In Belgian historical research a lot of attention is given to local politics, also by the activities of local amateur historians. This research mostly bas a very limited scientific finality because the local political past is taken in isolation. 'Glocal history' requires representative data. Within a broader perspective one can consider the local political past in a global context. This 'global history' sees the local level as a field in which to analyze the political, social, economic and cultural developments in (...) relation to each other. At the same time the local political sphere is considered a link between the individual citizen and higher political authorities. Local political structures act as a buffer between the citizen and national policy and are at the same time a grounds for experimentation. (shrink)

O niilismo é um pressuposto hermenêutico tanto da epistemologia quanto da metafísica da vontade na obra magna de Schopenhauer. Neste artigo, intentamos examinar de que modo o niilismo, que não se reduz à negação da vontade, opera a desmitificação do homem, esclarecendo-o sobre sua condição existencial.

The evaluation of probabilities, or the art of forecasting, is neither a question of taste nor a mathematically determined question. All evaluations are admissible, provided only that coherence is satisfied; among these, everybody may judge one or the other more or less ‘reasonable’. The major aspect of coherence consists in conforming “learning from experience” to Bayes’ theorem.

The aim of the paper is to discuss Lacan’s phrase in the title so as to show not only that the reality of the unconscious is problematic and requires an ethical approach but also that such an approach is recommended to psychoanalytical practice in general. Psychoanalysis would then be conceived as an ethics of the real – of the encounter with the traumatic, the critical or or the unassimilable.

O objetivo deste artigo é demonstrar, a partir do pensamento de Marx, como o lucro comercial e a renda fundiária – dois componentes do mais-valor que, juntamente com o salário, correspondem aos rendimentos da fórmula trinitária – pressupõem a exploração do trabalho ou o intercâmbio desigual que mantém o processo de acumulação capitalista. As remunerações do comerciante e do proprietário fundiário, muito embora apareçam na superfície da economia moderna dissociadas do seu fundamento real, como se fossem autônomas e sem qualquer (...) nexo com a espoliação que garante a autovalorização do capital, representam apenas quotas do trabalho excedente obtido na esfera da produção. According to the mythical-religious literature time is determined by the eternal nature of divinity or origin of all things. From this adagio, theological literature is provoked and studies on the eternal nature of divinity suggest that if the universe was created the image of its creator the first must also be eternal. Therefore the question arises: how to shape that which by nature is formless, infinite, namely eternity? To answer this question the following paper develops a brief history about the (...) The topic of liberty in Foucault becomes controversial when related to the objections, predicted by the author, for the subjects to be located outside the power networks. However, Foucault also points out potential for resistance and a notion of freedom involved by historical circumstances, which suggests original normative questions. In order to analyze the tension between domination and freedom in his work, and what is normatively reflected, two main directions are noted: the idea of freedom as something inherent in power (...) relations and as the foundation of the critical exercise of knowledge. It is argued that Foucault`s estimation of dimensions of freedom generates singular implications of evaluation of social conditions based on a normative temperance. (shrink)

Há ainda a analogia do conceito de Deus com o espaço e o tempo, na medida em que ambos comunicam infinitude e onipresença. Por fim, nas considerações finais apontarei a importância de Newton para a metafísica moderna e como os seus estudos contribuíram para uma visão posterior do universo e suas leis e do homem enquanto ser pensante. The objective of this work is to present Michel Foucault's perspective on the formation of moral subjectivity according to his text entitled “The use of pleasures and the techniques of self”. In the referred text, Foucault emphasizes that moral action should not be constituted in acts according to a rule of conduct supported by moral concepts, but in acts according to a pure relation of the subject with his internal wisdom (subjectivity), a relationship that should not be understood as simply (...) a “self-awareness” as a moral subject, but as a “constitution of the self” as a moral subject In this article, Foucault's position on the formation of moral subjectivity is considered to analyze the place of desire in the autonomy of oneself and of practical attitudes, especially if they are considered: the subject's experience as a process in which both subjectivity and desires are modified or annulled by specific norms or laws, established in certain societies and culture, almost always linked to norms of sexuality; the power of the strongest, insofar as it influences institutions to spread interests in society, corrupting the particular desires of individuals; the “techniques of self”, as rational and voluntary practices that curb desires, by which human beings determine for themselves rules of conduct that correspond to aesthetic values. The objective of this work is to reflect on the usual and the unusual, based on Friedrich Nietzsche's perspective on the opposition between the pathos of distance or nobility and the ethos from the point of view of utility. In order to do so, an analysis of selected excerpts from Nietzsche's works is carried out, mainly On the genealogy of morality and Beyond Good and Evil. According to Nietzsche, there is no ethos, but only pathos, being the ethos, affirmed by (...) asceticism, only a strategy, a cunning and deceitful invention for the conservation of a precarious way of life. It is this ethos that forges and fixes ascetic values that represent the usual, by inverting values from the point of view of the resentful human's utility. Based on this Nietzschean perspective, we seek to reflect on the unusual as an active impulse that characterizes the noble-type pathos of distance, and the usual as a reactive impulse that characterizes the éthos from the point of view of utility. We argue for an intimate relation between semantic externalism and semantic deference and propose a typology of speakers’ metasemantic views as revealed by their deferential attitudes. Building on this typology, we then offer a classification of metasemantic disagreements understood as verbal disputes between speakers who (consciously or unconsciously) hold divergent metasemantic views about the same word. In particular, we distinguish lower-order metasemantic disagreements between speakers who disagree on the exact source of meaning determination for a word yet agree on the (...) kind of deferential attitude this word is liable to, from higher-order metasemantic disagreements between speakers who do not even agree on the suitable kind of deferential attitude. We demonstrate the fruitfulness of our classification through the concrete implications it has for conceptual engineering. (shrink)

