Dialogic: Education for the Digital Age argues that despite rapid advances in communications technology, most educational research still relies on traditional approaches to education, built upon the logic of print, and dependent on the notion that there is a single true representation of reality. In practice, the use of the Internet disrupts this traditional logic of education by offering an experience of knowledge as participatory and multiple. The challenge identified in Wegerif's text is the growing need to develop a (...) new understanding of education that will encourage us to provide new policies, and hold the potential to transform educational pedagogy and meet the realities of the digital age. This new logic of education is dialogic and characterises education as learning to learn, think and thrive in the context of working with multiple perspectives and ultimate uncertainty. The book builds upon the simple contrast between observing dialogue from an outside point of view, and participating in a dialogue from the inside, before pinpointing an essential feature of dialogic: the gap or difference between voices in dialogue which is understood as an irreducible source of meaning. Each chapter of the book applies this dialogic thinking to a specific challenge facing education, re-thinking the challenge and revealing a new theory of education. Nation states in the twenty‐first century confront new challenges to their political legitimacy. Borders are more porous and less secure. Infectious disease epidemics, climate change, financial fraud, terrorism, and cybersecurity all involve cross‐border flows of material, human bodies, and information that threaten to overwhelm state power and expert knowledge. Concurrently, doubts have multiplied about whether citizens, subject to manipulation through the internet, have lost the critical capacity to hold rulers accountable for their expert decisions. I argue that the primary (...) threat to democracy is not the public's epistemic incompetence but a slow dissolution of the deliberative practices that are essential for self‐rule. We need a radical reimagining of the sites, forms, and performances of democratic deliberation. This article brings together two concepts of ethical practice into a single construct that describes how modern corporations can responsibly meet the information needs of their stakeholder networks in a way that promotes both corporate self-interest and widespread distributive justice. Internet technology is providing corporations with transformative tools that permit and encourage the exercise of social responsibility through "dynamic transparency." "Prudential justice" is a concept representing a set of values that can provide an ethical justification for corporate implementation of (...) dynamic transparency. This article argues that by using dynamic transparency in accordance with the provisions of prudential justice, firms can avoid many crises and manipulative or deceptive information transfers, can fulfill their responsibilities regarding stakeholders' informational rights, and can undergo an organizational culture transformation that allows them to move from pure corporate egoism to a beneficial mix of self-interest and corporate social responsibility. Purpose– The purpose of this paper is to present a novel mnemonic, ACTIVE, inspired by Mason's 1985 PAPA mnemonic, which will help researchers and IT professionals develop an understanding of the major issues in information ethics.Design/methodology/approach– Theoretical foundations are developed for each element of the mnemonic by reference to philosophical definitions of the terms used and to virtue ethics, particularly MacIntyrean virtue ethics. The paper starts with a critique of the elements of the PAPA mnemonic and then proceeds to develop (...) an understanding of each of the elements of ACTIVE ethics, via a discussion of the underpinning virtue ethics.Findings– This paper identifies six issues, described by the mnemonic, ACTIVE. ACTIVE stands for: autonomy, the ability of the individual to manage their own information and make choice; community, the ethical effect of an information systems on the community which it supports; transparency, the extent to which the derivation of content and process in an information system is made clear; identity, the social and ethical effect of an information system on the definition and maintenance of the distinctive characteristics of a person; value, the value or moral worth placed on information associated with an individual and hence on the relationship with the individual; and empathy, the ability of the information systems professional to emotionally connect with the user and the extent to which the information system distances or connects.Originality/value– The paper applies virtue ethics to developing a tool to help information professionals reflect on their ethical practice in developing and supporting information systems. About thirty years ago, when the Internet started to be commercialised, access to the medium became a topic of research and debate. Up-to-date evidence about key predictors, such as age, is crucial because of the Internet's ever-changing nature and the challenges associated with gaining access to it. This paper aims to give an overview of New Zealand's Internet access trends and how they relate to age. It is based on secondary analysis of data from a larger online (...) panel survey with 1,001 adult respondents. The Chi-square test of independence and Cramer's V were used in the analysis. The study provides new evidence to understand the digital divide. Specifically, it uncovers a growing disparity in the quality of Internet connectivity. Even though fibre is the most common type of broadband connection at home, older adults are less likely to have it and more likely to use wireless broadband, which is a slower connection type. Additionally, a sizable majority of people in all age categories have favourable opinions on the Internet. Interestingly, this was more prevalent among older people, although they report an increased concern about the security of their personal information online. The implications of the results are discussed and some directions for future research are proposed. (shrink)

