LevineWhen Edward Gibbon decided to banish primary causes from the Decline and Fall and integrate secular and ecclesiastical history, he was completing a revolution that had begun unwittingly two centuries before. 1 To bring into his narrative of empire a consideration of the “Johannine comma” (the interpolation in 1 John 5:7–8) was not perhaps either digressive or inevitable; but it (...) would certainly have surprised and dismayed some of Gibbon’s immediate predecessors, such as the Catholic Frenchmen, Bossuet and Tillemont, each of whom had written about his subject and exercised an important effect on him at different times in his life; and it would have seemed even more incomprehensible to earlier generations. 2 Something had happened in the two centuries between Erasmus and Gibbon to make this new vantage point possible and congenial.It was, I think, nothing less than a victory for the idea of history. At the beginning of the sixteenth century theology still ruled as queen of the sciences and the claims of religion were largely justified by an appeal to reason and authority, that is, to Aristotelian logic and the dictates of the Church. The quality of doctoral-level biochemistry (N=139), botany (N=83), cellular/molecular biology (N=89), microbiology (N=134), physiology (N=101), and zoology (N=70) programs at United States universities was assessed, using 16 measures. These measures focused on variables related to: (1) program size; (2) characteristics of graduates; (3) reputational factors (scholarly quality of faculty, effectiveness of programs in educating research scholars/scientists, improvement in program quality during the last 5 years); (4) university library size; (5) research support; and (6) publication records. Chapter I discusses prior attempts (...) to assess quality in graduate education, development of the study plans, and the selection of disciplines and programs to be evaluated. Chapter II discusses the methodology used, focusing on each of the assessment measures. Chapters III to VIII present, respectively, findings from the analyses of the biochemistry, botany, cellular/molecular biology, microbiology, physiology, and zoology programs. Chapter IX includes a summary of results, correlations among measures, several additional analyses, and suggestions for future studies. In what manner can philosophy best face world problems? I argue that philosophy's most important contribution to problem solving is not analysis and clarification but synoptic in nature. Relying upon the power of reflection and the scope of imagination as linked to a patient attempt to understand many disciplines, the philosopher ideally seeks to comprehend problems in their many-dimensioned complexity. The disciplines of ecology, evolution, and ethics are especially fruitful in guiding the philosopher seeking to assess the relative worth of (...) things in their emergent inter-relationships. - In the body of the paper I attempt an outline of the outstanding human caused harms, injustices, and instabilities resulting in pain and suffering today. World philosophy today seems sufficiently pluralistic, comprehensive and free of unduly constraining orthodoxies that it can again play a significant role not only in conceptualizing problems but in articulating solutions. Broad visions comparable to Plato's as set forth in the Republic can again be ventured. We need to seek out ways to place into power a council of international philosopher kings and queens offering effective solutions beyond the dictates of partisanship and ideology. I conclude by suggesting five principles that international philosopher kings and queens might be expected to rely upon to bring about a more just global society. (shrink)

In ‘A politics of reminding: Khoisan resurgence and environmental justice in South Africa’s Sarah Baartman district’, Burnett et al. scrutinize the memory activism of the Gamtkwa Khoisan Council, which is part of the wider ‘Khoisan resurgence’ sweeping across post-apartheid South Africa. Although the authors missed important nuances, they also pointed out flaws in the way I used Niezen’s ‘therapeutic history’ [Niezen, R. (2009). The rediscovered self: Indigenous identity and cultural justice. McGill-Queen’s Press] in my work to account for why (...) Khoisan activists turn to the past. I therefore not only respond to their criticism, but also revise aspects of my theoretical framework. Therapeutic history is not divorced from material concerns. Nor is it representative of all engagements with the past by indigenous people or simply the opposite of academic history. Instead, by drawing on my ethnographic fieldwork and theorizing alongside the Khoisan, I show how it captures emic discourses on the past that entangle notions of indigenous identity, healing, and history in order to resist settler colonialism and its oppressive etic histories. While the concept of therapeutic history has its limitations, it effectively highlights indigenous people’s agency in the face of settler colonialism in South Africa and elsewhere. (shrink)

