The Internet has revolutionized the way knowledge is currently produced, stored and disseminated. A few finger clicks on a keyboard can save time and many hours of search in libraries or shopping in stores. Online trademarks with an prefix such as e-library, e-business, e-health etc., are increasingly part of our daily professional vocabularies. However, the Internet has also produced multiple negative side effects, ranging from an unhealthy dependency to a dehumanization of human relationships. Fraudulent, unethical and scam practices (...) are also flourishing through for example misleading online advertising methods. Some social and professional networks gather users’ profiles for selling and advertising purposes, sometimes by making it technically difficult to unsubscribe. Here, I discuss some of these unethical aspects and propose some potential solutions to reduce them. (shrink)

Purpose The purpose of this paper is to describe and explore the current state of internet regulation through content filters in Swedish public libraries. Design/methodology/approach Data was collected through an electronic survey directed to library managers of Sweden’s 290 main municipal libraries. 164 answers were returned, yielding a 57% response rate. The analysis comprises descriptive statistics for quantitative data and an activity theory approach with focus on contradictions for qualitative counterparts. Findings In total, 33% of the responding libraries report (...) having content filters; 50% have not; and a surprising 18% do not know. There is a strong correlation between internet misuse and positive attitudes towards filters, and, reversely, between lack of misuse and lack of active stances concerning filters. Rather than seeing this as weakness, the authors suggest that there is strength in a context-bound flexibility open to practical experience and weighting of values, ethics, legislation and local circumstances. More troublesome indications concern the high deferral of decision-making to local authorities (municipalities) whereby libraries are left with limited insight and influence. Research limitations/implications The situation calls for professional organisations to address political mandate questions, and educational programs to strengthen future information professionals’ knowledge of IT in general; filter issues in specific; and local authority decision-making. The study highlights the need of adequate information professional competences and mandates to decide on and oversee internet regulation. Originality/value To the best of the authors’ knowledge, this is the first internationally published study on content filters in Swedish public libraries. (shrink)

Plagiarism is the misuse of and failure to acknowledge source materials. This paper questions common responses to the apparent increase in plagiarism by students. Internet plagiarism occurs in a context – using the Internet as an information tool – where the relevant norms are far from obvious and models of virtue are difficult to identify and perhaps impossible to find. Ethical responses to the pervasiveness of Internet-enhanced plagiarism require a reorientation of perspective on both plagiarism and (...) the Internet as a knowledge tool. Technological strategies to “catch the cheats” send a “don’t get caught” message to students and direct the limited resources of academic institutions to a battle that cannot be won. More importantly, it is not the right battleground. Rather than characterising Internet-enabled plagiarism as a problem generated and solvable by emerging technologies, we argue that there is a more urgent need to build the background conditions that enable and sustain ethical relationships and academic virtues: to nurture an intellectual community. Many office workers use computers and the Internet not only to get their daily jobs done but also to deal with their personal businesses. Therefore employers nowadays monitor their employees electronically to prevent the misuse of the company resources. The use of electronic monitoring in organizations causes issues of trust and privacy. This study is dedicated to developing a conceptual model on the two issues under electronic monitoring. People’s perceived‐self, as essential in the group‐value model in the theory of procedural justice and in the cultural studies, also plays an important role to people’s privacy concerns and trust. In the modern world, science and technology touch our lives every day, and if they are to serve the public interest it is more important than ever that society discusses the way in which scientific research is performed, funded, organized and reported. Science for Survival provides an accessible and readable examination of the ways in which society interacts with science and the means by which political and other leaders use and misuse science and engineering. Case studies, such as the (...) handling of 'mad cow disease' and the internet revolution, reveal both how mistakes are often made in handling science and technology, and also how good practice can contribute to the public interest. Each of the first eight chapters of Science for Survival is focused on an issue of public debate – such as the environment, unemployment, defence, pensions, or transport policy – and uses recent examples and historical parallels to demonstrate different aspects of the relationship between science and the rest of society. The final chapter examines some of the ways in which society can discuss science, technology and engineering in order to maximise mutual understanding between scientists and non-scientists. This paper examines the establishment and enforcement of codes of conduct governing the use of Internet technology as a means of providing a basis of trust in the e‐business context. The discussion draws on the findings of a survey of 80 UK organisations, and considers the relationship between factors such as organisation size, type, use of IT, the length of time with an Internet connection and the use of a code of conduct, as well as the specific areas (...) of Internet technology covered by codes of conduct. The paper also investigates the extent of disciplinary cases associated with the misuse of Internet technology, as well as the ownership and responsibility for implementing codes of conduct. The survey results suggest that the use of codes of conduct varies significantly from organisation to organisation, and that those who initiate such codes are not those seen as being responsible for implementing them. The results also indicate that a growing number of employees are disciplined for misuse of facilities offered by Internet technology. (shrink)

