The purpose of this paper is to diagnose and analyze the gap between philosophy of technology and engineering ethics and to suggest bridging them in a constructive way. In the first section, I will analyze why philosophy of technology and engineering ethics have taken separate paths so far. The following section will deal with the so-called macro-approach in engineering ethics. While appreciating the initiative, I will argue that there are still certain aspects in this approach that can be improved. In (...) the third, fourth, and fifth sections, I will point out three shortcomings of engineering ethics in terms of its macro-level discourse and argue that a number of certain insights taken from the study of philosophy of technology could be employed in overcoming those problems. In the concluding section, a final recommendation is made that topics of philosophy of technology be included in the curriculum of engineering ethics. (shrink)

This article is a critical review of The Technological Bluff, the last book on technology by Jacques Ellul. Although this work has attracted little attention, the concept oftechno-logical bluff1 provides a new perspective to understand contemporary technological society. After presenting Ellul’s exposition of the concept of techno-logical bluff, its original contribution to technology studies is emphasized. It is also examined how the analysis of techno-logical bluff is connected with other major Ellulian notions such as autonomous technique and the efficiency principle. (...) This is followed by a suggestion that the analysis of techno-logical bluff could function as a basis for a constructive dialectic relationship between classical and more recent discourses on technology. Why hasn’t democracy been promoted by nor ICT been controlled by democratic governance? To answer this question, this research begins its investigation by comparing knowledge acquisition systems throughout history: orality, literacy, hyperlink, and hyperlead. “Hyperlead” is a newly coined concept to emphasize the passivity of people when achieving knowledge and information via algorithmic recommendation technologies. Subsequently, the four systems are compared in terms of their epistemological characteristics and political implications. It is argued that, while literacy and hyperlink contributed to the (...) furthering of democracy, hyperlead poses a fundamental challenge to it, undermining human autonomy to make decisions and aggravating vertical and lateral polarizations. In addition, the similarity between orality and hyperlead is addressed. Finally, suggestions to improve or to advert the current trend are provided. What happened during the transition period from orality to literacy and subsequently to hyperlink could be a reference for an alternative to hyperlead. Some technical adjustments and appropriate regulations requiring more transparency in algorithmic recommendation systems would help us to overcome hyperlead and preserve human autonomy. (shrink)

Objectives: To review the performance of research ethics committees in Spain in assessing multicentre clinical trial drug protocols, and to evaluate if they would comply with the requirements of the new EU Directive to be implemented by May 2004.Design and setting: Prospective study of applications of MCT submitted to RECs.Main measurements: Protocol related features and evaluation process dynamics.Results: 187 applications to be performed in 114 centres, were reviewed by 62 RECs. RECs had a median number of 14 members, of which (...) three were lay members. All applications were approved except four which were however approved by the other RECs involved. The median times from submission to approval and from submission to reception at the sponsor’s offices were 48 and 62 days, respectively. In 55% of all applications approved, 41 RECs raised 307 queries, 40% of these were protocol related issues, and 38% related to the patients’ information sheets. RECs charging an evaluation fee in advance and applications with no queries raised were statistically significantly associated with shorter evaluation times. However, there is a gap of at least 1.5 weeks between the date of the meeting and the reception of the approval letter in the sponsor’s office.Conclusions: Evaluating MCT protocols by RECs is a time consuming process. Needing 1.5 weeks for communicating the decision taken by RECs to the sponsor suggests serious administrative shortcomings within most RECs. By significantly reducing the time for communication of their decisions, the majority of RECs would comply with the Directive requirement of a maximum 60 day period for the assessment of MCT. Everyday life practices are one of the focuses of interest for so-called ‘sustainable transitions’. Efforts in making daily life more ecological have ranged from awareness-raising and behaviour change strategies to socio-technical innovations, but have produced limited results so far. In a present characterised by a prolonged and multifaceted crisis it is imperative that, as social scientists, we interrogate the (un)sustainability of everyday practices from a more critical angle, linking them to reflections about capitalism's ecological destructiveness. One fruitful way of doing (...) so is to interrogate the dimension of subjectivity as a space where collective discourses, practices and desires are embodied in concrete experience and actions. Drawing on ethnographic material on everyday energy use, I suggest that contemporary ways of living certainly contribute to the overall reproduction of capitalism and yet, in the (dis)juncture of the crisis, more sustainable livelihoods can be experimented with and prefigured. Subjectivity is one crucial dimension in which this process unravels. (shrink)

