En la actualidad, los desarrollos teóricos acerca de la justicia desde una perspectiva lingüística giran alrededor de la teoría de la justicia de John Rawls y la teoría de la acción comunicativa de Jürgen Habermas. Empero, aunque un estudio detallado del funcionamiento del lenguaje hace parte de estas teorías no pueden concebirse propiamente como filosofías del lenguaje. La filosofía del lenguaje propende por la construcción de una teoría del significado que permita explicar diferentes fenómenos lingüísticos entre los que se encuentran (...) aquellos donde es usado el concepto de justicia. Mientras estas teorías permiten comprender las dinámicas pragmáticas de estos fenómenos, quedan cortas en la comprensión del contenido semántico del concepto. Este contenido semántico es lo que en última instancia aclara la naturaleza del mismo y, por tanto, una teoría del significado que permita dar cuenta tanto de las dinámicas pragmáticas como del contenido semántico será de vital importancia en la aclaración del concepto de justicia. Según este panorama, una salida más viable podría encontrarse en el pensamiento de Robert Brandom y Charles Travis, cuyas teorías del significado están basadas en el pensamiento expuesto en la obra tardía del filósofo Ludwig Wittgenstein. Según este autor, las prácticas de la justicia hacen parte de nuestras formas de vida y si el contenido semántico del concepto de justicia ha de ser buscado en algún lugar, es allí, en esas prácticas, donde será encontrado. La trama de la vida misma es la luz adecuada que puede iluminar la oscuridad en la que se ha sumido el concepto de justicia. Currently, the theoretical developments about justice from a linguistic perspective revolve around the theory of justice of John Rawls and the theory of communicative action of Jürgen Habermas. However, although a detailed study of the functioning of language is part of these theories, they can not be properly conceived as philosophies of language. The philosophy of language tends to the construction of a theory of meaning that allows explaining different linguistic phenomena among which are those where the concept of justice is used. While these theories allow to understand the pragmatic dynamics of these phenomena, they are short in the understanding of the semantic content of the concept. This semantic content is what ultimately clarifies the nature of it and, therefore, a theory of meaning that allows to account both the pragmatic dynamics and the semantic content will be of vital importance in the clarification of the concept of justice. According to this panorama, a more viable exit could be found in the thought of Robert Brandom and Charles Travis, whose theories of meaning are based on the thought expressed in the later work of the philosopher Ludwig Wittgenstein. According to this author, the practices of justice are part of our forms of life and if the semantic content of the concept of justice has to be sought somewhere, it is there, in those practices, where it will be found. The plot of life itself is the adequate light that can illuminate the darkness in which the concept of justice has been submerged. (shrink)

From a scientific standpoint, the world is more prepared than ever to respond to infectious disease outbreaks; paradoxically, globalization and air travel, antimicrobial resistance, the threat of bioterrorism, and newly emerging pathogens driven by ecological, socioeconomic, and environmental factors, have increased the risk of global epidemics.1,2,3 Following the 2002–2003 severe acute respiratory syndrome (SARS), global efforts to build global emergency response capabilities to contain infectious disease outbreaks were put in place.4,5,6 But the recent H1N1, Ebola, and Zika global epidemics (...) have shown unnecessary delays and insufficient coordination in response efforts.7,8,9,10 In a thoughtful and compelling essay,11 Thana C. de Campos argues that greater clarity in the definition of pandemics would probably result in more timely effective emergency responses, and pandemic preparedness. In her view, a central problem is that the definition of pandemics is based solely on disease transmission across several countries, and not on spread and severity together, which conflates two very different situations: emergency and nonemergency disease outbreaks. A greater emphasis on severity, such that pandemics are defined as severe and rapidly spreading infectious disease outbreaks, would make them “true global health emergencies,” allowing for priority resource allocation and effective collective actions in emergency response efforts. Sympathetic to the position taken by de Campos, here I highlight some of the challenges in the definition of severity during an infectious disease outbreak. (shrink)

