Concerns for safety and security as South Africa’s hosting of 2010 FIFA World Cup draws nearer highlight the degree to which South Africa’s reputation for a relatively peaceful transition from Apartheid has been replaced by its reputation for violent crime. Its transition, and the peacebuilding efforts that followed it, are not completely unrelated to its current high levels of violent crime. In fact, this article argues that there were a number of issues South Africa’s peacebuilding process failed to address that (...) are relevant to the country’s violent crime situation. A significant reason for this failure was an inability or unwillingness to engage the full spectrum of Apartheid’s violence with equal rigour. Apartheid inflicted structural violence, through its racially oppressive laws, as well as physical violence, through enforcing its laws and suppressing its opposition, on the people of South Africa. Peacebuilding in South Africa primarily focused on Apartheid’s physical violence. Through the work of the Truth and Reconciliation Commission, the focus was narrowed down further to physical political violence. Due to this narrow focus, it did not attend effectively to non-political violence – which includes gender-based violence, the esteem violence had attained during and due to Apartheid, disarming the country of illegal firearms, and narrowing the income gap between the country’s rich and poor. While South Africa proudly claims ownership of its conflict resolution and peacebuilding processes, it still emulated predominant models of building peace through liberal democracy and a market economy. These models have been drawn from Western success stories in diminishing interstate conflict, while South Africa is a developing country that was recovering from an intrastate conflict. Pursuing these models has had benefits for South Africa, but not in many of the ways it needed in order to effectively prevent a surge in criminal violence in the wake of Apartheid. (shrink)

The move towards the use of new technologies and the new focus on citizen engagement in Scotland provides the opportunity for e-democracy to emerge. Working towards the goal of e-democracy, the International Teledemocracy Centre is developing a body of ICT, supporting skills, tools and techniques, designed specifically to facilitate the use of technology, capable of enhancing democratic engagement. This paper begins to articulate how citizens are engaging with government and with their elected representatives about issues that concern them, using technology (...) specially designed for the purpose. The paper examines the nature of e-democracy and considers concepts of democracy, issues of democratization, and issues surrounding citizen access and participation. In addition, the paper discusses the design and use of two electronic tools developed by the ITC between 1999 and 2001 i. e. e-consultant and e-petitioner. Finally, the paper presents analyses of findings drawn from research to monitor and evaluate the use of these tools and the arrangements which accompany their entry into society. (shrink)

Professionals in environmental fields engage with complex problems that involve stakeholders with different values, different forms of knowledge, and contentious decisions. There is increasing recognition of the need to train graduate students in interdisciplinary environmental science programs in these issues, which we refer to as “social ethics.” A literature review revealed topics and skills that should be included in such training, as well as potential challenges and barriers. From this review, we developed an online survey, which we administered to faculty (...) from 81 United States colleges and universities offering IESPs. Respondents overwhelmingly agreed that IESPs should address values in applying science to policy and management decisions. They also agreed that programs should engage students with issues related to norms of scientific practice. Agreement was slightly less strong that IESPs should train students in skills related to managing value conflicts among different stakeholders. The primary challenges to incorporating social ethics into the curriculum were related to the lack of materials and expertise for delivery, though challenges such as ethics being marginalized in relation to environmental science content were also prominent. Challenges related to students’ interest in ethics were considered less problematic. Respondents believed that social ethics are most effectively delivered when incorporated into existing courses, and they preferred case studies or problem-based learning for delivery. Student competence is generally not assessed, and respondents recognized a need for both curricular materials and assessment tools. (shrink)

