The intention of the present essay is to urge a reconsideration of the Realism-Phenomenalism-Issue, mainly and primarily in regard to the interpretation of scientific hypotheses; secondarily also relating to the basic problems of epistemology.

Cognitive science is, of course, not really a new discipline, but a recognition of a fundamental set of common concerns shared by the disciplines of psychology, computer science, linguistics, economics, epistemology, and the social sciences generally. All of these disciplines are concerned with information processing systems, and all of them are concerned with systems that are adaptive—that are what they are from being ground between the nether millstone of their physiology or hardware, as the case may be, and the upper (...) millstone of a complex environment in which they exist. Systems that are adaptive may equally well be described as “artificial,” for as environments change, they can be expected to change too, as though they were deliberately designed to fit those environments (as indeed they sometimes are).The task of empirical science is to discover and verify invariants in the phenomena under study. The artificiality of information processing systems creates a subtle problem in defining empirical invariants in such systems. For observed regularities are very likely invariant only within a limited range of variation in their environments, and any accurate statement of the laws of such systems must contain reference to their relativity to environmental features. It is a common experience in experimental psychology, for example, to discover that we are studying sociology—the effects of the past histories of our subjects—when we think we are studying physiology—the effects of properties of the human nervous system. Similarly, business cycle economists are only now becoming aware of the extent to which the parameters of the system they are studying are dependent on the experiences of a population with economic events over the previous generation.In artificial sciences, the descriptive and the normative are never far apart. Thus, in economics, the “principle of rationality” is sometimes asserted as a descriptive invariant, sometimes as advice to decision makers. Similarly, in psychology, the processes of adaptation (learning) have always been a central topic, at one time a topic that dominated the whole field of research. Linguistics, too, has suffered its confusions between descriptive and normative attitudes towards its subject. But we must avoid the error, in studying information processing systems, of thinking that the adaptive processes themselves must be invariant; and we must be prepared to face the complexities of regression in the possibility that they themselves may be subject to improvement and adaptation.It might have been necessary a decade ago to argue for the commonality of the information processes that are employed by such disparate systems as computers and human nervous systems. The evidence for that commonality is now overwhelming, and the remaining questions about the boundaries of cognitive science have more to do with whether there also exist nontrivial commonalities with information processing in genetic systems than with whether men and machines both think. offers an evolutionary approach to morality, in which moral rules form a cultural system that is robust and evolutionarily stable. The folk theorem is the analytical basis for his theory of justice. I argue that this is a mistake, as the equilibria described by the folk theorem lack dynamic stability in games with several players. While the dependence of Binmore's argument on the folk theorem is more tactical than strategic, this choice does have policy implications. I do not believe that (...) moral rules are solutions to the Nash bargaining problem. Rather, I believe that human beings are emotionally constituted, by virtue of their evolutionary history, to embrace prosocial and altruistic notions of in-group–out-group identification and reciprocity. These aspects of human nature are incompatible with Binmore's notion that humans are self-regarding creatures. The task of axiomatizing physical theories has attracted, in recent years, some interest among both empirical scientists and logicians. However, the axiomatizations produced by either one of these two groups seldom appear satisfactory to the members of the other. It is the purpose of this paper to develop an approach that will satisfy the criteria of both, hence permit us to construct axiomatizations that will meet simultaneously the standards and needs of logicians and of empirical scientists.

The purpose of this paper is to make clear that the widely recognized formulations of the principle of induction do not express the most fundamental rule of induction; that the current view concerning the probability of induction must be revised in terms of a frequency theory of probability; that on this basis the problem of induction in its traditional form is a pseudo-problem; and that the principle of induction must be interpreted as a pragmatic or operational maxim.

The standard theories of cooperation in humans, which depend on repeated interaction and reputation effects among self-regarding agents, are inadequate. Strong reciprocity, a predisposition to participate in costly cooperation and the punishment, fosters cooperation where self-regarding behaviors fail. The effectiveness of socially coordinated punishment depends on individual motivations to participate, which are based on strong reciprocity motives. The relative infrequency of high-cost punishment is a result of the ubiquity of strong reciprocity, not its absence.

