Non-governmental organisations have been playing a significant role in the formation and implementation of global climate change policies. The incremental participation of non-governmental organisations in climate change negotiations is significant for two reasons: 1) they provide governments with expertise and information; and 2) they help to bridge the lack of democracy and legitimacy in global environmental governance. The fulfilment of these two functions, however, is surrounded by doubts, as very little progress has been made so far in combating climate change. (...) Many non-governmental organisations themselves lack democratic legitimacy in their formation and structures, and international climate change agreements are often fragile, not because the negotiators lack information but because they lack political will. This paper examines and outlines the areas for identifying how non-governmental organisations could contribute more to produce effective climate policies, in order to mitigate and manage climate change in the absence of more democratic international climate-change policy-making processes. In lieu of an abstract, here is a brief excerpt of the content:BOOK REVIEWS 95 direction, it opens a field of pure philosophy, unencumbered by surds such as finite man. Only if the Phenomenology is taken as a monographic work on man can there be difficulty. Let us hasten to add that, on the very premises of his book, Loewenberg's criticism of Hegel is tentative rather than apodictic; its harshness is relieved through the dialogue form. And perhaps, the interlocutors will, (...) as one of them suggests, "resume (their) conversations with fresh minds at a later date" (p. 371). They might find that they have to go beyond the limits of exoteric discussion. Or, conversely, they might find that exoteric treatment can yield no more than an anthropological reading and is, in fact, bound up with it. If Loewenberg 's extant commentary did no more than demonstrate this negative point, however implicitly,it would be of great merit. But there is of course much more: there is the substance of Loewenberg's commentary, largely unaffected by the above counter-representations. Theoretical problems aside, the supreme value of the book lies in its clarity and perceptiveness, in the "sense" it makes of the Phenomenology. There is an ongoing debate about loss of control in addiction: Some theorists say at least some addicts’ drug-directed desires are irresistible, while others insist that pursuing drugs is a choice. The debate is long-standing and has essentially reached a stalemate. This essay suggests a way forward. I propose an alternative model of loss of control in addiction, one based not on irresistibility, but rather fallibility. According to the model, on every occasion of use, self-control processes exhibit a low, but (...) non-zero, rate of failure due to error. When these processes confront highly recurrent drug-directed desires, the cumulative probability of a self-control lapse steadily grows. The model shows why the following statement—which has an air of paradox—can in fact be true: Each drug-directed desire the addict faces is fully resistible, but the addict nonetheless has significantly diminished control over eventually giving in. This article takes direction from the transnational feminist lesbian encounter that took place between the Dutch collective Sister Outsider and Audre Lorde in the 1980s to reflect on the role of archives within transnational feminist research. Drawing on archival materials from the International Archive for the Women’s Movement (IAV) at Atria (Institute on Gender Equality and Women’s History) in Amsterdam in the Netherlands, and the Audre Lorde Papers at Spelman College in Atlanta, Georgia in the United States, I consider how (...) fragmented archives offer stories on kinship, intimacy and loss. Taking into account the ‘absences’ and ‘presences’ (Lewis, 2017) produced in this archival research project, I propose an archival research methodology that is rooted in a practice of ‘orientation’ (Ahmed, 2006a, 2006b), ‘listening’ (Campt, 2017) and ‘intervention’ (Appadurai, 2003). Humans are unique in the animal world in the extent to which their day-to-day behavior is governed by a complex set of rules and principles commonly called norms. Norms delimit the bounds of proper behavior in a host of domains, providing an invisible web of normative structure embracing virtually all aspects of social life. People also find many norms to be deeply meaningful. Norms give rise to powerful subjective feelings that, in the view of many, are an important part of (...) what it is to be a human agent. Despite the vital role of norms in human lives and human behavior, and the central role they play in explanations in the social sciences, there has been very little systematic attention devoted to norms in cognitive science. Much existing research is partial and piecemeal, making it difficult to know how individual findings cohere into a comprehensive picture. Our goal in this essay is to offer an account of the psychological mechanisms and processes underlying norms that integrates what is known and can serve as a framework for future research. (shrink)

One of the first philosophers to relate Indian philosophical thought to Western analytic philosophy, Jaysankar Lal Shaw has been reflecting on analytic themes from Indian philosophy for over 40 years. This collection of his most important writings, introduces his work and presents new ways of using Indian classical thought to approach and understand Western philosophy. By expanding, reinterpreting and reclassifying concepts and views of Indian philosophers, Shaw applies them to the main issues and theories discussed in contemporary philosophy of language (...) and epistemology. Harry Frankfurt’s Unwilling Addict and Willing Addict cases accomplish something fairly unique: they pull apart the predictions of control-based views of moral responsibility and competing self-expression views. The addicts both lack control over their actions but differ in terms of expression of their respective selves. Frankfurt’s own view is that—in line with the predictions of self-expression views—the unwilling addict is not morally responsible for his drug-directed actions while the willing addict is. This article will examine the role of imperial maps, Christian mission, shared memories and collective consciousness in the formation of Mizo identity. Arguing that imperial maps, supposedly based upon objective European science, were meant to suit specific purposes and were laden with deeper agendas, this article will maintain that other aspiring maps also depicted conflicting claims to territory and overlooked specific details rather than giving factual descriptions. This article will look at how borders and boundaries thus constructed have actual impacts (...) upon the people, places and spaces they divide and include. It will particularly deal with the aspirations of the Mizo Christians who embraced Christianity during the colonial period, and how they are ‘in India’ but often feel ‘not of India’, and will interrogate the Biblical and historical dimensions of their mental maps. In the light of Jacques Ellul's ideas on technology and Ivan Illich's views on education, what follows is a discussion of the present attempt of Botswana (amidst the Southern African Countries) to expand and modernize its educational system through the use of new technology to educate its people. The problems encountered in adopting technology are used as cautions for the Third World countries attracted to new technology for educating the vast majority. Illich's proposal for replacing the formal schools with the (...) tools of conviviality for the learners is considered useful and relevant. (shrink)

