Defining “community” from a research perspective is difficult. Communities consist of environmental, social, and geographic components. In addition, race, ethnicity, socio-economic status, and group memberships often play roles in community identity. Barry Wellman and Scot Wortley urge that to truly understand and influence a community, and most certainly to conduct research within communities, one must take into account the varied nature of relationships and networks and how they may work together synergistically to meet the needs of community members. Using the (...) Social Ecological Model, with its delineation of multiple spheres of influence, community-based research has attempted to reach this understanding. Although dramatic shifts have not yet been realized, many studies suggest improved health behaviors and healthy environments, which indicate a promising future for community intervention work. The discussion that follows reviews the theory and rationale for community-based interventions, the socialecological approach to understanding and studying obesity, and the progress and promise of community interventions. The problem of function statements in the Life Sciences may be stated as follows. Life Scientists make frequent and important use of statements of the form 'X is the function of Y', in explaining phenomena intimately connected with living organisms. The use of such statements, according to recent philosophical discussions suffers the defects of presupposing or committing the user to the existence of vital forces, purposive activity outside the realm of human action, or a special kind of ';causal' nexus, i.e. (...) final causality, or constitutes the basis for the irreducibility of the LIFE sciences to physics . ;Because scientists find such statements so useful they are not willing to throw these statements out altogether. Instead the philosopher embarks on a program to 'save' such statements by showing that upon analysis function statements do not really suffer the above-mentioned defects. This analysis of function statements into statements of efficient causality shows them to be causal in a way which does not commit one to vital forces, purposive activity outside the realm of human activity, or final causality, and does not provide ammunition for those who would resist the reduction of Biology to Physics. ;First I consider attempts which have been made in the philosophical literature to analyze function statements into regular causal statements. I provide in the course of these considerations a positive account of the legitimate use of function statements in the life sciences which is non-reductive yet does not involve any of the defects which motivate the standard philosophical analyses. This positive account sees function statements as compacted explanations which among other distinguishing uses and characteristics focus on a special class of consequences. (shrink)

This paper is the companion to the “Assessment of Coordination of Legal-Based Efforts across Jurisdictions and Sectors for Obesity Prevention and Control” paper, and the third of four papers outlining action options that policymakers can consider as discussed as part of the National Summit on Legal Preparedness for Obesity Prevention and Control. The goal of this paper is to identify potential action and policy strategies related to coordination across jurisdictions and sectors that can be adopted by policymakers and implemented by (...) practitioners to address the obesity epidemic. The paper examines collaboration among four sectors — community agencies and organizations, schools, health care institutions, and workplaces — and examines collaboration from both vertical and horizontal perspectives. America’s increasing obesity problem requires federal, state, and local lawyers, policymakers, and public health practitioners to consider legal strategies to encourage healthy eating and physical activity. The complexity of the legal landscape as it affects obesity requires an analysis of coordination across multiple sectors and disciplines. Government jurisdictions can be viewed “vertically,” including the local, state, tribal, and federal levels, or “horizontally” as agencies or branches of government at the same vertical level. Inspired by the successful tobacco control movement, obesity (...) prevention advocates seek comprehensive strategies to “normalize” healthy behaviors by creating environmental and legal changes that ensure healthy choices are the default or easy choices. With many competing demands on diminishing municipal budgets, strategic coordination both vertically and horizontally is essential to foster the environmental and social changes needed to reverse the obesity epidemic. It is characteristic of realists to separate ontology from epistemology and of idealists to mix the two things up. By ‘idealists’ here I am mainly referring to the British neo-Hegelians but the charge of mixing up ontology and epistemology can be made against at least one ‘subjective idealist’, namely Bishop Berkeley, as his wellknown dictum ‘esse ispercipi’ testifies. The objective idealists rejected the correspondence theory of truth and on the whole accepted a coherence theory. The qualification is needed here because (...) H. H. Joachim, in The Nature of Truth, found the coherence theory unable to deal with the problem of error. (shrink)

Neuroethics, as a domain of inquiry, was made necessary by this interdisciplinary march of technology that has been much documented and the resulting synergism, which resulted in the development of neuroimaging, deep brain stimulation, and advanced neuropharmaceutics. Closing the loop from discovery of basic mechanisms of illness to knowledge of structure and function en route to restorative therapeutics is a long way from earlier efforts to use electrical stimulation to address human maladies. The most challenging aspect about neuroethics is that (...) the technology used by neuroscientists needs to be understood in order to offer responsible neuroethical critique. The technocentricity of neuroscience makes it especially vulnerable to broader market forces and the sway of political economy, all of which might be exacerbated by the recent fiscal melt down and recent trends in healthcare reform. Why is it that philosophers find it so hard to come to agreement? Many disputes that have gone on for centuries or even millennia are still unresolved, even though there has been increased conceptual sophistication on the part of the contending parties. Consider, for example, the question of free will, where libertarians still contest the field with determinists and compatibilists.