We offer a new outlook on the vexed question of the reference of natural-kind terms. Since Kripke and Putnam, there is a widespread assumption that natural-kind terms function just like proper names: they designate their referents directly and they are rigid designators: their reference is unchanged even in worlds in which the referent lacks some or all the properties associated with it in the actual world, and which are useful to us in identifying that referent. There have, however, been heated (...) debates about what should be taken as a natural-kind term. Some challenge the very existence of a separate category of natural-kind terms ; some their being directly referential ; some raise the possibility that direct reference extends to terms beyond those usually assumed to fall under the category, e.g. to ‘polemical’ terms. When these debates turn on the question of what natural kinds are, they take on a strong epistemological or metaphysical dimension. We think the issues can be clarified within the limits of the philosophy of language: by looking into what ranges of general terms are perceived by speakers as rigid designators of natural kinds. The first step to take is to ground the various kinds of semantic externalism in distinct brands of semantic deference. This we define as speakers’ being disposed to use words in line with the norms of their linguistic community and as consenting to being corrected when it is manifest that their use and understanding of a word does not match common practice. When those dispositions are present, speakers defer semantically to something beyond themselves. Here, our focus is on spotting the words for which speakers would defer not to the current usage of the word in the linguistic community, nor to the current experts of the field to which the word pertains, but ultimately to the very nature of the referent of the term. When speakers’ deference conforms to that pattern, we argue, that is evidence that indexical externalism provides the right metasemantic account of how the meaning of the word is determined. In other words, one can say that the word is treated like a natural-kind term. But how can patterns of deference be measured? In an ongoing survey, participants are confronted with conditions that may prompt them to revise certain classificatory statements, e.g. An emu is a bird. Each condition makes salient one of the targets we have identified for deference: the community usage, the experts, the ‘world as it is’. In the condition that seeks to tap into the latter kind of deference, participants are presented with a scenario in which future scientific discoveries result in excluding from the extension of a term certain members currently thought to fall under that extension, e.g. discoveries that require excluding certain species now thought to be birds from the Aves class. The scenario is such that it is clear that the ‘discoveries’ bring us closer to the actual essence, if there is one, of birds. Our reasoning is that, if participants significantly modify their statements in the light of that scenario, they can be taken to ‘defer’ to the nature of the referent, thus vindicating indexical externalism. We test if words not normally assumed to be natural-kind terms – for instance summer, contract or rape – exhibit patterns of deference similar to those for bird. If so, then there’s a case for an extension of indexical externalism beyond the usual set of terms. What would be shown in this way is that speakers have something like realist intuitions with respect to words whose meaning is usually taken to be purely conventional or polemical. We are at the pre-test stage for the survey. We cannot yet report on our results. We sketch several variants of so-called “semantic externalism”, which we take to be prototypically embodied by Wittgenstein, Kripke and Burge respectively. Then, drawing inspiration from Putnam, we show how aspects of these different kinds of semantic externalism can be articulated with each other in the case of natural kind terms, and we suggest that this analysis could be extended to a larger set of words. When that is done, we turn to the core part of the paper, which consists in (...) a thorough discussion of the forms of “semantic deference” that can plausibly be associated with each brand of externalism. We suggest that the debates over the kinds of semantic externalism characteristic of different kinds of words can be clarified by investigating the kind of semantic deference they call for. (shrink)

