This book introduces and explores a theory of global development ethics, revealing some of the challenges to projects of global development and including coverage of core topics such as immigration, technology, famine, race and capitalism. It is ideal for advanced-level courses in Global Ethics, Development Ethics and Applied Ethics.

When working with literature in the philosophical classroom, teachers can take pupils on journeys through time, history, other cultures, and fictional universes. Since literature invites readers into the lives and minds of others, the pupils can try on another person’s thoughts, emotions, life experiences, perspectives, attitudes, and worldviews. Thus, literature offers a unique window of experiences that has great potential for the philosophical classroom. In this—primarily theoretical—article, it is argued that the combination of literature and philosophy is valuable when practicing (...) philosophy for children in the classroom. First, the combination may cultivate the pupils’ dispositions for being caring, creative, critical, and collaborative thinkers. Second, it may add to the pupils’ ethical formation with special attention to (i) the pupils’ understanding of values, (ii) their sense of individuality and sociality, (iii) the development of their cognitive flexibility and empathy, and (iv) their ethical awareness through ethical argumentation and reflection. In addition to presenting these points, this article will offer brief examples suggesting how school practitioners may use literary texts to prompt ethical reflections through philosophical questions and enquiry. The paper assesses the rationale, contributions, structure, and challenges of the field of development ethics. Processes of social and economic transformation involve great risks and costs and great opportunities for gain, but the benefits, costs, and risks are typically hugely unevenly and inequitably distributed, as is participation in specifying what they are and their relative importance. The ethics of development examines the benefits, costs, risks, formulations, participation, and options. The paper outlines a series of ways of (...) characterizing such work, arguments for and against its importance, and some of its major sources and contributions, especially from the interdisciplinary stream of work represented over several decades by Denis Goulet. Definitions are diverse since the work covers many different intersections of practice and theorizing, at multiple levels. The paper considers and replies to arguments against discussing development ethics: the claim that it involves only endless proliferation of different opinions, is an expensive luxury that undermines long-run development, is superfluous if one already works with the capability approach or the human rights tradition, or never has influence. Finally, it presents suggestions for how development ethics thinking can have increased impact, with reference to incorporation in policy analysis and planning methods, professional codes and training, and to its intellectual location and communication strategies. The field should articulate the methodological pragmatism which much of it has adopted, consistent with its required role as a practice-oriented interdisciplinary meeting ground. (shrink)

The word ‘development’ can mean different things to different people. It is one of the most elusive concepts to define, alongside the concept of modernization. Often and perhaps due to its elusive nature, people tend to rely on an economic definition of development where definite parameters and indices can be used to assess and determine levels of development ‘objectively’. Thus, a nation’s development is measured in terms of its Gross Domestic Product (GDP), Gross National Income (GNI), (...) Per-Capita Income and Foreign Exchange Reserves. But does the attainment of these economic parameters really translate into development qua development? Historical and current development predicaments of many sub-Saharan African nation points to a negative response to the question. How, then, do we define or approach development that encompasses all the relevant development factors? Is there anything like an ideal definition of development at all or do we need to contextualize what development should mean for each society, culture, or nation? What does development ethics in an African context look or should like? This chapter explores these questions at an introductory level. (shrink)

Increased work complexity and financial strain in the health care sector have led to higher demands on staff to handle ethical issues. These demands can elicit stress reactions, that is, moral distress. One way to support professionals in handling ethical dilemmas is education and training in ethics. This article reports on a controlled prospective study evaluating a structured education and training program in ethics concerning its effects on moral distress. The results show that the participants were positive about (...) the training program. Moral distress did not change significantly. This could be interpreted as competence development, with no effects on moral distress. Alternatively, the result could be attributed to shortcomings of the training program, or that it was too short, or it could be due to the evaluation instrument used. Organizational factors such as management involvement are also crucial. There is a need to design and evaluate ethics competence programs concerning their efficacy. (shrink)

