Information is the fourth core element of public health legal preparedness and of legal preparedness for public health emergencies specifically. Clearly, the creation, transmittal, and application of information are vital to all public health endeavors. The critical significance of information grows exponentially as the complexity and scale of public threats increase.Only a small body of organized information on public health law existed before the 21st century: a series of landmark books published beginning in 1926 by Tobey, Grad, and Wing ; (...) model public health laws published as early as 1907; systematic reviews of original research studies published in the 1990s; and a small but growing number of articles published in public health journals and law reviews.With the new century came new public health law programs and activities at the Centers for Disease Control and Prevention, in public health professional associations, and in numerous non-profit and academic organizations. This article introduces and clarifies a neglected sense of the word ἤ (‘or’) employed by Aristotle and other authors. In this sense, called ‘indifferent’, ἤ signifies ‘one or the other, regardless of which’. It is shown how attention to this use makes it possible to explain the source of the ambiguity of certain sentences, most obviously, though not exclusively, sentences that make a necessity claim about an embedded disjunction, for example ‘It is necessary that A or B’. Why this sense (...) cannot be explained, as some scholars have suggested, by the distinction between exclusive and inclusive ἤ is also discussed. Finally, it is shown how awareness of this sense might rescue Aristotle from a gross inconsistency. (shrink)

It is generally agreed that Aristotle’s aim in De Interpretatione 9 is to rebut arguments purporting to show that bivalence entails fatalism. But the nature of his rebuttal is controversial. Some have argued that Aris- totle accepts the arguments as valid and responds by limiting biva- lence; others have argued that he accepts unlimited bivalence and responds by showing the arguments to be invalid. This paper develops and defends a novel version of the latter view, one which diverges from extant (...) varieties in four main ways. First, it shows that there is good reason to view the chapter’s opening sentences as revealing a commitment to unlimited bivalence. Second, it argues that Aristotle rejects the fatalist arguments on the grounds that they equivocate bet- ween two distinct senses of necessity – absolute and hypothetical. Third, it explains the distinction between the two senses of necessity as deriving from their different explanatory bases. Fourth, it describes the distinct ways in which the two forms of necessity apply to states of affairs and assertions. The paper concludes by discussing the fatalist arguments and how Aristotle’s criticism applies to them. (shrink)

Whitehead's 1922 theory of gravitation continues to attract the attention of philosophers, despite evidence presented in 1971 that it violates experiment. We demonstrate that the theory strongly fails five quite different experimental tests, and conclude that, notwithstanding its meritorious philosophical underpinnings, Whitehead's theory is truly dead.

This is one of four interrelated action agenda papers resulting from the National Summit on Public Health Legal Preparedness convened in June 2007 by the Centers for Disease Control and Prevention and nineteen multi-disciplinary partner organizations. Each of the action agenda papers deals with one of the four core elements of public health legal preparedness: laws and legal authorities; competency in using those laws; coordination of law-based public health actions; and information. Motorcycle helmet laws are perceived to infringe upon individual rights even though they reduce mortality and health care costs. We describe proposed helmet legislation that protects individual rights and provides incentives for helmet use through a differential motorcycle registration fee that requires higher fees for those who wish to ride without a helmet.

