PurposeThe current study aims to review the emerging trends as revealed in masters' theses and doctoral dissertations written over the past five years (2002‐2006) in information science departments worldwide, and to examine how social and ethical issues are reflected in these research projects.Design/methodology/approachThe ProQuest digital dissertations database was used to identify the studies, and studies conducted in the Department of Information Science at Bar‐Ilan University in Israel during the same years were also added to the sample. To locate (...) these projects studies, all studies that received the subject classification of “library science” “information science” or both during those years in the ProQuest digital dissertations system were retrieved yet only studies conducted in departments of information science were included in the sample. The dissertations and theses retrieved were divided into nine categories.FindingsA clear trend can be identified in masters' theses and doctoral dissertations research conducted over the past five years in departments of information science worldwide. The social aspects of information are moving into the spotlight. It appears that the user and his/her ability to sift through the vast sea of information will be the primary research focus in the twenty‐first century.Originality/valueThe paper presents the current trends in research in the field of information science. It characterizes studies in Brazilian Information Science that connect gender and/or women and the Knowledge Organization (KO). The study is characterized as exploratory, descriptive, presenting bibliographical research as a data collection procedure. The bibliographic research was carried out in the Information Science Database (BRAPCI) and in the Brazilian Digital Library of Theses and Dissertations (BDTD). 42 scientific works were analyzed, including articles, dissertations, and theses. The first publication on the subject in the literature analyzed is from 2010, highlighting (...) its incipience, considering that 58% of publications are from 2017 to the present. Considering their objectives, the research was categorized into the three dimensions of ISKO-Brazil: epistemological, applied, political, and social. 22% of the research was categorized into the epistemological dimension, 39% into the applied dimension, and 39% into the political and social dimension. The epistemological dimension of KO concerning gender presents significant challenges, but also opportunities for theoretical and methodological advances that can contribute to a fairer and more inclusive representation of knowledge. Critical analysis of the work shows that, although there is progress, it is still incipient to ensure that KO is truly inclusive and representative of diverse gender identities. (shrink)

The research examines the impact of Marxist praxis on Library Science and Information Science through a methodological approach that combines bibliographic research and content analysis. The bibliographic research methodology involved systematic and critical consultation of sources such as specialized journals, reference works, and relevant studies available in academic databases like Brapci, Scielo, and Capes, as well as publications by renowned authors in Philosophy and Social Sciences. The research findings highlight the significance of Marxist praxis in transforming information services (...) and managing information units, particularly in the library context, emphasizing the democratization of knowledge and the promotion of equal access to information. Additionally, they underscore the role of information professionals in fostering cultural democracy and mitigating social disparities, reinforcing the need for a critical approach that not only facilitates access to information but also recognizes and addresses underlying power dynamics. It is concluded that Marxist praxis provides a robust theoretical framework for the critical understanding and transformation of professional practices in Library Science and Information Science, enhancing the role of information professionals as agents of social change. In this sense, the research contributes not only to the theoretical development of these fields but also to professional practice aimed at broader social goals aligned with principles of justice and equity in the dissemination and access to information in contemporary society. Emile Meyerson's writings on the philosophy of science are a rich source of ideas and information concerning many philosophical and historical aspects of the development of modem science. Meyerson's works are not widely read or cited today by philosophers or even philosophers of science, in part because they have long been out of print and are often not available even in research libraries. There are additional chevaux de!rise for all but the hardiest scholars: Meyerson's books are written in French (...) (and do not all exist in English versions) and deal with the subject matter of science - ideas or concepts, laws or principles, theories - and epis temological questions rather than today's more fashionable topics of the social matrix and external influences on science with the concomitant neglect of the intellectual content of science. Born in Lublin, Poland, in 1859, Meyerson received most of his education in Germany, where he studied from the age of 12 to 23, preparing himself for a career in chemistry.! He moved to Paris in 1882, where he began a career as an industrial chemist. Changing his profession, he then worked for a time as the foreign news editor of the HAVAS News Agency in Paris. In 1898 he joined the agency established by Edmond Rothschild that had as its purpose the settling of Jews in Palestine and became the Director of the Jewish Colonization Association for Europe and Asia Minor. This paper demonstrates the practical and philosophical strengths of adopting Luciano Floridi’s “general definition of information” (GDI) for use in the information sciences (IS). Many definitions of information have been proposed, but little work has been done to determine which definitions are most coherent or useful. Consequently, doubts have been cast on the necessity and possibility of finding a definition. In response to these doubts, the paper shows how items and events central to IS are adequately described (...) by Floridi’s conception of information, and demonstrates how it helps clarify the muddy theoretical framework resulting from the many previous definitions. To this end, it analyzes definitions, popular in IS, that conceive of information as energy, processes, knowledge, and physical objects. The paper finds that each of these definitions produces problematic or counterintuitive implications that the GDI suitably accounts for. It discusses the role of truth in IS, notes why the GDI is preferable to its truth-requiring variant, and ends with comments about the import of such a theory for IS research and practice. (shrink)

In this paper, faculty librarians at an academic institution explore the ethical dimensions of conducting research with user-generated social networking service (SNS) data. In an effort to guide librarian-researchers, this paper first offers a background discussion of privacy ethics across disciplines and then proposes a library-specific ethical framework for conducting SNS research.,By surveying the literature in other disciplines, three key considerations are identified that can inform ethical practice in the field of library science: context, expectation, and value analysis. For each (...) of these considerations, the framework is tailored to consider ethical issues, as they relate to libraries and our practice as librarian-researchers.,The unique role of the librarian-researcher demands an ethical framework specific to that practice. The findings of this paper propose such a framework.,Librarian-researchers are at a unique point in our history. In exploring SNSs as a source of data to conduct research and improve services, we become challenged by conflicting and equally cherished values of patron privacy and information access. By evaluating research according to context, expectations, and value, this framework provides an ethical path forward for research using SNS data.,As of this paper’s publication, there is no existing ethical framework for conducting SNS research in libraries. The development of the CRISPR/Cas9 gene editing system has generated new possibilities for the use of gene drive constructs to reduce or suppress mosquito populations to levels that do not support disease transmission. Despite this prospect, social resistance to genetically modified organisms remains high. Gene drive open field research thus raises important questions regarding what is owed to those who may not consent to such research, or those could be affected by the proposed research, but whose consent is not solicited. (...) The precise circumstances under which informed consent must be obtained, and from whom, requires careful consideration. Furthermore, appropriate engagement processes should be central to any introduction of genetically modified mosquitos in proposed target settings. In this work, international guidance documents on informed consent and engagement are reviewed and applied to the genetically modified mosquito research context. Five analogous research endeavours that involve area-wide / open field experiments are reviewed. The approach of each in respect to the solicitation of individual informed consent and community engagement are highlighted. While the solicitation of individual informed consent in host settings of gene drive field trials may not be possible or feasible in some instances, local community and stakeholder engagement will be key to building trust towards the proposed conduct of such research. In this regard, the approaches taken by investigators and sponsors of political science field research and weather modification field research should be avoided. Rather, proponents of gene drive field research should look to the Eliminate Dengue field trials, cluster randomised trials, and pragmatic clinical trials for guidance regarding how the solicitation of individual informed consent of host communities ought to be managed, and how these communities ought to be engaged. As there are changes in today's needs of the information society, the development of information technologies, the information behavior of scientists, the habits of information processing and its management in modern scientific libraries form their unique, atypical and constantly changing functions. This forces scientific libraries to take on new roles while ensuring the stability of their traditional roles. The vision for the future of the academic library is to become an academic partner from the service provider (...) [1]. Preparation of employees for doing the right job is becoming more and more important and challenging. The combination of individual self-expression, knowledge and skills undoubtedly contributes to the successful implementation of changes, therefore it is important to focus on and distinguish significant employee competencies to ensure organizational goals.In recent decades academic libraries conditioned by the changes happening in information society have fundamentally changed their activities: reorganize structures, carry out reorganization in collections, improve information search systems, organize open access to scientific resources, redistribute budget priorities, expand collaboration with academic community, organize the training and participate in the training process, focus on employee learning, implementation and adaptation of new technologies, conduct scientific research, constantly improve services.The role of today's scientific libraries is not limited to the diversity of book collections and the ways in which they are stored, they play an active role in building technology and knowledge infrastructures. It is now more evident that the functions of libraries' dissemination of information, accessibility, storage and social