In this paper, I address the interdisciplinary character of development studies and ethics by discussing the relationship between Christian theology and development studies in general and development ethics in particular. I begin by presenting development theology, a kind of theology that critically reflects on the meaning and implications of the Christian faith with regard to improving the lives of people living in material poverty. This kind of theology is related to the better-known liberation theology, (...) and I discuss the role of this kind of theology in the works of Denis Goulet, the founder of development ethics as an academic discipline. I argue there is a fruitful, critical and constructive relationship between liberation theology and development ethics in the writings of Goulet. I then turn to how development issues are addressed in contemporary theology, with an emphasis on documents produced by two faith-based development organizations, Christian Aid UK and Norwegian Church Aid. I argue that development issues have been readdressed in Christian theology, relying less on the notion of liberation, but more on the concepts of reconstruction, ?diakonia?, human dignity and human relationships. I argue that there is a need to revisit the critical and constructive connections between Christian theology and development ethics and, more broadly, the related challenges of interdisciplinary inquiries, and I conclude by showing some of the ways of undertaking this task. Privacy is a critical challenge for corporate social responsibility in the mobile device ecosystem. Mobile application firms can collect granular and largely unregulated data about their consumers, and must make ethical decisions about how and whether to collect, store, and share these data. This paper conducts a discourse analysis of mobile application developer forums to discover when and how privacy conversations, as a representative of larger ethical debates, arise during development. It finds that online forums can be useful spaces (...) for ethical deliberations, as developers use these spaces to define, discuss, and justify their values. It also discovers that ethical discussions in mobile development are prompted by work practices which vary considerably between iOS and Android, today’s two major mobile platforms. For educators, regulators, and managers interested in encouraging more ethical discussion and deliberation in mobile development, these work practices provide a valuable point of entry. But while the triggers for privacy conversations are quite different between platforms, ultimately the justifications for privacy are similar. Developers for both platforms use moral and cautionary tales, moral evaluation, and instrumental and technical rationalization to justify and legitimize privacy as a value in mobile development. Understanding these three forms of justification for privacy is useful to educators, regulators, and managers who wish to promote ethical practices in mobile development. (shrink)

This paper defends some aspects of the intentionalist and internationalist worldviews of (an expanded) mainstream development studies against certain moral claims emanating from the New Right and a diverse post-Left. I contend that citizens and states in the advanced industrial world have a responsibility to attend to the claims of distant strangers. Although it is difficult to specify in determinate ways how this responsibility should be discharged—save for attending to basic human needs and rights—the responsibility itself derives from the (...) interlinking and asymmetrical exchanges that bind distant strangers together in an interdependent world economy. I draw on Rawls and Roemer to specify the nature of this responsibility. I also draw on Benhabib to make a modified Rawlsian theory of justice less abstract while continuing to insist on the possibility and necessity of conversations between radically different social actors. The final part of the paper attends to questions of plausibility. I suggest that New Right and (more so) post-Left critiques of an expanded mainstream in development studies and policy are ethically deficient to the extent that they commend alternative development strategies without giving proper consideration to their costs and disbenefits. Development ethics, I conclude, is not just about questions of transnational justice and positionality; it is also about the construction of plausible alternative worlds and practical development policies. The field of development ethics has evolved over the years to incorporate topics that have become of the utmost importance in achieving fair and sustainable development for all. This is not the place to review such a conceptual evolution from the origins of Denis Goulet’s writings, but I wish to note how the saliency of development ethics is highly dependent on speaking to and relating with issues of central importance to global society. In this brief (...) piece I want to focus on a particular challenge for the field of development ethics: how to move beyond rethinking and reframing so this field provides guidance for the needed systemic global transformations. More than 25 years into the HIV epidemic, in excess of 2 million new infections continue to occur each year. HIV prevention research is crucial for groups at heightened risk for HIV, but the design and conduct of HIV prevention research with vulnerable populations worldwide raises considerable ethical challenges. The HIV Prevention Trials Network (HPTN) is a global collaborative network that conducts clinical and behavioural studies on non-vaccine interventions to reduce the transmission of HIV. In 2003, the HPTN developed ethical (...) guidance to enhance the responsible conduct of its research activities and as a distinctive contribution to global research ethics. In what follows, the developments that motivated the drafting of a revised ethics document in 2009 are described, including the process by which that revision took place and some of the key differences between the HPTN ethics guidance and other relevant guidelines in the field. While there is considerable support for integrating ethics education in accounting curricula, research presents conflicting evidence on how best to incorporate it. A review of accounting ethics scholarship