Scientists’ responsibility to inform the public about their results may conflict with their responsibility not to cause social disturbance by the communication of these results. A study of the well-known Brady-Spence and Iben Browning earthquake predictions illustrates this conflict in the publication of scientifically unwarranted predictions. Furthermore, a public policy that considers public sensitivity caused by such publications as an opportunity to promote public awareness is ethically problematic from (i) a refined consequentialist point of view that any means cannot be (...) justified by any ends, and (ii) a rights view according to which individuals should never be treated as a mere means to ends. The Parkfield experiment, the so-called paradigm case of cooperation between natural and social scientists and the political authorities in hazard management and risk communication, is also open to similar ethical criticism. China is located in the intersection area of two seismic zones. Due to this special geographical location, earthquake disasters occur frequently in China. Earthquake emergency rescue work is one of the key construction works of disaster prevention and mitigation in China. This paper mainly studies the earthquake disaster rescue model based on the complex adaptive system theory and establishes the earthquake disaster rescue model by analyzing the complex adaptive system theory and combining the earthquake rescue process. In this paper, through (...) the task allocation mechanism task, the disaster rescue task is divided into simple task and complex task, and the executive task subject is divided into single task subject and multitask subject. On the basis of considering the shortest emergency rescue time goal and the goal of maximizing the deployment utility of rescue team, the reasonable deployment of a rescue team is realized through a complex adaptive system, that is, the deployment utility of the rescue team is maximized. In this paper, the simulation experiment and comparison of the earthquake disaster rescue model based on the complex adaptive system theory are carried out. The experimental results show that the model used in this paper is better than the other two models in terms of algorithm convergence, rescue number, and overall score; in different scenarios, the relative survival probability of the model in this paper is 58.92%, 67.85%, and 77.46%, and the proportion of the wounded rescued is 66.31%, 76.45%, and 83.06%, which were higher than those of the other two models. The earthquake disaster rescue model based on the complex adaptive system theory proposed in this paper provides an effective theoretical basis and method system for postdisaster emergency rescue decision making and enhances and improves the emergency response ability to deal with large-scale geological disaster events. After reconstructing what connotations seismic language likely carried in Matthew's cultural context, the author utilizes an historically informed author-oriented narrative criticism that is complemented with redaction criticism to analyze the relationships that Matthew's seismic references display with regards to each other and to the overall narrative. This analysis leads to the conclusion that Matthew's seismic references collectively indicate that the (...) life, death, and resurrection of Jesus together represent the partial fulfillment of the Old Testament eschatological Day of the Lord. Day’s observations of the spontaneous behavior of people who helped one another at that time of crisis guided her later in dealing with the great crash of 1929 and the subsequent economic depression, during which, in 1933, she cofounded with Peter Maurin (1877–1949) the Catholic Worker Movement and its many Houses of Hospitality.Day’s experience of an anti-sacrificial civilization of love emerging spontaneously out of a chaotic situation of social crisis seems to challenge René Girard’s theory of the scapegoat-mechanism as the normative way of restoring order and peace to a community whose very existence is threatened by anarchy. The earthquake and its social effect as observable phenomena force the consideration that Girard’s early formulations of his theory, which explicitly distanced it from naturalistic explanations of myth, need to be revised in a way that accords more closely with his own later, apocalyptic thought.In an article published recently in Contagion, Matthew Pattillo has shown that Girard’s writings parallel, and to some extent directly affected, those of Jacques Ellul,1 the noted Christian anarchist who cites Girard explicitly on occasion and whose many books, according to Mark and Louise Zwick, “influenced the later Catholic Worker Movement.”2 In this article, I follow Pattillo’s lead, going back in time in order to examine ways in which the mimetic theory of Girard illumines the early thought and practice of Day, highlighting the originality of Day’s Christian anarchism as a remedy for a culture founded on violence. Whereas Girard posits a prereligious phase of anarchic, contagious violence, to which the rituals and prohibitions of religious societies responded (thus distantly preparing the way for a secularized modernity in which “law and order” stand opposed to an ever-threatening “anarchy”), Day finds a freely chosen Christian anarchy the best cure for anarchic destruction and totalitarianism alike, thus forging what Pattillo calls a “‘third way’ beyond law, beyond morality, beyond chaos.”3 In the end, the prolonged crisis within which the Catholic Workers shape their anarchistic “new society” against an eschatological horizon confirms Girard’s apocalypticism, even as it serves to place it in conversation with the apocalyptic philosophy of history of the Russian philosopher Nicholas Berdyaev (1874–1949), whose thought influenced Maurin and Day.4The Earthquake