Trust is a central concept in the philosophy of science. We highlight how trust is important in the wide variety of interactions between science and society. We claim that examining and clarifying the nature and role of trust (and distrust) in relations between science and society is one principal way in which the philosophy of science is socially relevant. We argue that philosophers of science should extend their efforts to develop normative conceptions of trust that can serve to facilitate trust (...) between scientific experts and ordinary citizens. The first project is the development of a rich normative theory of expertise and experience that can explain why the various epistemic insights of diverse actors should be trusted in certain contexts and how credibility deficits can be bridged. The second project is the development of concepts that explain why, in certain cases, ordinary citizens may distrust science, which should inform how philosophers of science conceive of the formulation of science policy when conditions of distrust prevail. The third project is the analysis of cases of successful relations of trust between scientists and non-scientists that leads to understanding better how ‘postnormal’ science interactions are possible using trust. Friedrich Hayek’s account of “spontaneous order” has generated increasing interest in recent decades. His argument for the superiority of the market in distributing knowledge without the need for central oversight has appealed to progressive democratic theorists, who are wary of the hubris of state planning and attracted to possibilities for self-organization, and to Foucaultians, who have long counseled political theory to cut off the King’s head. A spontaneous social order, organized by an invisible hand, would appear to dispense with arbitrary (...) power and foster creativity and individual liberty. This article challenges this view by highlighting the centrality of submission to Hayek’s account of spontaneous order. It shows that Hayek struggles to obscure the providentialism underpinning the account of social order he derives from Adam Ferguson and the Scottish Enlightenment. Nonetheless, his own account of spontaneous order relies on faith in the workings of the market, and submission to unintelligible market forces. (shrink)

On the classical account of evolution by natural selection found in Lewontin and many subsequent authors, ENS is conceived as involving three key ingredients: phenotypic variation, fitness differences, and heredity. Through the analysis of three problem cases involving heredity, I argue that the classical conception is substantially flawed, showing that heredity is not required for selection. I consider further problems with the classical account of ENS arising from conflations between three distinct senses of the central concept of ‘fitness’ and offer (...) an alternative to the classical conception of ENS involving the interaction of distinct evolutionary mechanisms. ABSTRACTPolitical reconciliation between Indigenous peoples and settler nations is among the major ethical issues of the twenty-first century for millions of Indigenous peoples globally. Political reconciliation refers to the aspiration to transform violent and harmful relationships into respectful relationships. This essay discusses how efforts to achieve reconciliation are not feasible when settler nations and some of their citizens believe Indigenous peoples to be clamoring for undeserved privileges. Settler colonialism often includes the illusion that historic and contemporary settler populations have moral (...) grounds for their mistreatment of Indigenous peoples. This illusion masks historical and ongoing practices of settler colonialism that thwart effective practices of reconciliation. (shrink)

Indigenous peoples often embrace different versions of the concept of food sovereignty. Yet some of these concepts are seemingly based on impossible ideals of food self-sufficiency. I will suggest in this essay that for at least some North American Indigenous peoples, food sovereignty movements are not based on such ideals, even though they invoke concepts of cultural revitalization and political sovereignty. Instead, food sovereignty is a strategy of Indigenous resurgence that negotiates structures of settler colonialism that erase the ecological value (...) of certain foods for Indigenous peoples. Richard Thaler and Cass Sunstein (2008) contend that mandated choice is the most practical nudge for increasing organ donation. We argue that they are wrong, and their mistake results from failing to appreciate how perceptions of meaning can influence people's responses to nudges. We favor a policy of default to donation that is subject to immediate family veto power, includes options for people to opt out (and be educated on how to do so), and emphasizes the role of organ procurement (...) organizations and in-house transplant donation coordinators creating better environments for increasing the supply of organs and tissues obtained from cadavers. This policy will provide better opportunities for offering nudges in contexts where in-house coordinators work with families. We conclude by arguing that nudges can be introduced ethically and effectively into these contexts only if nudge designers collaborate with in-house coordinators and stakeholders. (shrink)

