The relationship between the People’s Republic of China and the Republic of India has traditionally been seen in terms of the interaction of two different trends—cooperation and competition. At the same time, the positive or negative dynamics of China–Indian contacts have mostly been shaped by the extent to which the political leadership of China and India have been prepared at various times to be guided by pragmatic interests and the desire to overcome the legacy of the past. This set of (...) problems includes long-standing territorial disputes, New Delhi’s suspicions of the “all-weather strategic partnership” between Beijing and Islamabad, as well as the sensitive issues of Tibet and the Dalai Lama. Although the idea of ChIndia, as a condominium of the global interests of the two Asian giants and a manifestation of their growing interdependence, is no longer relevant, this article argues that cooperation or confrontation between China and India should not be linked solely to historical matters, but should be viewed from a broader regional and international perspective. The article focuses on the crucial changes that science as an established social institution and an epistemological enterprise is undergoing, the key one is the loss of its monopoly on the production of socially useful knowledge and gradual transformation into something new, which, due to institutional and cultural reasons, we continue to call ‘science’. We suppose that the most appropriate conceptualization of the new phenomenon, which is replacing science as an institution, is “technoscience”, since the technical component in scientific practices (...) has now taken a dominant position and technology production has become more important than fundamental knowledge. Technoscience has at least two sources: 1) capitalization of scientific activity that has led to classical science has been replaced with technoscience developing on first-priority funded applied research; 2) theorization and autonomy of the techno sphere, which have resulted in instrumentalization of all levels of knowledge production as well as in technological / symbolic construction of reality and tangled ontology of technoscientific objects. We discuss both of these sources, with particular attention being paid to such trends as epistemic strategies transformation, modified reality, social sciences and humanities conformation to technoscience norms, and knowledge bearers egalitarianization. A crucial transformation of both science itself and its position in society breaks inevitably a demarcation line that separates scientific knowledge from other types of knowledge while promotes the replacement of scientific theory with discourses. Apparently, in “technoscience” an ethos of its own is being formed, where interaction with the “external environment” (with other social spheres) is crucial. In this context, scientific activity is becoming more and more transepistemic, transinstitutional practice, and accordingly ceases to be guided by the classical scientific ethos determined by the goals and objectives of academic community itself. Software vulnerabilities are the root cause for a multitude of security problems in computer systems. Owing to their efficiency and tight control over low-level system resources, the C and C++ programming languages are extensively used for a myriad of purposes, from implementing operating system kernels to user-space applications. However, insufficient or improper memory management frequently leads to invalid memory accesses, eventually resulting in memory corruption vulnerabilities. These vulnerabilities are used as a foothold for elaborated attacks that bypass existing defense methods. (...) In this paper, we summarise the main memory safety violation types (i.e. memory errors), and analyse how they are exploited by attackers and the main mitigation methods proposed in the research community. The past three decades of policy process studies have seen the emergence of a clear intellectual lineage with regard to complexity. Implicitly or explicitly, scholars have employed complexity theory to examine the intricate dynamics of collective action in political contexts. However, the methodological counterparts to complexity theory, such as computational methods, are rarely used and, even if they are, they are often detached from established policy process theory. Building on a critical review of the application of complexity theory to policy (...) process studies, we present and implement a baseline model of policy processes using the logic of coevolving networks. Our model suggests that an actor’s influence depends on their environment and on exogenous events facilitating dialogue and consensus-building. Our results validate previous opinion dynamics models and generate novel patterns. Our discussion provides ground for further research and outlines the path for the field to achieve a computational turn. (shrink)

The article highlights the issues of modeling processes of a socio-economic nature, considers the problems and reveals the factors influencing the construction of the model algorithm. In our opinion, studies of economic processes undoubtedly affect the social side of the development of the territory. The scientific novelty lies in the development and testing of new approaches to the construction of a model that allows us to systematically characterize the processes taking place, based on the analysis of the whole, territorial development, (...) in relation to the structure of its parts, including human capital, which will make it possible to create a mechanism that ensures maneuverability in order to effectively use the potential of the region. As a result, an assessment of the current state of affairs for a certain subject of the Russian Federation is given, but some aspects touched upon in the study require an additional information block. The considered structural factors are determined in the share influence, which allows us to conclude about the regulation of processes with external and internal influence. (shrink)

