise any attempt to bridge this gap. Despite this, there are those who are so bullish about the project of social simulation that they appear to believe that simple computer models, that are also useful and reliable indicators of how aspects of society works, are (...) not only possible but within our grasp. This paper seeks to pour water on such optimism but, on the other hand, show that useful computational models might be ‘evolved’ In this way it is disagreeing with both naive positivist and relativistic post-modernist positions. However this will require a greater ‘selective pressure’ against models that are not grounded in evidence, ‘floating models’, and will result in a plethora of complex and context-specific models. The use of MABS (Multi-Agent Based Simulations) is analysed as the modelling of distributed (usually social) systems using MAS as the model structure. It is argued that rarely is direct modelling of target systems attempted but rather an abstraction of the target systems is modelled and insights gained about the abstraction then applied back to the target systems. The MABS modelling process is divided into six steps: abstraction, design, inference, analysis, interpretation and application. Some types of MABS papers are characterised (...) in terms of the steps they focus on and some criteria for good MABS formulated in terms of the soundness with which the steps are established. Finally some practical proposals that might improve the informativeness of the field are suggested. (shrink)

RÉSUMÉ: Cet article présente une critique de la position dite de l’ «ironie morale», une position philosophique passablement répandue dans la culture intellectuelle con temporaine et dont la caractéristique centrale est de mettre en question de façon radicale le concept de vérité morale. En m’appuyant sur la lecture de Foucault pro posée par Robert Réal Fillion, je dégage les présuppositions qui sont au cœur de la position en question. Je souligne ensuite ses implications pragmatiques; en acceptant le gambit épistémologique, crucial (...) en l’occurrence, selon lequel toutes les affirmations d’ordre moral sont en dernière analyse des descriptions fausses, nous renonçons en fait à notre capacité de juger d’une manière signifiante qu’un état de choses, une ligne de conduite, etc., est qualitivement supérieur à un autre. La question ici posée est donc la suivante: étant admis que la conception ironique de la moralité implique cette perte considérable, les raisons fournies en sa faveur sont-elles suffisamment bonnes pour étayer une attitude aussi forte et aussi radicale à l’endroit de la moralité et de la vérité? Ma thèse est qu’elles ne le sont pas et qu’en réalité on s’abuse en acceptant pour nécessaire et inévitable cette conception débilitante de la moralité. Les raisons sur la foi desquelles cette conclusion est admise semblent inattaquables à première vue, mais il se révèle à y regarder de plus près qu’elles sont non concluantes et inadéquates, ou qu’elles requièrent à tout le moins une révision sérieuse. His argument turns on a particular procedure for measuring the strength of selection, and employs a restricted conception of correlated interaction. It is here shown that the procedure in question is unreliable, and that while related procedures are reliable in special contexts, they do not require correlated interactions for group selection to occur. Public debates rage on about the extent to which the character of political candidates should be examined in the public media. This study examines attitudes of newspaper editors, and finds that their attitudes appear to approximate those of the public. A substantial number of editors felt that too much public attention is paid to these matters, yet there was a recognition of demand. As in office gossip, people want to hear these things, but the teller loses some credibility.
