Las naciones y pueblos indígenas presentan preocupantes índices respecto a la salud, así como otras carencias como la pérdida de sus tierras, la alimentación, la educación y, en general, el ejercicio de sus derechos, consagrados por organizaciones internacionales como la ONU y la OMS-OPS. En Ecuador, de acuerdo con el orden jurídico constitucional, se han instrumentado políticas de salud que incluyen el lineamiento general de un enfoque intercultural de la atenciónprimaria que incorpora los saberes y prácticas ancestrales. Mediante una revisión (...) documental se examina la situación actual de la salud y la atención primaria entre las etnias indígenas del Ecuador. De este análisis se desprenden consideraciones para las políticas públicas de salud, la formación intercultural de los profesionales de los equipos de salud y, en especial, la articulación de las creencias, saberes y prácticas de la cultura de las etnias para la atención primaria de salud. Gustavo Machado, pertenece a la generación de intelectuales que se nutrió fundamentalmente de la doctrina marxista e hizo de ella la herramienta para desarrollar la interpretación de nuestra realidad. Este estudio recoge referencias sobre su vida, analiza su postura antiimperialista y la defensa que hace de la democracia participativa. Además desarrolla su postura ante la educación, la iglesia y su concepción de la historia.

Throughout his career, Husserl identifies naturalism as the greatest threat to both the sciences and philosophy. In this paper, I explicate Husserl’s overall diagnosis and critique of naturalism and then examine the specific transcendental aspect of his critique. Husserl agreed with the Neo-Kantians in rejecting naturalism. He has three major critiques of naturalism: First, it (like psychologism and for the same reasons) is ‘countersensical’ in that it denies the very ideal laws that it needs for its own justification. Second, naturalism (...) essentially misconstrues consciousness by treating it as a part of the world. Third, naturalism is the inevitable consequence of a certain rigidification of the ‘natural attitude’ into what Husserl calls the ‘naturalistic attitude’. This naturalistic attitude ‘reifies’ and it ‘absolutizes’ the world such that it is treated as taken-for-granted and ‘obvious’. Husserl’s transcendental phenomenological analysis, however, discloses that the natural attitude is, despite its omnipresence in everyday life, not primary, but in fact is relative to the ‘absolute’ transcendental attitude. The mature Husserl’s critique of naturalism is therefore based on his acceptance of the absolute priority of the transcendental attitude . The paradox remains that we must start from and, in a sense, return to the natural attitude, while, at the same time, restricting this attitude through the on-going transcendental vigilance of the universal epoché. El emergente paradigma educativo del aprendizaje ubicuo está dando lugar a nuevos entornos virtuales de aprendizaje. El objetivo de este estudio es contribuir a esta transformación en los procesos de aprendizaje para avanzar en el dominio del inglés, con un diseño didáctico innovador inspirado en el concepto de ‘entorno personal de aprendizaje’, con el uso de vídeos de YouTube. Los resultados demuestran el potencial pedagógico de los PLE, su eficacia no sólo a nivel cognitivo sino también como experiencia emocional. In this paper, I shall examine the evolution of Heidegger’s concept of ‘transcendence’ as it appears in Being and Time (1927), ‘On the Essence of Ground’ (1928) and related texts from the late 1920s in relation to his rethinking of subjectivity and intentionality. Heidegger defines Being as ‘transcendence’ in Being and Time and reinterprets intentionality in terms of the transcendence of Dasein. In the critical epistemological tradition of philosophy stemming from Kant, as in Husserl, transcendence and immanence are key notions (...) (see Husserl, The Idea of Phenomenology, 1907, and Ideas I, 1913). Indeed, ‘transcendence in immanence’ is a leitmotif of Husserl’s phenomenology. Husserl discusses transcendence in some detail in Cartesian Meditations §11 in a manner that is not dissimilar to Heidegger. Heidegger is critical of Husserl’s understanding of consciousness and intentionality and Heidegger deliberately chooses to discuss transcendence as an exceptional domain for the discussion of beings in his ‘On the Essence of Ground’, his submission to Husserl’s seventieth-birthday Festschrift. Despite his championing of a new concept of transcendence in the late 1920s, Heidegger effectively abandons the term during the early 1930s. In this paper, I shall explore Heidegger’s articulation of his new ontological conception of finite transcendence and compare it with Husserl’s conception of the transcendence of the ego in order to get clearer what is at stake in Heidegger’s conceptions of subjectivity, Dasein and transcendence. This article discusses the effects of the OECD Convention on Combating the Bribery of Foreign Public Officials, which was signed in 1997 and is due to be implemented by the signatory nation‐states this year. The Convention represents the expansion of legal measures to combat the bribery of foreign public officials by individuals or corporations, and it has been accompanied by the Organisation of American States’ Convention Against Corruption. Previously the Foreign Corrupt Practices Act , which applied only to United States (...) individuals or corporations, ‘stood alone in the world as a legal barrier to transnational bribery’ . This article proceeds in stages to evaluate implications of the Convention. Firstly the Convention is placed in the context of the increased focus on transnational business bribery in recent years. Second, the main points of the Convention are outlined. Third, the issues and problems posed by the Convention for business are discussed. Finally some themes regarding enforcement by the relevant authorities are outlined. (shrink)

