A recent proposal by Quill Kukla and Mark Lance holds that surface appearances notwithstanding, gender ascriptions are closer to normative performatives than descriptions. As speech acts, they share more in common with pronouncing a marriage than a neutral description of a person, albeit this is not commonly recognized. This paper argues that the proposal faces a consistency problem. In order to affect social reality qua their illocutionary force, gender ascriptions must on average succeed. However, according to the authors most actual (...) second- and third person gender ascriptions in fact violate the success conditions of the speech act type, which include respect for the individual’s first-person gender ascriptions. Their main claim thus becomes that gender roles can be instituted as a series of misfires, though it is left open how this is possible. (shrink)

In the editorial note, we shortly outline the reception of Kant’s philosophy in Finland and how Kant’s philosophy became an academic topic from the late 18th century onwards. We also provide some details about the translations of Kant’s works into Finnish. Finally, we introduce the contributions to the special section on Kantian studies in Finland.

The only monograph about Leibniz in Finland is Raili Kauppi, Über die Leibnische Logik. This doctoral thesis appeared in series Acta Philosophica Fennica XII in 1960. Kauppi’s thesis continues on the footsteps of Couturat’s and Russell’s, with some original insights. There have also been some influential articles.

Dramatic economic developments have served to highlight ethical questions and responses within business life in Finland, particularly regarding the crisis of the Finnish banking system. Other issues which have aroused public discussion are maintaining the natural biodiversity in the Northern hemisphere forests, and Finland's trade with Russia. Last year we reported that there are no professorships in medical ethics in Finland. This year we are happy to report that a chair in medical ethics has now been advertised at the University of Turku. We also gave details about the attempts to come up with a law on assisted reproduction. As predicted, there were problems, and eventually the proposal was withdrawn, leaving Finland still without a law on assisted reproduction. The talk on large-scale genetic databases has (...) been surprisingly quiet, and even the report published by the Parliament's working group on this matter, implying that a population database should be created, went virtually unnoticed. In this year's contribution, we address the issues of male circumcision, stem cell research, and, within the field of research ethics, the problem of defining medical research. (shrink)

This paper reviews the research done in Finland on medical ethics in the last three years and published in four leading journals. The general characteristics of this area are discussed and some comments on its most conspicuous representatives are offered. The conclusion reached is that medical ethics in Finland is still in a rather embryonic stage of development, and that more systematic and theoretically sophisticated approaches are required. However, since many physicians have become interested in ethical questions, it (...) can be reasonably assumed that a more lively and theoretically grounded discussion will ensue in the near future. Finland is a country in Northern Europe with a population of approximately 5.1 million people. It lies between Sweden and Russia and has a border with Norway too. It is part of the European Union and also belongs to the European Monetary Union. It is a welfare state in the sense that healthcare services, schools, universities, and social services are for the most part paid for by tax-based funding. In terms of basic healthcare, the state, through local municipalities, provides (...) comprehensive coverage to all residents, and this is utilized by both the wealthy and the poor. (shrink)

Today, monitoring of patient complaints in healthcare services is being used as a tool for quality assurance systems and in the future development of services. This nationwide register study describes the number of all complaints processed, number of complaints between different state provinces, healthcare services and healthcare professionals, and outcomes of complaints in Finland during the period 2000–2004. All complaints processed at the State Provincial Offices and the National Authority for Medicolegal Affairs were analysed by statistical methods. Complaints about (...) mental healthcare were explored in greater detail. The analysis showed that the number of patient complaints increased considerably during the study period. There were changes in the number of complaints between study years in different provinces. Out of different healthcare services, an especially marked increase was seen in private healthcare. Nearly all complaints were lodged against physicians, and over half of the complaints were made because of medical error. In mental health care, patients more often complained about unsatisfactory certificates and statements and the use of compulsory hospital care. An analysis of the outcomes revealed that in mental health care complaints more seldom led to consequences. The results need to be utilised when planning interventions for advanced supervision, prevention of adverse events and patient safety in healthcare, and especially in mental health care. From the patients’ perspective, it is important to create a culture where most problem situations are handled where the treatment was provided, thus avoiding a complex complaints process. (shrink)

The target article excludes ancestral neutrality as a cause for the inheritance of schizophrenia, with an argument relating to selection against a single allele in the Finnish population. However, drift would predominate over selection within subisolates of the Finnish population. Comparisons of subisolates with heterogeneous populations may provide clues to the endophenotypic structure of complex polygenetic heritable mental disorders. (Published Online November 9 2006).