highlights criticisms of the literature, including limited research into actual behavior and a lack of theory. We report the results of a study that is theory based, captures behaviors rather than attitudes, and explores the effect of repeated practice to develop voice efficacy. We examine the impact of two types of (...) ethics instructions. Across four classes in an accounting curriculum, one student cohort participated in traditional ethics instruction, while the other cohort participated in Giving Voice To Values instruction. We collected student responses to an ethical challenge and conduct a between-subject analysis. The results reveal consistent unethical behavior in the traditional cohort but not in the GVV cohort, indicating that faculty should consider the use of this pedagogy in accounting ethics education. This article proposes a mentoring scheme as a way of inculcating ethical values in law students. Its goals are to assess how a mentoring scheme develops ethical values amongst appointed mentors, identification of core ethical values developed within the mentoring scheme, and how ethical values translate to the mentors' personal and professional lives in preparation for diverse global cultures, ethnicities and identities that encompass varied social, political and legal constructs. Exposure to diverse cultures and ethnicities, and becoming sensitive to these (...) diversities, are becoming necessary in today's global world. I discuss the nature and genesis of international development ethics as well as its current areas of consensus, controversies, challenges, and agenda. A relatively new field of applied ethics, international development ethics is ethical reflection on the ends and means of socioeconomic change in poor countries and regions. It has several sources: criticism of colonialism and post-World War II developmental strategies; Denis Goulet's writings; Anglo-American philosophical debates about the ethics of famine relief; and Paul (...) Streeten's and Amartya Sen's approaches to development. Development ethicists agree that the moral dimension of development theory and practice is just as important as the scientific and policy components. What is often called "development" may be bad for people, communities, and the environment. Hence, the process of development should be reconceived as beneficial change, usually specified as alleviating human misery and environmental degradation in poor countries. (shrink)

Consequently, ethical transgressions during the research process negatively influence the knowledge produced, and have wider social consequences for various stakeholders in society. To honour the value and role of ethical research for individuals and society, researchers are required to display ethical judgement and ethically responsible research behaviour. Doctoral students, who are considered to be significant contributors to knowledge creation, can improve the quality of their research through their (...) ethical research behaviour. Owing to the implicit and explicit ethical practices and conflicts that can arise during the research process, the supervision process is an opportune moment for developing ethical research behaviour and ethical capabilities in doctoral students. This article focuses on developing ethical research behaviour in doctoral students, and offers pragmatic guidelines for ways in which this behaviour can be developed during the supervision process. In recent years, the growth of interest in global health among medical students and residents has led to an abundance of short-term training opportunities in low-resource environments. Given the disparities in resources, needs and expectations between visitors and their hosts, these experiences can raise complex ethical concerns. Recent calls for best practices and ethical guidelines indicate a need for the development of ethical awareness among medical trainees, their sponsoring and host institutions, and supervising faculty. As a teaching tool to (...) promote this awareness, we developed a scenario that captures many common ethical issues from four different perspectives. Each perspective is presented in case format followed by questions. Taken together, the four cases may be used to identify many of the elements of a well-designed global health training experience. Many of the ethical problems that are posed by development can be illuminated by clarifying some of the differences between development that is worthwhile and ethically undesirable ?maldevelopment?. So it is with development projects that displace communities that physically stand in their way: typically the ?oustees? are victimized and disempowered, in some cases by projects that are also indefensible in other ways. Can this help us to clarify what is owed to people who are displaced by climate (...) change, the ?climate migrants? or ?climate refugees?? These people, I will show, have a distinctive set of moral entitlements, which may include compensation and aid for resilience or resettlement; in addition, they are entitled to be included in decision-making in ways that are empowering. For many years questions have been posed about the way ethics is taught in accounting education. The teaching of ethics is often criticized for emphasizing the legal dimension to the detriment of the moral one, among other reasons. This case study focuses on an accounting course intended to develop and stimulate students’ critical thinking on accounting and its role in daily life. The investigation is based on an empirical study that took place in the 2015–2016 academic year, when (...) the first author undertook non-participant observation and examined the final term assignment (a short essay) of the great majority of the 120 students enrolled in this course. One of the course’s main features was to expose the students to critical thinking, through analyses and discussions of the roles of