This particular rally was led by fierce student and community organizers and workers who loudly proclaimed their opposition to President Rodrigo Duterte’s misogynistic and fascist measures. There have been multiple protests denouncing Duterte since he assumed power in 2016, but on this particular day, the sense of outrage and urgency was especially palpable in the face of this new law aimed at suppressing dissent. This legislation marked a high point in Duterte’s efforts to exert authoritarian control, and it is significant that opposition to his regime has taken on a specifically feminist character. The Philippines Anti-Terrorism Act of 2020 (Republic Act No. 11479), signed into law on July 3, 2020, amends the Philippines Human Security Act of 2007 by expanding the government’s power and scope for defining what constitutes “terrorism.” It consolidates power through the creation of an Anti-Terrorism Council (ATC) appointed by the President and empowered to act without oversight from the judiciary or legislature. The ATC can order mass arrests without warrants and detain individuals without due process for the mere suspicion of being involved in “terrorist” activities. This Law violates the Philippine Constitution’s Bill of Rights by eliminating free speech, violating the people’s right to privacy, and criminalizing individuals on suspicion of wrongdoing. As the law stipulates, anyone involved in “creating an atmosphere and spreading a message of fear” and “provoking or influencing by intimidation the government or any of its international organizations” will be construed as inciting terrorism. Indeed, this law will continue to erode democratic governance in the country, with some labeling it a “stealth declaration of martial law.”3 As US Congressional Representative Jan Schakowsky (D-IL) noted at the press conference she convened on July 15 to publicly call for the Anti-Terrorism Law’s repeal, “this law represents a new weapon in the administration’s campaign to suppress dissent and will worsen attacks on ordinary people.” 3. This rule is essentially the same as that adopted at the Inter-Governmental Conference, Brussels, 18 June 2004. We compare this rule with the QM rule prescribed in the Treaty of Nice, and the scientifically-based rule known as the ‘Jagelonian Compromise’.

The work is often ascribed to the Han scholar and court official Dong Zhongshu, but, as this study reveals, the text is in fact a compendium of writings by a variety of authors working within an interpretive tradition that spanned several generations, (...) depicting a utopian vision of a flourishing humanity that they believed to be Confucius's legacy to the world. The Spring and Autumn is a chronicle kept by the dukes of the state of Lu from 722 to 481 B.C.E. _The Luxuriant Gems_ follows the interpretations of the _Gongyang Commentary_, whose transmitters belonged to a tradition that sought to explicate the special language of the _Spring and Autumn_. The Gongyang masters believed that the_ Spring and Autumn_ had been written by Confucius himself, employing subtle and esoteric phrasing to indicate approval or disapproval of important events and personages. The _Luxuriant Gems_ augments Confucian ethical and philosophical teachings with chapters on cosmology, statecraft, and other topics drawn from contemporary non-Confucian traditions, reflecting the brilliance of intellectual life in the Han dynasty during the formative decades of the Chinese imperial state. Major divide their translation into eight thematic sections with extensive introductions that address dating, authorship, authenticity, and the relationship between the original text and the evolving _Gongyang_ approach. Correspondence between the President, Salvador de Madariaga, and the members of the Basque and Catalonian delegations discloses one of the most critical issues of the time: how to organize the Spanish regions after the fall of Franco’s regime. This article explores how the ideas (...) of a Spanish federation – defended by Madariaga – and the interest of the nationalist groups collided during the decades of 1950s and 1960s. The result was a harsh debate on separatism between the Basques and Catalans, who saw Franco’s Spain as the representation of centralism and repression of their identities, and other Spanish exiles. The Health Council of the Netherlands is an independent scientific advisory board to the Dutch government in matters of public health. In this article we argue that even for an independent body such as the Health Council there seems to be no escape from the increasing intertwinement of scientific and societal processes. In order to produce a serviceable truth for policymaking, the council needs to reflect on what goes on in its socio-political surroundings. On the other hand, (...) how could we ever come to understand the legitimacy of the council when notions of scientific objectivity dissolve in such a reflexive, inherently political stance? In a situation where science and society are thoroughly interrelated, the Health Council somehow succeeds in bringing about or re-claiming some sense of objectivity. Our central question will be how to conceptualise this notion of 'objectivity' without having to rely on idealized notions of objectivity that are criticized in philosophical, sociological and historical studies of science and society. In order to do so, we will regard the objectivity of advisory reports of the Health Council as being constructed out of heterogeneous elements and under complex circumstances. The theoretical point will be empirically underpinned with case material drawn from activities of the Health Council in the period 1985-2002 in predominantly the subject areas healthcare and medical technology. For almost 50 years, the Council of Europe through a series of documents has been helping to build up a set of rules, principles, and strategies related to culture, environment, ethics, and sustainable development. At the moment, one of the most important aims of the Council of Europe’s agenda deals with the elaboration of the General Principles for the Protection of the Environment and Sustainable Development, as raised in document CO-DBP (2003)2 related to the environmental subject. The intention (...) of the Council of Europe is to encourage national authorities to implement these General Principles into their national environmental policies. These principles should have an important effect, especially in those countries which are new members of the European Union. The primary target of this paper is the study of these principles and the setting of their entailed implications in order to establish a relation between values and policy making. Quite often, the conclusions adopted by the agreements generated within the framework of the European Union are controversial. Therefore, a study aiming to lay the foundations of these principles will make the exchange of ideas easier, providing a wider and more detailed scope in the European environmental policy. (shrink)