functions are crucial. "In the age of technology, the availability of information streams and the efficiency of their processing are becoming critical criteria for determining the quality and attractiveness of libraries" [2]. The abundance and variety of exploring scientific research sources are equally important for their availability and presentation. Therefore, the transformation of library staff from a curator of publications to a high-tech specialist or IT consultant in modern scientific libraries is an inevitable phenomenon.Having done the systematic analysis of scientific literature [3-7], the article presents the refined competencies of library employees as a result of changes in library activities and necessary for their successful implementation (see Table). Taking into account that organizational intelligence is one of the main guarantees of the quality of activities, which ensures the possibility to implement organizational changes, such competencies as personal knowledge, skills (abilities) and personal qualities (internal readiness) are necessary for implementing library changes. It can be noted that the greatest success of change implementation is determined by the skills (abilities) and personal qualities of the employees. This demonstrates that the library staff should be flexible, operational, tolerant, able to successfully develop their skills, and effectively apply other personal qualities to prepare for changes in the organization.Table 1. This can be seen in the library employees’ distinguished functional, managerial, organizational, negotiation (communication, cooperation), education, coordination (planning, integration), understanding and analysis of digital systems, development of projects and methodologies, and data analysis and evaluation abilities. The knowledge of the library staff was detailed based on the main knowledge groups, i.e. professional, theoretical, technological, management, scientific communication, digital systems. It is almost certain that in recent decades changes in libraries have created new concepts of librarians' erudition.Knowledge such as technological, digital systems and, to some extent, scientific communication were certainly not on the list of key competencies of the traditional library staff. This proves the fundamental transformation of library staff competence in an inclusive digital environment.In conclusion, it could be stated that changes of activities in academic libraries initiate changes in staff competences - in the context of changes, there is a need for the staff to develop new or existing competences that are attributed to skill and knowledge, and personal qualities groups. It is these competences that need to be strengthened, since only a combination of them will lead to successful implementation of change. (shrink)

This paper analyses the relations between philosophy of information (PI), library and information science (LIS) and social epistemology (SE). In the first section, it is argued that there is a natural relation between philosophy and LIS but that SE cannot provide a satisfactory foundation for LIS. SE should rather be seen as sharing with LIS a common ground, represented by the study of information, to be investigated by a new discipline, PI. In the second section, the nature (...) of PI is outlined as the philosophical area that studies the conceptual nature of information, its dynamics and problems. In the third section, LIS is defined as a form of applied PI. The hypothesis supported is that PI should replace SE as the philosophical discipline that can best provide the conceptual foundation for LIS. In the conclusion, it is suggested that the 'identity' crisis undergone by LIS has been the natural outcome of a justified but precocious search for a philosophical counterpart that has emerged only recently: namely, PI. The development of LIS should not rely on some borrowed, pre-packaged theory. As applied PI, LIS can fruitfully contribute to the growth of basic theoretical research in PI itself and thus provide its own foundation. (shrink)

PurposeThe purpose of the study is to identify current trends in library and information science education related to the user‐centred approach adopted by libraries and information professionals in response to the advent of the internet.Design/methodology/approachCourse descriptions of 30 LIS departments around the world were analyzed based on Wilson's map of information science that proposes five basic foundations fields: information content, information systems, people, organizations, and policy. The analysis focused on the user‐centred people field and on (...) the interactions between this field and the other four fields proposed by the model. Course descriptions found in the departments' web sites were analyzed using the content analysis method and eight categories were revealed in the analysis that represent the different interactions between the fields.FindingsFindings show that LIS departments have been successful in infusing the traditional information‐related curricula with a user‐centred approach but they have yet to develop areas of study that strengthen the students' social skills.Research limitations/implicationsThe data collection method limited the scope of the study. By restricting the data collection to course descriptions as advertised in the departments' web sites the study could only analyze the departments' intent and not their actual work in the field.Originality/valueThe study recommends the implementation of courses dealing with social or personal skills. Purpose : The purpose of this paper is to bring the concept of a 'hierarchy of action', as it is currently being used in other fields, into library and information science . Design/methodology/approach Hierarchy theory is adopted to describe three hierarchies of action, which include the human processes of semantic and social innovation, as well as a system of biological interpretence, from which human processes are thought to have evolved as a development of biosemiosis in nature. By way of (...) example, it is argued that a text is a complex achievement, and hierarchy theory shows how to account for this complexity; the everyday definition of text is augmented with accounts from different levels of observation. Findings: The concept of a hierarchy of action enables a person to account for a text as a meaning/symbolic product; include in that account the processes whereby texts are produced and used; and say why these processes are important to the health of the biosphere that is called home. Originality/value Hierarchy of action has been developed as a concept in biology and ecology; it belongs to a way of thinking whereby human reality, like nature, is construed as dynamical processes operating in symbiotic relationship with each other; it has not yet been adopted in LIS with reference to hierarchy theory and its potential is yet to be explored. BackgroundInformed consent forms for clinical research are several and variable at international, national and local levels. According to the literature, they are often unclear and poorly understood by participants. Within the H2020 project CORBEL—Coordinated Research Infrastructures Building Enduring Life-science Services—clinical researchers, researchers in ethical, social, and legal issues, experts in planning and management of clinical studies, clinicians, researchers in citizen involvement and public engagement worked together to provide a minimum set of requirements for informed consent in clinical studies.MethodsThe template was (...) based on a literature review including systematic reviews and guidelines searched on PubMed, Embase, Cochrane Library, NICE, SIGN, GIN, and Clearinghouse databases, and on comparison of templates gathered through an extensive search on the websites of research institutes, national and international agencies, and international initiatives. We discussed the draft versions step-by-step and then we referred to it as the “matrix” to underline its modular character and indicate that it allows adaptation to the context in which it will be used. The matrix was revised by representatives of two international patient groups.ResultsThe matrix covers the process of ensuring that the appropriate information, context and setting are provided so that the participant can give truly informed consent. It addresses the key topics and proposes wording on how to clarify the meaning of placebo and of non-inferiority studies, the importance of individual participants’ data sharing, and the impossibility of knowing in advance how the data might be used in future studies. Finally, it presents general suggestions on wording, format, and length of the information sheet.ConclusionsThe matrix underlines the importance of improving the process of communication, its proper conditions (space, time, setting), and addresses the participants’ lack of knowledge on how clinical research is conducted. It can be easily applied to a specific setting and could be a useful tool to identify the appropriate informed consent format for any study. Formal Ontology in Information Systems is the flagship conference of the International Association for Ontology and its Applications. Its interdisciplinary research focus lies at the intersection of philosophical ontology, linguistics, logic, cognitive science, and computer science, as well as in the applications of ontological analysis to conceptual modeling, knowledge engineering, knowledge management, information-systems development, library and information science, scientific research, and semantic technologies in general.As in previous years, FOIS 2014 was a nexus of interdisciplinary research and communication. (...) The current proceedings is divided into four main sections, dealing with: foundations; processes, agency and dispositions; methods and tools; and applications. The last of these covers a broad spectrum of areas, including in particular biology and medicine, engineering, and economy. For the first time in its history, the conference hosted a special track: an ontology competition, the aim of which was to encourage authors to make their ontologies publicly available and to allow them to be evaluated according to a set of predetermined criteria. The biology of early life adversity explores how social experiences early in life affect physical and psychological health and well-being throughout the life course. In our previous work, we argued that narratives emerging from and about this research field tend to focus on harm and lasting damage with little discussion of reversibility and resilience. However, as the Science and Technology Studies literature has demonstrated, scientific research can be actively taken up and transformed as it moves through social worlds. Drawing on (...) fieldwork with actors in education and juvenile corrections in the US Pacific Northwest, we found that they employed the biology of early life adversity not only to promote prevention but also to argue for changes within their own institutions that would allow them to better serve children and youth who have experienced adversity and trauma. Our study shows that biosocial narratives are neither inherently liberatory nor inherently oppressive but that the situated narrative choreographies in which they are enrolled are essential for their political effects. In our case, we show how these biosocial narratives have been articulated with knowledge and practices from restorative justice and trauma-informed care to reimagine the social meaning of the biology of early life adversity. In recent years, “Information Ethics” (IE) has come to mean different things to different researchers working in a variety of disciplines, including computer ethics, business ethics, medical ethics, computer science, the philosophy of information, social epistemology and library and information science. Using an ontocentric approach, this paper seeks to define the parameters of IE and thereby increase our understanding of the moral challenges associated with Information Communication Technologies.