En el presente artículo se hace referencia a formas y modalidades de escritura autobiográfica: dos “diarios” y un epistolario, producidos todos en el contexto de las guerras centroamericanas de los años ochenta del siglo pasado. Las comillas señalan la ambigüedad genérica de los dos textos que se presentan como diarios. El propósito es mostrar ejemplos de configuración de esta escritura en escenarios distintos, pero marcados todos por la violencia de aquella circunstancia histórica.

Here I develop an interpretation of Descartes' theory of ideas which differs from the standard reading in that it incorporates a distinction between what an idea appears to represent and what it represents. I argue that this interpretation not only finds support in the texts but also is required to explain a large number of assertions in Descartes which would otherwise appear irremediably obscure or problematic. For example, in my interpretation it is not puzzling that Descartes responds to Arnauld's difficulty (...) concerning the notion of material falsity by drawing a distinction between that to which an idea conforms (that of which the idea truly is) and that to which it refers. Furthermore, my interpretation also explains how Descartes can intelligibly reject the view that saying that something is clear and distinct is equivalent to saying that it is obvious. Finally, I argue that my interpretation allows Descartes' view that we have some sort of internal access to the objects actually represented by an idea. (shrink)

Northeast Brazil has been targeted for remedial projects to combat drought for more than 100 years, although drought mitigation policies have been mostly ineffective in reducing vulnerability for the majority of the population. In this paper I review some of the historical and contemporary approaches to drought mitigation and examine the efficacy of mitigation through the aperture of contemporary clientalism and the persistence of asymmetric power relations in democratic Brazil. Although the abertura , political opening, and end of a 20-year (...) military dictatorship allowed for improved civil and political rights and public demonstrations, this 'low-intensity' democracy has had few social and economic reforms that have hampered elite interests, minimized inequity, or empowered the poor. Patronage continues to be the dominant tool for survival, especially in the drought-ridden Northeast, where access to scarce state services is extremely competitive and personal connections determine or facilitate access. Con el objetivo de seguir mejorando, a través del presente trabajo se analizan qué temas han suscitado un mayor interés entre los lectores de nuestras herramientas sociales, a través del estudio de las publicaciones de nuestra bitácora 2.0 y del reflejo de éstas en nuestra página en Facebook. La respuesta nos ayudará a conocer mejor los intereses y necesidades de información de los usuarios y, consecuentemente, podremos seguir perfeccionando los puentes digitales que hemos tendido entre ellos y la Historia y del Patrimonio Naval y Marítimo. The notion of ‘bipolar’ or ‘second‐personal’ normativity is often illustrated by such situations as that of one person addressing a complaint to another, or asserting some right, or claiming some authority. This paper argues that the presence of speech acts of various kinds in the development of the idea of the ‘second‐personal’ is not accidental. Through development of a notion of ‘illocutionary authority’ I seek to show a role for the ‘second‐personal’ in ordinary testimony, despite Darwall's argument that the notion (...) of the ‘second‐personal’ marks a divide between practical and theoretical reason. Artificial intelligence is rapidly entering our daily lives in the form of driverless cars, automated online assistants and virtual reality experiences. In so doing, AI has already substituted human employment in areas that were previously thought to be uncomputerizable. Based on current trends, the technological displacement of labor is predicted to be significant in the future – if left unchecked this will lead to catastrophic societal unemployment levels. This paper presents a means to mitigate future technological unemployment through the introduction (...) of a Basic Income scheme, accompanied by reforms in school curricula and retraining programs. Our proposal argues that such a scheme can be funded by a special tax on those industries that make use of robotic labour; it includes a practical roadmap that would see a government take this proposal from the conceptual phase and implement it nationwide in the span of one decade. Authority and Estrangement addresses a set of questions about self-knowledge and seeks to answer them in the context of the broader differences between the first-person and third-person perspectives on oneself. Attention to these broader differences takes the discussion from epistemology to moral psychology, and seeks to relate some of the issues of contemporary philosophy of mind to the concerns with self-consciousness in post-Kantian thought.