We argue against the claim that the employment of diagrams in Euclidean geometry gives rise to gaps in the proofs. First, we argue that it is a mistake to evaluate its merits through the lenses of Hilbert’s formal reconstruction. Second, we elucidate the abilities employed in diagram-based inferences in the Elements and show that diagrams are mathematically reputable tools. Finally, we complement our analysis with a review of recent experimental results purporting to show that, not only is the Euclidean diagram-based (...) practice strictly regimented, it is rooted in cognitive abilities that are universally shared. This essay has two aims. The first is to offer an explanation concerning the problem of form in Umberto Eco’s philosophical research, showing that he deals with it while admitting that form can be a temporary element connected to a system of relationships which may be subject to variability. Namely, his reflection is open to the issue of structure. The second aim is to identify some principles that, according to this theoretical approach, may be considered a basis for a positive (...) philosophy of the arts whose adoption might also lead to the understanding of their most recent evolutions. Focusing above all on the work Eco carried out in the years preceding the elaboration of his semiotic theory, I will pursue the following two objectives. After introducing some aspects of Eco’s philosophical methodology, I will focus on the theme of form, considering it in meta-operative terms in light of Luigi Pareyson’s ‘theory of formativity’ and in relation to the issue of structure. In the final part of the essay, I will then show how this theoretical approach provides significant resources for a positive philosophy that can successfully address the evolution of the arts. Kurt Goldstein’s thinking on health and disease is based on the concept of milieu [Umwelt], which he inherited from the ethologist Jacob von Uexküll, while at the same time reforming the concept in an original way. Goldstein’s interpretation of the organism-environment relationship emphasises the dynamic nature of this relationship and the reciprocal structuring of the two poles; this hypothesis forms the basis of his original conception of pathology as the shrinking of the patient’s environment. The German neurologist’s position is characterized (...) by the ambivalence that runs through his conceptions of pathology and health, and which gives his thought its richness. On the one hand, ordered behaviour is a necessary condition for the patient’s adaptation to a new relationship with the environment, but it may also be pathogenic if it is aimed at self-preservation only. On the other hand, according to Goldstein, health is, in a first sense, a tendency of the organism to actualise its own capacities, even in a situation of illness; in the second sense, it is a tendency towards expansion and self-actualization that goes beyond the aim of constituting an adequate environment for the organism. OBJECTIVES: To review the characteristics and performance of research ethics committees in Spain in the evaluation of multicentre clinical trial drug protocols. DESIGN: A prospective study of 100 applications. SETTING: Forty-one committees reviewing clinical trial protocols, involving 50 hospitals in 25 cities. MAIN MEASURES: Protocol-related features, characteristics of research ethics committees and evaluation dynamics. RESULTS: The 100 applications involved 15 protocols (of which 12 were multinational) with 12 drugs. Committees met monthly (except one). They had a mean number of 12 (...) members, requested a mean of six complete dossiers and nine additional copies of the protocol with a mean deadline of 14 days before the meeting. All applications were approved except three (two of the three were open-label long-term safety trials rejected by the same committee), which were approved by the other committees involved. The mean time from submission to approval was 64 days. The mean time from submission to arrival of the approval document at our offices was 85 days. Twenty-five committees raised queries for 38 of the 97 finally approved applications. Impact of evaluation fee, number of members, queries raised and experience of committees on timings were not statistically significant. CONCLUSION: Obtaining ethical approval is time-consuming. There is much diversity in the research ethics committees' performance. A remarkable delay (> 20 days) exists between the decision and the arrival of the written approval, suggesting administrative or organisational problems. (shrink)

Il programma di ricerca filosofica di Maurizio Ferraris può essere ricapitolato, come egli ha scritto, in tre fasi in cui ha proposto: una estetica come teoria della sensibilità, una ontologia naturale come teoria dell’inemendabilità e una ontologia sociale come teoria della documentalità (cfr. Ferraris 2012a: x-xi). Tra queste, è stata soprattutto la prima fase del suo pensiero a influenzare i miei studi. In essa sono presenti talune delle principali tesi della sua filosofia positiva che, a mio modo di vedere, possono (...) essere sviluppate anche nell’ambito delle ricerche sulle arti contemporanee. Al fine di mostrare questa possibilità, il testo è organizzato come segue. Nei primi due paragrafi mi soffermo sulla concezione dell’estetica come teoria della sensibilità e su alcuni dei principali nuclei teorici della sua filosofia positiva. I tre successivi mirano a portare in primo piano alcune questioni concernenti la delicata relazione tra estetica e arte, e ad affrontarle tenendo conto sia della natura della prima sia delle incessanti evoluzioni della seconda. I due conclusivi offrono i lineamenti della proposta che penso possa essere formulata mantenendo come riferimento due insegnamenti tratti dalla filosofia positiva di Ferraris. (shrink)

