This book offers a comprehensive treatment of the classical decision problem of mathematical logic and of the role of the classical decision problem in modern computer science. The text presents a revealing analysis of the natural order of decidable and undecidable cases and includes a number of simple proofs and exercises.

There is sufficient evidence from more recent experiments in psychology that equal retinal stimulus-elements do not lead to equal experiences and reactions except under certain rather specific conditions. An unsophisticated observer will find himself surprised to be able to cover with his own finger a person entering the door of his living room. Humans often behave altruistically towards strangers with no chance of reciprocation. From an evolutionary perspective, this is puzzling. The evolution of altruistic cooperative behavior—in which an organism’s action reduces its fitness and increases the fitness of another organism —only makes sense when it is directed at genetically related organisms or when one can expect the favor to be returned. Therefore, evolutionary theorists such as Sober and Wilson have argued that we should revise Neo-Darwininian evolutionary theory. They argue that human altruism (...) evolved through group selection in which groups of altruists were naturally selected because they had a comparative advantage over other groups. Wilson and Sober’s hypothesis attracted followers but is rejected by most of their peers. The heated debate between advocates and critics of group selection often suffers from a lack of conceptual clarity. In response, I set out to clearly distinguish ‘genetic’ from ‘cultural’ group selection and argue that the latter does not face the potentially debilitating problems plaguing the former. I defend the claim that human altruistic dispositions evolved through cultural group selection and gene-culture coevolution and offer empirical evidence in support. I also argue that actual altruistic behavior often goes beyond the kind of behavior humans have evolved to display. Conscious and voluntary reasoning processes, I show, have an important role in altruistic behavior. This is often overlooked in the scientific literature on human altruism. (shrink)

Nanotechnology (henceforth NT) is a rapidly advancing field with the potential of revolutionizing diverse areas such as electronics, healthcare, transport and energy production. NT products and applications come with (potential) benefits and (potential) harms. The presence of potential harms calls for regulation. Both under- and overregulation – I argue – are morally undesirable. In the case of underregulation, stakeholders fall victim to the harmful effects of the technology. In the case of overregulation, stakeholders are deprived of the benefits of the (...) technology. In this chapter, I identify the biases and factors that lead to under- and overregulation and offer solutions in response. More precisely, I argue that a lack of specific regulation, the presence of conflicts of interest and short-term economic incentives could lead to the underregulation of NT products and applications. Conversely, I argue that a negativity bias, harm aversion, the fear of opening ‘Pandora’s box’ and the intuition that what is natural is good and what is artificial (human-made) is bad could lead to overregulation. To avoid these pitfalls and the woes of under- and overregulation following in their wake, we need to set up a process – which I describe – in which policymakers and independent scientists closely collaborate. Although the method of Belgian budgeting and controlling has considerably improved during recent years, there still remain a lot of shortcommings such as: frequently late introduction into Parliament of the budget, inadequate information about expenditure, rarely application of zero base budgeting aften combined with techniques which embellish the budget. Debudgeting is the most important camouflage technique. Debudgeting appears in different manners and influences not only the height but also the evolution of the budget deficit. An improvement of the budgeting technique (...) in Belgium doesn't ask fundamental changes of actual law. Just a switch in applicating the law according to the original spirit and interpretation of actual legislation, would be satisfactory to obtain an efficient and effective budget-policy. (shrink)

The theme of this book is formed by a pair of concepts: the concept of formal language as carrier of the precise expression of meaning, facts and problems, and the concept of algorithm or calculus, i.e. a formally operating procedure for the solution of precisely described questions and problems. The book is a unified introduction to the modern theory of these concepts, to the way in which they developed first in mathematical logic and computability theory and later in automata theory, (...) and to the theory of formal languages and complexity theory. Apart from considering the fundamental themes and classical aspects of these areas, the subject matter has been selected to give priority throughout to the new aspects of traditional questions, results and methods which have developed from the needs or knowledge of computer science and particularly of complexity theory. It is both a textbook for introductory courses in the above-mentioned disciplines as well as a monograph in which further results of new research are systematically presented and where an attempt is made to make explicit the connections and analogies between a variety of concepts and constructions. This article raises the question of whether standard economics with the general equilibrium model at its core applies situational analysis in a Popperian sense. Contrary to Popper's own view, the authors come to the conclusion that this is not the case. Standard economics fails to represent elements essential to any social situation in an adequate manner. It comprises uncertainty, time and space, social interaction, unintended effects, as well as culture and institutions. The authors suggest, therefore, the socioeconomic context as an (...) alternative approach to analyzing social situations. It consists of four basic elements: (1) dominant worldviews, (2) institutions and technologies, (3) relative prices, and (4) political instruments. The alternative approach was applied with some success to analyzing inter alia problems of unemployment as well as of transformation. (shrink)