Is ‘knowledge society’ yet another empty slogan? More than ever, ‘knowledge is power’. But we can hardly affirm that the society we live in is based on the vigour of knowledge. The market price placed on knowledge fails to provide it with the needed qualitative impetus. Inequities remain the blind spot of technological systems. To be sure, we are living in an information society at higher scales of exchange, with ‘a great deal of information, but little knowledge’. We may (...) indeed be restoring a sort of enlightened despotism of a technologically neo-positivistic type, a realm of experts whose ‘know-how’ is but another term for ‘doing without knowing’. In a truly democratic sense, the knowledge society is a basic human right. Knowledge is nourished in society. Conversely, societies find in knowledge a compass for their peaceful co-existence. Zur Anwendung der Diskursethik in Politik, Recht und Wissenschaft suggests that something like a critique of practical reason, or at least its foundations—from the perspective of transcendental semiotics—is in the works, and in addition that it is something possible, desirable and even necessary. The suggestion is that a semiotically transformed transcendental philosophy, as the theoretical aspect of a philosophical system, has its complement in a practical philosophy whose main tenets have come to be known as discourse ethics, or the discourse (...) theory of ethics. Historically, Karl-Otto Apel was the first to formulate some of the main arguments of a communicative, discursive, semiotical, or pragmatic theory of morality, and he did so as far back as the late sixties and early seventies. In the United States, in contrast to European and Latin American countries where Apel's work is better known, Habermas' name is the one most frequently associated with the discourse theory of ethics. This state of affairs may be due to a dearth of translations of primary sources, though Benhabib's and Dallmayr's The Communicative Ethics Controversy provides an excellent selection of primary texts. Consequently, today in the United States we stand not only quite behind the times in terms of the primary sources of discourse ethics, but also of the growing secondary literature on the subject. Neither Apel, nor Habermas, can be said to provide the only discourse-ethical approach within philosophy and political theory, exhaust the consequences and possibilities of an application of discourse ethics by their respective attempts to link it directly to either a theory of politics, or a theory of the democratic state that is circumscribed by both a specifically German historical horizon and a European-First World outlook. Indeed what makes this book particularly interesting, helpful, and above all timely is that it makes a conscious effort to represent the various positions that fall under the rubric of communicative, or discourse oriented practical philosophy, and the many ways in which problems of practical philosophy can be approached—while it attempts to give us a distinct sense that this approach has in fact graduated to an international status, that is, that it is no longer, if it ever was, exclusively an affair of German philosophy. Rare events have happened ever since the beginning of this universe. However, they have very recently become the subject of study and a category. This paper studies what rare events are and explores a series of epistemological consequences, thereafter, along with its complexity. The paper introduces a brand new understanding about the sciences of complexity, namely the study of unpredictable phenomena. Unpredictability is the ground, the problem, and the support for complexity as such, something that has never been openly (...) set to the fore in the bibliography about the field. Los eventos raros han sucedido desde el comienzo de este universo y, sin embargo, la tematización y categorización de los mismos es un fenómeno perfectamente reciente. Este artículo estudia qué son los eventos raros y explora la tesis y consecuencia de tipo epistemológico y su complejidad. El texto permite por lo demás una nueva comprensión sobre las ciencias de la complejidad, a saber, el estudio de fenómenos impredecibles. La impredecibilidad constituye el piso, el problema y el soporte de la complejidad misma, algo que jamás ha sido puesto explícitamente de manifiesto en la bibliografía sobre el tema. (shrink)

