Chater & Loewenstein have done a service to the field by raising the fundamental issue of how the political process distorts well-intentioned efforts at behavioral public policy. We connect this argument to broader research on government failure, particularly public choice theory in economics. We further suggest ways that behavioral research can help identify and mitigate such failures.

The non-financial effects (NFE) antitakeover amendment addresses the duties of company directors and management when faced with a possible takeover bid. The NFE amendment either permits or requires managers to consider the interests of the company's stakeholders during takeover bids. Other types of antitakeover devices have been viewed as protecting either stockholder or management interests. The NFE amendment would appear to protect a broad spectrum of interests including those of company employees, creditors, and the community in which the company operates. (...) Positive market returns to the adoption of NFE amendments provide some evidence that investors approve. The percent of both management and institutional ownership are positively related to the market reaction to the NFE amendment adoption. To the extent that institutional ownership proxies for the broad spectrum of stakeholder interest, NFE devices, unlike some other amendments that have been studied, appear to be in the interests of more than a single interest group. State Medical Boards (SMBs) can take severe disciplinary actions (e.g., license revocation or suspension) against physicians who commit egregious wrongdoing in order to protect the public. However, there is noteworthy variability in the extent to which SMBs impose severe disciplinary action. In this manuscript, we present and synthesize a subset of 11 recommendations based on findings from our team’s larger consensus-building project that identified a list of 56 policies and legal provisions SMBs can use to better protect patients from egregious (...) wrongdoing by physicians. My thesis is that moral ignorance does not imply a failure to care adequately about what is in fact morally significant. I offer three cases: one in which someone is ignorant of the precise nature of what she cares about; one in which someone does not reflect on the significance of what she cares about in a particular set of circumstances, and one in which someone cares deeply about two morally significant considerations while being mistaken about their relative significance. I (...) argue that these agents all clearly care at least “adequately” about everything morally significant, including the very considerations that in fact make their acts wrong. This creates theoretical room for a way of thinking about culpable moral ignorance that respects the key concerns of those in the voluntarist tradition who have held that moral ignorance is typically blameless, within an approach to thinking about moral responsibility according to which we are blameworthy for that which manifests poor quality of will; caring adequately does not require moral omniscience, but motivated moral ignorance and moral ignorance that reflects indifference to things that matter morally are still blameworthy. My thesis also suggests a fruitful change of direction for quality-of-will theorists: we should articulate the nature and structure of the standards for adequate caring, i.e. those that specify what it is to care “adequately”. I close by offering an initial proposal as to what these standards might look like and identifying four promising avenues for further research on this topic. (shrink)

As we combat the COVID-19 pandemic, both the prescription of antimicrobials and the use of biocidal agents have increased in many countries. Although these measures can be expected to benefit existing people by, to some extent, mitigating the pandemic's effects, they may threaten long-term well-being of existing and future people, where they contribute to the problem of antimicrobial resistance (AMR). A trade-off dilemma thus presents itself: combat COVID-19 using these measures, or stop using them in order to protect against AMR. (...) Currently, I argue, we are choosing to continue with these measures, and thus to prioritize combatting COVID-19, without adequate ethical reflection on the AMR-associated costs of these measures. I discuss the magnitude of the possible costs and benefits involved in making the trade-off in favour of COVID-19, and their distribution. I highlight two salient aspects of distribution that can help determine whether combatting COVID-19 whilst exacerbating AMR produces justly distributed costs and benefits: distribution between current and future populations, and distribution between existing geographical populations. Adopting this account, I argue that based on the magnitude and distribution of costs and benefits of combatting COVID-19, we have good reason to rethink this trade-off, and instead consider prioritizing protecting current and future people against AMR, but jettisoning measures against COVID-19 that also exacerbate AMR. We consider interpretable topological spaces and topological groups in a p-adically closed field K. We identify a special class of “admissible topologies” with topological tameness properties like generic continuity, similar to the topology on definable subsets of Kn. We show that every interpretable set has at least one admissible topology, and that every interpretable group has a unique admissible group topology. We then consider definable compactness (in the sense of Fornasiero) on interpretable groups. We show that an interpretable group is (...) definably compact if and only if it has finitely satisfiable generics (fsg), generalizing an earlier result on definable groups. As a consequence, we see that fsg is a definable property in definable families of interpretable groups, and that any fsg interpretable group defined over Qp is definably isomorphic to a definable group. The history of the vivisection debate is a case study in the use of vilification not unlike its rhetorical use by adversaries in the pro-life/pro-choice controversy. According to Vanderford, vilification in that debate serves a number of functions: to identify adversaries as ; to cast opponents in an exclusively negative light; to attribute diabolical motives to one's adversaries; and to magnify the opposition's power as an enemy capable of doing great evil. In the vivisection debate, both sides have attempted to (...) delegitimize each other by one or more of these means. On the antivivisection side, Samuel Johnson in 1758 produced the fiercest attack up to that time on and When the antivivisectionist movement peaked in England in the 1870s, the animal experimentalists began to organize in earnest to fend off the charge that vivisection was both cruel and useless. By the turn of the century an American neurologist, Charles Loomis Dana, identified a way to discredit the mainly female antiscience in the antivivisection movement by inventing the disease to describe one of the diseases affecting mainly women who, having no children or a useful occupation, joined animal protection societies and campaigned against vivisection. Zoophil-psychosis, it was claimed, was a form of mental illness, an incurable insanity that afflicted the hysterical opponents of vivisection. (shrink)