Purpose This paper reviews the origins of the Ethics Council of the Federation of Social Communication Media of Chile and looks into the historical circumstances surrounding its creation, the concept of self-regulation as understood by its founders, and the criteria that initially ruled its operation. Design/methodology/approach A qualitative survey of nine contemporary witnesses and the confrontation with the scientific literature. Findings The results reveal a significant coincidence with the academic literature both in the description of the concept of self-regulation (...) and in the origin of the ethics councils and of the system under which they operate. However, a series of nuances not usually considered in the concept of self-regulation are described. Originality/value This study will help assess the national and international possibilities of self-regulation and the significance of the Chilean ethics council. (shrink)

By Jacob Lassner. Chicago: University of Chicago Press, 1993. Pp. xv + 281.Jacob Lassner gives a fascinating account of the fate of the Queen of Sheba in both Judaism and Islam. After a careful review of (...) postbiblical Jewish and medieval Islamic sources, the author examines the ways in which Islam appropriated the biblical story of the legendary meeting between the Queen of Sheba (the koranic Bilqis) and King Solomon, and also how Islamized narratives of that same meeting found their way back into Judaism. Following the transformation of the original biblical theme, the reader is led to discover a consensus rarely reached in the history of the two religious communities. It appears that both traditions ended up agreeing that the self-confident biblical Queen of Sheba posed a challenge to the natural, that is, male-dominated, order. Instead of focusing on the Queen's political astuteness, Judaism and Islam eventually viewed her as a subtle seductress and, hence, as (morally) inferior to Solomon. Sometimes the sexual cleverness of the female biblical figure is explained by inventing her a jinn (demon) for mother. Whatever outstanding qualities are left, these can then be imputed to the Queen's superhuman origin. Lassner concludes his book with a rich appendix including valuable Jewish and Islamic source materials in English translation.One wishes Lassner had been aware of the virulent debate kindled by Sheikh Ghazali's book on The Traditions of the Prophet (Beirut, 1990) when Lassner was gathering the materials for Demonizing the Queen of Sheba. Sheikh Ghazali, one of today's leading Muslim scholars, justified female political rule on the basis of a koranic verse referring to the Queen of Sheba: "Lo! I found a woman ruling over them, and she hath been given (abundance) of all things, and hers is a mighty throne" (XXVII.23). Herodotus gives a lengthy description of the important council of the Greek allies which took place at Samos after Mycale in 479, but Thucydides fails to mention it. This is likely not because of succinctness in his treatment of the period. Throughout the Pentecontaetia, Thucydides presents the events which led to the Peloponnesian War in a somewhat indirect and passive way in order to attribute its causality to historical forces of deeper import. His desire to accentuate the role of (...) Athenian growth and Spartan fear of that growth in making the war inevitable commended the omission of events which by their nature might focus attention instead on the deliberate policy choices of the protagonists. Thucydides’ decision to omit other key events during the Pentecontaetia may stem from the same motivation. (shrink)

Along with the positive effects and benefits of civilization, there are also dangers, including environmental ones. In modern Ukraine, the processes associated with the transition to a market economy, the adoption of (...) the values ​​of Western society, which require transformation in all spheres of social life. These changes should be based on the existing spiritual and intellectual traditions of society and provide for the resolution of environmental problems as a priority task for the further development of society.