This paper reports a study of the main key components of influence on the stability of transportation enterprises in the market. A model for evaluating the effectiveness of innovation activity in the transport industry, which takes into account indicators of expenditures on innovations, has been built. It makes it possible to determine the effectiveness of introduced innovations, which indicates the appropriate level of innovation potential and the ways that the enterprise must take to increase it. The main directions of innovative (...) development of transportation enterprises were investigated. The assessment of the economic stability of transportation enterprises in the market has established that the current state of development of enterprises is characterized by a weak level of their innovative activity. A systematic approach to the introduction of innovative technologies by a transportation enterprise in the market has been devised. This approach makes it possible to determine the required level of enterprise stability and to form a relationship between the level of innovative technologies and their stages of implementation under conditions of environmental variability. This makes it possible to increase competitive advantages, improve the efficiency of production and economic activity of enterprises. The practical implementation of the proposed model for evaluating the effectiveness of innovation activity in the transport industry has been carried out, which made it possible to allocate the most important indicators of innovation activity for the enterprise. These include specific efficiency of innovation; unit costs of innovation; innovative potential of the enterprise (defined as the proportion of own innovative developments). According to the study results, it is determined that the specific efficiency of innovations (SEI) exerts the greatest influence, which, with an increase by 1 %, provides an increase in financial stability by 1.48 %. : A popular belief is that the process whereby search engines tailor their search results to individual users, so-called personalization, leads to filter bubbles in the sense of ideologically segregated search results that would tend to reinforce the user’s prior view. Since filter bubbles are thought to be detrimental to society, there have been calls for further legal regulation of search engines beyond the so-called Right to be Forgotten Act. However, the scientific evidence for the filter bubble hypothesis is surprisingly (...) limited. Previous studies of personalization have focused on the extent to which different users get different results lists without taking the content on the webpages into account. Such methods are unsuitable for detecting filter bubbles as such. In this paper, we propose a methodology that takes content differences between webpages into account. In particular, the method involves studying the extent to which users with strong opposing views on an issue receive search results that are correlated content-wise with their personal view. Will users of with strong prior opinion that X is true on average have a larger share of search results that are in favor of X than users with a strong prior opinion that X is false? We illustrate our methodology at work, but also the non-trivial challenges it faces, by a small-scale study of the extent to which Google Search leads to ideological segregation on the issue of man-made climate change. The sequent system LDJ is formulated using the same connectives as Gentzen's intuitionistic sequent system LJ, but is dual in the following sense: (i) whereas LJ is singular in the consequent, LDJ is singular in the antecedent; (ii) whereas LJ has the same sentential counter-theorems as classical LK but not the same theorems, LDJ has the same sentential theorems as LK but not the same counter-theorems. In particular, LDJ does not reject all contradictions and is accordingly paraconsistent. To obtain a (...) more precise mapping, both LJ and LDJ are extended by adding a "pseudo-difference" operator which is the dual of intuitionistic implication. Cut-elimination and decidability are proved for the extended systems and , and a simply consistent but -inconsistent Set Theory with Unrestricted Comprehension Schema based on LDJ is sketched. Conditionals are sentences of the form 'If A, then B', and they play a central role in scientific, logical, and everyday reasoning. They have been in the philosophical limelight for centuries, and more recently, they have been receiving attention from psychologists, linguists, and computer scientists. In spite of this, many key questions concerning conditionals remain unanswered. While most of the work on conditionals has addressed semantical questions - questions about the truth conditions of conditionals - this book focuses on the (...) main epistemological questions that conditionals give rise to, such as: what are the probabilities of conditionals? When is a conditional acceptable or assertable? What do we learn when we receive new conditional information? In answering these questions, this book combines the formal tools of logic and probability theory with the experimental approach of cognitive psychology. We provide a complete binary implicational axiomatization of the positive fragment of propositional dynamic logic. The intended application of this result are completeness proofs for non-classical extensions of positive PDL. Two examples are discussed in this article, namely, a paraconsistent extension with modal De Morgan negation and a substructural extension with the residuated operators of the non-associative Lambek calculus. Informal interpretations of these two extensions are outlined.