To solve a series of pension problems caused by aging, based on the emotional recognition of the Internet of Things, the control method and system research of smart homes are proposed. This article makes a detailed analysis and research on the necessity, feasibility, and how to realize speech emotion recognition technology in smart families, introduces the definition and classification of emotion, and puts forward five main emotions to be recognized in speech emotion recognition based on smart family environment. Then, (...) based on this, it analyses the acquisition methods of emotional speech data. On this premise, this article discusses and analyses the related problems of voice data acquisition in smart homes, such as the voice characteristics and acquisition methods, puts forward three rules for voice text design, and determines the relatively suitable hybrid recording acquisition method applied in a smart home environment. At the same time, the design and establishment process of intelligent family emotional speech database is described in detail. The related problems of feature extraction in speech emotion recognition are studied. Starting from the definition of feature extraction, this article expounds on the necessity of feature extraction in the process of recognition and analyses the characteristics of the speech signals. For the specific environment of the smart family, the speech signal required to be processed needs to be close to the auditory characteristics of the human ears, and the speech signal contains enough information. Finally, the Mel frequency cepstrum coefficient is selected as the feature parameter applied in this article, and the extraction process of MFCC is introduced in detail. (shrink)

However, only the reification of the market makes plausible an argument for a significant decline in the efficacy of the state, or the claim that we have entered some new phase of global economic organisation. Reifying the market obscures (...) the underlying supports on which information age capitalism continues to rest, most importantly the continuing centrality of commodification for capitalism’s global reproduction. In this article I examine the commodification of the « new economy » which has emerged across the Internet. Drawing on Marx work on the role of law in capitalism I stress that the centrality of intellectual property rights to the « new economy ». Dotyczy to zwłaszcza rozmaitych rozszerzeń systemu poznawczego człowieka, możliwości i faktu poznawania na odległość oraz nowej filozoficznej subdyscypliny, jaką jest dzisiaj teleepistemologia. Główny motyw jest jednak starszy, bardziej podstawowy i niezależny od koncepcji Goldberga oraz opisanego przezeń eksperymentu Telegarden. Stanowi go obawa przed nastaniem (...) epoki powszechnej, interaktywnej halucynacji – lęk przed ucieczką od świata realnego w stronę rozmaitych środowisk wirtualnych, obawa przed pełnym zanurzeniem się (imersją) w świat Matrixa. To z tego powodu od kilku dekad poszukuję coraz lepszych określeń poznania źródłowego, a problematyka źródłowości i granic wiedzy źródłowej, nieodmiennie, jest według mnie największy wyzwaniem każdej epistemologii: w każdej jej odmianie i na każdym etapie jej rozwoju. Since the 1990s, the influence of the internet and social media in daily communication has skyrocketed. This has brought both remarkable opportunities and perceived perils. Recent years have seen increases in suicide and mental health concerns, political polarization, and online aggression. Can such phenomenon be connected causally to communication via social media? This article reviews the evidence for perceived deleterious effects of social media on several areas of human welfare, including political polarization, depression and suicide, aggression, and cyberbullying. In (...) addition to examining contemporary evidence from psychological studies, a historical analysis is included to examine whether we truly live in a uniquely difficult time or whether similar patterns of social behavior can be witnessed in other, pre-internet times. It is concluded that evidence may link social media to some negative social outcomes but in ways that are nuanced and complicated, often interacting with user motivations and personalities and situational variables. An increased focus on preregistered, standardized scientific methods and cautious interpretation of effect sizes can help clarify real versus phantom effects of social media. (shrink)

People increasingly form beliefs based on information gained from automatically filtered Internet ‎sources such as search engines. However, the workings of such sources are often opaque, preventing ‎subjects from knowing whether the information provided is biased or incomplete. Users’ reliance on ‎Internet technologies whose modes of operation are concealed from them raises serious concerns about ‎the justificatory status of the beliefs they end up forming. Yet it is unclear how to address these concerns ‎within standard theories of knowledge (...) and justification. To shed light on the problem, we introduce a ‎novel conceptual framework that clarifies the relations between justified belief, epistemic responsibility, ‎action, and the technological resources available to a subject. We argue that justified belief is subject to ‎certain epistemic responsibilities that accompany the subject’s particular decision-taking circumstances, ‎and that one typical responsibility is to ascertain, so far as one can, whether the information upon which ‎the judgment will rest is biased or incomplete. What this responsibility comprises is partly determined by ‎the inquiry-enabling technologies available to the subject. We argue that a subject’s beliefs that are ‎formed based on Internet-filtered information are less justified than they would be if she either knew how ‎filtering worked or relied on additional sources, and that the subject may have the epistemic ‎responsibility to take measures to enhance the justificatory status of such beliefs.