This text focuses on why the global spread of formal rationality contributes to a critical spirit which undermines human values and beliefs, be they ancient, medieval, modern and now postmodern. This is so in special relation to the model of the seven major dimensions of human existence: the True (knowledge), the Holy (religion), the Good (morals), the Just (justice), the Everyday (consumeristic culture), the Technological (technophilic culture), and the Beautiful (arts and literature). This not only has happened in the (...) Eastern world but is spreading to the civilizations of the non-West as well. When carried to its logical conclusion, this undermining will yield what the author refers to as the post-human consciousness after postmodernity, in that humans are nothing in the end, to be someday superseded by post-humans. Hume's repeated mentions of the vicissitudes of civilization have thus far been neglected, overlooked, or misinterpreted by Hume scholars. Although his references to the “death” or “ruin” of a nation are somewhat hyperbolic, his cyclical view of history was neither mere rhetoric nor necessarily pessimistic. This paper aims to show that Hume's notion of historical fluctuations was deeply connected with his understanding of the universality of human nature. It also placed Hume in a strategic position from which he could criticize (...) both those who believed in the possibility of perpetual progress and those who forecast the successive decline of the human world. To explore Hume's position in more detail, we must first examine the reasons his argument was often misunderstood, especially in the context of the “rich country–poor country” debate. We also need to examine how Hume's view of the cyclical nature of history, consistently held, can be reconciled with his status as one of the champions of modern civilization. (shrink)

An Oxford philosopher argues that solving today's problems might require putting future generations ahead of ourselves The human story is just beginning. There are five thousand years of written history, but perhaps millions more to come. In What We Owe the Future, philosopher William MacAskill develops a perspective he calls longtermism to argue that this fact is of enormous moral importance. While we are comfortable thinking about the equal moral worth of humans alive today, we haven't considered the moral weight (...) of future generations. We have put them at grave risk, and not just with climate change. AI could lock humans into perpetual dystopia, or pandemics could end us. But the future could be wonderful: moral and technological progress could result in unimaginable human flourishing. The future is in our hands. An attempt to forecast the course of the "coming world civilization" with special attention to the place of religion. Hocking sees modernity as a victim of split-mentality; on the one hand, there has been, since Descartes, a progressive "advance into Subjectivity" with its attendant dangers of relativism and psychologism, while on the other, modern science represents "an advance into Objectivity" which has seemed to threaten men's most cherished values. This split will be overcome, he thinks, principally through a reconstituted (...) religion--a Christianity universalized and stripped of its provincial Western accretions. "This is an exceedingly long short book, stretching at least fifty thousand years into the past and who knows how many into the future." So begins Visions of the Future, the prophetic new book by eminent economist Robert Heilbroner. Heilbroner's basic premise is stunning in its elegant simplicity. He contends that throughout all of human history, despite the huge gulf in social organization, technological development, and cultural achievement that divides us from the earliest known traces of homo sapiens, there have (...) really only been three distinct ways of looking at the future. During a period Heilbroner refers to simply as the Distant Past, stretching from prehistory to the appearance of modern nation-states in seventeenth century Europe, there was no notion of a future measurably and materially different from the present or the past. From the Stone Age to the Bronze, Mesopotamia and Egypt to Greece and Rome, and throughout the Middle Ages, a continuum of cultures and civilizations shared one defining expectation--the absence of any expectation of material progress for the great masses of people. Heilbroner maintains that it was not until the first stirrings of the period he refers to as Yesterday, spanning from roughly 1700 to 1950, that the future entered into human consciousness as a great beckoning force. Capitalism, continually reinvigorated by the seemingly endless forward march of science and an evolving sense of democracy, appeared to promise all levels of society some expectation of a future at least somewhat better than the past. It was this unwavering faith in the superiority of the future that separated Yesterday from the age we have now entered, that of Today. While we are still driven towards tomorrow by the same forces that determined the recent past, the lessons of Hiroshima and Chernobyl, the chaos in the former Soviet Union, the stagnation of the West, and the anarchic rage unleashed in our inner cities and in hot spots around the globe have brought on a palpable anxiety that is quite apart from both the resignation of the Distant Past or the bright optimism of Yesterday. In a brilliant conclusion drawing together the threat of nuclear blackmail, global warming and the growing commodification of life represented by video games, voice mail, and VCRs, Visions of the Future issues a call to face the challenges of the twenty-first century with a new resolve strengthened by the inspiration of our collective past. Excerpt: IT will lead into my subject most