National electronic identity (e-ID) card schemes and electronic identity management systems (e-IDMS) in Europe are characterised by considerable diversity. This contribution analyses the creation of a national e-IDMS in Austria with the aim of improving our understanding of the reasons behind the genesis of particular designs of national e-IDMS. It seeks to explain how the system’s specific design evolved and which factors shaped its appearance. Being part of a comparative four country study, a common theoretical framework is employed to allow (...) for a comparison of national e-IDMS in Austria, Belgium, Germany and Spain. It combines the approach of actor-centred institutionalism and the concept of path dependence in order to analyse the innovation process and to explain resulting key characteristics of the e-IDMS in Austria: a technology-neutral system with multiple tokens; an ID model based on the Central Register of Residents; a privacy concept using sector-specific personal identifiers. It is shown that innovation process and outcome are not only shaped by specific actor constellations dominated by strategic e-government bodies, but also by path dependence at three levels: technological, institutional and organisational. In ihnen entwirft er teils unter Rückgriff auf das frühere ›Naturrecht‹, teils im Blick auf die politische und rechtliche Lage nach der Französischen Revolution und zu Beginn der Restaurationsepoche eine Philosophie des objektiven Geistes. A collection of classic essays by two highly regarded scholars on the development of yoga and its rapport with other religious traditions. Georg Feuerstein, one of the world's foremost scholars of yoga, and Jeanine Miller, long recognized for her insightful commentaries on the RgVeda, here pool their considerable talents in a look at the development of yogic thought across the ages and its similarities with the Christian mysticism of Meister Eckhart. Two of their essays included here, one concerning the (...) essence of yoga and the other looking at the meaning of suffering in yoga, have long been singled out by indologists for correcting prevalent misconceptions and providing a conceptual framework for many of the subsequent studies in that field. The reprinting of these important essays in The Essence of Yoga gives new readers a chance to share some of the authors' earliest insights into yoga and their deep conviction that these discoveries are of the highest significance for a proper understanding of the human condition. Hegel's Encyclopaedia Logic constitutes the foundation of the system of philosophy presented in his Encyclopaedia of the Philosophical Sciences. Together with his Science of Logic, it contains the most explicit formulation of his enduringly influential dialectical method and of the categorical system underlying his thought. It offers a more compact presentation of his dialectical method than is found elsewhere, and also incorporates changes that he would have made to the second edition of the Science of Logic if he had lived (...) to do so. This volume presents it in a new translation with a helpful introduction and notes. It will be a valuable reference work for scholars and students of Hegel and German idealism, as well as for those who are interested in the post-Hegelian character of contemporary philosophy. This paper is about the situation in which an author (writer or speaker) presents a deductively invalid argument, but the addressee aims at a charitable interpretation and has reason to assume that the author intends to present a valid argument. How can he go about interpreting the author’s reasoning as enthymematically valid? We suggest replacing the usual find-the-missing-premise approaches by an approach based on systematic efforts to ascribe a belief state to the author against the background of which the argument (...) has to be evaluated. The suggested procedure includes rules for recording whether the author in fact accepts or denies the premises and the conclusion, as well as tests for enthymematic validity and strategies for revising belief state ascriptions. Different degrees of interpretive charity can be exercised. This is one reason why the interpretation or reconstruction of an enthymematic argument typically does not result in a unique outcome. Na primeira analogia da experiência, o locus classicus da sua teoria da substancialidade, Kant introduz a substância como algo que permanece através do tempo, como para compensar a alteração dos estados de consciência. O conflito de interpretações a propósito desta questão é provocado sobretudo pela questão de saber até que ponto Kant identifica este substrato permanente de todas as manifestações com a matéria no sentido físico do termo. Nesse sentido, o autor do presente artigo desenvolve um argumento em ordem a (...) mostrar que, segundo Kant, apenas os objectos materials que ocupam espaço podem possuir o estatuto de substância (enquanto fenómeno). Para além disso, no entanto, mostra-se também que o critério da permanência temporal não exaure o conceito de substância. Com efeito, o artigo demonstra até que ponto Kant suplementa a noção de permanência mediante a sua compreensão da substância como sujeito de causalidade e de acção. Esta concepção está presente não apenas na sua metafísica da natureza, mas estende-se também à nossa própria auto-compreensão enquanto seres vivos capazes de agir em liberdade. /// In the first analogy of experience, the locus classicus for his theory of substantiality, Kant introduces substance as something that endures through time, as though to compensate for changing states of consciousness. The conflict of interpretations concerning this issue is provoked above all by the question as to whether Kant identifies this permanent substrate of all appearances with physical matter. This article argues that, according to Kant, only material objects that occupy space can possess the status of substance (as phenomenon). However, it also contends that the criterion of temporal permanence does not exhaust the concept of substance. Kant supplements permanence by means of his understanding of substance as the subject of causality and action. This conception is not only echoed in his metaphysics of nature, but extends to our selfunderstanding as living and freely acting beings. (shrink)