Organisational restructuring involving cost-cutting, downsizing, and the acquisition and divestment of different functions is an increasingly normalised aspect of employment in both the private and public sectors. This article takes up the question of the effects of restructuring on workers through a study based on in-depth, semi-structured interviews of long-term workers in Finland’s state-owned postal service, using the concept of dignity as an analytical lens. The article distinguishes between everyday, organisational, and social dignity, using this distinction to capture how (...) workers strove to sustain dignity in a process of organisational restructuring that generated dignity threats related to occupational devaluation. The study shows how dignity in postal work has been dependent on a particular historical configuration of public service work involving the employer organisation, employment relations, and occupational values. Cost-driven restructuring has destabilised this configuration, producing a stark separation between dignity in everyday work and the organisational indignities of restructuring in postal workers’ experiences. Feeling unable to affect organisational changes in their work, postal workers have been left to sustain dignity through everyday relationality, and by drawing intra-organisational boundaries to temporary workers and upper managers based on an occupational hierarchy of commitment and competence. The study highlights the significance of organisational support for dignity at work, particularly in relation to the dignity threats generated by prolonged processes of restructuring. (shrink)

The role of bioethicists amidst crises like the COVID-19 pandemic is not well defined. As professionals in the field, they should respond, but how? The observation of the early days of pandemic confinement in Finland showed that moral philosophers with limited experience in bioethics tended to apply their favorite theories to public decisions, with varying results. Medical ethicists were more likely to lend support to the public authorities by soothing or descriptive accounts of the solutions assumed. These are approaches (...) that Tuija Takala has called the firefighting and window dressing models of bioethics. Human rights lawyers drew attention to the flaws of the government’s regulative thinking. Critical bioethicists offered analyses of the arguments presented and the moral and political theories that could be used as the basis of good and acceptable decisions. (shrink)

New data-driven ideas of healthcare have increased pressures to reform existing data infrastructures. This article explores the role of data governing institutions during a reform of both secondary health data infrastructure and related legislation in Finland. The analysis elaborates on recent conceptual work on data journeys and data frictions, connecting them to institutional and regulatory issues. The study employs an interpretative approach, using interview and document data. The results show the stark contrast between the goals of open and Big (...) Data inspired reforms and the existing institutional realities. The multiple tensions that emerged during the process indicate how data frictions emanate to the institutional level, and how mundane data practices and institutional dynamics are intertwined. The article argues that in the Finnish case, public institutions acted as sage-guards of public interest, preventing more controversial parts from passing. Finally, it argues that initiating regulatory and infrastructural reforms simultaneously was beneficial for solving the tensions of the initiative and analysing either side separately would have produced misleading accounts of the overall initiative. The results highlight the benefits of analysing institutional dynamics and data practices as connected issues. (shrink)

Since the establishment of the first food bank in 1995, charitable food aid has become entrenched in Finland as a seemingly irreplaceable solution to food poverty. Further, it has recently been suggested that the focus of food aid activities is shifting from food poverty and temporary hunger alleviation towards environmental sustainability through addressing food waste via organized re-distribution of expiring food from retail to charitable organizations. This potentially creates a mechanism that solidifies food poverty and fortifies the paradoxical situation (...) where charitable organizations delivering food aid are dependent on food waste rather than trying to reduce it. To understand the process that has led to this shift, a longitudinal media data analysis on the evolution of the discussion and the interpretations on CFA is presented. By conducting an inductive frame analysis, the paper answers three key questions: How was CFA framed by and through the media in Finland between 1995 and 2016? Has any single frame dominated the discussion at any given point? Finally, what are the characteristics of the frame that focuses on food surplus redistribution? The results suggest that when the practices are framed as potential receivers and redistributors of surplus, perception of CFA is mainly favourable and the root causes for food insecurity are not addressed. Thus, by focusing on environmental sustainability, food aid practices—hitherto depoliticized as a poverty problem—have gained policy relevance in the discursive space of the circular economy; perhaps at the cost of poverty policy and with unintended consequences. Caring for older persons is both rewarding and consuming. Work with older people in Finland has been shown to be more burdensome than in the other Nordic countries. The aim of this study was to try out a Finnish version of the Stress of Conscience Questionnaire (SCQ) and explore stress of conscience in staff caring for older persons in Finland. The data were collected from the nursing staff (n = 350) working with older people in health centre wards, (...) municipal and private nursing homes, and municipal and private dementia care units in Finland. It emerged clearly from the results that Finnish nursing staff mostly felt that they did not have enough time to provide good care to patients, and this gave them a troubled conscience. They also felt that the demanding work taxed their energy, a consequence being that they could not give their own families and loved ones the attention they would have liked. (shrink)