conveniently to contrast and separate two divergent types of mind, types which are to be distinguished chiefly by their attitude toward time, and more particularly by the relative importance they attach and the relative amount of thought they give to the future. The first of these two types of mind, and it is, I think, the predominant type, the type of the majority of living people, is that which seems scarcely to think (...) of the future at all, which regards it as a sort of blank non-existence upon which the advancing present will presently write events. The second type, which is, I think, a more modern and much less abundant type of mind, thinks constantly and by preference of things to come, and of present things mainly in relation to the results that must arise from them. The former type of mind, when one gets it in its purity, is retrospective in habit, and it interprets the things of the present, and gives value to this and denies it to that, entirely with relation to the past. The latter type of mind is constructive in habit, it interprets the things of the present and gives value to this or that, entirely in relation to things designed or foreseen. While from that former point of view our life is simply to reap the consequences of the past, from this our life is to prepare the future. The former type one might speak of as the legal or submissive type of mind, because the business, the practice, and the training of a lawyer dispose him toward it; he of all men must constantly refer to the law made, the right established, the precedent set, and consistently ignore or condemn the thing that is only seeking to establish itself. The latter type of mind I might for contrast call the legislative, creative, organizing, or masterful type, because it is perpetually attacking and altering the established order of things, perpetually falling away from respect for what the past has given us. It sees the world as one great workshop, and the present is no more than material for the future, for the thing that is yet destined to be. It is in the active mood of thought, while the former is in the passive; it is the mind of youth, it is the mind more manifest among the western nations, while the former is the mind of age, the mind of the oriental. Things have been, says the legal mind, and so we are here. The creative mind says we are here because things have yet to be. Now I do not wish to suggest that the great mass of people belong to either of these two types. Indeed, I speak of them as two distinct and distinguishable types mainly for convenience and in order to accentuate their distinction. There are probably very few people who brood constantly upon the past without any thought of the future at all, and there are probably scarcely any who live and think consistently in relation to the future. The great mass of people occupy an intermediate position between these extremes, they pass daily and hourly from the passive mood to the active, they see this thing in relation to its associations and that thing in relation to its consequences, and they do not even suspect that they are using two distinct methods in their minds. As well known as HG Wells is for his science fiction, this is simply HG Wells discussing our view of the present and the future and various nuances related to both. Very interesting. (shrink)

The authors deal with the classic paradox of ethical theories, “Hume’s guillotine,” based on the contradiction in morality between what is and what should be. At the same time, the theological justification of moral principles is beyond this criticism, because the sacred commandments “by definition” combine what is and what should be, overcoming the “secular” gap between being and duty, and thus “the problem of transition from description to evaluation is removed.” Modern ways of removing this contradiction, revealed by (...) Hume, are considered from several points of view. Special attention is paid to the analogy between the development of ethical and mathematical theories, a synergistic approach to the formation of ethics, as well as to the ethical choice associated with the development of digital reality, which humanity will face soon. A synergistic approach can be viewed as a bridge “over the abyss of two cultures - natural science and humanities.” Now it has become clear that there can be many logics, geometries, versions of analysis of infinitely small, etc. Ethics can also be constructed and then put into practice. A classic example is the ethical code of King Lycurgus. Separate ethical systems are not able to ensure the survival of humanity under extreme conditions. Existence of general ethical rules in global crises allows many to survive. Without them, everyone would die. True amazement is the fact that the eight Dyakonov phase transitions in human history completely coincide with the crises periodicity presented in the text of the Apocalypse, where crises are figuratively called “beasts.” Then a vivid picture is given, a picture of the civilization transformation into a post-singular state, which goes beyond the horizon of scientific forecast. The relevance of the research is due to the interest of modern science in the successful experience of comprehending social reality and of social forecasting in forms nontrivial for systematic rational thinking. T topic is especially important in the context of global instability, in which human civilization has been living for the last decades. The main question is the possible existence of a critical philosophy in terms of the ideological pressure of the Soviet period. The author substantiates the hypothesis (...) that children’s literature could be a form of free development of philosophical thinking, permissible in these circumstances. The research is of practical value to humanities scholars studying Soviet