In previous published research (“Conditionals and Inferential Connections: A Hypothetical Inferential Theory,” Cognitive Psychology, 2018), we investigated experimentally what role the presence and strength of an inferential connection between a conditional’s antecedent and consequent plays in how people process that conditional. Our analysis showed the strength of that connection to be strongly predictive of whether participants evaluated the conditional as true, false, or neither true nor false. In this article, we re-analyse the data from our previous research, now focussing on (...) the semantics of conditionals rather than on how they are processed. Specifically, we use those data to compare the main extant semantics with each other and with inferentialism, a semantics according to which the truth of a conditional requires the presence of an inferential connection between the conditional’s component parts. The paper’s main goal is to compare laws banning hate speech with counterspeech as an effective method of curtailing hate speech. In the first part, the paper discussed three normative justifications for hate speech bans. Firstly, the line of argument developed by critical race theorists that assumes that hate speech leads to the direct harm and violation of individuals’ rights. Secondly, paper examines the Weimar model that rests on the assumption that hate speech can lead to indirect harm to members (...) of vulnerable minorities by creating a toxic environment, which opens the door to discrimination and even violence. Thirdly, the justification which is derived from the idea that such forms of extreme public speech violate the basic values and principles – such as inclusiveness, equality and mutual respect - on which constitutional democracies are built. This approach extends its argument from general values to the status of citizens by arguing that hate speech violates the equal standing of citizens by attempting to exclude certain members of society from the process of democratic deliberation based on their ascriptive characteristics. The second part of the paper looks at counterspeech as an efficient approach to limit harms that arise from hate speech. The author argues that legal bans should be reserved only for the most extreme forms of hateful rhetoric, while counterspeech is a valid option for tackling all other forms of hate speech. (shrink)

The bounded confidence model has become a popular tool for studying communities of epistemically interacting agents. The model makes the idealizing assumption that all agents always have access to all other agents’ belief states. We draw on resources from network epistemology to do away with this assumption. In the model to be proposed, we impose an explicit communication network on a community, due to which each agent has access to the beliefs of only a selection of other agents. A much-discussed (...) result from network epistemology shows that densely connected communication networks are not always preferable to sparser networks. The aim of this paper is to investigate whether there are any noteworthy network effects in a version of the bounded confidence model augmented with communication networks, and in particular whether the aforementioned result from network epistemology can be replicated in that version. The article covers such issues as the relevance of the theory of perception as a multi-level information processing, the methodological role of the concept of representation and the relation of neurodynamic structures to subjective experience. The author critically reviews the philosophical presumptions underlying the various concepts of “local rationality,” the core of which is constituted by the belief that large ethnic cultures generate or are based on their own rationality and their own logic. Three statements are successively considered: thinking is (...) based on the inherent rules of rationality, logic is an extract of rationality, and types of rationality are geographically consistent with large ethnocultural communities. Empirical arguments are presented that demonstrate equivocality of the first two theses. In particular, firstly, it is shown that the genuine rationality of thinking lies not in following the rules that are immanent to it, but in the development of thinking and, more broadly, cognitive operations towards optimization of certain indicators of the cognitive or motor system that are important for survival and adaptation. In addition, this rationality is multivariate, and the choice between variants is often weakly determined or even random. Thus, the first statement turns out to be refuted. Secondly, by reference to the well-known experiments, it is shown that most people do not explicitly follow some declared logical rules in solving even logical or mathematical problems, and yet there is reason to consider their behavior rational. The third thesis, as shown with some limited empirical material, appears to be partially confirmed. Nevertheless, the demonstration of the doubtfulness of the first two theses makes the conclusion that different nations have different logics insufficiently substantiated. (shrink)

Conditionals whose antecedent and consequent are not somehow internally connected tend to strike us as odd. The received doctrine is that this felt oddness is to be explained pragmatically. Exactly how the pragmatic explanation is supposed to go has remained elusive, however. This paper discusses recent philosophical and psychological work that attempts to account semantically for the apparent oddness of conditionals lacking an internal connection between their parts.