Searching for information is critical in many situations. In medicine, for instance, careful choice of a diagnostic test can help narrow down the range of plausible diseases that the patient might have. In a probabilistic framework, test selection is often modeled by assuming that people's goal is to reduce uncertainty about possible states of the world. In cognitive science, psychology, and medical decision making, Shannon entropy is the most prominent and most widely used model to formalize probabilistic uncertainty and (...) the reduction thereof. However, a variety of alternative entropy metrics (Hartley, Quadratic, Tsallis, Rényi, and more) are popular in the social and the natural sciences, computer science, and philosophy of science. Particular entropy measures have been predominant in particular research areas, and it is often an open issue whether these divergences emerge from different theoretical and practical goals or are merely due to historical accident. Cutting across disciplinary boundaries, we show that several entropy and entropy reduction measures arise as special cases in a unified formalism, the Sharma–Mittal framework. Using mathematical results, computer simulations, and analyses of published behavioral data, we discuss four key questions: How do various entropy models relate to each other? What insights can be obtained by considering diverse entropy models within a unified framework? What is the psychological plausibility of different entropy models? What new questions and insights for research on human information acquisition follow? Our work provides several new pathways for theoretical and empirical research, reconciling apparently conflicting approaches and empirical findings within a comprehensive and unified information‐theoretic formalism. As an answer to the humanistic, socially oriented critique of the information-processing paradigms used as a conceptual frame for library information science, this article formulates a broader and less objective concept of communication than that of the information-processing paradigm. Knowledge can be seen as the mental phenomenon that documents (combining signs into text, depending on the state of knowledge of the recipient) can cause through interpretation. The examination of these “correct circumstances” is an important part of (...) class='Hi'>information science. This article represents the following developments in the concept of information: Information is understood as potential until somebody interprets it. The objective carriers of potential knowledge are signs. Signs need interpretation to release knowledge in the form of interpretants. Interpretation is based on the total semantic network, horizons, worldviews, and experience of the person, including the emotional and social aspects. The realm of meaning is rooted in social-historical as well as embodied evolutionary processes that go beyond computational algorithmically logic. The semantic network derives a decisive aspect of signification from a person’s embodied cultural worldview, which, in turn, derives from, develops, and has its roots in undefined tacit knowledge. To theoretically encompass both the computational and the semantic aspects of document classification and retrieval, we need to combine the cybernetic functionalistic approach with the semiotic pragmatic understanding of meaning as social and embodied. For such a marriage, it is necessary to go into the constructivistic secondorder cybernetics and autopoiesis theory of von Foerster, Maturana, and Luhmann, on the one hand, and the pragmatic triadic semiotics of Peirce in the form of the embodied Biosemiotics, on the other hand. As with other areas of the social world, academic research in the contemporary healthcare setting has undergone adaptation and change. For example, research methods are increasingly incorporating citizen participation in the research process, and there has been an increase in collaborative research that brings academic and industry partners together. There have been numerous positive outcomes associated with both of these growing methodological and collaborative processes; nonetheless, both bring with them ethical considerations that require careful thought and attention. This article discusses a new program for collaborative study of information technology, commercialization intellectual property and transformations of education research practives in universities. Three themes define the program. First, the authors investigate the ways that information technologies shape content, organization, and delivery of faculty work. Second, they examine the interplay of issues of intellectually property, technology, commercialization, and academic research. Third, ethical issues information raise and the values they embody are explored. The research and training undertaken brings (...) together problems usually treated by sepatate disciplines and focuses on technologies used by researchers and advanced students in various disciplines who shape and even create communications technologies. The intent is to explore these questions through research and teaching and in the process develop a new generation of scholars who are cognizant of changing patterns in the social relations of science and technology. How can one verify the accuracy of recorded information (e.g., information found in books, newspapers, and on Web sites)? In this paper, I argue that work in the epistemology of testimony (especially that of philosophers David Hume and Alvin Goldman) can help with this important practical problem in library and information science. This work suggests that there are four important areas to consider when verifying the accuracy of information: (i) authority, (ii) independent corroboration, (iii) plausibility and (...) support, and (iv) presentation. I show how philosophical research in these areas can improve how information professionals go about teaching people how to evaluate information. Finally, I discuss several further techniques that information professionals can and should use to make it easier for people to verify the accuracy of information. (shrink)

The concept of information and its relation to biosemiotics is a major area of contention among biosemioticians. Biosemioticians influenced by von Uexküll, Sebeok, Bateson and Peirce are critical of the way the concept as developed in information science has been applied to biology, while others believe that for biosemiotics to gain acceptance it will have to embrace information science and distance biosemiotics from Peirce’s philosophical work. Here I will defend the influence of Peirce on biosemiotics, arguing that (...) information science and biosemiotics as these were originally formulated are radically opposed research traditions. Failure to appreciate this will undermine the challenge of biosemiotics and other anti-reductionist traditions to mainstream science with its reductionist ambition to explain everything through physics. However, for this challenge to be successful, it will be necessary to respond to criticisms of Peircian ideas, jettisoning ideas that are no longer defensible and integrating ideas allied to his anti-reductionist agenda. Here I will argue that the natural philosophy of Gilbert Simondon, offering a searching critique of the application of the new concept of information and cybernetics to the life and human sciences, provides the means to defend and advance Peirce’s core ideas and thereby defend post-reductionist biosemiotics. In many areas of philosophy, it is becoming more and more mainstream to appeal or at least refer to social science research. For example, in moral psychology, the empirically informed approach is well established in the literature on moral judgment, moral emotions, and moral responsibility (Greene, 2013; Nichols, 2004; Prinz, 2007; Kelly, 2011; Doris, 2016; Roskies, 2006; Vargas, 2013). Does work in the social sciences have any bearing on philosophical questions about practical reason or reasoning? While there has been some (...) excellent work that explores this question (e.g., Stein, 1996 ; Bishop and Trout, 2004 ), the growing empirical wave is less noticeable here. But this may not be because empirical research is irrelevant to the philosophical questions in the area. In this chapter, we will consider three questions about practical reason or reasoning that might be illuminated by attention to research in the social sciences. First, we’ll consider whether research on the role of sentiments on moral judgment is relevant to the philosophical debate between moral rationalism and moral sentimentalism. Second, we’ll consider whether research on the unconscious causes of action undermines philosophical views about the relationship between reasons and actions. Third, we’ll consider whether research on implicit bias is relevant to the normative question of how we can reason better. Along the way, we’ll see that when philosophical arguments and theories about practical reason make empirical assumptions – which they often do – empirical research can help to test these assumptions. We’ll also see that philosophical theories don’t always make the assumptions they are accused of making by their critics. Finally, we’ll see that we can make better prescriptions for how to reason better if we have a better sense of what we’re doing wrong. (shrink)

