Risk and crisis communication (RCC) is a current ethical issue subject to controversy, mainly due to the tension between individual liberty (a core component of fairness) and effectiveness. In this paper we propose a consistent definition of the RCC process in public health emergencies (PHERCC), which comprises six key elements: evidence, initiator, channel, publics, message, and feedback. Based on these elements and on a detailed analysis of their role in PHERCC, we present an ethical framework to help design, govern and (...) evaluate PHERCC strategies. The framework aims to facilitate RCC, incorporating effectiveness, autonomy, and fairness. It comprises five operational ethical principles: openness, transparency, inclusivity, understandability, and privacy. The resulting matrix helps understanding the interplay between the PHERCC process and the principles of the framework. The paper includes suggestions and recommendations for the implementation of the PHERCC matrix. (shrink)

Zusammenfassung Problemhintergrund Biomedizinische Forschung auf Grundlage von Big Data bietet immense Vorteile. Groß angelegte multizentrische Forschung, die große Mengen persönlicher Gesundheitsdaten einbezieht, v. a. genetische und genomische Daten, könnte zu einer stärker personalisierten Medizin beitragen. Dieser Typ Forschung erfordert den Transfer und die Speicherung hochsensibler Daten, wodurch sich die Frage ergibt, wie Datensubjekte vor „data harm“ geschützt werden können, etwa vor Verletzungen der Privatsphäre, Disempowerment, Verlust von Rechten und Ausbeutung. Hier ergibt sich das Dilemma, wie die Vorteile der auf Big (...) Data basierenden biomedizinischen Forschung zu nutzen sind und zugleich das Recht von Datensubjekten auf informationelle Selbstbestimmung zu schützen ist. Argumentation Blockchain-Technologien werden aufgrund ihrer Features häufig als technische Lösung des genannten Dilemmas diskutiert. Dazu gehören die Herkunftsbestimmung von Daten, Dezentralisierung, Unveränderbarkeit sowie Zugang und das Governance-System. Allerdings wirft die Implementierung von Blockchain-Technologien in der biomedizinischen Forschung auch Fragen auf, besonders hinsichtlich Consent, rechtlicher Rahmenbedingungen und Integration in den Workflow. Somit bedarf es begleitender Maßnahmen, die ich als „enabler“ bezeichne, um das Potenzial von Blockchain-Technologien aktualisieren zu können. Zu diesen gehören innovative Consent-Modelle, Modelle zum Datenbesitzrecht und regulatorische Modelle. Schlussfolgerung Blockchain-Technologien als bloß technische Lösung sind unzureichend hinsichtlich des beschriebenen Dilemmas. Die Kombination aus dieser technischen Lösung und den genannten „enablers“ könnte der richtige Weg sein, um auf Big Data fußende biomedizinische Forschung zu ermöglichen und zugleich die informationelle Selbstbestimmung von Datensubjekten zu schützen. The contributors read the OP as a central work in establishing the relation between Kant's transcendental philosophy, his natural philosophy, practical philosophy, philosophy of religion, metaphysics, and his broader epistemology. Interpreting the OP is an important task because it helps reveal how Kant himself tried to correct and develop his critical philosophy. The chapters in this volume address a range of topics relevant to the epistemological and theoretical problems raised in the OP, including the transition from the Metaphysical Foundations of Natural Science to physics as an answer to a deficiency in critical thought; the notion of ether and, more specifically, its transcendental deduction; self-affection and the self-positing of the subject; and the idea of God and the system of ideas in the highest standpoint of transcendental philosophy. In everyday reasoning - just as in science and art - knowledge is acquired more by "doing" than with long analyses. What do we "do" when we discover something new? How can we define and explore the pattern of this reasoning, traditionally called "synthetic"? Following in the steps of classic pragmatists, especially C.S. Pierce, Giovanni Maddalena's Philosophy of Gesture revolutionizes the pattern of synthesis through the ideas of change and continuity and proposes "gesture" as a new tool for synthesis. (...) Defining gesture as an action with a beginning and an end that carries on a meaning, Maddalena explains that it is a dense blending of all kinds of phenomena - feelings and vague ideas, actual actions, habits of actions - and of signs - icons, indexes, and symbols. When the blending of phenomena and signs is densest, the gesture is "complete," and its power of introducing something new in knowledge is at its highest level. Examples of complete gestures are religious liturgies, public and private rites, public and private actions that establish an identity, artistic performances, and hypothesizing experiments. A departure from a traditional Kantian framework for understanding the nature and function of reason, The Philosophy of Gesture proposes an approach that is more attuned with our ordinary way of reasoning and of apprehending new knowledge. Our objective in this paper is twofold: first, we intend to address the tenability of the enactivist middle way between realism and idealism, as it is proposed in The Embodied Mind. We do so by taking the enactivist conception of bringing forth a world literally in three conceptual levels: enaction, niche construction and social construction. Based on this proposal, we claim that enactivism is compatible with the idea of an independent reality without committing to the claim that organisms have cognitive (...) access to a world composed of properties specified prior to any cognitive activity. Our second goal is to show that our literal interpretation of bringing forth a world not only sustains the legitimacy of the middle way, but it also allows us to revive the conception of evolution as natural drift—which is perhaps the least examined aspect of the original enactivist theory and is central to the understanding of cognition in an enactive way. Natural drift focuses on how structural couplings between organism and environment trigger viable pathways of maintenance and reproduction, instead of selecting the most adapted trait to a pregiven environment. Thus, although enactivists typically do not explore the consequences of their views regarding evolutionary dynamics, we show how natural drift provides a suitable starting point. (shrink)