and post-Soviet period Russian culture, literature, philosophy, regardless of their theoretical and ideological orientations, since it examines the philosophical aspects in the works by the Soviet children’s writer Nikolai Nosov, author of trilogy about Dunno (rus. Neznajka), and not well-known abroad. The article justifies the opinion that Nosov’s creative heritage is underestimated both in Russian and foreign humanities and not sufficiently analyzed. Through the analysis of N. Nosov’s texts, undertaken by Russian and foreign scholars and publicists (among which L. Abdel-Rahim and L. Karawan deserve a special mention), implicit social and philosophical ideas are revealed, and the basic social forecasting is determined in relation to the society of ‘developed socialism’. Marxist philosophy had a significant impact on N. Nosov’s worldview; however, the writer is alien to the ideological blinders of the dominant forms of Soviet philosophy. Nosov’s Marxism in the form of popular ‘children’s’ discourse suddenly finds itself able to effectively implement critical and prognostic function of philosophy. Being decades ahead of Soviet ideologists and philosophers in this respect, N. Nosov convincingly showed the problem nature of ‘developed socialism’. An important diagnosis of this society and a forecast for its future is possible ‘breakdown’ of the historical process (despite scientific and technical achievements) due to the insufficient level of culture and consciousness, the immaturity of social relations. The actuality of the research topic is that for the development of Ukraine it is necessary to take into account the indisputable fact that globalization together with the information revolution has created new conditions for all types of life. Humanity continues to grow quantitatively and increase the number of independent states whose citizens use the national languages. The purpose of the study is a critical analysis of the reasons for the unprecedented complexity of language changes in Ukraine after the collapse (...) of the Soviet Union and the restoration of its independence. Objectives of the study - to identify the deep causes of the loss of the truth of Ukrainians about their linguistic past; to prove on the basis of the latest scientific discoveries the peculiarity of the linguistic contribution of the ancestors of Ukrainians to the emergence of the Indo-European linguistic family thousands of years ago; to fulfill the forecast for the future of international languages. The methodology of the research is the noointegral, systemic and noohistorical methods that allow a newer way to analyze the affinity of the Ukrainian language with English and to make a forecast of changes in the role of the English language in the future. Presenting main material: the result of the study is the discovery of evidence that the Ukrainian language is not just a little branch of the Russian language, but a transformed primary Indo-European language. The scientists from the West were proved that Ukrainians were the part of the inventors of agriculture in Levant. During the movement on the West they chose life on the black earths of Ukraine, joined with the Arians and created the civilization "Trypillya-1". Trypillians domesticated a horse, invented a wheel, created a metallurgy of bronze and formed the economic zone of the Greate Trypillya between the Carpathians and Western Siberia. All the common words of today about 400 Indo-European languages are a cloud of tags spread from the Great Trypillya. The article is devoted to the concept of "international language". The analysis of contemporary world language changes is carried out in order to assess the possibility of converting English into a global international language. Examples of the growth and decline of languages of certain peoples in the past are considered. The data on evolution and changes in the international language ranking in the New Times are given. The facts of the temporary leadership of the French, German and Russian languages are revealed and the main reasons for their retreat and decline are indicated. The reasons for the global use of English in the twentieth century are explained, but the assumption about the impossibility of its transformation into the universal language of humanity in the future is expressed. A forecast of the influence of progress in computer technologies and artificial intelligence on the ways of using English and other languages is made. The fact of the appearance of the first version of the computer multilingual translator Travis-1 is noted and its rapid improvement and inclusion in the software of near-future mobile devices, which spread on the planet in billions of copies, is envisaged. Conclusions - formulated suggestions for plans for the development of the education system in Ukraine. It is proposed to use positive experience in Scandinavian countries - Sweden and Finland in modernizing the teaching of English and other foreign languages. (shrink)

