In a period of rapid internationalization of trade and increased labor mobility, is it relevant for nations to think about their moral obligations to others? Do national boundaries have fundamental moral significance, or do we have moral obligations to foreigners that are equal to our obligations to our compatriots? The latter position is known as cosmopolitanism, and this volume brings together a number of distinguished political philosophers and theorists to explore cosmopolitanism: what it consists in, and the (...) positive case which can be made for it. This book examines the idea of cosmopolitanism, its reconceptualisations and critiques. It explores the specific institutional and philosophical challenges in constructing a cosmopolitan political community and critically engages with assumptions about the nature and direction of global politics. The volume presents a post-colonial critique of 'Western' cosmopolitanism and suggests alternative frameworks.

The present volume argues that a radical transformation of cosmopolitanism is already ongoing and that more effort is needed to take stock of transformations which are both necessary and possible.

Today the idea of cosmopolitanism has become widely accepted as an appropriate answer to what we now call globalization. A key reference is Kant who argues for a Recht of the world citizen, and this is normally understood as a cosmopolitan law. Apparently Kant lets the law of the world citizen be limited to a right to visit, but somehow his peace project must imply something more than just this very modest claim. Following a hint from Kant himself I (...) take a closer look at the material aspect of cosmopolitanism, i.e. the economy of travelling, and it appears that cosmopolitanism can function as an ideology for letting possible investors look for business cases, that is, for promising places for capitalist exploitation. As an answer to such strong material processes cosmopolitanism is insufficient, both as a moral imperative and as a stipulated right. What we need is a more comprehensive political and legal perspective and the solutions this indicates. To get inspiration for this, however, we can turn to Kant again, since it turns out that he does not argue for cosmopolitanism at all, neither as a programme nor as an ideology. For Kant the overall goal is perpetual peace, and the law of the world citizen represents only one subordinate element. As an answer to globalization we should thus drop the limited ideal of cosmopolitanism and follow Kant in his ambition of a threefold political constitution comprising state law, law of the people and law of the world citizen. This article explores the distinctions among European peoples’ character established in Kant’s anthropology and their connection with his politics. These aspects are neglected relative to the analysis of race between Europeans and non-Europeans, but Kant’s anthropological works portray the people of Mediterranean Europe as not capable of civilization because of the dominance of passion in their faculty of desire, which he ties to ‘Oriental’ influences in blood or government. Kant then superimposes this racialized anthropology over the historical geopolitics of Europe, (...) obscuring the indebtedness of Northern European trade dominance to Mediterranean historical tactics and financial wealth. By relegating the Mediterranean to the margins and dismissing contentious commercial exchange in the region as mere violence spearheaded by North African corsairs, Kant gives us an elitist cosmopolitanism unable to cope with hierarchy and inequality, diminishing its potential for egalitarian global projects today. Certain of Kant’s political essays suggest that the project of socio-political emancipation should be seen as a process of working ourselves out of affective attachments to pathological social relations. This aspect of Kant’s thinking is read through Marx’s materialist notion of commodity fetishism, which provides a paradigmatic approach to understanding the ways in which concrete forms of sociality either thwart or facilitate the process of emancipation. It is then suggested that Freud’s notion of the work of mourning can (...) help to clarify the possibility of breaking with the fixated attachments that contribute to our own domination. In this light, the author considers the respective accounts of the relationship between Freudian theory and Kantian cosmopolitanism given by Julia Kristeva and Judith Butler in light of Theodor Adorno’s materialist account of working-through the past. Reading Freud with Adorno offers a more coherent clarification of the concrete conditions of possibility of cosmopolitanism. (shrink)

Building on the work of philosopher John Dewey, Bray develops an approach to transnational democracy called "pragmatic cosmopolitanism." He argues for an ideal of representative democracy that emphasizes the role of democratic leadership and the development of critical intelligence.