and the TombFor Girard, the tomb is the real and metaphoric evolutionary origin of human civilization. “Culture,” he writes,always develops as a tomb. The earthquakes which struck Nepal’s capital in 2015 were humanitarian disasters. Not only did they inflict tragic loss of life and livelihoods, they also destroyed parts of the Kathmandu Valley’s unique UNESCO World Heritage site. These monuments were not just ornate structures but living monuments playing central roles in the daily lives of thousands, representing portals where the heavens touch earth and people commune with guiding deities. Their rehabilitation was also of economic importance as they represent a major source (...) of tourist income and employment. Unfortunately, the social and political desire for rapid reconstruction resulted in the swift removal of many traditionally constructed foundations and their replacement with modern materials without assessments of whether they contributed towards the collapse of individual monuments. These actions, combined with the wholesale removal, mixing and dumping of modern and historic debris, contributed to a second, equally destructive, cultural catastrophe – irreversible damage to Kathmandu’s Medieval fabric, in a process which frequently excluded local communities and custodians. This case study draws from our collective reflections and lessons learned from our attempts to enable equitable and ethical research partnerships between UK and Nepali colleagues as well as local communities in the debris of the Kasthamandap, Kathmandu’s eponymous monument. After briefly describing the potential of mobilising archaeologists in post-disaster contexts and outlining the challenges of undertaking research in such a setting, our case study utilises the TRUST Code to assess the character and success of our multidisciplinary collaboration in a time of crises. The occurrence of earthquakes is usually ignored or discounted as an environmental issue, but the environmental relevance of the science of earthquake prediction is demonstrable. The social consequences of such predictions, when they are accurate, and even (once a general pattern of accuracy has been achieved) when they fail, have implications of such varied environmental issues as land-use control, building codes, social and economic costs (for predictions made when no earthquake occurs or for failures to predict earthquakes which (...) do occur). Lay members of the public are more directly involved in programs of earthquake prediction than in almost all other instances of scientific prediction, if only because the scientific findings require public participation in order to have any effect at all. Attention must be paid, accordingly, to the effect of specific public and social values on the practice of earthquake prediction-ranging from such broadly based ones as conceptions of the general relation between man and nature to narrower ones like the cost-benefit analysis of a program of earthquake prediction itself. Because of the close connection between the efficacy of earthquake prediction and public attitudes, moreover, certain questions concerning the social character of “normal” science and the deprofessionalization of scientific institutions are highlighted in this context. Christchurch, New Zealand experienced devastating earthquakes on September 4, 2010, and February 22, 2011, resulting in extensive infrastructural damage and leaving lasting psychological scars of fear, depression, shock, and anger among the local population. Even after thirteen years, the aftermath of these earthquakes continues to deeply affect these individuals, as they grapple with enduring emotional challenges. Social media, particularly X (formerly Twitter), has emerged as a prominent platform for individuals to express their emotions, and during earthquake occurrences, people (...) turn to Twitter to share their feelings in real-time. This study focuses on examining the emotional patterns exhibited in “earthquake tweets” posted by individuals affected by the Christchurch earthquakes between 2010 and 2019. We utilise machine learning techniques to classify these tweets into six classes of emotions of anger, fear, grateful, humour, sympathy and worry. The analysis shows a progressive increase in the percentage of tweets expressing fear and worry over the years. This finding indicates that the community continues to experience a heightened sense of fear and worry whenever earthquakes occur. (shrink)

Earthquakes, which can cause widespread territorial and socio-economic destruction, are life-threatening, unexpected, unpredictable and uncontrollable events caused by the shaking of the surface of the earth. The psychological consequences, such as PTSD, anxiety, depression, and suicidal ideation, are well-known to clinicians and researchers. This study was conducted with the aim of evaluating the use of the Eye Movement Desensitization and Reprocessing (EMDR) Integrative Group Treatment Protocol (IGTP) on a sample of adolescents, after the earthquake in Central Italy on 24 (...) August 2016. The objective of the EMDR intervention was to reduce PTSD symptoms. Before and after EMDR, specific assessment to find changes in PTSD symptoms was made using the IES-R (Impact of Event Scale Revised) and through the analyses of the Subjective Units of Disturbance (SUD). The EMDR treatment was given in three sessions (T1, T2, T3), each lasting 90 minutes, and the results at follow-up phase (T4) were also monitored. The results are very encouraging, showing significantly reduced PTSD symptoms in the majority of the subjects. The clinical implications and limitations will be discussed. (shrink)