This paper offers an in-depth analysis of electoral volatility in Albania from 1991 to 2021, a transformative period from a communist regime to a democratic multi-party system. It diverges from Central and Eastern European trends by examining Albania's unique political dynamics and the factors influencing electoral behavior and volatility. Utilizing the Pedersen Index, the study methodically evaluates various determinants impacting party electoral volatility in Albania. The research underscores the significance of high membership rates and robust ground organization within major political (...) parties as key contributors to low volatility levels in Albania's party system, thus providing insight into the intricacies and idiosyncrasies of Albania's political landscape. The issue of knowing what it means for a group to have collective beliefs is being discussed more and more in contemporary philosophy of the social sciences and philosophy of mind. Margaret Gilbert’s reconsideration of Durkheim’s viewpoint in the framework of the plural subject’s account is one of the most famous. This has implications in the history and the sociology of science—as well asin the history and sociology of philosophy—although Gilbert only outlined them in the former fields and said nothing (...) about the latter. Symmetrically but independently, a historian of science, Mara Beller, has recently challenged Kuhn’s conception of the role of consensus in sciences in a brilliant analysis by carefully studying the history of Copenhagen School of Quantum Mechanics. Not only does she show the role of disagreement and controversies (doubting whether there was any collective belief characteristic in this group of physicists), but she even shakes up the very idea of individual beliefs. Each scientist (Heisenberg, Bohr, etc.) could be seen as divided into several selves. This paper contends that these two conceptions open important new horizons in several domains, especially if they are linked together. The paper assesses this claim in the light of empirical examples like the Vienna Circle, Copenhagen School, and, eventually, Cartesian philosophy. Methodological Individualism and Rational Choice Theory (broadly understood) can integrate various research programmes in cognitive sociology (itself broadly understood). This article sets out two different but closely related conceptions, depending on the focus of the analysis (macro-sociological or micro-sociological) and the goals, although both deal — to some extent — with the bridge between these levels. Raymond Boudon's programme is relevant when the focus is the macro-sociological level but can be considered as weakly `cognitive'. Alban Bouvier presents a slightly (...) stronger cognitive programme — the argumentativist programme — that makes sense when the focus is on the micro-sociological level. This new programme leads to integrating cognitive psychology and recent argumentation theory more and, as well, the philosophy of mind and social philosophy. En la historia intelectual de América Latina existe una laguna respecto a la producción de las mujeres en el género de ensayo. Son los ensayos de identidad criolla, de hechura masculina, los que construyen el canon respecto a las temáticas y a las maneras de ser abordado. Los ensayos de género que las escritoras han realizado se articulan como respuesta a esta visión dominante de los procesos sociales, políticos y culturales de los países latinoamericanos. Revelan un fuerte descontento con la (...) construcción de la identidad femenina, una preocupación por la construcción de una ciudadanía plena y representan una respuesta a las demandas sociales políticas y culturales de las mujeres y otros grupos marginales. Las intelectuales debatieron, discutieron y polemizaron con las propuestas que al respecto portaban los discursos dominantes y el ensayo de género se vuelve el “arma de combate”. Lo que aquí se presenta, tiene como objetivo la recuperación de este corpus de conocimiento en la historia literaria de Cuba, Puerto Rico y República Dominicana. Una labor de arqueología literaria de temas, obras y autoras a partir del siglo XX. Se brinda, a partir del libro Mujeres ensayistas del Caribe Hispano: Hilvanando el silencio (2007) deAnna Freire Ashbaugh, Lourdes Rojas y Raquel Romeu, una visión panorámica del conjunto de ensayistas de cada país. Since Socrates, and through Descartes to the present day, the problems of self-knowledge have been central to philosophy's understanding of itself. Today the idea of ''first-person authority''--the claim of a distinctive relation each person has toward his or her own mental life--has been challenged from a number of directions, to the point where many doubt the person bears any distinctive relation to his or her own mental life, let alone a privileged one. In Authority and Estrangement, Richard Moran argues (...) for a reconception of the first-person and its claims. Indeed, he writes, a more thorough repudiation of the idea of privileged inner observation leads to a deeper appreciation of the systematic differences between self-knowledge and the knowledge of others, differences that are both irreducible and constitutive of the very concept and life of the person.Masterfully blending philosophy of mind and moral psychology, Moran develops a view of self-knowledge that concentrates on the self as agent rather than spectator. He argues that while each person does speak for his own thought and feeling with a distinctive authority, that very authority is tied just as much to the disprivileging of the first-person, to its specific possibilities of alienation. Drawing on certain themes from Wittgenstein, Sartre, and others, the book explores the extent to which what we say about ourselves is a matter of discovery or of creation, the difficulties and limitations in being ''objective'' toward ourselves, and the conflicting demands of realism about oneself and responsibility for oneself. Free short-circuit logic is the equational logic in which compound statements are evaluated from left to right, while atomic evaluations are not memorised throughout the evaluation, i.e. evaluations of distinct occurrences of an atom in a compound statement may yield different truth values. We provide a simple semantics for free short-circuit (...) logic and an independent axiomatisation. Finally, we discuss evaluation strategies, some other SCLs, and side effects. (shrink)