It is common in the cognitive and computational sciences to regard virtual reality (VR) as composed of illusory experiences, given its immersive character. In this paper, we adopt an ecological-enactive perspective on cognition (Sect. 3) to evaluate the nature of VR and one’s engagement with it. Based on a post-cognitivist conception of illusion, we reject the commonly held assumption that virtual reality experiences (VREs) are illusory (Sect. 4). Our positive take on this issue is that VR devices, like other technological (...) devices, can be embodied during use, which is why they can be the source of experiences (Sect. 5). We then propose a new concept to interpret VREs, namely, _allusion_, which means that the subject acts _as if_ the virtual experiences are real (Sect. 6). This kind of engagement has a volitional aspect, which is evident in the onboarding of VR devices and which allows us to distinguish VREs from other experiences. We conclude that, even though we have experiences that afford certain interactions in VR, the strong continuity between cognitive and biological processes is not sustained therein. This characterizes a difference of kind—given the current state of technology—between VREs and fully fledged cognitive states, which nevertheless allows for constrained experimentation in cognitive science. Currently, anomalous lived temporality is not included in the main diagnostic criteria or standard symptom checklists. In this article, we present the Transdiagnostic Assessment of Temporal Experience, a structured interview that can be used by researchers and clinicians without a comprehensive phenomenological background to explore abnormal time experiences in persons with abnormal mental conditions regardless of their diagnosis. When extensive data gathered by this scale are available, it will be possible to delineate well-defined anomalous lived temporality profiles for each psychopathological (...) disorder. This instrument may also prove useful for clinicians by providing a more refined assessment of relevant psychopathological symptoms and an in-depth understanding of the patient’s abnormal behaviour as related to specific types of time experience. In the first part of the article, we provide a brief overview of the phenomenological concept of temporality, including pre-phenomenal and phenomenal time, synthesis, conation and synchronization, and of abnormal time experiences in persons affected by psychopathological conditions. In the following part, we describe the basic structure of the interview that comprises seven categories corresponding to the abnormal features of lived temporality: anomalies of synchrony, of time structure, of implicit time flow, of explicit time flow, and anomalous experiences of the past, the present and the future. The paper also includes a section on administration and scoring of the TATE scale, the complete interview and a Likert table for quantifying the frequency, intensity and interference with daily life of the phenomena explored. Thomas Reid presented a two-dimensional geometry of the visual field in his Inquiry into the Human Mind (1764). The axioms of this geometry are different from those of Euclidean plane geometry. The ‘geometry of visibles’ is the same as the geometry of the surface of the sphere, described without reference to points and lines outside the surface itself. In a recent article, James Van Cleve has argued that Reid can secure a non-Euclidean geometry of visibles only at the cost of (...) abandoning his direct realist theory of perception, and reintroducing sense-data. The question will be reexamined by considering two aspects of Reid’s theory of vision: the claim that we do not directly perceive distance by sight and Reid’s characterization of visible figure as a partial notion of an external object. This paper considers the nature of schizophrenic autism and urges its importance for understanding the phenomenological core of schizophrenia. Different clinical manifestations of schizophrenic autism are demonstrated, and it is asked whether these might reflect different aspects of one underlying phenomenologically intelligible phenomenon. Four phenomenological hypotheses are put forward: that autism is a function of semantic drifting, emotional drifting, ontological incompleteness, or a particular ethic rejecting common sense. By way of conclusion an integrative hypothesis is considered: that autism is intelligible (...) in terms of the experience of disembodiment. (shrink)