Prior to the Second World War, Peirce was virtually unknown in Finnish philosophical discussions. This was not the case of pragmatism altogether. For example, James’s ideas were well received and discussed in Finland at some length around the time of his death in 1910, including the translation of several of James’s books and writings into Finnish. Teachers' Professional Ethics: Theoretical Frameworks and Empirical Research from Finland is intended for international readers in education who want to learn the theoretical frameworks that guide teachers' ethics and that help them address concrete challenges in their everyday work. Scholars and teachers from different countries can use this book to widen their understanding of the Finnish educational system and teacher ethics. The authors provide examples of concrete moral dilemmas in teaching that can be more effectively navigated with the rational (...) principles and guidelines that philosophies of different ethical frameworks can provide. They argue that teachers require ethical skills, especially ethical sensitivity, in order to select the most beneficial course of action concerning diverse students in inclusive education. They should be purposeful in their profession to develop the motivation and resilience to continue their demanding but fulfilling work with long-term goals. Moreover, they should acknowledge their implicit beliefs and possible stereotypes to be able to provide equal learning opportunities to their students and to build democratic moral communities in their schools. In this book, ethical sensitivity, purposeful teaching, and incremental beliefs concerning learning are seen as important prerequisites for teachers' professional ethics. We discuss these aspects with examples from our empirical studies in Finnish schools. (shrink)

The contemporary Finland is more culturally diverse than previous years thanks to increased international migration. A large number of immigrants entering Finland today are religious in one way or another. This article is a case study of religious beliefs and experiences of protestant Christian immigrants in Finland with the aim of finding out the personal feelings of immigrants towards the Finnish society. A comparative analysis of Protestant Christian immigrants’ experiences in both the host country and country of (...) origin was taken as a foundation for determining effects of the immigrants’ religious beliefs in Finland. This study takes a cross-cultural perspective in analyzing and evaluating the religious beliefs of immigrants. Even though religion is credited to have an upper hand in facilitating social integration of immigrants into host societies, this study found out that religious beliefs and experiences of protestant Christian immigrants in Finland can be integrating or alienating, depending on the degree of religiosity of the immigrants. An awareness of this observation as discussed in this article goes a long way in providing options to choose from in navigating the common problems faced by Protestant Christian immigrants in Finland. Mindfulness has gained increasing popularity across Western societies over the past couple of decades, although mainly in forms that have been stripped of all religious content. During this period, the practice has also attracted the interest of mainstream Christian churches, which has precipitated the development of distinctively ‘Christian’ forms of mindfulness. Based on a critical discussion of the concept of appropriation in the sphere of religion, this article explores the particular logic whereby mindfulness has been appropriated within the particular ecclesiastical (...) context of the Evangelical Lutheran Church of Finland (ELCF) in light of debates in church-connected media and the content of two Finnish BA theses on pastoral care that argue for the adoption of the practice. In light of this data, the article illustrates how ELCF discourse on mindfulness has been marked by four closely interlinked requirements for the appropriation of the practice: 1. that the practice has already been thoroughly stripped of any overt religious content; 2. that it has become sufficiently scientifically validated; 3. that there is wider social and cultural interest in the practice; 4. and that the practice does not stand in opposition to the teachings of the church. This paper provides an overview of the development and the sociopolitical background of legislation pertaining to abortion in Finland from the nineteenth century to the current day. The first Abortion Act came to force in 1950. Before that, abortions were handled under criminal law. The 1950 law was restrictive and allowed abortions in very limited circumstances only. Its main aim was to reduce the number of abortions and especially illegal abortions. It was not very successful in reaching these goals, (...) but, significantly, it moved abortions from the realm of the criminal law to the hands of medical professionals. The birth of the welfare state and the prenatal attitudes of 1930s and 1940s Europe played their part in shaping the law. By late 1960s, with the rise of the women’s rights movement and other changes in society, there was pressure to change the outdated law. The new 1970 Abortion Act was broader and allowed abortions for limited social reasons too but left very limited, if any, room for a woman’s right to choose. After a citizen’s initiative in 2020, the year 2023 will see a significant amendment to the 1970 law; during the first 12 weeks of pregnancy, an abortion can be performed on the woman’s request alone. However, there is still a long way to go in terms of women’s rights and abortion laws in Finland. (shrink)