The concept of the national is often perceived, both in public and academic discourse as the central obstacle for the realization of cosmopolitan orientations. Consequently, debates about the nation tend to revolve around its persistence or its demise. We depart from this either-or perspective by investigating the formation of the ‘cosmopolitan nation’ as a facet of world risk society. Modern collectivities are increasingly preoccupied with debating, preventing and managing risks. However, unlike earlier manifestations of risk characterized by daring actions (...) or predictability models, global risks can no longer be calculated or forecast. Accordingly, more influence accrues to the perception of risk, largely constructed by media representations. Cosmopolitanized risk collectivities are engendered through the anticipation of endangered futures which are, for the most part, communicated through an increasingly global media scape. While global media events produce shared exposure, risk conceptions retain distinctive political-cultural features as their respective meanings are prefigured by path-dependent pasts. Nevertheless, the promulgation of risk societies, we argue, results in a reimagination of nationhood which takes place in the context of: global norms (e.g. human rights); globalized markets; transnational migrations; global generations and their embeddedness in civil society movements; and the local interpenetration of world religions to name but a few of the global backdrops shaping new associational intersections. We develop our argument in four interrelated steps. Contrary to essentialized notions of nationalism or universal versions of cosmopolitanism, we address the cosmopolitan reconfiguration of nationhood by differentiating between presumptions of thick belonging and the actual proliferation of cosmopolitan affiliations. In a second step we overcome the territorial fixation of the social sciences by shifting our attention to temporal dimensions, with a particular focus on competing conceptions of the future. In a third step we demonstrate how these cosmopolitan transformations of nationhood are taking place in the context of a world risk society regime that marshals a set of cosmopolitan imperatives situating the global other in our midst. In a fourth step we illustrate these developments by exploring how the mediatization of risk, and concomitant notions of the future, contribute to the reimagination of cosmopolitan risk collectivities. The preconditions and factors of the global economic system with the identified relevant subjects areas and mechanisms of regulation instruments have been investigated. The crucial role of humans in the global economic system as a key factor (...) of production, the main resource, the producer and the consumer of economic and social benefits that are exposed to global threats, problems, challenges, trends and subjects has been confirmed. There have been revealed the causes and consequences of the public institutions transformation under the influence of globalization, which formed a qualitatively new conditions for social and economic development that determine the need for further changes in the areas of conceptual guideline for the management of human resources development, optimization of tasks, state and international institutions activity forms, integration of efforts as for monitoring, planning and forecasting. The modern major instruments and spheres of international cooperation to ensure human development have been determined. The integrated characteristic of human resources and their role in social development both from the standpoint of their use in labour processes and as a medium of civilization and social utility with the help of the categorical classification system organizing and expanding which enables to design and apply the appropriate approaches at all managerial levels have been defined. The necessity and the concept of human resources development in the context of the content of managerial influence identifying (self-development, self-management and external control of development) at different administrative levels that ensures the growth of human capital to the limits of its potential have been analysed. The survey of human activity system aspects in the global world, taking into account the parametrization of the global environment, its structure, management and development have been realized. The formed methodology principles of managerial influence on the development of human resources with scientific schools, hardness degrees, available models, research and providing theoretical and practical implementation peculiarities for groups of countries and territories of the world taken into consideration have been examined. There have been noted civilization and national differences in the forms of managerial influence on the development of human resources, which lead to the formation of human resources development national control systems conditioned by different value public strategic guidelines, especially in relation to social security, education, national management and state migration policy. The current and future requirements for global human resources development which are proposed to be achieved by the development and formalization of global civilizational paradigm of social development due to social coordination interaction have been given. The influence of the institute of state on the human resources development has been evaluated and it has been proved that in the beginning of the XXI century in the global environment the institute of state is the ultimate guarantor of its citizens’ labour ability and vital activity renewal, that makes it the main instrument of managerial influence on human development. The methodology of countries and territories matrix positioning by human development qualitative criteria and population size quantitative parameters which allows to design unified managerial measures as for human resources for similar national economies in the context of global regulatory trends has been proposed. The strategic trends of improvement of human resources development in the national economy, taking into account the differences in the development of human resources in different countries and areas which vary and differ in their focus, content and ways of implementation for such groups. The varying criteria for evaluating the effectiveness of the global impact on human resources development, taking into account the natural, biological, technological, economic, social and management dimensions and the results of human resources development management in social and economic systems at