Preview: “America does not think much of its philosophers,” Douglas Anderson writes in his introduction to Philosophy Americana. “We do not teach philosophy in our high schools. A majority in America have no idea what philosophy is about or why it might be interesting, if not important.” Perhaps that lack of appreciation for philosophy is coeval with its beginnings when the ancient Athenians put Socrates to death. Anderson’s lament is clearly present from the supposed birth of Western philosophy, and vividly (...) so in 1486 in Italian humanist Giovanni Pico della Mirandola’s discourse known as The Dignity of Man, where he states, “The whole of philosophy is occasion for contempt and contumely, rather than honor and glory. The deadly and monstrous persuasion has invaded practically all minds, that philosophy ought not to be studied at all or by very few people; as though it were a thing of little worth to have before our eyes and at our fingertips....Thus,” Pico said six centuries ago, “we have reached a point, it is painful to recognize, where the only persons accounted wise are those who can reduce the pursuit of wisdom to a profitable traffic.” So it seems today in America and so it has apparently been and will ever be. Nevertheless, Anderson hopes to open a discussion about how philosophy does and does not manifest itself in American culture, how its practitioners remain “invisible,” and largely misunderstood “in rural, laboring, underclassed, and unschooled settings.” It is not his intention, at least in this book, to take up the issue of race in a discipline as overwhelmingly white as Western philosophy. Yet this has been for me, a black American philosopher, a lifelong meditation, which I will attempt to address in this essay. (shrink)

Why do people feel the need for a “minister” to officiate at weddings? If they are sufficiently estranged from the religious sphere that no bona fide minister of religion will marry them, and if secular (...) alternatives are readily available, why make use of this service? This article presents an overview and typology of online ordination services and places them in the context of the development of religion in contemporary society, and the development of society itself. Integrating race and gender in a social constructionist framework, the authors examine the way that second-generation Asian American young women describe doing gender across ethnic and mainstream settings, as well as their assumptions about the nature of Asian and white femininities. This analysis of interviews with 100 daughters of Korean and Vietnamese immigrants finds that respondents narratively construct Asian and Asian American cultural worlds as quintessentially and uniformly patriarchal and fully resistant to change. In contradistinction, mainstream white America is constructed (...) as the prototype of gender equality. Hence, Asian American and white American women serve in these accounts as uniform categorical representations of the opposing forces of female oppression and egalitarianism. The authors consider how the relational construction of hegemonic and subordinated femininities, as revealed through controlling images that denigrate Asian forms of gender, contribute to internalized oppression and shape the doing of ethnicity. In the post-War decades political science in the United States has been animated by two seemingly incompatible aims. On the one hand, the discipline is committed to scientific inquiry interpreted in largely positivist terms. On the other hand, the discipline aspires to generate knowledge that might improve democratic politics. I start by sketching pragmatist interpretations of social and political inquiry, of democratic politics, and of how the two are related. Problems of complexity and visibility emerge as central to those interpretations. (...) I then indicate how Edward Tufte’s theoretical analysis of data graphics and the visual politics of the aids activist group ACT UP offer examples of how it is possible to envision complex social and political phenomena in ways that might sustain a democratic relation between inquiry and politics. No obstante, esto se enmarca en un proyecto epistemológico más amplio, que tiene como consecuencia el hecho de que la afección no sea investigada a profundidad. El propósito de este artículo es retomar los descubrimientos de Husserl e ir más allá y aproximarse a una fenomenología sistemática del fenómeno afectivo. ABSTRACT Drawing on the works of Friedrich Nietzsche, this contribution will examine commemorative practices alongside critical modes of historical engagement. In Untimely Meditations, Friedrich Nietzsche documents three historical methodologies—the monumental, antiquarian and critical—which purposely use history in non-objective ways. In particular, critical history desires to judge and reject historical figures rather than repeat the past or venerate the dead. For instance, in recent protests against racism there have also been calls to decolonize public space through the defacement, destruction, and removal (...) of monuments. There is thus much potential in critical history being used to address ongoing harms. (shrink)

We generalize two of our previous results on abelian definable groups in p-adically closed fields [12, 13] to the non-abelian case. First, we show that if G is a definable group that is not definably compact, then G has a one-dimensional definable subgroup which is not definably compact. This is a p-adic analogue of the Peterzil–Steinhorn theorem for o-minimal theories [16]. Second, we show that if G is a group definable over the standard model $\mathbb {Q}_p$, then $G^0 = G^{00}$. (...) As an application, definably amenable groups over $\mathbb {Q}_p$ are open subgroups of algebraic groups, up to finite factors. The aim of this inquiry is to investigate Heidegger's ontology of technology. We will show that this ontology is aporetic. In Heidegger's key technical essays, ?The question concerning technology? and its earlier versions ?Enframing? and ?The danger?, enframing is described as the ontological basis of modern life. But the account of enframing is ambiguous. Sometimes it is described as totally binding and at other times it appears to allow for exceptions. This oscillation between, what we will call total enframing and (...) partial enframing, is underscored in the work of two influential scholars of Heidegger's later thought, Hubert Dreyfus and Iain Thomson. We will show that like Heidegger, Dreyfus and Thomson unwittingly perpetuate this dilemma that ultimately covers up the aporetic structure of enframing. (shrink)