Nationalistic interpretations of history were prevalent in Finland until the Second World War. A unifying past for Finns was sought in antiquity, often influenced by interpretations of the Kalevala, regarded as the Finnish national epic. The Kalevala also inspired writers in the Theosophical Society, who promoted various alternative views of humanity’s past. In this article, I analyse the late 1930s writings of Wilho “Willie” Angervo (1875–1938), a medical colonel and author who had a central role in the Finnish Order (...) of the Star in the East and the Theosophical Society in his time. Inspired by the Kalevala, Angervo traced the origins of the Finns to the lost continent of Atlantis and aimed to revitalize the pre-Christian “faith of the forefathers”. Dialogical narrative analysis is employed to explore how Angervo portrayed the Finns’ past, combining Theosophical and nationalistic ideas to construct an ideal Finnishness. I argue that Angervo utilized the Theosophical timeline and concepts to construct a spiritually oriented national narrative for the Finns that would surpass any polit-ical quarrels and challenge both the Church and more military-oriented nationalism. Wildlife translocations often raise concerns about the purpose and impact among people living in target locations. We applied the integrated impact assessment in planning the reintroduction of wild forest reindeer in Finland. We investigated the variety of expected socioecological impacts, the relative importance of these impacts and local willingness to participate in local-level reintroduction activities. The reintroduction project organised interactive forums in 2013 and 2016 in each of the four regions suitable for wild forest reindeer. The variety of recognised (...) potential impacts was high, but the relative importance given to the expected impacts varied relatively little from forum to forum. Importantly, we found a contextual and relational value of wild forest reindeer that extended beyond their intrinsic and instrumental value. The results indicate high local acceptance of reintroduction and willingness to participate in it. (shrink)

This study investigated entrepreneurs’ motivations to implement circular economy (CE) practices and the ways in which their approaches to CE practices differed by their sociocultural context. The research aimed to contrast the contemporary instrumental perspective on CE through an ecologically dominant logic. The empirical analysis focused on Finland and Japan, two countries with distinct sociocultural contexts but similar regulatory environments regarding the CE. The study analysed entrepreneurs’ motivations towards the CE through self-determination theory that makes a distinction between different (...) levels of internalization in motivations. The Finnish entrepreneurs were characterised by more frequent intertwined intrinsic/transcendent motivations and a vocal approach to CE. The Japanese entrepreneurs’ motivations were more varied; some were intrinsically interested in the CE, while some were even unaware of the CE concept despite operating CE businesses. The Japanese entrepreneurs resorted to masking their CE businesses to better relate with the surrounding linear system. The study shows how the individualistic Finnish culture fostered progress on the CE, while the collectivistic Japanese culture emphasised the need for relatedness and caused stagnation in the CE in its society. The aim of this study was to explore ethically problematic situations in the long-term nursing care of elderly people. It was assumed that greater awareness of ethical problems in caring for elderly people helps to ensure ethically high standards of nursing care. To obtain a broad perspective on the current situation, the data for this study were collected among elderly patients, their relatives and nurses in one long-term care institution in Finland. The patients (n=10) were interviewed, while the relatives (...) (n=17) and nurses (n=9) wrote an essay. Interpretation of the data was based on qualitative content analysis. Problematic experiences were divided into three categories concerning patients’ psychological, physical and social integrity. In the case of psychological integrity, the problems were seen as being related to treatment, self-determination and obtaining information; for physical integrity, they were related to physical abuse and lack of individualized care; and for social integrity, to loneliness and social isolation. This study provided no information on the prevalence of ethical problems. However, it is clear from the results that patient integrity warrants more attention in the nursing care of elderly patients. This paper analyses the political discourse of Finnish national parks from a perspective of values and justice. By examining the historical and contemporary political processes for establishing parks, we study the definitions of social justice and values attached to nature. An examination of conservation discourse illustrates how the meaning of national parks has changed. Parks are no longer perceived as threats to economic activity; on the contrary, at present parks are considered to benefit the tourism industry. We also argue that (...) a precondition for a socially sustainable solution to political conflict is the definition of minimum rights accepted by all interest groups. (shrink)