Chuang Tzu was to Lao Tzu, the author of Tao Tê Ching, as Hui-neng, the sixth Patriarch of Zen Buddhism, was to Bodhidharma, and in some respects St.Paul to Jesus; he expanded the original teaching into a system and was thus the founder of Tao-ism. Whereas Lao Tzu was a contemporary of Confucius in the sixth century B.C, Chuang Tzu lived over two hundred years later. He was one (...) of the greatest minds produced by China; philosopher, metaphysician, moralist and poet. This paper compares the four national electronic Identity Management Systems (eIDMS), which have been described in the previous chapters. The section Similarities and differences between four national eIDMS will highlight the differences between these systems conceived as socio-technical systems with regard to the eID itself, the eID cards as tokens, the authentication processes as well as the procedures for distribution and personalisation, the support provided for installing the technology and any provider-related regulation. The section A three-fold path dependency , according (...) to the conceptual framework presented in the introductory chapter to this special issue, compares the new electronic systems with the previous ones in each country, in order to assess the continuation or changes with regard to the organisational, technological and regulatory path of development. The following sections explain the differences between the paths chosen and the path-related changes by analysing the actor constellation of the institutional actors, in particular the policy field and the power structure, as well as the context in which the policy makers made their choices, looking at privacy and Staatsverständnis in particular. Finally the diffusion and usage of the eID function will be compared and analysed, discussing to what extent the new institution has made a contribution to solving the policy problem it was developed for, e.g. providing a stronger authentication in order to meet security concerns regarding e-government and e-commerce transactions and avoiding new privacy infringements. Using grounded theory, the explanations provided have the status of generalisations derived from the four cases. They have to be considered as hypotheses, which will be checked for other countries in the following papers of this special issue. The comparison of the four cases in this article shows a high degree of path dependency. Most of the differences between the new systems are just a continuation of differences between the previous systems although they are to solve the same problem and can draw on the same technologies. But most astonishing is the finding that these differences between the systems do not influence diffusion and use of the eID function in the respective countries. (shrink)

Tarski's definition of truth has rehabilitated the application of the word "true" to sentences of formalized languages. But a correspondence theory according to which a sentence is true if, And only if, It is related in the peculiar way of correspondence to the facts, Is incompatible with tarski's definition. Actually no theory of truth, Which claims to make proper assertions about sentences when calling them true, Is compatible with tarski's definition. Attention and disruptive behavior disorders present considerable challenges for children and their parents. These challenges have led to the development of parenting programs; however, there is a paucity of literature that discusses the ethical dilemmas parent training researchers face. This article reviews ethical principles and professional standards relevant to parent training research and provides case material to illustrate the challenge of balancing ethical adherence and empirical rigor using three ethical issues that commonly arise in parent training research. In particular, this (...) article focuses on ethical issues surrounding confidentiality in a group setting, use of control groups, and limiting changes in medication/treatment status outside of the treatment protocol. The central concept of Carnap's probabilistic theory of induction is a triadic relation, c, the probability or degree of confirmation of the hypothesis, h, on evidence, e. The relation is a purely logical one. The value of c can be computed from a knowledge of h, of e, of the structure of the language, and of the inductive rule to be employed.

Recent experimental research has revealed forms of human behavior involving interaction among unrelated individuals that have proven difficult to explain in terms of kin or reciprocal altruism. One such trait, strong reciprocity, is a predisposition to cooperate with others and to punish those who violate the norms of cooperation, at personal cost, even when it is implausible to expect that these costs will be repaid. We present evidence supporting strong reciprocity as a schema for predicting and understanding altruism in humans. (...) We show that under conditions plausibly characteristic of the early stages of human evolution, a small number of strong reciprocators could invade a population of self-regarding types, and strong reciprocity is an evolutionarily stable strategy. Although most of the evidence we report is based on behavioral experiments, the same behaviors are regularly described in everyday life, for example in wage setting by firms, tax compliance, and cooperation in the protection of local environmental public goods. Traditional corporate finance endorses the principle of stockholder wealth maximization as the purpose of business. In light of recent scandals and legislation, businesses are increasingly expected to use financial resources in a manner which benefits society and not just the owners of the firm. This imputation of a corporate soul will necessarily reduce investor returns, which has at least two major financial implications for the firm and the economy. The first is that it may cause investors to change their required (...) rates of return and thereby change the amount of capital available to firms, and the economy. The second is that it may implicitly replace equity with debt in the capital structure of firms, with all that implies for financing and corporate governance.