The most common tectonic quality of modern structures, such as frame systems, is their flexibility; they are open for change. Although this characteristic is a big advantage in comparison to the inflexible masonry structures of the past, it might also create some serious problems, such as e.g. the lack of safety in the event of an earthquake, if the flexibility is not used consciously by architects and interior designers. This article attempts to define and establish some rules for the interior (...) design of buildings with reinforced concrete frame systems. The rules for making subtractions from these structures and extending them by making additions to them are contained within this article. The main objective of this article is to derive some ethical values from these rules. In this paper I develop a deconstructive analysis of the relationship between humanitarian aid and state sovereignty. First, I sketch Derrida's analysis of the Christian roots of contemporary concepts of tolerance, forgiveness, and hospitality. Second, I trace the history and etymology of the word ‘humanitarian’ to reveal its Christian heritage; and argue that ‘humanitarian’ is bound to the violence of Christ's crucifixion, on the one hand, and to the sovereignty of God, on the other. Third, I set out three phases (...) in the politics of contemporary humanitarian aid in relation to an increasing concern for humanitarian warfare. I conclude that international humanitarian aid and humanitarian warfare are bound together through an autoimmune logic that simultaneously challenges and shores up state sovereignty. State sovereignty creates ‘refugees’, which necessitates humanitarian aid organizations to step in and literally fill the space between state borders, a space that has become a kind of ‘no-man's land’ beyond citizenship. Police and military respond to refugee camps by patrolling them to shore up national borders and state sovereignty. Non-governmental humanitarian aid organizations, supposedly operating outside of nation states, become a necessary supplement to state sovereignty. (shrink)

In the final book of his poem Lucretius spends some time discussing earthquakes and their causes. In accordance with the standard Epicurean practice, Lucretius considers four alternative physical mechanisms that may be responsible for the phenomenon. The first three explanations involve three different kinds of subterranean matter—rock, water and air —causing the commotion of the earth's deeper regions, which is then transmitted to the surface. The Finnish experiment of 2017–18 is a crucial test case. It provides one of the most robust experimental tests of a universal basic income (UBI) in the context of an advanced industrialised society. And it is a real milestone, since it represents a nonutopian approach to UBI that can be palatable to middle class voters. But its partial success is also a partial failure. Although it is too early to render judgement, the Finnish case shows that there are many obstacles (...) for the successful implementation of theoretical models. Seismology is a science that has received little attention from historians of science; most of what has been written about it has been by seismologists. Thus, it is interesting to see the different ways of approaching this subject by seismologists and historians. The approach followed by Deborah Coen is of great interest. Instead of writing about seismology as a physical science, which seismologists would prefer, she has chosen to delve into the human aspects of the experience of earthquakes, that (...) is, about the non-scientists, ordinary observers of earthquakes during the late nineteenth and early twentieth centuries and their interaction with scientists. It must be remembered that the observations of how an earthquake is felt by people and the damage it has caused are still the basis for the scales of macroseismic intensities, so they are still of interest for seismologists today. Background Ethical care provided by nurses to earthquake victims is one of the main subjects in nursing profession. Objectives Given the information gap in this field, the present study is an attempt to explore the nurses’ experience of ethical care provided to victims of an earthquake. Research design and method A hermeneutic phenomenological study was performed. The participants were 16 nurses involved in providing care to the injured in Kermanshah earthquake, Iran. They were selected using purposeful sampling, and in-depth and (...) semi-structured interviews were carried out. The transcribed interviews were analyzed based on the hermeneutic approach using the analysis method proposed by Diekelmann et al. Ethical considerations The study was approved by the Research Council and Ethics Committee of Urmia University of Medical Sciences, Iran. Findings Data analyses revealed four themes and 10 sub-themes that illustrated nurses’ experience of ethical care during earthquake. The themes were (1) Respecting humanistic values (sacrifice, stepping beyond task description, and voluntary work), (2) Commitment to ethics (honesty, confidentiality, and trustworthiness), (3) Respecting dignity of victims (respecting cultural values, maintaining privacy, having humanistic perspective, and effective communication), and (4) Spiritual support (helping patients to do religious rituals Psychological support). Conclusion The results showed the nurses’ experience with providing care to earthquake victims. The findings underlined ethics and ethical values in providing nursing care during disasters. It is suggested that special courses on the importance of nursing ethics in critical situations be incorporated into nursing curriculums and in-service educations. (shrink)