Indigenous ethics and feminist care ethics offer a range of related ideas and tools for environmental ethics. These ethics delve into deep connections and moral commitments between nonhumans and humans to guide ethical forms of environmental decision making and environmental science. Indigenous and feminist movements such as the Mother Earth Water Walk and the Green Belt Movement are ongoing examples of the effectiveness of on-the-ground environmental care ethics. Indigenous ethics highlight attentive caring for the intertwined needs of humans and nonhumans (...) within interdependent communities. Feminist environmental care ethics emphasize the importance of empowering communities to care for themselves and the social and ecological communities in which their lives and interests are interwoven. The gendered, feminist, historical, and anticolonial dimensions of care ethics, indigenous ethics, and other related approaches provide rich ground for rethinking and reclaiming the nature and depth of diverse relationships as the fabric of social and ecological being. Indigenous environmental movements have been important actors in twentieth- and twenty-first-century global environmental politics and environmental justice. Their explicit foci range from the protection of indigenous environmental stewardship systems to upholding and expanding treaty responsibilities to securing indigenous rights in law and policy. This chapter suggests that these movements open important intellectual spaces for thinking about the function of environmental governance institutions in addressing complex environmental issues such as clean water and forest conservation. Different from institutional functions based on market (...) mechanisms or appeals to human psychological tendencies, a variety of indigenous environmentalists suggest that institutions should function to convene reciprocal responsibilities across relatives as diverse as humans, non-human beings such as plants, entities such as water, and collectives such as forests. Indigenous peoples must adapt to current and coming climate-induced environmental changes like sea-level rise, glacier retreat, and shifts in the ranges of important species. For some indigenous peoples, such changes can disrupt the continuance of the systems of responsibilities that their communities rely on self-consciously for living lives closely connected to the earth. Within this domain of indigeneity, some indigenous women take seriously the responsibilities that they may perceive they have as members of their communities. For the indigenous women who (...) have such outlooks, responsibilities that they assume in their communities expose them to harms stemming from climate change impacts and other environmental changes. Yet at the same time, their commitment to these responsibilities motivates them to take on leadership positions in efforts at climate change adaptation and mitigation. I show why, at least for some indigenous women, this is an important way of framing the climate change impacts that affect them. I then argue that there is an important implication in this conversation for how we understand the political responsibilities of nonindigenous parties for supporting distinctly indigenous efforts at climate change adaptation and mitigation. Environmental tourism is a growing practice in indigenous communities worldwide. As members of indigenous communities, what environmental justice framework should we use to evaluate these practices? I argue that, while some of the most relevant and commonly discussed norms are fair compensation and participative justice, we should also follow Robert Figueroa’s claim that “recognition justice” is relevant for environmental justice. I claim that from Figueroa’s analysis there is a “norm of direct participation,” which requires all environmental tourism practices to feature (...) a forum for meaningful representation andconsideration. This claim motivates a distinction between practices that should be termed “mutually advantageous exploitation” and those that should be termed “environmental coalition development.” We need to ask ourselves whether we should continue to tolerate mutually advantageous exploitation and how we can increase the number of practices that develop coalitions. Abuse, when committed by spiritual authority figures, can have far-reaching consequences for church communities well after perpetrators have been removed and held accountable. In attending to survivors, a host of issues may come to light, including but not limited to, organizational complicity in abuse, institutional marginalization of the vulnerable, and the revelation that worship spaces can be traumatically triggering. The work of scholars like Michelle Panchuk, Elaine Heath, and Katharina von Kellenbach all point to the challenging reality that ecclesial repentance­ (...) may demand dramatic changes to restore a safe environment and righteous expressions of worship that honour God's intentions for all. Glen Kinoshita's ‘ministry of reconciliation’ and Dietrich Bonhoeffer's ‘preparing the way’ and ‘religionless Christianity’ are texts that on the surface address this type of process; however, it is not clear that either scholar fully reckons with the issue of a worshipping community or space that has been so marred by abuse as to become an impediment to a survivor's participation in liturgy. In this article, I modify Bonhoeffer's work to move beyond his claims and make recommendations for further steps towards repentance. (shrink)

Science is continually faced with describing that which is beyond. This book, through contributions from nine prominent scholars, tackles that challenge.

Beyond the obvious technical difficulties, human attempts to communicate with hypothetical Extra-Terrestrial Intelligences also present a number of philosophical puzzles. After all, an alien intelligence is likely the closest thing to a Wittgensteinian lion humanity could ever encounter. In this paper I advance a new challenge for the feasibility of communication with extra-terrestrials. The problem I raise is a practical problem that falls out of the history and philosophy of mathematics and the implementation of METI projects—specifically, the semiprime self-decryption schema (...) of the Drake Pictures message strategy. The Drake Pictures strategy presumes that aliens share the concept ‘prime number’ with us, as understanding that concept is necessary to decrypt our message. However, if the concept ‘prime number’ exhibited open texture at any point in its history, it could have developed in a different direction than it did in our history. If that is so, an alien could have the concept ‘prime number’ and still not be capable of decrypting our messages. I argue that this new problem is more trenchant than previous arguments in both the philosophy and SETI literature, such as applications of the aforementioned Lion argument and other concerns about the possibility of long-range communication without the assumption of shared concepts.