The work of Luciano Floridi lies at the interface of philosophy, information science and technology, and ethics, an intersection whose existence and significance he was one of the first to establish. His closely related concepts of a philosophy of information (PI), informational structural realism, information logic (IL), and information ethics (IE) provide a new ontological perspective from which moral concerns can be addressed, especially but not limited to those arising in connection with the new information (...) and communication technologies. In this paper, I relate Floridi's approach to another novel perspective, namely, that of an extension of logic to complex real processes, including those of information production and transfer. This non-propositional, non-truth-functional logic (logic in reality (LIR)) is grounded in the fundamental dualism (dynamic opposition) inherent in energy and accordingly present at all levels of reality. The LIR description of the dynamics of processes and their evolution is relevant to what Floridi refers to as the possible non-linguistic aspects of information. It suggests answers to some of Floridi's “outstanding problems” in PI related to the ontological status of information and how it is used in cognition. Floridi's IL retains the formal structure of the doxastic and epistemic logics from which he correctly distinguishes it and is the basis for his conceptual PI. However, LIR fulfills Floridi's implied requirement that logic be regarded as a natural phenomenon dealing with other natural phenomena, recovering its original philosophical function. LIR provides a logical foundation for discussion of ethical questions based on kinds of information that complements IL. Both are reconsiderations of logic that, as Marijuan suggests, may be necessary for the advancement of information technology in an ethical direction (cf. also Brenner). IE focuses on entities as constituted by information in an overall strategy that generalizes the concept of moral agents. LIR and its related ontology naturalize critical aspects of Floridi's theses, especially, the moral value of being as such and a non-separable joint responsibility of individuals and groups. I compare IE to other current approaches to ethics and information technology (e.g., phenomenological and social constructivist). Ethical information is defined “ecologically” in process terms as reality in a physical space (cf. Floridi), with an intentional “valence,” positive and negative, in the morally valued interaction between producer and receiver. LIR is neither topic-neutral nor context independent and can support an ethics involving apparently contradictory perspectives (e.g., internalist and externalist). Ethics involves practical reasoning, and unlike standard logics, LIR supports Magnani's approach to abductive reasoning in rational moral decision making. The basis of moral responsibility and the consequent behavior of individuals involved in information and communications technologies is the same logical–metaphysical principle of dynamic opposition instantiated at other levels of reality. The way moral responsibilities are actively accepted (or not) by individuals supervenes on their primitive psychological structure, which in turn reflects an evolutionary development grounded in the fundamental dualism of the physical world. The paper concludes with some suggestions of areas of philosophical research, such as causality, identity, and the ontological turn, where convergence of the Floridi and LIR approaches might be envisaged. Their overall motivation is the same, namely, the development of strategies for reinforcing and increasing ethical sensitivity wherever possible. BackgroundResearchers conducting community-based participatory action research (CBPAR) in highly collectivistic and socioeconomically disadvantaged community settings in sub-Saharan Africa are confronted with the distinctive challenge of balancing universal ethical standards with local standards, where traditional customs or beliefs may conflict with regulatory requirements and ethical guidelines underlying the informed consent (IC) process. The unique ethnic, socioeconomic, and cultural diversities in these settings have important implications for the IC process, such as individual decisional autonomy, beneficence, confidentiality, and signing the IC document.Main textDrawing (...) on insights and field observations from conducting CBPARs across several rural, highly communal, low literate, and low-income communities in Ghana, we discuss some theoretical, ethico-cultural, and methodological challenges associated with applying the universal, Western individualistic cultural value-laden IC process in sub-Saharan Africa. By citing field situations, we discuss how local cultural customs and the socioeconomic adversities prevalent in these settings can influence (and disrupt) the information disclosure process, individual decisional authority for consent, and voluntariness. We review the theoretical assumptions of the Declaration of Helsinki’s statement on IC and discuss its limitations as an ultimate guide for the conduct of social science research in the highly communal African context. We argue that the IC process in these settings should include strategies directed at preventing deception and coercion, in addition to ensuring respect for individual autonomy. We urge Universities, research institutions, and institutional review boards in Africa to design and promote the use of context-appropriate ethical IC guidelines that take into consideration both the local customs and traditional practices of the people as well as the scientific principles underpinning the universal IC standards.ConclusionWe recommend that, rather than adopt a universal one-size-fits-all IC approach, researchers working in the rural, highly collectivistic, low literate, socioeconomically disadvantaged settings of sub-Saharan Africa should deeply consider the roles and influence of cultural values and traditional practices on the IC and the research process. The social sciences playa variety of multifaceted roles in the policymaking process. So varied are these roles, indeed, that it is futile to talk in the singular about the use of social science in policymaking, as if there were one constant relationship between two fixed and stable entities. Instead, to address this issue sensibly one must talk in the plural about uses of dif ferent modes of social scientific inquiry for different kinds of policies under various circumstances. In some cases, (...) the influence of social scientific research is direct and tangible, and the connection between the find ings and the policy is easy to see. In other cases, perhaps most, its influence is indirect-one small piece in a larger mosaic of politics, bargaining, and compromise. Occasionally the findings of social scientific studies are explicitly drawn upon by policymakers in the formation, implementation, or evaluation of particular policies. More often, the categories and theoretical models of social science provide a general background orientation within which policymakers concep tualize problems and frame policy options. At times, the in fluence of social scientific work is cognitive and informational in nature; in other instances, policymakers use social science primarily for symbolic and political purposes in order to le gitimate preestablished goals and strategies. Science and technology (S&T) policy studies has explored the relationship between the structure of scientific research and the attainment of desired outcomes. Due to the difficulty of measuring them directly, S&T policy scholars have traditionally equated “outcomes” with several proxies for evaluation, including economic impact, and academic output such as papers published and citations received. More recently, scholars have evaluated science policies through the lens of Public Value Mapping, which assesses scientific programs against societal values. Missing from these approaches is (...) an examination of the social activities within the scientific enterprise that affect research outputs and outcomes. We contend that activities that significantly affect research trajectories take place at the levels of individual researchers and their communities, and that S&T policy scholars must take heed of this activity in their work in order to better inform policy. Based on primary research of two scientific communities—ecologists and sustainability scientists—we demonstrate that research agendas are actively shaped by parochial epistemic and normative concerns of the scientists and their disciplines. S&T policy scholarship that explores how scientists balance these concerns, alongside more formal science policies and incentive structures, will enhance understanding of why certain science policies fail or succeed and how to more effectively link science to beneficial social outcomes. In the course of recent investigations on artificial intelligence (AI) and its scope in different societal domains and industries, two notable research frontiers have taken center stage: the growing exploration of the interactive relationship between humans and increasingly intelligent systems and the renewed emphasis on integrating a range of social science and humanities perspectives within AI research. This surge in interest, coupled with the proliferation of publications and diverse terminologies, has led to a complex landscape where theoretical inconsistency and conceptual (...) confusion abound. In response, this work aims to bridge critical gaps by (1) exploring how recent studies