Gilbert (2000) examined the issue of collective intentionality in science. Her paper consisted of a conceptual analysis of the negative role of collective belief, consensus, and joint commitment in science, with a brief discussion of a case study investigated by Thagard (1998a, 1998b). I argue that Gilbert's concepts have to be refined to be empirically more relevant. Specifically, I distinguish between different kinds of joint commitments. I base my analysis on a close examination of Thagard's example, the discovery of Helicobacter (...) pylori, and two other historical cases involving the Copenhagen school of quantum mechanics and the Austrian school of economics. I also argue that it is difficult to fulfill the condition of common knowledge, even in Gilbert's weak sense. I conclude by raising serious doubts about the very possibility of a certain type of joint commitment, which I refer to as an implicit joint commitment. (shrink)

I argue that the familiar picture of the rise of analytic philosophy through the early work of G. E. Moore and Bertrand Russell is incomplete and to some degree erroneous. Archival evidence suggests that a considerable influence on Moore, especially evident in his 1899 paper ‘The nature of judgment,’ comes from the literature in nineteenth-century empirical psychology rather than nineteenth-century neo-Hegelianism, as is widely believed. I argue that the conceptual influences of Moore’s paper are more likely to have had their (...) source in the work of two of Moore’s teachers, G. F. Stout and James Ward. What may be called an anti-psychologism about psychology characterizes the work of these and other psychologists of the period. I argue that the anti-psychologism that is the main aim of Moore’s early theory of judgment is an adaptation of this notion, which is significantly dissimilar from the notion defended by Bradley, traditionally thought to have been a key influence on Moore.Keywords: G. Moore and Russell’s philosophical and personal paths through the early years of the twentieth century make a fascinating chronicle. Some of this story is familiar; but material from the unpublished Moore papers adds new and forceful detail to the account. It is a commonplace by now that Russell and Moore were not friends, although they maintained a long professional association. Their most intellectually intimate phase came early on, reaching a peak in 1897–99. But I show that during this period Moore (...) developed an indisputable antagonism toward Russell, which I argue was motivated by a form of intellectual self-preservation from the Russellian juggernaut. Introduction: This study explores how learning experiences at public universities impact the development of critical thinking in early education students in 2023. Objective: To determine the influence of learning experiences on the critical thinking of early education students, identifying effective didactic strategies for its promotion. Methodology: Utilizing a quantitative approach, data were collected from 247 early education students across various public universities in Peru through structured surveys. These surveys were designed to measure students' perceptions of their learning experiences and their (...) impact on critical thinking, including items related to communicative, reflective, and problem-solving competencies. The instruments' validation was ensured through reliability and validity analysis, and data were statistically analyzed using SPSS V.25 software to examine the relationships between variables. Results: The findings indicated a positive and significant correlation between carefully designed learning experiences and the enhancement of students' critical thinking. This link underscores the critical value of adopting didactic strategies focused on fostering critical thinking, showing that when students are immersed in learning environments that challenge their abilities and promote reflection, their capacity to analyze, synthesize, and evaluate information significantly improves. Conclusions: The findings highlight the necessity for universities to continuously implement and adapt their pedagogical methods to foster meaningful and critical learning. This research contributes to understanding how educational experiences can be designed to enhance critical thinking, providing a foundation for future curricular and pedagogical developments in higher education. Some current attempts to go beyond the narrow scope of rational choice theory (RCT) in the social sciences and the artificial reconstructions it sometimes provides focus on the arguments that people give to justify their beliefs and behaviors themselves. But the available argumentation theories are not constructed to fill this gap. This article argues that relevance theory, on the contrary, suggests interesting tracks. This provocative idea requires a rereading of Sperber and Wilson's theory. Actually, the authors do not explicitly support (...) RCT, and Sperber has even strongly criticized methodological individualism, which most of the time underlies RCT, in favor of infra-individualism. A key point of the argument presented here is to show that Sperber and Wilson do not firmly distinguish between infra-individualism and subintentionality. Only subintentionality is needed. For almost three decades, Margaret Gilbert has introduced a new account of social facts taking “joint commitments”, not only explicit but also implicit, as the cement of sociality properly understood. Gilbert has used this original account of collective phenomena to clarify a variety of issues, both in the philosophy of rights and in the philosophy of the social sciences. This paper focuses on the latter domain; it argues that although Durkheim and Mauss are central references in her pioneering work, On (...) Social Facts, Gilbert’s model has been underestimated in the fields of sociology and anthropology. This may come from the fact that Gilbert provides the reader with only imaginary examples. To overcome this difficulty, Bouvier investigates several historical examples in two related domains:, the political and the religious. Another reason for this relative lack of interest may come from Gilbert’s very unconventional interpretation of the Durkheimian explanation of social beliefs. Although, on the one hand, her “contractualist” (or Rousseauist) interpretation permits a sharp illumination of certain social facts, it may, on the other hand, impede the recognition of the specificity of other kinds of beliefs, which sociologists and anthropologists—including Durkheim—usually consider as collective beliefs. Bouvier, by contrast, introduces alternative models, illustrating them with similar, although ultimately distinct from previous, historical examples. (shrink)