In the 21st century, as the peoples of the world grow more closely tied together, the question of real transnational government will finally have to be faced. The end of the Cold War has not brought the peace, freedom from atrocities, and decline of tyranny for which we hoped. It is also clearer now that problems like economic risks, tax havens, and environmental degradation arising with global markets are far outstripping the governance capacities of our 20th century system of distinct (...) nation-states, even when they try to work together through intergovernmental agreements and organized bureaucracies of specialists. This work defends a cosmopolitan approach to global justice by arguing for new ways to combine the strengths of democratic nations in order to prevent mass atrocities and to secure other global public goods. While protecting cultural pluralism, Davenport argues that a Democratic League would provide a legal order capable of uniting the strength and inspiring moral vision of democratic nations to improve international security, stop mass atrocities, assist developing nations in overcoming corruption and poverty, and, in time, potentially address other global challenges in finance, environmental sustainability, stable food supplies, immigration, and so on. This is the first comprehensive account of Kant’s cosmopolitanism, highlighting its moral, political, legal, economic, cultural, and psychological aspects. Contrasting Kant’s views with those of his German contemporaries, and relating them to current debates, Pauline Kleingeld sheds new light on texts that have been hitherto neglected or underestimated. In clear and carefully argued discussions, she shows that Kant’s philosophical cosmopolitanism underwent a radical transformation in the mid 1790s and that the resulting theory is philosophically stronger than is (...) usually thought. This paper covers views on certain major challenges to the justification of ethical cosmopolitanism `s existence. They could be understood in the context of effects of the global economy on human life and values, due its social imbalances and inequalities. The foremost, guiding idea of ethical cosmopolitanism is the one that all humans must be considered as equal However, this postulate is way too much questioned today in the Globalization era. Forced migration is the first challenge in topicality (...) nowadays. It spells out global displacement of people caused by poverty and war danger. The economic and political elite in the world today ignores its obligation to treat equally victims of forced migration - and is inclined to define multiculturalism as useless. The growth of forced migration witnessed at present is caused by the existing deepening of inequalities and global injustice. We need a communitarian approach to the problem of forced migration. Another challenge is the moral criticism of global capitalism starting out from the point of view of existence of alternative globalism. Many organizations of the global civic society have established international cooperation in their collective actions for development of a socially-responsible globalization. The vast majority of people in the world are fighting against neoliberal policies and for their social rights: equal treatment from this point of view is an important aspect of cosmopolitanism. Our planet does not have adequate resources to secure a high standard of living for all humans, on a par with that of the richest peoples. Today, in the process of ongoing march of neoliberal globalization, rich men are becoming ever richer and the world community is not adequately successful in its efforts to reduce poverty. Third challenge in this context are the abuses of cosmopolitanism in its justification of the so-called “humanitarian interventions” of the international community in shouldering the responsibility for mankind`s development and securing observation of human rights. Cosmopolitanism could thus be used as an ideology by the richest elites to justify their worldwide expansionism. The idea that the international community is interested in the observation of human rights when they are violated by a “dictatorial state” is being forwarded. Yet, there is no doubt today that some of these interventions have been motivated by imperialist strategies of ‘the Great Powers’ in action. Two possible options are available here: choice of cosmopolitanism or choice republicanism; republicanism implies respect for the principle of sovereignty of each country and coalitions of countries set up on the basis of commonly-shared interests. In her famous text ‘Patriotism and Cosmopolitanism’, Martha Nussbaum argued for cosmopolitan education in ways that evoked a tension between cosmopolitanism and patriotism. Among others, Charles Taylor considered her treatment of patriotism vague and lopsided, and pointed out that patriotism is not as secondary or as dispensable as Nussbaum seemed to imply. Later, Nussbaum gradually reconsidered the notion of patriotism in texts that remained largely unknown and rarely discussed. This article begins with a brief account of her shift (...) from cosmopolitanism to what she terms ‘a globally sensitive patriotism,’ and the task assigned to education within this framework. The examples Nussbaum uses to illustrate the principles she proposes for teaching patriotism are then discussed. Her conception of patriotism reflects broader preoccupations concerning patriotism in liberal and communitarian political philosophy and education that overlook what can be termed ‘an outward aspect of patriotism.’ In light of this critique, I attempt to formulate an account of patriotism that may be in line with cosmopolitanism and quite different from current liberal or communitarian patriotic accounts. With advances in communication, transportation and information processing technologies, it is clear that the pace of events in global politics is speeding up at an alarming rate. The implications of this new speed however, continue to be a significant source of debate. Will acceleration lead to a more interconnected, productive, peaceful, and humane world; or a nightmarish descent into ecological devastation, economic exploitation and increasingly violent warfare? The Politics of Speed attempts to map (...) the contours of the new global space of speed, and investigates key issue areas âe" including democratic governance, warfare, capitalism, globalization and transnational activism âe" to uncover the ways in which acceleration is shaping the world. The book uses contemporary political theory (especially the works of Deleuze and Guattari) to develop an ontological account of speed, showing how its effects are frequently far more complex and surprising than we might expect. The result is an attempt to craft a way of engaging with global acceleration that might help avoid the dangers of speed, while embracing the possibilities it provides us with to produce a safer, more egalitarian, democratic and pluralistic world. The contributors to this issue offer applied critical and normative perspectives on central, yet overlooked, ethical aspects of migration management with a certain cosmopolitan lance in some capacity. However, cosmopolitanism might mean different things for transnational migration. It can refer to “political cosmopolitanism” that provides the reasons for why there should be certain global institutions governing migration. It can also refer to “moral cosmopolitanism” that simply represents a moral concern for individual rights and interests first and (...) foremost. Cosmopolitanism can also work as a lens that is based on a scepticism towards using the nation-state as the ultimate unit or locus of analysis. These perspectives are not mutually exclusive, and the contributions in this special issue accommodate a form of cosmopolitan outlook or stance to some extent in their discussion on migration management practices. Cosmopolitans typically argue that the realization of cosmopolitan ideals requires the creation of global political institutions of some kind. While the precise nature of the necessary institutions is widely discussed, the problem of the transition to such an order has received less attention. In this paper, we address what we take to be a crucial aspect of the problem of transition: we argue that it involves a moral coordination problem because there are several morally equivalent paths to reform the (...) existing order, but suitably placed and properly motivated political agents need to converge on a single route for the transition to be successful. It is, however, unclear how such a convergence can take place since the duty to create global institutions does not single out any coordination point. We draw on the so-called theory of hegemonic stability to address this problem and conceptualize what we call the hegemonic transition. From an explanatory point of view, we rely on the theory’s insights to explain how a hegemon may contribute to the creation of a rules-based international order by providing salient coordination points and accordingly, enabling coordination among states. From the normative point of view, we identify necessary conditions for the hegemonic transition to be morally permissible. To the extent that these conditions obtain, other states have pro tanto moral reasons to follow the salient coordination point provided by the leading state. (shrink)