We discuss the meaning of “being alive” and “being dead.” Our primary aim is to pave the way for a sound and accurate ethical debate concerning these two concepts. In particular, we analyze a metabolic approach and a genetic one and discuss the reasons for their failure to constitute a good starting point for successive debates. We argue that any ethical or social discussion of topics involving life and death must introduce cultural constructs such as, on the one hand, the (...) concept of clinical death and, on the other hand, the concept of existence. We argue that these two cultural constructs, although consistent with biomedical knowledge, cannot be ontologically grounded in it. To conclude, we apply our findings to the case of human embryos. This paper develops a philosophical investigation of the merits and faults of a theorem by Lanford , Lanford , Lanford for the problem of the approach towards equilibrium in statistical mechanics. Lanford’s result shows that, under precise initial conditions, the Boltzmann equation can be rigorously derived from the Hamiltonian equations of motion for a hard spheres gas in the Boltzmann-Grad limit, thereby proving the existence of a unique solution of the Boltzmann equation, at least for a very short amount of (...) time. We argue that, by establishing a statistical H-theorem, it offers a prospect to complete Boltzmann’s combinatorial argument, without running against the objections which plug other typicality-based approaches. However, we submit that, while recovering the irreversible approach towards equilibrium for positive times, it fails to predict a monotonic increase of entropy for negative times, and hence it yields the wrong retrodictions about the past evolution of a gas. It is well established by psychopathological research that disorders of self-experience are among the main features of schizophrenic prodromes in a pathogenetic sense. Disorders of the phenomenal self, as "lack of ipseity" (the vanishing of the feeling of being embedded in oneself and of distinctiveness between the self and the outer world) and "hyper-reflexivity" (the monitoring of one's own life entailing the tendency to objectify parts of one's own self in an outer space) are considered key phenomena of schizophrenic vulnerability. (...) In this paper, I argue that the analyses of the disorders of phenomenal self catch only some dimensions of schizophrenic vulnerability, since they mainly focus on the pathological changes in subjective experience of an isolated self and disregard the fact that the self is not purely personal. Because our existence is fundamentally tied to a social existence, the feeling of one's own self and the sense of "reality" of an experience are products of intersubjectivity and not only a private process based on introspection or reflexivity in which one is engaged in an idiosyncratic way. Building on, and extending, contributions of the phenomenological tradition, I attempt to demonstrate that intuitive attunement is the basic prerequisite for establishing one's sense of "reality" (feeling familiarly related to one's environment) and for establishing one's sense of "ipseity" (the sense of existing as a subject of awareness). In the last part of the paper, I show the importance of the concepts "lack of attunement" and "antagonomia" (the rejection of conventional knowledge and intuitive attunement, experienced as dangerous sources of loss of individuality) to establish a comprehensive theory of schizophrenic vulnerability. I finally discuss the implications of this view for empirical research and clinical management of schizophrenic vulnerability. (shrink)

Pretopologies were introduced in [S], and there shown to give a complete semantics for a propositional sequent calculus BL, here called basic linear logic, as well as for its extensions by structural rules,ex falso quodlibetor double negation. Immediately after Logic Colloquium '88, a conversation with Per Martin-Löf helped me to see how the pretopology semantics should be extended to predicate logic; the result now is a simple and fully constructive completeness proof for first order BL and virtually all its extensions, (...) including the usual, or structured, intuitionistic and classical logic. Such a proof clearly illustrates the fact that stronger set-theoretic principles and classical metalogic are necessary only when completeness is sought with respect to a special class of models, such as the usual two-valued models.To make the paper self-contained, I briefly review in §1 the definition of pretopologies; §2 deals with syntax and §3 with semantics. The completeness proof in §4, though similar in structure, is sensibly simpler than that in [S], and this is why it is given in detail. In §5 it is shown how little is needed to obtain completeness for extensions of BL in the same language. Finally, in §6 connections with proofs with respect to more traditional semantics are briefly investigated, and some open problems are put forward. (shrink)