This article analyzes the evolution of state capacity in Peru during the recent commodity boom. Peru’s economic growth happened in a context in which inclusive democratic institutions were at play for the longest period ever registered in the country and at a time when political elites decided to invest considerable resources in developing state capacity. This case illustrates how boom-led economic growth can lead to the institutional strengthening of a weak state. However, state capacity continues to be low in (...) Peru. The causal mechanism that yields such continuity differs from those entertained in classic path-dependent explanations of state capacity in Latin America. The article identifies a novel mechanism that helped reproduce the Peruvian path intertemporally. This relational mechanism suggests that state capacity remains low because of the relatively enhanced capacities of state challengers to locally fend off and contest an otherwise much stronger state apparatus. The article argues, on that basis, the need to employ a relational analysis that gauges net state strength with respect to the power acquired by relevant non-state actors who might challenge state authority across different local arenas. Classic conceptualizations of state capacity are indeed relational, but conventional applications are predominantly unilateral and, thus, misleading. Unilateral notions of state capacity are those that focus on either state efforts and investments to assert state capacity or, alternatively, on the presence of challenges that curtail the levels of actually observed state capacity. The 1985 paper by Carlos Alchourrón, Peter Gärdenfors, and David Makinson, “On the Logic of Theory Change: Partial Meet Contraction and Revision Functions” was the starting-point of a large and rapidly growing literature that employs formal models in the investigation of changes in belief states and databases. In this review, the first twenty-five years of this development are summarized. The topics covered include equivalent characterizations of AGM operations, extended representations of the belief states, change operators not included in the original (...) framework, iterated change, applications of the model, its connections with other formal frameworks, computatibility of AGM operations, and criticism of the model. The end of the world is a seemingly interminable topic; at least, of course, until it happens. Environmental catastrophe and planetary apocalypse are subjects of enduring fascination and, as ethnographic studies show, human cultures have approached them in very different ways. Indeed, in the face of the growing perception of the dire effects of global warming, some of these visions have been given a new lease on life. Information and analyses concerning the human causes and the catastrophic consequences of the (...) planetary crisis have been accumulating at an ever-increasing rate, mobilising popular opinion as well as academic reflection. In this book, philosopher Deborah Danowski and anthropologist Eduardo Viveiros de Castro offer a bold overview and interpretation of these current discourses on the end of the world, reading them as thought experiments on the decline of the West's anthropological adventure; that is, as attempts, though not necessarily intentional ones, at inventing a mythology that is adequate to the present. This work has important implications for the future development of ecological practices and it will appeal to a broad audience interested in contemporary anthropology, philosophy, and environmentalism. I argue against Matthew Slater’s rejection of what he calls the grounding claim in his stable property cluster account of natural kinds. This claim states that the epistemic value of natural kinds depends on the existence of some ground to bind together a kind’s properties. Using two test cases from academic medicine, I show that grounds are genuinely explanatory of scientific epistemic practices and that the SPC account should not do without them in its philosophical analysis of natural kinds.

Why do humpback whales sing? This paper considers the hypothesis that humpback whales may use song for long range sonar. Given the vocal and social behavior of humpback whales, in several cases it is not apparent how they monitor the movements of distant whales or prey concentrations. Unless distant animals produce sounds, humpback whales are unlikely to be aware of their presence or actions. Some field observations are strongly suggestive of the use of song as sonar. Humpback whales sometimes stop (...) singing and then rapidly approach distant whales in cases where sound production by those whales is not apparent, and singers sometimes alternately sing and swim while attempting to intercept another whale that is swimming evasively. In the evolutionary development of modern cetaceans, perceptual mechanisms have shifted from reliance on visual scanning to the active generation and monitoring of echoes. It is hypothesized that as the size and distance of relevant events increased, humpback whales developed adaptive specializations for long-distance echolocation. Differences between use of songs by humpback whales and use of sonar by other echolocating species are discussed, as are similarities between bat echolocation and singing by humpback whales. Singing humpback whales are known to emit sounds intense enough to generate echoes at long ranges, and to flexibly control the timing and qualities of produced sounds. The major problem for the hypothesis is the lack of recordings of echoes from other whales arriving at singers immediately before they initiate actions related to those whales. An earlier model of echoic processing by singing humpback whales is here revised to incorporate recent discoveries. According to the revised model, both direct echoes from targets and modulations in song-generated reverberation can provide singers with information that can help them make decisions about future actions related to mating, traveling, and foraging. The model identifies acoustic and structural features produced by singing humpback whales that may facilitate a singer’s ability to interpret changes in echoic scenes and suggests that interactive signal coordination by singing whales may help them to avoid mutual interference. Specific, testable predictions of the model are presented. (shrink)

Abstract: This paper defends David Armstrong’s solution to the problem of inductionb against Helen Beebee’s attack on that solution. To solve theproblem of induction, Armstrong contends that the timeless necessity explanation is the best explanation of our observed regularities, whereas Beebee attempts to demonstrate that the time-limited necessity explanation is an equally good explanation. Allegedly, this explanation blocks Armstrong’s solution. I demonstrate that even if the time-limited ecessity explanation were an equally good explanation of our observed regularities, this explanation does (...) not block Armstrong’s solution. I argue that, in fact, the timeless necessity explanation is a better explanation of our observed regularities than is the time-limited necessity explanation. (shrink)