By assuming the permanence of conflict, agonistic theories of politics are apparently incompatible with cosmopolitanism. Nevertheless, this paper aims to reveal the potential for a theory of cosmopolitanism in Chantal Mouffe's agonistic theory. In the first section, I present Mouffe's own critique of cosmopolitanism, pointing to its inconsistencies. The second section examines four aspects of Mouffe's agonism and explores their cosmopolitan potential. First, I argue that Mouffe's account of pluralism reveals the interconnectedness of political practices at (...) different levels. Second, Mouffe's sense of the transformation from “enemy” into “adversary” through “conversion” can be extended to cosmopolitanism. Third, the “conflictual consensus” which Mouffe attributes to adversaries is adequate for a cosmopolitanism that lacks a global consensus, but nonetheless is based on a minimal commonality of all human beings. Could global government be the answer to global poverty and starvation? Cosmopolitan thinkers challenge the widely held belief that we owe more to our co-citizens than to those in other countries. This book offers a moral argument for world government, claiming that not only do we have strong obligations to people elsewhere, but that accountable integration among nation-states will help ensure that all persons can lead a decent life. In the mid-1980s, Richard Rorty debated aspects of Jean-François Lyotard’s evolving theories of language and politics, embracing the latter’s critique of metanarratives as forms of metaphysics we should discard but rejecting Lyotard’s claims about the incommensurability of language games. Largely overlooked was the force of Lyotard’s critique of the transvaluation of knowledge in the emerging digital age, canvased in The Postmodern Condition. This article revisits the encounter between these thinkers to reconstruct the more central challenge that Lyotard’s theory posed to (...) Rorty’s pragmatic politics and to liberal cosmopolitanism more broadly. Lyotard’s work was prescient in detailing an emerging technological order in which ideals of tolerance and solidarity in the form of Rortian translation and redescription come into conflict with imperatives of performativity, profit-seeking, and power – fostering dominance rather than universal progress. The article concludes by drawing implications of the encounter for current scholarship on Rorty and political theory. (shrink)