Our century thinks scientifically. Nothing would be more plausible than that it has the same relation to the world as does Sein und Zeit. This, however, is not the case. For Heidegger, Science and Technology are essential characteristics of our time. Both are rooted in man insofar as he is a "Will to Will." Scientific man is man as subject. As such he does not wish to see the world the way it appears by itself but rather as a field (...) that may be tilled by him and is preordained for him and his activity. The world as the object of action does not merely come to man as a legacy; instead he violently grasps it and makes it his hunting ground. "Man becomes that Seiende, on which is based all Seiende in the manner of its Being and its Truth". Man of the machine-age does not allow for a world "where Being is as Being." The Subject "sets" its world and therefore has a Welt-bild and Welt-anschauungen, all of these being bifurcations indicating the separation of subject and world. A uniform world is replaced by Ego over against World. In this kind of "world" man makes God in his own image by setting the "world" as the stage for his Welt-anschauung, one which aims at utility and plasticity. Man is the director staging the world of his idea. As the objects which are handled have properties which reflect back on the producer, the directing is all the more dangerous. He who in everything that he thinks and does is staging himself might become the victim of his own production; the world of the calculating man has the character of its producer. "The calculating mind, adapting itself, invents 'values'. Value is the transformation of the Essence of Essence into the quantitative and the gigantic." In Holzwege Heidegger shows that the gigantic is a consequence of the way the subject places himself in the world. The world does not appear as what it is, but as what man makes of it. The world of the machine-age is a world-less world and the "world" as it is described in Sein und Zeit and more so in the essay "Vom Wesen des Grundes" does not appear in it. (shrink)

In the Consolation of Ontology, Czech poet-philosopher Egon Bondy examines the substantial model of reality — the notion that there is some sort of substance, some "thing", idea, being, or principle that creates, underlies, transcends, or gives meaning to the universe in which we live. He shows how the substantial model, in both its theistic and mechanical materialist versions, is logically untenable and dangerous in its consequences. From there, Bondy shows how the nonsubstantial alternative — prefigured in the thinking (...) of cultures that developed independently of Greece — is simpler and more logically consistent. More importantly, it is free from the negative consequences of the substantial model and instead opens the way toward genuine human freedom, creativity, and responsibility, toward a corresponding and supportive form of social organization, and toward an unclouded understanding of ontological reality. Previously untranslated, the book asks that we leave behind comfortable assumptions and understand how the struggles for a genuinely human future and for ontological clarity presuppose each other and are mutually interdependent. The debate about scientific realism is concerned with the relation between our scientific theories and the world. Scientific realists argue that our best theories or components of those theories correspond to the world. Anti-realists deny such a correspondence. Traditionally, this central issue in the philosophy of science has been approached by focusing on the theories themselves (e.g., by looking at theory change or the underlying experimental context). I propose a relatively unexplored way to approach this old debate. In addition to (...) focusing on the theory, we should focus on the theorizer. More precisely, in order to determine on which component of a theory we should hinge a realist commitment, we should analyze the cognitive processes underlying scientific theorizing. In this paper I do just that. Drawing from recent developments in the cognitive sciences and evolutionary epistemology, I formulate some tentative conclusions. The aim of this paper is not so much to defend a particular position in the debate on scientific realism but to showcase the value of taking a cognitive perspective in the debate. (shrink)

According to the evolutionary sceptic, the fact that our cognitive faculties evolved radically undermines their reliability. A number of evolutionary epistemologists have sought to refute this kind of scepticism. This paper accepts the success of these attempts, yet argues that refuting the evolutionary sceptic is not enough to put any particular domain of beliefs – notably scientific beliefs, which include belief in Darwinian evolution – on a firm footing. The paper thus sets out to contribute to this positive justificatory project, (...) underdeveloped in the literature. In contrast to a ‘wholesale’ approach, attempting to secure justification for all of our beliefs on the grounds that our belief-forming mechanisms evolved to track truth, we propose a ‘piecemeal’ approach of assessing the reliability of particular belief-forming mechanisms in particular domains. This stands in contrast to the more familiar attempt to transfer warrant obtained for one domain to another by showing how one is somehow an extension of the other. We offer a naturalist reply to the charge of circularity by appealing to reliabilist work on the problem of induction, notably Peter Lipton's distinction between self-certifying and non-self-certifying inductive arguments. We show how, for scientific beliefs, a non-self-certifying argument might be made for the reliability of our cognitive faculties in that domain. We call this strategy Humean Bootstrapping. (shrink)

The editor of this Journal has asked me to comment on the preceding paper by Professor Hammond in which certain parallels are drawn between relativity physics and my own suggestions concerning the establishment of “representative design” in psychological experimentation. Since I find little basis for criticism of Dr. Hammond's major line of reasoning, I shall concentrate on anticipating possible objections to Hammond's comparison as well as on elucidating my point of view by means of examples, both old and new, that (...) seem pertinent in the present context. ABSTRACTPeople's relationship between positive and negative affect varies on a continuum from relatively independent to bipolar opposites, with stronger bipolar opposition being termed affective bipolarity. Experiencing more depressive symptoms is associated with increased bipolarity, but the processes underlying this relation are not yet understood. Here, we sought to replicate this link, and to examine the role of two potential mediating mechanisms: emotion regulation ability, and trait brooding. Drawing from the Dynamic Model of Affect, we hypothesised that a poor ability to (...) regulate negative emotion, and the tendency to brood over one's depressed feelings would predict stronger affective bipolarity, and mediate the relationship between depressive symptoms and affective bipolarity. This chapter examines art-historical classification and style-dating and evaluates their applications in establishing the connections between Ireland and Anglo-Saxon England during the seventh century. It describes the animals and plants in Christian objects and suggests that they are variants of the Germanic Animal Style II defined by Bernhard Salin. The chapter also argues that these objects reflect the relationships between the Anglo-Saxon and Irish ruling elites.