"The actuality of the revolution: this is the core fo Lenin's thought and his decisive link with Marx."This essay on Lenin, which appeared in 1924, was intended to head off the massive criticism leveled at Lukacs History and Class Consciousness by Communist Party leadership. It was a period in which Lukacs was decisively influenced by Lenin and by Rosa Luxemburg, and his intellectual development proceeded concretely toward a political interpretation of history and of literature.In a postscript Lukacs remains essentially unchanged (...) in his view of Lenin as a practitioner whose theoretical superiority lay in his ability to assess the sociohistorical uniqueness of any given situation that required action. Looking back, Lukacs regards the book as a document of the mid-twenties--of how a number of Marxists of the period saw Lenin's personality and mission and his place in world events. Ideas in the book were determined by the concepts of the period, its prejudices, illusions, and extravagances. Nevertheless, the book established certain spiritual verities in perceiving Lenin as the active-practical sage who had a skillfull tactical grasp of realpolitik which was neither empirical nor dogmatic but the culmination of a theoretical attitude. "His life was one of permanent action, of continuous struggle in a world in which he was profoundly convinced that there was no situation without a solution, for himself or his opponents. The leitmotiv of his life was accordingly: always be armed ready for action--for correct action." Lukacs further notes that an essential dimension of Lenin's activism was unceasingly self-education and constant openness to the lessons of experience.Lukacs also emphasizes a number of points in the book that remain methodologically valid, including criticisms of Lenin's behavior which were implicit and accurate critiques of Stalin's later development and the increasing bureaucratization and mechanization of the party. In this paper, we approach the idea of group cognition from the perspective of the “extended mind” thesis, as a special case of the more general claim that systems larger than the individual human, but containing that human, are capable of cognition (Clark, 2008; Clark & Chalmers, 1998). Instead of deliberating about “the mark of the cognitive” (Adams & Aizawa, 2008), our discussion of group cognition is tied to particular cognitive capacities. We review recent studies of group problem-solving and group (...) memory which reveal that specific cognitive capacities that are commonly ascribed to individuals are also aptly ascribed at the level of groups. These case studies show how dense interactions among people within a group lead to both similarity-inducing and differentiating dynamics that affect the group's ability to solve problems. This supports our claim that groups have organization-dependent cognitive capacities that go beyond the simple aggregation of the cognitive capacities of individuals. Group cognition is thus an emergent phenomenon in the sense of Wimsatt (1986). We further argue that anybody who rejects our strategy for showing that cognitive properties can be instantiated at multiple levels in the organizational hierarchy on a priori grounds is a “demergentist,” and thus incurs the burden of proof for explaining why cognitive properties are “stuck” at a certain level of organizational structure. Finally, we show that our analysis of group cognition escapes the “coupling-constitution” charge that has been leveled against the extended mind thesis (Adams & Aizawa, 2008). (shrink)

The paper clarifies first a critical understanding of “progress”. Progress implies a development for the better, the comprehensive definition of which must be a conception of justice if progress is to justify global developments and political rule. Therefore a somewhat minimal but complex definition of “human rights justice”, as formulated in the international human rights pacts since 1948, is explained. Through this, the different but systematically interrelated human rights (liberty rights, justice rights, political rights, economic, cultural and social rights) can (...) allow for reflected and more comprehensive assessments of progress in different areas of development. But it is also necessary to integrate the specific progress developments into a comprehensive conception of human rights justice, the precise definition of which requires not only the observance of social but ultimately of all human rights, and in particular political participation rights. BackgroundThe transplantation of porcine islet cells provides a new potential therapy to treat patients with type 1 diabetes mellitus (T1DM). Compared to other biomedical technologies, xenotransplantation stands out in terms of its involvement of animals as graft sources, as well as the possible transmission of infectious diseases. As these aspects are especially relevant for potential xenotransplantation recipients, it is important to assess their opinion regarding this technology, in particular in terms of the requirements that should be met in the informed (...) consent process for xenotransplantation.MethodsWe conducted qualitative interviews with seven T1DM patients to assess their information needs prior to xenotransplantation. Before the interview, the participants received a model informed consent form for a clinical trial with porcine islet cells transplantation. The interviews were transcribed and analysed using qualitative content analysis.ResultsIn the interviews, we identified several requirements that are crucial for patients with T1DM in order to consider xenotransplantation as a potential treatment option: therapy-related requirements, professional care and supervision, successful behaviour and attitude management, improving quality of life, and managing control/self-determination challenges. Regarding the informed consent form, several of the participants’ questions remained open and should be addressed in more detail. The interviewees stressed the importance of personal consultations.ConclusionsTo become a sustainable therapeutic option, patients especially expected an improved diabetes control and a reduction of diabetes-related burdens. Health-related aspects prove to be pivotal for diabetic patients when considering porcine islet cell transplantation. The use of pigs as source for organ retrievals was not considered as problematic.