Re-presenting the historically silenced subjects is among the trickiest negotiations a researcher has to enter, especially when working with ancient texts. This essay uses a quasi-experimental, reader’s-response approach to academic writing to spotlight the problem of “recovering” marginalized subjects from across cultures and (pre-) histories. The major thrust of the inquiry is the rhetorical challenge of representing silenced or marginalized subjects in revisionary work. Weaving together personal reflections and academic arguments, the essay presents the process of scholarly research as a (...) heuristic for formulating arguments. The essay also proposes–and demonstrates–a process-based approach that takes into account researcher’s positionality. (shrink)

The article discusses the meaning of consciousness and presents a collective consciousness view of business organizations and their development. It proposes an integrative hierarchical framework of three levels of organizational consciousness: material, social and spiritual. The concepts of excellence, ethical and moral temperament of organizations at different levels of consciousness are also discussed. The article describes the features of social and spiritually conscious business organizations, taking some examples from secondary sources. Philosophers routinely invoke self‐control in their theorizing, but major questions remain about what exactly self‐control is. I propose a componential account in which an exercise of self‐control is built out of something more fundamental: basic intrapsychic actions called cognitive control actions. Cognitive control regulates simple, brief states called response pulses that operate across diverse psychological systems (think of one's attention being grabbed by a salient object or one's mind being pulled to think about a certain topic). Self‐control ostensibly seems quite (...) different because it regulates complex, temporally extended states such as emotions and cravings. But critically, these complex states also exhibit important componential structure: They rely on response pulses as a key means by which they bring about action. The overall picture is that self‐control consists of skilled sequences of cognitive control directed against extended streams of response pulses that arise from states such as emotions and cravings, thus preventing these states from being effective in action. The account clarifies the “atoms” of self‐control—the elemental units that get combined in complex ways to produce different kinds of self‐control actions. Surprisingly, the account, which is derived from research in cognitive science, aligns nicely with the commonsense conception of self‐control. (shrink)

Many commonly accepted models for understanding disability use a vertical method in which disability is defined as a category into which people are slotted based on whether or not they fit its definitional criteria. This method, and the models of disability developed in accordance with it, inevitably homogenizes the experiences of disabled people to preserve the integrity of the definition of disability that a given model provides. A hermeneutic investigation and critique of commonly accepted models for understanding disability will provide (...) an epistemological tool that makes it possible both to critique and to augment contemporary models of disability. This work explores issues in Gandhi scholarship, political theory, and religion. By applying core aspects of Gandhian philosophy to the present age it shows a harmony between commonly taken to be disparate aspects of social life that should interest anyone concerned about the future prospects for liberalism.

Key aspects of Mahatma Gandhi’s ethical theory can be understood by way of the framework provided by David Hume’s ethics. While respecting contextual differences as well as those in over all outlook between a Sanatani Hindu reformer and a Western empiricist, I show that Gandhi and Hume mutually illuminate each other’s thought on significant ethical matters. These matters are: (1) The inability of reason to produce action (2) The relationship of reason to the emotions (3) The importance of the commonality (...) of moral sentiments among humans (4) Identification (a kind of sympathy) as the proper starting place for morality. I hope to show that a greater viability in each thinker’s views can be noticed by those schooled in traditions different from what each respectively represent.David Hume’s ethics provide a framework for understanding key aspects of Mahatma Gandhi’s ethical theory. Indeed, for certain students of philosophy in the West, Gandhian ethics may gain status as a viable approach in moral philosophy when seen from a Humean standpoint. In what follows, I will examine four significant aspects of Gandhian ethics: (1) The limitations of reason to produce moral action. (2) The secondary status of reason in relation to the emotions in morality. (3) The importance of moral sentiments in the general population for devising a system of morality. (4) The place of identification (a kind of sympathy) for the origin of morality. I will show that all four are not only significant aspects of Humean ethics but that when understood from David Hume’s framework these parts of Gandhi’s philosophy should appear all the more plausible to those steeped in the analytic tradition. A remarkable but little commented on feature of the various discourses on India circulating today is the near total absence of its metaphysical heritage as a source of illumination into our contemporary condition. On the few occasions that this heritage is explicitly invoked, it is either as a subsidiary aspect of some purportedly larger concept such as religion, civilization, history, tradition etc., or as a set of quaint speculations fit for study as a tertiary branch of history of philosophy or (...) religion but with little claim to political relevance. But is this neglect as innocent as it appears? Or might it be that the metaphysical heritage confronts us with the disavowed -- indeed the unthinkable that lurks behind our current obsessions: progress and development; modernity and tradition; faith and secularism; history and myth; fundamentalism and tolerance? The central claim of this book is that the metaphysical heritage has an autonomy and dignity of its own not subsumable under any other concept whatsoever; and that furthermore, our national self-understanding and its place in the current system of global knowledge are founded on a wholesale effacing of this heritage. The collective contention of the papers in this volume is that a full and proper understanding of our ever lengthening catalogue of social afflictions and pathologies demands that we squarely confront the consequences of this fateful evasion, no matter how unsettling it might be to our vaunted notions about ourselves. Only in and out of such a self-encounter can we hope to break out of our thralldom to the currently hegemonic vision of humanitys future -- a vision that is already bankrupt in every respect, but which nonetheless seems able to reproduce itself without end.