accounting and accountants in organizations and society—using research articles as a backdrop to stimulate analysis and discussion. Our investigation suggests that the course is able to sensitize students to professional ethics and responsibilities. Our argument, broadly supported by an empirical case analysis, is that a course centered on a dialogical approach and critical thinking on the role of accounting and accountants in society may impact the development of ethical sensitivity in future accounting practitioners. For decades, policy-makers in government, development banks and foundations, NGOs, researchers and students have struggled with the problem of how to protect people who are displaced from their homes and livelihoods by development projects. This book addresses these concerns and explores how debates often become deadlocked between 'managerial' and 'movementist' perspectives. Using development ethics to determine the rights and responsibilities of various stakeholders, the authors find that displaced people must be empowered so as to share equitably (...) in benefits rather than being victimized. The motivations for rural and agricultural development in the twenty-first century are not different from previous centuries, but evolving technologies in the late twentieth century have altered many methods and institutional arrangements for accomplishing development. The internet has facilitated initiatives that in earlier decades would have required large, complex organizations in both donor and developing countries. We will compare the ethical and institutional strengths and weaknesses of two such initiatives in Malawi: a smallholder farmers organization involved in fair (...) trade and the Millennium Village Project. These are two of a large array of institutions which are currently being used to benefit smallholder agricultural producers. We will examine their relative merits through the lenses of various ethical paradigms and show that the institutional arrangements of the two programs are complimentary in the evolution of agricultural trading systems linking the global north and south. The aim of this paper is to provide insights into how information practitioners can develop further their awareness on ethical issues. In the context of the paper, awareness means able to identify and deal with issues of ethics in activities of information systems planning, development and use. The paper begins by presenting two areas which IS practitioners can initially explore to develop their ethical awareness. These areas are: IS Methodologies and Codes. The first area emphasises ethical awareness by (...) using methodologies. The second element aims to encourage ethical awareness by following principles. In both areas, self‐reflection is identified as a key element for awareness. Using Foucault’s ideas on power and ethics, a critical understanding of ethical awareness based on self‐reflection is presented to complement ethical awareness developments. This understanding is defined in terms of two elements of inquiry: Power relations analysis and ways of being ethical. With these two elements, the paper argues that IS practitioners can exert their critical thinking and create their own ethics, while still following IS methodologies and codes. (shrink)

This article investigates three things: (1) what development might be, (2) how development and ethics might be related, and (3) what an ethics of development might look like. First, I show how if we move away from an essentialist metaphysics of being to a possibilist-functionalist metaphysics of becoming in our understanding of development, we can reconceptualize ethics as self-directed ontogeny. Thus, ethics turns out to be a part of development. Secondly, I (...) sketch out the possibility of an ethics of development, showing how it should be based on three desiderata: (1) sustainability, promoting the long-term existence of the maximum human and non-human biodiversity, (2) democracy, promoting human-human relationships that are bidirectional and, to the extent possible, non-imposing, and (3) non-ethnocentrism, promoting true modernity; a modernity not predicated on a non-existent abstract universality but on concrete syncretism. A working party of academics from both professional safeguarding backgrounds and research backgrounds developed and wrote ethical guidelines on safeguarding children in research on behalf of their faculty research ethics committee. The working party encountered a lack of useful precedents while developing the guidelines leading to a lengthy process of debate and consideration of the issues. This paper explores the various issues and dilemmas arising during this process, particularly the tension between safeguarding children from abuse and maintaining research confidentiality. (...) One of the main areas of discussion was how to establish the limits of confidentiality without compromising the research in hand. The role and responsibilities of researchers in supporting children's welfare, and the development of procedures for ensuring that safeguarding is effective are discussed as key elements. In addition, the issues researchers may face when determining thresholds for intervention are considered alongside the uncertainties created by considerations of the extent to which children can give informed consent in research contexts. The paper reflects the process of considering these issues and the conclusions the working party drew as to how best to support children's welfare during research. It also outlines the key elements of the guidelines and the structures developed to ensure researchers could get advice if suspected child abuse became an issue in their research. As evidenced by the recent revitalization of guidelines for general learning objectives for business ethics education by the two primary undergraduate business accrediting agencies, the Association to