Inference to the Best Explanation has become the subject of a livelydebate in the philosophy of science. Scientific realists maintain, while scientificantirealists deny, that it is a compelling rule of inference. It seems that anyattempt to settle this debate empirically must beg the question against theantirealist. The present paper argues that this impression is misleading. A methodis described that, by combining Glymour's theory of bootstrapping and Hacking'sarguments from microscopy, allows us to test IBE without begging any antirealistissues.

This collection of essays is presented as offering the first real philosophical and legal treatment of the Principle of Non-Combatant Immunity. Primoratz's own essay serves as a useful summary of some of the most influential attempts to rule in all, but only, combatants as legitimate military targets. However, this will feel like very familiar territory to those already working in Just War Theory, as will Uwe Steinhoff's essay, which surveys the same positions. Several of the essays are expositional rather than (...) analytical in nature, tracing the historical roots of the PNI. Whilst providing an undeniably interesting journey through early Just War thought, these parts of the volume might feel less than gripping to those looking for engaging philosophical argument.However, the collection is certainly not without such argument. Hegselmann and Krause have developed a simple yet powerful computational model for studying the opinion dynamics in societies of epistemically interacting truth-seeking agents. We present various extensions of this model and show their relevance to the investigation of socio-epistemic questions, with an emphasis on normative questions.

Bayesians have traditionally taken a dim view of the Inference to the Best Explanation, arguing that, if IBE is at variance with Bayes ' rule, then it runs afoul of the dynamic Dutch book argument. More recently, Bayes ' rule has been claimed to be superior on grounds of conduciveness to our epistemic goal. The present paper aims to show that neither of these arguments succeeds in undermining IBE.

It is undeniable that inductive reasoning has brought us much good. At least since Hume, however, philosophers have wondered how to justify our reliance on induction. In important recent work, Schurz points out that philosophers have been wrongly assuming that justifying induction is tantamount to showing induction to be reliable. According to him, to justify our reliance on induction, it is enough to show that induction is optimal. His optimality approach consists of two steps: an analytic argument for meta-induction (that (...) is, induction over inductive methods) and an application of meta-induction to empirical findings concerning the predictive accuracy of our actual inductive practices as compared to various non-inductive methods. The present article agrees with Schurz’s general conclusion but also argues that it leaves an important aspect of our inductive practices unaccounted for, to wit, that these practices have so far been highly successful; to satisfy the optimality requirement, induction only needs to be as successful as random guessing. To explain the success of induction, I turn to insights from social epistemology, also highlighted in Schurz’s work, and make these formally explicit in a framework that combines the Hegselmann–Krause model for opinion dynamics and Carnap’s system of λ rules. Within this framework, I use a standard evolutionary algorithm to show how communities of interacting agents may, through variation and selection, come to consist of highly successful inductive reasoners. The aim was to investigate the relationships between landscape-related personal and collective identity and well-being of residents living in a Swedish mountain county ( N = 850). It was shown that their most valued mountain activities were viewing and experiencing nature and landscape, outdoor recreation, rest and leisure, and socializing with friends/family. Qualitative analyses showed that the most valued aspects of the sites were landscape and outdoor restoration for personal favorite sites, and tourism and alpine for collective favorite sites. According (...) to quantitative analyses the stronger the attachment/closeness/belonging (emotional component of place identity) residents felt to favorite personal and collective sites the more well-being they perceived when visiting these places. Similarly, the more remembrance, thinking and mental travel (cognitive component of place identity) residents directed to these sites the more well-being they perceived in these places. In both types of sites well-being was more strongly predicted by emotional than cognitive component of place-identity. All this indicates the importance of person-place bonds in beneficial experiences of the outdoors, over and above simply being in outdoor environments. (shrink)

This paper is concerned with a version of Kamp and Partee's account of graded membership that relies on the conceptual spaces framework. Three studies are reported, one to construct a particular shape space, one to detect which shapes representable in that space are typical for certain sorts of objects, and one to elicit degrees of category membership for the various shapes from which the shape space was constructed. Taking Kamp and Partee's proposal as given, the first two studies allowed us (...) to predict the degrees to which people would judge shapes representable in the space to be members of certain categories. These predictions were compared with the degrees that were measured in the third study. The comparison yielded a test of the account of graded membership at issue. The outcome of this test was found to support the conceptual spaces version of Kamp and Partee's account of graded membership. (shrink)