Este artigo se dispõe a examinar um fenômeno social construído ao longo de séculos não só na sociedade brasileira, mas no mundo inteiro que culmina na definição de uma estética oprimida, excluída e invisibilizada: a estética da exclusão. Essa expressão vai sendo edificada ao longo dos anos através de práticas escravistas, segregadoras, classistas e “aporofóbicas” que se desdobram também em outras fobias à grupos economicamente vulneráveis e naturalmente subalternizados. Este trabalho recorre a alguns recortes da história do Brasil, autores do (...) pensamento social brasileiro e questões atuais que evidenciam a discrepância, ainda, estimulada por diferenciações estéticas que interferem de forma arbitrária, naturalizando tais práticas e aumentando a distância entre os que serão excluídos pela sua estética. O objetivo principal deste trabalho é apresentar a distinção entre ciência e cientificismo e, com base no trabalho de van Fraassen, intitulado A imagem científica (2006), discutir sobre as circunstâncias em que o cientificismo poderia ser repudiado. O cientificismo é uma corrente de pensamento que somente considera válido um conhecimento se ele for científico. Segundo essa corrente, os procedimentos da ciência natural seriam mais especiais, uma vez que, dentre outros motivos, eles são capazes de descrever regularidades e possibilitar predições. Dessa (...) forma, o cientificismo defende que os procedimentos não científicos não possuem valor algum, pois não seriam capazes de descrever regularidades e realizar predições como fazem os procedimentos da ciência natural. Trataremos de maneira crítica essa concepção, apresentando o argumento de van Fraassen de que a descrição de uma regularidade também pode ser construída por explicações não científicas. Em sua opinião, o poder explicativo de uma teoria vai além de sua importância empírica, ele é radicalmente dependente do contexto. Isso significa que as regularidades descritas por uma crença científica são também dependentes de explicações não científicas, como as explicações da psicologia, da história, da filosofia, da sociologia, etc. Assim, a forte predição que encontramos na ciência natural não é realizada somente com base na adequação empírica e científica, mas com base em um sistema de explicações não científicas. Isso torna incorreta a classificação do conhecimento científico como o mais verdadeiro ou especial por ser capaz de descrever regularidades e realizar a predições. Pretende-se, com isso, refletir se o conhecimento pode ser construído por outras áreas não científicas, sem que o conhecimento seja com isso prejudicado. Uma reflexão necessária que servirá para apresentar um dos problemas que tornam o cientificismo indesejável. (shrink)

The objective of this work is to present Ludwig Wittgenstein's perspective on the impossibility of the existence of philosophical problems, to then reflect on the implications of such a perspective based on Popper's thought. For that, Wittgenstein's perspective, as exposed in his work Tractatus logico-philosophicus, is contrasted with Karl Popper's perspective presented in “The nature of philosophical problems and their scientific roots” (in Conjectures and refutations). The example of the problem faced by Kant in his work Critique of pure reason (...) will also be considered for the analysis of Wittgenstein's argument. According to Wittgenstein, philosophical problems are pseudo-problems because they have no solution. However, despite admitting the existence of pseudo-problems, Popper argues that factual, logical, or hybrid problems, under certain circumstances, can be philosophical. Thus, the aim is to contrast these two perspectives in order to emphasize how not all philosophical problems are pseudo-problems. (shrink)

O artigo examina teorias contemporâneas que privilegiam o tema da diversidade social em relação à questão nacional. Em geral, o questionamento central dessas teorias volta-se contra suposições de homogeneidade que marcaram os arranjos sociopolíticos da modernidade, que tenderiam a gerar desigualdades e opressões a determinados grupos sociais. Para analisar as implicações de tal crítica, o artigo faz uma comparação entre conceitos e direções de duas linhagens teóricas, em particular: o comunitarismo e o multiculturalismo. O argumento desenvolvido sustenta que, embora essas (...) teorias assumam exitosamente o desafio de apontar, desde o último quarto do século XX, para as particularidades de grupos socioculturais e para desigualdades geradas por visões nacionais tradicionais, tendem a expressar algumas tensões quando não se enfoca o caráter constituinte dos debates públicos. The objective of this paper is to present the thesis of the Japanese-American philosopher and economist Francis Fukuyama, known as the “end of history”, to reflect on the central argument of this thesis that transhumanism represents a problem for democracy. Therefore, a conceptual analysis will be carried out, based on selected excerpts, of Fukuyama's works entitledThe end of history and the last man, Our posthuman futureand “Transhumanism”.

This chapter first outlines the general evolution of the European Union's (EU) decision‐making regime. The pattern of EU decision making has traditionally varied across policy fields to a degree that is unknown in the national constitutional law of its member states, where laws and administrative rules are usually made according to fairly standard procedures covering all policy areas. Such policy‐related variation has been a constant feature throughout the history of European integration. The chapter then examines EU legislative decision making, and (...) reviews administrative rule making by the EU institutions. The chapter then describes other relevant forms of decision making in the European Union. Finally, it shows how successive revisions of the European treaties such as Single European Act, Treaty of Maastricht, Treaty of Amsterdam, Treaty of Nice, and Treaty of Lisbon have incrementally modified the decision‐making regime of the European Union. The second edition of the work of the Brazilian physicist Paulo C. Abrantes (2016), entitled Images of nature, images of science, is a good alternative for students of history and philosophy of science. The reason is Abrantes' thesis in this work: to defend that the development of scientific knowledge is dependent on the influence of different images of "nature" and "science" existing during the history of Western scientific-philosophical thought; and an advocate for the historian of science Studying as reasons that (...) allow the adoption of such images at a given time. Through the analysis of historical cases of scientific thought, Abrantes argues that the consolidation of research programs in different subareas of natural science - such as biology, physics and chemistry - was only possible due to the influence, in particular time, of images of nature and science.