Over the last 20 years, cosmopolitan theories have been benefiting greatly from the dialogue between defenders and critics of world citizenship. Yet, the decidedly polemic aspect of this debate, while allowing for intellectual progress, is also responsible for overdrawn generalizations. Instead of entering into the debate directly, this article attempts to refute a specific anti-cosmopolitan claim raised by Chantal Mouffe. Her realist objection to cosmopolitanism, derived from the conceptual framework of agonistic pluralism, is mistaken at a crucial point: a (...) firm dichotomy between politics and morality cannot provide an alternative to theories of world citizenship, because Mouffe’s embrace of multipolarity as a principle of global politics must equally appeal to a set of universal norms governing international relations. This article argues that even the realist model of multipolarity needs to conceive of a minimal morality to create the symbolic ground on which various power centres can be held accountable. It looks at patriotism in general and how to characterize Captain America's brand of it; Cap's uneasy relationship with politics and the United States government; and how Cap puts principles above politics, even if it means defying his own government and giving up the shield and the title. The chapter explains that Cap's devotion to his country is (...) based on the principles and ideals upon which it was founded, and he regularly holds his government accountable to those same standards, which he interprets as inclusive and cosmopolitan, applying to the world outside America as well as everybody within it. It dispels any illusions that Captain America is a jingoist flag‐waver, and explains instead that he embodies an inclusive and cosmopolitan patriotism that balances idealism with clear‐eyed pragmatism. Um dennoch die realistische Hoffnung auf eine kosmopolitische Weltordnung in Aussicht zu stellen, konstruiert die Schrift einen Menschenrechtsansatz globaler Gerechtigkeit. Teil I beschäftigt sich mit der Frage der Praktikabilität. Das Problem wird zunächst an Kants kosmopolitischen Schriften herausgearbeitet, um es dann methodisch anhand von Rawls’ politischem Konstruktivismus und Honneths normativem Rekonstruktivismus zu lösen. Anschließend an Max Weber, Hans Jonas und Hannah Arendt wird dann in Teil (...) II eine Theorie politischer Verantwortung entwickelt, die sich auf globale politische Verantwortungsverhältnisse übertragen lässt. Teil III legt schließlich einen Menschenrechtsansatz globaler Gerechtigkeit vor. Diese realistische Utopie ist pragmatisch darin begründet, dass das globale Menschenrechtsregime bereits politische Verantwortungsverhältnisse für die wichtigsten menschlichen Interessen etabliert hat. Globalizations from Below uses a Constructivist International Relations approach that emphasizes the centrality of normative power to analyze and compare the four globalizations 'from below'. These are: (1) the counter-hegemonic globalization represented by the 'movement of movements' of alter-globalization transnational social activists, who try to put an end to the Neoliberal nature of the Western-centered globalization 'from above;' (2) the non-hegemonic globalization enacted by 'ant traders' that are part of the transnational informal economy; (3) the partially similar Chinese-centered globalization, whose (...) entrepreneurial migrants are strongly influenced and instrumentalized by the Chinese state; and (4) the first wave globalization 'from below' that paralleled (and outlived) the 1870-1914 globalization 'from above.' This book identifies their common features and uses them to define the concept of globalization 'from below' as a set of socio-economic or socio-political processes that involve large transnational flows of people, goods, and/or ideas characterized at least in part by informality. They are enacted by entrepreneurial or activistic individuals who either take advantage of the normative power of the hegemon at the origin of an international order and an associated globalization 'from above,' or - explicitly or implicitly - transgress, contest, and try to redefine dominant economic, legal, political, and socio-cultural norms, thus challenging the existing international order and globalization 'from above.' By constructing a unified theoretical framework, this book attempts to open a new field of interdisciplinary research that should take globalizations 'from below' out of their current scholarly marginality. This is one of the first scholarly works to collectively present more than one globalization 'from below,' and will be of great interest to students, scholars, and researchers of International Relations, International Political Economy, Development Studies, Economic History, Anthropology, Diaspora Studies, and Chinese Studies. The ethics of hospitality – the welcome of the foreigner – is implied in all moral debate in international relations ranging from questions of asylum to those of humanitarian intervention. Why then has there been so little reflection on hospitality in the study of international relations to date? Seeking to correct this striking omission, and making an important and original contribution to debates about ethics in international relations in the process, Baker outlines a theory of cosmopolitanism as hospitality which (...) goes beyond existing cosmopolitanisms. He argues that we must understand cosmopolitanism not as the pursuit of a world in which there are no more foreigners but as the welcome of the foreigner. However, though hospitality calls for a welcome, there is always a decision on the welcome to be made. Cosmopolitanism as hospitality is therefore always as much a politics as it is an ethics. A structural affinity between republican freedom as non-domination and human rights claims accounts for the relevance of republicanism for cosmopolitan concerns. Central features of republican freedom are its institution dependence and the modal aspect it adds to being free. Its chief concern is not constraint, but the way in which an agent is constrained or not. To the extent I am vulnerable to someone’s dispositional power over me I am not free, even if I am not in fact constrained. Republican (...) freedom adds a substantial element to a justification of human rights in terms of entitlement, rather than mere satisfaction of interests. A satisfied interest is not a satisfied right if the satisfaction is dependent on personal goodwill and can be withdrawn at any time. Like republican freedom, human rights claims add a modal aspect to enjoyment. Both can be violated by institutional arrangement alone and can be secured only within accountable institutions. National borders may well be irrelevant to the dispositional powers to which people are vulnerable. An international set of institutions globalizes those circumstances in which republican liberty arises as a concern. (shrink)