Purpose: This research intended to conduct a theological appraisal of the church’s teachings on human sexuality and the role she has in mitigating the problems ensuing from a lack of understanding or misuse of human sexuality. The researcher discussed the problem of sexuality by examining the views of authors who agreed with the fact that there was a problem in the way society had understood and harnessed human sexuality. The response and teaching of the church were a central concern (...) of the researcher. The researcher discussed the problem of condemning the victims of sexual perversion and further expressed the need for the church to redefine her methods of reclaiming people from unhealthy and unbiblical sexual habits. Methodology: This study used a qualitative design. The researcher collected data from individuals from three selected churches in Nairobi County, Kenya with semi-structured interviews as the sole instrument of data collection. The analyses of the data were done using thematic and descriptive analysis methods. The three churches included Christ is The Answer Ministries (CITAM) Valley Road, African Inland Church, Milimani and Ufalme Church, Nairobi. Findings: The findings revealed that the church had not done enough in teaching about human sexuality and in giving a practical solution to church members who struggled with sexual perversions. This left Christians with unorthodox sources of information and education on the subject such as media and the internet. Unique contribution to theory and practice: The researcher recommends that the church should treat human sexuality as an important area that should not be shunned but should be addressed with passion. Correct biblical guidance on recovery and freedom from addictions should be offered by church pastors to all persons that have sexual addictions and the ones that have the potential of struggling with sexual perversions. The church should work to enhance psycho-social therapies to help members of their congregation and others who have sexual addictions. (shrink)

Background: Biomedical research nowadays is increasingly carried out in multinational and multicenter settings. Due to disparate national regulations on various ethical aspects, such as informed consent, there is the risk of ethical compromises when involving human subjects in research. Although the Declaration of Helsinki is the point of reference for ethical conduct of research on humans, national normative requirements may diverge from its provisions. The aim of this research is to examine requirements on informed consent in biomedical research in Germany, (...) Poland, and Russia to determine how each national regulatory framework relates to the provisions of the Declaration of Helsinki. Methods: For this analysis, we conducted a search of the legal databases “Gesetze im Internet” for Germany, “Internetowy System Aktow Prawnych” for Poland, and “ГAPAHT – Garant” for Russia. The search was complemented by a review of secondary literature contained in the databases Google Scholar, PubMed, Polish National Library, and eLibrary ru. We have identified 21 normative regulations containing provisions on informed consent in clinical research in all three countries. The content of these documents was systematically categorized and analyzed. Results: The normative framework in all three countries shows a strong commitment towards the core ethical principles of research envisaged in the Declaration of Helsinki. Nevertheless, provisions on informed consent vary between these three countries. The differences range from the method and language in which information should be provided, through the amount of information required to be disclosed, to the form of documenting consent or withdrawal. In the case of research on vulnerable groups, these differences are particularly visible. Conclusions: The identified differences can negatively impact the ethical conduct of international clinical studies. Attention needs to be paid that flexibilities within national regulations are not misused to undermine the protection of research subjects. Achieving global or regional legislative harmonization might prove impossible. Such lack of legal consensus reinforces the significance of the international ethical agreements. (shrink)