This article consists of an analysis of the influence of the Berlin philosopher Georg Simmel on the initial stages of José Ortega y Gasset's philosophy. In this case, we will focus on the influence that Simmel's aesthetics exerted on the young Ortega for the configuration of a theory of the historical evolution of the arts in which some of the strong theses that would characterize his mature thought are revealed. It should be noted that this article is included within a (...) project of analysis of the relationship of influence between Simmel and Ortega, an influence that covers multiple fields of philosophical and scientific thought, such as epistemology, aesthetics, ontology, sociology, etc., as well as diverse and interesting contents of analysis. The main objective is to demonstrate that under the fundamental ideas of Ortega y Gasset's philosophy of historical and vital reason flows the tension between life and form that is the basis of Simmelian thought. Vector logic is a mathematical model of the propositional calculus in which the logical variables are represented by vectors and the logical operations by matrices. In this framework, many tautologies of classical logic are intrinsic identities between operators and, consequently, they are valid beyond the bivalued domain. The operators can be expressed as Kronecker polynomials. These polynomials allow us to show that many important tautologies of classical logic are generated from basic operators via the operations called Type I and Type (...) II products. Finally, it is described a matrix version of the Fredkin gate that extends its properties to the many-valued domain, and it is proved that the filtered Fredkin operators are second degree Kronecker polynomials that cannot be generated by Type I or Type II products. The modern conception of race is often thought by philosophers to have developed during the eighteenth and nineteenth centuries in response to a unique confluence of scientific, philosophical, and imperial forces; and in recent decades some impressive work has been done to excavate the details of its construction during this period. . . . I will argue, however, that an analysis of the visual images created by Europeans during the first half-century after 1492 reveals that the essential elements of the (...) late modern conception of race are put into place during that period. In brief, the tremendous social, economic, and political pressures that culminate in this comparatively brief moment yield the modern notion of "the savage." I will suggest that from its inception this notion is an inherently radicalized one, and that it is the nodal point for the more familiar eighteenth- and nineteenth-century understandings of non-European races. Moreover, I will argue that the modern notion of the savage is synthesized, not directly from the Noachic legends, but from images drawn, sometimes literally, on the margins of medieval understandings of humanity: powerful and deeply entrenched images of the Wild Man and the monstrous races. The nature of the climatic response to solar variability is assessed over a long-time scale, as in the case of the periodicity of 1500 years (Dansgaard-Oeschger cycle). For this reason it is important to perform an analysis to detect the existence of this periodicity in the Holocene and the possible influence of the sun on this periodicity. For this purpose, the method of Wavelet analysis in time-frequency was used. The information of oxygen isotopes (δ18O) and Berilium-10 (10Be) at the North (...) Pole reveals a periodicity of approximately 1000 years, whereas at the South Pole it shows the existence of a periodicity of about 1500 years. The comparison of the information of δ18O and 10Be suggests a possible solar influence on the appearance of these periodicities. Possibly the current global warming is due to Dansgaard-Oescher cycle and not by anthropogenic effects. (shrink)

Regarding the linguistic turn in History of Ideas, there are logical topics to be considered in order to increase the accuracy of reconstruccions oriented to describe and explain conceptual formations of the past. This paper propose an overview of these topics and a methodological approach to deal with its difficulties.

En este trabajo se examinarán algunos antecedentes a la formación hermenéutica, fenomenológica, y su influencia en Martín Heidegger. Se mostrará cómo en su obra Ser y Tiempo se transforma la fenomenología en una filosofía hermenéutica, se profundizará en los conceptos de comprensión, relación e interpretación fundamentales de la fenomenología y hermenéutica, como se presentan en esta obra magistral.