in the field of human–AI interaction define their terminologies and fundamental concepts (i.e., knowledge, intelligence, and learning) and (2) developing a novel conceptual overview that facilitates navigation through the diversity of concepts, including new paradigms in AI that integrate perspectives from social sciences and humanities. Our findings reveal that researchers in this cross-sectional field understand that intelligence is more frequently seen as intricately linked with knowledge, with a mutually causal relationship between the two. Despite the proliferation of terminologies across different areas of expertise, such as human-centric design, human–AI collaborative arrangements, and synergy as a process of mutual enhancement, the theoretical distinctions among them remain unclear. To address these complexities, we developed a conceptual overview that functions as a paradigm matrix, enabling the identification of tensions arising from the integration of multiple paradigms across different theories and epistemologies from social sciences and humanities. This conceptual overview is designed not to homogenize these perspectives, but to foster dialogue and reflection, allowing researchers to appreciate and leverage the unique strengths and insights each paradigm offers. This paradigm matrix promises to enhance our understanding of the dynamic and multifaceted interaction between humans and AI, paving the way for more coherent and impactful research in this rapidly evolving field. Mobile health research involving pervasive sensors, mobile apps and other novel data collection tools and methods present new ethical, legal, and social challenges specific to informed consent, data management and bystander rights. To address these challenges, a participatory design approach was deployed whereby stakeholders contributed to the development of a web-based commons to support the mHealth research community including researchers and ethics board members. The CORE platform now features a community forum, a resource library and a network of nearly 600 (...) global members. The utility of the participatory design process was evaluated by analyzing activities carried out over an 8-month design phase consisting of 86 distinct events including iterative design deliberations and social media engagement. This article describes how participatory design yielded 55 new features directly mapped to community needs and discusses relationships to user engagement as demonstrated by a steady increase in CORE member activity and followers on Twitter. The article focuses on the fact that the consequence of Bourdieu’s death is that we now have to respond specifically to the texts that he produced between 1958 and 2002, rather than to the impact of writing and political action in combination, which was his goal during his life. The article raises general questions about the status of social texts in relation to the practices of philosophy and social scientific enquiry to which Bourdieu must have returned in preparing his final (...) course of lectures, published in 2001 as Science de la science et réflexivité. It then offers three case studies of this relationship in action in Bourdieu’s early work, considering his textual and scientific practices. It discusses aspects of the contemporary philosophical debate about the referentiality of texts at the time of this early work and thus indicates that this was a question of continuous importance in Bourdieu’s work. The article next reflects on the significance of Bourdieu’s thinking in this respect for the ways in which we should now respond to his texts and deploy his concepts empirically. It takes three examples of different ways in which Bourdieu’s texts have become pretexts for further research practice. These are characterized as ‘academic exploitation’, ‘nominal appropriation’ and ‘informed divergence’. The conclusion is that Bourdieu’s work demands a reflexive response, which requires that respondents should analyse rigorously their own situations and the grounds for transferring received concepts, and that this entails detailed attention to both Bourdieu’s texts and the contexts of their production, rather than a superficial exploitation or appropriation of his ‘consecrated’ texts. We relax the assumption that priors are common knowledge, in the standard model of games of incomplete information. We make the realistic assumption that the players are boundedly rational: they base their actions on finite-order belief hierarchies. When the different layers of beliefs are independent of each other, we can retain Harsányi's type-space, and we can define straightforward generalizations of Bayesian Nash Equilibrium and Rationalizability in our context. Since neither of these concepts is quite satisfactory, we propose a hybrid (...) concept, Mirage Equilibrium, providing us with a practical tool to work with inconsistent belief hierarchies. When the different layers of beliefs are correlated, we must enlarge the type-space to include the parametric beliefs. This presents us with the difficulty of the inherent openness of finite belief subspaces. Appealing to bounded rationality once more, we posit that the players believe that their opponent holds a belief hierarchy one layer shorter than they do and we provide alternative generalizations of BNE and Rationalizability. Finally, we show that, when beliefs are degenerate point beliefs, the definition of Mirage Equilibrium coincides with that of the generalized BNE. (shrink)

El trabajo tuvo como objetivo caracterizar los resultados de la gestión de la investigación en ciencias sociales y humanísticas aplicadas en salud en el contexto de su institucionalización a través del Centro para el desarrollo de las Ciencias Sociales y Humanísticas en salud. Con el fin de alcanzar el objetivo propuesto se determinaron los siguientes momentos: primero se fundamentó el proceso de gestión de la investigación en estas áreas de conocimientos en el Cendecsa; se presentaron los resultados de la gestión (...) de la investigación de 2013-2017; y por último se realizó una valoración de sus impactos científicos y sociales de la entidad. Se utilizó el enfoque de los estudios sociales de la ciencia y la tecnología, con el enfoque metodológico cuanticualitativo: la revisión bibliográfica y de documentos elaborados como informes de Balance anual de la ciencia, de los planes de ciencia del centro y de otros procesos como los expedientes presentados en el proceso de reordenamiento de las entidades de ciencia de 2013 y 2014, documentos normativos y entrevistas a informantes clave. The aim of the paper was to characterize the results of research management in Social and Humanistic Sciences applied to Health in the context of its institutionalization through the Center for the Development of Social and Humanistic Sciences in Health. To achieve this aim, the following moments were determined: first, the research management process in these areas of knowledge in Cendecsa were underpinned from the context which knowledge production; second, Social and Humanistic Sciences applied to health research management results from 2013 to 2017 were presented; finally, its scientific and social impacts were assessed. The social studies of science and technology approach was used, with the quantitative-qualitative methodological approach: bibliographic review and documents such as annual science assessment reports, science plans in the institution and other processes like files presented in the science organizations restructuring process and other normative documents. Species spreading beyond their native ranges are important study objects in ecology and environmental sciences and research on biological invasions is thriving. Along with an increase in the number of publications, the research field is experiencing an increase in the diversity of methods applied and questions asked. This development has facilitated an upsurge in information on invasions, but it also creates conceptual and practical challenges. To provide more transparency on which kind of research is actually done in the field, (...) the distinction between invasion science, encompassing the full spectrum of studies on biological invasions and the sub-field of invasion biology, studying patterns and mechanisms of species invasions with a focus on biological research questions, can be useful. Although covering a smaller range of topics, invasion biology today still is the driving force in invasion science and we discuss challenges stemming from its embeddedness in the social context. Invasion biology consists of the building blocks 'theory', 'case studies' and 'application', where theory takes the form of conceptual frameworks, major hypotheses and statistical generalisations. Referencing recent work in philosophy of science, we argue that invasion biology, like other biological or ecological disciplines, does not rely on the development of an all-encompassing theory in order to be efficient. We suggest, however, that theory development is nonetheless necessary and propose improvements. Recent advances in data visualisation, machine learning and semantic modelling are providing opportunities for enhancing knowledge management and presentation and we suggest that invasion science should use these to transform its ways of publishing, archiving and visualising research. Along with a stronger focus on studies going beyond purely biological questions, this would facilitate the efficient prevention and management of biological invasions. (shrink)