The harmful impact of an adverse event ripples beyond injured patients and their families to affect physicians, nurses, and other health care staff that are involved. These “Second Victims” may experience intense feelings of anxiety, guilt, and fear. They may doubt their clinical competence or ability to continue working at all. Some go on to suffer post-traumatic stress disorder and depression.Medical institutions long ignored this problem, preferring to believe that adverse events, or “errors,” occur due to incompetence — the unfortunate (...) work of a few “bad” practitioners who deserve, if anything, a reprimand for their negligence. Study after study has rejected this attribution and shown that adverse events in health care stem primarily from systemic flaws, not “bad apples.” Devastating errors, in other words, can, do, and always will happen in the care of competent, well-trained, and caring practitioners. Abstract None of the numerous modern proposals for jus post bellum models has gained wide acceptance. The proposals tend to resemble laundry lists, often enumerated without an obvious and coherent ethical rationale. Recognizing the importance of jus post bellum, this article seeks to move the jus post bellum discourse forward. First, the article constructs a foundation of seven principles for jus post bellum models by modifying and integrating the separate proposals advanced by Bellamy and Evans. Then building on that revised (...) set of foundational principles, this article incorporates selected criteria and research from prior proposals to erect a five-part jus post bellum framework: (1) respect for persons; (2) establish justice; (3) exercise ecological responsibility; (4) engage multinational commitment and support; and (5) maintain progress toward closure. The article concludes by arguing that the proposed jus post bellum model is comprehensive, parsimonious, pragmatic, and has a universally applicable framework analogous to Just War Theory's other two components. BackgroundThe interpretation of clinical gait data in children with cerebral palsy (CP) is time-consuming, requires extensive expertise and often lacks transparency. Here we aimed to develop a set of look-up tables to support this process, linking typical gait features as present in CP to their potential underlying impairments.MethodsWe developed an initial core set of gait features and their potential underlying impairments based on biomechanical reasoning, literature and clinical experience. This core set was further specified through a Delphi process in a (...) multidisciplinary group of experts in gait analysis of children with CP and evaluated on 20 patient cases. The likelihood of the listed gait feature–impairment relationships was scored by the expert panel on a five-point scale.ResultsThe final core set included 120 relevant gait feature–impairment relations including likelihood scores. This set was presented in the form of look-up tables in both directions, i.e., sorted by gait features with potential underlying impairment, and sorted by impairments with potential related gait features. The average likelihood score for the relations was 3.5 ± 0.6 (range 2.1–4.6).ConclusionThe developed set of look-up tables linking gait features and impairments, can assist gait analysts and clinicians in standardized biomechanical reasoning, to support treatment decision-making for gait impairments in children with CP. Coaching is a systematic and goal-oriented one-on-one intervention by a coach aimed to guide clients in their professional and personal development. Previous research on coaching has demonstrated effects on a number of positive outcomes, including well-being and performance, yet little is known about the processes that underlie these outcomes, such as the type of questions coaches use. Here, we focus on three different types of coaching questions, and aim to uncover their immediate and sustained effects for affect, self-efficacy, and goal-directed (...) outcomes, using a between-subjects experiment. One hundred and eighty-three medical residents and PhD students from various medical centers and healthcare organizations in the Netherlands were recruited to participate in a self-coaching writing exercise, where they followed written instructions rather than interacting with a real coach. All participants were randomly allocated to one of three conditions: either one of two solution-focused coaching conditions or a problem-focused coaching condition. Self-report questionnaires were used to measure key outcomes of coaching, that is positive and negative affect, self-efficacy, goal orientation, action planning and goal attainment. Two follow-up measurements assessed if the effects of the self-coaching exercise led to problem-solving actions within an initial follow-up period of 14 days and a subsequent follow-up period of 10 days. Findings showed that participants experienced more positive affect, less negative affect, and higher approach goal orientation after the solution-focused coaching exercise compared to the problem-focused coaching exercise. In all conditions, goal attainment increased as a consequence of the self-coaching intervention. We discuss the implications of our findings for the science and practice of contemporary coaching. At the beginning of 2020, COVID-19 became a global problem. Despite all the efforts to emphasize the relevance of preventive measures, not everyone adhered to them. Thus, learning more about the characteristics determining attitudinal and behavioral responses to the pandemic is crucial to improving future interventions. In this study, we applied machine learning on the multi-national data collected by the International Collaboration on the Social and Moral Psychology of COVID-19 (N = 51,404) to test the predictive efficacy of constructs from (...) social, moral, cognitive, and personality psychology, as well as socio-demographic factors, in the attitudinal and behavioral responses to the pandemic. The results point to several valuable insights. Internalized moral identity provided the most consistent predictive contribution—individuals perceiving moral traits as central to their self-concept reported higher adherence to preventive measures. Similar was found for morality as cooperation, symbolized moral identity, self-control, open-mindedness, collective narcissism, while the inverse relationship was evident for the endorsement of conspiracy theories. However, we also found a non-negligible variability in the explained variance and predictive contributions with respect to macro-level factors such as the pandemic stage or cultural region. Overall, the results underscore the importance of morality-related and contextual factors in understanding adherence to public health recommendations during the pandemic. (shrink)