various levels have been revealed. The periodization and the forecast of the global dynamics of human resources development by analyzing and modeling the values of the absolute and relative terms correlation character have been carried out, which enables to make their retrospective and prospective comparison and to find chronological boundaries of qualitatively different periods. The configuration of the human resource development global coordinate system as a set of interrelated principles, components, fields, tools, frameworks, management levels and forms of managerial influence that allows with the help of institutional means to adapt the state of human resources development to a globally varying environment. _Purpose._ The paper attempts to investigate the constructivist approach to the social world and its implications for social forecasting. _Theoretical basis._ Social forecasting is mainly based on the idea that a human is "determined ontologically". Using the methodology of the natural sciences, most predictions and forecasts fail to encompass all the multiplicity and variability of the future. The postmodern interpretation of reality gave impetus to the development of the new approaches to it. A constructivist approach to social reality began to (...) compete with essentialism. Social constructivism asserts that reality is a set of mental constructs, that it is ultimately a text. Radical constructivism interprets reality as a specific system of meanings emphasizing the artifact aspects of our reality. An interpretation of the social actors’ behavior is based on the ways of understanding accepted in a given society/community and do not possess ontological universality. The creators of social space are also its creations. _Originality._ Within the framework of the postmodern approach to reality, the second-order forecasting, or forecasting of forecasting, is particularly relevant. That means that the observers-forecasters must be included in the forecast as a part of one-unified process. At this stage, a forecaster must realize that he/she is a part of a larger system, a part of the world he/she observes (and actually creates). The situation changes dramatically – the forecaster is forced to take responsibility for his/her own observations. This ultimately leads to the "humanization" of forecasting. Acting in our world full of uncertainty, unpredictability, and turbulence, modern researchers of the future should be mindful of powerful social constructs of reality. _Conclusions._ Social forecasting should be embedded in a wider context, which requires a joint effort of philosophers, foresight practitioners, historians, psychologists, sociologists, political scientists, religious scholars, anthropologists, etc. To develop promising visions and scenarios of the future, it is necessary to answer the question "Why?", which is the task of philosophically oriented research, because without this answer, we will deal with the consequences; and the implementation of the negative scenarios will reproduce itself in new socio-cultural and historical conditions. An in-depth understanding of this "Why?" provides opportunities to be in the flow of transformations. The study of the deep mental processes of the actors of social changes, the multidimensional influence on the transformation of social structures can gradually expand an answer to the question "Why?", that can cause positive changes and, accordingly, allow to create fruitful projects of the future and form effective behavioral strategies that correspond to the desired level of social development. Does Civilization Need Religion? maintains that the task of redeeming Western society rests in a peculiar sense upon Christianity, which has reduced the eternal conflict between self-assertion and self-denial to the paradox of self-assertion through self-denial and made the Cross the symbol of life's highest achievement. A collection of essays on civil religion in modern political philosophy, exploring the engagement between modern thought and the Christian tradition.

This short article was originally delivered as a lecture in China, The article sketches a process view of history from ancient to medieval civilization, to modernity in two major phases, and to the current transition to a constructive postmodern, ecological civilization.

This article engages with Johann Arnason’s approach to the entanglements of culture and power in comparative civilizational analysis by simultaneously reframing the themes of the civilizing process and the public sphere. It comments and expands upon some key insights of Arnason concerning the work of Norbert Elias and Jürgen Habermas by adopting an ‘Islamic perspective’ on the processes of singularization of power from its cultural bases and of reconstruction of a modern collective identity merging the steering capacities and the (...) participative ambitions of an emerging urban intelligentsia. The Islamic perspective provides insights into the interplay between civilizing processes and the modes through which cultural traditions innervate a modern public sphere. By revisiting key remarks of Arnason on Elias and Habermas, the Islamic perspective gains original contours, reflecting the search for a type of modernity that is eccentric to the mono-civilizational axis of the Western-led, global civilizing process. While this eccentric positioning entails a severe imbalance of power, it also relativizes the centrality of the modern state in the civilizing process and evidences some original traits of the public sphere in a non-Western context. Analyzing and modeling interconnections between crucial factors of human development, rates of growth thereof and elasticity of the growth rates, the authors have defined specific periods of the development and have made a forecast for the dynamics