Learning disabilities are highly prevalent on college campuses, yet students with learning disabilities graduate at lower rates than those without disabilities. Academic and psychosocial supports are essential for overcoming challenges and for improving postsecondary educational opportunities for students with learning disabilities. A holistic, multi-level model of campus-based supports was established to facilitate culture and practice changes at the institutional level, while concurrently bolstering mentors’ abilities to provide learning disability-knowledgeable support, and simultaneously creating opportunities for students’ personal and interpersonal development. Mixed (...) methods were used to investigate implementation of coordinated personal, interpersonal, and institutional level supports for undergraduate science, technology, engineering, and math (STEM) students with learning disabilities. A one-group pre-test post-test strategy was used to examine undergraduate outcomes. Participants included 52 STEM undergraduates with learning disabilities, 57 STEM graduate student mentors, 34 STEM faculty mentors, and 34 university administrators and personnel as members of a university-wide council. Enrolled for two years, undergraduates were engaged in group meetings involving psychoeducation and reflective discussions, development of self-advocacy projects, and individual mentorship. Undergraduates reported improved self efficacy (p =.001), campus connection (p <.001), professional development (p ≤.002), and self advocacy (p <.001) after two academic years. Graduate student mentors increased their understanding about learning disabilities and used their understanding to support both their mentees and other students they worked with. Council members identified and created opportunities for delivering learning disability-related trainings to faculty, mentors and advisors on campus, and for enhancing coordination of student services related to learning and related disorders. Disability-focused activities became integrated in broader campus activities regarding diversity. This research explicates a role that college campuses can play in fostering the wellbeing and the academic and career development of its students with developmental learning and related disorders. It offers an empirically tested campus-based model that is multilevel, holistic, and strengths-based for supporting positive outcomes of young people with learning disabilities in STEM. Moreover, findings advance the knowledge of supports and skills that are important for self-regulating and navigating complex and multi-faceted disability-related challenges within both the post-secondary educational environment and the young adults’ sociocultural context. Externalistic theses about the nature of content appear to have untoward consequences for the role of content in folk pscyhological causal explanation. Given the predominance of Twin Earth formulations of externalism, however, the explanatory role problem is often construed as the problem of content's failure to supervene on intrinsic states of the head. In this paper I argue that this is misleading. The most general formulation of externalsim is shown to be independent of any supervenience claims. The result is that (...) all concepts can be shown to be both externalist in individuation and irrelevant in causal explanation, whether or not they fail to supervene on intrinsinc states. (shrink)

Contrary to appearances, semantic innocence can be claimed for a Fregean account of the semantics of expressions in indirect discourse. Given externalism about meaning, an expression that refers to its ordinary sense in an opaque context refers, ultimately, to its "references"; for, on this view, the reference of an expression directly determines its meaning. Externalism seems to have similar consequences for the truth-conditions of analytic sentences. If reference determines meaning, how can we distinguish a class of sentences as true in (...) virtue of meaning alone? The paper closes by hinting at an account of analyticity from an externalist perspective. (shrink)