Among European states Nordic countries, including Finland, are often set as examples of countries with high social capital, in which citizens willingly engage into decision-making process. The aim of the article is to verify this assumption and to present diverse attitudes of citizens towards local engagement. The article is based on quantitative data (statistics on civic involvement) as well as qualitative research (interviews with councillors from selected Finnish municipalities). The conclusion points at transformation of Finnish democracy and the fact (...) that paradoxically developed institutions of representative democracy may have a negative influence on the wiliness to apply further, non-electoral mechanisms of civic involvement. Based on interviews with climate-change activists and NGO workers in Finland and Malawi, this article reconsiders the ways in which the coordination of identity projects and action is approached in social movement scholarship. Rather than beginning with personal and collective identities, we take our cue from recent work by Laurent Thévenot and trace actors’ forms of engagement—the various ways actors produce commonality. As we show, doing so in vastly different social contexts allows us to see permutations in such forms (...) afforded by participation in a transnational social movement and to identify patterns of collective action that we would otherwise be apt to miss. Finnish activists narrated their activities by way of engaging in the forms of the common good driving the climate movement, but coordinated various situations also through engagement in familiarity, comfort, and ease. Malawian activists and NGO employees also spoke of the common good the movements worked to achieve, but principally created common ground by engaging in shared individual choices and projects, which were jointly consecrated by fellow NGO participants. Ultimately, we argue that tracing forms of engagement enables more in-depth understanding of what is at stake when people act together in social movement organizations: moving away from collective and personal identity to patterns of engagement allows a vantage point into the processes through which commonality is created and generates new hypotheses regarding the coordination of action in social movement organizations. This article examines the junction of state healthcare and punishment through HIV criminalization. By problematizing the application of criminal law to HIV in Finland, the study locates a genealogy of the “infectious criminal” – a figure at the cusp of these two forms of state power. The article traces how this figure, evoked in official debates from the early 20th century onwards, justified punitive measures to control marginalized people, from poor merchants to prisoners-of-war, sex workers, vagrants, and later, migrants. (...) Drawing on parliamentary archives, the article asks how punishment and existing social injustices are narrated, maintained, and connected. Revealing a continuum of punishment and healthcare, HIV criminalization – especially within a nation deemed exceptionally non-punitive and welfare-oriented – is a crucial point from which to examine the connections of social injustice and criminal justice. Although I am by no means a specialist in this field, I was struck with the ideas presented in Roger Caillois's work, Les feux et les hommes. In it he has attempted to classify games according to their basic character and the principles from which they stem. He has also tried to demonstrate that a certain kind of society corresponds to a certain category of games. In chapter viii of his book we encounter the transition from primitive societies, where games (...) that Caillois classifies as mimicry and ilinx (“mimicry” and “vertigo”) are the rule, to highly developed societies characterized by agôn (“regulated competition”) and alea (“chance”). The ideal toward which all modern, democratic societies aspire is total achievement of the requisite conditions for the proper evolution of agôn, not only in the realm of games, but in all of life, by guaranteeing equal opportunities to all citizens in their competition for wealth and power. However, as we can readily understand, this ideal can never be truly achieved, even in societies that are, theoretically, the most egalitarian. To this fact the author attributes the extraordinary passion for all forms of alea, which we witness today almost everywhere in the Western world. Chance offers compensation for the disappointments inherent in agôn, for the inevitable inequalities among members of any human group. Caillois provides a penetrating analysis of all the forms that alea asumes in our times (games of “double or quits,” betting, lotteries, beauty contests, infatuation with movie stars), and he cites examples to illustrate the passions they arouse. I was all the more impressed because they are practically non-existent in Finland. This is due, in my opinion, to the fact that in Finnish society opportunities for agôn are equally distributed among its members; thus they do not feel the need to seek compensation in the whims of alea. This study examines the different ways in which fractions are dealt with in two elementary mathematics textbook series: Kang Hsuan in Taiwan and Laskutaito in Finland. The results showed that the total number of fraction questions in Laskutaito is higher than that in KH and that Laskutaito highlights the basic definition of fractions to help children develop higher levels of reasoning. Moreover, the questions posed in the Laskutaito reflect real-life situations, whereas the questions posed in KH do not connect with real life. In many European countries,organic agriculture has rapidly beentransformed from a farmers' movement to aninstitutionalized part of agricultural policy.In certification, compliance with publishedorganic standards is verified through annualinspections on farms. In Finland, the role ofadvice in organic inspections has been thesubject of debate. Two inspections are usedhere to show how the term organic was definedand what the role of advice in relation tocompliance was. Both compliance and advisorytypes of interaction between the inspector andthe farmer were identified along an axis from (...) “input substitution” to “system redesign.” Thefindings illustrate the heterogeneity of theprocesses and definitions of the term organicin connection with inspections. System redesignwas less obvious in compliance than items ininspection documents suggest. The physicalsurroundings and the methods used affectinspection practices. Institutionalization isnot merely negative, but may also provideresources for system redesign. Whether adviceis part of a new and emerging way of enforcinginspections is considered. The findings suggestthat dialogue and negotiation are necessary inpromoting system redesign and in enhancing thedevelopmental functions of organicinspections. (shrink)

This paper gives a survey of the philosophy of science in Finland during the two decades 1970-90. Topics covered include the background (earlier studies by Eino Kaila, G. H. von Wright, and Jaakko Hintikka), the main areas of research (inductive logic, probability, truthlikeness, scientific theory, theory change, scientific realism, explanation and action, foundations of special disciplines), and the cultural impact of science studies.