of the human resources development. Those periods have been defined more exactly and arranged as follows: the first one – «Before Christ»; the second one – «Early Medieval» (1–1100 a.d.); the third one – «Advanced Medieval» (1101–1625); the forth one – «Pioneer’s Modernization» (1626–1970); (...) the fifth one – «Industrialization» (1871–2030) and the sixth one – «Informational society» – after 2030. The results received enable to make forecasts of the global factors dynamics, to find out unified solutions in socio-economic sphere, to define tendencies in social development and to build up unified strategic approaches for modeling global influence on human resources. The concept of civil society, generally speaking, refers to a collective of free citizens who organize their common life in an autonomous and co‐operative way. To understand the different meanings and historical dynamic of the concept, three conceptions of it need to be distinguished, the oldest of which long pre‐dates the development of modern notions of ‘state’ and ‘society’. The Aristotelian idea of koinonia politike – translated into Latin as societas civilis – refers to a political community of free (...) and equal, virtuous citizens, bound together by a willingness to advance their common interest by means of political self‐rule in order to protect their liberty against both despotism and anarchy. Despite its historical distance from the two other, modern conceptions, this original one still poses a crucial question for any contemporary notion of civil society: what are the social understandings, forms of life and modes of action necessary for the establishment and preservation of political institutions that enable civic co‐operation and political autonomy? Civility is often treated as an essential virtue in liberal democracies that promise to protect diversity as well as active disagreement in the public sphere. Yet the fear that our tolerant society faces a crisis of incivility is gaining ground. Politicians and public intellectuals call for "more civility" as the solution--but is civility really a virtue? Or is it something more sinister--a covert demand for conformity that silences dissent? Mere Civility sheds light on this tension in contemporary political theory and (...) practice by examining similar appeals to civility in early modern debates about religious toleration. In seventeenth-century England, figures as different as Roger Williams, Thomas Hobbes, and John Locke could agree that some restraint on the wars of words and "persecution of the tongue" between sectarians would be required; and yet, they recognized that the prosecution of incivility was often difficult to distinguish from persecution.--. This Key Concepts pivot examines the fundamental Chinese ideas of ‘Civilization’ and ‘culture’, considering their extensive influence both over Chinese society and East Asian societies. The pivot analyses the traditional connotations of those two concepts and their evolution in the Sino-Western exchanges as well as their renewed interpretation and application by contemporary Chinese scholars. It analyses how the years 1840-1900 which mark a period of major transition in China challenged these concepts, and highlights how the pursuit of innovation and international (...) perspective gave birth to new values ​​and paradigm shifts, and culminated in the May Fourth New Culture Movement. Considering the underlying humanistic ideas in the key concepts of traditional Chinese civilisation and culture, this pivot contributes to this series of Chinese Key Concept by offering a unique analysis of the conceptual evolutions brought about by the change of values in 21st century China. Civilizational analysis is increasingly being used to capture the plurality of routes to and through the modern world order. However, the concept of civilization betrays a colonial legacy, namely, a denial that colonized peoples possessed the creative ability to cultivate their own subjecthoods. This denial was especially acute when it came to enslaved Africans in the New World whose bodies were imagined to be deracinated and deculturated. This article proposes that civilizational analysis has yet to fully address this legacy (...) and, to clarify the stakes at play, compares and contrasts the historical sociology of CLR James with the mytho-poetics of Derek Walcott. Both authors, in different ways, have attempted to endow that quintessentially un-civilizable body – the New World slave – with subjecthood. From this discussion, the article makes the case for developing a ‘poetics of slavery’ that could help to address the colonial strictures still residual in the concept of civilization. (shrink)

The Confucian notion of civility has for thousands of years guided all aspects of socio-ethical life in East Asia. Confucians express their central concern for civility in their notion of li, which is commonly translated ?ritual? and refers to the conventions and courtesies through which we submit to the socio-ethical order, as we do, for example, in performing sacrifices, weddings, and funerals, and various daily acts of deference. Since the rise of China and other East Asian countries as economic powers, (...) it has been suggested that we have in East Asia a ?Confucian? ritual-based culture that is opposed to the law-based culture of the West, a culture of rites opposed to a culture of rights, and that this ritual-based culture can be carried into modernity as another way to secure social harmony. I argue that the values central to Confucian ritual ? deference, repayment, and harmony ? are incompatible with the freedom enacted in modern civility. It is unlikely, therefore, that Confucian ritual can be carried into modernity and, as some suggest, remedy the fragmentation, and indeed lack of civility, characteristic