Modernity is marked by the advent of technologies capable of storing data almost indefi­nitely. On the other hand, the data collection takes place without the conscious permission of the users. The storage and collection of personal data is a potential problem, since the digital footprint of a person on the Internet has an impact on the social and political rep­resentation of the individual, its perception by other actors. Compromising the content of a digital footprint can expose information that is (...) not intended for others. There is cur­rently an increasing trend of misuse of stored data, both by criminals and by companies that use the data for sale or surveillance. The need to control how data is collected, stored and used leads to the emergence in the academic literature and the legal field of the “right to be forgotten”, which allows a person to actively moderate the process of collecting and storing data, to participate in determining the circle of those to whom they can be accessed, and delete personal data. The adoption of such a right not only allows the state to influence the collection and storage of data, regulating interactions through law-making activities, but also to realize the potential of an autonomous individual. The prospect of legislating the right to be forgotten has sparked debate in the academic and professional community about the destruction of the free marketplace of ideas and the imposition of political censor­ship on the Internet. The article deals with the philosophical, ethical and political founda­tions of the right to be forgotten. The article substantiates the conclusion that the right to be forgotten has a positive heuristic potential, but at the same time it has conceptual flaws, and is also not able to completely correct the current situation of data processing. However, the implementation of the right to be forgotten in the future can have a beneficial effect on the current situation in the field of collection and storage of personal data. (shrink)

While the story of Stanislav Petrov – the Soviet Lieutenant Colonel who likely saved the world from nuclear holocaust in 1983 – is often trotted out to advocate for the view that human beings ought to be kept “in the loop” of automated weapons’ responses, I argue that the episode in fact belies this reading. By attending more closely to the features of this event – to Petrov’s professional background, to his familiarity with the warning system, and to his decisions (...) to defy his protocol – it becomes clear that Petrov was not seamlessly working “in his loop,” but reassessing it entirely. I claim that this exhibits a paradox intrinsic to all automated loops: namely, that their optimum function in fact rests on unforeseen human interventions that cannot be reliably codified ex ante, that is, that good judgment cannot simply be “programmed into” their protocols. This dependence, moreover, reveals automation’s ineluctable need for virtue ethics – not in the usual sense (whereby ethics deliberates about, say, possible damages and loss of life), but in the sense that ethical judgment, rightly understood, entails the reassessment of all of the conditions surrounding a decision, including whether a protocol should be followed at all. In this paper, I argue that the conscience clause around abortion provision in England, Scotland and Wales is inadequate for two reasons. First, the patient and doctor are differently situated with respect to social power. Doctors occupy a position of significant moral and epistemic authority with respect to their patients, who are vulnerable and relatively disempowered. Doctors are rightly required to disclose their conscientious objection, but given the positioning of the patient and doctor, the act of doing so exploits the (...) authority of the medical establishment in asserting the legitimacy of a particular moral view. Second, the conscientious objector plays an unusual and self-defeating moral role. Since she must immediately refer the patient on to another doctor who does not hold a conscientious objection, she becomes complicit, via her necessary causal role, in the implementation of the procedure. This paper addresses the criticism recently directed at Internet companies who have chosen to do business in China. Currently, in order to conduct business in China, companies must agree to the Chinese government's rule of self-censoring any information the government deems inappropriate. We start by explaining how some of these companies have violated the human rights of Chinese citizens to freely trade information. We then analyze whether the justifications and excuses offered by these companies are sufficient to absolve them (...) of moral responsibility. We argue that both justifications and excuses offered are insufficient. Wilfully abiding by unjust laws, albeit necessary to do business in China, should not trump moral actions that protect rights. While e-commerce has grown rapidly in recent years, some of the practices associated with certain aspects of marketing on the Internet, such as pop-ups, cookies, and spam, have raised concerns on the part of Internet users. In this paper I examine the nature of these practices and what I take to be the underlying source of this concern. I argue that the ethical issues surrounding these Internet marketing techniques move us beyond the traditional treatment of the ethics (...) of marketing and advertising found in discussions of business ethics previously. Rather, I show that the questions they raise ultimately turn upon questions of technique and the ways in which technologies can transform the fundamental means by which relationships are established and maintained within a social environment. I then argue that the techniques of e-commerce are indeed transforming the means by which businesses relate to consumers, and that this transformation is affecting the applicability of our previous ways of demarcating the imperatives determining the limits of accessibility between consumers and businesses. Properly addressing the ethical status of the techniques of e-marketing as such necessarily moves us to consider the changes that Internet commerce are having upon the norms that govern individuals in their relations with others. Each year, millions of individuals in the United States are treated for a variety of serious medical conditions with prescription drugs whose therapeutic benefits are well known. The vast majority of these medications are used to treat medical and psychiatric illnesses. Generally, they are used as prescribed, and contribute to a better quality of life for persons suffering from debilitating or life-threatening disorders.The fact that a small portion of these medications is diverted by those who seek their psychoactive effects raises (...) the important policy issue: how to make drugs easily available for medical use while limiting access for purposes of abuse.Such a responsibility poses challenges very different from those of the so-called “war” on illicit drugs, because this control must be achieved without impeding patients’ access to medical care. A rational public policy would attempt to achieve a balance between the need to minimize abuse and the need to provide relief. (shrink)