Exposure to environmental contextual changes, such as those occurring after an earthquake, requires individuals to learn novel routes around their environment, landmarks and spatial layout. In this study, we aimed to uncover whether contextual changes that occurred after the 2009 L’Aquila earthquake affected topographic memory in exposed survivors. We hypothesized that individuals exposed to environmental changes—individuals living in L’Aquila before, during and after the earthquake (hereafter called exposed participants, EPs)—improved their topographic memory skills compared with non-exposed participants (NEPs) who moved (...) to L’Aquila after the earthquake, as only EPs had to modify their previous cognitive map of L’Aquila. We also hypothesized that memory improvement was selective for the navigational space and did not generalize across other spatial and verbal domains. To test these hypotheses, we compared the topographic and spatial memory skills of 56 EPs without post-traumatic stress disorder (PTSD) symptoms to the skills of 47 NEPs using the Walking Corsi Test (WalCT; memory test in the navigational space) and the Corsi Block-Tapping Test (CBT; visuospatial memory test in the reaching space); EPs and NEPs were matched for gender, education and general navigational skills. A sub-group of participants also underwent the Rey-Auditory Verbal Learning Test (RAVLT; verbal memory test). The results showed that only EPs had better performances on topographic learning (TL) assessed using the WalCT rather than spatial learning assessed by the CBT. This outcome suggests the possibility that EPs specifically improved topographic memory. This effect may be due to continuous exposure to environmental changes that have required individuals to learn novel paths within the city and integrate novel information, such as “new towns,” into their pre-existing mental representation of the city. No matter one’s wealth or social position, all are subject to the threats of natural hazards. Be it fire, flood, hurricane, earthquake, tornado, or drought, the reality of hazard risk is universal. In response, governments, non-profits, and the private sector all support research to study hazards. Each has a common end in mind: to increase the resilience of vulnerable communities. While this end goal is shared across hazards, the conception of how to get there can diverge considerably. The earthquake and (...) hurricane research endeavors in the US provide an illustrative contrast. The earthquake community sets out to increase resilience through a research process that simultaneously promotes both high quality and usable – preparedness-focused - science. In order to do so, the logic suggests that research must be collaborative, responsive, and transparent. Hurricane research, by contrast, largely promotes high quality science – predictions - alone, and presumes that usability should flow from there. This process is not collaborative, responsive, or transparent. Experience suggests, however, that the latter model – hurricane research - does not prepare communities or decision makers to use the high quality science it has produced when a storm does hit. The predictions are good, but they are not used effectively. Earthquake research, on the other hand, is developed through a collaborative process that equips decision makers to know and use hazards research knowledge as soon as an earthquake hits. The contrast between the two fields suggests that earthquake research is more likely to meet the end goal of resilience than is hurricane research, and thus that communities might be more resilient to hurricanes were the model by which research is funded and conducted to change. The earthquake research experience can provide lessons for this shift. This paper employs the Public Value Mapping (PVM) framework to explore these two divergent public value logics, their end results, and opportunities for improvement. (shrink)

The March 11, 2011, Great East Japan Earthquake caused extensive damage to the Tōhoku district of Japan and gave rise to many arguments concerning the meaning of “disaster” as well as the road to recovery. In particular, the severe accident of the Fukushima-Daiichi nuclear power plant reminded us of the overconfidence of science and technology. In this article, I will discuss concepts such as “disaster of civilization,” “impermanence,” “betweenness,” and the double structure of the Japanese view of nature.

The 27th February, 2010 an 8.8 Mw earthquake upset Chile. A year after, the writer Juan Villoro published 8.8: El miedo en el espejo, a story by means of a catharsis telling his own experience throughout the earthquake. Villoro’s aim is to demonstrate that people’s psychological guaranties have fallen down together with the buildings’ walls. The Mexican writer describes his staying at the Hotel San Francisco in Santiago de Chile, which held out against the earthquake shocks but entrapped several Latin-American (...) writers as well as Villoro. John Martin Fischer has published a trilogy of papers discussing Judith Jarvis Thomson’s ground-breaking “A Defense of Abortion”. Fischer claims that neither the unconscious violinist nor the people-seeds thought experiment is persuasive, and he concludes that Thomson’s arguments are incomplete in the sense that they require further support to secure the permissibility of abortion in their respective contexts of pregnancy resulting from rape and pregnancy resulting from voluntary intercourse and contraceptive failure. My aim in this paper is to identify three (...) ways in which Fischer fails to faithfully capture the force of arguments in ADA. I also suggest that these failings are indicative of a general under-appreciation of how the arguments in ADA support a feminist strategy for resisting anti-abortionist arguments. The strategy is to emphasize that these arguments fail on their own terms when one takes into consideration the sacrifices expected of women carrying unwanted pregnancies compared to the sacrifices expected from men in other relevantly similar social contexts. To ignore this aspect of ADA shows a failure to appreciate its potential for supporting a feminist argument based on the equitable applications of our concepts of risk and responsibility. (shrink)