Esta infinidad se manifiesta de varias formas, cada una de las cuales puede ser asimilada con alguna propiedad de los conjuntos numéricos. Exploraremos dicha similitud y veremos emerger el Libro de Arena como un símbolo complejo, pero no autónomo. En efecto, no sólo el libro y sus páginas, sino asimismo los personajes y cada elemento puesto en escena se articulan en el desarrollo del relato y (...) allí pierden su apariencia de objetos para revelarse como funciones en la producción del sentido final. María Pía Lara's two books, La Democracia como proyecto de identidad ética and Moral Textures: Feminist Narratives in the Public Sphere are described and analyzed. Her contribution to a feminist left-Habermasian theory of the relationship between the aesthetic dimension and the political imaginary are discussed. Questions and concerns, however, are raised regarding the assumptions of universal pragmatics and Lara's attempt to offer a positive reading of the dependence of the political imaginary on literary acts and genres.

En este artículo se expondrá en primer lugar la crítica de Badiou sobre el sujeto humanista y su propio concepto de sujeto, un sujeto que está claramente inspirado en Lacan pero que va más allá de la subjetivación de la falta de este. Luego me dirigiré al colega de Badiou en el campo antihumanista, Slavoj Žižek, y su crítica lacaniana de Badiou. Se afirmará que es su interpretación diferente del Real lacaniano lo que explica la disputa subyacente entre ellos. Mientras (...) que el sujeto de Žižek es infundado, por otro lado, la concepción de Badiou de forzar lo Real confiere al sujeto un grado de consistencia que facilita la articulación de proyectos políticos específicos. O objetivo do presente artigo é o de apresentar o tema do misticismo quântico, até então negligenciado pela maioria dos epistemólogos, como um assunto, ao mesmo tempo instigante, também desafiador. Quando as posições místicas nascem de interpretações científicas legítimas, portanto, conciliadoras com a ciência, a exemplo de muitos aspectos do antirrealismo de muitas interpretações ortodoxas da mecânica quântica, tratam-se tão somente de problemas epistêmicos para os quais reflexões e elucidações são exigidas, mas que não comprometem o poder preditivo e de (...) aplicação da teoria. Por outro lado, quando tais posições passam a ser desafiadoras da ciência, aí temos um desafio que nos é imposto para o qual soluções são exigidas. É justamente esse momento que estamos vivenciando no interior da ciência física: um emaranhado de teorias místicas que sequer tangenciam as finalidades e identidade da teoria quântica se colocam como se fossem verdades. Cabe à própria teoria quântica, contudo, refletir sobre o seu percentual de comprometimento com esse estado de coisas, visto de sua conformidade histórica com atitudes de indeterminação, incerteza, descontinuidade e falta de nexo causal. There are a considerable number of logics that do not seem to share the same inferential principles. Intuitionistic logics do not include the law of the exclude.

This paper raises the question under what circumstances a plurality forms a set. My main point is that not always all things form sets. A provocative way of presenting my position is that, as a result of my approach, there are more pluralities than sets. Another way of presenting the same thesis claims that there are ways of talking about objects that do not always collapse into sets. My argument is related to expressive powers of formal languages. Assuming classical logic, (...) I show that if all plurality form a set and the quantifiers are absolutely general, then one gets a trivial theory. So, by reductio, one has to abandon one of the premiss. Then, I argue against the collapse of the pluralities into sets. What I am advocating is that the thesis of collapse limits important applications of the plural logic in model theory, when it is assumed that the quantifiers are absolutely general. (shrink)

En este trabajo, me propongo discutir la plausibilidad de la tesis de que es posible captar las características modales del concepto intuitivo de consecuencia a través de un concepto de consecuencia definido generalizando sobre interpretaciones. Desde mi perspectiva, las argumentaciones que han ofrecido aquellos que, como Ray, quieren salvar el salto de lo general a lo modal, mostrando que hay suficientes interpretaciones como para representar las características modales de la noción preteórica de consecuencia, poseen un mismo tipo de limitación. La (...) misma es producto de la imposibilidad de contar con una interpretación de los cuantificadores suficientemente general como para abarcar sin restricción contextual alguna, la totalidad de las interpretaciones. Al mismo tiempo, sostengo que estos problemas están emparentados con los límites expresivos propios de la estrategia que intenta ofrecer una teoría matemática precisa del concepto de interpretación por medio de algún tipo de cuantificación sobre estructuras (sean estas conjuntistas o no). Por eso, tales límites expresivos no tienen que ver especialmente con los rasgos modales propiamente dichos del concepto de consecuencia, sino con la cuantificación irrestricta que el análisis requeriría para ser adecuado.