Background: Dementia care at home often involves decisions in which the caregiver must weigh safety concerns with respect for autonomy. These dilemmas can lead to situations where caregivers provide care against the will of persons living with dementia, referred to as involuntary treatment. To prevent this, insight is needed into how family caregivers of persons living with dementia deal with care situations that can lead to involuntary treatment. Objective: To identify and describe family caregivers’ experiences regarding care decisions for situations (...) that can lead to involuntary treatment use in persons living with dementia at home. Research design: A qualitative descriptive interview design. Data were analysed using the Qualitative Analysis Guide of Leuven. Participants and research context: A total of 10 family caregivers providing care for 13 persons living with dementia participated in in-depth semi-structured interviews. Participants were recruited by registered nurses via purposive sampling. Ethical consideration: The study protocol was approved by the Ethics Committee of the University Hospitals Leuven and the Medical Ethical Test Committee Zuyderland. Findings: Family caregivers experience the decision-making process concerning care dilemmas that can lead to involuntary treatment as complicated, stressful and exhausting. Although they consider safety and autonomy as important values, they struggle with finding the right balance between them. Due to the progressive and unpredictable nature of dementia, they are constantly seeking solutions while they adapt to new situations. Family caregivers feel responsible and experience social pressure for the safety of persons living with dementia. They may be blamed if something adverse happens to the persons living with dementia, which increases an already stressful situation. Their experience is influenced by characteristics of the care triad (persons living with dementia, professional and family caregivers) such as practical and emotional support, knowledge, and previous experiences. Discussion and conclusion: To prevent involuntary treatment, professionals need to proactively inform family caregivers, and they need to support each other in dealing with complex care situations. BackgroundReconciling results obtained using different types of sensory measures is a challenge for autism sensory research. The present study used questionnaire, psychophysical, and neurophysiological measures to characterize autistic sensory processing in different measurement modalities.MethodsParticipants were 46 autistic and 21 typically developing 11- to 14-year-olds. Participants and their caregivers completed questionnaires regarding sensory experiences and behaviors. Auditory and somatosensory event-related potentials were recorded as part of a multisensory ERP task. Auditory detection, tactile static detection, and tactile spatial resolution psychophysical thresholds were (...) measured.ResultsSensory questionnaires strongly differentiated between autistic and typically developing individuals, while little evidence of group differences was observed in psychophysical thresholds. Crucially, the different types of measures appeared to be largely independent of one another. However, we unexpectedly found autistic participants with larger auditory Tb ERP amplitudes had reduced hearing acuity, even though all participants had hearing acuity in the non-clinical range.LimitationsThe autistic and typically developing groups were not matched on cognitive ability, although this limitation does not affect our main analyses regarding convergence of measures within autism.ConclusionOverall, based on these results, measures in different sensory modalities appear to capture distinct aspects of sensory processing in autism, with relatively limited convergence between questionnaires and laboratory-based tasks. Generally, this might reflect the reality that laboratory tasks are often carried out in controlled environments without background stimuli to compete for attention, a context which may not closely resemble the busier and more complex environments in which autistic people’s atypical sensory experiences commonly occur. Sensory questionnaires and more naturalistic laboratory tasks may be better suited to explore autistic people’s real-world sensory challenges. Further research is needed to replicate and investigate the drivers of the unexpected association we observed between auditory Tb ERP amplitudes and hearing acuity, which could represent an important confound for ERP researchers to consider in their studies. In lieu of an abstract, here is a brief excerpt of the content:Tacitus, Annales VI: Beginning and EndClifford AndoOur sole witness for the text of Annales I–VI, the so-called Mediceus, 1 duly registers the ends of books 1 through 4, but of no book thereafter. The question of where to locate the beginning of book 6 has not been discussed at any length since 1848, and that we have the end of book 6 at our 6.51 has not, to my (...) knowledge, ever been disputed. The answer we posit to both questions has, obviously, profound implications for modern attempts to interpret the structure of the Annales. This note urges on the former issue a return to the division after 5.11 first established by Lipsius, and on the latter proposes the radical solution that we do not possess the end of book 6.Though Emilio Ferretti (1541, ad loc.) was the first to perceive the difficulty in the text of books 5 and 6 as preserved by M, Lipsius took the necessary step of establishing a break between the books, at 5.11: his book 6 begins at the start of A.D. 32. Though he perceived that a two-year gap separates 5.5 and 5.6, he settled on 6.1 not for any solid reason, but on purely arbitrary grounds (1585, 265). Lipsius did, however, attempt to anticipate one counterattack: some will argue that his division leaves book 5 too short, since it will contain the events of only three years, 29–31 A.D. (ibid.). In 1848 Friedrich Haase attacked the position taken by Lipsius on several fronts: first, Lipsius’ division leaves book 6 disproportionately short, and nothing can be missing from the end of this book because it cannot be doubted that Tacitus began book 7 with the accession of Gaius. Second, even if it were not self-evident that the death of the emperor was more important than the end of a year, this would follow naturally upon the observation that Tacitus closes book 12 in October, after the death of Claudius, although in order to complete that year he would only have had to move the first ten chapters of book 13. Third, there is no way that the scribe could have overlooked or forgotten a colophon between 5.11 and 6.1 because M records them in such large letters. Finally, Tacitus would have regarded the death of Seianus, [End Page 285] the aftermath of which is covered in 5.6–11, as eminently suitable for the end of a book, as he closed book 9 with the death of Messalina, or book 15 with the suppression of the Pisonian conspiracy. In this work, a Clifford algebra approach is used to introduce a charge-current wave structure governed by a Maxwell-like set of equations. A known spinor representation of the electromagnetic field intensities is utilized to recast the equations governing the charge-current densities in a Dirac-like spinor form. Energy-momentum considerations lead to a generalization of the Maxwell electromagnetic symmetric energy-momentum tensor. The generalized tensor includes new terms that represent contributions from the charge-current densities. Stationary spherical modal solutions representing the charge-current densities (...) and the associated self-fields are derived. The use of a Clifford type dependence on time results in a distinct symmetry between the magnetic and electric components. It is shown that, for such spherical modes, the components of the force density deduced from the generalized energy-momentum tensor can vanish under certain conditions. (shrink)