Moreover, we characterize in a recursion-theoretic manner all the levels \(\{\textsf {\#P} _k\}_{k\in {\mathbb {N}}}\) of the counting hierarchy of functions \(\textsf {FCH} \), which result from allowing queries to functions of the previous level, and \(\textsf {FCH} \) itself as a whole. This is done in the style of (...) Bellantoni and Cook’s safe recursion, and it places \(\textsf {\#P} \) in the context of implicit computational complexity. Namely, it relates \(\textsf {\#P} \) with the implicit characterizations of \(\textsf {FPTIME} \) (Bellantoni and Cook, Comput Complex 2:97–110, 1992) and \(\textsf {FPSPACE} \) (Oitavem, Math Log Q 54(3):317–323, 2008), by exploiting the features of the tree-recursion scheme of \(\textsf {FPSPACE} \). Scholarship on the early modern period assumes that the Creation story of Genesis and its chronology were the only narratives openly available in Renaissance Europe. This essay revisits the topic by exploring a wide range of literature on the age and nature of the Earth in early modern Italy. It suggests that, contrary to received notions, in the early 1500s an Aristotelian ancient world characterized by slow geological change was a common assumption in discourse on the Earth. These notions were (...) freely disseminated by popularizations and didactic literature in the vernacular, which made them available to a large readership. Counter-Reformation cultural policies eventually called for a tighter integration of theology and natural philosophy; however, the essay argues that even then the creation of the world was usually placed in a remote and undetermined past, not necessarily tied to the short timescales of contemporary chronology. Before being considered as independent fields, business cycles and productivity growth had long been regarded as closely interrelated dynamics. Growth and cycles theories and models developed independently. On one side, the growth analysis developed analyzing the existence and stability of a long-run deterministic growth path. On the other side, business cycles theory focused on the understanding of detrended data movements considering growth as an exogenous trend, independent of the cycle. This dichotomy is still present in the modern literature. _Business Cycles (...) and Growth Theory_ examines the role of monetary and financial factors in growth cycles dynamics interaction. It offers new perspectives for modelling growth cycles dynamics underlining the possibility of building an 'incomplete business cycles theory', as well as highlighting the existence of a convergence between the last theoretical developments of both growth and business cycles literatures. A significant read, this book demonstrates that such a convergence can provide benchmarks for a new paradigm of models in which endogenous growth mechanism, because it offers a strong propagation for shocks, can be the core of a new business cycles dynamics. L'antigiudaismo cristiano è essenzialmente la credenza che il popolo ebraico debba rinunciare alla propria fede e convertirsi al cristianesimo. In questo testo viene studiata la prima forma sistematica di antigiudaismo sviluppata in termini filosofici e teologici da Agostino d'Ippona. Alla luce dell'analisi filosofica sembra che l'avversione di Agostino per la fede ebraica si fondi su un'autentica rimozione della specificità del popolo eletto, della Legge e della Rivelazione sul Sinai.

Cet article étudie les évolutions significatives de la théorie des crises économiques « à retour périodique » chez Juglar entre ses premières formulations, peu avant 1860, et les toutes dernières versions quelque quarante ans plus tard. Les progrès analytiques et empiriques sont soulignés et l’article signale la montée en généralité de la vision du cycle chez Juglar qui, à la fin de sa vie, décelait dans ce phénomène régulier la « clé de tout le mouvement social ». Des raisons économiques, (...) politique, morales, mais surtout religieuses permettent de rendre compte de cette évolution dans l’œuvre de Juglar. L’article pointe, en particulier, l’importance du jansénisme dans la vision économique du « prophète des crises ». (shrink)

The paper investigates the distinctly Chinese intertwining of expertise and state & financial capital to enrich the current understanding of neoliberalism as a hegemonic governing rationale. Since the summer of 2015, China has been experiencing one of its most severe financial crises since the adoption of a ‘socialist market economy’ in 1978. However, globally circulating narratives have failed to look beyond a Western-centric corollary, rehashing a critique of the Chinese one-party system and its lack of a ‘genuine’ free market. By (...) exploring the specific genealogy of Chinese capitalism, and the distinctive Chinese financial-market structure, the article will show how the scientific authority of experts formulated amongst neoliberal thinkers never permeated the Chinese idea of knowledge. In the Chinese variety of financial capitalism, expertise is seen to lie not so much in the wisdom of individual experts as in their socio-political support, which legitimises their economic interventions.