Advance Collegiate Schools in Business and the Accrediting Council for Business Schools and Programs, undergraduate business ethics education is of significant importance today. However, the specific ways in which business schools implement business ethics education remains quite diverse. This study was designed to survey and compare preferences for undergraduate business (...) class='Hi'>ethics education in national liberal arts colleges in the United States. The results indicate that, while preferences for business ethics instructional methods centered upon the case study methods in face to face, traditional classrooms, preferences regarding the selection of business ethics faculty members was slightly divided. In this paper, i provide an introduction to development ethics and make some observations about integral human development. i argue that although there is very little dialogue between these two traditions, they have a lot of common ground, and can helpfully inform one another. International development ethics is a largely secular field concerned with ethical reflection on the ends and means of development. i discuss four levels of ethical reflection: meta-ethical, normative, practical, or applied, (...) and personal or integral. The first three of these levels are well established in philosophical ethics. i introduce the fourth with the hope of encouraging more discussion of how individuals engaged in the theory and practice of development ethics ought to navigate the various spheres of their own lives. This last stage of ethical reflection and action can benefit greatly from work done in integral human development. Integral human development is integral in at least two ways: development is not simply economic development, but development the whole person, including social, political, creative, spiritual, etc., and development is the development of every person, whether the person is a marginalize peasant or a powerful élite. i explain why this second way of integration is both less discussed and more radical than the first. Resumen En este artículo, ofrezco una introducción a la ética del desarrollo y hago algunas observaciones sobre el desarrollo humano integral. Sostengo que, aunque hay muy poco diálogo entre estas dos tradiciones, tienen mucho terreno común y pueden ayudarse mutuamente. La ética del desarrollo internacional es un campo ampliamente secular que se ocupa de la reflexión ética sobre los fines y los medios de desarrollo. Discuto cuatro niveles de reflexión ética: meta-ético, normativo, práctico, o aplicado, y personal o integral. Los tres primeros de estos niveles están bien establecidos en la ética filosófica. Presento el cuarto con la esperanza de fomentar una mayor discusión sobre cómo los individuos involucrados en la teoría y la práctica de la ética del desarrollo deben navegar por las diversas esferas de sus propias vidas. Esta última etapa de reflexión y acción ética puede beneficiarse enormemente del trabajo realizado en el desarrollo humano integral. El desarrollo humano integral es integral en al menos dos maneras: el desarrollo no es simplemente desarrollo económico, sino el desarrollo de toda la persona, incluyendo social político, creativo, espiritual etc., y el desarrollo es el desarrollo de cada persona, sea la persona un campesino marginado o una de la ponderosa elite. ABSTRACT This paper discusses the respective contributions to development ethics made by Louis-Joseph Lebret (1897–1966) and his pupil and successor Denis Goulet (1931–2006). Sections 2 and 3 present steps in the emergence of a field of development ethics, and introduce the work of Lebret and Goulet, noting similarities and contrasts. Sections 4 and 5 clarify different senses and forms of ‘development ethics’, to then discuss who might be called ‘father of development ethics’. (...) Lebret had devised a field of human economics and in the 1950s called for an ethics of development, which he began to sketch. His work made significant advances, especially if development ethics is seen as an interdisciplinary policy-oriented field rather than as a subdiscipline in philosophical ethics. In the 1960s, Goulet went on to outline development ethics as a philosophical subdiscipline and to articulate various themes. Today’s unstable economy puts added stress on today’s leaders. When these leaders are stressed, maintaining their values becomes more difficult. While ethics are stressed during one’s education, organizations are less likely to continue ethics training. Given the many scandals, it is essential that there are ethical leaders to guide organizations. A leader cannot be prepared for all situations, but an ethical leader will have the tools to guide himself through complex situations. The purpose of this article is to (...) present how ethics training is often lacking once students move to the business world. Development ethicists see reducing intrahousehold gender inequality as an important policy aim. However, it is unclear that a minimalist cross-cultural consensus can be formed around this goal. Inequality on its own may not bring women beneath a minimal welfare threshold. Further, adherents of complementarian metaphysical doctrines may view attempts to reduce intrahousehold inequality as attacks on their worldviews. Complicating the justificatory task is the fact that familiar arguments against intrahousehold inequality, including those from agency and self-esteem, depart from premises (...) that complementarians reject—premises about the value of independence or the moral irrelevance of gender. I propose that development ethicists should offer complementarianism-compatible arguments against the norms and practices constitutive of intrahousehold inequality. I develop arguments against two intrahousehold inequality-supportive practices that depart from complementarian premises. Specifically, I argue that patriarchal risk and gender schemas that devalue women's labor prevent men from discharging complementarian duties to promote women's welfare. (shrink)