How does Myriam Chancy create new human and humane narratives about the 2010 Haiti earthquake which challenge the dehumanizing stereotypes of global media reporting? Theorizing ‘ruination’ in relation to this specific Haitian earthquake context, I contrast Chancy’s ‘reckless optimism’ with a tendency of postcolonial melancholy. The article identifies a process of unsilencing the past by building on Michel-Rolph Trouillot’s idea of ‘silencing’ the past in new directions. It explores Chancy’s memory practice through an analysis of her remapping of multilayered/compounded memory (...) sites as palimpsests. I argue that memory sites and ruination are also embodied as human ruins and memory people, expanding on Stuart Hall’s concept of the ‘living’ archive. There is a special focus on Haitian women and girls coming together via healing commemorative practices of rasanblaj and rasanbleman (gathering/reassembling) — Haitian-style, community-grounded rebuilding and survival strategies — in sacred sites with possibilities of regeneration from the dust of the quake. Computation of seismic parameters and its interpretation from the recorded earthquake signal is empowered by digital data acquisition systems. This enables seismologist to automatically compute all the relevant parameters. Futuristic applications require extensive software development to implement seismic prediction and forecasting models. While developing such models, software developer prefer to write their own in-house analysis & modeling software with complete control over the required computations and models. This paper presents a case study of the “electric hypothesis” of the causes of earthquakes, which emerged in the second half of the eighteenth century as part of the first studies of seismology. This hypothesis was related to Franklin’s views on atmospheric electricity and developed in a period when electric phenomena were widely studied, and was essentially based on solid empirical evidence and confirmed by model experiments. Even though it resulted from scientific reasoning, the theory remained strongly empirical, and (...) was supported by Italian scholars who were familiar with seismic events. Among these, Giuseppe Saverio Poli, a follower of Franklin, was able to provide a careful and comprehensive explanation of the disastrous earthquake of 1783, which occurred in Calabria, a region of southern Italy, and the St. Anne earthquake of 1805, by drawing not just upon the electric evidence, but all the relevant phenomenology available. We outline here the emergence, the development, and the later evolution (up to the beginning of the nineteenth century) of the “electric earthquake” paradigm by focusing on different works by Poli, including a previously unknown manuscript containing a thorough account of the Calabria earthquake prepared by the Neapolitan scholar for the Royal Society. The present case study therefore offers the opportunity to illustrate how electrical science shaped earthquake science to a degree not usually appreciated in the literature, and is also supported to some extent by the transition from Enlightenment scientific ideals to the Romantic conception of unity in the natural world, in search of common causes among phenomena belonging to different fields. Three hundred and seventy-six middle school students in Wenchuan County were assessed three and one-half years after the Wenchuan earthquake to examine the effects of rumination on posttraumatic stress disorder (PTSD) and posttraumatic growth (PTG). The results revealed that recent intrusive ruminations partly mediated the relationship between intrusive rumination soon after the earthquake with PTSD but not with PTG. Recent deliberate rumination partly mediated the relationship between intrusive rumination soon after the earthquake and PTG but not PTSD. Moreover, recent deliberate (...) rumination also partly mediated the relationship between recent intrusive rumination with PTG but not with PTSD. Overall, intrusive rumination soon after the earthquake had an effect on PTSD but not on PTG through recent intrusive rumination and affected PTG but not PTSD through deliberate recent rumination. Furthermore, intrusive rumination soon after the earthquake affected PTG but not PTSD by recent deliberate rumination following recent intrusive rumination. More importantly, the present study also found that PTSD exhibited no relation to PTG. These results suggest that PTSD and PTG are influenced by different mechanisms, which further indicates that PTSD and PTG represent two separate dimensions of experience after adversity. (shrink)

The close coupling between media and science becomes predominant in the context of public controversies over science during disasters like earthquakes. The paper discusses some crucial aspects of this dynamic by investigating the role of regional press in Kerala, India, in initiating and maintaining a public controversy over a series of micro earthquakes in 2001 amidst growing public skepticism over the competence of Earth Science to convincingly explain the phenomenon. The press employed various strategies to challenge the official (...) scientific explanation of the phenomenon and broke open the ground for a spectrum of alternative interpretations and critical interventions, affirming greater public participation in science. Most of the experts continued to downplay the concerns raised by the media, but closure was attained when a lesser-known team of experts convincingly interpreted the geological events while participating in the deliberations. The paper analyses how the media played a crucial role in revealing and enhancing the entanglement of science with diverse actors and institutions during the controversy. (shrink)