‎. The Internet has become a field of dragon teeth for a person’s identity. It has made it possible for your identity to be mistaken by a credit agency, spied on by the government, foolishly exposed by yourself, pilloried by an enemy, pounded by a bully, or stolen by a criminal. These harms to one’s integrity could be inflicted in the past, but information technology has multiplied and aggravated such injuries. They have not gone unnoticed and are widely bemoaned and (...) discussed. The government and private watchdogs are working to protect the identity of citizens though at least in the United States both the government and individuals all too often side with prosperity when it conflicts with privacy. Still, these information-technological threats to identity have been recognized and can be reasonably met through legislation, regulation, and discretion. There is another kind of danger to our identity that is more difficult to define and to meet, for it has no familiar predecessors, has no criminal aspects, and exhibits no sharp moral or cultural contours. Still that threat to our identity haunts us constantly and surfaces occasionally in conversations and the media. It makes us feel displaced, distracted, and fragmented at the very times when to all appearances we seem to be connected, busy, and energetic. At the same time, the culture of technology, and of information technology particularly, has opened up fields of diversity and contingency that invite us to comprehend our identities in newly responsible, intricate, and open-minded ways. The considerable prominence of internet addiction (IA) in adolescence is at least partly explained by the limited knowledge thus far available on this complex phenomenon. In discussing IA, it is necessary to be aware that this is a construct for which there is still no clear definition in the literature. Nonetheless, its important clinical implications, as emerging in recent years, justify the lively interest of researchers in this new form of behavioral addiction. Over the years, studies have associated IA (...) with numerous clinical problems. However, fewer studies have investigated what factors might mediate the relationship between IA and the different problems associated with it. Ours is one such study. The Italian version of the SCL-90 and the IAT were administered to a sample of almost 800 adolescents aged between 16 and 22 years. We found the presence of a significant association between IA and two variables: somatization (β = 7.80; p < 0.001) and obsessive-compulsive symptoms (β = 2.18; p < 0.05). In line with our hypothesis, the results showed that somatization predicted the relationship between obsessive-compulsive symptoms and IA (β = −2.75; t = −3.55; p < 0.001), explaining 24.5% of its variance (ΔR2 = 1.2%; F = 12.78; p < 0.01). In addition, simple slopes analyses revealed that, on reaching clinical significance (+1 SD), somatization showed higher moderation effects in the relationship between obsessive-compulsive symptoms and IA (β = 6.13; t = 7.83; p < 0.001). These results appear to be of great interest due to the absence of similar evidence in the literature, and may open the way for further research in the IA field. Although the absence of studies in the literature does not allow us to offer an exhaustive explanation of these results, our study supports current addiction theories which emphasize the important function performed by the enteroceptive system, alongside the more cited reflexive and impulsive systems. The aim of this paper is to consider whether critical rationalism has any ideas which could usefully be applied to the internet. Today we tend to take the internet for granted and it is easy to forget that it was only about two decades ago that it began to be used to any significant extent. Accordingly in section 1 of the paper, there is a brief consideration of the history of the internet. At first sight this makes (...) it looks implausible that any of Popper’s ideas could be applicable to the internet, since Popper died before the internet came into general use. However, section 2 argues that Popper’s theory of World 3 does apply very well to the internet. This application is significant because, as shown in section 3, it leads to the problem of misinformation, which is one of the most significant problems generated by the internet. In section 4 there is an attempt to solve this problem using ideas taken from Popper’s epistemology. It is argued that there should be changes in education designed to prepare students for the internet age. Teaching in the internet age should focus on presenting to the students not just the accepted theories but also the evidence on which they are based. An illustration of how this might be done is given by considering an example from science teaching, namely the teaching of Newtonian mechanics in the last years of school or first years of university. When, as a philosopher, you concern yourself with issues of media theory, you are often confronted with the largely rhetorical question as to what philosophy has to do with media. That logical, ethical, aesthetic and epistemological issues, or questions concerning the philosophy of science and of language, are genuine philosophical questions seems self-evident to us today. The neologisms ‘philosophical media theory’ or ‘media philosophy’, however, sound unaccustomed, irritating, suspect. To some they may even appear to be a contradictio in adjecto. (...) In the following considerations I would like to demonstrate that in the conditions of the transformation of media currently taking place it is important and meaningful to construe the question of media as a philosophical question. My considerations are organised in three sections. In the first section some fundamental sets of media-educational problems with regard to the Internet will be outlined, to whose solution media-philosophical reflections can make an essential contribution. In the second section, two different conceptions of the currently evolving discipline of media philosophy will be introduced. Finally, in the third section, it will be shown how these conceptions, if they are sensibly combined with one another, could make a fundamental theoretical contribution to the clarification of important problems arising today in a media-educational perspective. While the rate of Internet use among the older population in China is rapidly increasing, the outcomes associated with Internet use remain largely unexplored. Currently, there are contradictory findings indicating that Internet use is sometimes positively and sometimes negatively associated with older adults’ subjective well-being. Therefore, we examined the associations between different types of Internet use, social networks, and loneliness among Chinese older adults using data from the Chinese Longitudinal Ageing Society Survey. Internet use was (...) classified as interpersonal communication and information acquisition, and social networks were divided into family and friendship ties. The results showed that both interpersonal communication and information acquisition were associated with lower loneliness. Interpersonal communication can increase social networks, and family ties have a mediating effect on the association between Internet use for interpersonal communication and loneliness. Although information acquisition can directly decrease loneliness in older adults, it can also damage existing social networks and further increase loneliness. Family ties act as a suppressor in the association between Internet use for information acquisition and loneliness. Our study further discusses important implications for improving the subjective well-being of older adults in the digital era, based on the empirical findings. (shrink)