Over the last few years there has been a resurgent interest in various scientific disciplines in Popper’s arguments. To gain a greater appreciation of Popper’s scientific arguments, they need to be viewed in relation to his broader philosophy and where this stands within the history of ideas. This book aims to take seriously those aspects of Popper’s writings that have received less attention and wherein he advanced metaphysical, speculative, mystical-poetic, aesthetic and Platonic arguments. Such arguments are crucial for an appreciation (...) of his scientific and political writings. I argue that Popper, much like Wittgenstein previously has been misconstrued as an Anglo-analytic philosopher. This book provides an interpretation of Popper’s mature philosophy within his Central-European intellectual context. The aim of which is to open up a fruitful line of investigation into Popper’s thought that I hope would continue over the coming years. Alexander Naraniecki has spent time at the Popper Archives at the University of Klagenfurt in Austria whilst researching for this book. He has also been a visiting scholar at Duke University and has completed a postdoctoral research fellowship at Deakin University in Melbourne. Dr Naraniecki also publishes on issues relating to multiculturalism, globalization, cosmopolitanism as well as inter-cultural relations and dialogue. He has published on Popper in various leading journals such as Philosophy, Boston Studies in the Philosophy of Science, and The European Legacy. This paper offers two possible readings of the Earth Charter that are informed by current scholarship in the field of environmental politics. The first reading finds much in the document to suggest congruence with emerging discourses of cosmopolitanism and global environmental citizenship. The second reading, a more sceptical one, identifies aspects of the Earth Charter that seem more resonant with depoliticizing United Nations-style light green globalism than with an inclusive ethical vision of environmentalism. After setting out these two readings, (...) I argue that, although potentially undermining of its endorsability, thinking critically about problematic aspects of the Earth Charter is an exercise that may point in the direction of a cosmopolitan environmentalism that is less banal and instrumental and more dialogically open, reflexive, and democratic. This paper examines Derrida's treatment of the quasi-transcendental structure of hospitality, particularly as it pertains to religious traditions, conceptions of human rights, and modern secularism. It begins by looking to the account Derrida presents in 'Hostipitality', focusing especially on his treatment of the work of Louis Massignon. It then proceeds to an exploration of Kant’s concept of cosmopolitanism and some of its contemporary descendants before returning to Derrida’s treatment of hospitality by way of his critique of this Kantian heritage. The paper argues both that religious traditions exhibit (though, perhaps, often not explicitly) the kind of structures of openness to difference to which Derrida’s notion of hospitality refers, and that modern Western conceptions of secularism too easily preclude understanding and fostering those aspects of religious traditions which can contribute to more peaceful coexistence in pluralistic environments. This chapter outlines the main ideas of my book National responsibility and global justice. It begins with two widely held but conflicting intuitions about what global justice might mean on the one hand, and what it means to be a member of a national community on the other. The first intuition tells us that global inequalities of the magnitude that currently exist are radically unjust, while the second intuition tells us that inequalities are both unavoidable and fair once national responsibility (...) is allowed to operate. This conflict might be resolved either by adopting a cosmopolitan theory of justice (which leaves no room for national responsibility) or by adopting a ?political? theory of justice (which denies that questions of distributive justice can arise beyond the walls of the sovereign state). Since neither resolution is satisfactory, the chapter defends the idea of national responsibility and proposes a new theory of global justice, whose main elements are the protection of basic human rights worldwide, and fair terms of interaction between independent political communities. While we generally take it for granted that governments should provide social welfare and other benefits to their citizens, justification of these services depends on special moral requirements people owe to their compatriots, as opposed to inhabitants of other countries, who may be far more needy. While widely discussed defenses of compatriot preferences can be seen to be flawed, the latter may be justified through a public goods argument. Security and other public goods are not only necessary for acceptable lives (...) but are provided through the cooperative activity of compatriots, coordinated and enforced by the state. Because the necessary public goods require general cooperation throughout society, all individuals who are required to comply should have rights to participate in decisions about the form in which they are provided. Because these political rights must be substantive rather than merely formal, they justify requirements of distributive justice and so compatriot preferences. (shrink)