We investigate a theory in which fundamental objects are branes described in terms of higher grade coordinates $X^{\mu{_1}\ldots \mu{_n}}$ encoding both the motion of a brane as a whole, and its volume evolution. We thus formulate a dynamics which generalizes the dynamics of the usual branes. Geometrically, coordinates $X^{\mu{_1} \ldots \mu{_n}}$ and associated coordinate frame fields { ${\gamma_{\mu{_1}\ldots\mu{_n}}}$ } extend the notion of geometry from spacetime to that of an enlarged space, called Clifford space or C-space. If we start (...) from four-dimensional spacetime, then the dimension of C-space is 16. The fact that C-space has more than four dimensions suggests that it could serve as a realization of Kaluza-Klein idea. The “extra dimensions” are not just the ordinary extra dimensions, they are related to the volume degrees of freedom, therefore they are physical, and need not be compactified. Gauge fields are due to the metric of Clifford space. It turns out that amongst the latter gauge fields there also exist higher grade, antisymmetric fields of the Kalb–Ramond type, and their non-Abelian generalization. All those fields are naturally coupled to the generalized branes, whose dynamics is given by a generalized Howe–Tucker action in curved C-space. (shrink)

We apply the Galilean covariant formulation of quantum dynamics to derive the phase-space representation of the Pauli–Schrödinger equation for the density matrix of spin-1/2 particles in the presence of an electromagnetic field. The Liouville operator for the particle with spin follows from using the Wigner–Moyal transformation and a suitable Clifford algebra constructed on the phase space of a (4 + 1)-dimensional space–time with Galilean geometry. Connections with the algebraic formalism of thermofield dynamics are also investigated.