Der Beitrag geht zunächst der Frage nach, wie Ethikkompetenz in Bezug auf die hochschulische Pflegeausbildung zu konturieren ist. Basierend auf dieser definitorischen Rahmung liegt das Augenmerk auf dem Prozess der Ethik-Leitlinienentwicklung als mögliche zu diskutierende Methode der Ethikkompetenzentwicklung. In order to maximize human performance, defence forces continue to explore, develop, and apply human performance enhancement (HPE) methods, ranging from pharmaceuticals to (bio)technological enhancement. This raises ethical, legal, and societal concerns and requires organizing a careful reflection and deliberation process, with relevant stakeholders. We discuss a range of ethical, legal, and societal aspects (ELSA), which people involved in the development and deployment of HPE can use for such reflection and deliberation. A realistic military scenario with proposed HPE application (...) can serve as a starting point for such an iterative and participatory process. Stakeholders can discuss this application, modify its features, and design appropriate processes around it – for instance, procedures for informed consent. We propose that organizing aspects into these three categories – ethical, legal, and societal – can help involve appropriate interlocutors at different moments: legal aspects with people in strategy or management roles, from the start of a project; ethical aspects with people in operations and medical roles, during development; and societal aspects with people in communication and personnel roles, during deployment. Ethical behaviors are taught in business classrooms using multiple methods, among which case studies are a standard method. However, when introduced at the undergraduate level, until students have developed a strong foundation in moral philosophy, a prescriptive case analysis template may help them build constructive mental models towards that foundation. The paper thus proposes a case analysis method template based on critical components identified in the Ethics literature that lead to ethical decision-making that can be used as a tool (...) by teachers in Ethics in Business classrooms. The critical components entail the development of moral awareness by training the students to develop ethical values through practice. Students learn how to identify an ethical dilemma, analyze various stakeholder characteristics, explore ethical principles, and make moral judgments before recommending moral actions in each context. A sample case analysis is also provided for classroom use. The implications and value to educators, students, and managers are discussed. (shrink)

Risk is implicit in economic development. When does a course of economic development ethically balance risk and likely benefit? This paper examines the view of risk we find in Amartya Sen’s work on development. It shows that Sen’s capabilities approach leads to a more sensitive understanding of risk than traditional utility theory. Sen’s approach also supplies the basis of an argument for risk aversion in interventions that affect economic development. Sen’s approach describes development as aiming (...) at freedom. The paper shows how this claim can be made compatible with the social and relational basis of African communitarianism. (shrink)

Adoption of the Millennium Development Goals triggered much discussion among donor states, multilateral institutions, and developing countries towards changing dysfunctional patterns of interaction that seemed to put the MDGs at risk from their inception. Initially in these high-level discussions, accountability was understood in a state-centric way, primarily as accountability to donors. This needed to be modified with the shift towards developing-country ownership of development strategies and programs. Yet an even greater change was in store when civil society organizations (...) were included in the discussions, since their focus was on accountability to project-affected persons and communities. Hence a new and irreducible conception of accountability came on stage. I characterize this as accountability to the subjects of development and show how it is required and justified by development ethics, based on values of agency and justifiability. This results in a dual standard for accountability: reducing stakeholders’ vulnerability to harmful and inequitable outcomes, and ensuring the justifiability of development projects to affected persons and communities. Organizational culture and employee conduct in financial institutions are coming under increasing scrutiny by regulators who seek to identify the underlying sources of unethical behavior. The literature on ethics in the workplace has often emphasized the importance of the alignment of systems and processes with organizational values and the role of the leader in creating an ethical culture. Less is known about how individual employees experience the ethical decision-making process, especially in complex and high-risk business environments where there are (...) discrepancies between an organization’s formal ethical standards and its informal practices. This article combines ethical decision-making models with key concepts from organization and adult learning theories to develop a deeper and more nuanced view of how individuals in financial institutions deal with ethical issues that arise in their daily work. Eight practical ideas are formulated to help financial institutions narrow the gap between formal ethical standards and actual practices and develop a culture that promotes ethical behavior: challenging authority, creating opportunities for discourse, valuing positive emotion, making time for reflection, rewarding ethical behavior, strengthening escalation processes, eliciting feedback, and establishing a learning culture.