Debates about cosmopolitanism in the spheres of political philosophy, sociology and postcolonial criticism have on the whole ignored specific histories of the cosmopolitan imagination and its vernacular expressions in everyday life. This article draws on aspects of the urban and often feminized worlds of entertainment, commerce, the arts and the emotions in metropolitan England during the first decades of the 20th century, in which an interest in abroad and cultural ‘others’ increasingly signalled an engagement with the new, in (...) order to argue for a notion of cosmopolitan modernity. This should be understood not just as a reflexive stance of openness, but also as a dialogic formation – a counterculture – part of a psychic and often gendered revolt against the conservatism and xenophobia of the parental culture. Cosmopolitanism is a value-loaded concept that seems to become popular in intervals. The latest cosmopolitan period started after the end of the Cold War and the breakdown of the Soviet Union and concentrated mostly on aspects such as “a new world order”, and often with reference to Kant. It might be questioned if the cosmopolitan period still exists. Here it is suggested that a historical understanding of cosmopolitanism together with experience from later social and political experiences might (...) give a new perspective on the difficulties of creating a better world in a Kantian sense, including cosmopolitan education. Considering its history and taking concern of experience Kant’s cosmopolitanism still is relevant, not least in its broader sense. (shrink)

Mathews, Race This essay - appearing in two parts - examines aspects of the early and middle phases of the episcopate of Archbishop Daniel Mannix, in the context of a wider study of responses to Catholic social teachings in Victoria between 1891 and 1966. Part I dealt mainly with Mannix's significance and early life, and the focus in Part II is on the episcopate up to and including the onset of the Great Depression.

Defining the principles of justice that ought to govern the global economic and political sphere is one of the most urgent tasks that contemporary political philosophers face. But they must also contribute to working through the institutional implications of these principles. How might principles of global justice be realized? Must the institutions that aim to implement them be transnational, or can global justice be attained within the context of the state system? Can institutions of democratic self-governance be imagined (...) beyond the nation-state? These are just some of the questions that still face political philosophers even when issues of abstract principle have been addressed. This volume establishes a dialogue between philosophers working at all levels of abstraction. Some of the authors are concerned with the grounds and scope of the obligations that bind the citizens and governments of rich countries to those of poorer nations. But many examine the question of how these obligations can be satisfied, both within existing institutional frameworks and beyond. This article examines a population-based opportunistic screening practice for cognitive impairment that takes place at a hospital in Sweden. At the hospital, there is a routine in place that stipulates that all patients over the age of 65 who are admitted to the ward will be offered testing for cognitive impairment, unless they have been tested within the last six months or have been diagnosed with any form of cognitive impairment. However, our analysis shows that this routine is not universally (...) and mechanically applied. Rather, the health care professionals have developed and use an ethico-political judgment, concerning, for example,whomto test,whento offer the tests, andhowto explain and perform them. This article explores the role and practice of this form of judgment, emphasising its political and ethical nature. The analysis is based on qualitative interviews with professionals and patients, and draws on the theories of Aristotle and Hannah Arendt. (shrink)

I develop the foundation for cosmopolitan care, an underexplored variety of moral cosmopolitanism. I begin by offering a characterization of contemporary cosmopolitanism from the justice tradition. Rather than discussing the political, economic or cultural aspects of cosmopolitanism, I instead address its moral dimensions. I then employ a feminist philosophical perspective to provide a critical evaluation of the moral foundations of cosmopolitan justice, with an eye toward demonstrating the need for an alternative account of moral cosmopolitanism (...) as cosmopolitan care. After providing an explanation of how care ethics in connection with Kantian ethics generates a duty to care, I consider one main feature of cosmopolitan care, namely the theory of obligation it endorses. In developing this account, I place special emphasis on the practical ramifications of the theory by using it to analyze gender violence in conflict zones. (shrink)