of modern societies. While constitutionalism is generally reduced to the idea of limited government, little has been said to its contribution to the juridification of the social sphere. The article shows the significance of constitutionalism for the institutionalization of modern civil societies. Modern civil societies, it is argued, can only flourish in a form of modern state that has undergone a process of internal differentiation in the direction of a separation of powers. Through the analysis of the process of self‐constitution (...) of Argentine civil society, I show how the erosion of the constitutional components of the state by populist democratizing movements resulted in the disintegration of civil society. It is claimed that Hegel denies the possibility of a modern epic and that his lectures on aesthetics demand the condemnation of all the art of his own time. I use the available student transcripts of his lectures on aesthetics, in conjunction with Lukács's views on the novel, to show that Hegel suggests that the novel might count as a modern epic and that it may perform a significant function in modern ethical life (Sittlichkeit) as presented in (...) his own philosophy of right. While Hegel raises questions concerning the possibility of a modern epic, he also presents the novel with a task that Lukács's interpretation of Balzac's Illusions perdues shows the novel is able to fulfill. This becomes evident when we consider Hegel's remarks on the novel in connection with his theory of civil society. (shrink)

Johann Arnason’s exploration of the historical constellation of East Asia has helped reproblematize the conceptual framework of modernity and civilization. This article outlines Arnason’s innovations in civilizational analysis and social theory in the field of comparative studies of Japan. It sets out the terms on which a nuanced elaboration of Arnason’s framework could occur. Two areas warrant closer attention: state formation and the institution of capitalism. It is argued that there are signs of what might be termed a ‘tertiary’ phase (...) of state formation, implicit in Arnason’s discussion of advanced modernity. Moreover, this phase brought Japan into close contact with the newly unfolding context of the West’s civilizational imaginary, particularly in its ideological expressions of evolutionism. The article ends on the problematic of capitalism, raising questions about further potential theoretical developments based on Arnason’s conclusions and other inventive studies of Japanese capitalism. Japan, Russia, and Turkey are major examples of countries with different ethnic, religious, and cultural background that embarked on the path of modernization without having been colonized by a Western country. In all three cases, national consciousness has played a significant role in this context. The project of Modernity is obviously of European origin, but is it essentially European? Does modernization imply loss of a country’s cultural or national identity? If so, what is the “fate” of the modernization process in (...) these cases? The presence of the idea and reality of civil society can be considered a real marker of Modernity in this respect, because it presupposes the development of liberalism, individualism and human rights. But are these compatible with nationalism and with the idea of a national religion? These questions are the more pressing, as Japan is considered part of the Western world in many respects, and Russia and Turkey are defining their relation to the European Union in different ways. An investigation of these three countries, set off against more general reflections, sheds light on the possibilities or limitations of modernization n a non-European context. (shrink)

The twenty-first century presents a major challenge for civil engineering. The magnitude and future importance of some of the problems perceived by society are directly related to the field of the civil engineer, implying an inescapable burden of responsibility for a group whose technical soundness, rational approach and efficiency is highly valued and respected by the citizen. However, the substantial changes in society and in the way it perceives the problems that it considers important call for a thorough review of (...) our structures, both professional and educational; so that our profession, with its undeniable historical prestige, may modernize certain approaches and attitudes in order to continue to be a reliable instrument in the service of society, giving priority from an ethical standpoint to its actions in pursuit of the public good . It possesses important tools to facilitate this work (new technologies, the development of communications, the transmission of scientific thought.···); but there is nevertheless a need for deep reflection on the very essence of civil engineering: what we want it to be in the future, and the ability and willingness to take the lead at a time when society needs disinterested messages, technically supported, reasonably presented and dispassionately transmitted. How did science come to have such a central place in Western culture? How did our ways of thinking, and our moral, political, and social values, come to be modelled around scientific values? Stephen Gaukroger traces the story of how these values developed, and how they influenced society and culture from the 19th to the mid-20th century.

The aim of this paper is to show how modern genetics reached Spain through the Junta para la Ampliación de Estudios e Investigaciones Científicas (JAE) during the decade of 1920s, the role played by key persons, and the level of development this discipline achieved from its different points of inception and under the conditions of financial scarcity and political turmoil that prevailed during the Spanish Civil War (1936-1939).