One of the main challenges that the arriving paradigm of Internet of Things brings to society is providing and securing individual privacy. There are lots of obstacles which prevents us from successfully confronting such a challenge. In this paper we are going to deal with one such obstacle, and that is the bounded rationality of humans as participants in the environment of Internet of Things. We argue that the ethical approach to the vision of the Internet of (...) Things has to include the notion of bounded rationality. Bounded rationality of users impedes the possibility of giving informed consent. Informed consent is required when getting permission for collecting and using somebody’s personal information. Lastly, we discuss the need for a paternalistic approach of maximum possible default privacy settings without asking for consent, given the seriousness of all potential risks. (shrink)

Semantic Metadata, Humanist Computing and Digital Humanities, opens with an important interview with Pierre Lévy that reconstructs the key moments of his philosophical vision of the internet, and the World Wide Web, up to his most recent and highly innovative proposal of the Information Economy MetaLanguage. In the “Interventions” section our journal features an important reflection by Dino Buzzetti on the distinction between Humanities Computing and Digital Humanities. The essay, originally published in Italian, critically supports the rationales behind Humanities (...) Computing, characterized by a primary interest in methodological issues and their epistemological background. Buzzetti reconstructs accurately the history of this idea starting from the seminal works of scholars like Jean- Claude Gardin, who underlined the need for an awareness that computation applied to the humanities requires both representation, and information processing. The three projects that are introduced in the third part of the journal respond differently to the theoretical solicitations presented in the first two sections. Following the categories of Pierre Lévy, we should say that, even if in a different way, all three projects are the product of a collective intelligence and at the same time contribute to expand the knowledge of a physical territory or of a literary tradition, making the process of their digital processing transparent. The only reliable remedy against anxiety is information, and reliable information and news are of crucial value in times of crises, such as COVID-19. Contemporary social media offers almost everyone a platform to publish one’s own thoughts, opinions, political statements and others, some of which may gain significant interest of others and thereby become so called “influencers”. This role has in the past been held by news agencies primarily, but this role is increasingly adopted also by private people and among (...) them, also some who do not necessarily adhere the high standards of good journalism or scientific ethics. These give rise to fake news, spreading as unconfirmed rumors and possibly causing dramatic impacts to a society. With information available almost everywhere in the internet today, the distinction between good and bad sources has become a challenge, and highly difficult task. Even more intricate is the question of verifying information against multiple independent sources. If many people say something, does this make it true or any more plausible? Do we need to trust information in lack of better information? Is it possible to judge information and make our own opinion about its validity, quality, relevance or usefulness for our own business? This article shall provide pointers towards answers to the above questions. We discuss some technical means of judging the quality of information and what anyone, even without much technical background can do to avoid falling victim to fake information and fake news. This article groups the rhetoric of hate on the Internet into five generic categories. Although continuous with its ancestral form, we argue that in its discontinuity this cyberspace variant is uniquely harmful to children because of its diffuse textuality, anonymity, and potential for immersive, user-interactivity. This unique postmodern grammar compels us to confront the sacrosanct premises of our paradoxical ethic of tolerance.