"Republicanism" in Kant's political philosophy describes the type of state and the kind of politics demanded by freedom. Thus understood, republicanism expresses the limits of practical reason in politics. ;Kant sets his political thought against Hobbes' empirical description of political individuals, for whom norms arise through imaginative "picturing" of various conditions. For Kant free practical subjects are motivationally independent of sensed objects and possess ability for self-legislation . Kant further maintains that ideas are "regulative", not constitutive, of (...) human understanding, such that correct use of them requires knowledge of their "principles." ;Because autonomy governs internal determinations, it cannot be the principle of republicanism, which as a matter of "right" concerns actions in their external aspect alone. Actions are subject only to moral possibility, or "permission". Kant's "permissive law" can be understood as law only if moral obligation is distinguished from the specification of duty, a distinction drawn by Achenwall, who influenced Kant. Right built on "permission" connects "first taking" and "intelligible possession". This explains two notions permeating Kant's political writings: obedience to state authority as such, and skepticism regarding any identification of existing arrangements with the idea of a perfectly rightful state. ;Thus conceived, right legitimizes various constitutions. The republican idea and its principle of "representation" are civil elaborations of permission's skeptical aspect. State authority represents the "universal united will", and cannot legitimately be resisted. ;This interpretation faces two challenges. One is unreserved cosmopolitanism, the claim that no right is conclusive without global authority. However, this position misinterprets "permission" as a preliminary violation of right, and therefore not as law. Secondly, the state may be seen as "rightfully" constituted for "fairness". This mistakenly attributes to Kant a Hobbesian view of individuals, and employs ideas not according to their principles , but in a direct, "pictorial" manner . ;Kant's "republicanism" is not an institutional arrangement but a principle of governance. The republican idea is the condition of the possibility of gradual, nonrevolutionary progress. Kant's "permission"---through its lack of specification and its deference to existing authority---is the expression of freedom in external contexts and the foundation of properly critical politics. The political passages in Polanyi’s Personal Knowledge are an integral part of his arguments against ‘objectivism’ and/or a post-critical, personalist, fiduciary and fallibilist philosophy. This paper elaboratesthe social and political implications of Polanyi’s emphasis upon acceptance of one’s situation and the exercise in it of a sense of responsibility to transcendent ideals, as against attempts to start with a clean slate, to overcome all imperfections and to find some simple rule for political policy. Prescriptive duties and rights, (...) and mutual trust and solidarity, are the bases of politics, anti responsible action must start with them. But much of modern politics expresses a Gnostic impatience of our created and finite existence which results in arbitrary commitment to some radical and destructive ideology. (shrink)

While the value of early detection of dementia is largely agreed upon, population-based screening as a means of early detection is controversial. This controversial status means that such screening is not recommended in most national dementia plans. Some current practices, however, resemble screening but are labelled “case-finding” or “detection of cognitive impairment”. Labelled as such, they may avoid the ethical scrutiny that population-based screening may be subject to. This article examines conceptualizations of screening and case-finding. It shows how the definitions (...) and delimitations of the concepts (the _what_ of screening) are drawn into the ethical, political, and practical dimensions that screening assessment criteria or principles are intended to clarify and control (the _how_ of screening, how it is and how it should be performed). As a result, different conceptualizations of screening provide the opportunity to rethink what ethical assessments should take place: the conceptualizations have different ethico-political implications. The article argues that population-based systematic screening, population-based opportunistic screening, and case-finding should be clearly distinguished. (shrink)

In this essay the author focuses on some problematic questions of the political reflection of Alberico Gentili. He was an Italian jurist and he was well-known for his contribution to modern international law. Gentili’s juridical and internationalist theory, consecrated to the individuation of a system of laws to rule the relations between sovereign actors, is based on a concept of sovereignty inspired by Bodin’s doctrine but it also elaborates classical cosmopolitanism ideal of an universal societas hominum. However, these (...) models seem difficult to conciliate. How can the interests of the State be harmonized with the natural principles of justice innate to human reason? This contradiction emerges widely in Gentili’s writings, witnessing the critical aspects of the relation between ethics and political power in the Modern age. (shrink)