About forty years ago, when print media were still in their ascendancy, Marshall McLuhan argued that all media are extensions of the senses and that the rational view of the world associated with print is being replaced by a world-view associated with electronic media that stresses feelings and emotions. In 2003 researchers from the School of Information Management Sciences at Berkeley estimated that five exabytes of information had been generated in the previous year, equivalent to 37,000 times the (...) holdings of the Library of Congress and that 92.00% of this was on magnetic media, mostly hard disks, while only 0.01% was in print. This SIMS estimate could be wrong by several orders of magnitude and it would still be clear that the era of the printed word is waning rapidly. We are well-advised to pay attention to McLuhan’s suggestionthat electronic media change how we think and how we feel.Sense of place and virtual reality are both inextricably caught up in this cultural-technological upheaval. I have written about the concept of ‘place’ from a phenomenological perspective for many years and have achieved a reasonable understanding of its subtleties, but I have a limited knowledge of digital virtual reality and its technical attributes. Nevertheless, it seems to me that a mutual interaction is at work between what might be called ‘real’ place and virtual places, that digital virtual reality shares characteristics with other electronic media and that our experiences of real places are being changed those same media. This essay explores these issues particularlyfrom the perspective of the distinction between spirit of place and sense of place. (shrink)

This study explores the importance of critical information competence and its relationship with ethics in contemporary society. Initially, the relevance of ethics is highlighted in determining the sciences to be studied and in the formation of critical and ethical citizens. The main objective of the work is to discuss how critical information competence can contribute to the development of Information Science professionals prepared for the challenges of the information age. The methodology adopted in the research consisted (...) of a conceptual analysis, based on theories of ethics, information science and education. Authors such as Aristotle, Ramonet, Elmborg and others were consulted to support the reflections presented in the article. The results point to the need to expand studies and practices related to critical information competence, aiming to train citizens capable of acting consciously in the information society. It is concluded that critical information competence is essential for the construction of a society fairer, more equitable and democratic, highlighting the importance of developing Information Science professionals committed to ethical and social values. The concept of “ethical research” holds considerable sway over the ways in which contemporary biomedical, natural, and social science investigations are funded, regulated, and practiced within a variety of countries. Some commentators have viewed this “new” means of governance positively; others, however, have been resoundingly critical, regarding it as restrictive and ethics bodies and regulations unfit for the task they have been set. Regardless, it is clear that science today is an “ethical” business. The ways in which formal and informal (...) ethical discourses and practices—what might be called “regimes of normativity”—structure scientific work and the meanings it is ascribed with have, however, been underexplored. This article attends to how science and ethics articulate; how they are, in many ways, co-produced. Exploring these processes of co-production casts into sharp relief the essential emotionality of science; the relationships investigators have with their colleagues, work, and research participants pulse with emotion, potentially shaping in important ways the very kinds of knowledge that laboratories produce. FOIS is the flagship conference of the International Association for Ontology and its Applications, a non-profit organization which promotes interdisciplinary research and international collaboration at the intersection of philosophical ontology, linguistics, logic, cognitive science, and computer science. This book presents the papers delivered at FOIS 2023, the 13th edition of the Formal Ontology in Information Systems conference. The event was held as a sequentially-hybrid event, face-to-face in Sherbrooke, Canada, from 17 to 20 July 2023, and online from 18 to (...) 20 September 2023. In total, 62 articles from 19 different countries were submitted, out of which 25 were accepted for inclusion in the conference and for publication; corresponding to an acceptance rate of 40 percent. The contributions are separated into the book’s three sections: (1) Foundational ontological issues; (2) Methodological issues around the development, alignment, verification and use of ontologies; and (3) Domain ontologies and ontology-based applications. In these sections, ontological aspects from a wide variety of fields are covered, primarily from various engineering domains including cybersecurity, manufacturing, petroleum engineering, and robotics, but also extending to the humanities, social sciences, medicine, and dentistry. A noticeable trend among the contributions in this edition of the conference is the recognition that improving the tools to analyze, align, and improve ontologies is of paramount importance in continuing to advance the field of formal ontology. Human behavior and thought often exhibit a familiar pattern of within group similarity and between group difference. Many of these patterns are attributed to cultural differences. For much of the history of its investigation into behavior and thought, however, cognitive science has been disproportionately focused on uncovering and explaining the more universal features of human minds—or the universal features of minds in general. -/- This entry charts out the ways in which this has changed over recent decades. It sketches the (...) motivation behind the cultural turn in cognitive science, and situates some of its central findings with respect to the questions that animate it and the debates that it has inspired. Woven throughout the entry are examples of how the cognitive science of culture, and especially its elevated concern with different forms of diversity and variation, continues to influence and be influenced by philosophers. -/- One cluster of philosophical work falls within the traditional subject matter of philosophy of science, in this case of the cognitive and social sciences. Philosophers have analyzed and assessed the methods and evidence central to the scientific study of cognition and culture, and have offered conceptual scrutiny, clarification, and synthesis. Research in a second vein sees philosophers themselves contributing more directly to cognitive scientific projects, (co)constructing theories, helping build computational models, even gathering empirical data. A third kind of work is naturalistic philosophy or philosophy of nature, wherein philosophers seek to use results from the cognitive science of culture to inform or transform debates over long-standing philosophical questions, including questions about the nature of philosophy and philosophical methodology itself. Theory of Mind (ToM), the cognitive capacity to attribute internal mental states to oneself and others, is a crucial component of social skills. Its formal study has become important, witness recent research on reasoning and information update by intelligent agents, and some proposals for its formal modelling have put forward settings based on Epistemic Logic (EL). Still, due to intrinsic idealisations, it is questionable whether EL can be used to model the high-order cognition of ‘real’ agents. This manuscript proposes (...) a framework that takes visibility, memory, perspective and communication as the main factors underpinning mental attributions. This is more in-line with findings in cognitive science and allows us to model well-known False-Belief Tasks that are typically used in testing people's ToM. Research shows that early scientific interest is associated with science degree completion and career selection. However, little is known about the conditions that support early scientific interest. Using a “funds of knowledge” theoretical framework, this study examined the role of parents, family, and extended social networks in fostering early interest in science. Using interview narratives from 116 scientists (physicists and chemists) in the United States, we conducted a qualitative thematic content analysis. Findings suggest that children who become scientists in adulthood (...) often received early, informal opportunities to use and manipulate material objects and discover how the world works. Second, families used a wide variety of scientific terms at home and encouraged children to pursue their interests whether in science or other fields. Third, these future scientists were often networked with extended family members or friends to observe and do science when they were quite young. Collectively, these findings highlight the specific ways in which families fostered early scientific interest and aided in supporting a student-directed learning environment. (shrink)