The paper begins by considering David Armstrong's beautiful paper 'The Headless Woman Illusion and the Defence of Materialism', which conjectures how we get the illusion that there are non-physical qualia. There are discussions of other metaphysical illusions, that there is a passage of time, that we have libertarian free will, and that consciousness is ineffable (which last also relates to Armstrong), and of their possible explanations. Moral: avoid appeal to so called intuition or phenomenology.

This essay defends a view which is near enough to Putnam's characterization of metaphysical realism for it to be called by the same name. Indeterminacy of reference is conceded, in the sense that there may be multiple reference relations, but it is denied that this implied belief in unknowable noumena. It is enough for metaphysical realism as conceived here, that there be at least one reference relation. The essay also argues against defining truth epistemically. Even a Peircean ideal theory might (...) be false, in a contextual sense of might' stronger than that of the logically possible. (shrink)

Peut-être que jusqu'ici dans les recherches philosophiques sur la nature du temps on a attribué trop peu d'attention à la distinction entre « temps » comme catégorie mathématique d'une part, et « temps » comme il est réalisé dans des processus et des périodes d'autre part. Quand on essaie de combler ce vide, on éprouve le besoin d'impliquer dans ses considérations l'apparition fréquente de « nouveauté » et de « commencement ». C'est pourquoi on examine dans la première partie de (...) cet article comment nous nous formons une notion mathématique du temps. Il apparaît que cela se fait en idéalisant la perception des périodes. On s'imagine que l'unité du temps une fois choisie peut être reproduite exactement, et même jusqu'à l'inñni. En outre on s'imagine que chaque période peut être divisée en des intervalles arbitrairement petits. Un instant est pensé comme une limite nette entre le temps qui précède et le temps qui suit ; ici la séparation entre les deux parties du temps est posée comme absolue contre arrière-plan d'un temps dont justement la cohérence est posée comme absolue. C'est ainsi que naît la catégorie du temps comme une possibilité homogène, toujours égale à elle-même pour indiquer des instants indivisibles et pour délimiter des périodes, à savoir une possibilité qui s'étend sans limites des deux côtés de l'instant actuel, aussi bien vers l'avenir que vers le passé. Quand on indique un instant, deux notions contradictoires sont posées en même temps, à savoir une séparation absolue et une cohérence absolue. Dans la physique ce schéma mathématique s'avère extrêmement utile. Pourtant il s'agit de se rendre toujours compte de l'applicabilité défectueuse de ce schéma, de sorte qu'on fasse attention aux complications qui exigent un complément et une correction de la théorie. Quand on applique le même schéma aussi aux processus vitaux et aux événements psychiques, alors l'incohérence entre le schéma mathématique et la succession réelle des périodes se trouve encore plus grande. Dans la deuxième partie on analyse le « commencement ». De la manière la plus originelle un commencement se présente devant nous, quand nous essayons d'avoir une vue d'ensemble de notre propre vie, comme elle se trouve dans notre mémoire. Dans le passé nous rencontrons alors une frontière que nous ne pouvons pas marquer cependant nettement sur une échelle mathématique. Ainsi en analysant chaque commencement on doit distinguer de nouveau soigneusement le commencement dans le domaine mathématique de celui dans l'ordre réel. Le caractère abrupt qui est propre à un commencement « mathématique » se trouve absent dans un commencement « réel ». Dans la troisième partie il est démontré que le temps et le commencement sont inséparablement liés l'un à l'autre. Le temps réel apparaît partout dans des périodes ayant un commencement et ainsi dans un ensemble compliqué de commencement et de permanence. Toutes les totalités dans la nature vivante et dans la nature inanimée, les individus ainsi que les espèces, ont été neuves une fois. Avant ce commencement multiple notre univers a été neuf. Cependant, alors il appert que cette mesure perd son utilité. Lorsque l'univers était encore en gestation, notre temps, lui aussi, avec sa mesure était en formation. C'est pourquoi une localisation exacte du commencement de l'univers sur l'échelle du temps n'est pas seulement impossible, mais même absurde. Cependant, si un commencement ne peut jamais être déñni de façon mathématique, il est pourtant défini de sa manière particulière dans le temps, c'est à dire par une définition qui essentiellement contient une certaine imprécision. Quant au commencement de l'univers les sciences physiques conduisent par des chemins différents à un même résultat, et font conclure à un âge de l'univers de quatre milliards et demi d'années environ. Finalement une question concernant la notion de création se présente. La tradition connaît en effet une notion de création dans un sens très stricte, distinguée des notions de « conservatio » et de « concursus ». On a l'habitude de lier le fait de la création à un seul ou à quelques instants. Mais nous croyons pouvoir démontrer que dans la dépendance que les créatures ont a l'égard du Créateur, il y a toujours aussi un aspect d' « être créé » dans le sens cité plus haut, un aspect qui se met d'autant plus au premier rang qu'il y a plus de nouveauté et de discontinuité vis à vis du passé.