The present research examines how children’s time spent online is associated with their perceived life satisfaction accounting for their age, gender, socio-economic status (SES), emotional problems, country, and family environmental factors. This article is based on the data of the large scale cross-sectionalEU Kids Onlinesurvey from 16 European countries with nationally representative samples of children aged 9–17 (N= 11,200,Mage= 13.3, SD = 2.36; 50.6% boys, 49.4% girls). The results indicated that the time children spent online appeared to have no considerable (...) negative effect on their self-reported life satisfaction (SRLS). Comparatively, the positive effects of children’s SES and family environment accounted for 43% of the overall 50% of the variance in children’s SRLS scores. Considering that children’s SES alone accounted for 42% of the variance, children’s emotional problems, country of residence, and enabling parental mediation accounted for the remaining 3, 4, and 1% of the variance, respectively. In line with previous studies that urge caution when discussing the negative influence of time spent online on children’s mental health and overall wellbeing, the current findings suggest that social-ecological characteristics and how children use the Internet, need to be examined further. Despite the alarming drop in numbers of students studying science throughout the Western world today there is no more important subject in our time than science broadly construed, and these three books provide some of the reasons. Their diversity indicates the shape of the debates occurring about the scientist in Western culture, science's tortured philosophical realism and representation as troubled categories, and, most predictably, life on the screen in the age of the Internet.

Purpose– This paper aims to consider selected results from the Arts and Humanities Research Council -funded “Managing Access to the internet in Public Libraries” project, from 2012-2014. MAIPLE has explored the ways in which public library services manage use of the internet connections that they provide for the public. This included the how public library services balance their legal obligations and the needs of their communities in a public space and the ethical dilemmas that arise.Design/methodology/approach– The researchers used (...) a mixed-method approach involving a review of the literature, legal analysis, a questionnaire survey and case studies in five public library authorities.Findings– UK public library services use a range of methods to regulate internet access. The research also confirms previous findings that filtering software is an ubiquitous tool for controlling access to and protecting library users from “inappropriate”, illegal and harmful internet content. There is a general, if sometimes reluctant, acceptance of filtering software as a practical tool by library staff, which seems to contrast with professional codes of ethics and attitudes in other countries. The research indicates that public library internet access will be a valued service for some time to come, but that some aspects of how public library services regulate internet access is currently managed can have socially undesirable consequences, including blocking legitimate sites and preventing users from accessing government services. Education could play a greater part in helping the general population to exercise judgement in selection of materials to view and use. This does not preclude implementing stricter controls to protect children, whilst allowing public libraries to continue providing a social good to those who are unable to otherwise participate in the digital age.Research limitations/implications– The response to the survey was 39 per cent meaning that findings may not apply across the whole of the UK. The findings of this study are compared with and supplemented by other quantitative sources, but a strength of this study is the depth of understanding afforded by the use of case studies.Originality/value– This paper provides both a quantitative and qualitative analysis of how internet access is managed in UK public libraries, including how library services fulfil their legal obligations and the ethical implications of how they balance their role in facilitating access to information with their perceived role as a safe and trusted environment for all members of their communities. The findings add to the international discussion on this issue and stimulate debate and policy making in the UK. (shrink)

This book challenges the hegemonic view that economic calculation represents the ultimate rationality. The West legitimises its global dominance by the claim to be a rational, democratic, science-based and progressive civilisation. Yet, over the past decades, the dogma of economic rationality has become an ideological black hole whose gravitational pull allows no public debate or policy to escape. Political leaders of all creeds are held in its orbit and public language is saturated by it. This dogma has pervaded all spheres (...) of life, ushering the age of post-rationality, especially in English speaking countries. The authors discuss several aspects of post-rational global capitalism still dominated by the Anglosphere: hyper-competition, hyper-consumption, inequality, volatile global financial markets, environmental degradation and the unforeseen effects of the internet-mediated communication revolution. The book concludes by discussing some utopian and dystopian future scenarios and asking whether the West can transcend its crisis of rationality. (shrink)