Background Retraction is a mechanism for alerting readers to unreliable material and other problems in the published scientific and scholarly record. Retracted publications generally remain visible and searchable, but the intention of retraction is to mark them as “removed” from the citable record of scholarship. However, in practice, some retracted articles continue to be treated by researchers and the public as valid content as they are often unaware of the retraction. Research over the past decade has identified a number of (...) factors contributing to the unintentional spread of retracted research. The goal of the Reducing the Inadvertent Spread of Retracted Science: Shaping a Research and Implementation Agenda (RISRS) project was to develop an actionable agenda for reducing the inadvertent spread of retracted science. This included identifying how retraction status could be more thoroughly disseminated, and determining what actions are feasible and relevant for particular stakeholders who play a role in the distribution of knowledge. -/- Methods These recommendations were developed as part of a year-long process that included a scoping review of empirical literature and successive rounds of stakeholder consultation, culminating in a three-part online workshop that brought together a diverse body of 65 stakeholders in October–November 2020 to engage in collaborative problem solving and dialogue. Stakeholders held roles such as publishers, editors, researchers, librarians, standards developers, funding program officers, and technologists and worked for institutions such as universities, governmental agencies, funding organizations, publishing houses, libraries, standards organizations, and technology providers. Workshop discussions were seeded by materials derived from stakeholder interviews (N = 47) and short original discussion pieces contributed by stakeholders. The online workshop resulted in a set of recommendations to address the complexities of retracted research throughout the scholarly communications ecosystem. -/- Results The RISRS recommendations are: (1) Develop a systematic cross-industry approach to ensure the public availability of consistent, standardized, interoperable, and timely information about retractions; (2) Recommend a taxonomy of retraction categories/classifications and corresponding retraction metadata that can be adopted by all stakeholders; (3) Develop best practices for coordinating the retraction process to enable timely, fair, unbiased outcomes; and (4) Educate stakeholders about pre- and post-publication stewardship, including retraction and correction of the scholarly record. -/- Conclusions Our stakeholder engagement study led to 4 recommendations to address inadvertent citation of retracted research, and formation of a working group to develop the Communication of Retractions, Removals, and Expressions of Concern (CORREC) Recommended Practice. Further work will be needed to determine how well retractions are currently documented, how retraction of code and datasets impacts related publications, and to identify if retraction metadata (fails to) propagate. Outcomes of all this work should lead to ensuring retracted papers are never cited without awareness of the retraction, and that, in public fora outside of science, retracted papers are not treated as valid scientific outputs. This special issue on what some regard as a crisis of replicability in cognitive science (i.e. the observation that a worryingly large proportion of experimental results across a number of areas cannot be reliably replicated) is informed by three recent developments. -/- First, philosophers of mind and cognitive science rely increasingly on empirical research, mainly in the psychological sciences, to back up their claims. This trend has been noticeable since the 1960s (see Knobe, 2015). This development has allowed philosophers to (...) draw on a wider range of relevant resources, but it also makes them vulnerable to relying on claims that may not survive further scrutiny. If we have reasons to believe that a large proportion of findings in the psychological sciences cannot be reliably replicated, this would be a problem for philosophers who use such findings in their work. Second, philosophers are increasingly designing and carrying out their own experiments to back up claims, or to test claims earlier made from the armchair, for example, on the perceived permissibility of diverting trolleys or on the nature of free will. This growing field of experimental philosophy has diversified the intellectual field in philosophy, but may also be vulnerable to issues of replicability that philosophers did not face before. -/- Third, the recent evidence of apparently widespread non-replicability in the social sciences (and other fields) has forced philosophers of science to grapple with long standing questions from their field from a new perspective. To what extent does replicability matter for theory construction? How do the notions of replicability and scientific progress interact? How can normative insights from philosophy of science be used in order to improve scientific practice? -/- It is with these three developments in mind—the increasing importance of empirically-informed philosophy, of experimental philosophy, and of philosophy of science around replicability—that this special issue has been conceived. This temporary exclusion was set to expire on March 17th, 2024, but was set 3 years further back by the Government of Canada to March 17th, 2027. This paper presents a critical appraisal of the case of MAiD for individuals with mental illness as the (...) sole underlying medical condition through the analysis of three ethical theories: principlism, deontology, and utilitarianism. Through evidence and discussion, it will be demonstrated that MAiD, in this context, may be ethically justifiable on the grounds of upholding human rights, protecting dignity, and minimizing suffering. Introduction In June of 2016, Medical Assistance in Dying (MAiD) was legalized in Canada.[1] Throughout the first six years, a temporary exclusion of eligibility for persons suffering solely from mental illness was extended.[2] The exclusion of mental illness as a sole underlying medical condition was set to expire on March 17, 2024.[3] However, on February 1, 2024, just over a month before the set expiration, the Government of Canada once again extended the exclusion, this time setting it back three years to March 17, 2027. There are currently several countries that allow MAiD for mental illness, including Belgium, the Netherlands, and Luxembourg.[4] Some countries, like Spain,[5] do not give specific guidance, leaving the matter under discussion by ethicists and courts. In these countries, there are specific (although different) requirements for the process; overall, for mental illness, the illness must be verifiable and not simply related to a perception of satisfaction with the length of life. This extension ignited discussion on whether MAiD for persons who have mental illness as a sole underlying medical condition in Canada is ethically acceptable. As a complex, multi-faceted, and interdisciplinary issue, ethicists assessing MAiD must take into account various moral obligations and considerations. This paper analyses MAiD in this context through the application of three ethical theories: principlism, deontology, and utilitarianism. This paper concludes that, based on the current evidence and knowledge of this developing situation, MAiD for persons with mental illness in Canada may be ethically justified on the grounds of upholding human rights, labour obligations, and dignity. Through the exploration of research and discussions, it will be demonstrated that society at large ought to protect liberty and act towards relieving suffering, thereby supporting the potential eligibility of MAiD for persons who have mental illness. Principlism: The Capacity and Ability to Assess and Decide for One’s Own Life Principlism is the application of four principles: autonomy, beneficence, non-maleficence, and justice. Principlism supports permitting MAiD for mental illness due to the importance of autonomy in decision-making, equitable and just practices for MAiD assessors, and reducing suffering for patients and their family member(s) and/or friend(s). Carter v. Canada, the Canadian Supreme Court ruling of 2015—which changed Canadian law to allow for MAiD—held that the prohibition of MAiD infringed on Canadians’ right to “life, liberty, and the security of the person.” In a unanimous decision, the Supreme Court of Canada decided that the criminal prohibition of MAiD violates the Canadian Charter of Rights and Freedoms.[6] The Court concluded that the criminal law prohibiting MAiD interfered with people’s autonomy and dignity, which are protected by the rights of liberty and security of the person.[7] The ruling emphasized that Canada’s constitution reflects the fundamental importance of individual autonomy in personal decision-making. Research provides evidence that MAiD improves autonomy: A study among psychiatric patients found that 8 of 48 psychiatric patients said the mere option of accessing MAiD was enough to assess their future options for living wholly.[8] These findings complement a study entailing interviews with 30 adults who have mental illness, which emphasized that the ability to access MAiD allows individuals to analyze their quality of life, envision their desired future, and make decisions accordingly.