This book concentrates on the properties of the stationary states in chaotic systems of particles or fluids, leaving aside the theory of the way they can be reached. The stationary states of particles or of fluids (understood as probability distributions on microscopic configurations or on the fields describing continua) have received important new ideas and data from numerical simulations and reviews are needed. The starting point is to find out which time invariant distributions come into play in physics. A special (...) feature of this book is the historical approach. To identify the problems the author analyzes the papers of the founding fathers Boltzmann, Clausius and Maxwell including translations of the relevant (parts of ) historical documents. He also establishes a close link between treatment of irreversible phenomena in statistical mechanics and the theory of chaotic systems at and beyond the onset of turbulence as developed by Sinai, Ruelle, Bowen (SRB) and others: the author gives arguments intending to support strongly the viewpoint that stationary states in or out of equilibrium can be described in a unified way. In this book it is the "chaotic hypothesis", which can be seen as an extension of the classical ergodic hypothesis to non equilibrium phenomena, that plays the central role. It is shown that SRB - often considered as a kind of mathematical playground with no impact on physical reality - has indeed a sound physical interpretation; an observation which to many might be new and a very welcome insight. Following this, many consequences of the chaotic hypothesis are analyzed in chapter 3 - 4, and in chapter 5 a few applications are proposed. Chapter 6 is historical: carefully analyzing the old literature on the subject, especially ergodic theory and its relevance for statistical mechanics; an approach which gives the book a very personal touch. The book contains an extensive coverage of current research (partly from the authors and his coauthors publications) presented in enough detail so that advanced students may get the flavor of a direction of research in a field which is still very much alive and progressing. Proofs of theorems are usually limited to heuristic sketches privileging the presentation of the ideas and providing references that the reader can follow, so that in this way an overload of this text with technical details could be avoided. The discourse on escaping is primarily directed towards the who of escape. The question of what and how of escaping in its cultural-anthropological significance is usually neglected. The present paper claims to overcome this inadequacy by exploring escape eo ipso and as a spatial-theoretical phenomenon. For this purpose, it is necessary to rethink escape as a triple articulated phenomenological topology based on three vectors: escape as a start, escape as a transition and escape as a destination/refuge. The escape-vectors play the (...) role of symbolic and basic structures which are connected with linguistic and cognitive paradigms. Among the basic figures of escaping, this paper examines escape as a separation, as a non-place and as a fugue; these correspond in turn to the environmental metaphors, first, of the earth as exile, secondly, of the sea and the desert, and finally of the earth as asylum. The multilayered topology of escaping is reconstructed in the interdisciplinary field of spatial theory, of etymology, literature and political philosophy. By examining its spatial-philosophical characteristics, escape emerges as a dynamic phenomenon that can reshape essential concepts and inverse traditional categories of politics. For that reason, escaping determines a philosophically “inverted world” and consequently constitutes an essential source for the future development of cultural-political systems. (shrink)

Up to 1800, before Jacobi was diverted into a simplistic distinction between understanding and reason, he had what amounted to the sketch of a potentially interesting theory of experience. The theory had its source in the Herzensmensch side of Jacobi’s persona. It was summed up in a formula “Wie die Triebe, so der Sinn; und wie der Sinn, so die Triebe,” which Jacobi used first to confront Lessing, and then Mendelssohn. In the Dialogue David Hume, he further argued that Kant’s (...) categories can be derived a posteriori on the basis of a feeling of resistance which Hume had also recognized. Reason is but a form of life. However, without an adequate concept of precisely this very reason, such as Jacobi obviously lacked, the theory was vulnerable to the danger of both historicizing and naturalizing truth. These were consequences that Jacobi could not accept. It is no surprise that the original sketch of a theory went nowhere. (shrink)

Scientific understanding in the field of cognitive sciences is a multifaceted concept that necessitates reflecting on the integration of various explanations. In this paper, I argue that different kinds of explanations regarding cognitive sciences can be integrated into an account of explanatory scientific understanding, as proposed by Khalifa. Moreover, I propose that scientific understanding should be distinct from mere knowledge and should be conceptualized as a nexus of explanation. This paper explores the theoretical foundations of scientific understanding, discusses different types (...) of explanations in cognitive sciences, criticises a reduction problem in Khalifa’s account and elucidates how these explanations can be effectively integrated to foster a holistic understanding of cognitive phenomena. Through an interdisciplinary approach, the aim of this paper is to enrich our comprehension of cognitive sciences and promote a more unified perspective on scientific understanding. (shrink)