[9] Although not all participants agreed that mental illness as the only underlying medical condition was appropriate for MAiD eligibility, many participants agreed that patient autonomy in decision-making was paramount and should be respected. However, autonomy as an ethical principle does not immediately grant all persons with mental illness the option to access MAiD. There are multiple eligibility criteria for those who wish to receive MAiD, which still must be approved and assessed. Currently, eligibility criteria for MAiD states that individuals must “give informed consent to receive MAiD, meaning that the person has consented to receiving MAiD after they have received all information needed to make this decision.”[10] Consent requires capability or capacity, which is the ability to understand relevant information, appreciate its potential consequences, and make an informed decision for oneself.[11] Like for many other diseases, disabilities, and conditions, patient capability is determined on a case-by-case basis.[12] Given the stigma surrounding those struggling with mental health, this thorough case-by-case examination of an individual patient’s capability and capacity without prejudice or partiality should lead to equitable and fair treatment. Without appropriate testing, those with mental illness could be wrongly stripped of their decision-making power. Arguments against MAiD for those with mental illness have raised concerns about the potential for individuals to harm themselves and others. A survey of MAiD providers demonstrated that physicians believed that the bereavement experience following MAiD is challenging and profoundly distinct and that bereavement support for all members involved should be required.[13] However, while watching one die (of MAiD) may cause harm to their families, friends, and support system at large, it is also important to recognize that watching someone suffer and struggle through their mental health journey also poses significant harm. Qualitative studies in Ontario, Canada, have interviewed family members of persons with mental illness as a sole medical condition, and interviewees shared that witnessing the illness and its impacts on their close one's lives was a very difficult experience.[14] As it relates to MAiD, participants emphasized that those living with mental illness are in the best position to understand their own pain and suffering and, in turn, make their own decisions about relief.[15] In an interview, a MAiD provider stated that MAiD may provide less suffering and more peace, and that, although it “depends on the family,... usually the family is more prepared and at peace.”[16] On the contrary, a person who has mental illness may perceive choosing MAiD as beneficial to their family member(s) and/or friend(s). Among those who died by MAiD in 2021, 35.7 percent reported that they perceived themselves as a burden on their family and friends.[17] While some authors report their concerns regarding such social burden as a potential driving factor for MAiD requests, others report that there are other additional burdens associated with requesting MAiD that may be financial, societal, and personal.[18] As such, the extension of MAiD eligibility to those with mental illness will likely only allow a small number of people to be granted MAiD.[19] Many others will be diverted to appropriate services and treatments. Patients’ decision to choose MAID noted their ability to make choices about their own care, reflecting the value of autonomy.[20] Although it is difficult to determine what is good for families in individual cases, MAiD presents an option that is both beneficent and non-maleficent. Therefore, these arguments satisfy the principles which do not necessarily conflict with MAiD. Deontology: The Duty to Recognize Vulnerability and Relieve Suffering The argument here begins with the fundamental focus of deontology—that moral duty lies in an action rather than in its consequences. Further discussion is required to analyze the impact of MAiD on healthcare workers. The Canadian Medical Association (CMA) Code of Ethics and Professionalism requires physicians to abide by virtues, commitments, and responsibilities in delivering health care and service.[21] The code states that “a compassionate physician recognizes suffering and vulnerability, … and alleviate[s] the patient’s suffering.”[22] In the context of MAiD for persons with mental illness as a sole underlying medical condition, vulnerabilities could be wide in range. Many Canadians are concerned with the interaction between mental health and other social determinants of health, such as the lack of medical, disability, financial, housing, and social support and resources.[23] As a result, another layer to the ethical issue arises: Does permitting MAiD for mental illness treat the symptoms of the issue rather than the root problem itself (social, economic, and systemic inequities)? Some argue against MAiD, stating that the nation should first focus on developing better quality care and service.[24] Others support MAiD as a potential harm reduction approach, given that most of these unjust conditions require a higher level of long-term structural and public policy overhaul.[25] The CMA Code also calls upon physicians to recognize and alleviate patients’ suffering. Some argue that while physicians and medical professionals do work to relieve suffering, they are trained to do so through a primary care-based diagnose-and-treat approach.[26] Studies that have captured Canadian physicians’ experiences providing MAiD report that, although physicians stated that the work was rewarding, it came with many challenges, including strained relationships with coworkers, increased workload, and inadequate compensation.[27] Physicians report that a part of the problem is that MAiD rules are written by lawyers and experts who are removed from its reality in medical practice. As a result, there is a lack of clarity surrounding practice norms and a lack of support for physicians.[28] Thus, while healthcare practitioners have a duty to relieve patients’ suffering, they should feel adequately trained and supported in doing so. If physicians and healthcare professionals recognize vulnerability and relieve suffering, then they should act accordingly, regardless of potential associations or outcomes. Making persons with mental illness eligible for MAiD ensures that treatment to relieve their suffering is available. However, it is imperative that there are sufficient resources and support available to healthcare professionals to ensure that they feel prepared and supported to provide MAiD, should they wish to do so. Utilitarianism: Minimizing Intolerable Suffering and Dying with Dignity Overall, utilitarianism is largely concerned with the greatest happiness principle—to increase the amount of happiness for the greatest number of people. So far, this paper has analyzed individual, family, and practitioner-based ethical considerations. But if MAiD were to be extended to those with mental illness as a singular underlying medical condition, what implications would this have for the world and society at large? There is a global drive toward authorizing organized ending of life, with an increasing number of countries legalizing MAiD.[29] The medical system is generally seen as a safe and appropriate system to carry out MAiD, especially when suicide and self-harm are regarded as “alternatives.” Yet despite these worldwide efforts, many argue through the theory of utilitarianism that the inability to see long-term consequences renders MAiD a premature solution, particularly for those who are unable or unwilling to seek other forms of potentially healing treatment or for those who may undergo MAiD only for a technological innovation or biomedical advancement to later come along as a potential cure.[30] While it is true that MAiD does not prevent these “premature deaths,” it is also true that it does not claim to.[31] MAiD provides an option to alleviate intolerable suffering. Some individuals with severe mental illness do describe their condition as intolerable suffering. MAiD is seen as an option to minimize suffering. It can also be seen as a way to die with dignity and relief.[32] While predicting outcomes is difficult, extending MAiD eligibility for persons experiencing mental illness does not undermine its ability to end suffering. It allows eligible individuals to take charge of their health, their life, and their future. Conclusion Based on the current evidence, allowing MAiD for persons with mental illness as their sole underlying medical condition presents as an ethically justifiable action. The right to self-determination and fair accessibility demonstrates that there is more harm done by prohibiting MAiD for mental illness than allowing it. Such liberty is a right, and in the context of relieving suffering, it is a duty that healthcare workers must uphold, although the ability to opt out of providing MAiD is well established. Thus, to recognize vulnerability and relieve suffering means to provide methods, such as MAiD, for those deeply impacted by mental illness. These justifications stand at both the individual level and for society at large. Nevertheless, it remains imperative to take an upstream approach that addresses the social determinants of health and aims to prevent mental illness and promote long-term, beneficial social change for those suffering, struggling, and vulnerable in our communities. - [1] Jaro Kotalik and David W.
